National Minerals Advisory Council A meeting of the National Minerals Advisory Council on August 3rd in Washington, D. C., indicated the vitally important part that the mining industry is to play in the mobilization program. Director James Boyd of the Bureau of Mines told the Council that the Department of the Interior would review the recommendations of all the Council's commodity committees with regard for mobilization planning in the light of the changed international picture. The Council was requested to reactivate its commodity committees and have them gather all available data on supplies, their sources and availability and present and potential production of the minerals and metals represented on each committee. Data on labor, machinery, transportation, automotive and stationary equipment, power, fuel, lumber, water supply are a few of the important items called for in the reports, which are to be presented at a meeting of the Council on September 1 at Salt Lake City. The material in the reports will become the basis for discussing metal and mineral requirements at that time. Discussion at the meeting bared several $64 questions, probably the most important of which are the following: 1. Which of the war-essential metals and minerals and in what quantities can we reasonably expect to get them from abroad under threat of submarines? 2. How are we going to meet the manpower problem posed by (a) migration of labor from mining to manufacturing since the end of World War II and (b) the draft and the calling up of reservists? Opinion was expressed by industry spokesman at the meeting that the function of complying with mobilization requirements be left to those in the industry itself; that is, those having the "know how." This view contended that any administrating governmental agency should be kept as small and streamlined as possible. There was general sentiment against the reactivation of the wartime Premium Price Plan or other bonus plans as a stimulus to production. The thought was emphasized that what was needed was a change in the basic conditions which have fostered the decline in domestic mining activity in the postwar years. One such condition, long overdue for correction, is the tax structure as it applies to mining enterprises. Many quarters both in industry and in government favor tax relief along the lines suggested in the six tax recommendations by the Council to the Secretary of the Interior last December. The Council adopted a resolution expressing a feeling that the following tax recommendations are still feasible and desirable and will accomplish as much toward increasing exploration for new deposits (thereby subsequently increasing production) as will government loans for exploration: (1) Losses from unprofitable ventures should be allowed corporations, partnerships, or individuals as ordinary deduction against current income. (2) Development costs after discovery should be recognized as operating expenses. (3) Allowance for depletion should be made to the stockholder as well as to the corporation. (4) Income should not be taxed without full allowance for losses of loss years. (5) Adequate allowances for percentage depletion should be made. A discussion of the manpower problem led to the Council's acceptance of a resolution advising that "military authorities should proceed with caution in depriving the mining and metallurgical industry of its manpower." The resolution strongly urged that no personnel "directly engaged in exploration, development, production or supervision (of strategic and critical materials) should be drafted for the armed forces, at least until the anticipated demands upon these producers are clarified." Stockpiles The Munitions Board's "Stockpile Report to the Congress" of July 23, 1950 revealed: (1) The total estimated value of the stockpile objective is $4,051,714,510 at the close of fiscal year 1950. (2) The total value of the stockpile on hand, at the close of fiscal 1950 was $1,556,154,352 or 38.4 pct of the total stockpile objective. An additional $494,948,060 was on order, making a total of 50.6 pct on hand plus the amount on order. (3) Materials obtained for the stockpile by the ECA from January to June 1950 amounted to $13,112,085, while development projects by ECA during this period involved the expenditure of $9,322,000, mainly with counterpart funds. Shortly after the start of the Korean conflict it was felt that Congress ould appropriate greatly increased sums for the purchase of materials for the stockpile. This stimulus to the program may increase the dollar earnings of those European nations that are present or potential contractors in our stockpiling program. Such a development would mean that these nations could add to their gold reserves, thereby stabilizing their respective economies and hastening recovery. This seems to be the picture for the next six months anyway. The "bug" appears when it is realized that the increased threat of total world war actually may retard recovery in Europe as nations on the continent may feel inclined to devote more of their resources to defense programs. Industries Essential to Defense The Department of Commerce in response to a request by the Department of Defense issued on August 3, 1950 a "Tentative List of Essential Activities" as a "guide for calling up for active duty members of the civilian components of the Armed Forces." The list includes the following: Primary Metal Industries. Included herein are establishments engaged in the smelting and refining of ferrous and nonferrous metals from ore, pig, or scrap. Metal Mining. This category includes establishments primarily engaged in mining, developing mines or exploring for metallic minerals (ores). This group includes all ore dressing and beneficiating operations. Anthracite Mining, Bituminous Coal and Lignite Mining, Crude Petroleum and Natural Gas Extraction, Mining and Quarrying of Nonmetallic Minerals, Except Fuels. Challenge to the Mining Industry The source of our country's great strength lies in its capacity to produce. In times of stress such things as national morale and manpower are all-important but without a capable industrial machine we would be helpless. That machine must be fed with minerals and metals in order to generate and maintain momentum sufficient to insure success. Consequences of the lack of adequate supplies of essential metals and minerals to increase and sustain our industrial power are not pleasant to contemplate. It is absolutely imperative that we put forth Herculean effort to guarantee ample supplies of such essential materials as copper, lead, zinc, manganese, antimony, mercury, tungsten, tin, chromite, nickel, cobalt, iron ore and rubber. The mining industry faces a challenge more serious than ever existed before in the history of our country. The industry must be equal to the task.

In the search for practical geological problems amenable to solution by the potential methods, the geophysicist is led to study mathematically various theoretical cases. In these idealistic discussions, the media under consideration are generally supposed to be homogeneous and iso-tropic. The geophysicist, of course, realizes perfectly that these conditions do not occur in their entirety in reality. However, the assumptions made are justified, because very often they are necessary in order to render possible an exhaustive study of a given problem, which otherwise would be too complicated, and would not lend itself to a complete mathematical analysis. Of the above two assumptions, that concerning the homogeneity of a given geological formation is satisfactorily realized except in so far as isotropy is concerned, since this property is not often encountered in practice. As a consequence, it is very desirable for the geophysicist to have quite an extensive knowledge of the properties of anisotropic formations, and of the laws that govern the propagation of electric current therein. With such principles in mind, he will be able to decide whether the conclusions arrived at in simple, isotropic conditions are still correct in more complex cases, or in what way they must be modified or adapted in order to constitute a sound basis for the interpretation of the results obtained in anisotropic media. On the other hand, the fact that in anisotropic formations the mobility of the ions is greater along the strike than perpendicular thereto can be utilized for determining the direction of the dip by induction measurements. We therefore propose to study in three successive chapters the following points: 1. Propagation of the electric current in anisotropic media. 2. Some consequences of the anisotropy of geological formations with reference to the surface electrical measurements, and their interpretation. 3. Determination of the direction of the dip of anisotropic formations by surface induction measurements.

At the Seventh International Congress of Applied Chemistry I presented a paper,' The Assay and Valuation of Gold-Bullion, in which are briefly mentioned a few illustrations of different methods of sampling gold-bullion, particularly cyanide-bars. Since then I have carried on an extensive investigation upon the sampling of gold-bullion in relation to its effects upon the assay-results, in connection with the statement of accounts between the smaller assay-offices of the United States which purchase gold-bullion and the mints where the purchases are re-deposited. Under the name of gold-bullion are included metals of widely different composition. We may have practically pure metal, 999.75 fine or even more in gold; alloys of .gold and silver with only trifling amounts of base metal; alloys of gold and copper with trifling amounts of other metals; ternary alloys of gold, silver, and copper, or gold, silver, and lead; and most complex alloys of from five to eight or more constituents of ordinary occurrence, besides some of the rarer metals occasi'onally. In any one or all of these classes we may have one or more of the metalloids, which may add to our difficulties. Of course, with metal 999.75 fine in gold there is only slight opportunity for different samples to differ in fineness, but on such fine metal we expect the assays to agree very closely, and the sampling must be done with the utmost care. When possible, dip- or granulation-samples of the molten metal should be taken; but when it is necessary to sample bars, the chief point to guard against is surface-dirt.

Fertilizer normally is spoken of as having three main components: nitrogen, phosphorus and pot- ash. Certainly, however sulfur must also be considered a basic component of fertilizers, even though in many instances it does not end up as a part of the end product. In addition, with heavier cropping and the resultant drain of plant foods from the soil, we have now reached a point where the minor elements necessary for plant growth have become a major factor in the fertilizer industry.

GENTLEMEN Submitted herewith are the report of the Treasurer for the year 1938 and reports for the same year of the following standing committees: Admissions, Membership, Papers and Publications, Mining and Metal¬lurgy (Magazine), Library, Speakers for Local Sections and Student Societies, and Student Relations. To these reports members are referred for further details. Membership.-The end of the year 1938 saw Institute membership at an all-time peak: 12,474, made up of 2898 Student Associates and 9576 members of other classifications. The next highest level had been reached at the end of 1921 when corresponding figures were: total, 10,329; student members, 1450; all other classifications, 8879. The net gain for the year was 1495, of which 751 were Student Associates and 744 in the other categories. Two factors contribute to the growth of membership: (1) the enrolment of new members; and (2) the retention of members already on the roll as reflected in a relatively small number of resignations and suspensions for nonpayment of dues. For the first, much credit goes properly to the general Membership Committee that functioned for a second year under the chairmanship of Clyde E. Williams. With the cooperation of Institute members in general, to whom Mr. Williams expresses appreciation in his report, the Committee has been successful in acquainting eligible nonmembers with the purposes, activities and advantages of the Institute. The result has been the receipt during the year of 1162 applications, exclusive of Student Associates. This compares with 1212 during 1937 and 1266 during 1936. However, in considering this modest decline, account must be taken of the somewhat less prosperous conditions prevailing in the mineral industries and, consequently, among engineers engaged ?in those industries.

ESSENTIAL requirements for ensuring safe working atmospheres in underground metal mines are planned systems of ventilation and provision for effective distribution of sufficient volumes of air by auxiliary equipment. Investigators1 in the past have suggested that quantities of air supply ranging from 300 to 800 cu. ft. of air per minute per man underground are necessary, to establish adequate general ventilation. These fundamentals are just as important as the use of water in dust suppression, control of blasting, the use of personal protective equipment, frequent inspection of working areas and education of employees in good dust-prevention practice. During the past two years the necessity for direct control of the underground working environment has become particularly urgent. The increase in production rate, with two-shift and three-shift operation replacing the single shift, has complicated the problem of dealing with excessive concentrations of blasting fumes and gases, carbon dioxide and monoxide, heat and oxygen deficiency. Although previous industrial hygiene programs had given consideration to these factors, they were generally regarded by mine operators as secondary to the control of dust hazards. Today, blasting smoke in a mining area means delayed production because the miner cannot return to his work place after a short interval. Smoke on the haulage level means a safety hazard and exposure of the underground employees to excessive concentrations of atmospheric contaminants. Exposure to the moderately excessive concentrations of carbon dioxide and monoxide found in metal mines has caused physiological disturbances and a decreased capacity for work; deficiency of oxygen, in some cases to as low as 3 per cent, has resulted in fatalities. During the past 10 years the Saranac Laboratory2 has been associated with the iron mines in the Upper Peninsula of Michigan and Wisconsin in developing and maintaining an industrial hygiene and silicosis-prevention program. At present, about 35 underground iron-ore mines are operated full time in this area. With two exceptions, all of them are ventilated by main fan installations installed either on surface or underground. ,The types of mining used in these mines may be classified either as sublevel cave, radial top slice or sublevel stope, and the procedures commonly employed in the ventilation of these three types are described in Figs. 1 and 2. A number of different methods of mine ventilation had been in use in this area when the study was started. Natural ventilation had proved unsatisfactory. The wide variation between low air volumes during the summer months and higher volumes during winter led to unpredictable conditions that were difficult to control. INTRODUCTION THE correlation of property changes during precipitation with structure has progressed, sometimes rapidly but other times more slowly, since the fundamental discovery of Merica, Waltenberg and Scott.1 The predominent factor that hampered the progress has been limitations imposed by the various detection methods. Refinements in X ray diffraction techniques and in metallographic methods, which have been extended by the electron microscope, have contributed new information within the last few years. These permit an extension of the theory as proposed by Mehl and fetter in 1940.2 Now that a suffcient number of alloys has been investigated to establish a general mechanism of the precipitation process, a correlation of the facts into a generally applicable theory of age-hardening is both warranted and desirable. 'I he purpose of the paper is to provide an orderly correlation of the phenomenological facts of precipitation hardening. Speculation on mechanism of hardening will be confined to that consistent with existing theories of hardening. Age-hardening accompanies the formation of a new structure, the precipitate, as provided by an alloy system in which solid solubility decreases with decreasing temperature. Upon this premise alone all such systems would be expected to include age-hardenable alloys. Alas, this is not always the case. Few attempts have been made to explain the variable degree of age-hardening among different alloys or to explain the influence of small alloying additions upon the hardening. STATISTICAL methods are becoming increasingly important for inter-preting routine reports, or for analyzing special test data in industrial plants, such as steel plants. They have already become practically a necessity to the plant metallurgist. A paper by Chancellor,1 written in 1933, gives many examples of the benefits the plant metallurgist can derive from the use of these methods. The present paper discusses applications of importance to many others who must analyze reports in the steel plant, as well as other examples of interest to metallurgists. Statistical Methods Logically Suited to Plant Problems.-Statistical methods are not new as a branch of mathematics. Until comparatively recently, however, practical applications were confined mainly to actuarial science, biology, and economics; fields in which an observed result is obviously influenced (and often determined) by a complicated set of vari-ables more or less constantly tending to affect it. As pointed out by Daeves, 2 a decade or more ago, problems in industry are basically similar to those in these other fields in that a given result is at least partly due to that chance combination of causes happening to be present at the time. When trying to do the same thing repeatedly, constant results are never attained; they vary about the desired result with more or less well defined mathematical regularity. Such a condition arises out of the great number of factors tending to affect the final result. If statistical methods are so valuable to the biologist or economist, why then should they not also be of great value to plant managers and engineers, and to all who must interpret reports from various sources in the industrial plant? Within the last few years, industry has become conscious of this situation, and the use of these methods has been rapidly expanding in such plants. ?

The effect of aluminum additions on the coating vale and corrosion resistance of Cr-Fe diffusiou coalings on a mild steel substvate has been studied. Aluminum additions up to 2 wt pct increase the chromium penetration rate while further additions retard it. Because of the broad scope of my topic I will discuss my subject from the point of view of a present status of the metallic materials that are used in structures and will dwell primarily on those structures related to high- performance aerospace systems. Thus, I can best portray the status of these structural materials as related to existing transportation systems, delineating some of the highlights of alloy development, fabrication, and properties obtained. I shall point out what are, in my opinion, the needed solutions to pressing unsolved metallurgical problems connected with certain selected metals: aluminum alloys, beryllium, titanium, steels, superalloys, refractory metals and some metal-matrix composites. Aluminum Alloys For a number of years a series of strong aluminum alloys used for airframes has had an important bearing on the development of minimum- weight, highly efficient structures. Among these alloys are such familiar ones as 2024-T3, 2014-T6, 7075-T6, 7079-T6 and 7178-T6. A review of the development and use of strong aluminum alloys in aircraft structures indicates that before about 25 years ago there was very little application of products other than forgings in the high-strength tempers produced by precipitation heat treating to T6- or T8-type tempers. 1 As stated by Dix in 1944, "There has been a gradual evolution in engineering viewpoint regarding the mechanical characteristics which are required in a structural material suitable for aircraft. Formerly, emphasis was placed on a generous spread between yield and tensile strengths, on elongation, on impact strength and on resistance to corrosion. Aircraft structural engineers still differ widely as to the importance which they attach to these proper tie.” 2 It is fair to say that this evolution is still taking place, that the problem is much the same in 1970 as in 1944 - except that strength levels have advanced some - and the question remains as to how far we can go in that direction. In the meantime, a new group of alloys has received acceptance and widespread use. The first alloy of this group, 7075-T6, was formally introduced by Dix's 1944 paper. The Fifth Class, that of the OXIDES, is subdivided into three sections, according to the positive element present. The oxides of the non-metal silicon are placed by themselves, but it will be noted that the compounds of the related element titanium are included with those of the metals proper. This last is made necessary by the fact that in one of its forms TiOz is isomorphous with MnOp and PbOz. A series of oxygen compounds which are properly to be viewed as salts, e.g., the species of the Spinel Group and a few others, are for convenience also included in this class.

Auburn Dam will be a thin, double-curvature concrete arch dam about 685 ft high. With a crest length of about 4000 ft, it will be the world's longest single-arch dam. The site is located on the North Fork of the American River about 40 miles northeast of Sacramento, Calif. Construction is scheduled to get under way in 1970. In planning for the design and construction of Auburn Dam (see artist's conception), the foundation material, with its various discontinuities, is being investigated and the structural characteristics of the rock mass evaluated. The investigation and testing programs will aid in defining the pertinent geologic features and their individual and cumulative influence on the foundation. The work includes geologic surface mapping, surface trenching, core drilling, geophysics, tunneling, excavating shafts and raises, performing in-situ tests, and conducting laboratory tests on core and block samples. Competent amphibolite is the predominant material in the foundation, but significant bodies of chloritic, talcose, and metasedimentary rocks, a strongly developed jointing pattern, faults, and shear zones also affect the deformability of the rock mass. A comprehensive rock mechanics program, closely coordinated with geologic investigations as well as the engineering studies, therefore is required The rock mechanics work is a combination of many analytical studies and experimental investigations. The experimental work includes laboratory tests on core samples from holes drilled for geological studies of the entire foundation and in-situ tests performed in selected areas. The laboratory testing program evaluates the general properties of all important rock types and aids in correlating many of the key structural features encountered within the foundation. That metallographic structures analogous to the martensite of steel may be found in certain copper-aluminum and copper-tin alloys has been known for many years; similar structures recently were found in certain copper-zinc a1loys.l In all three of these alloy systems the martensite structures result from transformation of the metastable fi phase when the speed of cooling from the B range is sufficiently high to suppress decomposition into equilibrium phases. In the normal decomposition of solid solutions into equilibrium phases, diffusion is needed to bring about the necessary changes in concentration, and the rate of reaction falls almost to zero at temperatures slightly above room temperature. The rates of reaction for martensite processes, however, are not dependent upon temperature; the transformation does not require rendjustments of concentration. For example, the martensite transformation in 60:40 (B) copper-zinc does not begin until the temperature has dropped to about minus 30" C., and then continues down to minus 130" C. and probably even at lower temperatures.' Furthermore, martensite processes apparently proceed only while the tempcrature is falling, within the proper range, and cease completely while the temperature is held constant ;$ and they cannot be suppressed by extremely rapid cooling although the rate of cooling for some alloys may be increased to over 10,000 times the critical cooling velocity. Isaitschew, Kaminsky and Kurdjumow2 account for these observed behaviors of rnartensite processes by postulating that the mechanism 6I... consists in a regular rearrangement of the lattice in such a way

The work to be described was undertaken at various periods from 1937 to 1939 on the Busia gold field, in the eastern province of Uganda. It was decided to examine the possibility of reef prospection by the resistivity method, for it was not known how far the usually disintegrated nature of most reefs in the ubiquitous laterite near the surface would obscure indications obtained by resistivity traverses. The work at the commencement was therefore largely experimental, but the results obtained thereby were satisfactory, and a survey was started at the Government closed area at Amonikakine. With the limited time and resources at the writer's disposal, it was not possible to complete the survey to his satisfaction or to follow up exhaustively all the geophysical indications, but some of the results of the experimental work and the survey were of sufficient interest to be worth recording; in particular the relation between the width of reef, electrode separation and shape of the curve, and the interference effect of constant separation curves over zones of float are significant and useful. Three new veins were located, but only one contained sufficient gold to warrant detailed prospection. This was called the Geophysical reef, and was uncovered over a strike distance of 1140 ft., and there are indications that it extends over a distance of 1990 ft. These results and the recom- mendations consequent therefrom were embodied in a special report to the Uganda Geological Survey. History OF the Field The Busia field is in the southeastern corner of Uganda near the Kenya-Uganda border, and is about 17 miles north of the northeastern corner of Lake Victoria. Gold was first discovered in the area in the stream beds by Davies1,2 in 1932. Subsequently numerous small alluvial claims were worked by prospectors and the area was prospected for reef by a company for periods varying from three to nine months, but was finally abandoned, as the results were considered unfavorable. Further prospecting by the Geological Survey in 1935-1936 under Davies8 and later under the writer4 uncovered three reefs with sufficient gold values to be of economic interest. These were finally taken over by a company known as Borderland Syndicate, which still owns the area, and from September 1937 to the end of 1941 about 13,000 oz. of gold was extracted from reefs of the area proved by the Geological Survey. Opencast mining operations are still proceeding (February 1943). The Amonikakine area lies to the immediate north of that of Borderland Syndicate. A certain amount of prospecting had been done when the writer started work there. As a result of his report, this area was taken over by another syndicate, but little further work was accomplished before it ceased operating because of difficulties of wartime working.

"The power development at these falls, three miles below the city of Great Falls, was made in 1891 by the original Great Falls Water Power & Townsite Company, and the Boston & Montana Consolidated Copper & Silver Mining company, the predecessor of the Boston & Montana Reduction Department mentioned above.The dam is 746 feet long, placed a short distance above the crest of the falls, and giving an effective head, as now constructed, of from 42 to 44 feet. There are power houses on both banks, those on the south bank belong to the Great Falls Power company, the successor of the Great Falls \!\Tater Power & Townsite Company, and the Great Falls Electric properties. The water is led from the dam to these power houses through sheet iron pen-stocks the water wheels are of the horizontal turbine type, and of various sizes.The water is here carried from the dam to the power houses by an open canal or headrace, the walls of which are concrete. This headrace is 100 feet wide at the widest point. The available head was originally less than 40 feet, but this was increased to about 44 feet by means of flashboards and tailrace wall, seperating the tailrace from the main river and delivering the water to the river at a considerable distance below the power house, thus taking advantage of a considerable fall in the river below the sheer fall at Black Eagle.A total of about 12,000 horse power 1s developed at these falls, the Great Falls Power Company, and Great Falls Electric properties developing about 2,000 horse power, and the Anaconda Copper Mining Company developing the balance."

The work to be described was undertaken at various periods from 1937 to 1939 on the Busia gold field, in the eastern province of Uganda. It was decided to examine the possibility of reef prospection by the resistivity method, for it was not known how far the usually disintegrated nature of most reefs in the ubiquitous laterite near the surface would obscure indications obtained by resistivity traverses. The work at the commencement was therefore largely experimental, but the results obtained thereby were satisfactory, and a survey was started at the Government closed area at Amonikakine. With the limited time and resources at the writer's disposal, it was not possible to complete the survey to his satisfaction or to follow up exhaustively all the geophysical indications, but some of the results of the experimental work and the survey were of sufficient interest to be worth recording; in particular the relation between the width of reef, electrode separation and shape of the curve, and the interference effect of constant separation curves over zones of float are significant and useful. Three new veins were located, but only one contained sufficient gold to warrant detailed prospection. This was called the Geophysical reef, and was uncovered over a strike distance of 1140 ft., and there are indications that it extends over a distance of 1990 ft. These results and the recom- mendations consequent therefrom were embodied in a special report to the Uganda Geological Survey. History OF the Field The Busia field is in the southeastern corner of Uganda near the Kenya-Uganda border, and is about 17 miles north of the northeastern corner of Lake Victoria. Gold was first discovered in the area in the stream beds by Davies1,2 in 1932. Subsequently numerous small alluvial claims were worked by prospectors and the area was prospected for reef by a company for periods varying from three to nine months, but was finally abandoned, as the results were considered unfavorable. Further prospecting by the Geological Survey in 1935-1936 under Davies8 and later under the writer4 uncovered three reefs with sufficient gold values to be of economic interest. These were finally taken over by a company known as Borderland Syndicate, which still owns the area, and from September 1937 to the end of 1941 about 13,000 oz. of gold was extracted from reefs of the area proved by the Geological Survey. Opencast mining operations are still proceeding (February 1943). The Amonikakine area lies to the immediate north of that of Borderland Syndicate. A certain amount of prospecting had been done when the writer started work there. As a result of his report, this area was taken over by another syndicate, but little further work was accomplished before it ceased operating because of difficulties of wartime working.
