Permissible explosives are those that have passed the tests pre- scribed by the Bureau of Mines for explosives intended for use in coal mines, and are therefore recommended by the bureau as suitable for this class of work when used under the prescribed conditions. The tests for permissible explosives and the conditions prescribed for their use are described in Miners' Circular 6 of the Bureau of Mines. Up to June 1, 1915, 168 explosives had been classed as per- missible explosives; 133 of them were then on the bureau's "per- missible list" and 35 had been withdrawn by the manufacturers. In addition to the required physical tests, each explosive is sub- jected to a complete chemical examination in order that its exact composition may be known and also that the composition of future samples of the same explosive collected in the field may be compared with that of the sample which originally passed the bureau's tests, for by such comparison it may be possible to ascertain whether or not the explosive as supplied to the miner is still "permissible." This bulletin is published primarily for the purpose of informing manufacturers of such explosives as to the methods used by the Bureau of Mines in the analysis of samples received for tests to determine their permissibility. Such information may be of value in cases of possible controversy over the results obtained in the analysis of a field sample as compared with those obtained in ana- lyzing the sample originally tested by the bureau. Also, a descrip- tion of the methods used by the Bureau of Mines in the analysis of explosives should be of assistance to the many chemists engaged in similar analytical work.

"Interest in the fine structure of soots and carbon blacks is motivated by a variety of possible applications. The structure provides information on the origins of the particles and on their adsorptive and reactive properties. This paper describes a method for quantification of the structure of soots and carbon blacks based on direct electron microscopic observation followed by image analysis of these materials. High-resolution transmission electron microscopy (HRTEM) provides a very detailed observation of particle structure. The differences in soot structure, because of its complexity, may not be easily quantifiable with the human eye; therefore, high-level computer software has been used to manipulate HRTEM images. This technique involves the application of fast Fourier transforms (FFT) to single particles and the measurement of characteristic parameters such as interplanar spacings and crystallite sizes from these particles. The methodology and application of this characterization technique are presented here. Results are shown for dif¬ferent samples obtained from soot and carbon black particles selected to illustrate the capabilities of the methodology. Quantitative information can be obtained on structural characteristics, e.g., interplanar spacing, circularity, orientation, elongation, and length distribution of lattice fringes, as well as on the fractional coverage of the extracted pattern. c 1996 Wiley-Liss, Inc.This paper presents a combination of techniques for recognizing and classifying different carbonaceous materials, using their structural morphology. A new method to assess and quantify the parameters which define such structures is proposed and discussed. The technique is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, cokes, chars, etc. possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure (Buseck and Bo-Jun, 1985; Buseck et al., 1987). The carbon structure has been variously described as turbostratic (Oberlin, 1989) or as crumpled sheets (Rouzaud et al., 1991) to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers, but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as on the composition of the source of the carbonaceous material. The value of the electron microscope in studying the morphology of such materials has been well-established, and abundant information is available (Ishiguro et al., 1991; Lahaye and Prado, 1978; Buseck, 1992).The use of HRTEM has brought further insight into this matter. Qualitative assessment of the structural order of such materials has been attempted over a long period of time in order to differentiate between various sources or treatments. There is, to date, no successful method available for quantifying the structural characteristics of various carbonaceous materials. This paper presents a technique which is able to recognize dif-ferent materials and to quantify the structural parameters of those materials using HRTEM and computational image analysis, including pattern recognition techniques.In the case of perfectly ordered graphitic crystals, electron diffraction is widely used for obtaining details on structure. Analysis of diffraction patterns can reveal parameters such as interplanar spacing, d002, crystallite size along the c-axis, Lc, crystal size in the plane of the layers, L., mean number of crystallites, Nc, etc.Complicated electron microscopy methods such as defocusing, tilted illumination, axial illumination, etc., often have to be used in order to characterize complex materials such as randomly oriented crystals in soots and carbons. The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. Views and conceptions of the origin, composition, and general nature of coal differ so widely that to determine the real extent of actual knowledge is no easy matter. The chemist finds difficulty in attacking the chemical problems and the engineer lacks a broad chemical basis for the study of his problems. Thus the economical and efficient utilization of coal in the industries suffers from a lack of knowledge of the composition of coal itself. Most scientists interested in this matter, as has been brought out in discussions during the recent investigation of coal problems, appear to have only a vague idea of the components of coal and their origin. Some are even in doubt as to whether substances derived from the wood and resins of plants form a part of coal; and few seem to have more than the dimmest idea of what are the components of coal, the condition in which these now exist, and the transformations that they haye undergone. Although during the paiilt century or more many co.rrect observations have been made and recorded, these were falsely or inadequately interpreted, so that many of the interpretations rendered are contradictory. As a result there has been great confusion. Many of the observations made in the past, although accurate and correct, could not be explained, because the principles involved in a correct solution of the problem were not then known. For example, Parkinson, Hutton, Petzhold, Guembel, and others made valuable discoveries regarding the processes by which plant substances are transformed into coal, but as the principles involved are those of colloidal chemistry, a science not known to the scientific world of that time, the observed facts could not be interpreted and the solution of the whole problem was blocked. The explanation of the true meaning of the alternating bright and dull bands so familiar in all ordinary bituminous coals afforCls another example. This banding has been observed and recorded from the earliest times, and has led to the forming of many false theories. Some gAologists, for example, have endeavored to explain the bands as due to alternating climatic conditions during the coal-forming period. Had the geologists known the true nature of coal they could not have made this mistake nor many others made in the past. To fill in a few of these gaps and to clarify some of the existing confusion is the aim of this paper. The immediate cause that led the author to investigate further the composition of coal and the origin and structure of its constituents was that when an attempt was made to discover the meaning of the coking and noncoking properties of coal a more exact knowledge of the nature of coal was required than was then available.

ALMOST all of the coal used for metallurgical purposes west of the Continental Divide is ruined from the Lower Sunnyside bed in Carbon County, Utah. Coke produced from Lower Sunnyside coal and used in western steel plants is weaker structurally than coke used elsewhere in this country. For this reason, western coal operators and steel manufacturers are anxious to develop new areas of coking coal of better quality than the coal produced from the Sunnyside bed. Early in the war, the Bureau of Mines undertook an intensive investigation of western coals to (a) develop additional reserves of coking coal to supplement proved reserves in the Sunnyside bed and (b) develop, if possible, reserves of coal with coking qualities superior to Lower Sunnyside coal. Results of investigations in the Kemmerer district, Wyoming,9 and in the Minnesota Creek area, Gunnison County, Colo.,10 have been published.

The Magruder and Chambers copper deposits in the Little River gold district, on the border line of Lincoln and Wilkes Counties, Georgia, have been known for a number of years (fig. 1). The Magruder deposit was first opened as a gold mine but has produced mostly copper and load. Records show that about 50 cars of concentrates were shipped from this property. No record of any production at the Chambers deposit is available. The Bureau of Mines, in its program of investigation of strategic minerals deposits, diamond drilled 10 holes, totaling 3,784 feet, on the two properties between December 3, 1948, and June 23, 1949. Eighty-eight core samples were analyzed, and the analyses and drill-hole data are presented in this report.

The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

"In recent years operators of brown-ore mines have shown increasing interest in .the reclamation of ore heretofore lost in tailing ponds. In January and February.1945 the author made a preliminary survey of the ponds in the Russellville district, Franklin County, Ala. The Russellville district (fig. 1) was chosen for the preliminary work because it contains many large ponds in a comparatively restricted area. All important properties in the district were visited with Charles R. Wilson of Russellville, who has been familiar with the Franklin County brown-ore industry since 1890; with Edmund Craddock and W. S. Blackburn, managers of the two washers now operated near Russellville by Shook & Fletcher Supply Co., and with S. A. Britton, manager of the Sloss-Sheffield Steel & Iron Co. washer. The larger ponds were measured roughly and tonnages estimated. and samples taken from different areas were analyzed and beneficiated at the Southern Experiment Station of the Bureau of Mines; Tuscaloosa, Ala.The ponds explored were the Sloss No.1 (Ensley); the Sloss No. 8, and the Sloss No. 4-5, which are among the largest in the district and so located, within an area of .three square miles (see fig. 2), that ore from all of them could be-treated,one centrally located washer.Actual work was begun on May 9. Between that date and June 30, when field work was completed, 246 holes in ponds were drilled and sampled, and 15 additional holes were put down primarily to test the drill .in different types of ground with a view to its possible utilization in other types of prospecting. Samples from all holes were analyzed for iron content; samples from 13 holes were sized and analyses made for each size fraction, and six large samples have been composited for beneficiation tests.Brown iron ore has been mined in the Russellville district since 1815, when the first blast furnace in Alabama was built in NW1/4 sec. 10, T. 7 S., R. 12 W., about 3 miles southwest of Russellville (19).-J The furnace was abandoned before the Civil War, and mining continued on a small scale until 1888, when Enoch Ensley began to mine the ridge between Russellville and Pain Creek. His first washer, Ensley No. 1, was about 300 feet south of the junction of the present Tharptown road with the Waco spur of the Southern Railway."

THIS PAPER is concerned with two aspects of the behavior of coal: (1) Dispersion by solvents atmospheric pressure and high temperature and (2) the destruction and regeneration of the coking properties of coal. Several pure polycyclic compounds and a coal-tar fraction were found to extract 95 percent of the organic material of a bituminous coal. About 20 percent of the extract was soluble in benzene, and this fraction contained the ?coking principle? of the coal. From an extensive chemical spectroscopic, and x-ray study of the benzene-soluble material, some conclusions could be drawn concerning the composition and structure of this fraction of coal. A possible commercial application of the extraction technique is in the preparation of low-ash carbonaceous material for the manufacture of electrode carbon.

The testing procedures of the u.s. Mine Safety and Health Administration specify that intrinsic safety acceptance tests be conducted using a standard tungsten-cadmium electrode configuration in the break-flash apparatus. However, in realistic mining environments, other materials may be more likely sources of sparking. Information defining the probability of spark ignition between common materials such as aluminum, brass, copper, lead, tin, cold-rolled steel, and stainless steel is of more practical value in determining ignition hazards. The U.S. Bureau of Mines has completed an investigation of the influence of material on the ignition probability using the breakflash apparatus. By comparing ignition currents or ignition voltages corresponding to a probability of one ignition per thousand sparks to those found previously for cadmium, a margin of safety may be estimated for each material. This report presents the results of an investigation into the influence of disk electrode material on the probability of ignition.

"The National Safety Competition of 1938, the fourteenth of its kind conducted by the Bureau of Mines in which bronze trophies known as Sentinels of Safety are awarded to winning companies, has just been completed and the results are presented here.With 345 mines and quarries competing, more than in any previous year except 1931, the contest revealed low accident rates at many of the enrolled plants and, which is even more remarkable, it revealed 113 mines and quarries at which no lost-time accidents occurred during the contest year.The Sentinels of Safety trophies, provided by The Explosives Engineer magazine, were awarded to four underground mines, one open-pit mine, and one quarry. Each employee of the winning plant was awarded a Certificate of Honor by the Bureau of Mines in recognition of the employee's part in helping his company to win the trophy. In addition to the award of trophies, a Certificate of Honorable Mention was awarded to each of the mines and quarries in second, third, fourth, and fifth places in their respective contest groups and also to each mine and quarry that worked 30,000 or more man-hours without a lost-time accident. Ninety-two such certificates were awarded for 1938. Twenty-three other mines and quarries also operated without an accident but worked less than 30,000 man-hours, the minimum required by the contest rules for award of Certificates of Honorable Mention.Previous to 1938, five trophies were awarded annually in the National Safety Competition. For the 1938 contest a sixth trophy was provided by The Explosives Engineer so that open-pit mines and quarries, two classes of operations that previously had been included in one group in the competition, might have separate awards."

The U.S. Bureau of Mines has evaluated the potential availability of nickel from 36 deposits or districts in 16 market-economy countries (MECs), analyzing more than 95 percent of production in those countries. This study indicates the quantity of nickel available on the basis of net production costs and total costs with a 0-pct and a 10-pct discounted cash flow rate of return (DCFROR). Costs of production are expressed in dollars per pound of recovered nickel. The study also indicates sensitivities of the cost of production to energy, labor, and other factors. The studied deposits and properties contain approximately 33 Mmt of recoverable nickel. About 26 Mmt of nickel is potentially recoverable from laterite deposits, of which 4.5 Mmt can be produced at $2.50/lb or less with a 0-pct DCFROR. Approximately 7 Mmt of nickel is potentially recoverable from sulfide deposits, of which about 6.3 Mint could be produced at $2.50/lb or less at a 0-pct DCFROR. The price of nickel averaged above $6.00/lb in 1988. Sensitivity studies performed for both laterite and sulfide deposits indicate that the total cost of producing nickel from laterites is most sensitive to increases in energy costs and that the total cost of producing nickel from sulfide deposits is most sensitive to increases in labor costs; sulfides are also affected by changes in revenues from byproducts.

This Bureau of Mines report describes a new methodology for identifying and sorting scrap metals using two modern portable instruments: a thermoelectric sorter and a hand-held emission spectroscope. The method, tested on a 27-sample stainless steel and superalloy array, makes it possible to group and/or identify a typical mixture of high-value metal scrap in two or three steps, whereas as many as seven or eight steps are needed to perform the same separations using chemical spot tests. A portable fluorescent X-ray analyzer identified 19 of the 27 alloys in the sample array by name or type; these alloys are included in the microprocessor memory. The remaining alloys were identified by using the analyzer in its elemental analysis mode and comparing the results wit.h alloy specification chemistry.

Evaluation of incinerated sewage sludge as a secondary resource for aluminum, phosphorus, and minor constituents such as copper and zinc was initiated as part of the Bureau of Mines secondary resource program. The elemental composition of sludge ash for 14 plants in 11 U.S. cities was determined. Comparing industrialized cities with cities where most of the sewage is domestic, significant differences in heavy metal content were noted. Various parameters were investigated affecting the extraction of metals and phosphorus from a typical industrial city sludge ash and from a Palo Alto, Calif., sludge ash with a high precious metal content. Three extraction-recovery procedures for metals and phosphorus using sulfuric acid leaching, ion exchange, and various precipitation techniques were investigated. The last procedure developed was a combination approach using a three-stage countercurrent sulfuric acid leach that recovered most of the economic values from the sludge ash and also removed the leachable fraction of elements of environmental concern.

This report briefly describes the present state of the art and the technological highlights of tunneling from its inception to the present. The discussion is concerned primarily with tunnels driven through relatively competent rock for mine development and various civil purposes. In addition to pinpointing the major technological breakthroughs in tunneling, this report indicates their general effect on the speed of tunneling. The tunneling speeds are based upon data from approximately 80 tunnels listed in the appendix. These data include length; cross section shape and dimension; type of rock; tunneling method; method of breaking, loading, and transporting the rock; average linear progress rate; and cost in values during the period of construction. Most of the tunnels described have diameters of 15 to 30 feet.
