In light of the present energy crisis, coal appears now as the only reliable source of energy. The production of coal is expected to regain a rising trend after the latest slump. Aside from the competitive price with natural gas and oil, the other retarder of coal production is its environmental pollution effect. Gasification of coal has been advanced as the partial solution to the energy-ecology crisis. All the Advantages In situ gasification of coal may be considered a further step in this direction. It carries all the advantages of normal coal gasification as a stable source of energy; it is clean to handle and nonpolluting of the environment. It partially and sometimes fully does away with mining, makes uneconomical low grade coal and lignites economical and places some formerly unworkable seams within the scope of modern technology. The seams posing problems for mining due to tectonic disturbances may be converted into gas in situ. Low grade coals, such as lignites, which otherwise would be left in nature as uneconomic wealth, may be exploited by underground or in situ gasification. Thus, in situ gasification is likely to increase the exploitable reserves of coal and may reduce the cost of production. An additional merit of this method is that coal substance never reaches the surface and there is no problem of cinder disposal.

CLEVENGER, Palo Alto, Cal.-Since the precipitation of extremely dilute solutions as regards cyanide presents one of the greatest problems of zinc-dust precipitation, I should like to ask Mr. Clark the minimum concentration in cyanide of the solution from which it is possible to precipitate satisfactorily the gold with zinc dust in Homestake practice. A. J. CLARK.-For a day's work about 0.015 per cent. That is precipitating a very low-grade solution, very low in alkalinity. It requires probably 0.2 lb. of zinc dust to the ton. JOHN A. FULTON, Melones, Cal.-At the Melones mine, we have been working very low-grade rock for a number of years, the process being amalgamation and concentration up to the last year. The value of the ore increased so that we had to supplement the concentration with a sand and slime plant. Classification was a problem, since to install classifiers would mean tearing the mill all to pieces. We are therefore making use of a Wilfley table for this purpose. Griffith in an investigation of the Scranton mine cave problem several years ago; in the course of which we investigated rather carefully the bearing strength of various materials that might be utilized for, the support of over We found that there were no reliable data as to the resisting strength, for instance, of gob pillars or timber cogs or cribs, nor as to the amount of compression that might be expected under a given burden. We made a series of tests at the Fritz engineering laboratory of Lehigh University, from which we, reduced certain conclusions, subject, however, to further test before they could be definitely recommended. Onr study of the subject was later checked by a commission appointed by the Governor of the State of Pennsylvania, to investigate the same subject the subsidence of the surface, and the danger entailed thereby. The State, commission made a series of tests on a much more ambitious scale at Pittsburgh, in the laboratory of the U. S. Bureau of Mines, and their tests agreed quite closely with those that Mr. Griffith and I had made. RICHARDS, Boston, Mass.-I believe that the manner of working for efficiency in almost all lines is to study the conditions of highest efficiency, and then to measure what is being clone. We can then see how near we have approached the highest efficiency. Spigots in practice often use many times the water theoretically needed. There are places where that is necessary for safety reasons. There are, however, places where it is unnecessary, and in these places it seems to me that this work of Mr. Dudley's will be a great help to the mill man to arrive at the greatest economy of water and highest efficiency. TEN years ago Taggart, Taylor and Ince1 described a workable, convenient apparatus for the measurement of contact angles be-tween cleaved, ground or polished particles and captive bubbles. Wark and Cox2 and Wark and Sutherland3 have done an im-mense amount of experimental work with this apparatus. Their work has had as principal object the determination of "con-tact curves." Contact curves are Cartesian charts in which pH (or some other variable) is plot-ted against quantity of modifying agent. The rectangular area is broken into two or more curvilinear areas separated by the contact curve. The curve indicates that a sharp demarcation exists between condi-tions that bring about sticking of particles to bubbles and conditions that do not pro-duce sticking, The type curve appears in the TRANSACTIONS as Fig. 1, page 248, volume 112. Wark and Cox offer data to show that the contact angle has a value determined by and characteristic of the agent used. Wark and Cox also make the statement that they believe this value is independent of concen-tration (ref. 2a, p. 209), They say: It is suspected that, given sufficient time and provided that there are no disturbing factors. the full ethyl xanthate angle (corresponding to a complete xanthate film) would be obtained in every case where contact occurs.

There is no simple answer to the question, "What is the meaning of life?" The expressions of life are so multiple that life has different meanings for different spheres of thought, such as art, science, or philosophy; and it conveys a different significance to different persons, according to their individual development and interests. Life is complex from a philosophical point of view. The meaning of life is superficially positive and unmistakable only when approached from a mechanistic view- point; namely, that of biology or biochemistry, since these deal with the physicochemical basis of life processes. However, such a purely mechanistic or biochemical approach to the significance of life and the interpretation of man's behavior on the basis of purely physical laws is certain to run into trouble. Similarly, a concentration of effort upon materialistic advances in world progress is extremely dangerous. The possible consequences of splitting the atom, development of guided missiles, and possible bacterial warfare are timely examples. Man becomes more self-reliant as he extends his scientific and technologic discoveries and learns how to shape natural conditions to his own desires. When man will be able to travel to other planets in atomically propelled space ships and destroy whole worlds by pushing a button, a possibility which now seems to be within the realm of the predictable future, he will need the strong-

Calgary, Alta.-Evidently in Argentine they have a petroliferous province just east of the Andes where very much the same conditions exist as are found on the east side of the Rocky Mountains and in the plains adjacent. It strikes me, though, that the same mistake is being made in Argentine in the exploration for oil as was made in Alberta, Canada; viz., drilling the wells too .near the seepages in the belt in the eastern part of the petroliferous province, too near the mountains. This same mistake was made in Alberta, with disastrous results; viz., only fissure production was found. The strata so near the mountains are tilted at a very strong angle, such as is described in this paper, and the dislocations are intense. On the other hand, we have found that when we get 100 or 200 mi. away from the mountains we get into oil and gas belts which are very prolific. So far our fields in Alberta have been gas, but in Wyoming, as you know, they get many thousands of barrels a day. I have no doubt that conditions in Argentine are exactly similar but that they have so far kept too near the mountains and that they want to explore the belts farther east to obtain better results.

With the improvements in design and efficiency of machinery the element of danger in its use is becoming less, but it is a question whether the strain involved in operating modern plants is not increasing somewhat the danger of accident due to human fallibility. I propose to describe a somewhat uncommon casualty resulting from a not infrequent incident in the use of air-compressors. It is not necessary to state the location of the mine in which the accident occurred nor the makers of the compreseor, and the object of this brief paper is more to draw out suggestions from members more familiar than am I with the practical handling of mining machinery, than to point a moral. The compressor in question was a three-drill machine of standard make. At the time of the accident it was furnishing air to a single drill working in an upraise from a well-ventilated tunnel, and giving ventilation to a winze below the tnnnel where two men were hand-drilling. The compressor also furnished power to a small hoist in the winze, but the hoist was only operated occasionally, and never while the drills were working. The drills were located about 1200 ft. from the compressor. The engineer testified that he never had been short of air, and that there had been no complaillts that the

In the debate between miners and ecologists, our industry has at last begun to get some of its story told. I have been told many times that it is hopeless to even try to get our side across. Some are sure that no one will believe us even when our cause is just. My reply would be that we have to tell the truth; again, again, and again. We will never convert a fanatic, but we must try to reach the reasonable and thinking people. I am encouraged because more of us are trying. Various mining companies here in Arizona have bought newspaper space to set forth some of the facts around our local environmental problems. The Arizona Mining Association co-sponsored a symposium in March: Mining and Ecology in the Arid Environment. The symposium program included tours arranged with local mining companies. The participants saw an acid plant, an acid leaching operation, an alluvial tailings dike, a tailings pond, a smelter, and a couple of open pit mines. This wouldn't phase you until you realized that half the visitors were ecologists, watershed and wild- life managers, and other assorted conservationists. It took a lot of guts. I am proud that we had that much confidence. As Pogo said, "We have met the enemy and they is us!" Actually, we met the enemy and they were just like us-concerned.

Peculiar crusts having appeared on certain irons made at Glendon and Pequest, which, in our experience, were entirely new, some analyses of them were made; and these analyses, together with an account of the manner of appearance of the crusts, are herewith submitted to the Institute. At Pequest the ores mere: & Peters, from Ringwood, N. J.; + roasted sulphurous ore, from Charlotteburgh, N. J.; and + red ore (decomposed magnetite), from Chester, N. J. The fuel was 7/8 Lehigh anthracite and + Connellsville coke, and the limestone a dolomite from Andover, N. J. The resulting iron varied in silicon from 0 84 per cent. in No. 1 foundry to 0.51 per cent. in gray forge; in phosphorus, from 0.81 per cent. to 0.55 per cent.; sulphur, 0.035 per cent.; manganese, 0.375 per cent. It was highly "chilling" in its properties, and very strong. In running, it invariably appeared to be of a lower grade than it really was; the higher grades scintillating as much as hard iron usually does. After getting into the moulds, and beginning to cool, a black crust began to show itself, seeming to exude from the pigs, till finally, when the iron was cold enough to break, it completely covered the face of the pigs. No firms or supplies of dubious reputation are advertised in the Bulletin. If members, in buying any material, will refer to the advertisement of that material in the Bulletin, or if they do not find it advertised in the Bulletin, will, when ordering, ask the manufacturers why the goods were not advertised in the Institute publication, it will be of material benefit to all of us, because the chief reason why advertisers are unable to trace direct results is because purchasers do not mention the Bulletin when writing. Finally, if members, when in need of anything whatsoever, will write to the Institute headquarters, an effort will be made to send them a complete list of manufacturers able to supply the desired materials of good quality. The furnishing of these lists will be a benefit to our Advertising Department, as well as to the members. We need scarcely call attention to the advantages obtained by the members from the money which advertising brings in, because all this money is returned directly to the members in one form or another.

In discussing the possible contribution of plastic deformation to neck growth during sintering, Wilson and Shewmon State that Lenel, Ansell, Salkind, and Early34, 35 concluded that dislocation flow is the rate-controlling process in sintering under zero external load. The experiments cited34, 35 were done with applied external loads, and the conclusions were that the same kinetics could be controlling sintering due to the force of gravity with no additional applied load. The effect of gravity on sintering behavior was previously cited.34, 31 In addition, Wilson and Shewmon argue that the conclusions of Refs. 34 and 35 are doubtful because the strain rate is proportional to stress for plastic flow. This assumption is true only for certain kinds of plastic flow such as Nabarro-Herring Microcree38 As Early, Lenel, and Ansell point out3' plastic flow, based upon dislocation movement, can exhibit strain rates which exhibit a power law relationship to the applied stress.39, 40 Wilson and Shewmon also doubt the results of Refs. 34 and 35 because the stresses in the necks are too small for x/a > 0.1. This is true, and the experiments described in Refs. 34 and 35 were done for small values of %/a. The conclusion was that plastic flow by dislocation movement was important during the early stages of sintering when x/a is small.

Attention! Engineers! Geologists! Here is your Opportunity to be of Professional Service The war has interrupted the supply of many minerals, which were normally imported. In view of present transportation conditions, a serious shortage exists in certain materials and will soon develop in others. Some immediate action is imperative. The first thing is to take a careful inventory of American resources. We must know where the ore deposits are, what has hitherto hindered their utilization, what methods must be used, and what equipment will be needed if an emergency demands their rapid development. Many properties must be re-examined from a new point of view, that of present necessity rather than of normal profit. When the shortage is realized, the preliminary steps for relief should have been completed. It is a necessary and patriotic form of mineral insurance. Will you have a part in it? Do not forget that these are war times, and that what may have been valueless a year ago may be a "life-saver" now; an abandoned copper prospect of 1913 might make a successful pyrite mine in 1917. We are fighting an autocratic enemy who knows his resources to the last pound, and uses them with most efficient organization. We have no Kaiser, so each of us must do his share to put our Government in the same situation. The Government needs your facts.

This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. During the year Jan. 1 to Dec. 31, 1916, 962 applications for member-ship in the Institute were received, as compared to 558 during the corresponding period in 1915. The lines along which the Committee has, worked during the year, group themselves under seven principal heads. Large Companies.-Early in the year a letter was addressed to each member of the Institute who is the executive head of an organization, pointing out to him the advantages that would accrue to that organization through having as many of its subordinate members as were qualified participating in the activities of the Institute. This was followed by a second letter to those who made no reply to the first. The response to these letters was very gratifying, 12 new members having been secured at a single plant, and smaller numbers at others. This was effectively supplemented by our President, who wrote the executive heads of some of the largest mining and smelting companies, pointing out to them the advantage to be derived from sending some of the junior members of their staff to attend the Arizona Meeting. One organization sent 24 of its younger men, many of whom were not members of the Institute, but who, subsequently sent in applications for membership. It is to be hoped that the precedent thus set' will be acted 'on in -fuller measure in succeeding years.

Would it be possible for the author to enlarge on this very important matter of "cataclysmic types of failures? " J. J. Kanter.—Of course, it is always a delicate matter to discuss specific failures. I would prefer to keep the present discussion on fundamentals and principles. H. L. Burghof.*—Mr. Kanter, I should like to ask what you consider the responsibility of the designer in avoiding stress concentrations that would lead to these types of failures? J. J. Kanter.—lt was my feeling in looking over the papers of this symposium that they were significantly lacking in consideration of what happens to the metals when strained under conditions that lead to rupture. Often creep tests are run that produce only a fractional percentage of the deformation, in several thousand hours. That kind of information gives the designer no assurance whatever that cracks will not result in his structure at points where stress concentrations, and therefore deformation concentrations, exist. I think anyone in this day and age who presents a paper on creep should incorporate with those studies a thorough investigation of creep rupture if it is expected to make an impression upon the design engineer.

This paper discusses the results of a laboratory testing pro- gram to determine the validity of hydraulic fracturing stress measurements in salt. Tests were performed on 15 cm diameter samples loaded under hydrostatic stress conditions to determine the influence of time, confining pressure, flow rate, borehole diameter, and packers on breakdown pressure. Tests were also performed in a polyaxial loading frame to determine whether or not hydraulic fracturing could be used to measure non-hydrostatic stresses. The test results indicate that the breakdown pressure is not affected by time delays of up to 64 hours between the application of load and fracturing the rock. Breakdown pressures were found to fall short of predicted elastic values at higher confining pressures for the hydrostatic tests. The ratio of the horizontal stresses in non-hydrostatic tests had no effect on breakdown pressures. Flow rate and borehole diameter variations were found to have a marked effect on breakdown pressures. Shut-in pressure values, which are generally used as an indication of the minimum stress value, exceeded the applied minimum stresses by 10 to 60% depending on the method of determination used. The lack of a relationship between breakdown pressure and horizontal stress ratio may preclude hydraulic fracturing from being used in salt as it is conventionally applied in brittle rocks.

The important question of the metallurgical value of the coals of the Rocky Mountains and the Pacific Coast is to be settled, of course, by practical experiment. Meanwhile, as I have had occasion to point out, the proximate analyses of these coals throws little light upon it, and is, indeed, likely to mislead the metallurgist, if he compares it with the results of similar analyses upon bituminous and semi-bituminous coals. With the view of showing how large a proportion of the material usually classed as(" volatile matters " consists of combined water, or oxygen and hydrogen presumably in chemical combination, I have collected a number of ultimate analyses from various sources, in the following tables. A great deal is known, in a qualitative sense, about the performance of CMI EB-36 centrifuges. The manufacturer can give reliable guidance for the proper operation of its centrifuges and can give general estimates of expected product moisture and recovery. Quantitative estimates of the effects of changes in the various operating parameters are more difficult to find. The engineer faced with designing a preparation plant may be without the specific data needed to make decisions. For example, to obtain optimum product moisture when drying 9.5 mm X 595 µm (0.4 in. x 28 mesh) coal the centrifuge manufacturer recommends having no more than 5% -595 µm (-28 mesh) material in the centrifuge feed. They know that more -595 µm (-28 mesh)material in the feed will cause higher product moistures, but they usually cannot quantify the increased moisture or describe the shape of the product moisture versus -595 µm (-28 mesh) in the feed curve. This study was conceived to provide quantitative information on the EB-36 centrifuges, focusing on product moisture, recovery, and size degradation. All of the centrifuges tested were Model EB-36 dryers from Centrifugal and Mechanical Industries Inc. (CMI), with feeds in the nominal 9.5 mm x 595 pm (0.4 in. x 28 mesh) range. These are typical centrifugal dryers in this application, and many were available for testing.

THE year 1923 was marked by slight progress in exploring and developing the petroleum resources assumed to exist in Central America. Actual drilling for oil took place only in Costa Rica and Panama. The Sinclair Consolidated Oil Corpn., through its subsidiary the Costa Rica Oil Corpn., drilled in southeastern Costa Rica.. Its, Panaman subsidiary is reported to have abandoned drilling in Bocas del Toro. The Texas Co. drilled in Chiriqui, and the Panama Gulf Co. in Garachiné, Province of Darién. No oil was obtained in any of these wells;' shows of gas were met in Costa Rica. Concession hunting continued during the year. A number of concessions, several of which appear to be purely speculative, were submitted for ratification. Some confusion has been caused by overlapping concessions and claims to oil lands, caused partly by the imperfection of existing maps. A conflict between the Sinclair, and Gulf companies in Panama has been compromised. The Amory concession in central Costa Rica, held by the British Controlled Oilfields, Ltd., was voided by decision of the arbitrator, Chief -Justice Taft. Geologic exploration took-place in Guatemala and in Panama. The chief contribution of the year to Central American geology was a description by Katherine Van Winkle Palmer of Lower Miocene foraminifera and mollusks from southeastern Costa Rica. A new petroleum law was promulgated in Panama.
