THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

THE following brief description of the main features of the, engineering work was prepared for the use of members of the American Society of Civil Engineers and members of the American Institute of Mining Engineers on the occasion of their visits to the tunnels at the time-of their respective. annual meetings in New York, January and February, 1905. DESCRIPTION. Those portions. of the Pennsylvania Extension into Manhattan and Long Island, lying east of the Terminal Station and west of the East River, have been designated as the " Manhattan ?Cross-town:. Tunnels." They traverse a section of the city second in importance only to the financial district, and one that includes the larger hotels, retail shops and theaters and the residences of many of the best known citizens. Section "D," consisting of twin tunnels for west-bound express and local passenger traffic, lies under Thirty-third Street from a point 400 ft. west of the west line of Sixth Avenue, eastward to the river shaft, situated in the block between Thirty-third and Thirty-fourth Streets east of First Avenue. Beginning at the east end, the tunnels are in separate excavations, leading westward from the subaqueous tubes, on a curve of large radius, gradually closing together until it is found more appropriate to drive them in a single excavation. At a point just west of Second Avenue they reach the tangent, aid from there westward lie directly under Thirty-third Street. At a point about 180 ft. west of the west line of Sixth Avenue, the center concrete-wall between the twin tunnels is omitted, and the excavation somewhat widened to make room for a third storage-track, and the tunnel continues to tile station portal in three-track section. THIS work was undertaken with the object of collecting plant data on rod milling, making laboratory tests on representative samples of the various ores, and arriving at a basis for comparing the relative efficiencies of different mills operating on widely different materials and under varying conditions. These efficiencies consider only power consumption and do not include the other elements of operating costs. The over-all economic efficiency may be quite different from the consumption efficiencies with which this paper is concerned. It is hoped that these collected data will be of value in indicating the most favorable conditions of rod-mill operation. Operating-plant data on 14 different installations from 11 plants throughout the United States and Canada were collected, and laboratory tests were made on samples of these ores. The plant rod mills were all operated wet, and either in open circuit or with circulating loads so small as to be negligible. Data were obtained on one roll-crushing operation at the Utah Copper Co., for comparison. The rolls were operated wet in closed circuit with 10-mesh vibrating screens, and with a high circulating load averaging about 600 pct. This particular roll operation can be considered as a model of efficiency. The collected plant data are necessarily incomplete in some instances. Each ore was assigned a code number, and the name and location corresponding to the code number are listed in Table I when permitted. [ ] The power data in every instance refer to motor input. Net power was reported by the operator for samples I-39 and I-45, and this was increased by 20 pct to compensate for motor losses and power factor. It is generally realized and very often admitted by both producers and consumers of coal that there is great need for a revision of existing commercial classifications, and this will involve, of course, determination of a standard classification and a constant revision of marketing practices as they are affected by coal classification. I recently sent out some 200 letters to producers and consumers with a request for their views on the subject of commercial classification. Nearly all of the replies from both sides were that there was needed some change in the present method. There were three or four dissenting voices but the great majority of opinion was in favor of the formulation of some standard commercial classification. The classifications in commercial use today can best be described as a hodgepodge. They are made upon different bases, have different names and have different ways. There are, for instance, about 11 single bases of classifications as used commercially and some 17 or 18 combination bases. Then there were the Tidewater Pool Exchanges. The classification which they put in force is still used in the tidewater markets and has several different bases of its own. It will be considerable of an undertaking to bring about a change in marketing methods as affected by coal classification but it is well worth doing and I think the committee which has been appointed under the auspices of the American Society for Testing Materials realizes the importance of the subject and is on the way to at least bring about some provision for adjusting matters. By way of starting, each member of the Committee on Commercial Classification has been assigned to a general market district and each member is now engaged in collecting the commercial market practice data for submission at the next meeting of the Committee. About a year ago I made up a list of the commercial classifications in the different markets and the total was 171. The 11 single bases I found used in commercial practice were:

THE internal friction of nonferrous metals vibrating at low stress amplitudes has so far always been successfully interpreted in terms of inhomogeneities of one sort or another. Examples are the fluctuation of stress across a specimen vibrating transversely,1,2,3 the stress inhomogeneities due to the elastic anisotropy and partial random orientation of the individual crystallites,4,5 localized weak regions introduced by cold-working,6,7 grain boundaries and possibly twinning planes.8.9 Perfect single crystals are, by definition, homogeneous. Actual single crystals usually, perhaps always, contains some imperfections. The present investigation was undertaken to determine whether the internal friction of single crystals may likewise be attributed to inhomogeneities. This study was made possible through the gift of a large single crystal of 70-30 alpha brass by H. L. Burghoff, of the Chase Brass and Copper Co. The specimen, 3-s in. in diameter and 10 in. long, was similar to samples previously described by Mr. Burghoff.10 EXPERIMENTAL METHOD The experimental method used has previously been described in Institute papers.5,6.9 The measure of internal friction adopted here, I/Q, is (p) X the logarithmic decrement, a measure used by some writers, and is also (I/2p) X the specific damping capacity, a measure used by other writers. In all measurements the stress level was kept so low that the measurements were independent of stress level. In all measurements in which the temperature was varied, observations were made as the specimen slowly cooled from its highest temperature. The specimen was vibrated transversely. Observations were made at the fundamental frequency and at the first overtone, of about 620 and 1710 cycles per second, respectively. No attempt was made to avoid acoustical losses. EXPERIMENTAL RESULTS The specimen was annealed for several hours at 450°C. The temperature dependence of the internal friction was then determined from room temperature to 400°°C. As shown in Fig. i, the internal friction increased by only a factor of 2 from room temperature to 300°°C., then by a factor of 100 during the next :too' interval. These measurements are consistent with the view that the observed internal friction is the superposition of two distinct parts. One, dominant at room temperature, is nearly independent of temperature. This part may be accounted for by acoustical losses and by transverse thermal currents. It was not further investigated. The second part, when plotted in the manner of Fig. I, lies upon a straight line. Therefore it has a heat of activation H; i.e., it varies with temperature as Internal friction ~ e-HI/RT [I]

The use of solid electrolytes for determining kinetic paraneters at elevated tevnperatures is pointed out. The reaction rate constant k1 of the phase-boundary reaction during oxidution of iron to wiistite by CO2-CO gas mixtures has been deternined between 850 nnd 975C, using ZrOz(+CaO) as an electrolyte. Values are between 1.4 x 10-a and 5.2 x 10 ole per sq ctn atm. The tzain difficulty is due to mixed potentials arising from side reactions at the electrolyte inteyface. In a number of papers the calcium-doped zirconia electrolyte has been used for the determination of thermodynamic data from measured differences in oxygen activities (or potentials) between two electrodes. The purpose of this note is to suggest the use of this solid electrolyte for kinetic measurements as well. The principle can be seen from Fig. 1. A thin and compact phase II (electron conductor) is fixed on a plate of gas-tight, polished ZrO2(+CaO) (I), which separates two compartments with different oxygen potential. p, is a constant reference pressure of oxygen (1 atm). The electromotive force of this galvanic cell is given by E = RT5 In pep, and pe is the oxygen partial pressure at the interface electrolytephase 11. MEIERAN and Richman' have proposed a method for the determination of electron-diffraction patterns from twinned bcc crystals. It is the purpose of this note to present a general method capable of predicting the positions of all reflections from both matrix and twin regions for all possible orientations of cubic crystals. The method has been verified for twinning in explosively deformed copper, and is found to be a very useful tool when used in conjunction with stereographic projection, and dark-field electron microscopy. Let an isometric crystal be twinned in any (hkl) plane. The twinning can be considered either as a reflection in the twin plane or as a 180-deg rotation about the twin axis. In reciprocal space, the 180-deg rotation about the twin axis would place a given point p, q, Y to a new position P, Q,R, such that both will be equally inclined to the twin axis. This is represented in Fig. 1. If the coordinates of three such pairs of points are determined, the matrix of the transformation can be obtained.' It is also seen that such pairs would satisfy another condition, i.e., the vector [p,q,r] plus the vector [P,Q,R] will yield a multiple of hkl, i.e., the indices of the twin plane, because in isometric systems the axis [hkl] is perpendicular to the plane (hkl). This can be simplified by taking the points along the three axes. If a point h2 + k2 + 12, 0, 0 is taken along the x axis, it is seen that its new indices should be so as to yield a sum 2h2, 2hk, 2hl,i.e., 2h(h,k,1). (Also the points h2 - k2 - 12, 2hk, 2h1, and h2 + k2 + 12, 0, 0 are equidistant from the origin and both points make equal angles with the twin axis, i.e., cos-' h/dh2 + k2 + l2.) Similar operations for the points yield respectively, after the 180-deg rotation about the twin axis. SINCE the sixties, Utah has been one of the leading metal mining states of the Union. During the last fifteen years its mines have supported the largest smelting center in the world. Its rank as a metal producing state is reflected by its 1924 production which had a value in excess of $65,000,000 making it the leading silver producing state, third in both copper and lead and sixth in gold production. During the past year, metallurgical developments for the recovery of zinc contained in lead ores has made rapid progress so that the future zinc output will be of substantial importance. The largest silver mines of the nation and the world's largest open cut copper mine are within its borders. Settlement of Utah started in 1847, with the advent of the "Mormons," and originally the area of the state was much greater than now. The first metal mining

IT is evident from Professor Louis' remarks that he holds a different opinion on certain phenomena connected with a specific type of surface subsidence from mining than is held by many engineers in the United States. The question which appears to be at issue is whether or not the line or plane of "draw" produced in ground movement resulting from extraction of pillars may, under certain conditions, be vertical or even inclined toward the workings rather than inclined for- ward over the unworked mineral, as it is universally agreed occurs in mining by the longwall advancing method. In discussing this case it is well to take the simplest condition, such as specified by Professor Louis, of a flat bed, whether it be coal, iron or other mineral, where the overburden is stratified rock and where there is no overlying quicksand. Professor Louis says in effect that his experience is that the ultimate angle of draw is always positive and inclined 5" to 15" from the perpendicular over the unwrought mineral. My experience under Illinois coal-mining conditions is that .'where longwall advancing is used the draw is always positive as Professor Louis describes it, but that in extracting of panels by withdrawal of pillars, the ground movement is manifested, after the first roof' beam break, by the forming of an unstable dome over the goave. Then subsequently, by the falling of individual slabs from the under side, the dome gets larger and higher until it breaks through to the surface of the rock., Up to this time, arch stresses buttress the rocks above the solid coal or mineral. When, however, after. the dome breaks through and the central hole - #enlarges so the arch is no longer sufficiently supported -the stratified rocks cantilever out .from over the solid unworked mineral and tend to break off in masses triangular in vertical cross-section, until the broken loose material, sliding down against the solid rock, .has such a thrust that it balances the tendency ,for the solid stratified rock to break away and slide toward the excavation.

Large tonnage operations face many problems in adequately planning ahead for future years production. In order to maintain desired levels of production, such problems as source of tonnage, man- power and equipment requirements, tailings disposal and water requirements must be anticipated. Of course, before any of these problems can be analyzed, daily tonnage requirements and its source must be determined. Looking ahead for one year or even two or three is usually not sufficient time to adequately prepare an area for production. Because of the sequence of mining and the multilevel nature of the 42,000 tpd Climax mine in Colorado long-range planning must be on a ten-year basis. By using a ten-year base, adequate time is allowed to gain access and prepare a new level for production. Usually eight years will be required for this phase of the initial mine preparation. Once production has been started on a level and access to the area is available, three years is usually sufficient to prepare a new block for production as long as it follows in the normal sequence of mining.

Meeting of Dec. 19, 1913.-The President reported the appointment of the Committee on Junior Members and Affiliated Student Societies, and the Committee on Coal and Coke, which .appointments were approved. The President was authorized to appoint the members of a Committee on Safety and Sanitation. The President appointed the Finance Committee of the Institute as a Committee to audit the accounts of the Treasurer (By-Law V). On the recommendation of the Executive Committee, Charles F. Rand was appointed a representative of this Institute on the Board of Trustees of the United Engineering Society for a term of three years (By-Law XIV of the Institute, By-Law XI of the U.E.S.). The Executive Committee reported that it had passed the following resolutions: That the next summer meeting of the Institute be held at Salt. Lake City during Aug. 10 to 14, 1914, inclusive; That an exchange of .the Bulletin and Transactions be made with the Canadian Bureau of Mines; That a sum of $50 be contributed for the year 1914 to the Commission publishing the Annual Tables of Physical and Chemical Constants; That the Secretary be given power to reduce at his discretion the number of exchanges between the Bulletin and other publications which are not retained as a permanent part of the Library; That the contract for binding Volume XLV of the Transactions be awarded to the Butler, Ward Co., in accordance with their bid of Nov. 21, 1913;

The factors involved in selecting, a drive system for a grinding mill, including gearing arrangement, motor selection, and electric-supply system limitations are reviewed. Equipment costs are evaluated on a dollar per horsepower basis and starting performance is analyzed, the latter making use of a recently developed computer program. The present interest in large-diameter grinding mills and the rapidly rising cost of the drive in proportion to the cost of the mill establishes a need to explore the drive system in detail. The drive for a 7 to 8,000 hp mill will cost from $350 to $600,000 which represents nearly half the total cost of the mill package, and requires as much building space as the mill proper. Some of the drive components require a longer time to manufacture and the installation time and costs are equal to those for the mill. It is apparent that the drive has become a dominant factor in the overall mill design consideration. A new plant requires a tremendous investment in both time and money. With the high degree of competition in the mining industry, low capital cost is an exceedingly important factor in the development of a project. It is just as important, however, to insure that the equipment is going to perform satisfactorily for the anticipated life of the project without adding unplanned operating, maintenance, and replacement costs. This is the position in which the engineer or designer usually finds himself and is really one of his primary functionsestablishing a realistic compromise between cost and performance. Large primary grinding mills can represent a major portion of the cost of a plant and the drive system accounts for a substantial part of this cost. These facts justify a careful analysis of the drive requirements and all of the factors involved in ultimately arriving at the best system for the lowest cost. A number of excellent papers have been published on various aspects of mill drives. The authors have used information from these papers in making a study of a drive for a 7600-hp, 32 x 12-ft autogenous mill. This was a broad investigation, including mechanical and electrical design, layout, performance, and maintenance considerations, and overall economics leading to the selection of the optimum system for that mill. This paper was developed from the study and includes information applicable to large mills in general. For a successful and economical application, the drive must be considered as a system and all of the components analyzed to determine their effect on the system. This requires the participation of the mill designer, gear, and other mechanical component manufacturers, motor manufacturer, plant designer, and operator. A careful analysis of the mill torque requirements is first necessary to provide a basis for selection of the mechanical and electrical drive components. Because of manufacturing limitations on the size and capacity of gearing available for these low-speed applications, an evaluation of costs for various gear ratios and configurations in conjunction with motor speeds is required. Consultation with the power-supply company is necessary to determine limitations on motor-starting disturbances and to analyze operating costs on the basis of existing rate structures and low characteristics. Finally, consideration must be given to the drive arrangement and its affect on plant layout, space requirements, and location of auxiliary equipment for the selected process. There are presently three basic schemes for driving a mill. The first is a direct drive by a motor operating at mill speed with no gearing. The second is by a higher-speed motor through a trunnion-connected gear drive. The third is by a motor through the more conventional pinion and ring-gear with the option of an interposing gear box to permit greater motor speed than pinion shaft speed. [(Fig. 1.)] Several manufacturers have or are presently developing motors which drive the mill directly without the use of gears. One arrangement has the motor armature intimately surrounding the mill shell-discharge spout or extension of the trunnion journal. The motor stator is then supported independently and surrounds the shell or trunnion-mounted rotor. Another variation utilizes an independent mill-speed motor connected to the trunnion by a drive shaft and flexible couplings.

In the last few years, much study has been devoted to increasing stoping efficiency. The reasons for this are shortage of manpower, shorter working hours, operating regulations, and shortages of essential materials. More efficiency in mining methods is needed to offset these adverse factors. In the past, attention has been centered upon haulage, hoisting equipment, mill flowsheets, etc., but recently the spotlight has been focused on the cost of stoping and the cost of handling materia,ls. Scrapers and scraper hoists have thus assumed greater importance. In order to make it possible for certain ore bodies to be mined at a profit, it has been necessary to apply assembly-line practices to the streamlining of mining methods. All cycles of the mining operation must balance, and the sooner broken ore is removed from the working face, the sooner another round can be started. Since the introduction of scraper hoists in metal mines more than thirty years ago, much progress has been made in their design and application. Alert operators are now constantly watching for methods in which to apply scrapers. The saving of: manpower in development work and the changing of mining methods that once employed manual handling of materials are increasing vital wartime tonnages. Essential ores from newly discovered ore bodies are moving rapidly from stopes to reduction plants—because it is now possible to develop an ore body and place it in production with a minimum of manpower and development work. Today, speed is one of the prime essentials of mining. Everywhere, there is a concentrated effort to use experienced miners in breaking rock, in timbering, and in carrying out the various phases of mining that require many months of training. Much effort is being made to mechanize the working places because experienced men naturally prefer to work where the majority of materials are handled mechanically. In line with this policy, many new men are being taught the details of scraper work, because even green men can quickly become acquainted with scrapers and thereby release older heads to perform the more skilled phases of mining. In some places it has been found economical to change from .one system of stoping to another that more readily allows the application of mechanical muck-handling equipment. Where blocks are worked faster, the cost of materials, time, and labor is cut drastically. This favorable situation allows more manpower to remain on straight breaking and timbering—or straight production mining. Moreover, when blocks are mined faster, more floors can often be mined vertically before the mucking or wheel floor is moved. This results in several direct savings. There are cases where it has been proved that by working a given block faster more area, longitudinally or vertically, could be mined at one time, thus permitting the reduction of development cost. The reasons for this are shortage of manpower, shorter working hours, operating regulations, and shortages of essential materials. More efficiency in mining methods is needed to offset these adverse factors. In the past, attention has been centered upon haulage, hoisting equipment, mill flowsheets, etc., but recently the spotlight has been focused on the cost of stoping and the cost of handling materia,ls. Scrapers and scraper hoists have thus assumed greater importance. In order to make it possible for certain ore bodies to be mined at a profit, it has been necessary to apply assembly-line practices to the streamlining of mining methods. All cycles of the mining operation must balance, and the sooner broken ore is removed from the working face, the sooner another round can be started. Since the introduction of scraper hoists in metal mines more than thirty years ago, much progress has been made in their design and application. Alert operators are now constantly watching for methods in which to apply scrapers. The saving of: manpower in development work and the changing of mining methods that once employed manual handling of materials are increasing vital wartime tonnages. Essential ores from newly discovered ore bodies are moving rapidly from stopes to reduction plants—because it is now possible to develop an ore body and place it in production with a minimum of manpower and development work. Today, speed is one of the prime essentials of mining. Everywhere, there is a concentrated effort to use experienced miners in breaking rock, in timbering, and in carrying out the various phases of mining that require many months of training. Much effort is being made to mechanize the working places because experienced men naturally prefer to work where the majority of materials are handled mechanically. In line with this policy, many new men are being taught the details of scraper work, because even green men can quickly become acquainted with scrapers and thereby release older heads to perform the more skilled phases of mining. In some places it has been found economical to change from .one system of stoping to another that more readily allows the application of mechanical muck-handling equipment. Where blocks are worked faster, the cost of materials, time, and labor is cut drastically. This favorable situation allows more manpower to remain on straight breaking and timbering—or straight production mining. Moreover, when blocks are mined faster, more floors can often be mined vertically before the mucking or wheel floor is moved. This results in several direct savings. There are cases where it has been proved that by working a given block faster more area, longitudinally or vertically, could be mined at one time, thus permitting the reduction of development cost. Studies of the effect of size of the specimen on the change of slopes of Stages I and 11 by surface removal showed that the change of Stage I was independent of size with respect to the polishing rate; however, the change in the slope of Stage 11 with polishing rate increased directly in proportion to the surface area. The removal of the surface during the test affected the plastic deformation characteristics of gold, aluminum, and zinc single crystals and polycrystalline aluminum. The apparent activation energy of aluminum was found to be decreased markedly by removing the surface during the deformation process. In previous papers1-3 it was shown that the surface played an important role in the plastic deformation of metals. By removing the surface layers of a crystal of aluminum by electrolytic polishing during tensile deformation, it was found that the slopes of Stages I, II, and III were decreased and the extents of Stages I and II were increased when the rate of metal removal was increased. By removing a sufficient amount of the surface layer after a specimen had been deformed into the Stage I region, upon reloading, the flow stress was the same as the original critical resolved shear stress and the extent of Stage I was the same as if the specimen had not been deformed previously. The slope of Stage I was decreased 50 pct and that of Stage 11 decreased 25 pct when the rate of metal removal was 50 X 10"5 ipm. These data show that in Stage I the work hardening is controlled almost entirely by the surface conditions, while in Stages 11 and III both surface conditions and internal obstacles to dislocation motion are important. It appears that during the egress of dislocations from the crystal, a fraction of them becomes stuck or trapped in the surface regions and a layer of a high dislocation concentration is formed. This layer would not only impede the motion of dislocations, but would provide a barrier against which dislocations may pile up. In this case, there will be a stress, opposite to that of the applied stress, imposed on the dislocation source and dislocations moving in the region beyond this layer. It has been found convenient to refer to this layer as a "debris" layer. The "debris" layer may be similar to the dislocation tangle observed by thin-film electron microscope techniques.4 Reported in this paper are the results of studies on the effects of removing the surface during plastic deformation on aluminum crystals of various sizes. The effects of the surface on the yield point behavior of gold and high-purity aluminum crystals as well as the creep behavior were also determined. The effects of surface removal on polycrystalline aluminum (1100-0 and 7075-T6) are also reported. EXPERIMENTAL PROCEDURE For those portions of the investigation involving creep and tensile specimens, single crystals, having a 3-in. gage length and a nominal 1/8-in. sq cross section, were prepared by a modified Bridgman technique using a multiple-cavity graphite mold. The single crystals were prepared from materials which had initial purities of 99.997, 99.999, 99.999, and 99.999 pct for Al, Cu, Zn, and Au, respectively. The aluminum specimens for the size effect studies were prepared through the use of a three-tier mold in which crystals having a cross section of 1/8, 1/4, and 1/2 in. were grown from a common seed. The mold design was arranged so that one 1/2-in. crystal, two 1/4-in. crystals, and four 1/8-in, crystals of the same orientation could be cast. With this technique, it was possible to obtain only one set of crystals with the same orientation. Because of this limitation, it was not possible to determine both the changes of extent and slope of the various stages since a large number of crystals of the same orientation would have been required. Instead, only the change of slope as a function of the rate of metal removal was studied by abruptly altering the current density of the electrolytic polishing bath at various strains within the regions of Stages I and 11. The experimental techniques used for the tensile studies were essentially the same as those used previously.1,3 The specimens were deformed in a 200-lb Instron tensile machine, usually at a rate of 10-5 sec-5. The term oil shale is defined. Foreign oil-shale developments are outlined briefly. The richest and most extensive oil-shale deposits in the United States lie in western Colorado. The Bureau of Mines is opening two adjacent areas for underground mining. in western Colorado. From the first area the oil shale is mined selectively as required by the retorting plant. The second area is being developed as a unit of a full scale oil-shale mine to ascertain the most practical methods of mining oil shale and to determine costs. In both of these mining areas, research will be carried on to develop new and improved practices for mining oil shale. Introduction Oil shale is a sedimentary rock containing a solid mineraloid of indefinite composition known as kerogen. On heating oil shale, the kerogen undergoes thermal decomposition and some of the vapor products of the decomposition can be condensed as shale oil. Oil from shale can be a major source of liquid fuels since extensive deposits of oil shale are known to exist throughout the world. The United States considers the establishment of an oil-shale industry only when doubt exists of the adequacy of the domestic supply of crude petroleum. On the other hand, oil shale is not strange to foreign oil men. The industry is an old one in other parts of the world. The French industry has been in existence since 1838, the Scottish since 1859, the Australian since 1860, the Estonian and Swedish The since World War 1, and the Manchurian industry since 1929. The most highly exploited oil-shale deposits are the Carboniferous shales of Scotland. About 20 seams ranging from 4 to I2 ft in thickness are worked. The yield during recent years in scotland has been 18 to 25 gal of shale oil per ton, from 3&"30'000 tons per year' The French and Swedish oil-shale deposits are of lower grade than the Scottish. The Estonian oil-shale deposits are 7 ft thick, and the oil yield averages 50 gal per ton. Over 1,000,-ooo tons are mined each year, half of which is used directly as fuel to substitute for coal and the other half is used for the production of oil. Immense deposits of oil shale that will yield 10 to 15 gal per ton exist in Germany. Because of the impending loss of the Rumanian and Polish oil fields and the bombing of synthetic liquid fuel plants, the Nazis in 1943 started a large-scale oil-shale program in Germany. By V-E Day, it is said, oil-shale production had reached the rate of 2500 tons per day and rapid expansion of the industry was imminent. Australian oil shale, known as torbanite, occurs in beds 2 to 6 ft thick. It is of a very high grade and on retorting yields 80 to 160 gal per ton. The oil-shale industry of Manchuria was the largest in the world during the past decade. The well-known Fushun coal deposit in Manchuria has an overburden of 500 million tons of oil shale about 450 ft thick that will yield 10 to 15 gal of shale oil per ton. The oil shale is
