THE death of Sir Lowthian Bell removes almost the last of the group of heroic leaders who made their age and ours the Age of Steel-a group which his luster and the luster of his peers, Bessemer, Siemens and Tunner, made one of the most brilliant, perhaps even the most brilliant, in the annals of industry. Born on February 15th, 1816, in Newcastle-on-Tyne, he was the eldest son of Thomas Bell, an alderman of Newcastle, and of his wife Catherine Lowthian of Newbiggin, near Carlisle, in Cumberland, and was christened Isaac Lowthian, the name of his maternal grandfather. His father was born about 1788, and came in 1808 from Newbiggin to Newcastle, where he entered the office of the Cumbrian firm of Losh and Company, manufacturers of alkali and wrought-iron, at the Walker Iron and Alkali Works, at Walker, Dear Newcastle. Young Isaac Lowthian Bell was educated at Dr. Bruce's school in Newcastle, whence he went to Germany and Denmark, learning there German and Danish. On his return he studied at Edinburgh University, and then at the Sorboune in Paris. As a student he already showed the remarkable character and application which later gained him such distinction. After studying the manufacture of alkali near Marseilles, he returned, and when about twenty years old (A.D. 1836) was employed in his father's firm, then called Losh, Wilson, and Bell. After spending a year in their Newcastle offices, and after visiting the important iron-making districts of France, Germany, Poland, and Austria, he took charge of their rolling-mills at Walker, and profited so well by his opportunities, and especially by the teachings of his father and of Mr. John Vaughan (later one of the founders of the great firm of Bolckow, Vaughan & Co.), that he was made manager of the Walker works in or about

The port on the Pacific ocean is Tumaco, and traffic in the interior is carried partly on the Patia river (steam navigation to the fluvial port of Barbacoas), and afterwards overland over poor roads by human bearers or on mule-back.

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. ' To the members who read the monthly reports of the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed or were working in other industries. Toward the end of the year, higher metal prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

Gentlemen.-It is pleasant to be able to report that the year just closed has been a prosperous and successful one for the Institute. As is shown by the reports of the Treasurer and the Finance Committee, the business affairs of this organization are in excellent condition. With property valued at more than three-quarters of a million dollars, and with considerable sums in various funds and endowments, it is possible to spend on each member of whatever class $22.65 each year, more than the maxi- mum amount of dues received from any one, and substantially twice the average amount, $10.94, received from all. To do this has required close management and a strict regard for our limitations. In 1926, when the Budget was made up, the estimated expenditures for the work which it was felt the Institute must do exceeded the estimated receipts by some $14,000. At the close of the year, despite a number of unexpected decreases in receipts, it had proved possible to accomplish substantially all the work laid out and close the books with the usual transfer of initiation fees to the General Reserve, and still only reduce the cash balance $2,074.54. This was made possible by the hearty and loyal cooperation of the whole staff of employees and the extremely large amount of gratuitous service rendered by the officers, the members of the Divisions and technical Committees, and the membership generally. Even so it was impossible, because of limitations of funds, to undertake many things it is highly desirable for the Institute to do, and it was necessary to refuse the publication of important papers and committee studies, because of the lack of funds. PUBLICATIONS In an analysis of the income and expenses of the Institute published in the February issue of our Journal, MINING AND METALLURGY, it was pointed out that the largest item of expenditure is, as it should -be, for publications. Printing, binding, and distributing the various technical papers sent to the members cost in 1926 more than all the money received from dues, including the portion allocated as subscription to the magazine. Within the. year, the following volumes were printed and, with the exception of the second volume of TRANSACTIONS, which was mailed in January, were distributed : TRANSACTIONS, Volume 73, 1241 pages, covering papers on non-ferrous metallurgy, milling and concentration, non-metallic minerals, iron and steel, and the Institute of Metals Division papers read at the

William Clinton Brown, Brooklyn, N. Y.: The demand for an apparatus for cooling water for condensers, refrigeratingmachinery and air-compressors, as well as water-jacketed furnaces, has led manufacturers to put such an apparatus on the market, so that it is now possible to purchase a cooling-tower, properly designed and constructed, by simply stating the amount of water to be cooled and the temperatures of the hot and the cold water. The principle is similar to that described by Mr. Henrich, but wood is not used in the best apparatus. There are two great objections to wood: First, it cannot last long under the very trying conditions to which it is subjected; and second, it absorbs the organic matter with which water in constant use becomes impregnated, and the resulting odor is very disagreeable. A few days ago I saw a cooling-tower and condenser, built by the Henry R. Worthington Co., in operation at the Edison electric-lighting station in Brooklyn, N. Y., cooling the water for a 700 horse-power condenser. It consisted of a large stack of iron, about 15 feet in diameter by about 30 feet high. This stack was filled with tiling through which the water falls. A whirligig distributes the water evenly over the top, and a large fan, about 6 feet in diameter, driven by a 10 horse-power electric motor, blows air into the bottom, thus giving a positive circulation. The water, in running down the sides of the tiling, is met by the blast of air, and enough is evaporated to cool the rest. The vacuum-gauge on the condenser showed 26 inches; so the condenser was undoubtedly getting sufficient cool water.

To THE BOARD OF DIRECTORS AND THE MEMBERS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN: Herewith are transmitted the joint report of the Treasurer and Finance Committee for 1935 and the reports for the same year of the Chairmen of the following Committees: Admissions, Membership, Papers and Publications, Library, MINING AND METALLURGY, and Rocky Mountain Income. . To these reports you are referred for details of the year's activities. Finances. : Income continues to increase the total for the year 1935, being $141,754 compared with $134,967 in 1934, and $121,689 in 1933, which was the lowest reached during the depression. The principal increases were $2000 in Current Dues; $2400 in Dues from New Members; $2000 for Advertising in the monthly magazine MINING AND METAL¬LURGY; and $1600 in Sales of Authors' Reprints and TRANSACTIONS volumes. Income from Dues in Arrears was $1000 less as a consequence of the fact that arrearages had been largely reduced during 1934, so that there were fewer from which to draw.

Gentlemen:-I herewith present a report on some of the more important activities of the Institute for the year 1921. The present incumbent took. over the active management of the Secretary's office on the first of July and his, work was facilitated, while becoming acquainted with the routine of the office, by the constant and., kindly assistance of the former, Secretary, Mr. Stoughton, during the following three months, and that no interruption occurred inn its regular and smooth operation is due to him and to the Assistant Secretary, who has always been ready to give the benefit of his experience and assistance. MINING AND METALLURGY Through the efforts of President Ludlow and the generous assistance of one of our members, coupled with the excellent work of Major Barbour, MINING AND METALLURGY has, during recent months, shown constant improvement, which could not have taken place, however, had it not been, for the support given by a number of our contributing members. We have every reason to feel encouraged with respect to the quality of the publication and its cost of production. For the year 1921, the net cost of MINING AND METALLURGY was about fifty cents per member, per annum. Occasional letters are received criticizing the Board for producing this publication, but they are more than offset by letters of approval. When the, full purpose of the publication is appreciated, criticism ceases. The elimination of MINING AND METALLURGY and reversion to free distribution of all papers to all members, whether desired or not, would mean such a heavy additional expense that the number of papers would have to be much curtailed. The generous cooperation of members in sending for only such papers as they particularly desired has saved, the Institute thousands of dollars. A plan is being worked out that will materially assist in securing a prompt distribution to members of all pamphlets dealing with subjects in which they are especially interested.

MINING geology was granted two sessions, Wednesday morning and afternoon, Feb. 17. The morning session, at which H. Foster Bain presided. first considered Paul M. Tyler's paper, "Economic Notes on Steel-making Alloys." The elements used in these important alloys are chromium, manganese, molybdenum, nickel, phosphorus, silicon, titanium, tungsten and vanadium. Edward Sarnpson and C. K. Leith asked whether chromite concentrates could be used, Mr. Tyler replying that they could if not too high in iron. G. W. Pawel said that they were used at Niagara Falls, nlixecl with coarse ore. In reply to a question asked by A. O. Hayes, Mr. Tyler said that molybdenum had not affected the price of tungsten. After this discussion, E. S. Moore's paper on nickel was considered. H. Foster Bain thought that nickel is well controlled and in good hands, technically and politically. The popular stainless steel in America is the 18:8 Cr-Ni metal. In Germany a Cr-Mn steel has possibilities. It is easy to make, cheaper. has better workability, will stand 85 per cent reduction between heats.

THE responses to the request of the Finance Committee have been coming in with gratifying results, .but there have also been about a dozen letters received objecting in various ways to the voluntary subscription. These can be summarized as: First.-That the dues should have been increased, and thus impose the same burden on everyone. This would not have met the present situation, as under the constitution no increase could be effective until 1922. Second.-The Institute should 'live within its means, and reduce its expenses to correspond with its income. As far -as possible this was done by deferring the publication of Volume LXIV until 1921, although the papers published in that volume, were presented at the meeting in February, 1920. It is to avoid being obliged to do this again that the subscription is asked, as we feel that it is, a duty we owe to our membership_ to give them the papers presented at as early a date as possible.. Our financial situation is due to the very large increase in the cost of publication; owing to the high price of paper and printing. The cost of paper is now decreasing, and we hope that there will be' wage adjustments that will permit a lower cost for printing. Under present conditions each volume of our TRANSACTIONS costs three times as much as it did in 1917 and we would be able to publish only one' volume per year. Third.-That there are too many papers published that are 'of no interest to the writer of them .complaint.-This is undoubtedly true, but it must be remembered that the membership of the Institute includes all branches of mining and metallurgy and that all these branches are entitled to be' represented in our TRANSACTIONS by papers.

The map exhibited* as an example of my method of construct ing geological strata-maps is essentially an educational appliance. The method, however, is available for the production of maps of comparatively small areas, which, I am confident, will be found of great practical value to mining engineers. Before stating how the method may be so applied I will briefly describe the map exhibited, as the easiest way of making my meaning clear. Almost any region might be taken. This map represents the eastern half of the United States; and the geology is that of the map issued by the Geological Survey, and revised and extended subsequently by Professor Hitchcock for your Institute. I use ten cards, of the colors used in the geological map, each having the geog raphy of the area printed upon it; and I superimpose these in the order in which the colors occur in the index to the map. I next cut away a portion of each card, excepting the lowest, leaving only so much of each as represents the exposure of the formation of that color plus all those which overlie it. When that is done, the whole, looked at from a distance, appears to be an ordinary geological map. Looked at more closely, however, the formations are seen to overlie one another, as in nature. The cards are covered with glass in a frame, which, hinged at the bottom edge, can be let down. The cards are then found to be all hinged in the same manner, and they, too, may be lowered, one after the-other. I am told by teachers of geology of great experience and the highest reputation that by this appliance they will be assisted in im parting to students the first facts and principles of geological sci ence. Having let down the whole series of cards, until that repre senting the Archaean is seen underlying all the rest, the teacher will gradually rebuild it. For an account of the discovery and the determination of chromite on Port au Port Bay I am indebted to Mr. Obalski, Government mining engineer for the Province of Quebec. He writes: " In June, 1894, with the authorization of our Government, I went to Newfoundland to examine some asbestos property. Passing through Halifax, I had interviews with some gentlemen who told me that besides the asbestos there was in the same district a big deposit of iron-ore. They handed me some specimens, and, after ascertaining that they were not magnetic, and learning that they were found in serpentine, I said they were chromic iron. I visited the place on June 27, 1894, and confirmed my opinion, pointing out at the same time the importance of the deposit, as appears in my report of July 9, 1894. I do not claim any credit for the discovery of chrome-ore in Newfoundland; but, as a matter of fact. when I came in contact with the Halifax gentlemen they did not appear to know the nature or the value of the mineral until I mentioned to them that it was chromite. "' Mr. Obalski's report was mainly devoted to the asbestos-deposits. That portion relating to the chromite was as follows: " On the right side of the creek there is a show of chromic iron of good quality, which appears scattered through the serpentine in several places on the face of the cliff for 40 to 50 feet. A few boulders are found farther up at a distance of 100 feet, and also in the ckeek itself. From this point the deposit exists on a relatively large area, the widest exposures being from 6 to 7 feet. Chromic iron deposits in serpentine rock have no regularity, and are merely pockets. In the case of the property in question this rule is not changed, but the pockets look to be of large extent, and could be easily worked." My own preliminary investigation of the property was made

THE formal outline of Mr. Hague's life and work is embraced in the following statement, chiefly based upon data furnished by him, at my request, shortly before his death. At that time the probability that I would survive to record his death was apparently small; but I urged upon him the duty of providing, whether for me or for my successor as Secretary of the Institute, trustworthy material for the notice which somebody would some day have to write-and which might otherwise be incomplete or incorrect. Mr. Hague, with characteristic promptness and freedom from affectation, did what I asked of him; and I am therefore . able to present an authoritative sketch-concerning the details of which I shall add my own comments, and some particulars obtained from others of his personal friends. James Duncan Hague was born Feb..24, 1836, at Boston, Mass., where his father, Rev. William Hague, D.D., an eminent clergyman, then resided. After a preliminary, education in private. schools, be studied in 1854 at the, Lawrence Scientific School of Harvard University; in 1855 and 1856 at the University of Göttingen, Hanover; and from 1856 to 1858 at the Royal Mining Academy of Freiberg, Saxony. In 1859-1861 he was attached as chemist to a South Sea exploring expedition, sent by W. H. Webb, of New York, to examine Jarvis, Baker, and other islands for phosphate-deposits. After the outbreak of the Civil War, he entered the U. S. Navy, serving for a year as Judge Advocate to the fleet stationed at Port Royal, S. C. In 1863 he became Superintendent of the Albany and Boston copper-mine, in the Lake Superior region, where he was also connected with the earliest development of the Calumet and Hecla property. THIS gold problem is full of complications and can hardly be handled adequately or comprehensively in any short period of time. Perhaps I might begin by mentioning a few aspects of the subject about which I suppose there will be no disagreement. The first of these is that we already have a stock of monetary gold in the United States far in excess of what is needed to support any desirable increase in the present volume of currency and credit. The second is that this already superabundant gold stock is certain to be considerably enlarged during the course of the war, and presumably during the months of readjustment following its conclusion. Some billions of additional gold, we may reasonably presume, will come into the country during these next few years, thus increasing the aggregate monetary gold stock from the present eighteen billions to perhaps twenty- two or even twenty-five billion dollars.

The gradually increasing proportion of sulphide ores which lead smelters of to-day are called upon to handle has caused the roasting problem to become one of ever greater importance. Mines have increased in depth, methods of concentration have improved, competition in the purchase of ores has become more keen and it has been clear that new and modern methods of eliminating sulphur must receive a large share of attention. We may look back a score of years or so and recall the old hand roasters, some of which turned out a finely divided roasted product, and others fashioned with a "fuse-box" wherein the roasted ore was slagged. Then came mechanical furnaces of several types, the Bruckner cylinder, the Brown-O'Harra, the Ropp, and others, all designed to cut out the cumbersome hand labor of the old reverberatories. Roasting costs were thereupon reduced and tonnages stimulated to a gratifying extent. However, it seems to have been early recognized that this very feature of a greater amount of roasted sulphide ore as compared with oxide ore brought with it a train of difficulties at the blast furnaces. The mechanically roasted ore was fine physically, the blast furnaces were choked and the troubles of the smelterman were not at an end. Then the Huntington-Heberlein pot system of roasting appeared upon the scene, and later on the Dwight-Lloyd machines were invented, and inasmuch as both of these processes were designed not only to roast the ore but to agglomerate it as well, it was apparent that distinct steps in advance had been achieved. At the Murray plant, modern up-to-date roasting practice is fully exemplified and there are now in successful operation roasting furnaces or devices of several sorts: namely, Godfrey revolving-hearth furnaces, Wedge multiple-hearth mechanical roasters, Dwight-Lloyd sintering machines, and Huntington-Heberlein pots. Godfrey and Wedge furnaces will properly handle material high in sulphur, say ores with 25, 30, and 35 per cent. of that element; D. & L. machines and H. & H. pots will positively not treat efficiently ores or mixtures containing anywhere near the sulphur content mentioned, but are confined to charges containing in the neighborhood of 15 or 18 per cent. In passing, it may also be explained that, so far as the knowledge of the writer goes, Godfrey and Wedge furnaces do not economically eliminate sulphur to an extent

The creep behavior of Nb(Cb), Ta, Mo, and W was determined under conditions of constant atomic dif-fzisivity, constant stress to elastic modulus ratio, and nearly equivalent grain size, and the steady-state creep rates obtained from these tests were correlated with calculated stacking fault energies for the metals. These results, in conjunction with similar data for several fccMetals,13 suggest that stacking fault energy may influence the creep strength ofbcc metals. The interrelationship between steady-state creep rate, subgrain size, and stacking fault energy was examined. It was found that the subgrain size for a given creep stress, increased as stacking fault energy increased, but that this relationship did not cormpletely account for the effect of stacking fault energy on creep rate. The crystallography and energetics of stacking fault formation in bcc metals has been discussed by a num-ber of authors,1-5 and impurity stabilized stacking faults on (112) planes have been observed in Nb,6,7 w,8,9 Fe,] and V" by transmission electron microscopy. However, a crucial question is whether or not stack-ing faults influence the mechanical strength of bcc metals. Potentially, stacking faults could increase strength by reducing the mobility of the partial dis-locations bounding the fault, by acting as barriers to slip dislocations, and by retarding the climb of dislo-cations during high-temperature deformation. The objective of this study was to seek a correlation be-tween creep strength and stacking fault energy for several bcc metals; namely, Nb, Ta, Mo, and W. The creep behavior of most polycrystalline metals and alloys at high temperatures and moderate stresses can be described by the following relation:11,12 im=Af(s) where i, = minimum creep rate, A = constant, j(s) = a function involving metallurgical structure, a = applied stress, E = average elastic modulus at the test tempera-ture, w = constant (equal to 5 for most pure metals), D = diffusion coefficient. IMD nificantly affects the creep resistance of fcc metals is stacking fault energy, and creep rate has been shown to vary directly with stacking fault energy to the 3.5 power." In the latter investigation, four fcc metals of widely different stacking fault energies (Ag, Cu, Ni, and Al) were creep tested at a constant stress to modulus ratio of 1.21 x 10-4, at a constant diffusivity of 2.7 x 10-12 sq cm per sec, and at nearly equivalent grain sizes of about 0.7 mm. The creep data were then correlated with stacking fault energies. In the present study, a similar procedure was followed. All materials used in this work were consolidated by powder metallurgy techniques. Impurity contents in the as-received materials are listed in Table I. Chemical analyses showed that no measurable contamination of the test specimens occurred during pretest annealing treatments or creep testing. Specimens with a gage section 0.75 by 0.125 by 0.050 in. were creep tested in tension in a vacuum of less than 10-9 torr. Deformation at temperature was measured by tracking fiducial marks on the gage section of the specimen with an optical comparator. SUMMARY THE results of an enquiry into the structural nature of some 70 iron alloys containing both nickel and chromium over a considerable range of concentration &apos;are briefly described in this paper. This study is a part of a comprehensive program of investigation into alloys involving chromium in progress at the Union Carbide and Carbon Research Laboratories. All the compositions studied contained carbon in amount comparable to commercial alloys.

(Chattanooga Meeting, October, 1908.) THE fire which occurred in the fall of 1906, at the works of the Boston & Colorado Smelting Co., Argo, Colo., destroyed entirely the gold- and silver-refinery of the plant; and in view of the development of modern practice in the refining of copper-mattes, etc., the management decided that it would be inadvisable to rebuild that part of the works for the continued use of the process which had been conducted therein for so many years as a metallurgical secret. This decision probably removes altogether from the sphere of practice the " Pearce " method for the separation of gold. At all events, it removes the business reasons which have prevented hitherto the publication of the principles involved. At the suggestion of Dr. Raymond, Secretary of the Institute, my father, Richard Pearce, the former manager of these works, has requested me to prepare a brief description of this process for the benefit of our members. Since I severed my connection with the Boston & Colorado Smelting Co. some time ago, I am indebted for some practical details to the present superintendent, Charles Rees, whose friendly assistance I would gratefully acknowledge. With regard to the history of the inception and development of this process by its inventor, Richard Pearce, I cannot do better than quote freely from his own notes and papers. HISTORY OF THE PEARCE PROCESS.&apos; "In 1874 my entire time was directed to the improvements and additions to the plant at Black Hawk. The changes which I had made in the construction of the furnaces at Black Hawk proved so beneficial that I was requested to introduce the improvements at the branch works at Alma. These changes were carried out as speedily as possible, and proved of great advantage as compared with the old system. The revolution in equipment for blasthole drilling, ore loading, and ore hauling has been so rapid over the last ten years that it has generated an important new profit potential in the mining industry. With the new high-capacity machinery now available, it is possible for a mining enterprise to earn a profit from larger and lower grade orebodies than ever before despite the ever-increasing burden of rising costs. Just what such equipment can accomplish when coupled with improved mining practice has been demonstrated with startling success at the No. 1 mine of Minerva Oil Co. near Cave-in-Rock in Hardin County, Ill. The No. 1 is an underground operation which has been producing fluorspar and zinc ores and concentrates continuously since 1944. A few years ago, when the mine neared the familiar cross-roads where rising costs, increasing tonnages, and relatively static product prices converge, company officials decided to bolster the operation with new mobile equipment. They chose three machines which proved so effective that output at the No. 1 doubled between 1963 and 1965,while costs dropped by about 40% in the same period.

THE development of the power of the Tennessee River at Muscle Shoals has become a matter of political interest as well as engineering possibility. The controversy over it has been so active that the facts have been obscured, the possibilities exaggerated. Although the members of the American Institute of Mining & Metallurgical Engineers are not generally specialists in hydroelectric development, those who visited Muscle Shoals in October, following the Birmingham meeting of the Institute, were interested, and many of them surprised to learn the actual conditions. These have long been familiar to those who have studied the matter through the reports of the U. S. Engineers on the subject. The approved plan contemplates three dams-No. 1, a low dam close to the City of Florence, planned in the interests of navigation, since the construction of the other dams has rendered impossible the use of the river without it. No. 2-named the Wilson Dam is now under construction. Concerning it political argumentation has waged. No. 3 Dam-much smaller, is planned to be erected several miles above No. 2.
