"The feasibility study determines the technical and economic viability of a project at the level of accuracy required by the owner to make an investment decision. The economic analysis usually includes calculation of the discounted cash flow. Key components of the cash flow include the project capital cost, the operating costs, construction schedule, production rate, product prices and financial details.This paper examines the feasibility study for a typical mining project. The paper discusses acceptable methods for the determination of the geological and mineable are reserves. The prerequisites for the development of suitable designs, and the calculation of capital and operating costs for the mine, processing plant, and infrastructure are reviewed. Important features of the cash flow analysis and its interpretation are presented.IntroductionThe commercial development of a mineral deposit invariably requires the investment of capital in preparing the deposit for production. It has always been necessary, therefore, to demonstrate to the investor of capital that production of a saleable commodity is both technically feasible and economically viable. The instrument typically used to make these determinations is the feasibility study .Traditionally, mining companies have been rather conservative in their approach to financial management. Until about thirty years ago, the capital required to develop a new mine was most frequently provided by internal corporate cash now and virtually all of the necessary technical and economic studies were performed 'in house'. Under these circumstances, there was little standardization as to what constituted an acceptable feasibility study, and even less as to what constituted an acceptable measure of economic viability."

"Sedimentary phosphate ores make up approximately 87% of the world's known reserves and are generally more difficult to beneficiate than igneous ores. In almost all cases, desliming prior to flotation represents the major source of losses. Laboratory studies of selective desliming of sedimentary ores are presented. Some fundamental studies with pure mineral systems are also discussed. Selective desliming, especially using selective flocculation, gave the best performance. Possible industrial applications of this selective flocculation-flotation procedure are discussed.IntroductionPhosphate ores are a major source of raw materials used in inorganic fertilizers (which supply nitrogen, phosphorus and potassium). Approximately 96% of the total world production of phosphate is utilized in the fertilizer industry. Reserves and production data are available in the literature. Today deposits with grades as low as 4% P2O5 are exploited in a few cases. However, in some northern African deposits, ore grades are still as high as 33 - 35% P2O5. Hout pointed out in 1982 that approximately 200 million tonnes of phosphate ore were upgraded by flotation only.Although there is a large number of phosphate minerals (over 300, only those in the apatite series are important ore minerals in phosphate ores. The most common member in this series is fluorapatite – Ca5(PO4)3F. However, in sedimentary phosphate rocks, many different substituents occur in the apatite lattice. "A comparative study of sulphide textures has been carried out on samples from four Archean copper-zinc massive base metal sulphide deposits: Kidd Creek, Ontario; Lake Dufault -Norbec, Quebec; Hood River-41, N. W. T.; and Geco, Ontario. These deposits have undergone metamorphic recrystallization under a range of conditions, and results of this study indicate that certain sulphide textures may be used as qualitative indicators of metamorphic grade, whereas other cannot.The sulphide textures of most value in this regard are sulphide grain sizes, which increase with increasing metamorphic grade, and the presence or absence of sedimentary/diagenetic textures, which are destroyed at the lower amphibolite facies of metamorphism. Chalcopyrite and pyrrhotite intergrowths in sphalerite increase in size, in degree of coalescence and in the ratio of unmixed pyrrhotite to chalcopyrite inclusions with increasing metamorphic rank. With increased metamorphic grade, the pyrrhotite intergrowths change from rounded inclusions on grain boundaries to rod-like shapes along sphalerite twin planes. There is also a general increase in the relative proportion of pyrrhotite in the deposits. Textures that appear to have little value as indicators of metamorphic grade are sulphide deformation textures, and triple junction point angles and their standard deviations, which show little variation from the lower greenschist to the upper amphibolite facies of metamorphism. The presence or absence of myrmekite-like magnetite also has little value in determining the relative metamorphic history of these deposits, as it is a product of local contact metamorphism."

"In recent years, an increasing number of mines in mountainous terrain have examined the possibility of placing mine waste rock into stream valleys. Pressure to utilize stream valleys as a primary location for waste disposal has increased at many of the mines currently under development or expansion. As the number of environmentally and economically ideal wastedumping sites is limited, consideration must be given to utilization of stream valleys. This raises concerns about maintaining water quality in streams passing through or beneath the dumps and potential detrimental effects to dump stability. Commonly, the flows in the streams tend to be flashy, reflecting localized intense storms and rapid runoff in steep-sided slopes within the watershed. These conditions pertain particularly to British Columbia, which is characterized by mountainous terrain and periodically intense precipitation events.The method of conveying flow through a waste dump depends on a number of geotechnical and hydrological factors, including the size, durability and transmissivity of the rock and the design stream flood flow. This paper describes the approach to the design of waste dumps in stream valfeys developed at several mines in British Columbia."

"The construction of large. high-power electric furnaces has been an important factor in the growth of electric smelting technology . New developments in the design and operation of electric furnaces have been spurred by the escalating cost of electric power and increasingly stringent environmental constraints. Key areasofprogress include the application of high voltage to enhance furnace productivity; the installation of novel furnace cooling elements and robust binding systems to extend furnace life; development of process schemes to reduce power consumption by preheating and prereduction of the charge; and environmental control improvements for handling fine dusty feedstocks, and for furnace sealing.This paper reviews these developments and outlines a systematic approach for their application in the custom design of new or retrofit electric furnace facilities.IntroductionThe use of electric smelting furnaces has continued to progress during the last decade. Electric furnaces offer high throughput capacity and productivity. In addition, they produce minimum environmental impact, as the furnaces can be readily sealed, and only a small quantity of off-gas is generated. Electric furnaces present the most favourable choice of smelting technology where high process temperatures in excess of about l400°C are required.Their application is burdened by the escalating cost of electric power, hence it is important to seek new opportunities through further technological development. "British Steel has increased its usage of stainless steel for bunker, silo and chute linings to reduce maintenance costs and improve productivity.A generation of low cost 12% Cr steels has been specifically developed to satisfy the needs of hardness, flow promotion and through life costing which are demanded by bulk solids handling industries.The range of stainless steels include:• a very hard martensitic grade which is particularly suitable for high stress applications where impact and abrasion are predominant;• a titanium stabilized duplex steel for structural applications, as well as low friction , medium abrasion resistant wear liner plate; and• a ferritic stainless steel with rubber backing for low stress application where flow promotion of product is the predominant requirement.Industrial applications and experiences along with methods of fixin g the stainless steels will be discussed in conjunction with the relative through-life costs of the products.IntroductionBritish Steel has become one of the most efficient steel manufacturers in the world, with improvements seen in productivity, quality, delivery, performance and response to the needs of the worldwide market place.Part of this success stems from reductions in engineering downtime in the key areas of its operations, by the introduction of better engineering design and the use of enhanced materials where significant cost benefits have been identified.The nature of producing iron and steel requires the use and handling of a number of raw materials with wide ranging properties, each calling for a different approach to solving the difficulties encountered in storing and transporting these materials to their respective point of use. Figure 1 shows steel production for 1988-89 where over 30 million tonnes of raw materials were handled in making 14 million tonnes of liquid steel at British Steel's five integrated works.Typically solid raw materials include, iron ore, coal, limestone, ferro alloys and scrap. Intermediate products such as coke and sinter create their own specific handling and wear problems.Coals and ores are shipped into the United Kingdom from several sources, and have a great variety of properties. Some coals can be extremely wet and sticky, whereas others are dry and dusty . The ores handled can vary from wet concentrate and fines to heavy angular rubble and pellets. These raw materials are off-loaded, stored and conveyed through British Steel's own port facilities at Port Talbot, Immingham, Redcar and Hunterston. British Steel also produces the majority of its own coke and all its own sinter. Coke and sinter are frequently handled at elevated temperatures which cause other handling problems."

"A review of lI5 significant volcanogenic massive sulphide discoveries in the Canadian Precambrian during the past 65 years reveals that only 7% resulted from surface exploration methods aimed at depths below the effective reach of current geotechnical systems. This has been due to the relative ease of shallow discovery, resulting in the harvesting of ore deposits within 100 m of surface. This surficial layer has been more or less effectively supersaturated by routine exploration. In view of the fact that a mining district's metal content is not likely to be confined to a surficial layer, the time has come to explore the vertical dimension, prospecting for ore at depths in excess of 150 m in productive districts.Essential to this task is an understanding of the Precambrian volcanogenic ore deposit model. The deposits generally have .a tendency to be associated with the terminal phases of felsic volcanism, and to be located along certain time-stratigraphic horizons, marked by the products of volcanic exhalation. The significant massive sulphide deposits are discrete entities, ranging from the top 5% of deposits greater than 45 million tonnes in size, with a surface area of 0.30 km2, to median-sized deposits greater than 1.2 million tonnes in size with a surface area of 0.02 km2. These significant economic ore deposits range in value from $5.5 billion for the top 5% of deposits to $125 million for median-sized deposits. In terms of their frequency of occurrence, the former group has a 4% distribution and the median-sized deposits have a 15% distribution.An historical review of many of the principal Precambrian mining districts, such as Noranda and Flin Flon, shows that major tonnages are usually discovered during the initial phase of application of each new geotechnical search system, until carried to its ultimate limit of effective depth penetration. With the exception of the Noranda district, the mean depth of ore discovery in the other districts is still generally confined to within 50 m of surface.Targeting deep ore is difficult. One effective prospecting method is the detection of fracture-controlled mercury leakage haloes in outcrop (or core) above and peripheral to blind deposits. This technique has proved to be a useful pathfinder, and focuses attention on deposits buried at depths in excess of 700 m in some instances. Down-hole EM systems also promise to be effective in locating deposits previously bypassed by drilling. In addition, trend surface analysis programs of trace element geochemistry should be used as an aid to targeting ore by directing exploratory drilling along the plane of ore-hosting stratigraphy.By definition, mining districts have a proven ""favourability"" for the occurrence of ore. Discovery probabilities in these districts will be considerably enhanced if future search efforts are concentrated below a depth of 150 m, and more use is made of ""deep"" ore search systems coupled with sound geological reasoning. Deep drilling programs to a depth of800 m should initially be designed to search for the top 25% of deposits greater than 3.3 million tonnes in size, with a surface area of0.05 kmt. :a value of$310 million and a 12% frequency of occurrence; This can be accomplished for an over-all cost approximating $40,000 per drill hole. If the search depth is limited to 400 m, the over-all cost of each drill hole is $20,000, equivalent to expenditures routinely allocated to grassroots exploration drilling in the remote greenstone belts of the Precambrian. Depending on a company's objective, prospecting for deep ore offers a stimulating challange - though risky, it has its rewards."

"The Gays River Mine is located within a complex hydrological regime and underground mining environment. Early in the mine history, the operation was' affected by an inability to control mine water inflows. More recently, the reopened mine operation had been unable to maintain consistent drainage of groundwater to the mine workings and sustain low groundwater levels.In 1992, a series of investigations were completed, which in part Were funded under the Canada-Nova Scotia Mineral Development Agreement. The studies undertaken included: hydrochemical and drainhole well screen assessments, an air photo study of sinkhole features, numerical modelling studies and a major piezometer installation and overburden soil study. The results indicate that the water draining to the underground workings is comprised of two distinct components: precipitation over the drawdown cone catchment area and seepage from the nearby Gays River. In addition, a third ""balance"" component was' also found, which represents uncertainties in the areal extent of the drawdown cone and river seepage components.After outlining the history of the groundwater problems experienced at the Gays River Mine, this paper examines the various studies undertaken during 1991-1992 and concludes that control of groundwater levels in the mine area is achievable. A number of recommendations are also proposed for future study ."

"We have recently proposed a new ""EQ Coating"" bond coat system to solve the problem of secondary reaction zone (SRZ) formation caused by bond coats applied on the hot section components of modem jet engines. A viable EQ coating alloy was previously found for a representative znd generation superalloy, TMS-82+. It would be ideal if the same could be done for a representative 5th generation superalloy, TMS-173. In this paper, we will show that the coating with the best oxidation resistance in the EQ system of TMS-173, although possessing considerably better resistance than TMS-173, did not have sufficient oxidation resistance. In order to improve the oxidation resistance of the EQ coating for TMS-173, we have ventured into ""Pseudo-EQ coatings"". A diffusion couple between the Pseudo-EQ coating and TMS-173, after 300hrs at 1100°C, had a 0-15µm IDZ, but no SRZ. A diffusion couple between a conventional coating and TMS-173 formed a 80-150 µm SRZ. After a 1 hr oxidation test at 1100°C, the PseudoEQ coating formed a thinner oxide layer than the EQ coating, but still contained NiO and spinel. Aerospace"

In today's mining industry, it is possible to retrieve, from small-diameter holes, geophysical data for qualitative interpretation in exploration and quantitative interpretation in the development of orebodies. The primary objectives in the exploration stage are to identify where, within a hole, economic minerals are, and to help in lithological interpretations. Other aspects, which are more quantitative, are the interpretation of downhole logs for parameters which can be used in surface geophysical methods (i.e. density for gravity surveys, acoustic velocities for seismic surveys, and magnetic susceptibility for airborne and ground magnetic surveys). Recent advances in equipment design, portability and durability have made downhole logging in exploration more inexpensive and reliable. This new equipment is being used to generate very precise quantitative results. This is especially true on uranium development projects. The interpretation of gamma logs for eUJOS values has finally become precise enough that they have begun to replace chemical values in reserve calculations. Another part of development data is density and equilibrium information, which, with today's technology, is being derived from downhole probing. In the years to come, the trends for many metals are toward neutron activation techniques, or "in-situ assaying", and the use of multiple logs for better lithological and physical rock property determinations.

"Simulation techniques may be used to optimize existing processes and plant operations, and in plant design at the engineering study stage of a project . This paper describes the latter application, using a computer, to optimize the concentrate stockpile requirements of a modern copper smelter.A large open-pit mining operation is envisaged and it is assumed that copper concentrate is smelted in two flash furnaces. The proposed mining plan gives rise to metaffurgical considerations in smelting which dictate that concentrate blending is carried out in the early years of operation in order to eliminate wide variations in the grade of concentrate charged to the furnaces . Stockpiling facilities are therefore necessary for blending purposes and also to provide a strategic reserve of concentrate to ensure continuity of concentrator and smelting operations.The objective of the study is to determine the optimum size of concentrate stockpile required to take account of both metaffurgical and strategic considerations. Two separate simulation models are developed to achieve this objective. The first model is used to determine the minimum size of stockpile necessary for blending purposes to smooth out variations in concentrate grade between 15 - 60% Cu, with associated 34 6% Fe, respectively, and ensure that the concentrate fed to the furnaces does not faff below 12% Fe, which is considered a minimum for good smeltability.The second simulation model covers a projected three-year operating period and indicates the maximum size of stockpile which is likely to develop during scheduled and unscheduled shutdown periods in the concentrator and smelter.Covered storage volume and conveying facilities for the optimum size of concentrate stockpile can be designed based on the results generated by the simulation models."

Several mining operations are currently evaluating the feasibility of changing their mining method to Block Caving. There will also be several deep low-grade ore bodies that will face the need to go underground in following their ore to depth. There are two main reasons why Block Caving is attractive: firstly, it offers the lowest operating costs amongst all the mining methods; and secondly, it is truly a massive mining method, offering the highest potential production capacity. Despite its longstanding popularity, there are still significant components of the method that are not clearly understood. Also, the lack of availability of key geomechanic information still presents a major obstacle to developing mine planning and production scheduling. There are several key issues in block caving that can make it feasible such as cavability, fragmentation, stresses will condition the way that a block caves and the way that material is drawn from the draw points. Consequently Block Cave mining method is a good example where the ore body has to be related to design and mine planning. The concepts of dilution, draw control as well as sequence definition are reviewed in this paper to illustrate the idea of integration. There have been some examples of mines where some of the components of mine planning have not been integrated causing a disaster in terms of economics or safety. "IntroductionThe purpose o f this paper is to review the evidence at hand concerning the earliest centuries of cast iron in Europe, from roughly 1400 A.D. until the second half of the sixteenth century. For the most part it is concerned with the relationship between two technologies which emerged first in China and then later appear in Western lands, gunpowder weapons and iron founding. We should not assume, as I hope to show later in this discussion, that weapons constituted the only product for which the iron founder had any market, but it is clearly true that attempts to produce weapons constituted the most severe technical challenge for the early founder. Firearms appear for the first time in Europe in the 1320s and develop into significant weapons on the field of battle by the end of the century. Theirs is a complex history, subject neither to easy summary treatment nor to simplified models of development. I hope to be able, through the analysis of the evidence concerning cast iron, to show that one important strand in the fabric of gunpowder's history concerns the materials from which cannon could be made. This question is subject to a number of shades of meaning, because ""cannon"" can be made for many purposes under a profusion of different names, and under sharply varying conditions of use. As a result, the question of materials is frequently really a question of competing materials, and involves a complex set of factors, of which production costs and the ultimate safety of the user seem the most important. Judged in this manner cast iron was an important but unsatisfactory metal for weapons purposes until 1543, at which time English founders learned to make iron muzzle-loading cannon which could rival bronze ordinance in most important performance criteria, but which cost much less to produce. With that event, the history of cast iron and the history of weapons entered into the close relationship that persisted until the advent of rifled artillery made of steel in the middle of the nineteenth century."

"The presently increasing world-wide interest in advanced ceramic materials is generally focussed on their exploitation in both structural and functional applications. With the opportunity to engineer microstructures and thereby closely control and tailor the final properties, there are many new applications being made for these materials in both areas.The scope and some of the applications for functional ceramics are reviewed and examples of the present Canadian activity in this field are discussed.BackgroundThere has been progressively increasing international interest in the development and exploitation of ceramic materials in the last five years. The stimulus for this interest arises from several quarters, each of which are independent of the other.• There is a growing awareness of the strategic nature and vulnerability of supply of the raw materials used to produce high performance metal alloys.• The metal alloys are reaching the upper temperature limit for their performance as structural components in engines.• The dramatic increase in oil prices during the late 1970s focussed attention on the need for reduced consumption in many sectors, i.e., there is a need for more efficient engines that operate at higher temperatures - above those tolerated by the present superalloys.• A number of ceramics, especially the structural materials such as SiC, A120 3, AI20rSi02, Si3N4 and the Sialons are produced using non-strategic raw materials and they can exhibit startling performance-auto turbo-rotors are in production mad e of Si3N4 that operate up to 190000 rpm at 600°C, 150000 rpm at 900°C.• Ceramic s are generally of lower density - significant in the weight-reduction of automobiles such as the replacement of a 20-kg five-segment steel leaf spring with a single segment carbon-fibre reinforced unit of 3 kg. • Ceramics also offer major ad vantages in generating, monitoring or controlling the electromagnetic spectrum whether in bulk or thin-film devices that exploit optical, magnetic, pyroelectric, piezoelectric, electronic and I or ionic conductivity characteristics.The opportunity to combine several of these char acteristics in a single material by composition, processing and microstructural design has resulted in an advanced ceramics industry that had world-wide sales in 1980of $4.2 billion (U.S.)(I) and is predicted to grow to sales in the range $7 to $10 billion by 1990 and $16 to $24 billion by the year 2000(2). However, at present, advanced ceramics account for less than 20010 of the total ceramic market."

"The recovery and separation of platinum-group metals (PGM) from primary and secondary materials currently attracts a lot of interest due to the high value of the metals and their increasing demand for high-tech applications. Thus, the traditional refining processes are gradually replaced by newer more efficient separation techniques such as solvent extraction and ion exchange. In this paper the classical and modern refining techniques are reviewed and the pertinent solution chemistry dictating proper processing strategies in each case is discussed. The technological advantages of the modern separation methods are emphasized and reference to the recovery of PGM from primary as well as secondary materials is given. INTRODUCTIONDue to their outstanding physicochemical properties, such as catalytic activity, conductivity and corrosion/oxidation resistance, precious metals now find extensive usage outside of the traditional jewellery and investment industries. The increasing use of precious metals in such areas as electronics and catalysis, as well as their increasing high value, has led to a growing interest in their recovery and separation from primary and secondary materials.Quantitatively the demand of platinum metals in the western world by area of application is described in Table I. Platinum and palladium represent 90% of the total demand, Rh and Ru 8% and the remaining is taken by Ir and Os. In terms of value the following were the average prices (US$/oz) of the metals in the second half of 1986: 500 Pt, 125 Pd, 1200 Rh, 650 Os, 400 Ir and 80 Ru. Due to these prices, exploration, mining, reclamation and refining activity were very high in South Africa, the biggest producer of Pt metals in the world, as well as in other areas: United States (Stilwater deposit), Canada (Sudbury, Marathon and Lac des Isles, Ontario; Kenly Lake, Quebec, etc.), Australia, Europe and elsewhere"

"Refractoriness in Carlin-type gold ores results mostly from fine locking of gold in pyrite, locking in various gangue phases, notably quartz, and a ""preg robbing"" condition attributed to organic carbon. All three conditions may occur in any given deposit, including Newmont &apos;s Carlin and Gold Quarry deposits in Nevada, where types of ref ractoriness occur locally in minor amounts.Measurements of specific gravity, water absorption and screen size distributions of gold in alteration rock types from Gold Quarry show transitional changes from siliceous cherts through decreasingly silicified and increasingly argillized siltstones.Low permeability of siliceous ores contributes to ""size dependent"" refractoriness in cyanidation test work. Colligative physical and chemical measurements demonstrate that silicified cherty ores are difficult to grind, poorly permeable, and less amenable to cyanidation. Refractoriness in pad or column leaching of coarsely crushed siliceous siltstones and cherts is shown to correlate with interrelated measurable mineralogic and physical parameters.IntroductionMetallurgical treatment of variably amenable and refractory types of gold ore may be guided by both analytical and mineralogic data on the interlocking of gold (microscopic an d sub- microscopic) in assorted gangue/sulphide phases. Most oxidized ores from the Carlin gold mine, north of Carlin, Nevada, are amenable to direct cyanidation. The permeability of most oxidized ores from Carlin coupled with the fine size of the gold < 1.5 um) yields rapid extractions and high recovery without fine grinding.Small portions of the Carlin ore body, and also the nearby Maggie Creek and Gold Quarry orebodies, are less amenable to cyanidation, and are classified as refractory. Refractory conditions may be attributed mostly to the association or interlocking of gold with pyrite and /or microcrystalline quartz or chert, and also by the adsorption of leached gold by deleterious forms of carbon, termed ""preg-robbing"" carbon. Each of these conditions are described and defined, with emphasis on a form of silica-locking, which has been referred to as "" size dependent"" refractoriness."

"A multielement (Au, Cu, Pb, Zn, Ni, c-, Ag, As, Hg, Co, and S) geochemical rock sampling survey was carried out in 1977 in the Munro Township area of Ontario to assess the application of rock geochemistry for gold exploration in the region. Detailed sampling with analysis for gold and arsenic was done in 1986 in the immediate vicinity of the Croesus Mine.Samples of quartz veins and rock formations were taken in regional traverses and in more detail near old showings, prospect pits, and trenches. Quartz, graywacke, carbonate rock, and rhyolite contain the highest concentrations of gold for samples taken away from the old workings. Ultramafic rocks and gabbro have uniformly low gold. Basalt samples have slightly higher geometric means, but individual samples contain high gold concentrations. Multielement highs are mostly in mineralized quartz samples. Gold distribution is independent of other elements in most other rock types. Samples near old showings possess elevated concentrations of gold indicating that prospecting for individual mineral deposits by bedrock sampling is feasible. Concentrations of gold greater than 100 ppb are mostly within 30 m of old workings. Those samples which contain greater than 1000 ppb Au were obtained from quartz veins, basalt, graywacke, and rhyolite.High concentrations of gold were not notably concentrated near the Contact Fault although some anomalous samples came from near and on both sides of the fault. Arsenic concentrations are elevated near the Contact Fault. Detailed sampling near the Croesus Mine suggests that gold was introduced with faulting, alteration and quartz veining. Gold and arsenic have been added to the wallrock in the vicinity of the main veins."

"Australia&apos;s prosperity relies significantly on income generated from exports of resources and agricultural products. In 1989-1990, coal was Australia&apos;s most valuable export commodity, contributing. A $5.7 billion or 14% of all export income.The abundance and quality of its coal resources and the proximity of Australia to the rapidly developing economies of Southeast Asia were significant factors that encouraged export-oriented growth and investment and will continue to do so. On the other hand, the 1980shighlighted the sensitivity of the industry to international changes in supply and demand, currency and socio-political forces.Following many years of disappointing returns for investors, mainly as a result of falling Australian dollar coal prices, resolve will be necessary to maintain competitiveness with resource-rich nations. In recent years, operators, unions and governments have begun to embark on a long overdue rationalization of domestic issues in a bid to increase productivity and reduce costs.The nature of mining operations is also changing; deeper surface mines and the growth of longwall mining will require the development of new technology and skills. Other challenges emerging from the international environmental debate will require that Australia responds appropriately to demands for cleaner fuels, energy efficiency and environmental responsibility.The future development of the Australian coal industry will therefore be influenced by its own ability to become more efficient and mature in the production of quality coal products and through rational international response to environmental questions."
