Instantaneous outbursts of coal and gas have occurred at various times in several working districts of Metropolitan Colliery, N.S.W.They have occurred in headings only, under both hand and mechanised conditions, and with seam gas ranging from mainly methane to nearly pure carbon dioxide. A modification of inducer shotfiring using a shear cut was introduced in 1955, and in 1961 full face firing both to a machine cut shear and off the solid was introduced. The current series of outbursts -1961 to 1963 - has been induced under these systems with full control of the time of outburst, but without prediction, and with some disappointing production features.Various aspects of current conditions and practices at Metropolitan are considered singular, such as the coarse granulometry of outburst coal, the prevalence of floor heave, the absence of strong structures at outburst sites, the possibility of outburst at any stage in pillar formation up to the last few yards, the effect of rate of advance on outburst occurrence, and the mildness of many outbursts experienced.It is concluded that inducer shotfiring is a reliable control but it suffers by comparison with outburst-free conditions, and that control by preyention would be preferable.INTRODUCTIONThe phenomenon of instantaneous outbursts of coal and gas has been described in detail previously (Hargraves, 1958). I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. The value at the mine gate equals the Net Smelter Return minus all realisation costs. The paper develops a simple predictive model for Net Smelter Return based on metal prices.

A clear understanding of the meanings of terms is important when discussing a project. Whether it is a submission, an investment study, a feasibility study, an environmental impact statement, an estimate, a tender, a contract, or a close-out.report, the need for all parties involved to understand what is under discussion or what has been written is paramount. The clarity of definition and the level of understanding can affect the outcome of the project. It is vital that all parties know what is wanted, what is expected, and what it will cost. This paper draws attention to some of the problems that beset many projects, clients, project managers and contractors, and it is hoped that its presentation will encourage us to pay more attention to defining what it is that is required. Ultimately we should all be the richer for having defined and understood the requirements at the beginning rather than at the end.

Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

The C.S.I.R.O. acid alumina process employs the essential steps of digestion, hydrolysis and calcination to produce pure alumina from ores too high in silica or too low in grade for the Bayer process. The two latter stages have been described in some detail previously but the digestion stage requires separate discussion since ores vary widely in composition and reactivity. Kaolinitic clays require roasting to 800°C to render the alumina soluble in the 11 per cent sulphuric acid used in the process while some ferruginous laterites require roasting to reduce the reactivity of iron minerals.The iron content of pregnant solutions is kept at a low figure by digesting at temperatures where the solubilities of ferric oxide or basic ferric sulphates are small. A two-stage, counter-current digestion is necessary to extract a high percentage of alumina from the ores and to produce a basic pregnant liquor with an SO3 : AI 203 ratio of 1'\1 suitable for high temperature hydrolysis. The second stage of digestion, called the modification stage, treats slightly acid liquors with excess of ore in the temperature range 1200-1400C.The first stage operates at 170°-1900C to extract further alumina from modification residues, using recycled acid obtained from later steps of the process. Both temperature ranges are critical for economic operation and for proper control of the iron content of solutions. In batch experiments, 30 min is regarded as a suitable retention time for digestion and modification; ores which require much longer than this are less suitable for the process. Impurities such as silica, and titanium and vanadium oxides are discarded in the residue along with iron oxide, and do not contaminate the final product. Bivalent metallic sulphates such as MgSO4, can build up in the circuit to a very considerable degree without affecting product purity.Comparison with other processes shows that the C.S.I.R.O. process is superior for control of contamination by iron, which is the major problem in acid processes. The pure intermediate product (3Al203.4S03.9H20) is also more convenient for calcination to alumina than the hydrated aluminium sulphate usually recovered in other processes. Detailed cost comparisons must await pilot-plant evaluation of the C.S.LR.O process.

Very little has been written about the discovery and early history of prospecting of ironstone deposits in the Iron Knob-Middleback Range area of South Australia, the main source of supply of ironstone (hematite) for the Australian steel industry, and scanty though the record is, much of it is wrong or misleading.With the help of several people, to whom acknowledgement is made at the end of the paper, the writer has unravelled some of the story, but not the whole story. It is hoped that publication of this paper will stimulate interest in others, who may be able to supplement this account from family records, from the files of newspapers, or from archives.

Gippsland has perhaps the most colourful history of exploration of any area in Australia. Hydrocarbons were first discovered in the Gippsland Basin in 1924 when a water well at Lakes Entrance encountered oil and gas shows. In 1942, the Commonwealth and Victorian Governments, in an effort to supplement a wartime oil shortage, sank a shaft near this well and produced 8000 barrels of low gravity oil up to 1956, when the field was abandoned. A total of 64 shallow wells had been drilled in the Lakes Entrance area by that time. Elsewhere in the onshore Gippsland Basin, 30 wells were drilled from 1925 to 1941. In 1960 BHP Ltd was granted an exploration permit covering much of the offshore area of the Gippsland Basin. Esso Australia Ltd joined BHP in 1964 and drilled the Barracouta-1 gas discovery in 1965. Since then over 100 exploration and appraisal wells have been drilled in the basin resulting in the discovery to date of some 3.6 billion barrels of recoverable oil and 8.8 trillion cubic feet of recoverable gas (Current remaining recoverable reserves are 906 million barrels of oil and 5.7 TCF of gas). Exploration in the offshore areas is actively continuing today and new discoveries are still being made.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

A way back in 1851-2 an army of diggers had commenced the conquest, of the now famous goldfields of Australasia. At that time, and in the Colony of Victoria, more that 10,000 were camped on and around the slopes of the silurian ridges over which Ballarat East h'as been built. A wonderfully rich golden harvest was soon gathered from the alluvial found high on these slopes, and from runs (or gutters) which got their rise on them, and were traced down gullies into a broad valley. In due course it was ascertained that the valley carried a main gutter which represented the unity of the higher ones, and further explorations proved this gutter to have a westerly and then a southerly trend toward and under a basaltic plateau, on the top ofwhich Ballarat West and Sebastopol now stand. In the records of alluvial gold mining all the world over the Ballarat field can be classed amongst the richest. Gold in pieces the size of beans, in, stringy filigree bits, in dust and in solid lumps (the largest of which weighed more than 2,200 ozs.), was obtained in the comparatively shallow ground on the slopes; and speaking generally, great and uniform richness was met with along a belt of country on which, in a north and south line, the present quartz mines of Ballarat East are at work. It was noticed by the diggers that when the gutters crossed the upturned edges of the ,strata, the gold deposits in them were patchy, and that when they trended north and south on this beltthey carried rich deposits for longer distances. In time it was also noticf!d that a class of stringy, irregular shaped quartz occurrences, in a bottom of soft slates, in the, immediate vicinity of tpe g)ltter, meant greater richness, and (in the aIluvial) on the higher ground slabs of quartz would now and then be met with, in which strings and spongy masses of gold were found. As the shallow alluvial became worked out the diggers turned their attention to the quartz occurrences, and, now and again the striking of a flat make of a very golden nature would cause quite a stir in the local mining world.

Ausmelt Technology has a unique capability of removing the impurities, phosphorus and sulphur, from the feed materials to the process. Sulphur is removed to the gas phase almost completely because of the interactions of ore and coal in the reaction region at the top surface of the slag bath. Phosphorus is removed to the slag phase, with both basic and higher, controlled iron oxide levels in slag being achieved in the process. The significance of these features of the process relate to the production of pig iron with very low levels of these impurities for the further processing to steel, and to the treatment of high phosphorus and high sulphur raw materials. The marketability of pig iron and the raw materials are discussed in relation to this feature of Auslron.

Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

The behaviour of iron ore granules in the feeding process of sintering is significantly influenced by the material properties of the granulated mix. Therefore, the measurement of key material properties of the iron ore granulated mix is indispensable prior to the simulation of the sintering process based on the discrete element method (DEM). In this paper, three key property parameters of the iron ore granulated mix, apparent density, elastic modulus and rolling friction coefficient, were measured in laboratory-scale experiments. For different sintering processes, the moisture content of the granulated mix normally varies according to the specific requirements for granule size distribution and operating conditions. Therefore, understanding the effect of moisture content on the property parameters of iron ore granules is very helpful in accurately determining the property parameters for DEM simulation work. In this paper, six groups of iron ore granule samples with six levels of moisture contents were prepared through granulation and the trends in apparent density, elastic modulus and rolling friction coefficient with the increase of moisture content were plotted and analysed based on the measurement results. The results show that as moisture increases from 6.9 per cent to 9.1 per cent, the apparent density decreases from about 3000 to 2800 kg/m3. With moisture increasing within the same range, the elastic modulus first decreases from over 200 MPa to below 100 MPa and then reaches a relative constant value of about 40 MPa at higher moisture contents. Rolling friction coefficients are measured using two methods with both indicating a similar trend, with the rolling friction coefficient first decreasing and then rising as moisture increases from 6.9 per cent to 9.1 per cent. The timber township of Powelltown, Victoria lies N.E. of Yarra Junction, 60 miles east of Melbourne and in the site of the mill of the Victorian Hardwood Company Proprietary Ltd.A lift gauge railway owned by the company connects Yarra Junction on the Warburton line, with the township through two or three smaller mill centres on the way.The company has been operating for some 12 years. In the divide, about four miles from Powelltown, between the Little Yarra and Latrobe rivers, cutting was continued with material being handled by winch and double incline haulage over the divide. A small bush locomotive dealt with the traffic between the divide and the cutting site.In order to reduce costs, which were heavy at the haulage, the company decided to make a continuous railway from Powelltown to the bush by means of a tunnel through the divide.Hand bore holes were put down on the proposed line of tunnel and showed that the divide at this point consisted of decomposed depth of about 100 ft. towards the eastern or Latrobe side - and that the undecomposed granite summit lay to the west of the surface summit.The bores also served to locate the underground water line, this was afterwards found to rise and fall with wet and weather.To avoid tunnelling in hard and heavy water, the grading of the was laid out with the summit of the hard granite the point in the line.

The maximum current density at which conventional copper electrowinning plants will result in satisfactory, adherent, and dendrite·free cathodes is determined by the thickness of the diffusion boundary layer. A decrease in the value of that thickness will permit an increase in the current density. This fact is utilized to develop a high current density cell in which the reduction of the boundary layer thickness is accomplished by means of a specially designed electrolyte circulation system. The high current density cell is used to determine the effect of current density on such process parameters as current efficiency, cell voltage, power consumption, and cathode purity. A number of empirical equations are developed for the purpose of estimating the magnitude of these effects.

Open cut mining of the Black Rock chalcocite ore started in 1963. A ground movement monitoring programme was commencing in the early stages of mining when signs of instabilityof the western wall became apparent. Eventually 100.000 cu vd, of overburden Were removed beyond the rim of the western wall in an attempt to stabilize the slope. Subsequent decpenlug and mining till the final batter angle of 45 resulted in deterioration and mining was stopped 38 ft short in the ulltimte design deplh of 520 ft.Investigations showed that the geology of the western wall , was a major factor in the instability of this wall. A block jointed model was made 10 illustrate some of the pehomena observed. Australia is not capitalizing on the raw gems and precious minerals that it produces in abundance. In particular, there is an unrealised value for diamonds due to lack of processing after mining. Australia could enhance the value of its raw jewellery products by developing and integrated jewellery industry. For instance, initiation of a diamond industry would require training programmes to educate people in the requisite skills, such as diamond sorting, cleaving, sawing, bruting and polishing. Equally important would be the training of people in design jewellery, manufacturing, and appropriate diamond grading and sales techniques. Future technological advances in diamond processing will decide where the major diamond processing centres of the world will be. Australia, for a relatively small investment, could develop a highly productive diamond processing capacity using the new technology available. Australia's geographical position, and advanced banking and communication facilities provide the potential for this country to become a major trading centre for diamonds. In a previous paper the author showed that silver considerably delayed the recrystallisation of lead after cold work. The effect of antimony on the rate of recrystallisation of distorted lead was studied next, and the experiments performed, and the results obtained, are described in this paper. Electrolytic lead was used as a standard of comparison.It was also used to make the lead antimony alloys.This electrolytic lead contained 0.0005% total impurities.It was prepared from commercial lead by fire refining, followed by electrolysis and finally by vacuum casting. The process was described in the previous paper and the description need not be repeated here. PREPARATION OF LEAD - ANTIMONY ALLOYS.The steps taken to procure pure antimony are outlined in the appendix. To make the lead antimony alloys a mother alloy was prepared thus:-A quantity of the antimony (it was received in the powdered form) was placed in a pyrex glass tube, which was closed at one end. The antimony was washed with hot hydrochloric acid (1: 1), then with more dilute acid, then with distilled water, and finally with absolute alcohol; it was dried by warming and evacu,ating the tube. Alkaline leaching with sodium carbonate solution adjusted to pH 9·5 to 10·0 preferentially dissolves thorium from a mixture of rare earth and thorium hydroxides. Rare earth sodium carbonates form in the alkaline leaching stage.These are converted to rare earth oxides for use as optical and ophthalmic polishing agents. Quadrivalent cerium is extracted under similar alkaline leaching conditions.INTRODUCTIONAustralia has made significant contributions to mineral chemistry and mineral dressing. As often happens with an industrially immature country, research investigations often outstrip the ability or desire of commerce to exploit them. It is wrong to think exclusively in terms of export of raw materials. Imagination assists in developing world trends. The chemical utilization of mineral sands has interested a group of investigators, chiefly at the Commonwealth Scientific and Industrial Research Organization (C.S.I.R.O.) and, more recently, in the mining industry itself. From an international point of view the highlight of this work was Newnham's (1960) process for the separation of hafnium from zirconium. Earlier work at C.S.I.R.O. investigated the chlorination of rutile, zircon, and monazite. Assuming that titanium tetrachloride would be available in large quantities in the post war years, extensive work was done by Kraitzer, McTaggart, and Winter (1948) on organic compounds of titanium. This work led to the development of heat resistant paints, plastic compositions, and improved organic protective coatings that predated overseas work by up to seven years. (Post, Shiihara and Schwartz, 1961; Anon, 1955). Contributions were made to the production of refractory hard metals (Kraitzer, 1949; Kraitzer and Newnham, 1956). Pilkington and Wylie (1947) and Urie (1947) investigated the production of rare earths from monazite by an acid process.
