The experiments here described were made under my supervision while temporarily acting as head of the Department of Metallurgy at the Missouri School of Mines, at Rolla. The work was done by Messrs. W. E. Brown, W. C. Richards, and F. L. L. Wilson, and the description of the results forms a portion of a thesis presented for the degree of Bachelor of Science. These results are submitted because I have seen no description of the application of pot-roasting to the treatment of a copper-concentrate. This work followed that already described in the discussion of the Lime-Roasting of a Galena-Concentrate,' and was similarly occasioned by the lack of a furnace of the reverberatory type in which the copper-concentrates could be smelted. The material for the tests was a mixture of three lots available. The first consisted of 8-mm. ,jig-concentrates and the second of 0.5-mm. table-concentrates, from the San Juan district, Colo. Both contained pyrite, chalcopyrite, and galena. The third was a lot of copper-ore, found in the laboratory, which had been crushed through 8-mm. screen, and had at some previous time, before the laboratory roasting-furnace was torn down, received a partial roasting. The analyses of these ores are given in Table I. In order to determine the applicability of pot-roasting as to each lot of ore, and the effect of varying proportions of lime, six preliminary tests were made in a " size N " Battersea crucible, 9 in. high by 6 in. in diameter at top, with a 5/8-in. hole bored through the bottom. The crucible was set in the upturned elbow of a 2-in. pipe, the joint being luted with clay; and air was obtained from a receiver supplied by a compressor. The

In common with all other producing areas of the United States, Pennsylvania enjoyed increased activity and prosperity during 1937 (Table I). Prices of crude oil were better than for any year since 1930, and the Bradford average was $2.599, compared with an average price of $2.60 in 1930. Production and drilling activities were increased over 1936, although drilling for oil represented almost entirely a program of secondary development in both the water-flood areas and the air-gas repressuring areas. Bradford Oil Field The Bradford oil field continued to produce the major portion of Pennsylvania oil; however, no changes occurred in oil-production methods during 1937. Practically all of the production in the Bradford field is by water-flooding and the total number of oil and water wells completed within the area increased from 3205 in 1936 to 4112 in 1937; an increase of approximately one-third over 1936 completions. The percentage of water wells is approximately one-half of the total completions, although any specific five-spot development will have a proportion of 55 to 60 per cent water wells and 40 to 45 per cent oil wells. Offsetti~ig and boundary oil wells probably will result in a division or percentage of 50 per cent oil and 50 per cent water wells. The quoted figures for well completions include the entire Bradford field, approximately 12 per cent of which is in Cattaraugus County, New York. It is possible to make a segregation of production, but it is not possible to segregate well completions. Production in the Pennsylvania end of the Bradford field in 1937 totaled 15,076,000 bbl., or a daily average of 41,300 bbl. compared with a daily average of 37,000 hbl. in 1936.

Gentlemen of the American Institude of Mining Engineers.—As you well know an application is about to be made to Congress, by the American Society of Civil Engineers, for the appointment of a cornmission composed of persons skilled in the production and use of iron, steel, and other structural materials, whose duty it shall be to test the strength, elasticity, and other quatities of such materials ; not simply the substances used as such, but the members of large structures composed of such materials, of the forms and sizes in which they are actually used. As I understand, the papers that will be read here to- night will have for their object to show the necessity for such tests, and therefore the necessity for the commission asked for. As the representative of the Society of Civil Engineers, I have to thank you, gentlemen of the Mining Engineers, for the great zeal with which yon have taken up this subject, and seconded the efforts of the Civil Engineers; or, perhaps I ought rather to say, initiated the efforts to get a suitable commission appointed to obtain most vitally important information which it is admitted on all hands we do not now posses. In drawing up the memorial to Congress, in connection with some of the ablest and best informed of our Society, and in all the discossions on the subject, I have been struck with the emphasis with which the confession is made, that so little is known of the strength of the larger-sized members constantly used in building structures of the magnitude which the present requirements of the country now demand. I presume the remarks made to-night will bring this out very prominently. This is no disgrace, for with the means here-

Discussion of the paper of N. V. Hansell, presented at the Cleveland Meeting, October, 1912, and published in Bulletin No. 72, December, 1912, pp. 1497 to 1,517. C. Q. PAYNE, New York (communication to the Secretary*) :-Mr. Hansell has presented in his paper a very interesting and valuable summary of the various methods of enriching iron-ores which have been developed during recent years. Particularly striking in this connection is the high degree of enrichment of the concentrates from magnetic iron-ores which is now commercially feasible. Magnetic concentrates containing from 6 7 to 139 per cent. of metallic iron, showing an efficiency of 90 and even 95 per cent. in. their separation, are not now uncommon. Such results exceed those obtained by gravity methods of treatment of all copper-, lead-, and zinc-ores, and are only equaled in the cyaniding of gold-ores and in the flotation treatment of certain copper-ores. It is of interest to note that the-type of magnetic field which is employed in securing these results, in the Gröndal (wet) and the Ball & Norton (dry) systems of treatment is the same in each case : viz., a field of alternating north and south poles. The credit for developing this simple and useful field, which has found so wide an application both in this country and abroad, is due to two American inventors and engineers, Clinton M. Ball and Sheldon Norton. At the same time, it should be noted that part of the improvement in the grade of the magnetic concentrates, especially in the case of the wet treatment of finely mineralized ores, is due to a well-devised scheme of mill-treatment, whereby a rough concentrate is usually obtained as an intermediate product, which is then recrushed and reseparated in obtaining final clean products.

The median angle of relatively few two-dimensional observations provides a satisfactory value for dihedral angle determinations. Those data that contain bimodal or non-equilibriated dihedral angle distributions are readily detected. THIS paper is concerned with a statistical simplification for determining dihedral angles in solids. Microstructures are partially controlled by relative energies of interphase boundaries and grain boundaries. smith1 has shown rather conclusively that such boundaries may be equilibrated to give a vectorial balance at grain and phase edges. Thus if an accurate measurement is made of the dihedral angle associated with grain and phase edges, an accurate calculation of the relative energies may also be made. The accurate measurement is difficult because the dihedral angle involves two planes in three dimensions, and only a two-dimensional cut through the dihedral angle is usually observed. Such a two-dimensional cut is statistically random provided there is no preselection or orientation. Harker and parker2 have shown that the mode of the frequency distribution of observed angles is within 5 deg of the true angle if the true dihedral angle is 120 deg. smith1 had calculations made to show that the same generalization could apply to dihedral angles of 30, 60, 90, and 150 deg. This procedure of requiring the determination of the statistical mode is time consuming because experience has shown that more than 200 angle observations are necessary before the mode is clearly indicated. It is possible to determine the dihedral angle with equal accuracy with only 25 angle observations if the median angle is used in place of the mode angle. In designing a pocket instrumeut whereby any giver1 horizontal or vertical angle may be closely approximated, the following points should be kept in view, if general utility is aimed at : 1. The instrnment should be light and compact, so that it can be carried in the pocket, or in a sling. 2. It should be capable of observing any angle whatever, horizontal or vertical. 3. Since time is often an important consideration in making a preliminary survey, it should be capable of giving the horizontal and vertical angle at one observation. I do not know of any instrunlent that will fulfill these requirements, except the one here described. Where the depression- or elevation-angle of the distant object, whose bearing is required, exceeds 50 or 60 degrees, it becomes difficult or impossible with a prismatic compass, for instance, to obtain accurate results; and since it frequently happens, particularly in mining, that much work requires to be done beyond that limit, it is obvious that an instrument which can be used to observe a high angle just as easily as a low one, if not absolutely a necessity, will at least be a great convenience. How this a pocket transit" attains to the required degree of universality will be understood from the diagram, Fig. 1, in which B is a beveled, graduated circle, attached to and freely revolving about the center of the magnet A. Light falling on B is reflected through a window in F (the compass-box), along the line AC, and is again reflected back to the eye at D by the prism C. THE proposed revision of the mining law as set forth in the Arentz Bill, now before Congress, is centered about the pretty commonly acknowledged f act that the present law is outlawed both by the large mining companies and the United States Land Office. By common agreement, the law of the apex is non-opera¬tive as between adjacent properties in many instances, and this practice is becoming more common. - If this is a fact, there is no escape from the conclusion that the law is antiquated and should be revised to meet modern conditions more equitable. The thing to be considered seriously is in what direction and to what extent the laws should be changed. Before deciding this, it is logical to inquire in what particulars the present law is troublesome or useless. This was all threshed out by the committee of the Bureau of Mines that worked out the proposed bill, but their testimony was not placed before the public, so far as 1 am aware. Most mine managers and engineers connected with producing properties are a unit in agreeing that the law as applied to the underground extension of orebodies, that is, the "law of the apex," as it is called, is the source of more litigation and expense than any other phase of the law, or perhaps than all other phases combined. This being true, it seems that this part of the law should be changed. Another phase which is troublesome and will continue to be so long as there is unpatented mineral land on the Public Domain, is the discovery requirement. The present law requires that a dis¬covery be made before a claim is staked and the courts certainly agree that such must be the case before patent issues.

An "international gold conference" was held at Spokane, Wash., on Sept. 5, 1918, under the auspices of the Northwest Mining Association, which was attended by a large number of engineers, mine operators, and bankers, representing the northwestern states, as well as Alaska and British Columbia. The principal subject under consideration was the doleful condition of the gold-mining industry, gripped between the diminished purchasing value of its product, and the increased cost of its operation. Two resolutions were adopted by the meeting. The first approved the resolution adopted Aug. 12 by the American Gold Conference, a permanent organization formed at Reno, Nev., in which it is stated that relief by the United States to the gold producers of this country should he made to correspond with the increased cost of production, the extent of the relief to be fixed from time to time to Meet changing conditions. The second resolution, adopted after serious and long-continued discussion, was introduced by F. A. Ross, mining engineer, of Spokane, and a member of the Institute, and was as follows: WHEREAS, it is now clearly understood and agreed by the allied nations that national gold reserves must be augmented without delay if rapidly expanding credits are to be secured; and WHEREAS, at this time, the production of gold is daily decreasing to an alarming extent because of well known conditions that, render the mining of gold-bearing ores unprofitable; and WHEREAS there is no way by which the mining of gold-bearing ores may be made profitable except by the direct' aid and influence of the government; and WHEREAS the government has appealed to the mining industry for practical information and practicable suggestions upon this subject; therefore, be it

On April 1, 1937, Burma, formerly a province of the Indian Empire, was formally separated from India and became an independent unit of the British Commonwealth. In future, therefore, statistics of oil production in India will exclude Burma and those for Burma will be separately published. The last few years have been marked by noteworthy, almost spectacular, developments in the oil fields of Burma and the Punjab. In Burma these developments have been the proving of unexpected extensions of the existing fields and not the discovery of entirely new fields. The new extensions are important not only to Burma in giving a new lease of life to her fields, but also in general as stressing some interesting geological aspects hitherto neglected. Production The production of crude oil in Imperial gallons has been: Burma India 1934 254,760,070 67,265,210 1935 251,338,974 . 71,323,362 1936 265,656,393 69,241,504 1937 (eat.) 270,000,000 70,000,000 The Chindwin Fields.—The small field at Indaw continues to produce steadily about 3,000,000 gal. a year, but no really deep test has yet been successfully carried out and resources are thus not yet fully known. The remote location of the field, inaccessible except by river and situated 22 miles from the Chindwin 270 miles up that river from its junction with the Irrawaddy, has not encouraged active exploitation. The field is worked exclusively by the Indo-Burma Petroleum Co., Ltd. (I.B.P.), using now an automatic gas-lift system, and the company formerly refined the oil at a small refinery at Pantha on the river near by. The chief market was for kerosene in upper Burma. The refinery has now been closed. The oil is stored on the field during the low-water season

NOW continuing with the preparation of the moulds I say that it is necessary to give the greatest attention to the differences of the clays as well as to the differences of those things that you wish to mould; and to know that every concavity in the mould produces a convexity and every convexity a hollow following the shape of the original pattern that you have. The pattern should be a body of a harder mated than the thing [78] you wish to mould with and of a substance that is not swollen or disintegrated by moisture. Its archetype may be of marble, bronze, lead, or any other metal, or also of wood, wax, tallow, gypsum, sulphur, or other plaster compositions-in short, of whatever you may have or whatever succeeds best for you, depending on whether the works are large or small and easy or &cult to mould. If you wish to cast them in bronze, you must mould them with loam, covering them with it and then drying it. There are some things in which it is enough to form only one part, such as half- or bas-reliefs. These are easy if they have no undercuts. Some other patterns that are easily handled are formed in two halves, or in three or four pieces, if they are of a hard material. There are also moulds for large statues, which, if one desires to make them of bronze, are first made of wax according to the ordinary procedure. I have in mind to describe every one of these processes in their own place. There are like- wise some moulds that are difficult to make, like scenes on a plane to which figures in full relief are attached, or twisted ornaments or other detached things that cannot be withdrawn from the mould without break-

THE usual method of sampling mineral deposits is to drill holes and assay the sludge or core. Though the results thus obtained may not represent the true average value of the deposit, it is on these results that estimates of practically all large orebodies are made. In a large number of cases, the results of exploitation fall far short of the estimated value of the orebody. The standard method of making these estimates is to find the cubic contents of triangular prisms, in the apexes of which the drill holes are placed, .by multiplying the surface area by the average depth of the ore in the three drill holes and then multiplying the cubic contents by the specific gravity of the ore or rock to find the tonnage. The assay value is found by dividing the sum of the products of the depth of ore in each hole and the corresponding assay value by the sum of the depths of the ore in the three holes. As the latter part of this method is subject to many mathematical errors, it should not be depended on.. Some engineers, therefore, use a discount factor, but as this factor is either arbitrarily selected or is obtained by obscure methods, the results are no better than guesswork. The standard method is correct when the drill holes are so laid out that the triangular prisms are equilateral in cross-section. But as ore deposits cannot always be drilled into at regular intervals and because of the human factor, if many holes are drilled, triangular prisms of all degrees of angularity are produced. In such cases, it is necessary to assume that the influence of the different holes is not the same in all directions, which assumption of course is absurd.

The Annual Report of the Secretary-Treasurer was read and accepted. Mr. Colvocoresses offered the following amendments to the By-Laws: ARTICLE II: First paragraph amended to read as follows: "The officers of this Section shall be. a Chairman, Vice-Chairman, Secretary, and Treasurer." In the second paragraph the word "four " to be changed to " five." ARTICLE V : The following paragraph to be inserted: ' The funds of this Section shall be received by the Treasurer, and shall be paid out only by check signed by the Treasurer, and in case of his absence or inability, the Chairman, Vice-Chairman, or the Secretary may act for the Treasurer." On motion duly seconded the amendments were adopted as read. The Nominating Committee, appointed by the Chairman, recommended the following men for officers : Chairman., Louis D. Huntoon ; Vice-Chair-man, Arthur S. Dwight; Secretary, Thomas T. Read, and Treasurer, E. Maltby Shipp. There being no other nominations, Mr. Rand moved that the Secretary be authorized to cast the vote for the members in favor of the men nominated. Motion carried. In reply to the circulars mailed regarding the summer outing the Secretary reported that 89 members approved and 9 did not approve of such an outing. The Chairman introduced Dr. M. INTRODUCTION Nuclear waste has been generated since the time of the Curie's and continues to be generated worldwide at an ever-increasing rate as the world will (and should) rely more and more upon fission (and hopefully fusion) for power. Also, the needs for strategic weapons will also generate so-called defense wastes. The largest class of high level nuclear waste (HLW) is spent fuel, the tail end of the nuclear reactor fuel cycle. At present, spent fuel is stored at the reactors producing it or at a few accepting places for away-from-reactor storage. All such storage facilities, as presently constructed, will begin to run out of usable storage space during the next decade or so. Congress enacted and President Reagan signed into law in early 1983 the National Nuclear Waste Policy Act of 1982. This law provides for the permanent isolation of nuclear waste in deep geologic repositories. The Act sets 1998 as the date at which the first repository should be operational. This date is extremely ambitious, and the Department of Energy (DOE), which is charged with the responsibility of constructing and operating repositories, admits that this date will slip by at least a few years. The Act also provides for licensing of repositories by the Nuclear Regulatory Commission (NRC) in a fashion very similar to nuclear power generating reactors. This requirement imposes a very special rigor on the analyses, investigations, designs, construction, and operation of repositories so as to assure the protection of the public and the environment from radioactive contamination. In addition the states and affected Indian Tribes must be consulted, especially concerning siting, and, needless to say, no one wants a HLW repository in their back yard.

INTRODUCTION Engineered structures such as mines, shafts and tunnels, and storage caverns for hydrocarbons, chemical s and brine are being built in natural rock salt formations in increasing numbers. In addition, salt formations are being considered as potential hosts for mined, nuclear waste repositories. The popularity of these formations for engineering purposes stems from the many favorable commercial, physical, and thermal characteristics attributed to the material itself. Not only have the formations been stable and free of dissolution for hundreds of millions of years, but the salt is fairly easily mined and has very low permeability, low water content, and high thermal conductivity. Another characteristic of salt is its tendency to flow or creep when subjected to a shear stress. Although this behavior may be desirable in certain instances, it may be detrimental in other instances since the creep rate may be large enough to produce deformations that tend to reduce the volume of storage caverns or to restrict access to mining operations. In either case, the engineer is faced with the problem of accurately predicting the long-term structural deformations under various combinations of stress and temperature and is required to compare these deformations with long-term design criteria. In the laboratory, deformation-versus-time curves obtained at constant stress and temperature show that creep of salt is similar to creep of many other crystal line solids. Figure 1 shows a typical deformation-versus-time curve for salt. When a shear stress is first applied, the rate of deformation is high, but decreases monotonically. This initial behavior is called transient or primary creep. At some time, the deformation rate no longer decreases but continues at a constant rate. This behavior is called steady-state

A few years ago somebody connected with one of those self-constituted bodies of unofficial character, like a Chamber of Commerce, Board of Trade, or State Development Board, started a catch-phrase referring to California as a The Land of Sunshine, Fruit, and Flowers," and the railroad magazines and folders keep it steadily in use, working day and night. Yet it altogether ignores the substance which brought the State into the Union, which peopled it, and which made it famous thronghout the world. You ladies and gentlemen who have come from what wc here call "the East," have in your own States, no matter which one, sunshine, fruit, and flowers. But your Eastern States, having these things as we do, have not the gold that we do. Therefore, the old designation of " The Golden State," applied to California, should be revived, as being the most distinctive term. It is worthy of remembrance, too, that during the dark days of the civil war this State handed over $172,000,000 in yellow gold, and saved the credit of the nation. Gold-mining has been carried on in California since '' The days of old, The days of gold, The days of '49," and it still continues. Since that historic year, and up to the end of 1910, the State has produced, in gold alone, $1,530,214,468. Since 1792 the entire United States production of gold has been $3,261,573,500, so that the single State of California has, in that period, produced within $201,144,564 of one-half of all the gold from Alaska, Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington, and the Southern and scattering States. FRED HELLMAN, New York.-My experience with shovel mining has been restricted almost entirely to Chuquicamata as far as operation is concerned. We had there an unusual condition in that the rock is cohesive because of the salts in it, so that you can probably work higher banks than is possible in most places. Recently they have reduced the height of the banks and have found that lower bank affords better working condition than the higher bank. It took two years of experimentation to determine the best height of bank for that particular mine. Each mine should be considered by itself and, to state off hand the best height of bank. for any given mine is impossible. We worked the high banks in Chile without much trouble. We adopted high banks in the beginning in order to obtain the minimum expense in railway approaches at that time. The first plan was for 50 ft.; then to get production started with the smallest possible expenditure of money, the approach to the deposit was changed and the first bank had an ultimate height of about 180 ft. We worked that bank; quite success-fully, but I do not think that it could be done anywhere else.

The analyses given in Table I. were made several years ago at my request at a plant using Lake ores. They are of two furnaces, one making basic, the other Bessemer pig— they gave 6 casts each in 24 hr., also two flushes of cinder between each cast. They are offered simply for the sake of reference as, so far as I know, it is unusual to find so frequent full analyses made and none are on record. The variations in manganese-content in the first and second flushes on the basic furnace are interesting, if no more than a freak—the first flush being invariably higher in manganese. The iron-content of the two slags from an average of 12 flushes shows: Basic. Bessemer. Per Cent. Per Cent. Total iron...................................... 2.85 1.70 Combined iron................................ 0.72 0.52 Free iron....................................... 2.13 1.18 The greater iron-loss in the basic slag, while known, has never heretofore been so clearly set forth. This may modify the arrangement for handling slag; heretofore usually determined by proximity of the dumping-heap. If a nearby heap is used on contiguous territory, in the past, tilting molten-slag pots were used. If the Pittsburg flood-records for 30 years are a fair criterion the government regulations were inadequate, and molten slag was dumped in such a manner as to throttle the Monongahela at the time of the spring thaws. At Pittsburg the slag, where it is carried to a distance, is frequently granulated in pits and then removed in cars to which it is conveyed by clam-shell buckets. This practice is also quite customary where the slag is intended for the manufacture of slag cement. The production of 500 tons of cast-iron daily means about 300 tons of- slag and at 2.113 per cent. equals 6.4 tons

All data about shipments from the present state of West Virginia, even when it was still a part of the "Old Dominion," are shown in Table 56 together with the source of information, and all other figures are estimated. While the earliest production was undoubtedly in the extreme northern part of the state, coal having been quite largely used in Pennsylvania before any is credited to West Virginia, the largest production in the early days of the industry was along the Kanawha River where the salt furnaces used tremendous quantities for years before shipments were made by river. When we take into consideration the economic conditions existing then, it is evident that the consumption of coal by the salt industry along the Kanawha and Kiskiminitas Rivers rivalled in importance that of any industry today. There were no canals built in this state, the shipments before railroads were built being by the Ohio and Kanawha Rivers, and production in the northern counties began after the Baltimore & Ohio Railroad was completed from Cumberland to Wheeling. For some years after this line was completed all locomotive fuel used on it was hauled from the Cumberland region. The movement of coal from Boone County by Coal River to the Kanawha and Ohio Rivers from 1857 to 1880 is rather unique in its size and the length of movement, nearly all the coal going at least as far as Cincinnati and much of it to New Orleans. Fayette County began shipping when the Chesapeake & Ohio Railroad was completed and Mercer County, when the Norfolk & Western Railroad reached there in 1884; none of the other large producing counties in the southern part of the state began producing coal in the period under study.

The theory of the present law with reference to lode locations contemplates the existence upon the surface of mineral-bearing veins which have clearly marked boundaries, and which can be so readily traced that a locator may immediately mark the boundaries of his 600 by 1,500 ft. claim in such a way that the vein will 'pass through both of its end-lines. It also supposes that, having discovered such a mineral-bearing vein, the locator will at once post a notice upon such discovery, mark the boundaries of his location in such a manner that they can be readily traced, and from that time forward have absolute title to the ground embraced within such boundaries, as against every person except the United States. For initiating title to placer ground, the law presupposes the discovery of a valuable mineral deposit; but not necessarily in place, as in the case of lode claims; and the location must be made to conform "as nearly as may be" to the legal subdivisions of the United States public land survey. When the placer law was extended to include the acquisition of title to oil lands, no exception was made as to the necessity for the discovery of valuable mineral in advance of location! Practice under the Present Law Nature did not make all veins clearly defined and readily traceable upon the surface; nor did she, in all cases, leave upon the surface which overlies important ore bodies such outcrops as would in them-selyes be considered valuable; and the citizen of the United States has in the past endeavored to steer his course between the mandates of the law and the limitations of nature. New economic forces are at work in the petroleum industry. In order to visualize these forces and to see clearly their bearing upon the producer, refiner, and marketer, it is necessary, first, to go back and gain a perspective of the economic evolution of the business. Early Trend to Integration For several decades prior to 1911, the outstanding feature of the petroleum industry was a trend toward integration, culminating in a huge combine, the Standard Oil Co. An important aspect of this integrative trend, however, was its concentration upon a combination and control of refining and marketing, leaving crude oil production, for the most part, to the exigencies of small-unit competition. It is a noteworthy coincidence that during this era the law of oil and gas was formulated and applied, whereby these substances had to be reduced to possession to establish ownership; and the forces of competition in crude oil production were thereby intensified. It was to the interest of an industry, safeguarded in its control of manufacturing and markets, to have supply stimulated by legal convention as well as by individual initiative in order that the growing demand could be met without interruption. And so overproduction of crude oil during this era was no handicap, but rather an aid, to the progress of the industry. Disintegration But the idea of superintegration, despite its efficiencies, became repugnant to the temper of the times and so the Standard Oil Co. was dissolved by Court decree—disintegrated into over 30 parts. And thus, in 1911, was ushered in the second era of the petroleum industry, a period of intense competition. This era coincided with the development of automotive transportation, and a tremendous growth resulted in the effort to keep pace with the mounting demand for gasoline.
