ALTHOUGH the process to which I refer in this paper has been in successful operation for nearly five years, during which time it has been introduced, superseding all other processes having in view the same end, in almost every lead refinery in the country, no description of it, giving economical data, has ever appeared in print, nor has the process been known in its details to any considerable number of engineers beside those conducting it at their works. A discussion of this subject at the present time becomes especially interesting in view of a late publication in the Prussian ministerial organ for Mining and Metallurgy, by Dr. Wedding, in which the method of treating the zinc-silver-lead alloy by distillation, as finally settled upon at Tarnowitz, is very minutely and fully described. It is the more interesting, because in that article reference is made to the American method in an unfavorable light, while, at the same time, it is clear from the article itself, that the most important details of the process, besides the one that it is conducted in black-lead retorts, were not at all understood. In publishing herewith the details of our American method, one of my objects is to invite comparisons between our simple and direct process and the elaborate one at Tarnowitz. The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. Few phase diagrams of alloys composed of two transition metals have been adequately studied, probably because of the high melting points involved. Transition metals are the elements that have inner shells incompletely filled with electrons. They comprise groups lIIa to VIIIa of the periodic table, including more than half of all metals. We have chosen to study two systems whose comparatively low melting points allowed the alloys to be melted in a molybdenum resistance furnace. The nickel-palladium system proved to consist of a simple series of solid solutions, but iron-palladium manifested several remarkable features. The main characteristics of the latter diagram were decisively established, but lack of time prevented precise determination of phase boundaries. The gamma to alpha transformation in this system is unusual and warrants further study. Grigorjewl determined the liquidus and solidus of the iron-palladium system by thermal methods. He found a minimum melting point, but no eutectic. He also found that palladium lowered the gamma to alpha and raised the gamma to delta transformation temperatures of iron, with a complete series of solid solutions existing between gamma iron and palladium. His measurements also indicated a compound or quptbr-lattice near the composition FePda. Jellinghausz found that annealing at 500" C. greatly increased 111 magnetic coercive force of an alloy of composition FePd. X-ray diffraction photographs showed that a tetragonal ordered phase had formed during the anneal. Hocart and Fallot made magnetic measurements over the entire range of composition. I. INTRODUCTION There is no question that the choice of an appropriate discount rate is a critical element in virtually all business decisions in extractive industries. The standard textbook approach relies on a single overall cost of capital for an entire firm, itself a weighted average of the firm's cost of debt and equity. But a single rate is appropriate only if the commercial risks and financing structures are similar for all projects under consideration. In extractive industries, appropriate discount rates are likely to vary greatly from project to project. Risks of projects differ markedly by mineral, by country in which the project is located, by stage in production, and by position in the project's life. Further, for a variety of institutional reasons, financing structures vary greatly in relation to these same variables and thus the discount rate appropriate to the entire investment and, in particular, to the sponsor's equity investment will vary even more markedly. Failure to select discount rates which reflect these differences can result in extremely distorted decisions. Our interest in this subject results from our ongoing research on alternative ownership and financing structures for large scale extractive ventures in less developed countries where risks to the various participants--the sponsors, the financiers, and the host government--vary dramatically with the different options. Given the magnitude of these differences, a single discount rate for all options is clearly inappropriate. However, there appear to be few guidelines for practicing managers to follow in setting appropriate rates. In this paper, we take a first step in this direction.

The electrolytic copper refining process is an excellent method for producing high-purity metal for electric conductors and other demanding applications. However, the process involves very high capital expenditure, especially the amounts of metals bound in the process. Efforts have therefore been made for many years to increase the production rate by increasing the current density, without impairing the quality of the copper. One of the approaches has been to diminish the polarization by mechanical means, while another was to "polish" the cathode surface by periodic brief reversals of the current. Reversed current electrolysis was first developed for electro- plating purposes and in 1952 Boliden AB and the Dept. of Electrochemistry at the Royal Inst. of Tech., Stockholm tested the method for copper refining with good results. However, no suitable electrical equipment for current reversal was then available. The thyristor-controlled silicon rectifier became available during the '60s and provided the scope for industrial application of the process and the first large-scale development was made by the Bulgarian copper refinery in Pirdop. Many copper refineries are now studying or adapting the reverse current process. Further lab and pilot investigations have been carried out at Boliden AB during the past 4 years and these were mainly aimed at studying the optimization of factors influencing the quality of copper. A production unit containing two tank sections with a total of 56 cells and equipped with a rectifier for cur- rent reversal has been installed and will be started during 1973.

THE present critical state of the supply, distribution, and utilization. of coal and the necessity for pooling and zoning coals calls renewed attention to the lack of any fully adequate classification of coal. In the past coals have been classified as anthracite, semianthracite, semibituminous, bituminous, subbituminous coals, and lignite, and a few special types, such as splint coal and cannel coal. But under the term bitumi¬nous coal are included a great variety of coals differing markedly both physically and chemically. The term subbituminous coal covers as great a range of chemical differences. In order to distinguish these varieties of bituminous coals it has been customary to designate coals by names derived from the place where mined, or by the name of the bed from which it is mined. Thus, in the market reports, coals are quoted as Pocahontas coal, New River or Sewell coal, Moshannon coal, Ohio coal, Williamson County coal, Jellico coal, and so on indefinitely, no limit being set as to the boundaries of the area to which a given name is applied. Nor is there any scale by, which the coal from one place may be compared with the coal from some other district or some other bed. On the one hand, coals from the same district may be quite distinct and sell at very different prices or coal from the same bed may differ greatly in different districts; on the other hand, coals from different states may be so similar physically and chemically that one could replace the other in practical use without any appreciable difference in service.

THE results of an investigation of the ternary system iron-chromium-ilicon were reported in 1936 by the present authors.1 Partly for the sake of theoretical interest, and partly because of the possible commercial importance of these alloys, the present investigation was undertaken to determine the effect of some of the commoner elements likely to occur, deliberately or otherwise, in such alloys if made on a commercial scale. The elements thus added were carbon, nickel or manganese. The alloys studied were, therefore, parts of quaternary systems. This investigation was concerned primarily with the effect of these additional elements on .the alpha-iron phase and the boundary between this phase region and the alpha plus sigma two-phase region. The sigma phase is a ternary solid solution based upon the compound FeCr. The work was performed mainly by X-ray methods, but a number of microscopic examinations were also made and are reported. While isolated alloys in the composition ranges studied may have been discussed in metallurgical publications, no systematic investigation of any assistance to us was found. Of the earlier work, the investigations on the iron-chromium-carbon system and on the chromium carbides by Westgren and his coworkers,2,3 enabled us to identify the carbide phase. Several articles appeared after the present experimental work had been completed. Lucas and Wintrup4 determined the solubility of carbon ill molten iron-chromium-silicon alloys. Tofaute and his coworkers5,6 have made detailed studies of the iron-chromium-carbon system, which will he referred to later.

EARLIER work1,2 has shown that the strength developed by fired magnetite pellets containing silica or silicates is due to three separate effects. Two of these are associated with the formation of slag in the interior of each pellet at temperatures above 1000°C, where the atmosphere is substantially though temporarily neutral. The third is independent of the silica content and is responsible for the development of a hard shell around the pellet during the initial stages of firing, a condition which permits the pellet to assume the increasing load of the overlying burden and prevents extrusion of the slagged and semi-liquid interior. Pellets made from hematite concentrates do not show these effects unless specific additives are incorporated, and it is these differences in behavior which in large part account for the difficulty in producing satisfactory pellets from such concentrates. Elsewhere it has been stated that "the most important factor responsible for the development of strength in fired magnetite pellets containing no additive is the oxidation of magnetite to hematite and the subsequent recrystallization and grain growth of this constituent."1 The object of the investigation reported in the present paper was to study in detail the mechanism described above and to evaluate its contribution to the strength of the fired pellet compared with other possible mechanisms, excluding slag bonding. This was effected by placing together polished faces of two cubes prepared from specific minerals and then heating them under constant pressure at different temperatures both in air and in nitrogen.

IT has long been known that plain high-carbon steels may be susceptible to graphiti-zation below the A, critical, but no data have been available to indicate what factors cause and tend to inhibit graphite formation. Two recent publications1,2 have shown that the factors controlling graphitization below the A, are different from those operating above the A, inversion where commercial graphitization of malleable iron begins. Furthermore, for plain high-carbon steels graphitization below the critical point does not appear to be related to ordinary chemi-cal analyses. Many years ago it was recorded' that the rate of graphitization at subeutectoid tem-perature is not a maximum just below the A, critical, but at some lower temperature, which Austin and Norris have shown to be about 670°C. Indeed, work done in our laboratory has demonstrated that it is im-possible to spheroidize certain steels in the temperature range of 650° to 710°C. with-out the formation of considerable amounts of graphite. However, if the temperature is maintained just below the A, (720°°C,) these same steels may be completely sphe-roidized at constant temperature. In previous studies1,2,4 on 1 per cent plain carbon steels graphitization was en-countered during prolonged tempering. The limited number of steels studied did not provide sufficient data to permit adequate study of the factors controlling this graphi-tization. Accordingly, a limited statistical investigation was undertaken, utilizing 18 steels of similar chemical analyses, fur-nished by four steel companies, who also supplied information regarding the history of manufacture.

INTRODUCTION In 1975 278x10 3 tonnes of zinc was consumed in the United Kingdom, of which 69.3x10 3 tonnes was obtained from secondary sources. Of this secondary zinc 37.7x10 3 tonnes was used in brass making, the remainder was used in non metallic applications - eg oxides and salts. Many forms of zinc-bearing wastes arise, for example as galvaniser's drosses and residues, fumes from ferrous and non-ferrous metallurgical processes, and filter cakes from rayon manufacture and metal finishing. In the case of zinc-bearing dusts and fumes, the quantities available for recycle are at present restricted by the failure to collect them efficiently, hut environmental factors are leading to improvements in gas cleaning, with the result that quantities collected will increase and then exceed those required for the production of chemicals, so that some dusts may either have to be dumped or processed to metal. The recovery of zinc from steelmaking dusts is practised in W. Germany (1) and Japan (2) employing processes based on reduction in rotary kilns in order to produce sponge iron and a zinc- rich oxide suitable for feeding to the zinc-lead blast furnace. Although the zinc-lead blast furnace is the only zinc-making process used in the UK, no similar treatment of steelmaking dusts is carried out, a pilot scheme was tested by the British Steel Corporation, but development was abandoned for economic reasons. It appears to be cheaper to pelletise suitable dusts and export them for treatment elsewhere.

The Hog Mountain Mining and Milling Co. controls 1658 acres of land and is the only company operating in the district. The principal mine workings are in sections 10 and 15, T.24N., R.22E. The region has been visited by geologists many times, has been briefly described in several papers,' and mentioned in many others. No detailed map of the mine or vicinity has been published. The field work for this report was started in March, 1934, as part of the Public Works reemployment program. About a month and a half was spent mapping both the surface and underground geology. The mine owners and operators have cooperated in every way possible to facilitate the work. N. 0. Johnson, the mine engineer, E. W. Ellsworth, J. E. McCoy and J. G. Englebert have acted as assistants for part of the work. The University of Alabama and the State Geologist's office have aided materially by permitting free use of their libraries and laboratory equipment. Geography Hog Mountain forms a conspicuous ridge that rises to a height of a little more than 1000 ft. above sea level, and about 400 to 500 ft. above the adjacent country. The ridge is composed of granitoid intrusive rock and silicified schist that are more resistant to erosion than the surrounding softer schist. The topography of the area around the ridge is gently rolling and is typical of the subdued forms of the deeply eroded Southern

Dynamic rock mechanic as it pertains to blasting has involved several areas of active research effort. Among the important problems which have been the subject of research are wave mechanics in rocks, mechanisms of rock breakage, cratering, applications of similitude, energy partitioning of explosives, coupling, and other related factors. In some of these areas many problems have received fairly complete answers, while in others, investigations have raised new questions while attempting to answer existing ones. The slabbing mechanism explains many of the phenomena observed in blasting, but is hot the complete answer to observed breakage and fragmentation phenomena. There is currently a gap between coupling experimental results and theory. Applications of similitude to open pit blasting have been made unnecessarily complicated. Basic scaling laws for large true and apparent craters have not been derived for either chemical or nuclear explosives. There are few useful data and little developed theory on the partitioning of energy of explosives in all types of blasting. No suitable mathematical model has been developed which will describe the stress waves in rock which are responsible for rock breakage: Significant progress has been and is being made in these areas of research, however. ELASTIC AND NONELASTIC WAVES Complete solutions for spherical wave equations in viscoelastic media are not available in the literature. Equations for certain viscoelastic models do show limited promise, however, of being applicable to rock masses, particularly for pulse type phenomena. The results of field measurements using an air injection technique to investigate the integrity of three pillars in the Mclntyre Mines Ltd. 114 seam at Crande Cache, Alberta, are reported. These pillars are shown to be stable and an estimate is made of the strength of these pillars. Using these results, together with Hustrulid's pillar strength formulae, a general pillar strength equation for the 114 seam is developed. This equation takes into account the probability of failure that may be deemed tolerable within the design requirements. The variation of the minimum pillar dimensions with depth below surface for uniform pillar layouts is then examined for a range of tolerable failure probabilities. A general equation of the form B = 2.60 +B Z relates the minimum pillar design width, B metres, with the overburden depth, Z metres, where B is a parameter related to the tolerable failure probability. This equation only applies for 3.05m high pillars with 6.lm wide entries. Finally, the question of what failure probability is tolerable within the design of mine pillars is discussed. This will depend on the support role required of that pillar and the anticipated period over which the pillar must perform that role. Five categories of coal mine pillars are defined, each with a somewhat different role to perform. Tentative design criteria in the form of "tolerable probabilities of failure" are suggested for four of these five categories of pillar. The fifth category of pillar has no reliable support function to perform and support must be obtained by other means.

In a preceding paper1 the writer has pointed out some apparent relationship between the distribution, on the surface of the globe,, of the known hydrocarbon deposits and the disposition of the principal zones of deformation of the earth's body (geosynclines). He wishes to present some further remarks on this subject. Petroleum deposits, or their derivatives or descendants, are found through the whole range of sedimentary strata, from the pre-Cambrian to the Quaternary. For instance, the prc-Beltian (Shuswap) series of the Canadian Cordillera are interbedded with limestones which are sometimes rich in carbonaceous matter (Sicamous limcstone); and the Beltian system of the same region contains layers of argillitcs and dolomitic limestones which are equally high in carbon content.2 This carbon may be interpreted as the last remnant of hydrocarbons previously contained in the rocks. On the other hand, the actual formation of hydrocarbons under conditions that would eventually permit their deposition in modern sediments is conceded by some geologists.3 Between these two extreme limits, bitumens are found indifferently in all sedimentaries. Thcy constitute a continuous series, some kind of a large family, whose individual members may be entitled to a community of origin and probably represent the different stages of evolution of the primitive, parent matter. The kinship between petroleum and such substances as asphalt, ozocerite, manjak, grahamite, albertite, etc., is well known; and E. H. Cunning-gam-Craig has recently shown how intimately shale fields and oil fields are connectcd.4 For this reason, no distinction is made in the present

IN NOVEMBER 1933 I had the pleasure of receiving an autographed copy of a small brochure entitled "Birth of the Porphyry Coppers." The author, James Colquhoun, a distinguished British mining engineer, had been the dominant figure in the Arizona Copper Company, Limited, which, until its acquisition by the Phelps Dodge Corporation in 1921, had been the principal producer of copper in the Morenci district. In addition to the highly productive Humboldt and Longfellow mines it owned the Clay property, which, of course, has now become Arizona's No. 1 copper mine. Except for Utah Copper it is the premier Porphyry copper enterprise in the United States. Mr. Colquhoun's little volume was inspired by THE PORPHYRY COPPERS which had appeared early that year. In a most courteous and friendly way he adduces data to show that "we (Arizona Copper Company Limited) were successfully treating low-grade porphyry ores in quantity for at least four years (1901 to 19W) before the Utah Copper Company did anything at all." This last remark is based on the figures in THE PORPHYRY COPPERS showing that Utah's first production came from the Copperton pilot plant in 1905. Mr. Colquhoun traces the story of Morenci beginning in 1883 when he first arrived there. He tells how the rich self-fluxing ores (containing lime- stone, silica, and iron in proportion to permit direct smelting to produce black copper) were gradually exhausted. High-grade siliceous ore could be mixed in limited quantity with the self-fluxing ores; and oxidized ores were leached to contribute substantially to the production of the district. But

INTRODUCTION Epithermal silver-gold deposits form at low to moderate temperatures in near-surface environments. These deposits are found in all rock types, but historically, the most important deposits occur as veins in volcanic rocks (e.g., Creede, Colorado; Pachuca, Mexico) and as replacements in sedimentary sequences (e.g., Mercur, Utah; Carlin, Nevada). Increases in the open-market prices for silver and gold in the last few years have resulted in renewed interest in precious metals and the economic viability of large-tonnage low-grade deposits. These bulk-mineable deposits form as replacements in permeable horizons or as stockworks in the up- per parts of otherwise bonanza-type hydrothermal systems and newly recognized systems that erupted onto the surface as hot springs, fumaroles, or geysers. Large tonnage low-grade de- posits were an unconventional resource prior to price increases; however, now they constitute one of the main sources of precious metals in the United States and the importance is growing worldwide. This paper presents conceptual geologic- geochemical models of epithermal precious-metal deposits derived from studies of productive deposits throughout the world. Much of the data presented is not new. However, the interpretation of the data in terms of current concepts of hydrothermal processes is new. This paper deals with idealized and general ore-forming mechanisms, and no attempt is made either to explain the origin of the different chemistries of ore- forming fluids or to examine all of the variations in specific deposits due to local structural controls and host-rock compositions.
