There were two official representatives of Foreign Governments as guests at the Chicago Meeting. One was Frederick Goransson, managing director of the Saudvikens Steel Works, who represented the Jernkonteret, the Iron and Steel In-stitute of Sweden, and who came to this country especially for our meeting. The other distinguished guest was Commander Toublet, who repre-sented the French Embassy. Commander Toublet delivered a most polished address at the Banquet, dealing with the felicitous relations existing between this country and France for the last 150 years. Com-mander Toublet was accompanied by Mrs. Toublet, who won the hearts of all the ladies present, whose guest she was.

The definition of precipitation-hardening1 is well understood and its principles have been subjected to study for some time. However, the variation of properties with double aging, combined with strain-hardening, gives promise of new and useful phenomena. Properly to understand these distinctions, definitions of these terms are necessary. Precipitation-hardening1.—This reaction usually depends upon an alloy having such a composition that it consists only, or in major part, of but one phase, a solid solution, at a high temperature, so that, upon slow cooling, this solution breaks down into two phases, the solid solution and a compound. By heating the alloy to the temperature for maximum solution of the compound, quenching, and reheating to a suitable lower temperature for critical dispersion precipitation of the compound, useful properties of the alloy may be developed to a maximum. Double Aging.—Dougle aging in part is similar to the process for precipitation-hardening, consisting of heating a precipitation-hardening alloy to the solution temperature, quenching, reheating to the suitable dispersion precipitation temperature, strain-hardening, and again reheating to a suitable temperature to develop certain useful properties to a maximum. The strain-hardening may be induced by two methods: (I) a rate of cooling from the first reheat may suffice to strain the solid solution lattice of the alloy; or (2) the alloy may be cold-worked to a suitable degree between the two reheats. Pkecipitation-hardening of Copper-cobalt-beryllium Alloys1.2 The composition of principal interest is that of 2.6 per cent Co, 0.4 per cent Be, 97 per cent Cu. This paper. was written in conjunction with the work being undertaken by the Technical Committees on Classification of Coal, and an effort has been made to compile information relative to the use of coal for stationary steam generation in order to use this information to assist the Committee on Classification of Coal for the ultimate purpose of elimination of losses both by the' reduction of indivi-dual effort and waste in the consumption of material. Under the auspices of the National Association of Purchasing Agents, a questionnaire was drawn up to develop this information from stationary steam plants throughout the United States. in order to consolidate the information de-veloped from the many hundreds of boiler tests on coals consumed by various coal¬burning equipment. These questionnaires covered: 1. The company reporting, location and method of delivery to the plant. 2. Complete coal date, including description of coals used (with. sufficient space to- include first, second and third, preference) on--source of coal used,- complete-analysis and factors affecting choice of, coal used. 3. Plant data, divided into - A. Hand fired, B. Overfeed stokers,. . C. Underfeed stokers, D. Traveling grate stokers, E. Pulverized coal, and included complete description of furnace data, draft data, coal-burning rate, type of stoker, type of pulverizer, efficiency date and remarks.

DOES mining pay? Inasmuch as the whining of minerals from Nature is one of the world's principal sources of new wealth, this question is of general economic interest but it is obviously of even more vital concern to investors and those engaged in mining. In a previous article on "Wage Costs in the Mineral Industries,' published in the November issue, I attempted to show that wages paid workers on the job accounted for, roughly, 50 per cent of the mine dollar. Salaries normally range over 5 per cent - lower for large metal mines but higher in stone quarries and minor nonmetallic min. in, industries. Purchases of supplies, materials. fuel, and power generally aggregate within the range of 15 to 25 per cent of total receipts, with the average well under 20 per cent. METHODS in colorimetry are based on the assumption that the intensity of the color of a definite volume of solution is directly proportional to the quantity of the color-producing substance' present. In the preparation and examination of colored solutions there are three ways in which the depth of color may be varied. These variables are; (1) the quantity of the coloring matter, (2) the quantity of the solvent, or the dilution, and (3) the thickness or depth of that portion of the solution examined. With these three variables as a basis, three general methods in colorimetry have been devised, all of which have been used in the determination of carbon in steel. In the first method, the quantity of the solution is kept the same for both the unknown steel and the standard, and the sections compared are of equal thickness, while the quantity of the standard is varied until the color obtained is of the same intensity as that produced by a definite quantity of the unknown steel. In laboratories where this method is used there is pre¬pared and kept for permanent use a series of solutions with varying amounts of the standard, representing the percentages of carbon from the lowest to the highest demanded in that laboratory. These standard solutions are kept in bottles, or test-tubes of equal diameter, and are arranged in series from the faintest to the most intense color, so that it is a simple matter to find the place of the unknown steel in the series, when the solution is of a definite volume and is contained in a tube of the same diameter as the standard tubes. THE present ruling principle in shop and factory, induced by conditions of. keen competition, is to do the greatest amount of work in the shortest time, or in other words, to secure the greatest output at least cost, a condition which generally necessitated the substitution of machinery for manual labor. The chemical laboratory in our industrial establishments has remained a factor of minor importance, and, for this, reason, not only has progress been permitted to lag, but the methods of analytical work have been carried on along individual traditional lines. Some works-laboratories are equipped with such conveniences as Gooch filters, suction-pumps, compressed air, shaking-machines, centrifugal machines, crushers, etc., yet there is much room for improvement, particularly in laboratories of metal smelting and refining plants, in which long series of filtrations and stirrings are performed singly by hand in a slow and laborious manner. There are also many other instances in which collective handling appears rational. As a rule the chemist wastes much time by such manual labor, which, in a modern establishment and under up-to-date management, could be more advantageously applied to useful chemical work; and such higher chemical work is gradually and surely becoming recognized as an essential extension of old-time methods of assaying. While it maybe said that in some laboratories, boys and not chemists do the manual labor, it should be borne in mind that all chemical work requires care and accuracy and in these respects boys are naturally a source of concern to the responsible chemist. Moreover, the cheapness of child-labor is largely offset by the increase in the expense-account of laboratory materials, caused chiefly by breakages resulting from care¬lessness. AVERY great profit is derived from removing the gilding and retrieving gold, without destroying the works of silver or other metal. If this method did not exist, the greater part of the gold that is put on certain works would be lost. Even though you might think to scrape it off patiently with a sharp scraper, if it had been drawn with draw-plates, or if it were at the bottom of objects where the scraper could not enter easily, it would be utterly in vain. Therefore, I find that to do this it is necessary to use one of three methods. The first is when it is found on a thin object. Take a large crucible, fill it with mercury, and heat it on a little furnace. When you see that it begins to boil and simmer, put your work in it and stir it around, shaking and rubbing it well in this, and finally rub it with a scratching tool until you see that the mercury has drunk up and absorbed all the gold. Then, having done this, take the said mercury and pass it through an untanned leather purse, and in the bottom of this you will find all the gold like sand. Put this in the bottom of a crucible or in something else over a charcoal fire and evaporate it. If the objects are of a thicker form the gilding is removed from them in another way, by covering them with powdered sulphur and lighting a fire on them. When you see them burning well with the fire all around, beat them in a clean bowl of wood or something else and collect everything that separates with the sulphur from the work; this will be gold in the form of a leaf wherever it has been touched by the fire. The gold is then extracted from this burned sulphur by purifying it in a cupeling hearth with lead. The third method is to touch the gold that you wish to take off the works with an aqua fortis made from saltpeter, rock alum, vitriol, sal ammoniac, and some verdigris.* This acid dissolves and eats the gold by virtue of its corrosive power. Having thus touched the gold with this acid and having saturated the latter with a quantity of gold, put it in a cucurbit and evaporate it over a little furnace as is done with silver, collecting the acid and the spirits if you wish.

What are future prospects for U.S. mining? In many quarters the assumption is made that this country has passed its zenith as a mineral producer -- that it is in a period of decline and that it is becoming a have-not nation like Japan and much of Western Europe. These industrial rivals of ours must depend almost entirely on others for their mineral supplies. In trying to answer this question one must of course distinguish between resources and productive capacity. In today's volatile and competitive markets, the definition of what are reserves and what are merely identified resources becomes ever more difficult. Many large deposits have been found that are unlikely to be viable in the marketplace under normal conditions but that can be of significance to the nation's military and industrial security in times of emergency. I should like to draw on personal experience from World War I1 for illustration. 4fter Pearl Harbor great concern developed over the availability of a long 1ist of strategic materials for which this country was largely dependent on imports. Included were a number of minerals of which domestic deposits had been identified. Among these were chromite, manganese ore, mercury, mica and tungsten.

Titanium and vanadium form a complete series of solid solutions at temperatures above 885°C. Below 885°C, vanadium is slightly soluble in a titanium (about 1.5 pct V at 650°C) and a two-phase a plus ß region extends to 18.5 pct V at 650°C. The alloys up to 15.0 pct V transform into a supersaturated a solid solution upon rapid cooling from the ß phase. Above 15 pct V the ß phase may be retained. The temperature at which the ß to a' martensite-type transformation takes place decreases steadily from 850°C for 0.5 pct V to 325°C for 12.7 pct V. IN the transition series of the periodic table, the six elements that have a body-centered cubic structure at all temperatures, namely chromium, vanadium, molybdenum, columbium, tungsten, and tantalum, fulfill the conditions required for the existence of complete series of solid solutions with the high temperature (ß) form of titanium. Up to the present time, complete solubility at temperatures above the a to ß transformation of titanium has been observed in the systems Ti-MO,1,2 Ti-Cb,2 Ti-W,³ and Ti-Ta.³ The two remaining elements, vanadium and chromium, have atomic diameters which are not as near that of titanium as the atomic diameters of the four other elements. Both are smaller than titanium and the difference, expressed in percentage of the titanium atomic diameter, is 12.3 pct for chromium and 8.2 pct for vanadium. On this basis, the least favorable conditions for solid-solution formation are therefore encountered in the Ti-Cr system. The early work on the Ti-Cr system4 revealed that up to about 1100°C the solubility of chromium in ß titanium is limited, and an intermetallic phase exists near the stoichiometric composition TiCr2. It was found later' that a continuous series of solid solutions extends across the diagram at higher temperatures, and TiCr2 forms by solid state reaction. It became apparent therefore that complete solubility would also be present in the Ti-V system. The present investigation confirms this possibility. The iodide-refined titanium used in this investigation was purchased from the New Jersey Zinc Co., New York. According to the manufacturer, a typical analysis of this product is 0.0065 pct Mn, 0.0022 pct Fe, 0.0015 pct Cu, and 0.0042 pct Pb. The Vickers hardness number (10 kg load) of the crystalline bar varies between 55 and 80. The vanadium metal was purchased from the Westinghouse Electric Corp., Lamp Div., Bloomfield, N. J. The purity of this metal is probably above 99 pct V. The oxygen content must have been quite low, since a bar about 1/4 in. square could be cold rolled into a ribbon 0.020 in. thick. To prepare the various alloys on the titanium-rich side of the diagram, the titanium rod was machined into cups 1 cm in diam and about 1.5 cm high. THE year 1929 was exceedingly busy and prosperous for the iron and steel industry in the United States. The lake shipments of ore were approximately 65,000,000 tons, steel ingots produced were about 57,000,000 tons. Plants were very active. operating for many months well over their rated capacity, slowing down during the last quarter following the severe break in the stock market. The ore tonnage mentioned above was the greatest ever shipped by lake from the Lake Superior region. The trend at the ore mines has been to supplement manual labor by mechanical appliances as much as possible. Mining methods have been greatly improved along the lines of safety as well as to increase the percentage of ore recovery. Crushing and grading of iron ores continued to gain in popularity inasmuch as remarkable blast-furnace operations and records were obtained with sizing and uniformity of raw materials. Progress was made along other lines. The Bradley process for the separation of manganese osicle and iron oside from siliceous manganiferous iron ore was cleuelopecl; also considerable work was clone on a process for the beneficiation of the Cuban laterite ores. Sintering of ores and concentrates increased in popularity. A new analytical method for the deter- mination of sulfur in iron ore was worked out which reduced the time required appreciably. The ore re- serves of the Lake Superior district continued to receive considerable attention and played an important part in the recent mergers which have taken place in the iron ancl steel industry.

It is not intended to make in the present paper any deduction or to formulate any theories from the results obtained by experiments. The further expenditure of considerable time and labor would be required to obtain a sufficient basis for positive assertions as to the microscopic structure of the different varieties of iron and steel, and the structural changes which take place in them. It is therefore my purpose at this time to offer simply a synopsis of the general results arrived at in a few months' work, a brief description of apparatus used, and a few hints as to the preparation and preservation of the material which it is intended to investigate. The study of the microscopic structure of iron and steel is not altogether new. Some attention has been given it in both England and Germany. But the foreign publications on the subject have thus far been confined, so far as I am aware, to two papers, one by Herr Martens, of Berlin, contributed to the Verein zur Befoerderuny des Gewerbfleisses and the other a lecture by Dr. H. C. Sorby of Sheffield. Dr. Sorby, it seems, was induced to investigate the subject as bearing on the structure of meteoric iron ; and the results he obtained are certainly very interesting. At the Boston meeting of this Institute, in February, 1883, Mr. J. C, Bayles called attention to the subject in a neat and exceedingly interesting paper, in which the work of Messrs. Martens and Sorby was summarized,* and original suggestions were added. It is at present difficult to say what will he eventually the practical value of the microscope, thus employed, in the sciences of engineering. The role which it seems most likely to play is that of' an adjunct to the testing-machine, and not (as some have supposed) a rival to the chemical laboratory. That it will be a most valuable accessory seems, to say the least, highly probable. I need hardly go at length into the details of preparing the material for examination. (San Francisco fleeting, October, 1911.) DURING the past two years California has developed a new and important oil-field : I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing save a great crater-like opening marks its location. The pipe is entirely worn away and gone ; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no, other wells in that field or elsewhere throughout the State that in any way compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to show evident signs of exhaustion. The total area of proved territory will therefore probably suffer but small increase, when balances are struck off. The increase of new area has come from extensions of the Midway field, the development of a field in Lost Hills and Belridge, and extensions of the Fullerton-Whittier field in southern California. In these later developments, down to date, the fresh area absolutely proved is not much in excess of 3,000 acres. Recent developments in Coalinga indicate the possible extension of that field to the south, but at great depth. Coalinga is still the most northerly field of any consequence in the State. AMONG the European nations Germany is the center of interest economically as well as politically, and of prime importance for Europe as a whole is Germany's capacity to produce mineral products for armament and for export in exchange for the import of the essential supplies to maintain its industries. So far as minerals are concerned, Germany is worse off than any other great power except Italy, and deficiencies are being met by attempts to increase output from local deposits and by greater use of substitutes derived from domestic raw materials to replace imported metals, petroleum products, and other minerals.

FROM the time the Japs overran the Far East, the United Nations faced a serious military problem in the critical shortage of many raw materials desperately needed to prose¬cute the war on two fronts. For many months this critical shortage threatened substantially to limit the gigantic effort to get shooting equipment into the hands of the fighting men on the far-flung battle lines. Now this crisis has been met. Solvency in raw materials has been achieved. Simply stated, this job of producing solvency has been done by "cutting cloth to fit the garment." This does not mean that we have all the raw materials we need. Unfortunately, a few raw materials are still short, thereby limiting the total production of certain war goods, or making these goods less effective. Where the supply of raw materials is known to be limited, however, substitutions have been made or production schedules have been geared to the amounts available, and an over-all balance has been achieved between various parts of the war-production program.

So far as I am aware the references to the " kerosene blow-pipe" in the Transactions comprise only a skeptical opinion from Mr. Witherow (ix., 70), and accounts of the use of the blow-pipe by Mr. Witherbee (xiii., 675) and Mr. Gayley (xiv., 779), together with brief remarks by Mr. Weeks and Mr. Kennedy on Mr. Witherbee's paper. The subject can scarcely be considered novel, in view of these references, yet it is not so far exhausted that an additional account of the successful application of the blow-pipe would be out of place, especially if accompanied with some new details and a drawing of the apparatus itself, showing its simplicity and safety. Some time ago, owing to a variety of causes, my furnace was working very badly, the troubles culminating suddenly one morning in a chilled hearth, solid from the bottom to the tuyeres, with the exception of a narrow passage-way from above to the cindernotch, which remained open. Through this we continued to flush and cast, with the prospect of a long and troublesome siege, in working down to the iron-notch. At the end of two days matters had not greatly improved, and we seemed no nearer the desired result than on the morning of the chill, when, at the suggestion of Mr. Farrell, of Glamorgan, I decided to use the coal-oil blow-pipe; the intention being to cut a hole from the iron-notch up to the tuyeres, and then let the furnace melt out the chilled mass.
