Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. The E26 Lift 1 North Project took 37 months from the approval on 1st January 2019 to the commencement of production on 1st March 2022. This was five months ahead of the feasibility plan. When compared to the previous E48 Block Cave construction 12 years prior, which was of a similar size and design with ten extraction drives, crusher and conveyors, the E26 Lift 1 North project has been delivered at 29 per cent less capital cost. Key metrics achieved by the project include 12.7 km of development, 240 km of production drilling for drawbells and undercut blasting, 107 drawbells fired ready for production as well as only three Lost Time Injuries compared to 16 during E48 construction. The Lift 1 North Project Team has established a significant point of difference with the delivery being completed by the ‘Owners Team Model’ not Lump Sum or Turn-key. E26 Lift 1 North is now supplying the Northparkes processing plant for the next eight years. This paper discusses major milestones achieved throughout the process, modifications to processes from previous block cave construction at Northparkes as well as novel approaches to work to achieve the successful delivery of the project.

This paper will introduce some innovative strategies for simulator training that are intended to improve the level of safety and operational performance of heavy equipment operators. The key strategy is to design simulator training to deliver improved work performance outcomes. This strategy is underpinned by a process for engaging workers in knowledge discovery and transfer that has been developed as an outcome of an Australian Coal Association Research Program (ACARP) funded project conducted at open cut coal mines in Australia. The process is expected to deliver improvements in the safety and operational performance of heavy equipment operators by informing training content about how experienced operators manage unexpected situations around the site. Tapping into the tacit knowledge that experienced operators gather over time can provide site specific and timely information about situational cues used to manage the unexpected. This type of information complements basic skills training by helping the trainee understand the operational context in which the acquired skills will be applied. Inexperienced operators have traditionally gained experience through their own actions, observing the actions of others and by taking the advice of mentors who have æbeen there, done thatÆ and developed operational decision making skills for safe and productive work performance. Leadership and mentoring techniques that contribute to effective knowledge delivery will also be discussed.Other simulator training strategies include refresher training, change management, emergency response training and testing the usability of new equipment and technologies prior to their introduction on-site. A key challenge ahead for the resources sector is the development of knowledge elicitation techniques that suit the operational workforce. Mineral resources are becoming more complex in composition and structure making it more difficult to produce clean concentrates for primary metal smelting. In parallel, providing technological solutions to the recycling and recovery of end-of-life materials is becoming more important in moving towards the goal of increasing circularity. The availability of fundamental thermodynamic data and advanced thermodynamic tools greatly assists in evaluating these complexities and their impact on existing and new processes. In addition, it is fundamental to support the economic performance of smelters. This paper describes several examples on how fundamental work can be applied to industrial processing..

The underground Neves Corvo copper-tin mine in southern Portugal currently disposes of its tailings in a ætraditionalÆ wet tailings impoundment. With the development of new technologies for preparation and transport of thickened tailings or paste, alternative tailings disposal options have become available that provide a more sustainable water management system and a higher degree of environmental protection. In addition, growing European resistance towards subaqueous disposal may well result in mandatory use of dry disposal methods in the near future. Twenty-four tailings disposal alternatives were evaluated through a cost-effective and easily-implementable bench-scale geochemical screening program conducted at site. Since the tailings are pyrite-rich and highly acid generating, particular emphasis was placed on monitoring likely indicators of sulfide oxidation under the various simulated disposal scenarios. Dependent parameters investigated as part of the program included moisture content, use of alkaline additives (lime, cement), use of a bactericide, and agitation. Response parameters included paste pH, specific conductance, and temperature as indicators of oxidation. The testing was carried out for 30 weeks. Results indicate that a number of relationships between the geochemical stability of the samples (ie sulfide oxidation) and sample characteristics can be readily identified. Based on the results of the screening program, a limited number of tailings mixtures have been selected for further long-term testing in field weathering cells to aid in the identification of the optimal mix design for future tailings disposal at the Neves Corvo Mine. This type of testing provides an inexpensive and reliable methodology for semi-quantitative comparison between tailings disposal alternatives, in particular at locations where more rigorous evaluation through long-term, fully replicated testing is not immediately feasible.

The presence of clay minerals slows down the settling rate and mitigates compact consolidation efficiency in tailings dewatering. The increasing use of saline water in many plants, affects the dewatering performance and presents the mining industry with new concerns. Efficient tailings dewatering is a great challenge due to the complexity character of tailings, especially clay mineralogy, clay content, and water chemistry. In this study, existing studies of the effect of different affecting parameters, such as pH, ionic strength and polymer flocculants, on clay aggregation behaviours are reviewed. The settling behaviours of three types of commonly observed clay minerals in tailings, kaolinite, bentonite, and illite, are also investigated in saline water with different water salinity as a case study. The settling rates of clay minerals are found to be affected by water salinity, clay type, clay content and polymer dosage levels. High salinity water hinders the settling of kaolinite but assists the settling of bentonite and illite through formation of different aggregation structures.The current work has indicated that strategies to promote more rapid dewatering could include adjusting flocculant type or level, water salinity and salt balance, and tailings solid content levels. Implementing dewatering strategies may require a more detailed knowledge of the effect of surface chemistry on the nature and strength of the clay inter-particle forces. This study discusses the research gaps on how to better manage clay-rich tailings in saline water and identifies new research directions. The development of a water management model, supported through in-line monitoring data to predict and manipulate of the surface chemistry of the clay component of the tailings could be a new direction to manage the issues associated with clay minerals in the process of dewatering and tailings management. The majority of the powerplants in India are fed with non-coking coals, with the coals dispatched from their respective mines via wagons loaded by a rapid loading system or pay loader. The usual top size of coal is 200 mm and sampling is carried out manually from wagons. The manual method of wagon top sampling of large size raw coal is not only difficult, but also violates some of the fundamental principles of sampling. As per sampling requirements, samples are to be drawn from the full depth of the wagons, which is impossible to be done manually. Since the ash distribution in the different size fractions is not homogeneous, the results from the samples, which do not reflect the true size distribution of the lot, are likely to be biased. More importantly, sample collection by shovel from the top is a function of human discretion and not governed by the equiprobability rule. In another case, the sample has been collected by a cross belt-type auto mechanical sampler for 200 mm size coal at one of the super thermal power stations. Test analysis shows that coal collected using a cross belt-type mechanical sampler also has significant deviations from stopped belt coal samples of 200 mm size due to size segregation. Studies carried out on wagon top sampling through specially designed experiments reveal some interesting features. The presence of bias in wagon top sampling is apparent when compared with the ‘stopped belt’ sample. In this paper, a comparative study between manual wagon top sampling/auto mechanical sampling with respect to stopped belt sampling has been conducted for coal of size 200 mm. The fire started in the development section from methane released into the mine through a roof-bolt hole. The date was 8 May 1998. The flames spread quickly as the coal was ignited. After eight hours the Safety Department decided to seal the vertical ventilation shafts and the slopes. The quality of coal in the Esmeralda Mine is very high quality, and Minerales Monclova (MIMOSA) decided to recover the facilities, however, the Esmeralda Mine coals have a very high gas content of 12 m3/t. Immediately after the mine was sealed, MIMOSA staff implemented a plan to monitor the gas levels underground and contacted specialists for assistance in bringing the mine back on-line. During the next 2.5 months, MIMOSA staff and the specialists observed and analysed the gas behaviour supported by a chromatograph. With the results of the observations and analyses, MIMOSA in consultation with the specialists developed a recovery plan based on flooding the area in which fire might have propagated and in which rekindling was highly probable. Those results were analysed by the command centre (Mexican engineers responsible for mine recovery). At the same time MIMOSA trained rescue teams which included miners who had no previous experience in mine recovery operations. By 20 August 1998, the mine command centre had re-opened the slopes seal. Using a æStep-by-StepÆ system, the rescue team began the recovery process by employing cross-cuts and using an auxiliary fan to establish the ventilation circuit. The MIMOSA team advanced into the mine as far as allowed by the water level and was able to recover the main fan. The official mine recovery date was 30 November 1998.

Post-mining landscapes are required to geomorphologically and ecologically integrate with their surrounds (Martín Duque et al., 2015). Designing and constructing an erosionally stable landform is the first and arguably most important part of the rehabilitation process. Without an erosionally stable landform topsoil and nutrients are lost, shallow groundwater is depleted as well as when excessive erosion occurs, expose suboptimal materials. Here we examine the ideas of geomorphic design and rehabilitation and how the landform can be tested and enhanced using computer based design and landscape evolution models. Specifically we evaluate the complementary capabilities of landscape modelling (SIBERIA) (Hancock and Willgoose, 2017) and geomorphic design software (Natural Regrade with GeoFluv) (Bugosh et al., 2016), in order to maximise erosional stability on post-mining landscapes (Zapico et al., 2018). The decision making check-list and hierarchy of information for process and plant design is generally wide-ranging and complex. The nature of grades, mineralisation and ore types in an ore body, its mine development sequence, and the body of results from metallurgical and physical test work present complex and competing influences on flowsheet development, values for design, equipment selection, plant efficiencies and operating strategy. The challenge is how to manage all these variables, to understand their impacts on performance, and how best to provide a cost-effective plant design and robust process that meets daily/weekly/monthly operating objectives. Throughput, production and grade or product specifications need to be met. The ore body is not average; its range of metallurgical and physical characteristics may be moderately to highly variable. This paper assesses some of the key competing influences and conflicting issues in design and equipment selection, and their effect on production and performance expectations.

The Northwest Territories (NWT) of Canada has emerged as a major new province for diamond mineralisation in less than three years. This is primarily the product of a diligent search in the form of a scientifically based exploration effort. However other factors, including positive aspects of the business and the legal environment have also been identified as assisting the exploration process. In my view these have increased the likelihood of diamond mining becoming a major new industry for Canada. The supportive role of various government agencies has been important. In addition, the character of many of the joint venture deals that have been done has provided an attractive setting for the capital intensive evaluation and development work that is now required to bring the diamond discoveries into production. Perhaps of equal importance is that with the recognition that is being given to the success of the NWT diamond ventures, Canadian explorers are continuing to attract new risk capital for further exploration. This paper attempts to model and quantify the probability of exploration success translating into successful mine development.

In the late 1970's Western Mining Corporation, Exploration Division considered the purchase of a major multi-element spectrometer as an adjunct to our existing atomic absorption spectrophotometers. The analytical work proposed for the unit included barium, uranium and rare earth elements from Olympic Dam, uranium, sulphur, vanadium and strontium on Yeelirrie type deposits, major element and whole rock analysis, multi-element analysis of samples from the laterite, chromium and manganese exploration programmes and tin and arsenic analysis. These were all analyses that were not readily or easily performed by flame atomic absorption or were where we expected that a simultaneous multi-element instrument would be an advantage. Also the turnaround times for the commercial laboratories was considered unacceptably long for some determinations. Other factors, important when considering the spectrometer were the ability to ensure confidentiality of results and the ability to assign our own priorities and not to have to rely on commercial laboratories. The two techniques considered were X-ray Fluorescence Spectrometry and Inductively Coupled Plasma Optical Emission Spectrometry. The decision was made in favour of the ICP unit for several reasons. The ICP fitted in with our existing methodology, ie samples digested for atomic absorption or colorimetric techniques would also be suitable for ICP analysis and vice versa. The technique was suitable for water samples and for major element analyses and for rare earth elements. X-ray fluorescence spectrometers were installed at the Kambalda and Belmont laboratories and would be available to us for routine checking and for elements not suitable for ICP analysis. The final consideration was price. ICP was considerably cheaper than XRF.

Between 1966 and 1976, Australia moved from being a non-producer to a position of meeting more than ten per cent of world nickel demand. New mine developments beginning the early-1990s have the promise of more than doubling the country's world market share - from around eight per cent to perhaps close to 20 per cent. This new surge in activity - the so-called `second nickel boom' - has led to several developments which seem likely to have similar economic impacts to those of the late- 1960s and early-1970s. There are, however, some notable differences this time around. The impact of long distance commuting over the past 30 years has changed the regional development scenario. The gold industry is much stronger in Australia than it was in the late-1960s and this helps to place the importance of new nickel discoveries in a more realistic perspective. As potential players have jockeyed to complete feasibility studies and move into construction and production phases of new long-life mines, established suppliers clearly seem to be taking actions to discourage the newcomers. In what appears to be a classic oligipolistic market situation, the heightening of perceived entry barriers to the industry appears to be a particularly visible strategy undertaken. In the current scenario as well, greater vertical integration among producers appears a significant influence on market power.

For some time the-mining industry has been criticised, completely unjustifiably, by certain people who style themselves conservationists but are actually preservationists. The criticism of the mining industry - and indeed all developmental industries has an emotional background and is not supported by facts. Some claims have been so disturbing that the Australian Mining Industry Council considered that the industry should do more in stating its position and attitude than has been done to date. It was therefore decided to request the Australasian Institute of Mining and Metallurgy (which is a technical organization) to join with it in presenting this seminar so that the subject could be examined on a scientific and factual basis, removed from the pressures of, emotion, and so that the media and the public could be presented with some basic factual data and, I trust, convinced of the soundness of the industry's attitude and policy. Many of the individuals in the mining and metallurgical industry are men who chose mining as a career because the location of mines gives an opportunity normally available only in the more remote areas. "These men do not want to see their countryside despoiled. '-The mining companies they manage and w rk for have accepted a responsibility to the environment which grows out of their close relationship with the earth.

Martha Mine is an open pit gold-silver mine, located within the township of Waihi, 150km southeast of Auckland and is operated as a joint venture between Normandy Mining Ltd. 67 %) as Manager and Otter Gold Mines Ltd. (33%). The deposit was historically mined, by underground methods from 1888 to 1952, producing 5.5 moz of gold and 30 moz of silver, from 11 mt of ore. The current operation began in 1988, producing, to June 1999 - 867,245 oz of gold and 5.5 moz of silver from 9.5 mt of ore. The licensed reserves were due to be mined out by late 2000. Consents were granted in December 1998 to allow the expansion of the operation through to 2007 accessing an additional 7.5 mt of ore at 3.4 gpt Au and 26.0 gpt Ag for 800,000 oz of gold and 6.4 moz of silver. The key elements of the expansion are: 1. Pit enlargement 2. Upgraded crushing and material handling facilities 3. Construction of a second tailings storage facility 4. Upgraded water treatment capacity 5. Increased operating capacity This paper presents an update of expansion activities to date.

Early theories of coal formation are outlined, with special emphasis on the arguments for allochthony and autochthony. Various aspects of the nature, growth, and decay of the characteristic vegetation of the brown coal peat moors, their conversion into coal, the origin of banding, and the influence of tectonics are discussed.A description of the banding in Victorian brown coals is followed by a discussion of their vitrain, fusain, and natural carbonized coal; and concludes with the nature of the coal resin and the possibilities of its extraction.The nature and derivation of inorganic matter in brown coal, based on Lessing's classification, is described. Assimilation of mineral substances in specific plants with variations due to environmental factorsare illustrated by analyses of present day trees. Consideration is then given to possible sources of salt, marcasite, and quartz in brown coal.It is shown that part of the inherent and extraneous ash may have been removed during and after coal formation. The nature and abundance of the organically combined substances in brown coal emphasizes the anomalies that may arise from estimating the total inorganic matter from ash contents.After classifying deposits on external heating surfaces of boilers, theoretical and practical aspects of slag formation, alkali matrix deposits, and the effect of sulphur and chlorine are considered.Analyses of deposits in boilers burning Victorian brown coal are tabulated.Slagging at the Yallourn power station from sand in the Yallourn open cut, and difficulties with Yallourn North Extension coal at the Maryvale paper mills are described.Tests carried out on Morwell and Yallourn coals showed that with the former, impacted deposits formed on boiler heating surfaces, and left a high percentage of chlorides on probes. Morwell briquettescompared with Yallourn briquettes also reduced the running time of a semi-industrial boiler through deposits with sodium sulphate as...

Proposals designed to use stockpiles and buffer stocks to achieve price stabilization and better resource use have a long history. They are super- ficially simple to understand. The benefits seem clear. And yet I am well aware that this is not a simple subject: the more one studies it, the more complex it becomes. Worldwide interest in re- source management, while receiving fresh impetus from the OPEC actions, also has a long and chequered history. Those venturing into such ter- ritories must be forewarned of the traps and pit- falls which abound. Interest in these schemes has waxed and waned over the years with the fluctuating fortunes of the producers or consumers. As I write this paper towards the end of 1977, I am acutely aware of the low ruling prices for zinc, copper, and nickel. These sacrifice prices remind me that it is difficult, for example, for a surveyor, to be calm and rational if he is up to his neck in a swamp full of crocodiles. He might be forgiven for forgetting that the aim was to drain the swamp! I am also aware that when swamps are drained, painful and dangerous stumps sometimes stick out. Hence, in looking at the subject of stockpiles and resource management we must not set our sights too high, perhaps not initially hope for perfec- tion, if we want to secure worthwhile changes. My approach is to acknowledge a bias for the market system. We have, however, had experience (remember the 1930s) of some weaknesses in the untrammelled operation of free markets. Thus our international economic relationships over the past 20 or 30 years have been based on a desire to retain as much as possible of a liberal world trading system backed by such organizations as the GATT, IMF, and the U.N. to ensure the necessary cooperation. Some nations have seen this system work only partially in their best in- terests. GATT, for example, has been reasonably effective in liberalizing trade in many manufac- tured goods but far less so in regard to agricultural or semi-processed goods.

Prior to 1972, Peko Mines Limited at Tennant Creek used a central mill at Peko, which consisted of a gravity circuit, flotation and cyanidation of tailings, to treat their gold ore from surrounding mines. The Warrego concentrator, 60km to the west, was built to handle the Warrego and Gecko copper orebodies, which were being developed concurrently with the concentrator construction The Warrego concentrator consisted of a flotation circuit, using autogenous grinding at 100 - 120 tph, compared to the more elaborate Peko circuit employing rod mill - ball mill grinding capable of treating only 18 - 26 tph. During development of the Warrego copper mine a gold rich ore pod was located, because of which the mining plans were adjusted to allow simultaneous, separate extraction of the copper and gold ores. However, the plans for the concentrator were not affected as the gold ore could be carted 60km to the Peko central mill for processing.

Dr Wark said: I have not come to Broken Hill to tell you how to conduct flotation operations; indeed, during my short stay here I have already learned much concerning the process, of the many difficulties which have been overcome, and of those still awaiting solution. My purpose tonight is rather different. All who have been concerned with the operation of the flotation process must have wondered, like myself, why the process is possible at all. In particular, why can minerals which are heavier than water be made to l10at to its surface; why do certain minerals float while others do not; and what are the functions of the added chemicals?I have been asked to describe tonight some of the ways which have been adopted in the Melbourne University laboratory in an endeavour to find answers to these. questions. Knowing that you are just as interested in them as we are and, furthermore, appreciating that were it not for the co-operation of the Broken Hill companies our researches would not have been possible, I regard it as a high privilege that I should have been invited to tell you of our work. Before doing so, I would like to tell you the reasons why the work was started and for whom it has been carried out. Soon after the flotation process had been successfully exploited on a commercial scale a number of investigators sought to determine the theoretical basis upon which it rests, and our knowledge of the function of the added chemicals has been considerably broadened by the published accounts of many workers, particularly in recent years of those working in American universities.The Australian metallurgist played, as you know, a part second to none in the early development of the process, and Australia's mining fields had already reaped such rich rewards from it that, late in 1929, it was felt by some of the leaders of the industry that we should take a larger part in the efforts being made to extend the knowledge of the principles upon which the process is based.Accordingly, several companies - the Broken Hill South, the North Broken Hill, The Zinc Corporation, the Electrolytic Zinc and the Mount Lyell Companies - established a laboratory in the chemistry department of the University of Melbourne for the purpose of investigating the principles underlying flotation.Subsequently another British company, the Burma Corporation Ltd, expressed a desire to co-operate.

Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining's image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public.
