Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

Froth flotation is the primary mineral processing separation step employed in the beneficiation of PGM ore bodies. Anglo Platinum operates a significant portion of the total installed flotation capacity in the PGM industry, which is installed at 20 operating plants across the Bushveld. PGM flotation has undergone a considerable evolution in both the capacity of flotation cells employed as well as in the circuit design configuration over the past thirty years. Certain of Anglo Platinum?s flotation circuits have been in operation for a relatively long period of time, (in some operations installed equipment dates from the 1960?s) and this allows comparative operating performance between various equipment types and circuits to be evaluated. This paper summarizes some aspects of this experience. Research trends in flotation are continuously monitored to incorporate appropriate findings into existing and future circuit designs. Continuous evaluation and monitoring of flotation performance is undertaken to identify opportunities for increasing flotation efficiencies. Mineralogical and fractional analyses of plant composites and survey samples are analysed to interrogate speciation and association data. This analysis has enabled a better understanding of priorities and opportunities for improved metallurgical performance. These opportunities are divided into three improvement areas: stability, liberation, and fines flotation. The paper discusses these, as well as the circuit design improvements required to take full advantage of the opportunities identified.

Pipelines are used extensively in industry to convey various products. Internal corrosion of pipelines can lead to perforation and leakage of the product. A growing problem, not often accurately recognized, is internal corrosion of pipelines caused by bacteria. Microbiologically-induced corrosion (MIC) refers to corrosion caused by a variety of micro-organisms. This form of corrosion is not widely recognized in many industries, although it is widespread and causes many corrosion problems in pipelines, both internal and external. Sulphate-reducing bacteria (SRB) are responsible for the bulk of the corrosion problems caused by MIC. Corrosion caused by SRB is found extensively in water pipelines conveying raw, potable and waste water, as well as in pipelines conveying slurries. This problem also occurs in pipelines conveying crude oil. This paper describes internal corrosion problems of slurry pipelines caused by bacteria and outlines mitigation methods to improve slurry pipeline integrity, thereby extending the life of such pipelines.

Discontinuity Orientation Measurement (DOM) drilling system capable of retrieving the reference line-marked core log, which can be used for determining the relative positions and orientations of discontinuity planes along the borehole axis, has been developed. Accuracy of the borehole joints data measured from the reference-lined core and, eventually, the significance and applicability of DOM drilling system for site exploration are verified by comparing with the spatial characteristics of joints investigated by implementing borehole image-taking instruments in the same borehole. Enhancement of boring efficiency has been also confirmed by performing twin drilling operations, one with DOM drilling system and the other with a conventional drilling machine equipped with D-3 core barrel, on two neighbouring sites of 5 m apart. Ein DOM(Diskontinuitätsorientierungsmessung)-Bohrsystem, das durch Grundlinien markierte Bohrprobelog extrahieren kann und die relativen Lagen und die Orientierungen der sich im Bohrloch verbreitenden Flächen bestimmen kann, ist entwickelt worden. Die Wichtigkeit des DOM-Bohrsystems und dessen Anwendbarkeit auf die Erforschung auf dem Bohrplatz werden dadurch bewiesen, dass man die Genauigkeit der Daten der Bohrlochsspalte, die durch die die Grundlinie zeichnende Bohrprobe gemessen werden, mit dem räumlichen Eigenschaften der Spalte vergleicht, die durch die Bildaufnahme des gleichen Bohrlochs nachgeforscht werden. The gas turbine industry is faced with a challenge to improve the performance of engines, while simultaneously adhering to stringent environmental legislation. One way of addressing the problem is by further increasing the recipient working temperatures. Unfortunately, the use of nickel based superalloys (NBSAs) in the gas turbine industry has reached its limitations. Although coatings can be used for small increases, and air cooling is also incorporated by design, attention is towards developing stronger metallurgical materials having higher melting points, with acceptable creep and corrosion resistance. A series of ternary and quaternary Platinum-based superalloys were developed. Platinum was selected because of its higher melting points compared to nickel, similar fcc structure and better corrosion properties. Mechanical characterisation studies of Platinum-based superalloys alloys, which included oxidation, creep and hardness, demonstrated reasonable results, outperforming an oxide dispersed strengthening (ODS) Fe-based superalloy (PM2000) and a nickel based superalloy (MAR-M200). During any materials development where high temperatures are concerned, high strength is the primary property of interest. However, during the development of gas turbines, component life and reliability, which are influenced by temperature, need to be taken into consideration, and therefore creep as well as corrosion (both temperature dependant properties), are important. These properties become significant with increasing temperatures. With increasing demand for higher temperatures, it is becoming increasingly important to include hot corrosion properties of the alloy during the material selection process. A short description on hot corrosion and its degradation mechanisms are given in this paper. Coatings are currently dominating as the best practical solution to address temperature increases. This paper looks at benefits and shortcomings of coatings over Pt-based superalloys as candidates for applications under extreme conditions. Geological and geotechnical data are essential for the design of tunnels. To determine the rock mass behavior and the support of a planned tunnel excavation a consistent method for rock mass characterization and excavation and support determination has been developed. Probabilistic data processing with analytical methods is used for the quantification of the procedure and allows an evaluation of the applicability and the technical risk of different excavation and support methods. The sensitivity of the procedure on selected input parameters is highlighted in a parametric study. Finally an application of the procedure illustrates the use of the described method of probabilistic excavation and support determination for tunnels. Des données géologiques et géotechniques sont décisives pour la planification d’un tunnel. Pour la détermination du comportement des strates, le choix du soutènement et de la méthode de progression une description compréhensible de la montagne a été développée. À l'aide d'un traitement de données probabiliste, la procédure proposée est transposée quantitative sur une base de méthodes analytiques. De cette manière l'évaluation des méthodes de construction et la détermination du risque technique deviennent possibles. La sensitivité de la procédure de différents paramètres d'entrée est représentée dans une étude de paramètre. Pour finir, l'application de la procédure décrite est montrée à l’aide d'un cas pratique. Geologische und geotechnische Daten sind entscheidend für die Planung von Tunnels. Für die Ermittlung des Gebirgsverhaltens und der Festlegung von Ausbruch und Stützung wurde ein nachvollziehbarer Ablauf der Gebirgsbeschreibung entwickelt. Mit Hilfe von probabilistischer Datenverarbeitung auf Grundlage analytischer Methoden wird die vorgeschlagene Prozedur quantiativ umgesetzt. Dadurch werden die Bewertung von Baumethoden und die Ermittlung des technischen Risikos ermöglicht. Die Sensitivität des Verfahrens von einzelnen Eingangsparametern wird in einer Parameterstudie dargestellt. Abschließend wird anhand eines Beispiels die Anwendung des beschriebenen Verfahrens gezeigt.

ABSTRACT: The Berg Bock Freeway Tunnel represents the southernmost link of the "Thuringian tunnel chain" of the new freeway A71 located in the eastern part of Germany. It comprises two tubes each 2700 m in length. From north to south, it passes through the Suhl granite, the base sediments and the porphyrite of the New Red as well as the layers of the Middle Bunter. The two tunnel tubes were driven by the shotcrete method within appr. 10 months. With four tunnel faces, maximum performances totalling appr. 30 m/d were attained. Additional, supplementary demands on the safety conception, resulting from the findings from and the analysis of fire accidents in tunnels in recent years, had to be fulfilled in the execution planning at short notice. The inner lining is largely constructed using non-reinforced concrete. Reinforcement is only installed in the portal zones, in tunnel sections in less stable rock and in areas with a special cross-section as for instance cross connections and niches. ZUSAMMENFASSUNG: Der Autobahntunnel Berg Bock stellt das südlichste Glied der "Thüringer Tunnelkette" auf der Autobahn A71 dar, die im Osten von Deutschland liegt. Er besteht aus zwei Röhren von je 2700 m Länge. Vom Norden nach Süden durchörtert er den Suhler Granit, die Basissedimente und den Porphyrit des Rotliegenden, sowie die Schichten des Mittleren Buntsandsteins. Die beiden Tunnelröhren wurden in Spritzbetonbauweise in einer Bauzeit von etwa zehn Monaten aufgefahren. An vier Vortriebsorten wurden Spitzenleistungen von insgesamt etwa 30 m/d erzielt. Ergänzende Anforderungen an das Sicherheitskonzept, die sich auf der Grundlage der Auswertung der in den letzten Jahren aufgetretenen Brandunfälle in Tunneln ergeben haben, wurden im Rahmen der Ausführungsplanung kurzfristig berücksichtigt. Die Tunnelinnenschale wurde weitgehend aus nicht bewehrtem Beton hergestellt. Nur in den Portalzonen, in Tunnelabschnitten mit weniger standsicherem Fels und in Bereichen mit speziellen Querschnitten, wie beispielsweise im Bereich von Querstollen und Nischen, wurde bewehrter Beton ausgeführt. RÉSUMÉ: Le tunnel d'autoroute de Berg Bock représente le plus méridional maillon de la "chaîne thuringienne de tunnels" sur l'autoroute A71 dans l'est de l'Allemagne. Il se compose de deux tubes d'une longueur de 2700 m chacun. Du nord vers le sud, il traverse le granit de Suhl, les sédiments de base et le porphyrite du Rotliegendes, aussi que les strates du grès bigarré intermédiaire. Les deux tubes étaient creusés en méthode de construction de béton projeté dans une période de construction d'environ dix mois. À quatre fronts de taille rendements maximaux collectifs d'environ 30 m par jour étaient obtenus. On a eu égard à court terme dans la conception d'exécution à des demandes supplémentaires vers la conception de sécurité, qui ont résulté sur la base de l'interprétation des accidents d'incendie dans des tunnels dans les années dernières. La paroi intérieure était construite largement de béton non armé.

The metallurgical response of a difficult to treat coal and an easy to treat coal orebody were investigated in terms of the coal yield and the coal quality in a basic coal recovery flowsheet. The purpose of this paper is to show trends and derive principles for the treatment of different coal types. This investigation entailed using the LIMN simulator to simulate the metallurgical response by varying the plant operational parameters. The controllable plant variables investigated were: ?Cyclone size ?Screen and hydro-cyclone cut points ?Medium cut density ?Feed particle size distribution.

"As geological and mining conditions become more complex, and as overall mining economics become more marginal, short- and long-range decision-making regarding multiple-seam surface mining becomes more difficult. The decision-making problem involves a study of economics, cut-off grades and ratios, equipment capabilities, sequencing and selective mining practices.This paper is concerned primarily with multiple-seam mining of bituminous coal. The research has led to the development of an economic decision-making model for use as a day-to-day tool to aid mine operators and pit geologists to decide what and how to mine.The model is designed as an aid for feasibility decision-making in multiple-scam situations and for situations where selective mining is needed or desired. In effect, a simulation of the feasibility and preliminary mine planning phases has been developed. The model is divided into four separate segments: decision-making, simulated mining, cost calculations and the determination of the discounted cash flow return on investment."

This paper details an assessment of stemming practices at a South African opencast coal mine and their influence on ground vibration and air blast. Quantitative and qualitative analysis methods were used for the study. The parameters assessed for the quantitative analyses included stemming length, stemming material type, blast-hole depth, burden, and spacing. Pre-blast data from the mine was analysed to determine the deviation between actual and mine design stemming parameters. Mine design stemming length was also compared to the rule-of-thumb stemming lengths. Peak particle velocity (ground vibration) and air blast data from seismograph stations around the mine was analysed to determine the correlation between stemming length and excessive ground vibration and air blast. The qualitative analysis involved observations of blasting procedures at the mine to determine compliance with mine procedures. Some level of non-compliance of actual stemming parameters to design stemming parameters was found, which initially suggested that non-compliance may have contributed to excessive air blast. However, further analysis of the seismograph results indicated no direct correlation between stemming length and excessive air blast and ground vibration. Since stemming parameters are interrelated, it is crucial that all blasting procedures, including stemming, are executed in accordance with best practice, and recorded accurately. There is a need for digital systems for capturing on-bench blasting parameters, as the currently used manual data recording and reporting systems are inefficient and prone to error. Improvements to blast designs are possible through efficient and accurate data recording and reporting systems.

A simplified economic model is derived for the financial return from a new gold mining project. The model is used to analyze the effects of changes in the mining rate, capital costs, working costs, value of the reef and the stoping width. The most effective avenues for improving the return from a new project are indicated. It is shown that those technological innovations which would improve the return significantly, and therefore make it possible to open more mines, are the use of smaller mines, means for improving the mining rate to capital costs ratio for smaller mines, planning and control of mines by computer simulation, an improved mine valuation procedure and means for mining at a decreased stope tramming width.

The primary factor contributing to the profitability of a platinum mine and its associated concentrator is the time taken from the first hoist of material from underground to the first batch of concentrate shipped. To minimize the time it would take to produce concentrate without stopping because of a lack of feed material a project was undertaken to integrate the mining model with a concentrator production schedule () in the most capital-effective manner. A secondary goal was to ensure detailed stockpiling requirements, as the concentrator is in an area where ?visual pollution? is to be avoided. To achieve this a dynamic stockpile model was created utilizing the mine production schedule resolved into a daily production figure. Four different concentrator development models were then proposed. The difference between the mine production and concentrator consumption was integrated over the life of the mine to provide the accumulated stockpile tonnages for both Merensky and UG2 ores. The stockpile levels were never allowed to fall below zero to prevent a situation where the concentrator was operational without feed material,. When a development option was selected, the standard metallurgical performance calculations were used to derive a concentrate production schedule, that was then used as a basis for commercial concentrate sale negotiations.

Ion exchange resins were investigated for the effective recovery of platinum, palladium, and gold from a pregnant cyanide heap leach solution. Screening results indicated that strong-base anion exchange resins proved to be most effective in the recovery of these metal cyanides. Gold was selectively recovered with the use of Minix, while effective recovery of gold, platinum, and palladium over the base metals, copper, and iron, was achieved with Amberlite PWA-5. Successful elution of these metal cyanides was possible from both Minix and Amberlite PWA-5, using a 2M potassium thiocyanate solution at ambient temperature. Acidic thiourea was unable to elute platinum from either Minix or Amberlite PWA-5. Effective elution of palladium and gold were, however, achieved with use of acidic thiourea. Using these results, two conceptual flow diagrams for the recovery of these metals from cyanide solutions are proposed.

Interest in early gangue rejection has grown substantially in the minerals industry to reduce energy and water consumption arising from excessive comminution. Recent developments in coarse-particle flotation have proven successful by promoting a quiescent hydrodynamic environment to limit particlebubble detachment and by helping to convey more buoyant particles to the overflow. Current approaches also benefit from upstream classification to remove the finer particles ahead of the coarse-particle flotation. In this study, coarse-particle flotation was investigated experimentally using a novel hybrid gravity-flotation system called CoarseAIR™ that exploits the hydrodynamic advantages of the Reflux® Classifier. The system consists of a lower fluidised bed housing, with a system of inclined channels above. The inclined channels enhance the segregation and hence rejection of intermediate through to relatively coarse particles containing little or no surface liberation. This approach overcomes the need for pre-classification, while offering strong transport of coarse particles made buoyant through their attachment to air bubbles. The paper explores the strong relationship between the solids transport to the overflow and the input gas flux, showing firstly the potential for significant mass rejection at the relatively low gas fluxes, and robust performance in terms of recovery across the full range of gas fluxes. Practical mining aspects should be considered when conducting pillar designs for bord-and-pillar layouts. The current methodology for pillar design will result in increasing pillar sizes with depth. This affects the extraction ratio and will result in onerous ventilation requirements when cutting large pillars. A holistic approach, including all mining engineering requirements, is required to ensure that the rock engineering designs are optimized to ensure efficient mining operations and sustainable production. Bord widths should not only be a function of the rock mass ratings, but should also be selected to fit the specifications of the mechanized equipment. The use of a ‘squat pillar’ formula for hard rock is discussed in the paper and the formula based on the exponents of the Hedley and Grant pillar formula, is explored. The effect of abutments and geological losses on average pillar stress is also explored. These factors must be considered when designing layouts at increasing depths.

Gold extraction from double refractory ores using conventional cyanidation has proved challenging due to the presence of carbon within the ore. Carbon particles may adsorb leached gold resulting in gold losses to tailings, i.e. preg-robbing the gold. Some of the preg-robbed gold may be recovered by the application of the HiTeCC process on CIL tailings. The process developed by Metso Outotec involves caustic conditioning of the tailings followed by high temperature desorption and simultaneous adsorption onto virgin activated carbon of the aurodicyanide. The aim of this paper was to develop a model for the HiTeCC process which could be used to support design and optimisation of the process, based on the adsorption characteristics of the preg-robbing and activated carbons. It was found that accurate experimental isotherms can be used to predict the behaviour of preg-robbing adsorbents. Comparing the sorption isotherms for preg-robbing ores and activated carbon indicated similar dependencies on temperature and ionic composition. Applying boundary layer diffusion models coupled with experimentally determined isotherms for preg-robbing ore and activated carbon, the HiTeCC process was successfully simulated at experimental and plant scale. Gold recovery of the HiTeCC process is most sensitive to the temperature of desorption and gold loading of the activated carbon, with increased temperature improving recovery. The gold loading of the activated carbon in the process should always be maintained lower than that of the normalised pregrobbing carbon gold loading to ensure favourable conditions for adsorption onto the activated carbon. Caustic conditioning stabilises adsorption and is therefore not necessary during the desorption stages of the process, but potentially improves recovery during adsorption. In the 1960s it was suggested that the volume of stope convergence, and hence the rockburst hazard, could be reduced by the emplacement of backfill. Recent advances have facilitated the placement of large quantities of backfill underground, and a reassessment of its potential benefits as part of a regional support strategy is now timely. In this paper the principal criteria of effectiveness of backfill are taken to be its impact on face energy release rate (ERR) and average pillar stress (APS) levels, and maximization of acceptable ore extraction ratios. The possible effects of backfill on excess shear stresses (thought to modulate large seismic events) are also briefly reviewed. Analytic solutions describing backfill properties and their impact on ERR and APS in certain idealized geometries are also presented, and compared with the results of an extensive suite of computer simulations, in which parameter sensitivities are explored. Results indicate that a regional support strategy is required at depths exceeding 2 km in order to maintain acceptable levels of ERR, and backfill ribs can on their own fulfil this role at depths less than 3,3 km. At greater depths use of stabilizing pillars becomes imperative, but here too supplementary backfill ribs can reduce ERR and APS levels and permit significant increases in ore extraction ratios.
