The fundamental problem concerning the fracture of both crystalline and noncrystalline solids is the divergence between the actua1 and the theorcticallY computed fracture stresses; the stress required for fracture, computed from the forces between atoms, is many times that actually observed with commcrcinlly available materials. Computatiolls have been made,,2 indicating that the theoretical fracture stress should be from 100 to 1000 times that actually observed. There are other incidental problems that have arisen, perhaps the most importallt of which is the problem of size effect often observed in the measurement of the fracture stress of non-metallic solids, such as glass. Another effect conccrns the relation between deformation and the stress required for fracture, Experiments recently made with pearlitic steels indicate that the tensile fracture stress increases with increasing tensile deformation and decreases with increasing prior com-pressive deformation, This marked ani-sotropy of the effect of deformation on the fracture stress is in contrast with the essential isotropy of the flow stress. Early experiments on rock salt crystals by Joffe, et al.3 have illustrated the effect of tensile strain in increasing the tensile stress required for fracture. A consistent theory must be constructed that will explain not only the divergence, of the measured fracture stress from the theoretical value, the size effect, and the ergence of deformation; but will also explain and predict the effects of combined stress, of temperature, of strain rate, and of metallurgical structure. With respect to this last variable, it has now been relatively well established that the carbide particle is the clement of structure controlling the fracture of steels. In steels carbide particles vary in shape from plates to spheroids. It has been found that not only docs the magnitude Of the Fracture stress depend upon the size and shape of these particles. but also its dcpendencc upon strain is affected by changes in 'hap' an' size Or the particles. The precipitate resulting from the age hardening Of duralumin also modifies the fracture stress of this alloy. Nonmetallic inclusions greatly lower the fracture stress of all metals. The magnitude of the lowering depends 0' the size and shape of the included particles. In glass, the major source of the low fracture stress has been fairly conclusively demonstrate' by Griffith4 '0 arise from real flaws or cracks present in the material. He showed that the stress concentration at the end of a defect was of suficient magnitude to raise the stress at this location to a value comparable with the theoretical strength Of the material. If the cracks were reduced in size, Griffith showed that the observed fracture slrength the by virtue Of the decrease in stress concentration. He also pointed out that cracks disposed perpendicularly to the applied tensile stress would be more effective in lowering the fracture

INTRODUCTION A major change in financing exports in recent years has been the decreased importance of subsidized export credits, following the commitment of the OECD countries to eliminate the subsidy element. Subsidized export credit rates are now often more expensive than market rates as the financing for exporters has decreased in volume and importance. The forfait market, in recognition of this decreasing importance, provides a rapidly expanding source of nonrecource finance for exporters. The following is a step by step guide to what it is, how it works, its benefits and problems. WHAT IS FORFAITING? Forfaiting is not new. It has been used in Europe for about 25 years to provide export finance for both capital goods and commodities without recourse to the exporter. Although long the preserve of exporters in Germany, and more lately Italy, forfaiting is now used increasingly by exporters in Great Britain, the United States, Canada and Scandinavia. It is a fairly simple operation with easy straight-forward documentation. The transaction involves the purchase by the forfaiting bank of a bill of exchange or a series of bills without recourse to the exporter. These bills will have been drawn by the exporter, accepted by the importer, and will usually bear the unconditional guarantee of the importer's bank. They are normally drawn payable at intervals during the credit period agreed between importer and exporter and are purchased at a discount by the forfaiter. The exporter thus obtains his cash payment and the importer receives his credit period. The forfaiter collects the amount of the bills as they mature directly from the importer. Credit periods vary, depending upon the type of goods and the country and commercial risk of the importer. The period is generally between one and five years with six monthly maturities. The usual forfait currencies are US dollars. Deutschmarks and Swiss francs and others, such as sterling, French francs, and the Scandinavian currencies are being used more frequently. CHOOSING FORFAITING Most types of financing require the continued involvement of the exporter in the financial side of the transaction during the credit period. Forfaiting has certain comparative advantages. In particular, it is possible to forfait 100 percent of the risk without recourse to the exporter, unlike government sponsored export finance schemes, where some retention of the risk by the exporter is required. In addition, exports from country sources do not present problems and forfaiting can also cover trade within the EEC. Other benefits for the exporter are: (a) The exporter's balance sheet is improved; debts are turned into cash thus improving the liquidity of the company and enhancing its cash flow. And there are no contingent liabilities for bills of exchange. (b) If the sales contract is in a foreign currency forfaiting removes the risk to the exporter of adverse movements in foreign exchange during the credit period. (c) Fluctuations in interest rates during the credit period can be ignored since in forfaiting the transaction is usually done on fixed interest rate terms on a discount basis. (d) The political and transfer risks are taken by the forfaiter. (e) The commercial risk is taken by the forfaiter. (f) The costs of administration and collection etc. during the credit period are removed.

THE Jeffrey mine of the Canadian Johns-Manville Co., Asbestos, Que. has operated for a number of years, supplying the parent company, Johns-Manville, raw material for asbestos products. The mine is situated in the 70-mile-long serpentine belt running from Asbestos, Que. on the west to East Broughton on the east. This district is the most important producing area in the world of quality spinning-fiber asbestos, with 11 operating mines supplying 70 pct of the world's needs. The Jeffrey mine, located 90 miles from Montreal and approximately 35 miles southwest of Thetford, accounts for 50 pct of the Canadian asbestos output. Production from the Canadian serpentine belt is the chrysotile asbestos, which is considered the best available for spinning. Consumers in the United States prefer the clean, fine fibers of the Canadian chrysotile of the type produced by the Jeffrey mine. Mining In 1881, when the mine was first opened, all work, including drilling, was done by hand. The deposit, located on a hillside, was first worked as a sidehill cut by hand drilling 15-ft holes and blasting with black powder. The fiber was chiselled from the broken rock. Hand derricks, later powered by horses, were used to raise the rock as the pit deepened. Eventually, the pit became so deep that derricks were, by necessity, replaced by aerial tramways. In the late 1930's, further deepening of the open pit, with the resulting constriction of the pit bottom brought about the need for altering the mining system then in use. The high ratio of overburden to be handled to mill ore mined and the value of surface structures, not company property, that would be destroyed in expanding the area of the pit, definitely indicated vertical rather than horizontal expansion would have to be used. One exception to this was that a small area on company property to north and east of the pit could be opened up. The mining problem then resolved itself into two phases; make the small lateral expansion and as rapidly as possible choose a mining method that would expand the mine vertically. Several methods for vertical expansion were studied and rejected. Methods considered included shrinkage stoping, block caving, glory holing, and various modifications of open workings. Block caving was finally accepted as the most suitable method of underground development. Cost factors and production were important factors in the decision, also, the asbestos mines in the Thetford area were already having success with this method. Original plans provided for the lateral expansion of the open mine where possible and beginning the underground operation. This program was based on the open pit being worked out in 1954, with the underground development and production gradually increasing until the open mine was depleted. In 1949, the plan was changed to allow underground development to progress at maximum so that underground output would be 550 tons per hr by 1951. Any deficit in ore would be mined from the open pit. This change permitted extending the life of the open pit through 1964 and in this time would make available a large quantity of readily attained ore. Block Caving at The Jeffrey Mine Plans for the underground operation were formulated on a 12,000-ton-per-day basis, and the adaptability of block caving methods to high production presented a desirable situation. As shown in the main-haulage plan, a continuous loop was laid out for smooth operation of the underground railroad from the loading points to the underground crusher. A feature encountered at the Jeffrey mine, as well as other asbestos mines using caving methods, is the large size of caved material, requiring that ore be crushed before hoisting.

OPERATION of a pilot mill of 100 tons' daily capacity during 1930 and 1931 proved that the copper minerals of the Colorado and Clay sections of the Morenci ore body could be successfully concentrated by the flotation process. Economic conditions caused postponement of further testing work until late in 1938 when the former No. 6 Concentrator at Morenci was converted into an experimental mill of 1500 tons' daily capacity which was known as the Test Concentrator. The Test Concentrator began continuous operation on April 3. 1939, using such crushing and grinding equipment of the No. 6 Concentrator as was appropriate. Modern classifiers and certain flotation machines were installed and later other types of flotation machines, a large grate-type grinding mill. mechanical screens, a short-head cone crusher, and a disk filter were added to the test equipment. Operation was uninterrupted until Dec. 31, 1941.

Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

The Lakeview Pool of Kern County, California, was discovered in 1910 with the drilling of Lakeview No. 1 which blew out and produced an estimated 8,250,000 bbl of oil in 544 days of uncontrolled flow. The well has since been known as the Lakeview Gusher. Full exploitation of the pool did not take place until about 25 years later. A total of 112 producing wells were completed in the Lakeview sand through April 30, 1949. As of that date, about 30 per cent of the total wells drilled were still producing, with an average pool production rate of approximately 2000 bbl per day. The cumulative oil production was about 41 million bbl of oil, or 55.3 per cent of the tank oil originally in place. The pool is bordered on its down-structure side by a body of inactive edgewater and water production where present has been principally the result of coning. Since the depletion of the greater portion of the gas energy by the Lake-view Gusher, the pool has operated under gravity drive. Relatively high angle dips, good permeabilities and favorable fluid characteristics have made gravity drainage particularly effective. Since January, 1942, the oil recovery -has been relatively constant at about 53,000 bbl per ft drop in fluid level. Correlations between the volume of reservoir space drained and the cumulative oil produced indicate that an ultimate recovery of 63.3 per cent of the tank oil originally in place is attainable. INTRODUCTION The Lakeview Pool is an outstanding example of gravity drainage. It is one of many productive reservoirs of the Midway-Sunset Field, and is located in Kern County, approximately five miles southeast of Taft and two miles north of Maricopa, California. Its position rel- ative to surrounding pools and to the Thirty-Five anticline is shown on Fig. 1. The northern portion of the pool lies in sections 32 and 33, Township 32 South, Range 24 East, Mt. Diablo Base and Meridian, while the southern portion lies in sections 25, 26, 35 and 36, Township 12 North, Range 24 West, San Bernardino Base and Meridian. As no two sections bear the same number, they will hereafter be referred to by section number alone. The purpose of this paper is to review the performance of the Lakeview Pool in an effort to evaluate the effectiveness of gravity drive as a recovery mechanism. REGIONAL STRATIGRAPHY AND STRUCTURE The oustanding structural feature is this area is the Thirty-Five anticline, the axis of which plunges South 75" East through the center of Section 35. As shown on Fig. 2, the following zones are oil and gas bearing in the Thirty-Five anticline area: Pleistocene Basal Tulare Tar Sands Pliocene San Joaquin Mya Sands Top Oil or Scalez Zone Etchegoin Kinsey Sand Wilhelm Zone Gusher Sand Calitroleum Sand Miocene Reef Ridge Lakeview Sand Sub-Lakeview Miocene Sands Monarch Sands or fractured shale equivalent Maricopa Webster Sand or fractured shale equivalent Fractured Shale-Uvigerina Zone C Obispo Sand and fractured shale equivalent Pacific Shale Zone The productive interval of the Lakeview Pool is limited to Upper Miocene and Lower Pliocene deposition. In this general area, the most prevalent type of accumulation results from stratigraphic traps or permeability pinchouts. As is the case of the Lakeview Pool, strati-graphic traps resulting from angular unconformities are present. The structure within the Miocene does not parallel that of the Etchegoin (Pliocene), as the Miocene beds were folded, and in places faulted, and subjected to erosion prior to Pliocene deposition. The Lakeview horizon consists of truncated sands which occur on the northeast flank of the Thirty-Five anticline. The direction of strike is west and northwesterly through sections 25 and 36 and continues northwesterly through sections 26 and 33, to the approximate center of section 32. At this point the strike swings to the northeast and the horizon re-enters section 33. in the northwest corner. The change in strike in section 32 affords synclinal accumulation at that point. The Lake-view sand is truncated updip by the Etchegoin overlap. To the southeast, the sand shales out, while to the northwest, the productive interval appears to be limited by a combination of stratigraphic pinchout and permeability barrier. Structurally, the Lakeview reservoir presents three areas of interest, as shown on Fig. 3. Area I in section 32 is a region in which a productive Sub-Lakeview Miocene sand is present. It occurs from 10 feet to 30 feet below the base of the Lakeview sand and attains a maximum thickness of 25 feet in Well No. 21, section 32. The producing characteristics of the Sub-Lakeview Miocene sand differ radically from those of the Lakeview sand. Water production at high structural locations and abnormally high fluid levels indicate that there was no communication with the Lakeview sand. SEAMLESS pipe, the product produced from piercing a solid round billet of steel by the Mannesmann process, was first produced in the latter half of the 19th century, the Mannesmann machine having been patented in 1885. The products of other processes also have been termed seamless pipe; for example, the cylindrical section produced by "cupping," which consists of forming a cup from a flat plate or disk and further elongating the cup into a tube by passing it through a set of reducing dies. The purpose of this paper is to discuss some of the more important metallurgical factors and their relationship to the economical production of seamless pipe produced by the Mannesmann piercing process. The first seamless tube plant in America was established at Shelby, Ohio, in 1891, and was employed in the manufacture of bicycle tubing. For a number of years the bicycle industry was the only user of seamless tubing, and this tubing was produced by hot-rolling pierced billets imported from Europe and finishing on the cold drawbench. At the turn of the century, the automotive industry was responsible for an increase in the demand for seamless tubing. The growth of this industry was the dominant factor leading to the phenomenal growth of the petroleum industry, which in turn created a tremendous demand for seamless pipe. In addition; the old lapweld iron boiler tubes for stationary and locomotive boilers were replaced gradually by seamless tubes. Since 1929, the production of seamless steel pipe and tubes has increased over loo pct. In 1929, 1,459,9031 net tons of seamless pipe was produced, including both hot-finished and cold-drawn material, as compared with 3,087,3122 net [ ] tons in 1948. Table I gives the distribution of seamless pipe by classes for 1948. METALLURGICAL PROBLEMS From a metallurgical standpoint, the production of seamless pipe has presented many problems. Practically every type of steel, carbon and alloy, with the exception of the superalloys developed during World War II, has been pierced and rolled successfully into tubing. This includes bessemer, open hearth, by the stationary and duplex processes, and electric steels. The range of sizes produced is no less staggering to the imagination, when it is considered that the hypodermic needle, which is 0.016 in. diam with a wall thickness of 0.004 in., and pipe for gas or oil transmission lines, with a 26 in. OD, are both seamless tubes. Between these extremes, the range of diameters and wall thicknesses meets most present-day demands for seam-

INTRODUCTION Of all the numerous geological hazards that threaten the well-being of urban areas in the United States, probably none is so widespread, persistent, and diversified as surface subsidence (HRB-Singer, Inc., 1977). Simply defined, subsidence is the vertical displacement or sinking of the ground surface caused by either natural phenomena or man's activities. The downward movement, however, can be accompanied by horizontal movement, strain, tilt and even by a locally upward movement. Damage to structures and the environment can result from any of these movements. Extracting subsurface materials, fluids and solids, accounts for most man-induced subsidence in the United States. Among all the mining-related subsidences, the collapse of voids created by underground coal mining has been the major cause in inflicting surface damage (Comptroller General of the United States, 1979). Subsidence from coal mining may occur within a few weeks or be delayed for years, depending upon the mineral layer's depth below the surface, the overlying rock strata's characteristics, the extent and methods of mining that were employed, and the time deterioration of pillar and mine structure. Unless underground resources are not mined or control measures are implemented to prevent or minimize damage, some degree of surface subsidence and its accompanied deleterious effects are often inevitable. The ways to control the subsidence and minimize surface damage may include: 1. Precautionary measures built into new structures or surface features. 2. Preventive works applied to existing structures or surface features. 3. Mine design incorporating special underground layouts. 4. Any combination of the above measures. Upon the enactment of Public Law 95-87, the Secretary of the Interior, through the recently created Office of Surface Mining (OSM), was authorized to promulgate rules to regulate mining reclamation including subsidence control. Proposed on September 18, 1978, these rules were finalized, following public comment and hearings, on March 13, 1979, as part of the permanent regulatory program for the regulation of surface mining and reclamation operations which include the surface effects of underground mining. On January 28, 1981, Secretary Watt of the Department of the Interior issued an order to re- quire all agencies to identify with recommendations all regulations which are believed to be excessive, burdensome or counterproductive. Also on February 17, 1981. President Reagan issued Executive Order No. 12291 requiring all Federal agencies to conduct a regulatory review to make a determination that each promulgation of a regulation is clearly within the authority delegated by law and consistent with Congressional intent (Federal Register, 1981). As a result, OSM initiated the regulatory reform to revise the permanent regulatory program. Following a brief discussion of the technical aspects and the effects of subsidence on man and his environment, this paper presents a historical overview of how rules and regulations are used to govern the subsidence related problems. The development of the regulation of subsidence under Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) are also discussed, including the new regulations being developed under the regulatory reform program. SOME TECHNICAL ASPECTS Am EFFECTS OF FINE SUBSIDENCE An extensive historical review of mining subsidence is given by Zwartendyk (1971) and Shadbolt (1978). Comprehensive technical presentations have been given by Henry (1956), King and Whetton (1957), Hall and Orchard (1963). Muller, et al. (1968). Grard (1969), Voight and Pariseau (1970). Kapp and Williams (1972), Cummins and Given (1973), Brauner (1973) , and NCB (1975). A theory of surface subsidence due to underground mining was perhaps first fundamentally stated by a French engineer, Toillez, in 1838, and formulated by a Belgian engineer, Gonot, in 1839 (Goldreich, 1913, cited by Zwartendyk, 1971). Dolomite-fluxed pellets of various compositions were made from magnetite concentrate, hematite concentrate and a concentrate containing a natural mixture of both. Physical properties and reduction test results were used to ascertain proper compositions and firing temperatures. These pellets were subjected to physical tests and to reduction tests. Petrographic and electron microprobe examinations were made to evaluate the effect of composition and fining on the phase assemblage. We interpreted our test results in terms of chemistry and microstructure and related these to properties. This approach enabled w to determine the composition best suited to each of the three concentrates. Compared with acid pellets, dolomite- fluxed pellets of the optimum compositions had similar physical properties but swelled less, softened at a higher temperature, and reduced faster and more completely.

The productive area of the Leadville mining district immediately adjoining the city of Leadville, which, by its wonderful richness, has attracted the attention of the mining world for the past twelve years, may, with a few exceptions, he considered as divided into seven local mining centers, separated one from another by the topographical features of the country, and designated by common consent as Fryer Hill, Yankee Hill, Breece Hill, Rock Mill, Printer-Boy Hill, Iron Hill, and Carbonate Hill. Of these seven distinot mining localities, or groups of mines, the central one, Iron Hill, is the one of greatest importance and interest. It was the scene of the earliest discovery of carbonates, as far back as 1875, and since that time has always maintained its position

Maps and Mining Data for the Library. I suggest that the Institute Library can increase its usefulness by systematically soliciting from the engineers and mining companies all published reports and maps, and parts of reports and records, not of a private or confidential nature. If this is done an engineer assigned to report on a well-known property or district may depend on finding at the library a large amount of preliminary data and general information from these official and engineering reports relating to his prospective investigation. In many mining reports a large part of the report is of a general technical and scientific character, and there could be no good objection on the part of either the engineer, or his client to making such information thus of record. I believe there would be a great deal of information furnished by the engineers if they were properly solicited under this plan. I have found on different occasions that much work could be saved by such records now in the Library. The plan would also have the advantage of keeping the Library in closer touch with the active engineers, a feature to be desired. I also have in mind that the Library should undertake to collect all the prospectuses and financial literature which is issued in connection with mining. Of course a great deal of this is unreliable, but even this is valuable for record in the matter of legal and other investigations. A detailed study of the temperature dependence of the critical stress, TB . necessary to cause a damping loss of 1.41 x 10-6 g mm per mm3 in pre-strained magnesium single crystals has been carried out in the temperature range 82" to 320°K. Tb is found to be linearly related to the reciprocal of the ahsol~cte temperature in this temperature range. The temperature dependence of the anelastic limit, TA, defined as the stress necessary to form open unidirectional stress-cycle damping loops has been measured between 82" to 320°K. ta is found to be independent of temperature in this range. It is suggested that TA is determined by the stress necessary to activate Frank-Read dislocation NUMEROUS studies1-9 have been reported concerning the details of yielding and microstrain near and below the generally discussed macroscopic flow stress. The work of Kramer and coworkers10-13 is helpful in determining certain qualitative facts. concerning preyield phenomena. The absence of a stress-dependent delay time in annealed copper and aluminum single crystals between 83" and 298 suggests that the preyield mechanism is temperature-independent in this range. This is not sources. The temperature and stress dependence of the effective activation volume (Veff) has been measured in the damping-loop region in prestrained magnesium single crystals. The data suggests that Veff/kT is approximately constant, equal to 2 4.5 sq mm per g in the temperature range 130°to 298°K, and that Veff is almost independent of stress at stress levels greater than 10 g per sq mm. A restricted model is developed to predict the stress (rb) necessary to cause a small fixed damping loss as a function of temperature, effective activation volume, and dislocation density. Various possible dislocation mechanisms controlling TB are discussed. true for zinc, p brass, and iron crystals in the same temperature range, however, since the existence of a stress-dependent delay time suggests a thermally activated preyield mechanism in these materials.10-13 The work by Vreeland et a1.14 confirms the work by Liu et al.ll on delayed yielding in zinc single crystals. A stress-dependent delay time between 82" and 298°K was found12 in prestrained aluminum and copper crystals. These results suggest that the preyield phenomena may be different between prestrained and unstrained or annealed crystals. The temperature dependence of the yield point at 2 x 10-8 plastic strain found by Rosenfield and Averbach3 in annealed copper and aluminum is not in agreement with the delay-time data, unless possibly the delayed yielding experiment only de-

THIS paper covers the operation and maintenance of Diesel locomotives underground on a portion of the Delaware River Aqueduct.[t] This part of the tunnel is 15 miles long, with shafts 14 ft. in diameter spaced about 5 miles apart. These shafts (2, 2a and 3) are 825 ft., 1551 and 840 ft. deep, respectively. The grade of the tunnel is almost level, except for the 12,100 ft. north of shaft 2, which has a grade of 2.31 per cent. The tunnel is circular, 17 to 19 ft. in diameter. It lies at a depth of 400 ft. below sea level, with a maximum over-burden of 2400 feet. The tunnel driving was carried on in six headings, using 15 storage-battery locomotives, each of 13 gross tons and having a maximum speed of 8 miles per hour. The longest haul was 3 miles, which proved to be the maximum distance for which storage-battery locomotives could be employed economically for the amount of material to be moved. One locomotive was used for switching cars at each heading, one for switching cars at the bottom of each shaft and one on the main-line haul from the heading to the shaft. The maximum amount of material hoisted in one shaft from two headings when 104 ft. of tunnel was driven in 24 hr. was 1000 cu. yd., or about 2000 tons of rock in place. The total quantity excavated was 750,000 cu. yd. (1,500,000 tons of rock). The tunnel-lining operations using concrete presented a problem of hauling a maximum distance of 5 miles in the tunnel. The concrete-placing equipment had a capacity of about 2000 cu. yd., or 4000 tons in 24 hours. Experience had shown that storage-battery equipment could not handle this quantity of material within the time required at the distance of 5 miles. Trolley-locomotive haulage was considered dangerous and expensive, and would cause interference because transmission equipment would be required. Therefore the performance of Diesel locomotives of 160 hp., with a speed of 18 miles per hour, in comparison with that of other types of locomotives, was studied. CHOICE OF LOCOMOTIVES In deciding upon the type of locomotive to be used for the 5-mile haul, four alternatives were considered, as follows: I. To purchase additional storage-battery locomotives with the necessary batteries over the 6 locomotives and 12 batteries available. 2. To convert the existing battery locomotives to the trolley type. 3. To purchase new trolley locomotives. 4. To purchase Diesel locomotives. As is generally understood, the word geophysics means literally ?the physics of the Earth? and the science of geophysics is therefore that which treats of the study and measurements of the various physical properties of the Earth. The broad and general study of the elastic, the gravimetric. or the magnetic properties of the Earth as a whole belongs to the general science of geophysics. The detailed application of this science to rocks of shallow depth and in small areas for the purposes of ascertaining data on their character and structural attitude gave rise to the present well-known science of ?applied geophysics.? Since the discovery of enormous new quantities of oil, gas, and sulphur has been by far and wide the principal benefaction of geo-physics in the United States, this paper will refer only to geophysical methods employed in the search for these particular minerals. The application of methods and appliances originally used for geophysical research to the solution of the practical problems of finding new oil-fields, plus the counterflow or new and highly refined techniques and Instruments from the company and consulting geophysical research laboratories and into non-economic geophysical research, has provided another case of that gen-eral cycle of events which is familiar to all scientists. That this closed-circuit flow or scientific current has been tremendously important to the whole science of geophysics is probably well known to all members of this audience, but the gen-eral status of the exploratory geophysical arts as now used In the search for new oil-fields, the scales on which different methods are being used, the magnitude of the costs involved, and the far greater magnitude of the practical results achieved may not necessarily have come so directly to your attention. It is, I understand, for this reason that this paper has been sug-gested, and I shall seek to provide the information requested by using as case-illustrations those changes in the oil-reserve picture for the United States as a whole, and for the Gulf Coast, California, and Illinois Basin regions in particular, which have occurred in the period of the past 17 years, during which time oil-field discoveries have proceeded at a rate which served to build up known and readily-available (or proven) oil supplies to a reasonable figure, and have dispelled the fears of a serious oil shortage during any period for which valid fore-casts can be made. Not that geophysical-prospecting methods have alone been responsible for this transformation, but they have an indispensable and leading part in the picture of exploration and production-to which geophysics, geology, engineering, and general technical progress have jointly made contribution. So far as the United States as a whole is concerned, its total proven, probable, and possible oil reserves (discoverable and recoverable by then-known methods) were estimated at about nine billion barrels in 1920, whereas proven reserves alone are now com-puted at about 16 billion. In 1920 the driller in ?wild-cat? territory was faced with the knowledge that for every new oil-field opened by a successful well, from 20 to 100 unsuccessful wells would have to be drilled and, in some territories, that the chances for a discovery were really less than one in 100 for new drilling, in contrast to which may be cited the record for the past year in parts of Louisiana where the 67 wells drilled opened 16 new oil-fields, that is to say, where the score of hits to misses was increased to approximately one out of four.

Discussion of the Paper of Dr. Douglas, presented at the Toronto Meeting of the Institute, July, 1907 (Trans., xxxviii., 455 to 471). EDGAR HALL, Silverspur, Queensland, Australia (communication to the Secretary*) :-Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the side of freedom among the younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms referred to have suffered by their secrecy is their own business-I. bold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to be proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,1 Dr. Douglas says "In comparing iron and copper mining, . . . it must be remembered that 2 tons of average iron ore from the most prolific source now available will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-ore would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. AN incomplete statistical analysis performed wearily on the morning after Thursday, Feb. 12, indicates that the unavoidable items of conversation among steelmen were the current shortage of sleeping time and the "Normandie." No analysis is needed, however, to be certain that many thousands of valuable words were uttered, both in and out of technical sessions, concerning matters of deep interest to members of the Iron and Steel Division. The opening session consisted mostly of papers that have appeared, or will appear shortly, in Metals Technology. One, however, that was not finished in time to be printed in any form, but that aroused great interest, was by E. L. Ramsey and L. G. Graper (Wisconsin Steel Works). Its subject was the production of high-sulphur steel by treatment with sulphur dioxide derived from anhydrous sodium sulphite or bisulphite added to the ladle or to the mold. The sulphide distribution in the finished steel is such that increased machinability and longer tool life result. Both items are of obvious importance in these days of mighty production.
