Programmes of environmental investigations to identify and minimise impacts and satisfy government and community requirements have become an integral and rate determining component in the planning and development of new mines in Australia. This paper reviews the essential features of the environmental project management Function.

(Quality can be defined as that which is acceptable to the market and can be supplied with a predictable degree of uniformity and dependability at a low cost. The market for any mining product is downstream processing, whether it be an alumina refinery, a gold processing plant or a flotation plant. The cost of that downstream process is partly dependent on uniformity of its feed material both in physical and chemical terms. With more operations adopting procedures which require quality assurances in line with International Standards, from their raw material suppliers, miners must look to their grade control processes to provide uniformity and predicability.This is not a new concept. The mining industry has constantly been working with ahighly variable raw material supplied by Mother Nature, from whom we cannot demand quality assurances. Through the processes of exploration, resource and reserve definition, long and short term mine planning and day to day grade control an end product has been supplied which consistently meets our customers requirements, in an economic fashion. When any of these processes fail, then penalties are incurred which can range from increased mineral processing costs to loss of markets and in the ultimate case, failure of a mining operation.

In surface mining, significant improvements in efficiency can be obtained through greater control over the formation of the muckpile. By tailoring the muckpile shape and its looseness to the requirements of the excavating equipment savings can be rea- lised through increased production, machine life and reduced maintenance. For instance, one open cut coal mine has recently estimated that a 2001o improvement in its front row throw would realise $320,000/year savings in rehandle costs alone. Previously greater throw has been achieved by increasing the powder factor through increased quantity of explosive or by drill- ing a larger number of holes-both at a significant cost penalty. However a recent series of experimental blasts demonstrated that it was possible to achieve a twofold increase in the distance of throw of a single row blast by simply changing delay timing alone. The Nobel Electronic Delay Detonator was used to provide the timing flexibility and control required for a thorough study of the effect of blast timing on heave. Whilst it is well accepted that the front row of a blast dominates the extent of throw, it was also found that the profile of the blast could be significantly altered. To date, the general consensus has been that the muckpile for- mation from a blast is a function of the blast geometry, the rock type, the explosive and the initiation sequence. Typically the geometry, rock type and initiation system have a far greater impact than the explosive type. This has been demonstrated by many high speed film studies. However the extent of influence via initiation has rarely been fully evaluated, owing largely to the limited control offered by conventional detonators.

Jointed rock mass is often encountered in rock engineering and its stability has always been a major concern in underground engineering. To analyze the stress characteristics and their variations in jointed rocks, in this study, a new concept of sub-instability stage before rock failure is defined, and a new experimental method is used to investigate interaction between defects and intact rock of the jointed rock mass during the subinstability stage., Firstly, external characteristics of stress and failure mode of the whole jointed rock are investigated systematically by conducting uniaxial compression tests on red sandstone samples with a set of preexisting open flaws of different sizes, and the interactive damage of intact parts and defects in the subinstability stage was further studied. Secondly, rock-like material samples made of bonded plaster blocks were tested and internal data from stress sensor between the strong and weak segments were collected. The transforming processes from independent activity of the individual segment to overall interactive movement of jointed rock before the unstable failure were analysed. The test results indicated that the subinstability stage marked the beginning of interactive failure between the intact rock and defects. In the early subinstability stage, the relatively intact parts bore most of the load in a jointed rock mass, and the defects were damaged firstly which caused high strain around it. The areas of high strain increase rapidly, extending and migrating, causing damage to the intact parts. In the later sub-instability stage, the interaction effect reached its maximum, and a large number of cracks appeared in the intact rock and they propagated and coalesced. Intact parts experienced rapid failure and then the jointed rock failed. The experimental method used in this paper to identify the sub-instability stage could be used to identify failure precursors of jointed rock masses and to develop technology for disaster prevention in rock engineering. "Northparkes installed and commissioned a secondary crushing circuit in 2010 to debottleneck the semi-autogenous grinding (SAG) mill constrained grinding circuits. Following further improvements to the circuit (inclusion of a double deck vibrating screen), the project successfully delivered finer feed to the SAG mill. The result of this project was an increase in the milled tonnes from 5.6 Mt/a in 2012 to 6.0 Mt/a in 2013.The increased throughput rates introduced new challenges with the circuit becoming power limited. How to best optimise the available comminution power, while delivering the optimal particle size to the flotation circuit was made the key optimisation objective. To achieve this objective, Northparkes initiated a project that included engaging comminution experts. Recommendations included changes to the SAG mill including mill lifter design, increased grinding media charge levels and reduced grinding media size with aim of producing a finer grind size.Northparkes implemented these recommendations along with some other changes to SAG discharge grates and the mill discharge vibrating screen. This achieved a substantial reduction in the flotation feed particle size distribution (approximately 20 microns) by utilising increased average SAG power utilisation, in turn resulting in a two per cent increase in copper recovery.With power utilisation now maximised, the next phase of optimisation has moved to the throughput-grind-recovery relationship and the cost benefit analysis of installing additional grinding power.Citation:Sulianto, Y, Trott, T, Morgan, D, Bell, T, Kock, F and Putland, B, 2016. Mechanical agitation is the preferred system for Carbon-in-Pulp processes. Agitator design requires an understanding of the relationships between energy, shear and flow and the nature of shear rates and shear stress distribution in an agitated tank. Laser techniques are useful when studying these phenomena. The alternatives are open impeller agitation or draft tube circulation. Each has advantages and disadvantages but both require careful choice of impeller and system geometry. Overall the draft tube circulator is the more attractive in many cases. Open impeller agitators are designed in accordance with established procedures for mineral slurries taking due account of shear effects in tanks containing carbon. Preferred tank proportions are 1:1. Circulator design methods were developed in the alumina industry before being applied to CIP processes. Optimum draft tube diameter is critical to power requirements. The overall system must be designed as an axial flow pump operating in a closed circuit. Such a system exhibits quite characteristic behaviour which requires an impeller of varying pitch angle and aerofoil section for best stability and efficiency.' Tank height may be 2 or more times diameter. Resuspension of settled solids can be assisted by a series of slots in the draft tube. These slots have the secondary effect of stabilizing hydraulic behaviour and reducing installed power requirements.

The Western Australian School of Mines is continuing to investigate the blasting techniques and mining strategies that are used for ore/waste separation (or high grade/low grade ore separation) or to prevent ore and waste mixing. The aim of all the mining strategies is to produce an optimum product. The optimum product is one which contains no diluent and undergoes no mixing of the various identified ore and waste blocks and is fully recovered at the minimum overall operating cost. The current study includes the use of computerised Knowledge Based Systems (KBS) technology to assist the user with the blast technique selection and blast design process. These aspects are highly dependent on the geology. (geometry, rock mass properties, grade distribution), explosive performance and the expectations of the mining company in terms of production rates and equipment utilisation. Most of these factors are not well defined and nor are they easy to quantify. However, a large amount of knowledge does exist and is available in the following forms: rules of thumb, empirical formulae, engineering judgement and past experience. KBS techniques are well adapted to handle such"forms of knowledge. The primary objective of this paper is to illustrate an approach for the use of Knowledge Based Systems during the analysis and interpretation stages of the blast design process. In particular, the components and methodology of the developed system are described for selective open pit gold mining. The Knowledge Based System developed was written using the declarative programming language PROLOG.

The effect of aluminium on nitrogen solubility was investigated by equilibrating melt comprising master alloy of Fe-Al with pure electrolytic iron in a controlled atmosphere (pure argon) at 1873 K. Nitrogen in the samples was measured by sampling technique using inert gas fusion absorptiometry. It was found that nitrogen content decreases steadily with aluminium concentration and gradually, becomes close to 1 ppm for very high aluminium steels. Wagner’s second order interaction parameter formalism has been used to estimate the equilibrium constant and interaction parameters. Scanning electron microscopy (SEM) investigation showed, dual-phase inclusions comprising AlN phase surrounding alumina core. The 3D morphology of inclusions was studied by extracting the sample from the top and the central bottom portion of the solidified ingot. A sparse distribution of nitrogen was found for most of the inclusions which manifested the presence of almost pure alumina inclusions with different morphologies and sizes.

Particle sorting allows partially liberated minerals to be separated prior to energy intensive fine grinding. Sensors select particles for separation and air, water or mechanical ejectors are used to physically deflect those selected. To achieve effective separation there has to be sufficient liberation, accurate detection and presentation of a separated monolayer of particles. These three physical constraints determine the particle size limits, the sorting technology utilised, the separation efficiency, and the throughput that can be achieved. The combination of all these factors controls the effective limits on the degree to which sorting can reduce the specific comminution requirements and increasing energy efficiency. Man has always been and will always be part of his environment, in ,a good, bad or indifferent manner. Until quite recently, this environment has been the atmospheric boundary layer above the land masses, and to a limited extent the air-sea interface of the oceans. Since the days when he lived in caves, he has built up a wealth of observations on these two environments,-with ever-increasing scientific precision which unfortunately until quite recently was completely insufficient for modern capabilities of data analysis. Consequently, in a sense, he has left in his wake thousands of years of missed, opportunities for making exact observations and increasing his understanding. The data of the past are lost and he has to be satisfied with what he can assemble from now on when his environ- ment, largely as a result of his actions, is exhibiting more and more rapid variations in time; in other words, time series of observations of phenomena are required, the length of which is critical for most purposes of analysis.

This paper describes the possibility of the application of flotation to the separation of monazite from xenotime and of columbite from ferberite, which have been said to be difficult with generally used physical beneficiation methods. For Malaysian monazite and xenotime samples, a great difference is observed between the flotation recoveries at pH 7.5 using 1.0 x 10-4mol/1 dodecylammonium chloride (DAC). The grade and recovery of columbite in the binary flotation with both minerals result in 85 per cent and 67 per cent in the cleaning froth and 91 per cent and 51 per cent in the re-cleaning froth, without adding any scavenging stages. For monazite samples from various localities, the flotability is dominated by the electrostatic interaction between mineral surface and collector ion using DAC as collector, but the singular decrease of flotation is observed in the sample of which the crystallinity is low and the surface structure is rugged and complex. Otherwise, ferric ion in the flotation system probably dissolved from mineral is found to activate the flotation using sodium dodecylsulfate as collector. For columbite and ferberite, the separation is judged possible at pH 3.0 using 1.0 x 10'3mo1/l sodium oleate (NaOl) from the single flotation results of each mineral. In the binary flotation, however, columbite recovery in the froth is greatly diminished below that expected. This would be because NaOl is prevented from adsorbing on the columbite surface of which the charge is transformed more negative side by the specific adsorption of the tungstate ion dissolved from ferberite.

  This paper describes the design and construction of the upper section of the Pike River Mine Access Road. The road extends 11 km from Logburn Road alongside Big River on the West Coast of the South Island of New Zealand up Pike Stream to the new mine portal on White Knight Stream (Figure 1). This new road starts on alluvial terraces, then partially follows an old logging road before entering virgin bush and traversing the true left bank of a steep sided gorge on Pike Stream some 50 - 100 m above the stream before dropping down to the mine entrance. Its development has been an extended process from route selection, consenting through to design and construction.   The paper focuses on the 1 km section of road between the Amenities Area (Figure 1) and the portal. This section of road is a steep section through the gorge, principally on Conservation estate, and has presented the most challenges and required the greatest effort to obtain the regulatory approvals, prepare the design and to construct. This paper outlines the history of the challenges faced and how the road was successfully developed.

In the British coal mining industry, during the last decade, a great deal of environmental monitoring experience was acquired, particularly in the Doncaster Area of the Yorkshire coal- field, which had a long history of spontaneous combustion and gas emission problems. This paper summarises the experience obtained and shows how the introduction and operation of these systems has resulted in improved techniqu- es for fire detection and control. Some of these systems are described in detail with emphasis placed on the uses to which output data are put, and their impact upon management at colliery level. Reference is also made to the problems encountered in the development of such systems and how they were solved. The paper also makes reference to the recent Research and Development work of the NCB's Scientific Department and Mining Res- earch Development Establishment (MRDE), which was directed to the design and application of a range of underground sensors, and so ensured continuing progress in this field. The paper refers briefly to a new comprehensive monitoring unit and an integrated fire detection and data transmitting system which are currently being assessed in the Yorkshire coalfield.

One method of forecasting prices of metals is based on analysis of historic relationships between prices, inventories and consumption. The first, but generally overlooked step in this analysis should be to remove from the inventory and consumption figures the effects of seasonal variations. The next step is to construct diagrams which show prices plotted against ratios of inventories to consumption. These diagrams indicate that, when inventories are high, prices show little response to changes in inventories. Below a critical level of inventories, however, the psychology of the market changes and small changes in inventories lead to large moves in prices. The critical level of inventories is termed the "pinch-point"; the diagram which shows prices in relation to ratios of inventories and consumption may be called a "pinch-point diagram".

The quality of mine planning decisions ultimately depends on reliable estimates of the characteristics of the orebody. The quant- ifiable factors such as grades or thickness can be estimated from field data gathered from outcrops or exploratory drillholes. Since outcrop data is necessarily limited to the periphery of a deposit, extensive drilling generally is required. This paper outlines a method for selecting the number and location of additional exploratory boreholes using an iterative procedure based on a mathematical optimization concept called fixed point theory. The method is illustrated through its application to an exploratory drilling program for a coal mine where optimized locations gave a lower estimate of regional and block variances than a manual Choice.

A nine-month investigation was conducted into the effect on coke quality and blast furnace operation of the addition of bentonite and southern coal to the northern coal fed to the coke ovens at the Newcastle steelworks.Additions of 0·3 per cent bentonite or 25 per cent southern coal to the northern coal increased the coke strength from 15-20 A.S.T.M. stability to 25-30 A.S.T.M. stability. It is likely that improved mixing and blending facilities would, in both cases, give a coke of over 30 A.S.T.M. stability.For the same coke strength, the use of 0 3 per cent imported Wyoming bentonite was considerably cheaper than the use of 25 per cent southern coal, but the use of Australian bentonite promises the same coke strength for still lower costs. Other additives such as coke breeze, charcoal, iron ore fines, and certain other finely divided materials, gave relatively minor improvements in coke quality.There appeared to be sufficient improvement in blast furnace operation and production to justify full scale addition of bentonite to improve coke quality, although other variables, particularly iron ore physical quality, overshadowed on many occasions the effect of coke quality. All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. Gunpowder Copper Limited processes 1,000 tonne/day of Mammoth ore in a conventional flot- ation concentrator. Run of mine ore is prepared for flotation by three stages of crushing and two stages of ball milling. The concentrate, in which the primary copper mineral is chalcocite, is solar dried and exported to Japan. The history of operation is summarised, and plant practice and metallurgical problems are discussed.
