The study of strain waves in rock over the past decade has, for the most part, been an investigation related, but not applied, to rock blasting; the design of rock blasts has proceeded on a basis that is independent of strain wave research. This duality is reflected in the paper by Dr. Clark.1 While the greater part of the paper is devoted to a discussion of spherical waves in elastic and visco-elastic media, it is in an entirely unrelated section, the section on scaling and cratering, that the practical approach to rock blasting is found. Work done by the U. S. Bureau of Mines, as described in the paper by Duvall, Atchison, and Fogelson,2 has established a correlation between crater dimensions and the peak compressive strain in the rock. Strain wave measurements have thus been used to compare explosives but have not, as yet, been applied to the planning of a production round once an explosive has been selected. The optimum burden, for instance, is still determined either by experience, empirical formulae (e.g. that of Langefors 3), or a cratering experiment and the theory that has been developed around that proposed by Livingston.4 Even then there is some ambiguity in applying deductions from short, concentrated explosive charges to the long charges often used in practice (although Bauer 5 reports doing this with considerable success) and wave theory has until recently thrown no light on this problem, being confined, with only a few exceptions, to spherical charges. The hesitation in applying strain wave theory has probably been due to two questions that have not been answered satisfactorily: just how important is the strain wave in rock breakage, and if it is important, under what conditions will the wave break rock? This paper is an attempt to answer the first question, to avoid the second question by an admittedly oversimplified assumption, and then to investigate the implications of this assumption for blasting with long cylindrical charges.

The following data concerning the general dimensions and district-location of the blast-furnaces of the United States are intended to supplement a paper of similar title, which appears in volume xiv., pages 561 to 577, of the Transactions, and bring the record to the end of the calendar year 1886. The reasons for presenting the figures at so short an interval since the former paper are that the American Iron and Steel Association has lately issued a new directory of iron and steel works (edition of 1886) from which many of the plants which have been inactive are omitted and new industries added, to such an extent as to materially affect the figures presented in the first paper; and also that the improvement in business has encouraged a production of pig-iron in 1886 in excess of any previous outputs, and the results obtained in the industry at large as well as at individual plants form a better index of what the American furnaces can accomplish than those heretofore presented. The statement will not be extended beyond the production of pigiron, although it could well be made to include the manufactured iron and steel; and while the data given have been verified as far as possible up to the close of the year 1886, no attempt, except in special cases, has been made to note the changes which have taken place since that time—changes which within the next twelvemouth will affect some of the figures here presented. At the close of the year 1886 there were 579 blast-furnaces reported on the active list—an apparent decrease, as compared with my former paper, of 97 stacks; but this was not an actual decrease, since most of the furnaces dropped from the Directory were those which, owing to location, inefficient equipment, or fake of ore-supplies, etc., were considered likely to remain inactive, although a number of them will possibly be temporarily put into blast with iron advancing in price. The purpose of any accident-prevention program is the curtailment or entire elimination of injuries and fatalities. It is a job that is never finished in the coal-mining industry. Day by day, on shift and off shift, men are exposed to injury and death in varying numbers. Seldom is it possible to lock up at the end of the shift and leave a mine plant in the care of a sleepy watchman, as can be done at most manufacturing plants. Even on off shifts there are maintenance and supply crews, coal cutters, pumpers and ventilation men exposed to danger. The prevention program of The Koppers Coal Co. recognizes two primary facts: First, no program can be successful without the full support of the management and complete knowledge of the job at hand on the part of every supervisor. Second, and equally important, is the full cooperation of every employee in observing the safety rules and practices set up by the management. Conscious day-to-day concern for his safety by the individual worker is the longest stride toward a good safety experience. How to accomplish the education of the individual worker and supervisor for safety is the problem of The Koppers Coal Co., as it is the problem of all coal companies. Safety Rules A simply stated set of Safety Rules and Practices for the government of employees is the starting point with The Koppers Coal Co. There are but 13 of these rules, which are short, easily understood and followed by a campaign of education and inspection. IN THE southwestern Wisconsin zinc district, lying in Lafayette, Grant, and Iowa Counties, and the adjoining territory in northwestern Illinois, the orebodies are generally small, and are mined out in a few years. Many of the mines are developed with an expectation of five years or less of actual production. For this reason, as well as for considerations of economy, certain features in the development practice, which have been worked out with a view toward keeping the ratio of time required for, development to that occupied by actual production as small as possible, are of interest. ORGANIZATION The organization of a crew for, this work is as follows: Inasmuch as speed in sinking is desirable, the shaft crew comprises three shifts working 8 hr. each. In the smaller shafts, running up to 6 by 12 ft. (1.8 by 3.6 in.) in size, two men are employed on a shift; in larger shafts an additional man is usually employed. A mine foreman, or ground boss, has general control of the work of the three shifts. He is usually with the crew on the first and the early part of the second shifts, and plans the work to be done for the third shift when it comes on. His schedule, of course, is flexible and when pump changes, or other special conditions warrant, he, arranges his working time to suit the occasion. The surface crew for a sinking operation is made up of two hoistermen, each working 12-hr. shifts. Since the various operations in the shaft must be conducted in succession,. and not in combination, one with the other, separate attendance for hoisting and general plant is unnecessary. Drilling is done when no hoisting is necessary and vice versa. The hoisterman trams out and dumps the excavated material which the crew in the shaft is mucking, as a part of his regular hoisting work.

Lack of reliable detailed production figures for earlier years, together with the loose nomenclature in reference to producing horizons and the application of the term "field" without any definite meaning or restriction, has made it impossible to gather statistical data suitable for the Institute's form. In common with all other producing areas in the United States, Ohio has felt severely the economic ills of the entire industry during the past year. With overproduction, not only of crude but also of refined products, going on throughout the country, the price structure as a direct consequence has weakened on Ohio oils. Valuable crude is being sold at a big loss today because producers arc willing to, and do, sell more than the market can absorb. The axe hangs heavy over the heads of Ohio producers, and will until something constructive is done to keep supply in proportion to demand. This not only applies to Ohio but to the entire industry. Production of Pennsylvania grade in Ohio was under 50 per cent proration, which has been in effect since Oct. 1, 1937. Three price cuts since February have lowered the posted price from $1.70 to $1.18, a 30 per cent reduction; other grades were less drastically reduced. Pipeline storage facilities were limited; many producers were faced with the problem of providing their own storage or the risk of ruining their wells. If they wanted to pull and abandon wells, there was no market for junk equipment. Many employees have been cut to half time and in a number of instances their services entirely dispensed with. Summary of Production and Drilling Both oil and gas production in the state during 1938 showed a definite decline over the previous year. (A table showing production by years from 1876 through 1937 was published in Vol. 127 of the Transactions.) The total production of crude oil in the state for 1938 was 3,357,914 bbl., as compared with 3,654,000 bbl. in 1937, a decrease of 7.1 per cent. At

DURING the early years of the present century a notable interest appeared in American industry in the matter of recovering and render-ing profitable byproducts of manufacturing operations. Among the byproducts of reduction of sulfide ores in many plants large amounts of sulfur dioxide gas were available. In certain instances the concentration of S02 in the gases evolved was, or could be made, sufficient to make them suitable for manufacturing sulfuric acid. At the Anaconda Reduction works such a condition existed. Large tonnages of copper concentrate were being roasted and the roaster gases were available and suitable as a source of sulfuric acid. Earlier work on a large scale at Martinez, Calif., and in the Ducktown region, Tennessee, had shown the feasibility of manufacturing sulfuric acid from the S02 contained in gases arising from the reduction of copper sulfide ores. In California and Tennessee the acid found a ready market in manufacture of fertilizers, while the situation regarding disposal of the sulfuric acid was quite different at Anaconda. No local use for acid existed, and a commodity of such low value could not stand freight charges to consuming centers. There was a very large accumulation of sand tailings from the gravity concentration mill below the plant at Anaconda. This material, made by the comparatively crude methods in use up to about 1915, contained about 13 lb. of copper per ton, largely as sulfide minerals. In 1912 serious research work toward recovery of this copper was instituted and after about two years of laboratory and pilot-plant development, a process for accomplishing it was perfected. This process involved roast-ing the sand tailings, leaching the roasted tailings with sulfuric acid, and throwing out the copper by passing the solutions over scrap iron. Under this plan each ton of sand required the introduction of about 70 lb. of 60° Be. sulfuric acid.

The 400-ton testing machine, ordered in June, 1875, by the United States Board appointed to test "iron, steel, and other metals," has lately been completed at the Watertown Arsenal, thoroughly proved and accepted by the Board. The excellence of the machine in every respect is more than satisfactory, and its accuracy is at first sight astonishing, although an investigation of its principles must show that if the weighing apparatus will weigh at all, it must do so with perfect accuracy, because all its movements are absolutely without friction. The proof experiments were numerous, and the effects of recoil after sudden ruptures at maximum loads, were watched with great care, but without much anxiety, because the weighing parts affected are by no means delicate in structure, and their motion is almost infinitely small. Among the tests were the following : A forged link of hard, wrought iron, 5 inches in diameter between the eyes, was slowly strained in tension, and broke short off with a loud report at 722,800 pounds. The diameter before breaking at the point of fracture was 5.04 inches; after breaking, 4.98 inches. In order to see if the weighing parts had been disturbed by the recoil, which was obviously near the greatest recoil the machine will ever suffer, a horse-hair was next tested; it was 7-1000ths of an inch in diameter; it stretched 30 per cent., and broke at 1 pound. Other horse-hairs vary in tenacity between 1 and 2 pounds. Of course, the accuracy of the machine on such delicate specimens, and indeed on specimens having some hundreds of pounds tenacity, has been checked and proved by other weighing machines. A 5-inch round bar, turned down to 38 inches diameter along the centre, was pulled apart at 430,200 pounds tension. Then some more horse-hairs were tested ; also copper wires 191/2-1000ths of an inch in diameter, which averaged 25 pounds tenacity..

OF the several professions-the chemist, the civil engineer, the mining engineer, the mechanical engineer-the courses of instruction, as arranged at the scientific schools, differ considerably as to the amount of practical information which the student is able to gain. The analytical chemist has facility for a very thorough review of the processes which he will be called upon to perform. The student in civil engineering by his field practical learns the use of his tools and the art of taking field-notes. The mechanical engineering student is in the vicinity of machine-shops, which he can visit, and at which . he can work. The student in mining engineering has no such advantages. The mines are at a distance, and the railroad fare to get to them is oftentimes an insuperable difficulty. The aim of these laboratories is essentially to give to the student in mining and metallurgy a chance to study on a small scale the practical parts of his profession. We cannot, in a small laboratory, build a mine to timber, to work, and to survey; we cannot make artificial quicksands and other impediments to mining. In short, we cannot study exploration; but we can study the mechanical preparation and the subsequent smelting of ores. Before presenting the plan of these laboratories it may be interesting to indicate the progress of the idea from its beginning. During the summer of 1870 President Runkle visited the mines of Colorado, and while there, conceived the idea of making an expedition with the mining students to some of the Western mining regions. He talked over the scheme with many railroad and mining men, and everywhere received encouragement. In the summer of 1871 the Institute party visited the mines of Colorado, and spent six weeks in taking notes of them. President Runkle here conceived the idea of building up a mining and metallurgical laboratory ; and by the aid of Booth & Co. of San Francisco, a stamp-mill was obtained, with the Washoe silver-working apparatus. The year of 1924, in Venezuela, has been one of especial interest. The figures for production marketed are not so impressive, but to the well-informed followers of the development, the ease with which this production has been obtained and with which it apparently can be increased at will merits most careful consideration. For several years, the oil world, especially in the financial centers, has been closely following the slow unfolding. of the' Venezuelan developments, which has been, and still is, one of the great pioneering achievements in the history of oil exploitation. Venezuela, from the first days of its recognition by geologists and financiers as a great future source of oil, has been a field for the enterprising vision of the larger capital groups. The laws of the country have been drafted with almost an inspired foresightedness that has favored the exploitation of the resources along constructive lines, which' has eliminated the irrational promotion schemes that accompany many of the oil developments in the United States. Developments have been exclusively in the hands of strong financial groups, who have followed a conservative policy with respect to the dissemination of detailed information concerning the geological findings and detailed production data. Within the last year, however, the rapid expansion of the production phase of the developments has been on such an important scale and has involved such a large and rapidly increasing personnel, that further restraint with respect to information of a general informative' nature can serve no useful purpose. Certainly, from the volume of references to Venezuelan oil affairs, which are now of almost weekly occurrence in the oil trade journals, the public must appreciate the fact that in Venezuela, and in the Maracaibo district in particular, a new oil region of the first magnitude is about to emerge from comparative obscurity and occupy a commanding position on the stage of world oil affairs.

IT is generally recognized that fluid is lost from rotary drilling mud s to permeable strata during normal drilling operations;1,2,3 but that this fluid is the filtrate from the mud, rather than the mud itself, has been shown by various workers.1,4,5 . The presence of this filtrate in oil-bearing or gas-bearing strata is undesirable and harmful. The decreased permeability of the stratum to oil effected by the presence of water has been pointed out by several investigators,6,7 and since, in the production of the reservoir fluid, the greatest pressure drop occurs immediately adjacent to the borehole, it follows that infiltered water is particularly objectionable in this region. Again, this filtrate tends to make electrical logs less reliable, since oil in the proximity of the borehole is probably flushed out to an appreciable ent by the water.8 Observation of side wall cores may be misleading for the same reason. Drill-stem tests in low-pressure areas may be of doubtful value where no oil is recovered, unless sufficient time is allowed for production of water lost from the mud. The infiltered water may hinder drilling operations by softening shales and causing sloughing; the "tight hole" occasioned by excessive deposition of filter cake in the hole is a common occurrence. The filter cake remaining on the face of the producing formation may itself sometimes be detrimental to production.9 In view of these implications of the importance of filtration of mud, an investigation was undertaken to determine the factors involved in the infiltration process, and to correlate these in such a manner that the values obtained in routine filter tests employing a conventional filter of the "wall-building tester" type,10 together with data on size of hole, drill pipe, and rate of mud circulation, could be used to estimate water loss and distance of penetration of the filtrate into strata.

The ancient copper-mines of Lake Superior, having been destroyed or covered by modern mining-dumps, are not accessible to the present inhabitants of that region, and, since no more are likely to be found, some account of those already discovered, from one who has seen them, may be acceptable to the Institute. Early in May, 1855, I took a party of men to open an ancient pit on the Quincy mine-location. Mr. C. C. Douglas was the " Agent," as mine-managers were then called on Lake Superior. The Quincy Co. had previously done work on a fissure-vein, several hundred feet west of the Amygdaloid lode (afterwards called the Pewabic lode), on which was the ancient pit herein described. 'It was at this pit that the Quincy main shaft was subsequently sunk. The ancient pit showed an apparent depth of about 4 R., but when cleaned out it was shown to he 14 ft. deep, having been filled up by the sliding-in of material composed largely of broken rock, taken out in sinking the ancient shaft, and left near its mouth. Midway of the shaft, and below water-level, was found a scaffolding of white-birch poles, which had been used as a landing, to assist in removing the excavated rock. The shaft was 7 ft. in diameter. The excavation had been done by first building fires in order to disintegrate the rock, as was proved by the abundance of charcoal found; then breaking the softencd rock with hammers of diorite, such as is found in the greenstone range on Keweenaw point. These hammers had about the size of large paving-stones. Only broken ones were found, the whole ones having been doubtless carried away for other work, such as could be traced on the lode for a hundred feet or more to the south. J.-I should like to ask if Mr. Bach does not think it rather harmful to let the amen depend entirely on the company, whether it would not be a good plan to let the men aid a little in the support of these organizations? Also whether he has had any experience with utilizing the Y. M. C. A. in this connection. E. E. BACH, Ellsworth, Pa.-That question is always raised whenever there is discussion upon this subject. So far as we are concerned that would not help a bit; our people do not have that feeling, because .we have a company which these men recognize has a corps of very sympathetic officials in every way. I remember the assistant general manager lived out in one of these mining towns for a while. His difficulty was that every man, no matter what, who or where he was, if he had, or thought lie had, a, complaint, had the right of way to his office, and didn't have to stop at all. That is the spirit that predominates all through it. This is also the spirit of the mine foremen, two of whom were trained in our own night school, and it is the spirit of the fire boss and the general spirit of the people. They do not feel that we are trying to feed them with a spoon. As to the Y. M. C. A., we feel that it would be impracticable for us. R H. VAIL, New York, N. Y.-It would be very interesting if Mr. Bach would tell a little more about the control of the dispensing of intoxicants. There are many communities where the state intends to do that but does not succeed very well, and as Mr. Bach has spoken of the speakeasies on the environment of these towns, it would he well to know more about the problem of eliminating those.

The major oil discovery in 1938 for Wyoming was the General Petroleum Corporation's So. 1 Government, C.NW.SE. of sec. 21-35N-77W, on the Cole Creek structure in central Wyoming, 14 miles northeast of Casper. This well found commercial oil production in basal Cloverly sand (Lakota) at 7978 ft. and was completed on May 28, 1938, at 8019 ft., 3 ft. in Morrison shale. It had an initial produrtion of 10 bbl. of oil an hour but at the end of a 7-day test made 336 bbl. of oil in 24 hr. During 1938, the well produced a total of 23,161 bbl. of oil. It has been agitated about 10 days out of each month to provide fuel for lease and drilling operations, the balance of the time it has been shut in pending the completion of the second well on the structure. The Cole Creek oil is of intermediate base and has an A.P.I. gravity of 32.7". The record of the well contains the "tops" listed in the accompanying tabulation. WHEN miners in the interior coal fields of the United States began the practice of blasting the coal without undercutting, or what is known as "shooting off the solid," many explosions resulted, some of them of great extent and 'violence, and attended with large loss of life. One of the means adopted for preventing this large loss of life, though not preventive of explosions, was to employ shot firers to discharge the shots when all the other employees had gone out of the mine at the end of the day's shift. This system still prevails in most of the Central and Southwestern mines. Following the disaster at Winter Quarters mine, Utah, May 1, 1900, in which 200 lives were lost, a system of firing shots electrically from outside and when the men were out of the mine was adopted at the mines of the Utah Fuel Co.1 This system has also been used in France in certain mines that are subject to instantaneous outbursts of carbonic acid gas. These outbursts generally occurred at shot-firing time, on account of the blasts releasing the gas held in crevices under high pressure. The system was also adopted at a number of other mines in Utah, at the Cokedale mine, Colorado, at the Dawson mines, New Mexico, and in some mines of the Tennessee Coal, Iron & Railroad Co. in the Birmingham Ala. district; and more recently in certain mines in Iowa and Kansas. At first there was considerable trouble from misfires, and in a few instances from premature firing, while men were in the mine, through the shot-firing lines becoming crossed with power lines. Fortunately, however, no loss of life resulted from such premature firing within the knowledge of the writers, and latterly this danger has been reduced to a minimum by certain measures of precaution. Many excellent papers, descriptive of the milling and smelting of every kind of commercial ores, the refining of virgin metals, the casting into various shapes demanded by the trade, the rolling into shapes best suited to the factory machinery and the making of composition alloys to suit every requirement have been issued by the many technical societies dealing with non-ferrous metals. It is a wonderful collection of papers, of which the mining and metallurgical engineers may well be proud, but strange as it may seem, metallurgists in general appear to take the stand that when they have delivered suitable alloys to the foundry and rolled products to the factory their duty to write papers has ceased, at least in so far as the A. I. M. E. is concerned. Still we read in the daily papers that the mining companies are absorbing metal-manufacturing industries. The purpose of this paper is to describe the reclaiming of non-ferrous scrap metals at manufacturing plants, taking as an example the automobile industry. Collection and Disposition of Scrap Until about five years ago, much of the factory scrap, with little or no preliminary treatment, was sold to secondary-metal smelters. Of late years the factory salvage department has become an important part, of the plant in reclaiming everything of value and incidentally does much of the work formerly done by the smelters. Like most good things, it is sometimes overdone, and much work is done at the factory with inexperienced men that could be done much better by experienced skilled labor at the custom smelting plants. Employees of the salvage department collect the waste products in all departments at the source and in that way avoid much contamination. Every reasonable precaution is taken to keep the scrap clean. It is hand-sorted, cut, burned, magnetized, concentrated, separated or compressed, as the case may be, preparatory for re-use in the plant or for selling to others.

IN discussing the influence of a content of gases on metals and alloys we should probably first consider the physical and chemical conditions under which these gases may be present. By a chemical analysis, such as the total extraction of gases from the liquid metal by melting in a graphite crucible in vacuo, we find only the sum of gaseous chemical elements contained in the metal in any form and no reference is made to the special form under which they have been present previously. CONDITION OF GASES IN METALS In considering. gases in metals we may first turn our attention to gases simply dissolved. Because the solubility of almost, any gas decreases suddenly at the freezing point, most of them are released during solidification, developing rise of ingots and blowholes. If only a little gas is dissolved in the molten metal the size of such blowholes may be miscroscopical, or even submicroscopical, resulting in, a certain reduction of the notched-bar impact test values. Hydrogen is believed to become less soluble as the temperature is lowered and therefore increasing quantities of this gas may be evolved during cooling between the freezing point and room temperature, leading to unsoundness of the ingot at weak spots; i.e., at the grain boundaries. This gas at the grain boundaries probably is present at high pressure and therefore impairs the mechanical properties to a degree similar to that found in the hydrogen embrittlement of copper. Usually we may trace such gases by observing rising ingots, or at least by the formation of a characteristic pattern of small grooves upon etching. Another condition of gases present within metals is that of chemical compounds, the most common being oxides and mostly present as slag inclusions of various kinds. If such oxides are insoluble in the liquid metal and emulsify with it, we find microscopical or submicroscopical slag inclusions distributed homogeneously throughout the metal and spread through the whole mass of the crystals. This special form does little harm to the mechanical properties. Some oxides are somewhat soluble

"The nebular theory is a noble speculation supported by plausible argument, and the verdict of science on the whole subject cannot be better expressed than in the words of Newcomb :—'At the present time we can only say that the nebular hypothesis is indicated by the general tendencies of the laws of nature, that it has not been proved to be inconsistent with any fact, that it is almost a necessary consequence of the only theory by which we can account for the origin and conservation of the sun's heat, but that it rests on the assumption that this conservation is to be explained by the laws of nature as we now see them in operation. Should any one be skeptical as to the sufficiency of these laws to account for the present state of things, science can furnish no evidence strong enough to overthrow his doubts until the sun shall be found growing smaller by actual measurement, or the nebulæ be actually seen to condense into stars and systems.' 9.4-1. Basic principles. DESCRIPTION AND BASIC FUNCTIONS. The concept of inclined skip haulage is not new. The basic idea has been in use at least 400 years. The system is essentially a steeply inclined railway utilizing a hoist to pull the skips to the top or intermediate positions. Inclined skip haulage is often justified where high lifts would require long hauls for other haulage systems. The basic system types are as follows: 1. Single skip, single drum. This system is a single car pulled by a simple hoist system. 2. Balanced skip, single drum. A system utilizing two cars (skips on cables)--one overwound, one underwound-on a single drum. The dead weight of one skip and cable balances the dead weight of the other. As one skip ascends the other descends between two fixed points. 3. Balanced skip, double drum. This system is an elaboration of system No. 2, except the drums may be disengaged from one another to permit the skips to service various loading and dumping points. The preceding are major classifications subject to numerous variations. These variations may be in the skipway, skip design, loading methods, or unloading methods. A few examples follow: 1. The skipway may be standard or special railroad, an overhead monorail or cable, or a ramp for rubber tired vehicles. 2. The skip, per se, may be of varying dumping arrangements (side, bottom, etc.) or could be the box of the vehicle hauling to the skip. 3. Loading may be accomplished directly from the service unit to skip, through an intermediate loading device (e.g., a pocket), or into bins which feed the skip. Loading may be at more than one point. 4. Unloading of the skip can be simple or complex as required. Dumping may be to the haulage unit, to bins and feeders, or to a crusher and conveyor system. Dumping may take place at more than one point.

MANY requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulphur on the value of the coal for the particular use for which it is intended. COKE FOR BLAST-FURNACE USE For purposes of illustration, we take the case of coal washed for coke to be used in the iron blast furnace. The method outlined can be made general in its application by substituting for the figures used here the actual operating figures for the particular case under consideration. In general, it costs the blast-furnace operation from 8 to 25 c. per ton of pig iron to slag out each 1 per cent. of ash introduced into the blast furnace by the coke. This figure depends on which one per cent. of ash is removed, and decreases with decrease in ash: When blast furnaces and coal mines are considered as a whole, the figure decreases to zero and then becomes negative, on account of low recovery of washed coal. Various figures1 have been given by different investigators: These figures necessarily differ, not only on account of the differences in operating costs but on account of the difference in the respective fuels as well. For the purpose of this paper, which, as explained, is to point out a method of attacking a certain problem, the figures used in the exposition of the method are of secondary importance. It is apparent that no universally applicable figures can be used, because there are none. Each plant has its own coal,2 its own operating cost, and its own conditions.

OF the several professions-the chemist, the civil engineer, the mining engineer, the mechanical engineer-the courses of instruction, as arranged at the scientific schools, differ considerably as to the amount of practical information which the student is able to gain. The analytical chemist has facility for a very thorough review of the processes which he will be called upon to perform. The student in civil engineering by his field practice learns the use of his tools and the art of taking field-notes. The mechanical engineering student is in the vicinity of machine-shops, which he can visit, and at which he can work. The student in mining engineering has no such advantages. The mines are at a distance, and the railroad fare to get to them is oftentimes an insuperable difficulty. The aim of these laboratories is essentially to give to the student in mining and metallurgy a chance to study on a small scale the practical parts of his profession. We cannot, in a small laboratory, build a mine to timber, to work, and to survey; we cannot make artificial quicksands and other impediments to mining. In short, we cannot study exploration; but we can study the mechanical preparation and the subsequent smelting of ores. Before presenting the plan of these laboratories it may be interesting to indicate the progress of the idea from its beginning. During the summer of 1870 President Runkle visited the mines of Colorado, and while there, conceived the idea of making an expedition with the mining students to some of the Western mining regions. He talked over the scheme with many railroad and mining men, and everywhere received encouragement. In the summer of 1871 the Institute party visited the mines of Colorado, and spent six weeks in taking notes of them. President Runkle here conceived the idea of building up a mining and metallurgical laboratory ; and by the aid of Booth & Co. of San Francisco, a stamp-mill was obtained, with the Washoe silver-working apparatus.
