Discussion of the paper of JOEL H. WATKINS, presented at the New Fork meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 391 to 411. H. Rims, Ithaca, N. Y.-It is interesting to contemplate to what extent the American pottery industry would be affected in case the English supply of china clay were shut off for a considerable period of time. The English deposits are very large, and are worked on a most extensive scale. They are more easily and probably more cheaply worked than our American deposits, which are of vein-like nature. The American producer of washed clay is not always as careful as the foreign miner and washer of this material, although he has improved in recent years. Our American washing plants are, furthermore, not as economical of material as it seems to me they might be, for the reason that more or less of the finest clay is often allowed to overflow, due to insufficient settling tank capacity. This fact is often shown by the milky character, of the streams into which the waste water is discharged.

A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the inter-relationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large. Coming to the specific points to which Mr. Borden has drawn our attention, I will touch on the corresponding provisions in Canadian federal tax law, by way of comparison and contrast.

This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. MEXICO SEEKS TO AVOID BLAME FOR BANDIT RAIDS All foreign passengers leaving Nogales for Mexico on the Southern Pacific or Mexico Railroad. whose business would take them through territory occupied by the Yaqui Indians or Mexican bandits were requested by Mexican Consul Emilio Tamez to sign a statement that they relieve the Mexican government of responsi-bility for anything which might happen to them while in that part of Mexico. The Mexican consul stated, says the N. Y. Tribune, that this was by order of Mexican Ambassador Ignacio Bon ill as, at Washington. When the State Department was advised of this activity Secretary Phillips, in a message to the consulate at Tampico, according to the N. Y. Tribune, asserted that "compliance with the waiver requirement will not interfere with the relation existing between the United States and its citizens and that Americans so complying will in no way lose the protection of this government."

In the number of the Engineering and Mining Journal for April 7th, 1877, Mr. W. P. Ward, of Cartersville, Georgia, explains in a very interesting manner, the results he obtained in the manufacture of ferromanganese in the blast furnace. These results may be summed up as follows : Production in the blast furnace of an alloy containing 67.2 per cent. manganese and 3 per cent. of carbon at most, with a utilization of the manganese amounting to 58 per cent. With the exception of the indicated proportion of' carbon, which should be almost doubled to express the true state of facts, we would have had no observations to make on Mr. Ward's paper had he taken into account the results obtained in the same line in other centres of production. Before 1870, spiegel with 8 or 10 per cent. manganese only was known among blast-furnace products. In a journey to Sweden, in 1871,I ascertained that the Schysshyttan works manufactured regolarly a spiegel with 18 per cent. manganese. Coal Mine Health and Safety Act in December 1969, the most comprehensive law in the history of the coal mining industry went into effect. Hardly anyone will quarrel with the philosophy that all miners in the United States should be afforded equal protection under the law irrespective of the state in which they reside. Furthermore, it appears contrary to any sound judgment that a competitive advantage should appear to accrue to a mine operator because his operations are located in a state with less stringent (and costly) health and safety laws Yet it is recognized that the quality of state mine laws and inspection agencies has been extremely variable. Why, then, should there be such resentments over the passage of the Act? The Act was written In the highly emotionally charged atmosphere following the Consol No. 9 disaster: the technical expertise within the industry was discredited and largely ignored; and those directly involved in the writing of the Act were non- technical and largely nonmining people. The result was that the law incorporated certain requirements that were impossible to meet (automatic brakes are the classical example) and certain parts that were too ambiguous and consequently open to interpretation.

It is often desirable to work an old mine that has not been in operation for some time arid that is filled with water. This is especially true in Nova Scotia, where no great depth has yet been reached in any of the mines. The following is a description of a self-dumping water-tank which was used by me at Tangier, for draining a mine, and which did the work of a large pump, while the original cost is merely nominal, in comparison with the price of a pump. The tank, A, Pig. 1, is 1 1/3 by 3 feet and 4 feet high, inside measurement, made of 2-inch stuff and securely bound with iron. There are two clacks in the bottom which open as the tank is lowered into the water, and which close and hold the water as the tank is raised. B is an iron rod running through the tank, below and back of the center, and projecting beyond the sides of the tank. C is one of two guides, and D, a movable iron rod in each guide. AT present, no theories exist which allow prediction of the effect of alloying additions on the thermoelectric properties of metals. Nevertheless, Battelle and others1 have observed that, at high temperatures, the peak thermal electromotive-force output (relative to a platinum standard) occurs with metals in Group VI of the Periodic Chart. The authors suspected that this peak was associated with the fact that maximum electronic bond stability is achieved with these metals which have six bonding electrons per atom. On the basis of current electron-concentration theory for transition metals and alloys:' it was surmised that the addition of valency electrons to metals of Groups IV and V (accomplished by the addition of metals from Groups VI, VII, or VIII) should progressively increase the thermoelectric-power output of the resulting alloys until an alloy composition is reached at which the number of valency electrons per atom is six. A further increase in the ratio of valency electrons per atom should then decrease the thermoelectric power. In contrast, the addition of bonding electrons to Group VI, VII, or VIII metals should decrease their thermoelectric power since the electron per atom

Discussion of the paper of Frederic P. Dewey, presented at the Cleveland Meeting, October, 1912, and printed in Bulletin -No. 70, October, 1912, pp. 1075 to 1101. EDWARD KELLER, Perth Amboy, N. J. (communication to the Secretary *) :-Mr. Dewey, in his paper, offers a liberal addition of new data to those already to be found in the technical literature on this subject. However, now as before, the work issuing from the U. S. mints and assay-offices conveys the impression that systematic sampling in those institutions is more or less a secondary consideration, the chief attention being given to the principle of producing approximately homogeneous bars; recourse being taken to remelting or refining the bullion. This practice has been definitely rejected in the realm of copper-bullion sampling, for the reason that in such operations there are always unaccounted losses. Does not the same objection hold true for gold-bullions; although, perhaps,in a lesser degree ? Differences of opinion would seem justified on the following statements made by Mr. Dewey: 1. "Only two classes of alloys can form homogeneous bars-those that are solid solutions, and the eutectics."

Discussion of the paper of Blarney Stevens, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 79, July, 1913, pp. 1285 to 1303. F. L. GRAMMER,Leesburg, Va. (communication to the Secretary*):¬ Mr. Stevens refers to an explanation of parallel jointing by W. 0. Crosby, which I noted when reading one of his excellent text books. It seemed to me earthquakes were not a satisfactory explanation, and I looked up several authorities; but I never realized how small the usual amplitudes were until Mr. Stevens presented his paper. Several letters to the U. S. Geodetic Survey showed me there were very few records of tidal movements of earth crust in the United States. Altitude and latitude would be influencing factors; but this diurnal movement must exceed earthquake amplitudes, besides being more nearly universal. My inquiries brought the answer that the major directions of jointing had not been extensively tabulated. If major directions of jointing were recorded-with notes as to angle with mountain chain, or North Star, and distance between joints, with nature of rock and maximum and minimum tidal up-heaval-some interesting relations might be made manifest.

The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. The members are, therefore, asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. Five officers, known as Director. The attention of members is called to Articles V and VII of the Constitution, and to By-Law XIII, which reads as follows: "The geographical districts to be considered by the Committee on Nominations shall be as follows, until otherwise ordered by the Board. District No. 1. New England, New York, and-New Jersey, excepting New York City and district, which is provided for in the Constitution. (N. B.-New York City and district is designated District 0.)

In this year's review, the concept of solution mining has been expanded to include total solution as well as the technology of leaching, or partial solution methods. Leaching methods continue to make strides in the processing of metallic minerals, particularly in copper and uranium production. No quantitative data are available on the increase of leach operations; however, it is known that there were more systems installed in 1969 and that the estimated 15% of U.S. domestic production of copper produced in 1968 was by leach methods.1 While the number of publications appearing during the year were few,2,3 there were special sessions in this field at the AIME Annual Meeting and SME Fall Meeting in 1969 and more scheduled for these meetings in 1970. Significant areas that should be mentioned are: the continuing interest in bacteria to convert sulfide sulfur to acid thus reducing reagent costs in both copper and uranium sulfide ores, the exploration of leaching agents other than common mineral acids or alkaline solutions,4,5 kinetic studies of leach mechanisms and the development of microfractures for increased leach solution penetration by use of chemical or atomic explosives.6,7

(written discussion *).-This paper is particularly interesting to me, because it gives data on a much mooted question, viz., the serviceability of Le Chatelier (platinum-platinum-rhodium) thermocouples under severe industrial conditions. It has always been supposed that platinum-platinum-rhodium thermo-couples, used at high temperatures under strong reducing conditions, would not give long service and were subject to rapid volatilization. The fact, however, that the carefully kept records indicate that a little more than 3 gm. out of more than 830 gm. was lost over this considerable period, shows what kind of service can -be obtained from platinum-platinum-rhodium thermocouples,, when properly installed, and well cared for. While the writer has no actual figures on the loss of weight, etc. of platinum-platinum-rhodium thermocouples under service, he was told, by the man in charge of pyrometers at a large industrial plant in which over 400 platinum-platinum-rhodium thermocouples were installed in furnaces doing various kinds of heat-treating work, that the average maintenance cost, for materials alone, including platinum-platinum-rhodium wires and protecting tubes, was 27 c. per furnace, per month:

The difficulty of securing for experimental research the actual conditions to be found in practice very frequently deters many from engaging in such work. Probably no metallurgical operation is more difficult to imitate in the laboratory than the blast-furnace process. So many complex reactions take place within the furnace, under such varied conditions of time and temperature, with innumerable mechanical, physical, and chemical mutations, that while the results reached may approximate those obtained in practice, there is always something wanting. Much work of this kind has, nevertheless, been done, and is now being undertaken. We are indebted to the bold minds who have attempted it for our present real knowledge of the blast-furnace process. Not that those who have performed series of experiments at a few given temperatures can claim the honor. It required more than this—the ability to make a summary of all preceding experiments, to supply those which were wanting, and to confirm those that were doubtful. Sir I. This paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctne~s of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the costum-bres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal" be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that past and existing methods and customs shall not be over-ridden rough-

The production of petroleum in Mexico during 1933 totaled 33,430,-000 bbl., or 625,000 bbl. more than in the previous year. This is the first time since the peak in 1921 that the declining trend of output has been reversed. Drilling activity in the proven areas of the Isthmus of Tehuantepec and the Northern fields increased substantially during the year. The completion of two producers in the Poza Rica area south of Tuxpam and a shallow gas well in the Camargo district near the American border were the outstanding features of development. Late in September the Northern fields and the oil port of Tampico were swept by a hurricane followed by floods which caused loss of life and heavy damage to the City of Tampico and to transportation, tank farms and refineries. For three weeks, owing to the silting of the Tampico Bar and destruction of terminal facilities, no oil could be shipped for export. About half the wells of the Northern fields were closed for a period of 30 days. The prompt and effective steps taken by General Macias, chief of military operations, prevented the spread of epidemics and any serious aftermath of the catastrophe.

During the year of 1940, wildcat wells were drilled in 32 counties of Mississippi; 85 wells in all. These were scattered over the state from the most northern county to the southern counties and from the Mississippi River on the west to the Alabama line on the east. Yazoo County, with 19, received the largest number. The average depth of all the wells was 5333 ft. The shallowest well completed as a dry hole was in Yalobusha County, aban-doned at 1392 ft. in the Selma. The deepest well drilled was in Scott County, abandoned at 10,365 ft. in the Lower Cretaceous Paluxy. G. C. Grasty drilled the Kentucky Lumber Company No. I well, sec. 7, T. 10 S., R. 10 E., Itawamba County, to a depth of 3530 ft. and bottomed his hole in the Ordivician. Tinsley Oil Field.—In the Tinsley oil field 104 wells were completed as producers during 1940. Five producing sands have been logged with a total average thickness of I57 ft. of oil sand. One of these sands is in the Selma, three in the Eutaw, and one in the Tuscaloosa. Vaughan-Pickens Field.—The Vaughan-

(written discussion*).-Captain Lucas has made an important contribution to our, knowledge of Belle Isle, especially as to the outline of the sulphur deposit, and the pronounced irregularity of the salt surface. I agree with his view, that the elevation or mound that constitutes Belle Isle may consist of several salt domes formed at different periods. It may be interesting to note the high gas pressure encountered in pockets in the salt by my No. 1 Belle-Isle well. While drilling a dry hole with cable tools, we sometimes struck. pockets of gas which would float the tools, so that drilling had to be suspended sometimes for several hours at a time, until the head of gas was exhausted, and this with a string of tools, 5-in. (127 mm.) stem 36 ft. (10.9 m.) long, that weighed complete about 3500 lb. (1587 kg.). At about 1800 ft. (548 m.), we struck the largest gas pocket and the string of tools was thrown up and nearly out of the hole. When it dropped back it made several loops

It is often necessary to calculate the size of a hoisting-plant required to raise a given quantity of material, either as a preliminary to the detail design of the machinery, or to decide whether machinery on hand or offered by a manufacturer is adapted to the work to be done. The first element of the problem to be determined is the load to be raised. In a mine that is already developed, this is limited by the size of car that can be hoisted out of the mine and that will pass through the underground gangways. If these place no limits on the design, the size of the load will depend on the output desired per day, and on the number of hoists that call be made per day. The latter are fixed by the time required per hoist and the number of hours available for hoisting, after deducting from the working-day the time required for raising and lowering men, sending down supplies, and for the many small delays in handling cars. It must also be decided whether the hoisting is to be done in one shift or in all of them.

In recent years, increased attention is being paid to the application of oil-agglomeration technique for (a) improved recovery of low- ash clean coal, (b) effective beneficiation of low-grade coking coals and (c) removal of pyrite sulphur from high-sulphur coals. In this technique, which has been proved to be more effective than convention- al froth-flotation, advantage is taken of the oleo-philic nature of finely ground coal to separate it under controlled conditions from the associated minerals which are hydrophilic in nature. Unlike froth- flotation, no aeration is needed in the process and the concentrates which are obtained in the form of agglomerates or micro-pellets have easier dewatering characteristics. Optimization of operating variables in treating individual raw feed is a pre-requisite for the successful application of this process. A 10 gram batch unit was employed in the present test series. This paper presents - results from these investigations on such operating variables as (i) size of coal, (ii) amount of oil used, (iii) time of stirring, (iv) rate of stirring, (v) solid content in slurry and (vi) effect of conditioning.

GUILLAUME,* .Sèvres, France written discussion?).-Referring top. 2052, experiments made at the end of the year 1884showed a remarkable agreement between the indications of various verre dur thermometers of which all the corrections had been determined with the greatest possible precision. The maximum deviations not attributable to the comparisons themselves were then about 0.002 to 0.003 degree. Much later, greater differences began to show. They were caused by the fact that the glassmaker-had modified the composition by adding to it a small quantity of lead. Efforts are now being made in France to obtain a regular, supply of glass made according to the old formula. The determination of the boiling point of sulfur made by Chappuis,1 444.5°, accords very well with the value noted on p. 2054. The International Committee of Weights and Measures and the General Conference have already considered the future abandonment of the hydrogen scale in favor of the thermodynamic scale. The hydro-gen scale appears to be, in their estimation, a transitory one, happily so closely approaching the final scale that no correction should be necessary for all measurements of temperature made during the last 30 years.
