The active history of foreign investment in the mining industry has resulted in Australia emerging as a major world producer of a range of mineral commodities. The current contribution to the national economy represented by mineral production and export revenues would not have occurred without both capital and expertise provided by foreign investors in the past. The initial foreign investment has led to the formation of Australian majority owned and controlled multi-national mining groups such as BHP Limited, CRA Limited and MIM Holdings Limited. These Australian companies, and others, are playing a significant part as foreign investors in the mining industries of Papua New Guinea (PNG) and Indonesia. The study examines issues of importance in foreign investment in each of the countries. It concludes that in Indonesia, the nationalisation of the Dutch mining industry in 1957 did much to deter foreign investment. The remarkable degree of policy stability brought about by the Contract of Works system since 1967 has gone a long way to restoring that confidence. The level of investment in the Indonesian mining sector is steadily increasing. Its attraction to Australian investors is a combination of policy stability, favourable fiscal terms, geological prospectivity for a range of commodities and proximity to Asian markets to the north. PNG has a stable policy regime which until recently has been free from political interference at the administrative level. As such, investors were developing confidence in the system and investment was progressively increasing as evidenced by growing exploration expenditures up to 1988. The 1989 Bougainville revolution caused a re-assessment of PNG's investment and country risk. The recent Mt Kare incident has further raised concerns over the government's ability to guarantee internal security. Foreign investors are faced with weighing concerns with the risks of operation in PNG against the undoubted geological prospectivity of the country. The fiscal regimes of Australia, Indonesia and PNG were compared by means of a simulated open pit gold mine in each country. The effect of taxation is examined by reference to the relative change in project internal rates of return (IRR). The comparison of the relative differences between pre-tax and post-tax IRRs provides a measure of the relative attractiveness of each fiscal regime.

Economic recovery of gold from complex gold ores, including poly-metallic deposits, is impacted by the presence of cyanide-soluble base metals. These base metals can create both a metallurgical challenge plus waste handling and disposal challenges. Base metals such as Cu and Zn compete for the cyanide reagent and often increase the total cyanide consumption to the point of making precious metals recovery uneconomic. In addition, the accumulation of base metals in cyanide solutions represent a challenge for cyanide detoxification and waste water treatment as these metals report to waste sludge. Such sludge requires safe handling and disposal, with possible long-term liabilities.Base metal interference can be removed with sulfidisation-acidification-recycling-thickening (SART) process technology. SART liberates the base metal from the cyanide complex and precipitates the metal as an insoluble sulfide product that can be recovered as a commercial grade concentrate. With the base metal precipitated, the cyanide can be regenerated as free cyanide and recycled to the gold extraction circuit.BioteQ completed laboratory testing for two projects, one employing cyanide leaching of copper-gold sulfide flotation concentrate and one employing a Merrill Crowe process, to determine the effectiveness of SART to remove and recover Cu and Zn in high-grade sulfide concentrates and to reduce the impact of cyanide-soluble metals on gold recovery and cyanide consumption. Geometallurgical characterisation of ore deposits is accepted practice in some parts of the mining industry today. Its primary aim is to provide constrained inputs that reflect inherent geological variability and its impact on metallurgical performance for the deposit. Geometallurgy improves project value because it suggests more valuable alternatives for scheduling and processing through an increased knowledge and understanding of the interactions of rock properties and extractive technologies. Lower project cost (both capital and processing) and improved recoveries are the result from closer tailoring of the mining and mineral processing strategies to the characteristics of the resource (Dunham, Vann and Coward, 2011). Tailings storage facilities (TSFs) can be seen as potential resources and it is argued that fundamental geometallurgical characterisation as applied in ore deposit characterisation should also be applied to planning the retreatment of TSFs. This paper will describe a research project at Julius Kruttschnitt Mineral Resource Centre assessing if geometallurgical principles and methodologies can successfully be applied to TSFs as they have been to primary deposits. The project is establishing a new standard method of tailings evaluation which will include a 3D spatial model of the tailings resource. Initial domaining of the TSFs was done using principal component analysis followed by k-means cluster analysis based on chemical assays from drill core samples. The subsequent characterisation of the drill core samples has involved chemical, mineralogical and metallurgical profiling, with a range of metallurgical tests being conducted on the samples. This characterisation step is followed by class-based analysis, predictive modelling and process performance domaining with the ultimate objective of establishing a 3D spatial model incorporating geochemical, mineralogical and metallurgical performance data. This approach, which takes into account processing performance permits a more realistic (as compared to doing limited chemical assays and metallurgical testing) economic evaluation of the potential of reprocessing the tailings material. It is believed that the approach is generic and can be applied to other TSFs being considered for reprocessing. Mining has been typified of late as a boom and bust, cyclical industry operating against a steady decline in the size and quality of mineral deposits. Decreasing deposit grades and increasing costs of traditional mining techniques, all in the face of another commodity downturn, are forcing mining companies more than ever before to seek out new and innovative ways to operate. New technologies are emerging to model, control and track resources through the mining value chain, to move material about mines more efficiently, and to identify and separate ore from gangue early in the extraction process.Discovering such technologies however is only the first challenge for mining companies. Actually implementing technological change successfully has proved to be an even bigger challenge. Like for many industries, fulfilling the promised benefits for the expense and timing envisioned, has not been easy when innovative technologies are introduced.Citing the author’s insights and experiences in a number of emerging technologies, this paper explores barriers to implementing technological change in the mining context. It is a great pleasure to accept the invitation to open this Joint Conference of The Australasian Institute of Mining and Metallurgy and the American Institute of Mining, Metallurgical and Petroleum Engineers. It is the second invita- tion to participate in the Conference that I have accepted. When it was being planned, the President wrote to me to invite me to be one of the speakers in one of the technical sessions. I wrote accepting the invitation, and when my present appointment was announced, there was a nice question about the earlier commitment. The upshot of it all is revealed by the present arrange-., ment: you get me as opener and the more sub- k stantial speech is to be given by Professor Rupert Myers, my friend and former colleague who will not only be able to contribute from the standpoint of an experienced University admini- strator, but will also speak from a professional training and experience much more closely relat- ed to the concerns of this Conference than I possess. Though it is a joint meeting and the speakers will include distinguished figures from North America, I hope that since the venue is Australia, I may be permitted to speak with an Australian emphasis. I have recently had a brief glimpse of part of the Australian mining industry. In the course of a journey through the Northern Terri- tory we-my wife and I-visited Gove, Groote Eylandt, and Tennant Creek. At Gove we saw the remarkable Nabalco development in bauxite and alumina and the very impressive town plan- ning development at Nhulunby, the major man- ganese enterprise at Groote Eylandt, and the gold mining activity at Tennant Creek. For lay people like us, a gold pour was arranged at Tennant Creek and that was a spectacular sight. On earlier occasions, and before my present appoint- ment, I had visited Mount Isa and the Utah fields, and Queensland Alumina at Gladstone. I have not seen the cradle of the modern mining industry, using cradle perhaps loosely, at Broken Hill, nor have I seen the great Pilbara develop- ment, nor Weipa. This is not for want of generous invitations and it is my hope that within the not too far distant future this will be rectified. Then there is the Australian petroleum industry and the great industries which make their products from the minerals mined which I have yet to See.

IGO Ltd’s (IGO’s) Nova Operation (Nova), which is 160 km east-north-east of the town of Norseman in Western Australia (WA), mines and processes nickel-copper-cobalt (Ni-Cu-Co) sulfide ore from the magmatic Nova-Bollinger Deposit (Nova-Bollinger), which is hosted by the Mesoproterozoic age high-grade metamorphic rocks of the Albany Fraser Orogen. Over its 56-month life-of-mine (LOM) operations to 31 December 2020, Nova has processed 5.63 Mt of ore grading 2.04 per cent Ni, 0.86 per cent Cu and 0.07 per cent Co from its underground mine. At the end of 2020, both the Nova-Bollinger JORC Code reportable Mineral Resource estimate (MRE) and Ore Reserve estimate (ORE) were >90 per cent classified in the highest JORC Code confidence categories of Measured Mineral Resource and Proved Ore Reserve respectively. The high JORC Code classification confidences assigned to the Nova-Bollinger MRE and ORE results from the 386 km of surface and underground diamond drill testing of the deposit to a nominal 12.5 by 12.5 m pierce point spacing in mineralisation. The close spaced high-quality drilling and bulk mining method employed at Nova has effectively removed the need for any grade control modelling outside of the MRE process. Importantly, having only the one fully drilled out deposit being mined and only the one process plant, Nova’s reconciliation process is in the fortunate situation of not being confounded by issues such as external ore sources and constant updates as new grade control information becomes available. IGO’s Nova reconciliation processes are focused on reconciliation ratios that quantify operational period differences between the MRE and ORE head grade and tonnage forecasts and the process plant head actuals. These metrics have been used to identify key reconciliation issues and have initiated several studies into the causes for specific reconciliation results, which are discussed in the paper. In late 2020, a period of sustained poor reconciliation results led to the recognition that increasing the understanding of risk between the MRE and ORE should be investigated. To assist with modelling stope level risk within the mine plan and subsequent reconciliation, an attempt was made to develop a formula to quantify ‘stope risk’ from MRE metrics such as sample spacing, kriging efficiency and so on

This study uses the Q Method to examine how those living in former metal mining landscapes value this heritage and their preferences for the long-term management of mine waste. Such sites are often perceived as derelict or degraded, and of very little value. It is therefore assumed that their reuse, for example for development or recovery of metals, is likely to be beneficial. There are around 5,000 former metal mines in England and Wales, many of which are protected for their ecological, geological or cultural value. The Q Method is particularly suitable for issues where there is no consensus of opinion. We asked 38 residents of six mining areas in England and Wales to ‘sort’ a series of statements based on their resonance with the resident’s perspective; this is the Q sort. The statements covered a range of opinions of the mining legacy, its value and options for its management with a particular focus on the potential for metal recovery from the wastes. Analysis of the Q sorts revealed five perspectives on the mining heritage. All placed a high value on the cultural and ecological value of this heritage, however, they differed in their priorities for long-term management. For example, emphasis was placed on either nature conservation, cultural heritage, water quality or the opportunity for job creation through reworking the mines. Cutting across these themes there were also differing perspectives on the role of experts and local people in shaping the future management of the wastes. This research suggests that the views of local people are nuanced; they value their mining heritage but opinion is split on the most effective way to manage these sites especially where there is an impact on water quality.CITATION:Sinnett, D E and Sardo, A M, 2018. Located approximately 570km NNW of Adelaide in South Australia, the Olympic Dam mine (OD) is the world’s fourth largest remaining copper and gold resource and the largest uranium resource. Discovered in 1975 and going into production in 1988, the operation consists of a fully vertically integrated underground mine, mineral processing plant, copper smelter and refinery, as well as associated infrastructure. BHP achieved production of 203,000 tonnes of copper cathode plus associated by-products in financial year 2016. The immense size and high-grades of the Olympic Dam resource offer a range of growth pathways, making closure timing estimation and planning a challenge. Current estimates put the OD resource at approximately 79 million tonnes of copper. Major factors influencing the closure timing estimation, as a result of the large resource and grade tonnage profile, include the mining method that may be used and the downstream processing method, ultimately influencing such things as the total disturbance area and the extent of infrastructure to be demolished at the end of mine life. In addition, factors such as the mining and processing method and production rate have a direct impact on larger rehabilitation items such as the total number of tailings cells required.CITATION:Grant, D, Tyler, M and Hill, G, 2018. A research and testing facility has been developed at Simtars to allow the spontaneous combustion testing of coal on a large scale. In this adiabatic reactor, the coal particle sizing is closer to that which could be found in the goaf and therefore the reaction is more likely to simulate the underground situation. This allows aspects of the spontaneous combustion process and methods for detecting a heating to be investigated which cannot be done in an operational mine. Up to 18 tonnes of run of mine or crushed coal is loaded into the reactor and allowed to self-heat while the temperature and gas profiles within the coal pile are monitored. The gases evolved from the coal are analysed using a fixed gas monitor system and gas chromatography to determine which of the common mine fire indicators and ratios can be used to predict the onset and progress of coal heatings. Benchmarking of the inherent propensity of a coal to spontaneously combust at both the large- and laboratory-scale is also possible by comparing the sample against previously tested samples. It has been found that the coal particle size affects both the time it takes for the coal to react and the location of the developing heating. The heatings generate approximately one metre from the inlet but in the crushed coal case do not progress to an advanced heating stage until the æhot spotÆ migrates towards the coal surface where there is an increased oxygen supply. Physical properties such as the compressive strength of the coal also affect the heating size and the time it takes for a heating to develop. Higher strength coals appear to oxidise more slowly and therefore take longer to self-heat as oxidation of the coal is the heat-generating step in the spontaneous combustion process. The best indicators of the state of the heating were found to be CO make and GrahamÆs ratio which are independent of air flow. Investigation of a potential spontaneous combustion should begin as soon as the CO make or GrahamÆs ratio exceed the background levels. The results from the tests undertaken on a number of Queensland and NSW coals are reported here together with the implications for the mining industry.

The presence of reactive pyrite in waste rock contributes to the hazard of spontaneous combustion in emplacement facilities as it acts as an initiator of self-heating at low ambient temperatures. Organic carbon also present in the waste rocks acts as a fuel at elevated temperatures above 120°C and can lead to thermal runaway resulting in eventual ignition. A new laboratory test method (adiabatic incubation testing) is now available that can identify the presence of reactive pyrite and quantify the self-heating behaviour of the waste rock. McArthur River Mine has a waste rock profile that contains pyritic shale units, which have created spontaneous combustion events in the past. A systematic sampling and testing program is underway to characterise the spontaneous combustion hazard likelihood of the McArthur River Mine waste rocks to provide a sound database for future mine planning of the waste removal and emplacement. An economic block cave is dependent to the characteristics of the rock mass at stages of caving. These are cave initiation, propagation and ore flow. In this research, the rock engineering system (RES), first established by Hudson (1992) to solve complex rock engineering problems, is introduced and verified against the well-established caving parameters established by Laubscher. There are two types of factors influencing caving and these are natural (cannot be controlled) and induced (operator controlled). A RES based interaction matrix is developed by determining the rating parameters required to reproduce the caving database using Laubscher’s caving parameters. This provides the relative importance of the parameters in the interaction matrix. After discussing the rock mass caving process and identifying all the effective parameters, an interaction matrix is introduced to study the cave initiation of rock masses. The expert-semi-quantitative (ESQ) coding method is utilised to assign the numerical value to each parameter’s interaction. Thereafter, the interaction intensity and dominance of each factor in the system is determined to classify these factors. Finally, all the parameters affecting caving operation and their weights on the RES system are identified. This paper presents an analysis on the dynamic adsorption of frothers and collectors onto air bubbles in flotation. The analysis was carried out using the theory on the surfactant transfer by diffusion and adsorption. The bubble size was considered when solving the diffusion equation for the dynamic surface excess. The adsorption kinetics was modelled employing the Langmuir adsorption isotherm and its extension with the inclusion of the lateral interaction of the adsorbed molecules (the Frumkin adsorption isotherm). The numerical computation was applied to solve the governing equations. The dynamic adsorption of the surfactants was measured in terms of the dynamic surface tension for sodium dodecylbenzene sulfonate (SDBS) and Dowfroth 250, using pendant bubble tensiometry. The results show that for air bubbles with diameter of the order of 1 mm, the bubble size effect on the dynamic surface tension is small and the solution of the diffusion equation for a planar gas-liquid surface can be used to describe the dynamic adsorption onto the air bubbles. The experimental data obtained with SDBS were well described by the Frumkin adsorption isotherm and the molecular diffusion. The model description for the experimental data obtained with Dowfroth 250 required the kinetic equations. The paper is relevant for further analysis of the role of the adsorbed surfactants in the particle collection.

In hard rock mining, large-scale bulk mining methods such as block or panel caving (BC/PC) and sublevel caving (SLC) typically generate significant surface deformations such as subsidence. Surface deformations need to be considered in the project evaluation and planning stages of cave mines, for example, planning and location of critical underground mine planning infrastructure such as portals, haulage and vent shafts, access roads, or potential damage to existing infrastructure, changes to surface water management, waste dump, stockpile and tailings dam stability, and environmental impacts. Assessing the impact and risks associated with subsidence is a key component in robust mine planning and operations management.

The Waterview Connection will complete Auckland’s long-planned Western Ring Route, a 48 km north-south motorway alternative to State Highway 1 that bypasses the central city to the west. The project involves construction of 5 km of new motorway – half of it underground in tunnels – to connect the Southwestern (State Highway 20) and Northwestern (State Highway 16) motorways.The Western Ring Route will link the major population and industrial centres of Manukau, Auckland and North Shore to give the region the connected and resilient strategic road transport system it needs to underpin economic growth and sustainable development. It will also provide a direct motorway link between Auckland’s central business district (CBD) and international airport.The project involves construction of twin 2.4 km driven tunnels with an outside diameter of 14.41 m beneath residential suburbs, a major arterial road and a rail corridor. Enabling works began in January 2012 while tunnel construction using an earth pressure balance (EPB) tunnel boring machine (TBM) began in November 2013.This presentation introduces the Waterview Connection project, its role in the development of the Auckland motorway network, its procurement process, the alliance delivery model and an overview of the project’s design features and construction progress to date.Design and construction highlights of the presentation include the TBM start-up, turnaround and breakthrough arrangements as well as the experience gained during the first tunnelling drive. Silicomanganese (SiMn), containing approximately 16–30 per cent Si, is produced in submerged arc furnaces using various Mn sources and quartz as the primary raw materials, along with fluxes and reductants. In the high-temperature zone known as the coke bed, a silica-rich slag is formed. SiMn is produced through the reduction of SiO2 from the slag. Dissolution of quartz into slags with different compositions, the primary slag formed from the Mn sources and flux before any MnO reduction occurred, representing conditions at the top of the coke bed, and dissolution of quartz into a partially reduced slag to simulate conditions inside the coke bed has been investigated. Experimental investigations were carried out to study the dissolution of quartz particles of varying sizes, 5 mm and 25 mm in synthetic slags with different compositions at temperatures between 1400°C and 1600°C, with varying holding times. Observed results are compared with liquidus compositions and equilibrium phases for original and formed slags. Particle size has been shown to be of little importance for the dissolution. Quartz dissolved more easily in slag at top of the coke bed than slag in the coke bed. Complete dissolution was observed after 30 mins at 1600°C in all cases, but not after 0 mins.

The sulfidisation, acidification, recycle and thickening (SART) process is currently being used at NewcrestÆs Telfer Gold Mine to recover cyanide and copper from the cyanidation tails of the pyrite concentrate carbon-in-leach (CIL) process. While the process has been effective at attaining high recoveries of cyanide and copper, the Telfer SART plant has experienced higher than expected sulfide additions to achieve these recoveries. This paper details the results of surveys on the Telfer SART plant, which show that residence time appears to be causing the high sulfide consumptions. In the mining industry, crusher-related incidents have led to 15 reported deaths in Australia, New Zealand, and the USA between 1998 and 2007 (NSW Government Resources Regulator, 2024). The majority of these fatalities occurred during routine crusher maintenance tasks. A survey of quarry and mine site maintenance staff was completed to ascertain what they thought of such safety device to understand if beneficial and if so reasons if unused. Overall, findings show, staff perceived risks differently, cost, familiarity, device awareness and not front of mind, influenced adoption. This underscores the importance of asking the right questions involving maintenance and safety staff to lead to more proactive risk assessment.

The underground mining industry is seeing unprecedented shortages in skilled labour. Migration to Australia being at an all-time low is a leading concern, with pandemic-induced border closures and lockdowns only exacerbating the skills shortage, not causing it. The skills shortage is forecast to peak in 2023 and remain high beyond 2025. With this skills shortage in mind, mining companies throughout Australia are trying to deal with stricter protocols around Health and Safety (H&S) legislation, as well as more stringent controls on quality assurance, particularly as underground mines are reaching greater depths and extending into ‘unchartered territory’. The cumulation of this is proving to be a major hurdle in ‘effective’ operational geotechnical management. The drive for automation in mining is bringing another level of complexity. However, ‘once automation is up and running, it presents the opportunity to access talent pools that may not normally be available. There is also a change in skillset that will be required to drive automation. ‘The top two emerging roles that will be critical for the future of the mining industry are artificial intelligence and machine learning (AI/ML) specialists, and process-automation specialists’ (Writer, 2021). If anything positive has come from the pandemic, it has shown that remote working can be effective and that the drive for automation and critical evaluation of skills required on-site should be given greater priority. UQ acknowledges that the industry is changing, and that digital technology is required to be offered in mining related disciplines. Industry and academia need to do more to promote geotechnical engineering in mining and balance the curriculum to suit the future of mining and make it more enticing. The average cost of a geotechnical failure is about $5 million in coalmines and can be into the hundreds of millions of dollars if production is affected (Cartledge Mining and Geotechnics, 2020). The cost of a good geotechnical design far outweighs the potential losses if a failure were to occur. This alludes to the growing importance of experienced geotechnical consultancies playing a pivotal role in managing mine site geotechnical hazards, while the industry is developing the next generation of geotechnical engineers.

Geometallurgy is often a misunderstood and poorly defined concept. The first thing the paper will attempt is to provide a definition of geometallurgy. Ultimately this paper has been written to provide guidance to geologists, mining engineers and processing professionals as to what geometallurgy means in the crucial early phases of a potential mining project between the time of discovery and the time of commencing construction, should this occur. The paper covers the options available for conducting a geometallurgical study of a resource or orebody, appropriate to the level of definition required in the projectÆs development cycle. The paper will then describe how the geometallurgical information generated is subsequently used in calculations, planning and preparation of reports designed to inform and reassure stakeholders, such as the market. The tangible effects of leakage are presented graphically, and a technique for quantifying the leakage characteristics of a ventilation column using the æSolveÆ capabilities of a common spreadsheet is demonstrated. A case study of a working decline in Western Australia is used to demonstrate the potential for more realistic design of development ventilating systems, and for more cost effective management of the condition of the duct.
