The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. The lack of alignment between management of surface water for the two industries creates confusion among stakeholders and this adds complexity and additional transaction costs during the exploration, permitting and operational phases of projects, including landowners who may be affected.CITATION:Bennett, C, Coffison, E and Gibbs, M, 2013. Slow seismotectonic movements along the in-clined deep fault zone under the compressional horizontal stresses are supposed to be the prin-cipal mechanism controlling the structure and processes in the active ocean margins. Within the scope of the plane strain problem a simple 2-D geomechanical model for the evolution of an island arc system is investigated. We consider a homogeneous elastic half-plane with a shea-ring surface crack. The key element of the model is viscous interaction between the crack sides, the viscisity varying with depth. The model dif-fers from the classical steady-state mode of subduction by nonstationary creep processes on deep faults and by possibly cyclical development of the transition zone.A numerical modeling of the stress-strain state within the island arc system through time was carried out using a semianalytical approach. The results of simulation are in good agreement with geological, geophysical, and seismological data.

In recent decades, significant advances have improved the modelling techniques for predicting slope failure. Predicting failures is vital in open pit mining due to the significant risk posed to personnel and equipment from unstable pit walls. Failures not only cause harm and damage to people and equipment but also cause delays to production and subsequently increase operational costs. Coupled with improvements in modelling techniques, utilisation of advanced scanning systems, such as high-definition imagery from UAVs has enabled faster and more precise mapping and modelling. However, one key element required for accurate slope stability modelling and monitoring is the ability for mine geotechnical engineers to have an accurate understanding of the mineralogy and moisture content of slopes, in real-time. To address this challenge, research has been undertaken to utilise hyperspectral imaging across a broad spectrum, combined with high-definition imagery, and LiDAR to scan slopes for minerals and moisture content. In addition to accurately mapping mineralogy and moisture, the data must be collected autonomously and remotely to ensure ongoing safety. The results show that there are many direct and indirect benefits from this new technology, including the ability to monitor slopes at a safe distance and in real-time, improved accuracy of modelling, detection of risks, and improving the automation workflow for geotechnical engineers. The paper presents recommendations for the implementation of the technology in open cut mining environments.

The results of the study and the resulting design parameters are presented. The subaerial technique of tailings disposal is described and the advantages of the method for disposal in arid climates highlighted.

"Surface support is a key component of most ground support systems which are applied as a means of reducing the risk of rockfall occurrence and maintaining serviceability of mine development. Surface support has two primary functions: distributing the applied load throughout the system by providing connection between rock bolts retaining smaller rocks that unravel between rock bolts.Confinement is also provided to the rock mass, which may increase its capacity to resist further degradation or loosening.Surface support has been routinely installed in most underground mines around the world for many years, yet the operators are still not always certain which type is best suited for deformable ground conditions. A number of factors need to be taken into consideration prior to selecting the type of surface support liner, such as its capacity, availability, practicality of installation, manual handling and loading conditions (static or dynamic) to ensure the system’s optimal performance in terms of safety and costs.This paper presents an overview of the surface support types currently used in underground mines in Australia. Shotcrete, weld mesh, high-tensile chainlink mesh, reinforced weld mesh and high energy absorption (HEA) mesh are discussed. A detailed description of each system is provided in terms of capacity, energy absorption, installation cycle and costs. The cost of each system has been normalised to the units of energy absorbed. In recent years there has been a trend among mining companies to diversify exploration and development away from the countries that have dominated mining activity for the latter half of this century. With some exceptions, this trend is accelerating and is a function of the recognition that many parts of the world, with no previous exposure to modern exploration, are endowed with considerable mineral potential. In addition coincident with changing political and economic circumstances, many countries have recognised the benefits of attracting international mining investment and have radically changed policies, fiscal and legal regimes so as to encourage exploration and mining. Some countries, however, have not readily accepted mining for cultural or social reasons and have yet to make effective changes to mining legislation. For historical reasons, other countries may have little or no direct experience of western economics, nor may they fully recognise the need for stability and competitive fiscal and legal systems to attract foreign investment. Not all ventures in new countries have been commercial successes and there have been some lamentable and recent lapses from grace. Optimal drill and blast design is a process often neglected by many underground hard rock mines. This is even more important to the new mine where ring designs need to be implemented and refined in a short period of time. In today's environment where more and more mining is being carried out by contract specialists it is the co-operation between a principal and contractor, who are working towards a common goal, that achieves the highest quality end result. The development of drill and blast designs that cause minimal damage to the mine infrastructure is particularly important to Northparke's E26 Block Cave Mine, as it consists of a single extraction level which must survive intact for the life of the mine. The advanced undercut mining method implemented at Northparkes is fired in a sequence which protects the mine development from potentially damaging abutment stress. This paper details how blast designs will be optimised and sequenced to satisfy the conflicting objectives of maximum rock breakage inside the drill pattern and minimum rock damage outside the pattern.

Development in the theory and practice of hearth drainage is reviewed. Difficulties in the hearth drainage were re- newed during late sixties and early seventies when the size of a blast furnace and the top pressure were increased to result in the increase in tapping rate. Hearth drainage was improved first by in- creased number of tapping and then decreased tapping rate as it was predicted by theoretical studies. State of the coke bed in the hearth, e.g., 'floating' or 'sitting-on' the hearth bottom, is discussed in relation with influential factors on it and its influence on the furnace operation. The 'sitting-on' coke bed is to be aimed at for the consistent furnace working and for the lower rate of erosion of the hearth refractory. As the continuous tapping became standard prac- tice in large blast furnaces, the interest in the basic research renewed. Prospect of the further research including mathematical modelling of the hearth drainage is discussed.

Welcome to this 13th Congress of The Council of Mining and Metallurgical Institutions. It is twenty one years since The Australasian Institute of Mining and Metallurgy last hosted this congress and it is a privilege and a pleasure for The AusIMM to have that responsibility once more. The theme of this congress "The Twenty-First Century - Mining for Mankind" stimulates many thoughts. The first thought that it generates in me relates to the reference to the 21st Century. We are still 14 years away from it and already consideration of the beginning of the next millenium is becoming something of a cliche. If we feel like that about it now, how will we feel at the 14th Congress of the CMMI in 1990, or the 15th in 1994 or the 16th in 1998? If we do all the crystal ball gazing about the 21st Century this week, those poor devils in the 1990s will in fact have nothing to talk about. Of course that is not the case. This is a very appropriate time for those of us concerned with mining and metallurgy to contemplate the next century. Fourteen years is about the extent of forward planning necessary in the mining business. I sometimes feel that most people do not take seriously the need for long range planning in our industry. Politicians, investment fund managers, and others under severe short-term pressure to perform in our hyperactive world may nod in apparent appreciation of our long term plans but their actions in the interests of expediency often betray-them.

Namakwa Sands is a mineral processing company based on the West Coast of South Africa and is solely owned by Exxaro Resources Limited. Mineral ore is mined and processed, concentrated and both chemical and mechanically upgraded before being sent for electrostatic and magnetic separation units. The final high value mineral products report as Zircon, Rutile and Ilmenite.The recovery of non-magnetic material is largely dependent upon a number of factors, including but not limited to dew point, ambient temperature, feed rate, mineral size distribution, specific gravity and mineral content in head feed. One important limiting factor to recovery in typical dry mill operations is the particle size distribution of the feed. Variance in the particle size has catastrophic consequences for recovery. This is the reason for this study. Until recently large variances in non-magnetic production were viewed to be a function of machine operation. This view was later rejected with the feed size distribution determined as the major driver of low recoveries, for Namakwa Sands orebody 50 per cent variance in particle size distribution can be noticed within one day. This is because of the successive mining blending techniques employed.The predicament is that the two modes were so closely placed together that recovery of a single mode is almost impossible without the consequence of greatly reducing recovery. The second mode was found at 125 µm while the first was at 90 µm. Interestingly, for the mentioned feed type a cumulative size distribution of a unimodal feed type is almost exactly the same as for a bimodal size distribution. Thus a plot of cumulative size distribution will show no difference due to the modes being so close together. This is the reason why this phenomenon was not noticed before.The study also found that, using an high tension roll (HTR) or rare earth roll, a fine stream with a single mode at 90 µm versus a coarse stream with a single mode at 150 µm would yield completely different results interms of yields. Larger conductive particles are thrown from the roll while small particles loose charge faster (entrainment). Results in terms of the bimodal size distribution show that even though 25 per cent of the feed type is greater than 150 µm the yields followed a similar pattern to that of the coarse particles rather than that of the majority (75 per cent) fine particles. This confirms what was published by M Ziemski and P N Holtham in 2005 on charge decay rates; they mentioned that particle bed effects played a major role in recovery.

A resource model serves two main purposes depending on the stage of a project. The first is to provide an early indication of likely tonnages and grades at certain cut-offs so that decisions can be made on whether continued spending on the project is justified. The second is to provide a basis for mine planning, feasibility studies and reserves. Resource models are not designed for selection of actual blocks in the ground for processing. This is the purpose of a grade control model, which is created at a stage beyond both resources and reserves.Inferred, Indicated and Measured Resources contain different levels of uncertainty with respect to the accuracy of the resulting grade and tonnage curves. These uncertainties arise from three broad areas: quality of information, geological assumptions and estimation technique. This paper focuses on known problems with the ordinary kriging (OK) estimation technique. Resource estimates often produce smoothed block grade distributions with much lower block grade variability than true selective mining unit (SMU) block grade distributions. There are two main factors that are involved in this smoothing. Firstly, where the block size used for estimation is larger than the SMU block size, this will smooth the block grade distribution and move the grade and tonnage curves away from the true SMU block grade and tonnage curves. Secondly, and less well recognised, is that smoothing is inherent in the OK estimator. This also moves the grade and tonnage curves away from the true SMU grade and tonnage curves, even when the estimate is done at the SMU block size. There are a number of techniques, such as simulation, uniform conditioning and degraded search neighbourhoods that can provide a better approximation of the true SMU block grade and tonnage curves at the expense of individual block accuracy.This paper aims to explore the extent to which OK resource estimates designed to maximise individual block accuracy can differ from (an estimate of) the true resource at SMU block size in terms of grade and tonnage curves. The differences at economic cut-offs and above are examined. In some cases these differences are significant. Both the OK estimation technique and block size play a part in the differences observed. To do this we will examine a number of commodities and deposit types using real project data.The conclusion is that the current industry standard default practice of targeting maximum individual block accuracy (conditional unbiasedness) using OK at resource stage, without consideration or evaluation of the extent of associated smoothing at SMU scale, can lead to significant errors in fundamental mine planning decisions. This then has implications for resource classification if the classifications are based heavily on the OK quality without consideration of the true SMU distribution.CITATION:Kentwell, D, 2014. Improving the safety culture and performance of any operation is a fundamental goal of every mine operator. Methods of implementing, or changing a culture have developed from the early methods of operant conditioning, for example rewarding crews for achieving nominated safety milestones i.e. 3 months Lost Time Injury (LTI) free through to the current model of engaging a workforce through education and empowerment. As a large scale and mature operation with multiple contractors, Telfer has been exposed to numerous programs throughout its history. This has provided the opportunity to build on and complement these systems by integrating key elements from each. SAFE 360° is a new approach developed to engage the workforce in a holistic approach to encourage positive behaviours across all facets of an individual’s life which results in a focus on situational awareness at all times, rather than being workplace specific. It is based on three key modules: • Emotional Intelligence • Mindfulness • Situational Awareness Each module has a series of modules that help enhance the individual’s sense of self, leading to an ability to self-reflect and self-manage whilst empowering them with the moral courage to challenge their peers to raise standards. Since commencing this SAFE 360° behavioural safety risk management journey in November 2017, we have witnessed a change in the way our workforce engages with each other, their workplace and with management. There has been an increase in hazard perception, identification and ownership of issues, and we have seen a significant decrease in site TRIFR rate from 13.7 to 5.7 (as of April 2019). This paper will provide an overview of the program, how it has been implemented, case studies to demonstrate outcomes and KPIs used to measure effectiveness.

The active history of foreign investment in the mining industry has resulted in Australia emerging as a major world producer of a range of mineral commodities. The current contribution to the national economy represented by mineral production and export revenues would not have occurred without both capital and expertise provided by foreign investors in the past. The initial foreign investment has led to the formation of Australian majority owned and controlled multi-national mining groups such as BHP Limited, CRA Limited and MIM Holdings Limited. These Australian companies, and others, are playing a significant part as foreign investors in the mining industries of Papua New Guinea (PNG) and Indonesia. The study examines issues of importance in foreign investment in each of the countries. It concludes that in Indonesia, the nationalisation of the Dutch mining industry in 1957 did much to deter foreign investment. The remarkable degree of policy stability brought about by the Contract of Works system since 1967 has gone a long way to restoring that confidence. The level of investment in the Indonesian mining sector is steadily increasing. Its attraction to Australian investors is a combination of policy stability, favourable fiscal terms, geological prospectivity for a range of commodities and proximity to Asian markets to the north. PNG has a stable policy regime which until recently has been free from political interference at the administrative level. As such, investors were developing confidence in the system and investment was progressively increasing as evidenced by growing exploration expenditures up to 1988. The 1989 Bougainville revolution caused a re-assessment of PNG's investment and country risk. The recent Mt Kare incident has further raised concerns over the government's ability to guarantee internal security. Foreign investors are faced with weighing concerns with the risks of operation in PNG against the undoubted geological prospectivity of the country. The fiscal regimes of Australia, Indonesia and PNG were compared by means of a simulated open pit gold mine in each country. The effect of taxation is examined by reference to the relative change in project internal rates of return (IRR). The comparison of the relative differences between pre-tax and post-tax IRRs provides a measure of the relative attractiveness of each fiscal regime.

Polyurethane resin (PUR) is extensively used in almost all coal producing countries. On the local scene, PUR components suitable for underground application were selected and subsequently, trials were carried out at several coal mines. This paper describes the work at Pikes Gully Colliery (B.P.3Coal), where water flow rates of up to 4.5 m (1000 gallons) per minute, were reduced to 1-1.5 m /minute at the tirst stage of application. Subsequent trials were carried out at West Cliff Colliery (Kembla Coal and Coke). A variety of PUR chemical mixtures were tested in coal ribs and in the roof of intersections and roadways. The trial results are presented with all particular details. Using the PUR injection method, the roof, at the most difficult intersection, was stabilised and 'de-bonded' roof bolts were re-sealed. At Pikes Gully and West Cliff Collieries, 2 tonnes and 3 tonnes of PUR chemicals were injected, respectively. The technique, primarily based on German experience (Bergwerksverband), was used by Delta Control Systems Pty. Ltd. ACIRL was closely associated with the trials, which were monitored by installation of the measuring Stations.

Presidential Address Today I want to couple that prediction with a discussion on competitiveness and changing employment roles in our industry. A crude analysis of the intensity of use of metals in developed and undeveloped nations was undertaken by dividing the weight of copper, zinc, lead and aluminium used in countries by the population. In the developed countries which were basically the Western European States, USA, Canada, Australia and Japan, approximately 38 kilograms are used per annum. In the developing countries which were basically the South-East Asian country Korea, India, Pakistan and Taiwan, the usage is 5.3 kilograms. Thus, if the developing world is to catch up with the developed world, the intensity of use of metals will have to increase seven times. The usage of metals in the developed world is increasing at the rate of 1.5 per cent per annum while the rate of increase in the developing world is about 5.8 per cent. In this analysis, the population of the developed world was 850 million and the developing world 1.5 billion. Note that this analysis did not include Russia, China and most of the countries of South America and South Africa. I am sure that with time, these undeveloped countries will move into the developing category. In the long-term there is obviously great opportunity for us both in the primary and secondary processing required to meet world demand. Turning now to competitiveness and changing employment roles. I am sure that everyone here present is aware of the urgent need for Australia to improve its competitiveness. I want to try and relate unionism and industrial relations, management and tertiary education to our competitiveness. I wish to talk on these items as I see them in the past, the present and the future. So firstly unionism and industrial relations. It has been unfortunate for Australia that unionism was based on the United Kingdom craft system. It is not surprising that it was because UK has been the basis for almost ' all of our institutions and that has generally been of very great value to us. The craft system in our trade unions has lead to the demarcation problems of which we have all been well aware. This has been extremely limiting to the individual; it has limited his or her ability to broaden their scope of knowledge and far worse it has limited their ability to maximise their satisfaction at work as they have only been able to undertake part of a job, rather than being able to undertake a role in totality.

Transporting coal by means of conveyor belts is very common in Australian underground coal mines. Major conveyor belt-related mining incidents are now relatively infrequent as a result of recent improvements in engineering standards and use of fire-resistance materials. However, conveyor belts have the potential for incidents capable of causing either personal or structural damage. In addition, any unexpected break down of rolling components or failure of belts creates a significant interruption to the production that is a major concern for operators whose responsibility is to achieve the optimum mining production.Currently, underground coal conveyor belts are examined for the presence of any overheating, smouldering or unsafe conditions likely to cause a fire. Periodic inspection of operating conveyor belts is carried out with the aim of detecting any local heat sources in an early stage. This includes temperature measurements of the driving head, idlers and rollers using hand-held temperature sensors such as infrared cameras or laser temperature sensors. The disadvantages of current conveyor belt temperature monitoring systems include high labour and equipment costs, safety risk to personnel who are in close proximity to moving conveyors, the ability to take line of site measurements only and potential for missed overheated idlers. Some of the conveyor idlers in underground coal operations cannot be accessed for traditional temperature measurements. This introduces a significant risk to the operation of critical infrastructure.A distributed temperature sensing (DTS) system can be used to develop an advanced conveyor belt temperature monitoring system that provides real-time, accurate and continuous temperature measurements along a conveyor belt particularly at the rolling components. The DTS system comprises of fibre optic detection cable, DTS controller and interfacing module. The advantages of the system include the accuracy, low-cost, easy installation, robustness, safety, immunity to radio frequency and electromagnetic interference, real-time data collection, and secure data transmission. This paper presents a scoping study on the development and utilisation of a fibre optic-based DTS system for underground coal conveyor belts. The mechanism of heat generation, the operation temperature range and the installation issues of fibre optic cable along the conveyor belt particularly in close proximity to each end of the spindle on every idler will be discussed.CITATION:Aminossadati, S M and Yang, B, 2013. Thank you chairman, good afternoon ladies and gentlemen. In my talk this afternoon I intend to cover a brief history, some of the recent experiences and an overview of the McArthur River project.If we consider the themes of this forum, Obstacles and Opportunities, I can confidently say that in attempting to develop the McArthur River deposit Mount Isa Mines Limited (MIM) must have encountered almost every obstacle that can be imagined. However the large size and the high grade of the deposit has ensured an opportunity, from which it is very difficult to walk away from.The McArthur River Here's Your Chance (HYC) Deposit is located in the Northern Territory of Australia. It was discovered by Mount Isa Mines Limited geologists in 1955 and is one of the largest known sedimentary stratiform zinc-lead-silver deposits. The deposit has been the subject of numerous investigations and considerable expenditure culminating in a major feasibility study in 1979. There were a number of factors which prevented development, these being the size of the project, the fine grained mineralization, geographical location, market, social and capital cost. The latter had been estimated in the 1979 study to be $800 million at that time.

Callie underground gold mine is part of the Newmont Tanami Operations, and is now the primary provider of ore to the Granites processing Mill. The Callie underground mine has produced in excess of 7.6 million tonnes (Mtpa) of ore, since production began in 1998, with a current production rate of 1.9 Mtpa. Callie underground uses sublevel open stoping with extraction through a combination of primary and secondary stopes. The primary stope filling strategy utilises cement aggregate fill (CAF) to allow full recovery of secondary stopes. The Callie backfill operation has had a continuous testing program in place during this time, which has resulted in a great deal of information available for post fill analysis. All CAF placement into primary stopes for Callie has been via surface boreholes and this has given Callie mine an understanding of some of the issues related to borehole design, type of linings to use depending on angle, depth and quantity of fill into stopes. Finally backfill barricades at Callie have undergone a number of changes during the time to optimise the design based on whether CAF or sand fill is used. This paper discusses the CAF backfill practices and testing methods used for backfilling operations at Callie.

This work investigates some suggested methods for blast vibration monitoring on a hard surface based on 53 tests on a vibration exciter. Errors in the measurement attributable to coupling have been described as function of frequency by the rock-to-mount (or coupling) transmissibility, ie ratio of the velocity of the vibration sensor mount to the velocity of the rock motion. Transmissibility has been measured from 2 to 200 Hz, at two vibration levels (5 and 20 mm/s), in four seismographs. Attachment methods with an anchor, thermal adhesive and gypsum plaster allow stiff rock-to-mount coupling. They ensure accurate measurements (errors below 0.3 dB) for frequencies commonly found in blasting (below 100 Hz) irrespective of the mount characteristics and the vibration level. Free laid mounts and sandbagged vibration sensors lead generally to a poor, weak coupling. Errors are non-linear errors with the input velocity, ie the operating frequency window narrows as the velocity of the ground increases. Free mounts follow ground motion acceptably well (error up to 0.4 dB) at both vibration levels and frequencies below 15 Hz. At higher frequencies, free mounts lead to the largest distortions with expected errors ranging from 0.8 to 6.6 dB. Sandbagging limits the expected errors below 1.3 dB, but it does not prevent large errors that can be up to 4.5 dB.
