The rules laid down by Peter von Rittinger in his classic Lehrbuch der Aufbereitungskunde (Berlin, 1867, p. 513) concerning the designing of dressing-works still possess authority for such works and their operation. Nevertheless, some modifications and additions suggested by practice may be of value at the present time. Rittinger says: "I. Choose the apparatus and machines which can be, under the existing con-' ditions, easily constructed and kept in running order!' This rule contemplates the construction of apparatus (mostly of wood) on the spot, with the command of good sbops and especially of good workmen in wood. But in many cases, particularly for the sake of a prompt supply, the construction of apparatus is now left to special manufactories, which pay more attention in the choice of materials to durability and strength than to easy manipulation and erection. Magnesium alloy sheet has less ability to accept bending at room temperature than most of the heavier metals. In work designed to improve the bend properties, the preferred orientation of the sheet is of major importance as it is in all studies of the properties of wrought magnesium products. When rolled into sheet, all of the common magnesium alloys form an orientation texture having the basal (002) planes approaching parallel to the surface of the sheet. This texture is only slightly affected by annealing. Magnesium single crystals are highly anisotropic, and, as might be expected, so are magnesium alloy wrought products in which a strong preferred orientation is developed. It is therefore not surprising that bend properties are affected by orientation. Ansel and Betterton1 reported that the orientation of AZ3lXt sheet varies from surface to center and that bend properties are improved by etching away the sharply oriented material at the surface of the sheet to reach the more broadly oriented structure below. This paper covers a study of that orientation, either during the rolling process or by treatment of the finished sheet, in an effort to improve the bend properties and toughness of sheet. Literature The orientation texture of magnesium and magnesium alloy sheet has been studied extensively. Early determinations2 showed that pure magnesium sheet has a preferred orientation in which the basal planes are parallel to the sheet surface within very narrow limits. J. C. hIcDonald3 and J. D. Hanawalt4 reported that sheet containing a small amount of calcium develops a "double" texture, that is, the majority of the basal planes are a few degrees from parallel to the surface and there is a noticeable vacancy at the parallel position. Bakarian5 made careful quantitative pole figures of both pure magnesium sheet and MI alloy SEPTEMBER 1949 sheet which show these features. In all of these studies, however, the orientation was determined by transmission methods in which the resulting pattern is an average through the thickness of the sheet. The tendency of wrought metal to exhibit a different orientation at the surface from that in the center has been reported by many investigators. G. von Vargha and G. Wasserman6 found that with copper, aluminum, iron, and brass the textures of rolled compared to drawn wires were the same at the center but differed markedly at the surface. It was also reported by investigators7 that the orientation of rolled aluminum varies from surface to center. Har-greaves8 found that the surface texture of AM503 (magnesium alloy similar to MI) sheet was different from the center texture. It is reported by Edmunds and Fuller9 that zinc alloy sheet sometimes had a thin layer at the surface with a strong orientation of the basal planes parallel to the surface, which, if present, impaired the bend properties of the sheet. Part1 Surface Orientation ofMag- nesium Alloy Sheet and the Effect on Properties Attempts to correlate the bend properties of magnesium alloy sheet with tension ductility over short gauge lengths proved unsuccessful and the subsequent investigation showed that nonuniformity in orientation is a con- tributing factor as the properties of the surface material have a much more important effect in bending than in tension. A program to study the relationship between surface orientation at the surface and bend properties was then undertaken. First, the effect of etching away the surface of sheet on the bend properties and the orientations at the various depths were studied. Sheet samples of M1, AZ31X, and AZ61X were etched in dilute nitric acid to remove the surface material for various depths to 0.015 in. As may be seen in Table 1, the minimum bend radius improved considerably as the surface layers were etched away but it was necessary to etch the sheet quite deeply, much more so than was found necessary by Edmunds and Fuller9 on zinc sheet. It is also apparent that the amount of etching required is a function of the sheet thickness. In all of this work, radii were measured as R/t, the radius divided by the sheet thickness, in order to eliminate the effect of the reduction in sheet thickness produced by the etching. To determine the orientation texture of the sheet, X ray reflection patterns were taken using copper radiation with the bearn striking the specimen at an angle of 17' to the surface, which is the Bragg angle for the (002) planes of magnesium. Two exposures were made of each specimen, one with the beam perpendicular to the rolling direction and the other with the beam parallel to the rolling direction. The symmetry of the preferred orientation in magnesium sheet is such that these two photographs gave an approximation of the pole figure sufficiently accurate for qualitative work and it was not thought worthwhile to make complete pole figures. These X ray patterns show that the orientation has a much narrower spread at the original surface of the sheet than below the surface. THE solubility of nitrogen in iron and steel has been of considerable interest due to the role of nitrogen in strain-aging and in quench-aging. It is generally considered that quench-aging is the result of precipitation of carbide and nitride particles from supersaturated solid solution, while strain-aging results from the segregation of carbon and nitrogen atoms to dislocations.1-9 The rate of strain-aging is controlled primarily by the amount of carbon and nitrogen in solution and the temperature. IT is characteristic of most shales and surface clays that a bloated or vesicular structure is produced by burning to a sufficiently high temperature, usually about 150° to 200°F. above the normal maturing temperature used when making common brick of the same material. Early investigators recognized this phenomenon and attributed it to the release or expansion of gases in the vitrified piece. A number of theories have been advanced on the source of the gas and the manner in which it is evolved, but none has been proved conclusively. T. E. Jackson's1 early theory that bloating was due to oxygen evolved by ferric oxide in forming ferrous oxide or ferrous silicate was never substantiated by experimental work. Orton2 thought this explanation unlikely, as all clays should bloat at the same temperature, if this were true. He found that clays bloated in the range from 1100° to I700°C. Also, many clays containing iron did not bloat at all, but fused. Orton also stated that oxidation of different types of carbon was a source of gas during burning of clay and should be expelled before vitrification was reached. Seger3 said that he had dissolved ferric oxide in glass with no apparent evolution of gas. Matson4 came to the conclusion that ferruginous clays burned to vitrification in an oxidizing atmosphere did not have the iron in a ferrous form. According to Wilson,5 the gases responsible for bloating might be entrapped air, water, sulphur dioxide, carbon monoxide, oxygen, and hydrocarbons. He spoke of two causes of bloating: (I) incomplete oxidation below the vitrification temperature, and (2) decomposition of compounds and evolution of gases above the vitrification temperature. Decomposition of calcium sulphate was given as the principal example of the latter. Bleininger and Montgomery6 stated that if any time after vitrification began the evolution of gaseous matter was rapid enough so that pressure was produced within the clay, bloating was certain to take place, and a vesicular structure would be formed. They recognized that initial structure, rate of heating, kiln atmosphere, and many other variables affected bloating. Work done by the Emergency Fleet Corporation7 indicated that clays suitable for bloating should be high in compounds of metallic oxides, carbon, sulphur, sodium, potassium, or other equivalent compounds, which either act as a flux or give off gas. Orton2 studied the chemical status of the carbon, iron, and sulphur in clays during various stages of burning, using a Huron shale that bloated under oxidizing or reducing conditions. He found that only a small amount of sulphur remained in the clay and that it could be detected only by dissolving the clay in hydrofluoric acid,i.e., the sulphur was in combination with the silica. Orton said that this sulphur was probably in the form of iron sulphide dissolved in the glass phase. The iron sulphide was not broken down by heating, but was dissolved in the basic slag or glass,

“The mining industry can do more to alleviate world poverty, hunger and human misery, more to close the widening gap between advanced and developing nations and more to achieve international peace and understanding than any other single force in the world," Charles W. Court, Minister for Industrial Development, Western Australia, told the American Mining Congress audience at the opening session of the 1969 Mining Convention, October 19-22, San Francisco. Australia, he pointed out, is a shining example. In 1971, 60% of U.S. mining investment overseas will go to Australia and other parts of Oceania, an increase of 42% over a year ago. Australia has capitalized on world needs, its own rich resources and good investment climate. Developing nations can and should do the same, but they mix emotion with nationalism, often frightening away foreign investment which could breathe life into dormant and backward areas, said Court.

R. E. Hoffman and D. Turnbull—The authors have presented evidence which they have interpreted as indicating that the rate of self diffusion is not intrinsically more rapid at grain boundaries than within the grain. Grain-size effects which apparently exist are attributed rather to impurities concentrated at the grain boundaries. In view of our own experiments and the existing evidence, we believe that the support for this hypothesis is not convincing. We have in progress an investigation in which the rate of self diffusion of silver is being measured over an extended temperature range in both single-crystal and polycrystalline specimens. The results of the single-crystal experiments and some preliminary data on fine-grained polycrystalline specimens have already been reported:' and it is anticipated that a complete report will be published in the near future. The self-diffusion coefficient of large-grained polycrystalline silver (1 grain per sq mm) has previously been measured by Johnson" between 730" and 940°C. The diffusion coefficients which we have measured in single crystals (210 plane normal to diffusion direction) agree within experimental error with values calculated from an extrapolation of Johnson's curve down to temperatures as low as 500 °C. However, it has been demonstrated that the overall self-diffusion rate in fine-grained polycrystalline specimens (initial grain size of 0.003 cm) becomes measurably larger than the overall rate in a single crystal at a temperature of 600°C, and the discrepancy between the two rates becomes greater as the temperature is further decreased. In fact, it has been possible to obtain satisfactory penetration curves for polycrystalline specimens using the sectioning technique at temperatures as low as 400°C. At this temperature, the penetration is 50 to 100 times greater in the polycrystalline specimens than in a single crystal. Fisher" has developed an analysis whereby the ratio of the rate of the unit diffusion process at the grain boundary to the corresponding rate within the grain can be calculated from the penetration curves and an assumption as to the width of a grain boundary. This analysis applied to our data indicates that the unit process at the grain boundary is faster by a factor of 10' at 475°C when the grain boundary width is taken to be 5. The silver used in most of these experiments was obtained from the Handy and Harmon Co. and listed as 99.97 pct pure. Preliminary experiments on 99.999 pct silver from the Jarrel-Asch Co. indicate a grain-size effect of the same order of magnitude as in the less pure silver. Nominally, these purities are as good, at least, as that of the carbonyl iron used by the authors, but of course if an impurity effect does exist its magnitude might be very dependent upon the nature of both major and minor constituents. The authors have cited the work of other investigators who have found no grain-size effects. Neither Steigman, Shockley and Nix" nor Maier and Nelson8 were able to correlate self-diffusion coefficients of copper with grain size. However, all their measurements were performed at or above 750°C; and on the basis of our work with silver, no grain-size effect would be expected at temperatures above about 0.7 of the absolute melting temperature unless the grain size were exceedingly small. Likewise, in the investigation of the self diffusion of lead by Seith and Keil,14 the lowest temperature at which the diffusion coefficient was measured in polycrystalline specimens was 207°C, which is still sufficiently high so that the lack of a grain-size effect is not surprising. Finally, in those experiments on iron from which they concluded that there was no grain size effect, Drs. Birchenall and Mehl seem to have no information as to the actual grain sizes immediately prior to and following the diffusion anneal. Without this information, we believe that their own experiments offer little support for their hypothesis. F. S. Buffington, I. D. Bakalar, and M. Cohen—The results given in this paper agree in order of magnitude with those tentatively reported by us.27 However, significant differences exist in the two sets of data, and it may be well to make an explicit comparison. The diffusion studies at M.I.T. were conducted on somewhat higher purity iron (99.98 pct Fe) than the grades used by the authors, but this is undoubtedly not the answer. Fig. 4 shows the diffusion results of both laboratories for the gamma phase, omitting the authors' data on the commercial steels, while fig. 5 presents a similar comparison for the alpha phase. The divergence is much more marked in the latter case than in the former. In connection with the M.I.T. determinations, all of the runs in the gamma range and those above 800 °C in the alpha range were conducted with specimens having a relatively thick (0.002 cm) electrodeposit of radioactive iron. This practice minimizes any possible error due to extraneous diffusion that may occur during the heating to and cooling from the operating temperature. An exact solution of Fick's law for these boundary conditions was used in calculating the diffusion coefficients. At a later time, three runs were made below 800°C, using very thin electrodeposits similar to those of the authors, and the points fell considerably below the values expected from the extrapolation of the results based on the specimens with the thick deposits (compare dash-dot line in fig. 5). However, in the runs with the thin deposits, deviations of 100 pct were found between the individual specimens, whereas the maximum deviation with the thick deposits was less than 25 pct. Accordingly, it is not known at the moment whether the M.I.T. points below 800 °C should be given as much weight as those above 800°C. If this were done, the frequency factor would be of the order of 400 cm2 per sec, which is quite high. THE study of chemical reactions of liquid steel and basic open-hearth slag involves a complex slag system of at least eight important components, and often a number of others. In initiating an experimental program on the equilibrium relationship of slag and metal, it became evident that but little progress could be expected in the interpretation of the complex slags until an understanding had been gained of the simpler liquid systems composed of a limited number of slag constituents. The simplest system that in any way resembles open-hearth slag must contain lime, silica and iron oxide. Attempts to produce in an induction furnace slags containing only these constituents have met with serious limitations because of the solubility of refractories in the slag. Thus in acid-lined furnaces the slag is always saturated with silica and consequently contains between 48 and 63 per cent of this component. In basic-lined furnaces an undesired additional component, magnesia, is introduced to the extent of some 3 to 15 per cent, depending upon the acidity, sometimes with disastrous results to the furnace. Thus in a magnesia-lined furnace, Fetters and Chipman1 found it impossible to prepare slags in which the ratio (CaO + MgO)/SiO2 was less than that corresponding to the metasilicate (approximately 0.8: I). Between this composition and that of the true acid slags lies a field of composition about which very little is known and which cannot be explored by any ordinary means. This circumstance, as well as the desire to study the more basic slags in the absence of magnesia, calls for the development of a method by which slags may be brought into equilibrium with molten metal without coming in contact with refractory. Such a technic has been provided by the rotating induction furnace developed by Barrett, Holbrook and Wood.2 Three modifications of the rotating furnace were described by these authors. The first was essentially a rotating refractory cylinder containing the magnesia crucible, which was itself heated by a graphite crucible. In the second, only the magnesia crucible rotated, the cylindrical graphite heater being stationary. In the third, the coil and crucible revolved, and the metal was heated directly by induction. EXPERIMENTAL METHOD Furnace The furnace used in this investigation differed from previous designs and may be considered a fourth modification of the original rotating furnace. Metallographic observations on hydrogen-reduced nickel oxide crystals suggest that nucleation of nickel occurs at structural singularities in the oxide. The fully reduced structure contains micron-diameter, worm-like voids occupying 40 to 50 pct of the volume. The crystallographic orientation relationships between nickel oxide and nickel resulting from oxide reduction are recorded and discussed. THE process of reduction of oxide to metal is one of considerable complexity involving a chemical reduction reaction, mass transport of reducing agent to the point of reaction and of reaction product away from it, and finally a transformation whereby metal atoms released from the oxide rearrange to form a stable reduced phase. In addition, nucleation of the reduced phase affects the overall reaction kinetics. Thus far only the thermodynamic aspect of reduction has received the attention warranted by the importance of

The Kotchkar mining-district, known as the Kotchkar System, is situated in the Orenburg government, in Eastern Russia, in the great plateau- or steppe-country immediately adjacent to the eastern slopes of the Ural mountains. Its longer dimension is north and south about 27 miles, while in the widest (northern) portion the distance across is 22 miles. The district lies 40 miles southwest of Miass, a station of the Trans-Siberian railway, and half-way between this village and that of Troitsk. It contains also the not inconsiderable settlements of Kotchkar and Eosobrodskoit., the last a Kossak town. So far as explored, the district is known to contain from 300 to 400 auriferous veins. ? Although the topography is generally of an exceedingly flat character, the country is traversed by several small rivulets running from west to east, and flowing into the Sanarka and Kamenka rivers. Since 1844 placers have been worked in the district, but it was not until 1867 that veins were discovered, and these have been worked only since the impoverishment of the alluvial deposits. The deposit with which this paper especially deals is known as the Ouspensky mine, one of twelve owned by MM. de Zelenkoff & Cie., five of which are situated in the Kotchkar System. An opportunity of visiting this mine was afforded the writers, in eonnection with an excursion of the VII. session of the International Geological Congress; held in Russia during the summer of 1897. TROUGH washers were among the earliest methods used for concentrating ores; they are referred to by Agricola about the middle of the sixteenth century as already being used while the hand- operated jigging sieve had only recently come into use. For cleaning coal the trough washer apparently was first used in France and Belgium about 1841. The early trough washers were intermittent and the refuse at least was shoveled out by hand. The invention of a continuous jig washer, by a Frenchman, Berard, in 1848, acted as a stimulus to coal washings in jigs and retarded progress in trough washing in the nineteenth century. Chapman and Mott' describe a number of trough washers developed in England and on the Continent from 1850 to 1900, such as the Bell and Ramsay, Ramsay, Bell and Green, Wunderlich, Scaife, McLellan, Lodge, Elliott, Blackett, and Murton. The later of these removed the refuse mechanically, either intermittently or continuously, but in ways that interfered with stratification.

AT the meeting of the Institute in New York,, in February, 1880,* I described a process of determining sulphur in metallic sulphides, with especial reference to the determination of pyrites in coal. The process, as then described, is as follows : A solution of sodium hydrate, of 1.25 specific gravity, is saturated with bromine. If an excess of bromine is used it must be neutralized by the addition of a :little more sodium hydrate. The pulverized mineral or coal is moistened with 25 c.c. of this solution and heated, then hydrochloric acid is added cautiously to just acid reaction. This operation is repeated with another 25 c.c. of the alkaline solution, and again rendered acid. The mixture should be kept hot. THERE is still considerable controversy as to the exact nature of the mechanism of the age-hardening process, in spite of the many experi-ments already performed. For this reason, a considerable number of typical systems should be examined in detail and their results correlated. Furthermore, the methods of studying the changes that take place during the progress of this phenomenon should be carefully scrutinized and the different methods applied to the same samples, preferably at the same time. The experiments described in this paper are presented to supply information on one age-hardening system and to show how the various methods of investigation compare in their indication of what has hap-pened. In brief, the progress of aging in magnesium alloys containing about 10 per cent by weight of aluminum at different temperatures was followed by measurements of hardness, electrical resistivity, dilation and lattice parameter, and by microscopic observation.

In contrast to iron oxide reduction, where in most instances the rate of interface reactiokl is controlling, the heat- and mass-transfer phenotnena play a predolrinant role in the reduction of cupric oxide. The correlation of experitnental data or tnass lransfev lhrough the boundary layer at Reynolds nunlber 0-4 50 was as jollocs: ThE reduction of cupric oxide by hydrogen is represented by the equation: It is a highly exothermic reaction and the amount of heat released varies only slightly with temperature (-21,430 cal per g-mole at 400°C). Most of the published studies on this system have been conducted at temperatures in the range of 34 to 280c.l-&apos; The concensus of opinion has been that at temperatures below 200°C the reaction is preceded by an induction period during which there is very little or no reduction. The length of this period diminishes as the temperature of the reaction is increased1l5 and aseawa found that at 280°C reduction starts practically immediately when the oxide is exposed to hydrogen gas. The existence of an induction, or incubation, period has led experimenters to believe that the reduction of CuO by hydrogen is catalyzed by metallic copper.&apos; Boldurev and rmolaev found that mechanical additions of powdered copper to oxide did not affect its reduction, although metallic copper produced during the reduction seemed to have a catalytic effect. At least three other authors2&apos;5&apos;7 have reported that addition of copper had no effect on the rate of reduction. Pease and alor&apos; observed that water vapor had a strong inhibiting effect on the reduction at 1503C, but its effect was greatly diminished at 200 C. Pavlychenko and Rubinchik5 studied this reaction at 159 to 235 C and found that, once the reaction had been initiated, there was no inhibiting effect due to the introduction of water in the hydrogen stream; at temperatures above 183°C there was no inhibiting effect due to water vapor, either before or during reaction. The same authors noted that the rate of reduction was independent of pressure in the range of 200 to 700 mm Hg. aseawa investigated the kinetics of the CuO-Hz system at 160 to 280°C and estimated the apparent activation energy at 14,000 cal per g-mole. A similar value (13,500 1200 cal per g-mole) was reported by ond&apos; in the temperature range 148 to 216°C. Bond also reported that there was no incubation period and that water vapor had no inhibiting effect on reduction at temperatures above 190 C. The above studies have been conducted at temperatures below 280°C and the physical configuration of the system under investigation has not been defined adequately. However, it is well-known that the mechanism of gas-solid reactions depends on a number of in series physical and chemical rate prcesses.&apos;&apos; It is, therefore, essential to include among the experimental factors the geometry of the solid system and the mass-transport characteristics of the reducing gas. Scott studied the reduction of packed beds of cupric oxide cylinders by Hz-He streams of very low hydrogen concentrations at temperatures 400 to 600 C, pressure of 10 to 30 atm, and gas velocity from 0.18 to 5.8 ft per sec (3 < Rep < 30). The reduction rate was found to be mainly controlled by diffusion through the boundary layer and through the pores of the reduced copper phase. The following correlation was proposed: Scott in an earlier work studied the reduction of fixed beds of cupric oxide wire and found that the rate of flow of the gas stream through the bed had a controlling effect on the rate of reduction. The same mass-transfer phenomenon was observed by Bond and clark13 on a similar reduction system. The analogy between mass and heat transfer through the boundary layer which exists between a solid surface and the bulk stream stems from the similarity of the differential equations representing these phenomena

Methods of utilizing flocculents as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for makeup and delivery of flocculents to the application points are in use throughout the mining industry. Those concepts which, in the author&apos;s opinion, are particularly important to the successful makeup and we of flocculants are presented in relationship to the available makeup and feed systems. Actual industrial applications are included in the presentation.

THe necessity of adopting improved methods of bituminous-coal cleaning at many collieries is recognized by all familiar with the requirements of the various bituminous markets, the approaching exhaustion of the relatively small areas of inherently high-grade coal, and the difficulties encountered in maintaining a uniform grade of shipped coal. Many coals lose much of their market value by degradation in size, and, in any event, if the cleaning .process is to contemplate wetting the coal the minimum amount of fines should be produced to prevent sludge losses and the difficulties resulting from the moisture content of the wet fines. Hence, it is desirable to bypass the finer coal dry, if this can be done without too great increase in impurities in the final product. This procedure has given excellent results at washeries at Steelton and in the Birmingham district. If the raw fines are too impure to permit admixture with the washed coal, it may be desirable to use dry methods, such as the pneumatic table, rather than to wet an excessive amount of such fine material. The bituminous-coal cleaning plant should therefore: (1) Treat the raw coal in as large lump as possible and without sizing; (2) eliminate degradation of pure coal in the washing process; (3) avoid wetting the fines, if possible; (4) produce washed coal practically free from mechanically included impurities; (5) crush the refuse and retreat, if much intergrown coal and refuse are present, rather than precrush the entire feed. Ordinary gravimetric methods of concentration, whether hydraulic or pneumatic, will not meet all of these requirements, as the large lump includes those sizes now sent to the picking tables, if it is desired to treat material of such size. I do not know of any prior commercial method, based on the falling velocity, coefficient of friction or resistance to fracture, that permits the production of clean coal varying in size from, say, 10-in. lump to 1/16-in. mesh. The mechanical concentration of ores has not attained any considerable extent in Sweden, by reason of a scarcity of ores calling for this kind of treatment. Of rich iron-ores there is still an abundant supply; and magnetic concentration, which in the future undoubtedly will become of great importance, not being as yet demanded by necessity, has not advanced beyond a few experiments. At the copper-mines mechanical concentration has been superseded by chemical processes; the lead mines are worked out; and it is (with one exception) only the mines producing blende, or blende and galena intimately mixed, that have adopted mechanical methods for enriching their low-grade ores. While the concentrating-plants in Sweden are few and their output is comparatively insignificant, the methods employed, the general features of the work and the results obtained under extremely unfavorable conditions, may offer some points of interest to persons who are engaged in this branch of industry and have similar problems to deal with. Before going into a detailed description of the several plants, I will offer a few remarks that hold good for all of them and constitute a general review of Swedish concentration and its conditions. RECENTLY a prominent Brazilian&apos; doctor wrote to an American friend: "I feel that cultural relations between the American and Brazilian people could be promoted in a very speedy and effective way by establishing contacts between men of the same professions. . . . A Brazilian mechanical engineer could be immediately interested in relations with American colleagues, even if he had never heard of Longfellow and was not interested in Stokowski&apos;s orchestra. . . . A large number of cultural ties could be established between specific groups of men who have already some common interest, and who, whenever they meet, can do something that naturally brings them closer, that is, `talk shop."&apos; In appointing a committee on Inter-American Engineering Relations to cooperate with the Department of State in its program of fostering cultural relations with the other republics of this hemisphere, the American Engineering Council has taken a step which should lead to a greater sense of unity and fraternity among engineers of the Americas. That such unity and fraternity are part and parcel of the moral defense of the hemisphere is obvious. For years engineers of the United States have been traveling South and South-east to construct roads and bridges, dam rivers, harness waterfalls, build ports, install and operate mining equipment, and erect buildings and plants, often at the risk of life. Those in the teaching profession in this country have had as pupils a growing number of students from our neighboring republics whom they have sent back home trained in the most efficient engineering methods. In a sense, however, these relations with the other nations on this side of the globe have been haphazard and left to chance. Personal acquaintance among engineers has played its role but no organized attempt appears to have been made to take advantage of the natural relationship which geographical and historical factors should encourage.
