One of the difficulties for many young engineers is the acceptance of responsibility. Even though they start as assistants to older men, they hesitate to offer positive opinions. They often make reports of observations and leave the boss to draw his own conclusions. If they happen to be in a position where they are not reporting to a senior engineer, and it is necessary to take the final responsibility for a decision, they try to get someone to help out and either assume or share such responsibility. Generally this is the result of want of confidence in one's self and fear that something may happen to go wrong and bring about criticism. Frequently diffidence is the principal factor. Young men come to me with reports on work that has been well done and well written up, who are evidently laboring under an intense desire to drop through the floor or to make a rapid' exit in some other way because of want of confidence. In my own early experience a consulting job came in that required considerable investigation. The man who was handing his place over to me mentioned my good fortune and I replied that the work would be interesting and I could handle it all right but feared the responsibility, which seemed considerable. A CORPORATION would go into bankruptcy if its affairs were conducted as are those of the state of New York, according to the Committee on New York State Government Reorganization of the American Engineering Council of the Federated American Engineering Societies, in a report to the chairman, of the Joint Judiciary Committees of the Senate and Assembly. The report, just made public, was signed by the three members of the committee who were appointed by Herbert Hoover. They were H. de-B. Parsons, chair- man, Paul G. Brown and Lewis B. Stillwell. Although the American Engineering Council is a national organization, it decided to aid in governmental reorganization in New York State because of the magnitude of the task. The Council's committee in its report urged the passage of three state reorganization amendments for consolidation of departments, an executive budget system, and a four-year term for the higher state officials. An aerial magnetometer survey was carried out by the author's geophysical organization over the Vredefort dome, where Witwatersrand beds are wrapped around a granite plug 25 to 30 miles in diameter. The well- known magnetic shales of the Lower Witwatersrand system (to be referred to as LWW) give strong negative anomalies over the out-cropping portion of the dome. This is unusual as these same shales -cause positive anomalies over large areas near Johannesburg and along a strike of 130 miles between the East Rand and Klerksdorp. It is suggested that the negative polarization is caused by heat and stresses connected with the doming. This negative polarization of sedimentary beds, which usually cause positive anomalies, is a good example of how "magnetic lows" can be caused by "structural highs." Significant magnetic anomalies should be tested by gravity and seismic methods irrespective of the sign of the anomalies.

Digital simulation is defined and simulation techniques are re- viewed. Typical methodology involves the selection of models, the adjustment of raw data, the selection of a fitting strategy, the assessment of model accuracy in a statistical sense, and the development of an executive simulation structure. Simulations serve as aids for process engineers in evaluating the feasibility of a proposed flowsheet and the effect of a modification to an existing flowsheet. In addition, simulation plays an important role in off-line optimization and in the evaluation of alternative circuit control strategies. Several examples are presented to illustrate these uses for simulation including applications in crushing circuits, grinding circuits, and flotation circuits. It is the opinion of the authors that, within the next decade, mineral processing plants will be studied routinely via digital simulation during the preliminary design stage. Simulation will constitute an important component of the design decision making process.

THROUGHOUT its development the science of electronics, like so many other branches of science and industry, has been indebted to the metallurgist. Metallurgy has provided the electronic engineer with conductors to furnish passage for electrons outside of his evacuated tubes; it. has developed tungsten and tantalum wires for emitting electrons and various refractory metals and alloys suitable for electrodes, which receive them and guide them within the tube; finally it has supplied ferromagnetic materials both for shielding electronic apparatus from magnetic fields and for forming highly concentrated fields for deflecting electron. Today I hope to show you that electronics has not been altogether ungrateful for this assistance. More specifically, I wish to indicate the role that the electron microscope, a relatively recent product of electronic engineering, is playing even now in the study of metals. Every metallographer is aware that his standard metallographic microscope will not reveal structural detail involving separations smaller than a certain fraction -at the very best a tenth-of a micron. This limitation, he knows, is a consequence of the fact that the wave length of the light employed for forming the image has this order of magnitude. It is, thus, a property of all light microscopes. To overcome it, a different imaging medium must be employed. The existence of such a medium became evident when it was demonstrated' that electrons were affected by magnetic and electric fields with axial symmetry just as light is affected by glass lenses; these fields, or "electron lenses," curve the paths of electrons reaching them from an object located on the axis of symmetry in such a manner that, at some distance from the lens, a true image of the object is formed, Furthermore, although a wave length may be ascribed to electron beams just as to light, this wave length is much shorter; for electrons accelerated through a difference of potential of 50 kilovolts, the wave length is only about one hundred-thousandth of that of visible light: Actually, the electron microscopes of today resolve detail one hundred times as fine as light microscopes; if the maximum useful magnification of the latter is taken to be a thousand, that of electron microscopes is one hundred thousand. THE ELECTRON MICROSCOPE Since electrons are readily scattered and absorbed by matter, specimens to be observed in the electron microscope must be prepared to be less than one micron in thickness; furthermore, the interior of the microscope must be carefully evacuated to prevent collisions between the electrons and the molecules of the air. Finally, as already mentioned, the lenses are formed by axially symmetric magnetic or electric fields, and not by any material medium such as glass. NECESSITY FOR PRICE FIXING DURING the latter part of 1916 and the early months of 1917, clue to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to 82 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and so much complaint, that some action to regulate prices was considered essential by the National Administration. LANE-PEABODY AGREEMENT In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly-stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.

SAFETY in coal mining received especial attention by the public in general and the mining industry in particular during 1940 and early in 1941, owing primarily to the six explosion disasters which occurred last year with a total of 276 fatalities. This was the largest number of fatalities due to explosions in bituminous coal mines since 1928, when 347 lives were so lost. But facilities due to explosions have had a definite decreasing trend since 1907, in spite of bad years such as 1917, 1924, 1932, 1937, and 1940. Although the upswing in explosion fatalities in 1940 is lamented by all, none will admit it represents a trend and it will serve mainly to stimulate ways and means of further reducing these disasters.

Nuclear energy probably has greater potentialities for changing the world's way of life than any other recent discovery. The atomic-bomb bursts over Hiroshima and Nagasaki suddenly changed the concepts of war. Peaceful uses of nuclear energy are advancing so rapidly that no study of economic trends is complete without giving them consideration. The minerals specialist, especially, must be aware of this new force in our lives, as minerals and metals are essential in harnessing the new force, and atomic energy itself is rapidly improving its competitive position in the energy field. Future historians may chronicle December 2, 1942, as the beginning of the Atomic Age. On that day Enrico Fermi and his co-workers at the University of Chicago produced and controlled the first self-sustaining nuclear chain reaction. Lie many inventions, the first application of nuclear energy was as a weapon of war. However, its potential usefulness in man's work and welfare far outweighs in economic importance its destructive use in war, unless its military effect would be considered so great and all-embracing that no major power will hereafter chance a world conflict. Recognition of this potential has generated a vast international effort to exploit the atom for peaceful beneficent purposes. Like its physical manifestation, the advent of nuclear energy has unleashed chain reactions that have pervaded the political, social, and economic environments of the world. The impact of nuclear developments in one of many fields is exemplified by the uranium mining industry. Uranium was discovered in 1789 and in the next century and a half it found only an insignificant use as a ceramic coloring agent; in fact, in the latter part of that period, it was a largely unsalable by-product of the radium and vanadium industries. It is now well known that the structure of aluminum-silicon alloys can be refined in a rather remarkable manner, with consequent improvement of physical properties, by certain treatments applied to the molten metal shortly before casting. The differences between the treated and the untreated alloys are so marked that special terms are used to distinguish them, the untreated alloys being referred to as "normal" and the treated alloys as "modified." The first practical method of accomplishing this result was that of A. Pacz,1 which consists in treating the molten metal with a salt flux of which the active ingredient is sodium fluoride. The result can also be brought about, and in a more economical manner, by the addition of small quantities of metallic sodium (or potassium) to the molten alloy shortly before casting.2 The action of the Pacz flux evidently consists essentially in the production of free sodium by the reaction of sodium fluoride with aluminum. The changing of a normal alloy to a modified alloy is referred to as "modification" and any process for accomplishing this result is a "modifying" process. Modified aluminum-silicon alloys were introduced several years ago, and it has been demonstrated both in the laboratory and in commercial practice that it is no simple matter to produce castings having the maximum or nearly the maximum properties which under favorable circumstances can be obtained. The alloys are rather sensitive to small changes in chemical composition, and the modifying process must be carried out in a very particular manner to obtain the best results. Extensive experimental work has been carried out in the laboratories of the Aluminum Co. of America with the object of determining the conditions that must be observed to make these alloys of the greatest possible value. WHAT is the likelihood if any-that a real gold mining industry will be developed in the southern Appalachian region? Has the increase in the dollar value of gold from $20.67 to $35 per ounce potency to turn the trick? Suppose it be assumed that the price of gold will, at worst, not recede, and that the cost of digging ore and treating it of which the average level of commodity prices and wages is a fair index-will, at most, not exceed that prevailing in 1926. One may or may not accept these as reasonable assumptions; but one must arbitrarily remove some of the potential variables if one is to get anywhere on a problem like this. As a matter of fact, this article is not going to venture a conclusive answer to the question that has been posed; but it will endeavor to present some of the factors that have a bearing on the problem. The writer spent ten days visiting a dozen properties in Virginia and the Carolinas early in April, 1935, and in doing so got a first-hand slant on mining conditions in the domain of King Cotton.

The object of this study is to investigate the effect of prior tensile strain on the fracture stress of a metal. This is done in a theoretical manner starting from the point of view developed by the author in his thermodynamic theory of the fracture of metals. The results are compared with experimental findings and a rational interpretation is given to work that shows the variation of fracture stress with prior tensile strain. Theory op Fracture In the thermodynamic theory of the fracture of metals developed earlier,' it was shown that a critical strain energy per unit volume exists. This is characteristic of the material and may be calculated from basic thermodynamic data. When the area under the flow curve reaches this characteristic value, fracture occurs. The general criterion for fracture is expressed in the form « ± u. = JLJW/V [r] where L, is the latent heat of melting of the unit volume, AV/V is the ratio of the change in volume of the unit volume to the original unit volume on passing from the solid to the liquid state, uo is an initial energy density, and J is a conversion factor, which changes energy from heat to mechanical units. As a first approximation, it will he assumed that the stress-strain curve is the straight line that extends from the point of maximum load onward, extrapolated back to the axis of zero strain, for example, line AC of Fig. I. If the point of intersection of the straight line with the axis of zero strain is represented by v., and the slope of the straight line is p, the analytic form of the flow curve is a = (To + pd [2] and the strain energy per unit volume evaluated from Jud6 becomes (u,6 + pa2/2). When this latter term reaches the critical value JLbVIV (designated hereafter by M), it is assumed that fracture occurs. This leads to the following expression for the fracture stress: a; = V«r.2 + iMp [3] The strain at fracture may be calculated from Eqs 2 and 3. It is assumed in this paper that the initial energy density is either zero or that it may be neglected. The obligation of an employer to the State requires certain things of him as matters of good citizenship: for instance, that his workmen shall have a living wage, that child labor shall not be employed, that injuries from accidents shall not make workmen a charge upon the State, and that the laborer's children shall have opportunity for education and to become good and useful citizens. Affairs of this kind are not taken up as philanthropy, for the officials of a corporation or a large manufacturing concern may not feel at liberty to spend the funds of their company as prompted simply by motives of kindliness; but they may spend company money on such matters because it is good business. For years, the poisonous effects of lead, phosphorus, and dust have been emphasized in books on industrial hygiene and their elimination has been urged; but the more important and everyday physiology of the workman himself has been neglected. Part of my object in writing this paper is to show how our knowledge of physiology may be applied to working conditions in everyday life. In the interest of industrial laborers, accident compensation laws have been enacted in 33 States. This has been carried forward rapidly, because it has been shown that it pays both employer and employee. A further step is the recognition of sickness and disablement independent of accidents, not only because of their immediate cost to the worker and to the employer, but because continued efficiency in work and business depends largely upon health. Some measure of the importance of health in industry can be gained by the knowledge that records kept by some companies which now make this the subject of careful inquiry show that the time lost by employees, through illness, is several times as much as that lost as the result of industrial accidents. It is true that accidents frequently result in permanent disability or death, but it is equally true that illness is also a cause of permanent disablement or death. Thus the chief difference is that the loss to the employee through accidents occurring in the course of his employment is now generally recognized as a cost

The early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. . The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 3½ million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20" to 90 and some are on the invert in many sharp folds and faults. Planning The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been . maintained. BISMUTH is found as native metal associated with tin, copper, cobalt, silver, gold, or other metals and in a variety of ores. The more important ones are: bismuthinite (bismuth glance), Bi2S3; bismite (bismuth ochre), Bi2O3.3H2O; and bismutite (bismuth carbonate), Bi2O3CO3?H2O. Of lesser importance are the arsenate, telluride, and vanadate. The sulfide is the most common; the others are often oxidation products from this mineral. Bismuth minerals have been found in various places in the United States, principally in Colorado and Utah, but no ores are mined solely for bismuth. In the Granite mining district of Beaver County, Utah, a stratum of limestone about 6 ft. thick has been almost completely replaced by contact minerals in which bismuthinite associated with pyrite and molybdenite was found intergrown with silicate minerals. In the early days a few small lots of ore assaying 7 to 10 per cent bismuth were shipped from this district. Native bismuth has been found in the Clifton and Tintic districts of Utah. Bismuth is produced as a byproduct in the refining of lead, copper, gold and silver ores, it being recovered from the anode mud from the Betts process. Deposits of bismuth minerals exist in Argentina, Aus¬tralia, China, Japan, Germany, Spain, Peru, Bolivia, and Canada, but Bolivia is the principal, producer and could easily supply all of the present world's demand.

In the winter of 1941-42, muscovite mica was discovered by a young prospector, Justin Purdy, in the township of Mat-tawan, Nipissing District, Ontario, a few miles north of the small settlement of Eau Claire, which lies on the main Transcontinental Highway (No. 17) between Mattawa and North Bay. Muscovite had been known for many years to occur in the general Mattawa region, and various small efforts at production had previously been made by individuals working scattered deposits in the area. These minor activities, however, had never led to production of any consequence or the discovery of any important mica bodies. The Purdy finds were made in a heavily timbered, mountainous area lying about three miles north of the low-lying settled land along the highway, and in a section not hitherto prospected. The mica taken by Purdy and two partners from surface outcrops proved so remarkable in point of size of trimmed sheets that the find attracted considerable attention, and the area surrounding the three claims taken up by the prospectors was quickly blanket-staked by various interests. Though a number of other mica-bearing pegmatite dikes were found later on these stakings, none proved as rich as those on the original Purdy ground; very little commercial mica was obtained from them and attempts to develop them were short-lived. Purdy and his partners sold their initial production to dealers in Ottawa and Hull, where the Canadian mica industry long has centered. Young Purdy, unfortunately was killed in a motor accident in the early summer of 1942. His father continued mining operations for a few months and produced and sold a considerable amount of mica. In October 1942 the Purdy holdings were acquired by lnspiration Mining and Development Co. of Amos, Quebec, which had been active in staking in the area. This company formed a subsidiary, Purdy Mica Mines, Limited, to develop the property. Under the energetic management of Joseph R. Norrie, rapid progress was made, and production soon attained important proportions. Realizing from the outset the unusual character and potential value in the war effort of the Purdy discovery, the Metals Controller, Department of Munitions and Supply, at once arranged with the Department of Mines and Resources for an official geological report on the area, and also drew the attention of the War Production Board in Washington to what seemed likely to prove a highly important source of strategic-quality mica. Young Purdy, unfortunately was killed in a motor accident in the early summer of 1942. His father continued mining operations for a few months and produced and sold a considerable amount of mica. In October 1942 the Purdy holdings were acquired by lnspiration Mining and Development Co. of Amos, Quebec, which had been active in staking in the area. This company formed a subsidiary, Purdy Mica Mines, Limited, to develop the property. Under the energetic management of Joseph R. Norrie, rapid progress was made, and production soon attained important proportions. Realizing from the outset the unusual character and potential value in the war effort of the Purdy discovery, the Metals Controller, Department of Munitions and Supply, at once arranged with the Department of Mines and Resources for an official geological report on the area, and also drew the attention of the War Production Board in Washington to what seemed likely to prove a highly important source of strategic-quality mica. At the Tenth International Geological Congress, Mexico, 1906, Waldemar Lindgren presented "The Relation of Ore Deposition to Physical Conditions." Retrospect ranks it as the outstanding offering at that Session and as the most fundamental contribution up to that date on the philosophy of ore deposition. Elaborating thereon in his text-book "Mineral Deposits," Lindgren analyzed ore-forming processes under conditions prevailing from great depth up to surface; explained the nature of deposition in each environment; and developed a comprehensive genetic ore classification, which brought wide acceptance and enriching contributions by many. Since Lindgren's latest edition (1933), have come wealths of material relevant to ore genesis, particularly through amazing renaissance and proliferation throughout science. Current publication regarding ores now emanates largely from a generation caught in pressures of the breathless modern tempo, which tempts scant reflection upon earlier truths. Consequently, today's thrilling output contains not a few offerings that need challenge because supplanting interrelationship and system by what seems, collectively, an assemblage of strange, ad hoc and often self-contradictory concepts. From these latter some merit may eventuate but at the probable cost of present confusion and delayed progress. The following pages, naming numerous post-Lindgren advances, record the conviction, held by many, that Lindgren's philosophy, progressively improved, remains the soundest approach to understanding ore genesis.

The Library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions are forced to spend a portion of their time in localities isolated from sources of information. To these the Library; through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention: The Library is prepared, to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general Information on the geology and mineral resources of-all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest.
