In choosing such a threadbare subject for a paper I fear that I may in some measure be taxing your patience, yet as upon the accuracy with which the work is done depends the result of conclusions drawn as to whether a property will be profitable to work or otherwise. The subject cannot be too well threshed out, and I trust that upon certain points that have come within my own experience I may be able to give 'hints that will prevent others from making mistakes. First as to alluvial. Gold is often found from the grass roots down, often ill particular horizontal bands in the wash, but more generally concentrated either on a true or false bottom. When sampling dry ground for proposed hydraulicing I have obtained accurate results only by taking the whole of the dirt from measured shafts, stacking it as it was lifted on a tarpaulin, and putting the whole quantity through a carefully constructed box. In wet ground careful borings will in most cases give fairly correct results, but where it is possible to sink shafts, that should be done, as a guide is then also obtained as to the nature of the wash, whether it is bouldery, cemented, or free. Sampling in a face is a more difficult work in many respects than in new ground, as so many elements enter into action to spoil accurate sampling. Of course the great thing to avoid is sampling in any place where either natural or artificial concentration has taken place, and very much has to be left to circumstance and the sampler's own judgment. In passing I may mention that I have on several occasions seen diggers deceive themselves in wet ground where they were sinking and coping as best they might with water. They would take a dish of dirt from the bottom of their hole, pan it off, and take the result as a fair yield, and on the strength of it perhaps spend a lot of time and money in tail races and whereas in their sample there had been a process of concentration carried on, the movement and working in the water had caused the gold to work down, and anything like accurate estimations by the method pursued were out of the question.

"The ore-element patterns in regional lake sediment geochemical survey data from four areas of Newfoundland containing granite-related mineralization reveal characteristics which can be used to identify mineralized granitoids. The St. Lawrence Granite with its fluorite deposits, the Ackley Granite with molybdenite mineralization, the Grey River tungsten lodes and the newly discovered Mo- W mineralization at Granite Lake, Central Newfoundland, have all been included in the regional lake sediment geochemical surveys, which now cover about 90,000 km2 of the Island of Newfoundland. The lake sediments over these mineralized granites show diagnostically high values of Mo, F, Pb, Zn and, in three of the four cases, U, together with locally high Ag and Cu values. Furthermore, these ore-metals display a distinctive zoning pattern about the intrusives, which can be related to the classical ore-metal zoning patterns developed about many types of mineralized granitoids.IntroductionGranitoids in Eastern Canada are receiving renewed interest as potential hosts of tin, tungsten, uranium and related mineralization. Although a number of mineral deposits and showings have been known from a few granites (sensu lato) in the region for many years, granites had generally received little attention as potential hosts of metallic mineralization until the recent resurgence in interest in the mineral potential of these rocks. In Newfoundland, where granitoid rocks underlie about 30070 of the land area, petrologic data are available from some granites, particularly those in eastern Newfoundland (Strong et al., 1974; Strong, 1980), but in southern and southwestern Newfoundland the data base is sparse, and indeed in many cases individual plutons are not delineated on the geological maps of the area . Most of the available data on Newfoundland graniotolds have been summarized by Strong (1980), who gives a general assessment of their mineral potential by comparing their physical, mineralogical and petrochemical attributes with mineralized granites elsewhere in the world."

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

One very important aspect of mining is deciding what material in a deposit is worth mining and processing, versus what material should be considered waste. This decision is summarized by the cut-off grade policy. The cut-off grade strategy for an open pit mine influences the annual cash flows and affects the net present value of a project. The optimization of cut-off grade strategy requires the knowledge of detailed operational costs, mining sequence, mining operation, processing, and product constraints, as well as the grade distribution of a given deposit defined by pit, phase, and different material types. Cut-off grade optimization algorithms have been developed in the past. The most common criteria used in cut-off grade optimization is to maximize the net present value (NPV). This paper describes the determination of a cut-off grade strategy based on Lane?s algorithm adding an optimization factor based on the generalized reduced gradient (GRG) algorithm to maximize the project?s NPV. The introduced algorithm is a windows based program developed at Virginia Tech that is based on a series of Visual Basic routines within a spreadsheet environment (Excel).The benefits of the methodology are demonstrated using a hypothetical case study. The C.S.I.R.O. acid alumina process employs the essential steps of digestion, hydrolysis and calcination to produce pure alumina from ores too high in silica or too low in grade for the Bayer process. The two latter stages have been described in some detail previously but the digestion stage requires separate discussion since ores vary widely in composition and reactivity. Kaolinitic clays require roasting to 800°C to render the alumina soluble in the 11 per cent sulphuric acid used in the process while some ferruginous laterites require roasting to reduce the reactivity of iron minerals.The iron content of pregnant solutions is kept at a low figure by digesting at temperatures where the solubilities of ferric oxide or basic ferric sulphates are small. A two-stage, counter-current digestion is necessary to extract a high percentage of alumina from the ores and to produce a basic pregnant liquor with an SO3 : AI 203 ratio of 1'\1 suitable for high temperature hydrolysis. The second stage of digestion, called the modification stage, treats slightly acid liquors with excess of ore in the temperature range 1200-1400C.The first stage operates at 170°-1900C to extract further alumina from modification residues, using recycled acid obtained from later steps of the process. Both temperature ranges are critical for economic operation and for proper control of the iron content of solutions. In batch experiments, 30 min is regarded as a suitable retention time for digestion and modification; ores which require much longer than this are less suitable for the process. Impurities such as silica, and titanium and vanadium oxides are discarded in the residue along with iron oxide, and do not contaminate the final product. Bivalent metallic sulphates such as MgSO4, can build up in the circuit to a very considerable degree without affecting product purity.Comparison with other processes shows that the C.S.I.R.O. process is superior for control of contamination by iron, which is the major problem in acid processes. The pure intermediate product (3Al203.4S03.9H20) is also more convenient for calcination to alumina than the hydrated aluminium sulphate usually recovered in other processes. Detailed cost comparisons must await pilot-plant evaluation of the C.S.LR.O process.

For practical purposes of the use of information resources in the field of geomechanics and mine surveying with accepted mining technology in mines, the authors have developed the packaged software programs of the survey-geomechanical information system with database objects of mine field. This system enables to execute the graphical representation of workings layout in preset scale, axonometric projection, the zones of higher ground pressure: program packages for calculations of rock pressure manifestations and for selection of suitable support facilities for the permanent, development and active workings and vertical shafts based on the information resources of the State Research Institute of Mining Geomechanics & Mine Surveying (VNIMI). The program packages are applied at coal mines in Russia and in Kazakhstan. The profitable operation of coal mines can be reached only by the combined optimal engineering decisions in mine working's laying-out and their reliability and safety at the stages of their designing and exploitation, and with minimal harm of the environment as well. This problem is being complicated by the fact that today the mining-practicing engineers and designers are ordinarily facing the problem " of an information barrier", when the complexity of controlling systems exceeds the potentialities of traditional management of production practice. Coal mine is a typical representative of complicated systems, because the information about geological structure, physicomechanical properties and stress-strain state of rock mass are of fragmentary character and insufficiently reliable. A mine has a developed network of interrelated workings, by the way, some of them are productive ones being subjected to control to a certain extent, and some of them are abandoned ones being noncontrollable and hazardous in rushes of water, gas, pulp and fire. The ground pressure forces cause the disintegration of rock mass growing with depth. The progress of mining operations constantly changes the geomechanical situation forming the zones of bearing pressure, stress relieving, coal falling, as well as it leads to the pulp movement on the earth surface, breaks the ground water flow, causes deformations and changes in stability of buildings, constructions and natural objects on the earth surface. One should take into account the existence of hazardous zones within the mine field, i.e. the zones of elevated ground pressure, geological dislocations and those ones under natural water reservoirs, ponds, etc. Major coal seams are prone to rock bursts, sudden outbursts, bleeding, endogenic fire. It is obvious, that in practice it is extremely difficult to account for the mentioned above factors in their interrelation.

Asimismo, la utilización de gaviones como paramento externo en el sistema suelo armado, otorga mayor rigidez al mismo en el caso de paredes, taludes más verticales, drenaje y protección contra la erosión. En consecuencia, el uso de gaviones y geomallas es aplicable para la construcción de depósitos de relave y estabilización de depósitos inactivos.

"In November 1942, a preliminary report on the Swartz Mining District by John H. Soule, an engineer of the Bureau of Mines, recommended an exploratory program of diamond drilling. The existence of zinc and lead deposits in this region had been known for many years. In 1943 and 1944, the Federal Geological Survey made a detailed study of the same area. Later work done by the Bureau of Mines in this district followed the suggestions made by these geologists.3/In the latter part of 1944, Felix A. Vogel, Jr., another Bureau engineer, made a study of the Grey Eagle mine in the Kingston Mining District, a few miles northeast of the Swartz district, and his recommendations for diamond drilling were followed in so far as funds permitted. Drilling was started in October 1943 and was completed in June 1945.4/In its program of exploration of Mineral deposits, the .Bureau of Mines 'Ms as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution t national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment for assistance is due to C. H. Johnson, chief of the Rolla Division, Mining Branch, and to various members of the Geological Survey."

Risk factors associated with the development of muscu­loskeletal discomfort and disorders during the operation of heavy mobile equipment include whole-body vibration and awkward and sustained joint postures of the shoulders, neck, and trunk. Cab design may influence awkward postures of the joints, and task duration may influence duration of exposure to awkward and static postures and whole-body vibration. To reduce exposure to risk factors related to the interface between cab design and task, it may be necessary for manufacturers to address cab design. This study assessed the repeatability of a cab design checklist developed to evaluate various design characteristics that can influence exposure to risk factors for musculoskeletal discomfort. The ability of the cab design checklist to identify posture-related deficiencies of design was also assessed. The checklist was used by two administrators across 10 pieces of heavy construction equipment. Video analysis was performed to quantify postures of the neck, shoulder, and trunk; correlation analysis was used to determine whether specific questions from the checklist were associated with the identification of awkward postures. The repeatability assessment resulted in kappa coefficients ranging from 0.52 to 1.0 (good-to-excellent reproducibility) across each piece of equipment, and an overall kappa coefficient of 0.77 (excellent reproducibility) when considering all equipment together. Results from the correlation analysis showed that shoulder flexion posture was correlated with scores from the cab design checklist. However, results of the cab design checklist were not significantly correlated with shoulder abduction or awkward postures of the neck and trunk. Results suggest that the cab design checklist may be useful for identifying cab design characteristics that need further improvement and for identifying design characteristics that increase shoulder flexion. The strength of the repeatability assessment suggests that outcomes of the cab design checklist administered by different individuals may be consistent, independent of the type of equipment being assessed.

Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. At the end of the recent war, reports became available from Europe of the use of tungsten-carbide inserts in percussion rockdrill bits. These bits were used with small size rockdrills, so that the only advantage gained from the use of the harder, abrasion resistant, tungsten-carbide appears to have been the greater life of the bit. Larger machines, such as used in Australia in conventional practice, had to be discarded to protect the relatively brittle tungstencarbide inserts and the vulnerable bonding with the bit body.As it had been found in machine shop practice that some grades of tungsten-carbide had been produced with considerably improved toughness, it was decided by Gold Mines of Australia Ltd. that drilling practice with tungstencarbide bits warranted detailed examination under Australian conditions, and that drilling tests should be undertaken at Morning Star (G.M.A.) Mines N.L., for which it acts as General Manager and Consultant.These investigations progressed through three stages:1. With decreasing ore grades, the tailings of mining operations are becoming of increasing interest as metal-containing secondary raw materials. The objective of the current work was to investigate chloride leaching of gold, copper, cobalt, nickel, and zinc present in the flotation tailings. In the current study, the effect of cupric ion as an oxidant (0–50 g/L) and NaCl (150–250 g/L) on metals extraction was investigated. The other parameters, such as pH (1.8), temperature (95 °C), solid/liquid ratio (25%), oxygen feed rate (1200 mL/min), leaching time (24 h), and stirring rate (950 rpm), were kept constant. Gold dissolution rate was shown to increase with increase in cupric ion concentrations up to 50 g/L. Also, increase in NaCl concentration up to 250 g/L increased gold extraction. Majority of the copper present in the flotation tailings could be dissolved with all the all solutions investigated. The other base metals, cobalt, nickel, and zinc extractions were also shown to increase with increase in the cupric ion and sodium chloride concentration. However, even in the absence of cupric ion addition (t = 72 h, 250 g/L NaCl), the final extraction of Cu, Ni, Zn, Co, and Fe increased up to 98, 93, 83, 76, and 80%, respectively. This shows the power of inherently originating oxidants present in the tailings. Furthermore, the solid analysis of the leach residue indicated that leaching the flotation tailings in pure NaCl may result in partial gold dissolution. The results demonstrate that significant amount of metals present in the tailings could be extracted even with only NaCl as added chemical in the presence of oxygen feed, oxidizing agents originating directly from the raw material. This can provide an advantageous cyanide-free method for extraction of metals from very low-grade tailings with low chemical consumption.

This report by the Bureau of Mines is the first of two proposed papers on evaluation of spectrophotometric, spectrographic, polarographic, and other analytical methods for quantitatively determining impurities in high-purity tungsten. Some of the methods described are standard methods that have been successfully applied to determine low-level impurities, several are modifications of known methods, and some procedures are entirely original. The Bureau of Mines is actively engaged in tungsten research because tungsten has an extremely high melting point, in fact the highest of any known metal. The metallurgist must know the content of impurities in tungsten because of the marked effects even micro amounts of impurity elements have on its physical properties. The Bureau procured a number of analyzed samples of above-average purity from research laboratories of companies engaged in production and fabrication of tungsten. These samples were investigated by the analytical procedures of those companies for several metallic impurities. Subsequent analytical laboratory determination of impurities in these samples agreed with the analyses as reported. With this assurance that analytical methods were basically accurate for metallic impurities, procedures for the determination of several of these elements were modified to lower the limits of detection and increase the sensitivity of methods. Carbon and the gases hydrogen, nitrogen, and oxygen were determined by standard instrumental methods, modified to provide greater sensitivity for reliable determinations when content of these elements was low. After the reliability of the modified procedures was affirmed, they were used as a product evaluation guide in the development of a vapor-plating technique for the production of high-purity tungsten. The following list of elements can be determined by one or more of these methods: AI, B, Be, Ca, Co, Cr, Cu, Fe, Mg, Mn, Mo, Ni, Pb, S1, Sn, Ti, V, and Zn. In addition, a vacuum-fusion method for the determination of H, N, and 0, and a conductometric method for carbon are described. Lower limits of determination and detection for each element listed are given.

En ese sentido, el presente texto señala las particularidades de los minerales (tamaño de grano, composición porcentual y grado de liberación) y su determinación cuantitativa a través de técnicas que ostentan sofisticación, donde la primera característica no se determina mediante técnicas no microscópicas, mientras que las dos últimas son factibles de establecer mediante la microscopía óptica, utilizando la metodología desarrollada por uno de los autores. Dicha metodología es compatible con el entorno instrumental y tecnológico de la mediana y pequeña minería, aunque puede ser utilizada con igual beneficio por la gran minería. Asimismo se presenta dos ejemplos actuales de cómo la aplicación de estudios microscópicos al proceso metalúrgico que se utiliza en la mina Atacocha, un yacimiento polimetálico ubicado en los Andes centrales del Perú, se desarrolla exitosamente en la optimización del proceso.

Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. Background Population growth and increasingly stringent regulatory controls on water quality across North America have resulted in municipal governments investing heavily in infrastructure to control what are known as Combined Sewer Overflows (CSOs).These are events which occur when combined sewers exceed their conveyance capacity during periods of heavy rainfall or snowmelt. The city of Atlanta, Georgia is one such municipality; with a population of over450,000 within city limits and a sewer system servicing 1.2 million including adjacent jurisdictions, the City of Atlanta has a Combined Sewer System (CSS) encompassing approximately 15% of its total 3,540 km (2,200 miles) of sewers. Atlanta’s CSO discharges to local watercourses began to draw fire from environmental groups in the1980s. As a result, in the early 1990s, the City constructed a series of CSO control facilities which provided screening and chlorination at seven CSO discharge points across the CSS watershed. Unfortunately, these facilities were not capable of handling all of the overflows generated due to heavy storm events; frequently, untreated water was bypassed around the treatment facilities. The federal Environmental Protection Agency (EPA) deemed that water quality standards were being violated by these discharges, and a suit was brought against the City to force a higher standard of compliance. As a result, the City entered into a federal Consent Decree which would bring CSOs into compliance with federal standards by 2007. A critical component of this plan was the design and construction of the West Area CSO Tunnels and Pumping Station. In February 2003 the City’s Department of Watershed Management retained the services of Jordan Jones & Goulding/Hatch Mott MacDonald/Delon Hampton Associates (JDH Joint Venture) to design and provide construction management ser-vices for the project, which was designed to capture combined sewage from three of the City’s existing CSO facilities on the northern end of the CSS watershed. The design consisted of two connected tunnels which would convey the wastewater originating from the North Avenue, Clear Creek, and Tanyard Creek CSO facilities to a submersible wet well pumping station located at the R.M. Clayton Water Reclamation Center (WRC). Since the majority of the effluent stream consisted of storm water, the City elected to design and construct a separate treatment plant. This plant was designed under a separate contract, and is currently under construction.

These environmental and social guidelines, also known as the Safeguard Policies, are the strictest international standards in the area of financing of major investment projects. The Safeguard Policies are procedural and quality guidelines by means of which socially and environmentally relevant impacts can be taken into account in the planning and implementation phase of a project. Objectives of the Bank Safeguard Policies are to ensure that environmental and social issues are evaluated in decision-making, to reduce and manage risk of projects and programs, and to provide a mechanism for consultation and disclosure of information. They are often referred to as the "10+1 Safeguard Policies," since ten of the guidelines address environmentally and socially relevant issues, while one guideline is exclusively concerned with public participation ("Public Disclosure"). In the presentation, the transparency of risk management measures and emergency response plans in pipeline projects will be discussed as an indicator of sustainability. The discussion is to be carried out on the basis of the results of an evaluation of several major pipeline projects, which have been financed at least in part by multilateral banks over the past few years. The controversies surrounding some of these projects due environmentally and socially relevant impairments connected with the investments have also been addressed by the Extractive Industry Report of the World Bank. Pipeline construction was the investment type chosen for the examination to be presented here, since pipelines frequently start in remote, unspoiled regions, and their routes often cross various natural zones and areas with various social structures. The question of safety during construction and operation of the line is always central to these projects; not only for the responsible authorities but also for other societal groups involved, such as environmental associations."
