IN the present century the coal and manufactured gas industries have been eclipsed in public interest by oil, natural gas, and hydro- electric energy, which have had the benefit of rapid development and novelty. I sometimes wish that our social- order were such that hydro power had been developed first, that the use of gas from coal had never been seriously considered, and that our domestic energy requirements were supplied by other fuels. Sup- pose the manufacture of gas from coal should then come on the scene at the present time with the current plight of the railroads, coal regions, and labor generally, presenting the fact that it could increase the amount of coal mined and shipped by the railroads by some 16,000,000 tons, and increase the coal used at existing u plants five times. Imagine the great public interest that would be manifested; it would supply the cooking and water-heating requirements of a community with a superior character of service at a cost to the customer approximately half that which had obtained previously. Would not such a situation be heralded as the salvation of our country and all help be given it?

HARVEY S. MUDD has the unusual distinction of having virtually inherited a Directorship in the -A.I.M.E., for he was appointed to the Board to fill the unexpired term of his father in 1926. Since then he has served as a Director continuously until 1936, and now he is a candidate for Vice-President. One of the first words that young Harvey tried to say was "ore," for he was born in Leadville, Colorado, in the heyday of that camp, where Seeley W. Mudd for years ran the Small Hopes mine. The creep properties of metals have assumed increasing importance in recent years and many investigations have been made on various phases of the problem. In the past year the annual lectures of the Institute of Metals Division1 and the Iron and Steel Division2 were concerned with this subject, and are excellent reviews. For many years the creep properties of lead and lead alloys have been investigated at the Central Research Laboratories of the American Smelting and Refining Co., and it is hoped that the present paper will contribute knowledge of some of the factors that influence creep. Lead, being a metal that recrys-tallizes readily at room temperature, is an excellent material upon which to investigate creep phenomena because of the simplicity of the apparatus needed, and it might be expected that results would apply to some extent to elevated-temperature tests of other metals. Material The creep tests of this investigation were all made on high-purity lead (99.9998+ Pb) in which the only impurity that could be detected by spectrographic and chemical means was approximately 0.0001 per cent Fe. Flat strips, 0.750 in. wide by 0. 100 in. thick, were prepared by extruding 2-in. dia. cast billets at a temperature of 250°C. This gave a material of 2 to 3 mm. average grain size with a tensile strength of j.400 lb. per sq. in. when tested at a straining rate of 5 per cent per minute. With this extremely soft material, great care was necessary in handling the specimens, to avoid distortion and subsequent recrystallization. The creep tests at 30°C. were conducted in a constant-temperature room, specially built for the purpose in the basement of an office building in which there was no moving machinery, and no vibration was detectable under the most severe conditions of shock in the adjacent surroundings. The room was well insulated and heated electrically, control being by means of a de Khotinsky regulator operating a relay. Maximum temperature variation over a period of several years has been ± 1/2°C. Specimens of the extruded strip, 16 in. long, were used for test purposes with no reduced gauge section, thus eliminating any distortion due to machining. The method of clamping and supporting the specimens is shown diagrammatically in Fig. 1. The gauge marker for the measurement of extension consisted of an aluminum strip, 0.050 in. thick by 0.75 in. wide, one end of which was ground and sanded to a precise knife-edge and fastened to the specimen by suitable pins. After the strip was fastened in place a fine scratch was inscribed just below the knife-edge by means of a sharp teasing needle. Just below this gauge scratch a short vertical mark was made so that the same point could be located and read each time. During the time I was in charge of this mine, from 1914 to 1915, I had occasion to read the interesting papers by T. T. Read and C. M. Weld about these deposits, to find how far their observations corroborated mine. To quote from the paper on "The Mineral Production and Resources of China" by T. T. Read:' "The iron ores at Tayeh * * * * lie along the contact between a marble and an intrusive body of a dark gray syenitic rock. * * * * At one place it is slightly magnetic, apparently having been partly reduced to the magnetic oxide by the action of reducing solutions, which have deposited small amounts of copper and iron sulphides along the foot wall." To quote from the paper on "The Tayeh Iron Ore Deposits"2 by C. M. Weld: "I find the orebodies described as occurring along an approximately E-W contact between hornblende-granite and limestone. * * * * The granite is a granitoid rock consisting essentially of quartz, potash-feldspar and hornblende."' These quotations show the differences of opinion entertained by two observers. My own study of these interesting deposits has been intermittent amid the manifold duties devolving upon a superintendent. General DescriptLon of the Deposits The deposits are situated to the west of the Yangtse River, being connected with the river by a standard-gage railroad of 66 li (18.16 miles, 26 km.) in length, as shown in Fig. 1. The general topography of the region is of mature age, showing broad valleys with sluggishly meandering streams. These deposits are worked as two mines, named the Tieh Shan Mining Department and the Teh Tao Wan Mining Department; the former consisting of three orebodies more or less connected, named Tieh Man Kan, Sha Mau Tze and Lung Tung, and the latter consisting of Chang Pei Shan, Sze Tze Shan, Ta Shih Men, Yeh Chih Ping and Tsin Shan, also more or less connected, as shown in Fig. 2.

The solubility of cementite in austenite is computed by thermodynamic methods from the observed solubility of graphite. It is found that the solubility of cementite is greater than that of graphite in the entire austenite temperature range. Thus the prior discrepancy between this portion of the phase diagram and the observed metastability of cementite is partially resolved. FOR several years it has been apparent that a serious discrepancy exists in certain observations pertaining to the Fe-C system. Direct experimental data indicate: 1-That the curve representing the solubility of graphite in austenite'" crosses that for cementite4 at about 945°C as shown in Fig. 1. 2— That graphite and austenite saturated therewith are stable1 relative to cementite at all temperatures between the eutectoid, about 723°C, and the eutectic, about 1153°C. These observations are mutually incompatible in view of a well-known consequence of the second law of thermodynamics, namely, that the stable phase (presumably graphite at all temperatures) has a lower solubility than the metastable phase (presumably cementite). Hence either 1 or 2 above must be in error; either the measured solubility of graphite or of cementite, or the observation as to the stability of graphite, is in error. Our present purposes are: 1—To collate the available data on cementite and prepare a table of HO — HO° and of (Fa— HO°)/T. This tabular method seems the best and most convenient way to represent the heat and free energy of formation. 2—To determine whether the measured solubilities of cementite and graphite in austenite are in accord with the above table and the measured thermodynamic properties of austenite, in order to resolve, if possible, the existing paradox of these two solubilities. Enthalpy of Cementite The enthalpy of cementite at 273 °K, H279 — HOcem, was computed by integration of the low temperature heat capacity as measured by Seltz, McDonald, and Wells" 68" to 298 °K) and as given by the Debye functions recommended by them (0" to 68°K); the result is included in Table I. At higher temperature HCem — H,,"" is given by Kelley who used the data of Naeser7 (298" to 1037°K) and of Umino8,9 (273° to 1923°K). We have recalculated Hcem — H273 cem from the data of UminoO in the following way. TOO often, many foremen; superintendents, managers, and executives, "The Bosses" of the oil and mining industries, do not fully realize: (1) How much personal actions '.on the job" may reduce their effectiveness in getting work done; and, (2) The importance of harmonious relations with their fellow men. Today. these qualities of personality in the people entrusted with the positions of responsibility are more important than ever with the shortages of labor so critical in vital war production. Likewise, many engineers do not fully realize that their work is essentially executive in character; i.e., other people do the actual labor. Without their help. the engineer's work would not be done. A clearer appreciation of this fact would increase their interest: (1) in the nontechnical aspects of their work. and, (2)in their relations with others, particularly the individuals in their own organization. Consequently, these engineers would be more successful in equipping themselves for greater responsibilities and increased remuneration.

Production and consumption of nonferrous metals in the United States during 1950 were at peak levels for the postwar period, as is shown in Tables I, II, and III. The trend of production was upward through most of the year. At the year end, with the possible exception of the Tri-State zinc-lead district, the large mining operations in the country were running at capacity. The absence of serious labor interruptions during the year was an important contributing factor in the increased out-put of metals, since in each of the previous postwar years there had been a number of major strikes which affected production adversely.

ZAY JEFFRIES (author's reply to discussion *).-Messrs. Merica's and Humfrey's criticisms of some of my conclusions are rendered in the true scientific spirit by means of which differences of opinion are gradually smoothed out and all participants are benefited. It is true that the statement of generalizations on such a complex subject is hazardous, but I shall endeavor to point out the explanations for the discrepancies noted. Owing to the fact that I am now submitting a long paper on the same general subject to the Institute, my present remarks will be brief. Dr. Meric&s Assumptions' I agree with No. 1 and No. 2, with the modification that the A (amorphous) metal between grains of annealed metal has substantially the same properties as that at slip planes in deformed metal, but the two have different arrangements with reference to C (crystalline) metal and they may be in different conditions as regards internal stress, thickness, and nature of contact with C metal. Assumption 3.-I believe Fig. 1 is wrong. I know of no evidence to substantiate the curves. I believe cc (elongation of C phase) = 0 (approximately) at all temperatures and ?A (elongation of A phase) has finite values at elevated temperatures only; but these play no important direct role in the ordinary deformation of metals at low temperatures. I believe Ec (elastic limit of C phase) = Tc (tensile strength of C phase) because as soon as C metal begins to deform permanently it would rupture were it not for the A metal generated by its breakdown. We know that Ec = Tc in brittle crystals and a crystal cannot be permanently deformed without generation of A metal. Therefore Dr. Merica's

" The obscurity which still veils from us the true nature of veins will become more and more cleared up when they can be considered in connection with the geological structure of the regions in which they occur."* These words, according to Lossen, the biographer of the late Dr. A. von Groddeck, of Clausthal, were the last received by him from that eminent man, perhaps the most far-sighted and carefully progressive of recent writers on ore-deposits. They seem to me to form a fitting text for what I am about to say; since I find that many of the conclusions at which I have arrived by my own study of the structural relations of ore-deposits, or, in other words, of the structural and dynamic geology of the regions in which they occur in this country, have been similarly determined by him within recent years in Europe, and especially in his home field of work, the Hartz. I shall not enter upon a detailed account of how far other workers may have arrived at similar conclusions with myself, since these questions of priority are of little interest, except to those immediately concerned; but will briefly present the methods by which, in my work in this country, I have arrived at certain generalizations, and will point out the practical bearing which they may have upon the work of mining engineers. In my first thorough and systematic examination of an important group of ore-deposits, viz., that of Leadville, Colorado, I was enabled, through the generous facilities afforded me by the then Director of the Geological Survey, Mr. Clarence King, to make a most elaborate and detailed study of the geology, not only of the immediate vicinity of the mines, but of the adjacent mountain regions, based upon accurate topographical and underground maps, and

Y.-The part of Mr. Fiske's paper that interests me especially is that portion dealing with the raw materials, and the tests that were applied to the raw materials in order to determine their value in advance, if possible, because that, I believe, is a step in the right direction. For a number of years I have done my best to persuade different consumers of clay to develop standard methods for testing raw materials. We have in this country a large variety of clays which can be used for a great many different purposes, but in many cases the consumers either have no standard methods for determining the value of those clays in. advance, or if they have they do not publish them; consequently it often puts the clay miner at a disadvantage. If, for example, manufacturers of different types of refractory materials would state publicly just what physical tests their raw materials have to meet, it would, I believe, help them to find more easily the materials that they are looking for, and the clay producer would also be benefited. It would also encourage him to have his clays tested in advance, so that samples could be accompanied by certificates of physical tests that would be of convenience to the manufacturer. At the present time, in this country there are certain types of clay which seem to be rather scarce. There apparently are not many deposits of clay that are exactly suited for the manufacture of zinc refractories. So, too, there are not many deposits of clay that are suited for the manufacture of glass-pots, or the blocks for glass tank furnaces, or clays that can be used for graphite crucibles. Now, in many cases, no standard series of tests has been developed. I am also gratified to see that Mr. Fiske considers the tensile strength. tests of value. Some years ago the American Ceramic Society appointed a committee to draw up a series of recommendations covering standard tests. These recommendations were especially for the use of State geologists and the U., .S. Geological, Survey. Among the tests that were considered was the tensile-strength test, which Mr. Fiske has mentioned in his paper. Unfortunately, a majority of the committee turned it down, and the test was therefore not officially approved, but two of us, who formed the minority, believed in it. Since then the other members of the Committee have come to see that that is an important test to make and Mr. Fiske has emphasized it in his paper.

IT is with particular pleasure that I welcome the members of the Open-hearth Conference of the I American Institute of Mining and Metallurgical Engineers to this meeting, as I feel this is one of the most useful activities of the Institute in the field of ferrous metallurgy. For the information of our other members I might say the Open-hearth Conference was organized by Mr. Reynders when he was president, and is made up of open-hearth superintendents and metallurgists. All the plants are invited to send representatives, and practically all do, with the exception of the U. S. Steel Corporation. It meets twice a year to discuss various problems in connection with the manufacture of steel, and its minutes are published for the benefit of those attending, the expense being defrayed by the participating companies. This conference, .1 believe, should be a model for activities in the other branches of the work covered by this Institute. It works, not by reading formal papers, which we all know is not a very satisfactory method to bring out the experience of others, but rather by a round-table method of discussion. The spirit of the meetings is such that each member feels perfectly free to state his experience, and he gets as much as he gives. A series of topics for, discussion is brought to the attention of the chairman and after one is exhausted the next point is taken up. In this way there is a real interchange of ideas and experiences which cannot fail l to be of the greatest benefit to those attending. That these meetings are beneficial is evidenced by the "continued growing attendance and lively discussions at these half-yearly meetings.

THE development of the isostatic idea during the last century would make an interesting paper in itself. But the various steps in the development have been covered in a number of papers and books which are readily available. Therefore this short paper should not give space to. the historical phases of the subject. Isostasy is really an old idea, but it is only in the last few decades that it has taken on any great prominence or importance in the study of earth phenomena. It is really remarkable how closely Dutton' sensed the isostatic principle 40 years or more ago. His general principles of isostasy as outlined by him have stood the test of time and fit in closely with the general ideas held today. It would seem, however, that some of his views with regard to the application of isostasy to geological processes must be modified or abandoned.

INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. SMELTING of iron ore, manufacture of steel, and the fabrication of ferrous metal products are all processes that require energy. Charcoal was adequate, to supply this energy for the relatively simple processes of the early iron-masters. In the fourth decade of the nineteenth century, anthracite and bituminous coal and later coke supplanted charcoal for the smelting of iron. So far as the chemical phases of the process were concerned, charcoal was an ideal iron-furnace fuel. It had practically no sulphur, and its ash, besides being low in quantity, consisted chiefly of lime and alkalies, thus supplying a part of the flux required for smelting the ore. The ash of coal and coke on the other hand, being largely silica, had itself to be fluxed with bases added to the charge. Physically, however, coke proved to have many advantages over charcoal, which could not be used in the furnaces of today. The chief reason, however, for the change from charcoal to coke was the impossibility of maintaining an adequate wood supply.

R. S. BUSK*—I wish first to congratulate the authors of this paper both for the work done and the presentation of that work. We have also been working on this type of alloy development, but any technical contribution I might have is better reserved for a separate paper which is planned in the near future. However, I would like to insert a word of caution. The alloys described in this paper are still very much in the laboratory stage. There still remains the quite vexing problem of property stability at slightly elevated temperatures which must be solved before the properties quoted can be effectively utilized. These alloys are extremely interesting and I am confident that the problems can be solved. However, the present existence of those problems must not be overlooked. I have one question with regard to the work-hardening test. If the work harden-ability of magnesium is compared to aluminum using a more standard test such as the Meyer Analysis the magnesium is found to work harden the more rapidly. Is the test developed for this work truly a work-hardening test or a measure of something else ? J. H. JACKSON (authors' reply)—I am sure we appreciate the comments of Mr. Busk and we are pleased that the Dow Chemical Co. has also undertaken work in this field. It is a big field. We, of course, are continuing our research for the Navy Bureau of Aeronautics, since, as clearly shown in the paper, the alloys are not completely developed. With regard to Mr. Busk's comments on the relative work-hardenability of aluminum and magnesium, the comparison we cited in the paper was intended merely to show that the results obtained by our method of testing were independent of the yield strength of the materials. We believe that this test method afforded a rough indication of the work-hardenability of the magnesium-lithium base alloys. It is not known whether this method affords greater or less accuracy than the Meyer Process, which is based upon a hardness-test impression. It is quite possible, since work-hardenability is a function of metal purity, that our results, obtained for commercial aluminum and magnesium, would be different if high-purity metals had been used. A. C. LOONAM—Lithium has some very interesting effects on magnesium. The paper showed that even small percentages increased ductility. These small amounts changed the axial ratio of the hexagonal magnesium from 1.624 in the pure metal to 1.606 in the saturated alpha solution, a value close to that of titanium, which has a ratio of 1.601. You will recall an article in the January, 1949, issue of the Journal of Metals where it was stated that titanium can be cold-rolled over 90 pct without any significant edge cracking. At 4.9 or 5 pct lithium, a change begins in crystal structure—from a hexagonal close packed to body centered cubic. There are two phases over a short range of lithium content, but at 10 pct the structure becomes completely cubic. The melting points of alloys in this range of lithium content are relatively high. Alloys even up to the six ratio have melting points above 500°C; this represents a relatively small reduction in melting point from pure magnesium itself. The magnesium-lithium system has a number of very interesting characteristics. This is only a very small part of the story. J. H.
