In 1988, Albania's centrally planned economy continued to decline. The country's officially published yearend economic report did not contain concrete results such as the growth of national income or industrial output. 2 The shortfall for central budget earnings for 1988 amounted to 9% below the planned target. Losses in industry were attributed to poor management and organization, as well as to low technical standards and excessive consumption of fuels and raw materials. The construction, energy, and mining sectors of industry did not meet their annual production plans. As in 1987, within these sectors, the chromite and petroleum extracting and processing industries continued to lag in output. Both chromite and petroleum remained Albania's chief sources of foreign exchange; the production downturn of these commodities continued to negatively affect the country's foreign trade position, especially in view of constitutional prohibitions against using foreign credit to finance trade. The chief events in the minerals industry in 1988 included the construction startup of the first of four planned new concentrators at the Bulquize chromite mine, as well as the construction startup of new ferrochromium capacities at Elbasan. Also, the copper mining industry reported the completion of facility expansion at the Perlat mine in the Mid-rite district. Albania began new facility construction at the Dinamo heavy-equipment enterprise at Tirana to maximize self-sufficiency in mining equipment production. Upon completion, the new factory would double the out-put of mining equipment at the enterprise and would introduce new designs for electric trucks and pneumatic drills for the mining industry. The new facility would also increase the production of new machinery and equipment for the country's beneficiation plants.

Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05). [The Bureau of Mines has measured the low-temperature heat capacities and high-temperature enthalpies of crystalline K2Si2O5 as part of a program for advancing mineral resources technology with energy economy. High-temperature enthalpies of glassy and liquid K2Si2O5 and crystalline K2SiO3 were also mea¬sured. An adiabatic calorimeter operating over the range 5 to 308 K was used for the heat capacity measurements for K2Si2O5 from which the standard entropy at 298.15 K, S°298 = 45.55 ±0.05 cal/deg-mole, was calculated. Tabulated values of Cp°, S°, -(G° -HO°)/T, and H°-HO° from 5 to 300 K are given for K2Si2O5. A copper-block drop calorimeter was used in the enthalpy measurements, operating from 298.15 to 1,198 K for K2SiO3 and from 298.15 to 1,453.8 K for K2Si2O5. No transitions were found for K2SiO3. The KI2Si2O5 showed two reversible first order transitions, one at 510 K with a heat of transition of 0.29 kcal/mole and one at 867 K with a heat of transition of 0.38 kcal/mole. The heat of fusion for K2Si2O5 20 5 was calculated to be 8.42 kcal/mole. Relative enthalpies are given in equation form, and high-temperature values are tabulated for Cp°, S°, - (G°-H°298 )/T, and H°-H°298 . The Mine Improvement and New Emergency Response Act of 2006 (MINER ACT) established a Technical Study Panel (The Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the Belt Evaluation Laboratory Test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 36- to 42-in wide conveyor belt. Due to today?s coal haulage capacity, the mining industry is using 72-in and wider conveyor belts. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

Boise Basin, in which the geld Hill mine is located, is in the central part of Boise County, Idaho, about 30 miles by air line northeast of Boise. The mine, owned and operated by Talache Mines, Inc., is at the southern end of the town of Quartzburg. About 115 to 125 tons daily is mind by square-setting and is treated in an amalgamation plant.

Noise induced hearing loss (NIHL) is the most common occupational disease among workers in the mining industry. Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment by age 50. The Mine Safety and Health Administration (MSHA) has determined that continuous mining machines rank first among all equipment in underground coal mining whose operators exceed 100% noise dosage. The conveying system is one of the principal noise sources on continuous mining machines, due to metal on metal impacts that occur between chain flights and the conveyor deck. A highly durable polyurethane coating has been developed for the chain flights to decrease noise generated by these impacts. A continuous mining machine retro-fitted with coated flight bars has achieved overall sound level reductions of 5-7 dB in a laboratory setting. This paper evaluates the effectiveness of this engineering noise control in reducing the noise exposure of continuous mining machine operators in an underground coal mine environment. The results show that the operator of a continuous mining machine utilizing the coated flights receives a predicted 35% reduction in total work shift noise dose.

The State of Washington has a federal program that gives the Office of Surface Mining responsibility for assuring the reclamation of lands affected by coal mining. Most of Washington&apos;s coal-bearing regions lie west of the Cascade Mountains. The state&apos;s coal reserves are estimated at 1.4 billion tons, about 0.3 percent of the nation&apos;s total coal reserve. Steeply dipping. minable seams range from 2.5 to 25 feet in thickness. The occurrence of coal in Washington has been documented since the early days of its settlement; at one time, coal production played a significant role in the state&apos;s economy. During the late 1800s and early 1900s, coal was second only to lumber in Washington&apos;s industrial production. Coal production declined as other sources of energy were developed. By 1959, production was at 200,000 tons. Regulation of the coal mine operations in Washington is conducted by the Office of Surface Mining&apos;s Casper, Wyoming, Field Office and its local office in Olympia, Washington. All permit applications and abandoned mine land reclamation are completed by the OSM Western Support Center in Denver, Colorado. Inspections of mine and reclamation sites are conducted by OSM reclamation specialists located in Olympia.

This supplement to the final report is a collection of interim and monthly reports and working memoranda prepared during the course of this program to document the progress, methods and results of the work. The supplement is divided into the self-contained sections briefly described below. I. SELECTED MONTHLY TECHNICAL LETTER REPORTS - This section is a collection of selected monthly technical letter reports that briefly summarizes the chronological development of the analyses and results, including the different concepts, theoretical approaches, and methods of data reduction and analysis explored, and the discoveries, insights and findings made along the way. More detailed treatments of the key developments and results are presented in the interim reports and working memoranda reproduced in subsequent sections of this supplementary report, and in the separately published final report. II. BACKGROUND THEORY FOR MEASUREMENT PROGRAM ON MEDIUM AND HIGH FREQUENCY RADIO TRANSMISSION IN COAL SEAMS - Working Memorandum - This working memorandum gives the initial background theory needed to guide the planned measurements and data analyses of this program to describe the propagation of radio waves-in coal seams for the frequency range of 50 to 5000 kHz. III. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION - Interim Report - This interim report presents detailed treatments of the data analysis and modelling techniques used, and the associated results obtained from conductor-free area propagation data measured by T. Cory in the first set of six coal mines. The mines were located in three highcoal seams; the Pittsburgh seam in northern West Virginia, the Pocahontas No. 3 seam in Virginia, and the Herrin No. 6 seam in Illinois. IV. ANALYSIS OF MF PROPAGATION DATA FROM MARGARET NO. 11, NANTY GLO, EHRENFELD, AND ADRIAN COAL MINES - Interim Report - This interim report presents detailed treatments of several improved data analysis and Modelling methods applied to, and results obtained from, conductor-free area propagation data measured by T. Cory in the second set of four coal mines. These mines were located in three low-coal seams; the Upper Freeport seam in Pennsylvania and West Virginia and the Lower Freeport and Lower Kittaning seams in Pennsylvania. In addition, this report contains a reprint of two papers presented at a Bureau of Mines sponsored EM Guided Waves in Mine Environments Workshop held in Boulder Colorado. One paper describes the three-layer theoretical model and its application to the conductor-free data from the first six mines, while the second paper describes the theory developed for the coupling of loop antennas to a cable in a mine tunnel in a coal seam, and the model&apos;s application to data in the vicinity of cables taken at the Margaret No. 11 mine. V. A METHOD FOR NONINTRUSIVE, IN-SITU MEASUREMENT OF COAL AND ROCK CONDUCTIVITIES IN A COAL MINE TUNNEL - Working Memorandum - This working memorandum briefly describes a possible direct method, and its potential advantages and shortcomings, for performing in-situ measurements of coal and rock conductivities. VI. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION FROM 50 to 5000 kHz - Interim Report - This interim report presents a summary comparison of theoretical and experimental results for conductor- free areas in eleven coal mines located in seven coal seams. It also summarizes the findings and their implications for intrinsically-safe, portable radio communications between roving miners.

To determine the availability of phosphate rock from domestic re- sources, the Bureau of Mines evaluated the potential production of phosphate rock from the demonstrated resources of 130 mines and deposits. The evaluation included an estimation of resources, engineering methods, and capital and operating costs, and an economic analysis to determine each operation&apos;s average total cost of production over the life of the mine, including a 15-pct discounted-cash-flow rate of return on all investments. Quantified but not evaluated in this report are substantial phosphate resources at the inferred and hypothetical resource levels. The 130 mines and deposits contain 6.4 billion tons of recoverable phosphate rock product, about 20 pct from producing mines. At total production costs of under $30 per ton in January 1981 dollars, about 1.3 billion tons of phosphate rock product is potentially available, over 90 pct from producing mines. This study suggests that production from low- cost, high-grade phosphate mines now in operation will decline during the next decade, and new higher cost, Lower grade mines will have to be developed to satisfy demand into the next century, In addition to the demonstrated resources evaluated in this study, 7 billion tons of inferred-level and 24 billion tans of hypothetical- level phosphate rock are potentially recoverable, which, in part, includes material containing high amounts of magnesium, Much of this material could likely become available in the near future.

Also, interviews with experienced mine operators add much to a complete understanding of what must be done to address methane problems in metal/nonmetal mines. METHANE GAS IN METAL/NONMETAL MINES Gas reports from around the world. The presence of methane gas in metal/nonmetal mines around the world is more common than one might imagine [Edwards and Durucan 1991]. For example: • The former Soviet republics have occurrences of methane and hydrogen in apatite, gold, and diamond ores, where solid or liquid bitumen occurs in the rock. • Scandinavian iron ore deposits include methane and other hydrocarbons in boreholes that intersect pitch and asphalt within the deposits, and methane and nitrogen in boreholes and fissures in arsenic and sulfide ores.

The direct method test was developed for general mine safety applications by the U.S. Bureau of Mines in the early 1970&apos;s to measure the gas content of coal samples obtained from the relatively shallow depths of eastern U.S. coal mines. Over time, applications for gas content data evolved which required increasingly accurate desorption values. It became evident that some of the inherent weaknesses in the original direct method test could best be addressed by abandoning the water displacement based desorbed gas volume measurements. The ideal gas law based modified direct method (MDM) and associated desorbed gas volume measurement apparatus was developed to provide the most accurate desorption values possible for rock samples obtained from any gas-bearing strata. The MDM has a number of significant advantages, including: (1) increased accuracy, especially for low gas content samples, (2) a test apparatus with an integral sampling port to facilitate the collection of uncontaminated gas samples, (3) an inherent head space effect correction in the periodic MDM desorbed gas volume calculations, (4) measurement of positive and negative desorbed gas volumes, (5) elimination of differential gas solubility effects as a source of error inherent in the water displacement methods, and (6) a compact and rugged test apparatus that along with the elimination of the ?glassware? required for the water displacement methods, facilitates its use in the field.

Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (?water box?) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 percent reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

Despite more than half a century of experience with roof bolting, no design method has received wide acceptance. To begin to improve this situation, National Institute for Occupational Safety and Health (NIOSH) conducted a statistical study of roof bolt performance at a number of mines throughout the U.S. Case histories were collected from 37 mines with a variety of roof bolt types and patterns in a wide range of geologic environments. Performance was measured in terms of the number of roof falls that occurred per10,000 ft of drivage. The study found that roof falls are rare when the roof is strong and the stress is low, even with light roof bolting patterns. The focus of this paper is on the more difficult conditions, where the roof is weaker and/or the stress is higher. Analysis of the results led to guidelines that can be used to make preliminary estimates of the required bolt length, capacity, and pattern. The guidelines are based on the depth of cover (which correlates with stress) and the roof quality (measured by the Coal Mine Roof Rating (CMRR), and the intersection span. Another contribution is a formula for estimating the horizontal stress level in the eastern U.S. coalfields as a function of the depth of cover. The design guidelines are currently being implemented into a computer program called Analysis of Roof Bolt Systems (ARBS).

The Bureau of Mines analyzed 626 crude oils from 546 oilfields in the United States that produced 2,500 BOPD or more during at least 1 of the last 3 years. Included also are crude oil analyses from eight fields that produced less but which were located in areas having few or no fields that produced 2,500 BOPD. The tables show the geographical and geological source, general characteristics. and determined and computed analytical data for each sample. The analyses were made according to the Bureau of Mines routine method and are directly comparable to other previously published analyses.

In the absence of values for each influencing parameter and a known relationship of input-output space, novel approaches should be implemented as proxy solutions to mathematically complicated problems. Proxy solutions can be in the form of linear or non-linear multiple regression equations. Predicting the performance of gob gas ventholes is one of these mathematically complicated problems as it is difficult to know the exact relationships between various parameters influencing gob gas venthole (GGV) performance from active and sealed (completed) longwall panels. In this paper, a discussion of the NIOSH-developed software suite for methane control and prediction (MCP) based on an artificial neural network (ANN) is presented. The application of the ANN-based software suite to develop algebraic relationships for gob gas venthole performance prediction in sealed and active longwall panels is sought. Output information obtained from the NIOSH-MCP software as a response to various input parameters were used to create an input-output database for total flow and methane percentage from GGVs operating in active mines during completed and sealed panel situations. Due to the multi-variable nature of the software, outputs generated using the software for various inputs were used to develop analytical equations first using linear and then second using non-linear multivariable regression techniques. The advantage of this method is its ability to better understand the significant parameters of the relationships between the inputs and outputs for gob gas venthole production in active and sealed panels and to be able to predict their performances using relatively simple analytical functions.

Output of garnet and special silica stone products increased in both tonnage and value during the year, while emery and tripoli-type materials production decreased in both tonnage and value. The National Institute for Occupational Safety and Health (NIOSH) researchers have investigated seat design issues for the occupants and operators of underground mine transport vehicles relative to whole-body vibration (WBV) and mechanical shock. Considering the ergonomic and engineering improvements made to underground mine shuttle car seats, this study has focused on reducing injury risk by improving seating on transport vehicles such as scoops, mantrips, personnel carriers, and rail-mounted locomotives. Similarly, proposed seat design improvements included layering of various types of viscoelastic foam padding to isolate vehicle occupants and operators from adverse health effects of jarring/jolting exposure. This paper discusses the results obtained from laboratory vibration testing of new seat padding materials in seven configurations at the NIOSH – Pittsburgh Research Laboratory (PRL) showing that careful use of configuration and materials can reduce the operator’s exposure to WBV. In addition, results for four mine transport vehicles are presented from field data collection efforts at a Southwestern Pennsylvania mine showing that a NIOSH based design does reduce the operator’s exposure to WBV.
