It has been suggested by a number of people that it would be worth while for some one to attempt to summarize or condense the proceedings of this symposium. This task has fallen to me as organizer and co-chairman. Its difficulty will be appreciated by anyone who attempts to read the whole proceedings. It is therefore with trepidation that I offer the following digest. In recent years there has been a renewal of interest in America on this subject of the cohesive strength of materials, and a growing appreciation of the need for a better theory of cohesion failure. The theories of elastic action and plastic action are well developed, particularly the former. The theory of plastic action is still in the course of development, but it is well along. Plastic action is terminated by cohesion failure and what is needed is a theory that will tell us when to expect the cohesion failure. In the past it has generally been assumed that cohesion failure will occur when a critical value of the maximum tensile stress has been reached. Many experiments have shown that this is not strictly true, and this symposium concerns itself with the failures of this simple hypothesis, and with the efforts that have been made to devise a more satisfactory theory. The most active contributor in recent years to knowledge in this field is Dr. McAdam, and he was asked to open the symposium with a summary or condensation of his papers and views. Undoubtedly it is presumptuous to attempt a still greater condensation, but perhaps it will be useful, because even his contribution to this symposium contains no summary, no concise statement of just what his contribution has been. The ore that is being treated by the present plant lies between the leached zone, or capping, and the mixed sulfide and oxide zone. The principal copper minerals are chalcanthite (CuS04.5H20), brochantite (CuSO4.3Cu (OH)2 and atacamite, (CuC12.3Cu (OH)2). There are, in addition, some other minerals such as cuprite and kröhnkite (CuS04. Na2S04.2H20). These minerals, with many others, occur in a greatly crushed granodiorite rock. most of the copper-bearing minerals occur in the cracks and veinlets, but there are disseminated values and it is probably the relative proportion of these that accounts for some otherwise unexplainable variations in extraction. The entire mineralization of the ore is complex and varies with depth. This variation, the problems presented thereby, and the effect of various constituents of the ore will be taken up in detail. The total copper content needs no discussion. In Table 1, the values are weighted averages calculated from individual charge analyses. The acid-insoluble copper directly affects the extraction, as the present leach recovers practically no acid-insoluble copper. In Table 1 the values are unweighted averages of the analyses of monthly composite samples. The acid-making copper mineral affects the amount of copper that can be dissolved from the ore without neutralizing acid in the solution. The

Although the subject matter contained in this paper is presented under a new title, its writing was induced by the work of S. Skowronski and K. W. McComas.' A discussion of the latter is here combined with the presentation of new and independent data. The' physical constants quoted by the authors of that paper, such as melting and boiling points, as also the chemical reactions of the substances involved, are so well established that the numerous confirmatory experiments and their application to metallurgical conditions leave little or no room for criticisms. On the contrary, they will greatly aid to dispel any lingering skepticism as to possible considerable losses of copper accruing when the metal is melted in the presence of its own and, probably, other chlorides and when no provision is made for the recovery of volatile products. Exception may be taken, to some degree, to that part of the work under the caption Melting Drillings of Copper Mixed with Sodium Chloride. These experiments should have been extended in order to make the implied reactions clear and the results convincing. The latter are stated to be, "that when sodium chloride is present above certain minimum quantity relative to copper some of it is found to volatilize in the melt while another part reacts with the metallic copper to produce the volatile cuprous chloride, and that when smaller quantities of sodium chloride are present the reaction is complete and all chlorine is found to have volatilized as cuprous chloride." Metallic copper and sodium chloride are mentioned as the sole reagents in this chemical process, acting, according to the authors, in a neutral atmosphere of carbon dioxide. The chemist, quite naturally, wi11 inquire into the formula according to which that reaction takes place and will find that it presents itself as follows: 2Cu + 2NaCl = 2Na + Cu2Cl2 It would appear that the truth of this formula will be challenged and a more rational explanation of the reaction sought. Apparently, carbon dioxide is neutral relative to metallic copper in its molten state; whether it remains neutral in the presence of sodium chloride is quite another

Production of crude petroleum in Mexico during 1935 totaled approximately 40,082,000 bbl., an increase of 1,925,000 bbl. over the previous year. Successful development continued in the Poza Rica field during the year, increasing production in that area from 3,708,000 bbl. in 1934 to 9,542,000 in 1935. The output of the South fields (Golden Lane) area decreased by 3,000,000 bbl. during the year, and the heavy-oil district of the Northern fields by 1,500,000 bbl. Production in the Tehuantepec fields showed a slight gain. Production of natural gasoline increased from 430,000 to 600,000 bbl. in 1935. Crude run to stills in local refineries is estimated at 30,000,000 bbl., some 4,000,000 bbl. more than in the previous year. Exports of crude and refined products were approximately 22,000,000 bbl., or 2,000,000 bbl. less than in 1934. Exclusive of ships bunkers, domestic consumption increased about 900,000 bbl. during the year, reaching an estimated total of 14,500,000 barrels. Only 74 wells were completed, as compared to 148 in 1934 and 91 in 1933. In proven areas 58 completions resulted in 33 producers and 25 failures. In northeastern Mexico, near the United States border, six wildcat wells were completed, all of which gave little or no encouraging results, except Rancheria No. 3, near Camargo, which is a fair-sized gas well. Four wildcats were drilled just northeast of the Northern fields (heavy-oil district), all of which were failures. A deep test was completed a short distance southeast of the Golden Lane (South fields) in Palo Blanco, which encountered small production not sufficient to exploit. On the Isthmus of Tehuantepec a wildcat well was completed for an estimated initial production of 2000 bbl. daily, a short distance south of the old Jalapa field, which was perhaps the most important new development of the year. Four other wildcats drilled in the Isthmus district resulted in failures. DURING the last 20 years, experimenters have sought to utilize pulverized coal in boiler plants, but refractory and slag troubles have usually overbalanced any, gains in efficiency that were obtained. These troubles were caused largely by lack of knowledge of the proper methods of coal preparation and lack of a furnace design that would be adaptable to pulverized-coal firing. When this information was obtained the results were so much more satisfactory that within the last 5 years approximately, 80,000 boiler hp. have been installed in plants ranging from 1000 to 20,000 boiler hp. rated capacity, which are operating at an average of 174 per cent. of rating. The first commercial installation for burning pulverized coal under boilers was made at the Parsons shops of the M. K. & T. railroad in 1916. Of eight 250-hp. water-tube boilers thus fitted, six were operated continuously for 3 yr., when oil was obtained at such a low price as to warrant its use. Since then, this plant has been operating alternately on pulverized coal and oil, depending on prevailing prices. Recently gas has been discovered within 20 mi. of this plant, so that this fuel may also be used. No change in furnace design was made when changing from pulverized coal to oil or gas firing. One of the principal advantages of this method of firing is its ability to utilize, with maximum efficiency, all kinds of coal, irrespective of quality or physical characteristics. In fact, quite a number of the present pulverized-coal installations were made for the purpose of utilizing coal that could not be marketed or used in any other way. The Pacific, Coast Coal Co., at Black Diamond, Wash., formerly hand fired the boilers, using approximately 125 tons of prepared steam-size coal daily. The Black Diamond steam coal is the best quality of coal for steaming purposes mined in that section of the country, and there is a market for all that can be produced. By installing a pulverizing plant, it was possible to substitute coal of a size and quality that had no commercial value, so that 125 tons daily of the best steam coal formerly used at the mines is now marketed.

IF you wish to make the acid that is vulgarly called common aqua fortis,* for parting gold from silver, you must first provide as many cucurbits and alembics, receivers, and materials as you wish, and then make a furnace that is long and conveniently wide for holding three or four pairs of cucurbits or as many as you wish. If you have to make this by art in order to work a large quantity, you could make several small furnaces for it seems that not more than three or four pairs are suitable for one. Prepare the places where the cucurbits are to stand with bottoms or covers made of potter's clay or tiles that are half round like the bottoms of the cucurbits and have a little rim around the top so that they can be built in. Proceed to build these in in pairs, one by the other with convenient spaces between, placing an iron support across to make this place stronger and more secure. In every corner and also in the middle a hole must be made as a vent for the smoke, as is done in all furnaces. You will see the form of this somewhat roughly drawn here. [Figure 25] Near this prepare a number of cucurbits which are made of glass, as clear and uniform as possible and very well formed. There must be no bubbles or other indentations in these, for they would be dangerous and uncertain for your work. Lute these with lutum sapientiae up to within three dita or less from where the neck narrows. This lute must be spread out well all over to the thickness of two threads or a little more. Then cover and make them strong with this well-made plaster, and finally dry it, taking care that there are no clefts or cracks such as clays are often prone to make even though they be well prepared. For greater security choose among these [64v] a clay that is lean and then mix it with at least a fourth part or more of wool-clloth clippings and about an eighth part of wash

The Getchell mine is a comparatively recent discovery in the old Potosi mining district, Humboldt County, Nevada, a district organized in the seventies and eighties, in which some prospecting was done in several metamorphic zones along a monzonite-sedimentary contact. The district had no production in the early days and no further work was done until the same metamorphic zones were prospected for tungsten (scheelite) in 1917 and 1918, when a few small lots were shipped. It again lay dormant until 1934, when prospectors investigated a large siliceous escarpment at one end of the old district where outcroppings were a prominent feature of the topography. Undoubtedly, during the early prospecting of the district, the outcroppings had been investigated for mineral, probably by panning, with negligible results because the gold later found is invisible in the concentrate and is refractory. A fire assay revealed the presence of sufficient gold to warrant development work. The outcroppings were easily prospected by short tunnels having their portals in the siliceous material on the hanging-wall side, with a maximum distance to crosscut to the footwall of 135 ft., or a distance at right angle to dip of 60 to 90 ft. Development work, reaching a depth of over 600 ft. on the dip of the vein, was done by means of various crosscut tunnels, winzes and laterals. A churn-drill hole was also sunk, which intersected. the vein at a depth of 1100 ft. on the dip. Sufficient development work of this character was completed by 1937 to justify the erection of a reduction plant to roast the sulphide ore and cyanide the calcine, and to treat the oxidized ore by straight cyanidation, to make a doré bullion for shipment to the mint. The erection of the plant was started that year and finished early in 1938; with a combined capacity of about 800 tons per day. It has operated continuously since erection and recently was enlarged to handle 1000 tons per day. The vein dips with the slope of the mountain, and by stripping the hanging wall the ore may be mined by power shovel for several hundred feet below the outcrop. Thereafter underground methods will be necessary.

THE possibilities of finding new oil pools in Oklahoma and Kansas are far from promising. In 1916, the only new pools of importance were the Franchot pool near Bixby, the Garber, and the Billings pools in Oklahoma, and the Virgil and Utopia fields in Greenwood County, Kansas. In the first 8 months of 1917, a small pool of unknown extent was opened south of the Stone Bluff pool in Oklahoma, and a pool near Casey, Paunee County, Oklahoma. In Eastern Kansas, interest has been. caused by the sinking of new wells near the old Iola pool, but nothing of magnitude has yet been found. The outlook for new pools is far from encouraging, especially as geological surveys have covered all of Oklahoma and Kansas. There are a few areas where geological surveys throw little or no light on the subject, as exposures are poor, but the chances of finding new pools in such areas are slight indeed, if one can judge from the past history of such areas. So far the geologists have based their opinions largely upon the presence or the absence of geologic structure, such as anticlines, domes, and terraces, but some pools will most certainly be found where no surface structure exists, but where local changes in the sand body favor oil accumulations. However, the possibilities of new pools off structure are small, as fully 90 per cent. of the oil pools are on definite structure. In the past, it is estimated that one test in 150 "wild cats" or new tests has brought in a new field. The writer feels safe in asserting that the proportion will decrease still further, so that but one out of 500 new tests may bring in a pay well in a new area. From now on the principal field of work in Oklahoma and in Kansas will consist in developing the present pools. The years 1915, 1916 and 1917 saw the high peak of Oklahoma and Kansas oil production. The Eldorado and the Augusta oil fields present the largest possibilities for continued production in Kansas. These two pools have been scarcely more than one-third developed, and have greater potentialities than any of the present Oklahoma pools. In Oklahoma, pools of magnitude should

The furnace from which the brick here referred to were taken, was lined under my supervision and blown-in in May, 1902. It was 75 ft. high and 18 ft. in greatest diameter, and used coke to smelt a lean magnetic iron-ore. The lining was put in as follows:—First, blocks 14 in. long by 6 in. thick; second, 2 in. of loam; third, 13.5 in. of 9-in. fire-brick (one-and-ahalf brick wall) laid in English bond; fourth, red brick to within 2 in. of the iron shell; and fifth, 2 in. of slag-wool between the red brick and the shell. The brand of brick used has been known to me for over 20 years, and in my observation had always proved very durable, notably when used in a small furnace 50 k. high which treated the same magnetic. ore. On revisiting and examining the furnace in March, 1903, it was found that the whole of the lining of 14in. blocks at the top, and for an unknown distance (more than 20 ft.) below, had completely disappeared; and a few weeks later the 13.5-in. lining and the red brick at the top likewise vanished, and the furnace was blown out. N~twithstanding the complete failure of the lining higher up, measurements taken after blowing-out showed no unusual wear in the lower part of the furnace. The exact position in the furnace of the piece of brick-work used in the analysis, given below, is not known; but it came from between 30 and 40 ft. above the bottom. It had formed part of the 13.5-in. wall (no 14-in. brick remaining at that level) and consisted of parts of several bricks so firmly sintered together that fracture occurred indifferently through the joints and through the body of the brick. The joints could, however, be traced by a close examination. Butte Meeting. It is expected that the technical program of the Butte meeting will be a sufficient attraction to draw to that point every member who can possibly get away long enough to attend. Attention is particularly called to the papers already sent in by the Committee on Precious and Base Metals, and the papers which they are undertaking to secure for the meeting, as published on pp. ix and x. In addition to these papers, and in addition to those published in this Bulletin, the office of the Institute already has in hand several papers, which will be published at an early date, and presented in abstract and discussed at the meeting. Of the discussion of these papers a special feature is being made. Therefore, let every member come to Butte who can do so. A meeting of the Board of Directors of the Institute will also be held at Butte. In the May Bulletin, we stated for the information of members the railway excursion rates for two suggested tours in connection with the meeting, which included Glacier Park before the meeting and Yellowstone after it. The itineraries there given and rates quoted were planned and offered by the railway agent bureaus in New York. Circulars have been sent to the members of the Institute by A. E. Vaughan & Co., a tourist trip agency of New York City, containing details of tours nearly identical with those outlined in the Bulletin, and quoting rates covering, the expenses of the whole trip. Members can easily compare these rates with the rates offered by the railroads, and published in the last Bulletin. In order that no misapprehension may exist, the statement is here made that the Institute and its officers have no connection whatever with Vaughan & Co.'s proposals and that any such tours will be strictly personal matters between said company and the members of the Institute who take them. Nevertheless, the Board of Directors calls to the attention of members the circumstance that tours such as these will afford an opportunity for members to travel together to the meeting.

A number of interesting wells were drilled in north central Texas during 1940. The Shell Oil Company's Smith well in scc. 143, block I, H. and T. C. survey, Stonewall County, was completed for an initial production of 581 bbl. per day from the Mississippian limestone, with a total depth of 6065 ft. The same company's Patterson well, sec. 393, block D. H. and T. C. survey, Stonewall County, tested the Ellenburger limestone and was abandoned as a dry hole with a total depth of 6760 feet. In Nolan County the Tex-Harvey Oil Co. drilled a well in sec. 43, near the Tipton well, which was completed as a small producer in the Strawn section. The Tex-Harvey well tested this producing horizon but was abandoned as a dry hole with a total depth of 5210 feet. The Montour-Haggart well, sec. 184, block 2, H. and T. C. survey, Fisher County, tested the Strawn and was abandoned with a total depth of 5664 feet. The Georgian Oil Company's Blach, sec. 309, T. R. and L.. Shackelford County, encountered the top of the Ellenburger limestone at 4725 ft. After being plugged back to 3915 It. from a total depth of 4825 ft., the well tested 10 bbl, of oil per day and 300 bbl. of water. The W. I. Sothern No. 2 Carlisle well in sec. 293 was deepened to the Cambrian. The top of the Ellenburger was encountered at 6540 fcet. A wildcat well in Fisher County, the E. A. Stephenson-Maberry, apparently opened a new pool when the well encountered sand from 3298 lo 3302 ft. and was completed for 50 bbl. per day in the Cook sand horizon. In Jones County, the King Oil Company's Olsen well, sec. 158, B. B. B. and C. survey, extended the Avoca-Olander pool. The well was completed for 263 bbl. in 8 1/2 hr. from the Palo Pinto limestone, from 3298 to 3302 ft. Ungren-Frazier extended the Akard pool with No. I Akard, in the D. 'T. Bruce survey. The well was completed for 83 bbl. per day from the Cook sand, encountered from 2109 to 2126 feet.

Discussion of the paper of Reno H. Sales, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1524 to 1626. L. C. GRATON, Cambridge, Mass.:-It has been my privilege to read with some care Mr. Sales's paper, and I feel it a sense of duty and a pleasure to discuss it briefly. After two months spent underground in the Butte mines by my associates-Messrs. Augustus Locke, A. M. Bateman, and E. H. Perry-and myself, it seems only fair to record our appreciation of the almost baffling structural complexity of the Butte veins, of the remarkable accuracy with which their mechanical details have been worked out, and of the unusually effective and intelligent use of geologic conceptions in interpreting their subtler characters and significance. During this period, under the courteous and helpful guidance of either Mr. Sales, the members of his staff, or the geologists of other companies, we have been afforded opportunity to test many of the conclusions embodied in the present paper, and it is but just to state that as our observations have accumulated sufficiently the great majority of these conclusions have received unquestioned confirmation in our minds. The pleasure consists in realization that the science of mining geology, to which so many of us have devoted ourselves, actually embraces the possibilities that this paper exhibits. The science of geology has been favored by many brilliant contributions of general nature, and by a smaller number of studies remarkable because of their detail and precision. I know, however, of no other piece of work like this, which, including Mr. Winchell's administration, virtually represents the combined results of over 15 years of work by a staff of trained geologists in a district which measures not much more from end to end than it now does from top to bottom. That this concentration of effort and observation has been required, and that it has been repaid by the results attained, are plentifully evident in Mr. Sales's paper. If one were inclined to doubt this after perusal of the text, surely he would be convinced by the maps and sections, several of which, I venture to say, are unapproached in detail and accuracy by anything attempted before.

THE type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay is flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J.. Taylor, and described by him in 1881.1 This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25° from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle.. Depth of the coal above the tuyere; 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. . The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not he made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. Mr. Taylor reported the following advantages:

The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-

STEPHEN TABER, Columbia, S. C. (communication to the Secretary?). -The fibrous salt crystals described by Dr. Branner are interesting, and I am glad that he has put this additional evidence on record. It confirms the results that I obtained in growing fibrous crystals in the laboratory. Much similar evidence of value to science in interpreting the laws of nature has doubtless been lost through failure to appreciate little things. Mr. Dresser points out that the boundary between chrysotile veins and massive serpentine is finely irregular 'when examined under the microscope. This fact I have observed in studying chrysotile veins and also, mode recently, in studying veins of fibrous calcite and fibrous gypsum. For the latter veins the statement holds true when the walls are of shale as well as when they are of the same material as the veins, but in no instance have I observed any evidence of replacement. The description of the vein walls given in my paper (pp. 1984 to 1985) was megascopic, not microscopic. The fact that chrysotile veins have sharply defined boundaries and are easily separated from the wall rock is evidenced by the small amount of waste adhering to the "crude asbestos" which has been shipped in such large quantities from some of the Canadian mines. Mr. Dresser has good ground for his statement that there seems to be no obvious reason why the term "mass fiber" should be restricted to anthophyllite. I have never examined the serpentine at the East Broughton mines; but in studying other serpentines under the microscope I have noted that much of the so-called "massive serpentine" is really finely fibrous (see pp. 1974 to 1975). The texture of such rock is, however, altogether different from that of mass-fiber anthophyllite, and I believe that the fibers have developed in a different way (see pp. 1981 and .1998). Mr. Graham raises certain objections on the ground that the laboratory production of fibrous crystals was limited to substances which go into solution with decrease in volume. Since my paper was written, however, I have succeeded in obtaining fibrous crystals of ammonium nitrate, a salt that dissolves with expansion in volume.

By now most readers of this column are aware that it no longer has a regular editor. Tom Murphy, who did the job so well, has had to bow out because of his duties in Australia---duties that keep him from the luxuries of such things as typists and typewriters for rather extended periods of time. We will miss his regular contributions but hope and expect to hear from him as a guest columnist from time to time. Finding an editor to function on a regular basis turns out to be no simple task. This does not mean that there may not be candidates around who would secretly enjoy having their arm twisted into a "yes" position, but at the moment none has been found. Anyway, at the Salt Lake City business meeting it was agreed that we should try to spread the load around. To that end, the Regional Vice Chairmen were specifically singled out as one potential source of contributions. These fellows should have an opportunity for a hearing during their term in office. The existing organizational set-up of the IndMD Division may be a little unfair to this group of officers. The limited responsibility outlined in our Manual of Official Duties and Responsibilities does not offer them much chance for self-expression. Probably the by-laws were written so as to have a geographic representation of membership in case it should be needed at some time. But that is another subject. The point is that now these regional officers have an opportunity to speak out on topics of their own choosing through this column. Some have already done just that. There are also other potential contributors to the column. One is the Secretary, who twice a year uses the column for distributing the minutes of our business meeting to the members. Another is the outgoing Division Chairman. In Salt Lake City, it was decided that this officer should be challenged to contribute something each year as a means of reviewing events of the past year or explaining what should have happened but didn't. I am, therefore, trying to accept that challenge.

WHEN the National Forests Were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claim in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the, ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment

Discussion of the paper of CHARLES T. MALCOLMSON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 271 to 289. E. W. PARKER, Washington, D. C.-The briquet or boulet, or coalette (whatever name is used) has come to stay as a part of the fuel supply, particularly for domestic purposes. During the past winter I have had some personal experience with the use of boulets made from anthracite coal. All of this winter I have used boulets in my furnacee and in my grate at my home in Washington. One reason for doing so is that we get the boulets at a price considerably cheaper than the prepared sizes of anthracite coal. The fuel has proved entirely satisfactory. One advantage possessed by the boulet is its absolutely uniform size, which makes the ventilation of the firebed practically perfect. The boulets burn until entirely consumed. There is not, even in an open grate fire, if the fire is kept constantly going, any unconsumed fuel passing through the grate bars. The boulets hold their form until entirely consumed and then break away into a clean white ash, with absolutely no clinker. That in itself is a particularly favorable recommendation to the housekeeper. Mr. Malcolmson has mentioned the fact that notwithstanding the smokeless character of anthracite, the boulets made from it emit smoke. The emission of smoke is due to the coal-tar pitch used as a binder. This is particularly noticeable if the fireman is somewhat careless, or wants to save labor, and feeds too much of the fuel on the fire at one time, cooling it down and thus causing an unnecessary amount of smoke. The smoke lasts but a short time, however, and if the fire is fed a little more frequently, with a small quantity of fuel at one time, the smoke is reduced to a minimum. I believe it will not be long before some of our engineers will have overcome the objectionable smoke; and will produce either from anthracite or from the so-called smokeless New River and Pocahontas semi-bituminous coals, a briquet which will be as smokeless as anthracite for all. practical purposes.

For the purposes of this paper, the boundaries of China and Siberia will be taken as they stood about 1907. Except in the Caspian region, it is doubtful if all the oil ever produced in these countries would equal one day's flow of a good Texas well. Considering the vastness of the regions and the variety of strata, it seems strange that these two countries should have made so small a showing in the petroleum industry. No doubt the condition is caused partly by lack of prospecting and of modern methods of development; in larger measure, however, it is evidently because of unfavorable geological conditions over nearly all of east-central and northern Asia. China The known oil occurrences in China are very few. For many years, perhaps a barrel a day has been obtained by primitive methods from wells near the city of Yenchang in the northwestern province of Shensi. A like amount was obtained from wells bored for salt water in the vicinity of Kiating in southwestern Szechwan. The little oil was separated from salt water by allowing it to stand in jars. The salt wells yield also considerable natural gas, which is used to evaporate the salt and also for domestic purposes. There is evidence that wells were bored in this part of China before the third century. It is said that more than 1200 wells have been sunk in that district to depths of 1600 to 2000 ft. (485 to 610 m.) in connection with the salt industry. The scarcity of petroleum in China may be ascribed to three general geologic conditions: First, China contains practically no marine sediments of Mesozoic or Cenozoic age; second, the Paleozoic sediments are not for the most part of the types that generally contribute petroleum; third, the rocks of nearly all ages have been strongly folded, faulted, and more or less intruded by igneous rocks in all parts of China except certain areas in the west and northwest. Mining, including quarrying, dates back almost to the dawn of history, beginning almost with the beginning of what we call civilization. State surveys date back about 100 years. Evidently mining flourished for thousands of years before state surveys were thought of. Why should it not continue to flourish without state surveys? First, it may be noted that as mining and civilization were contemporaneous, so state surveys and the science of geology were almost contemporaneous. As recently as 30 years ago the United States mineral laws were interpreted to mean that coal lands in the public domain were only those lands on which workable coal outcropped. The half billion acres of public land underlain by .coal but on which it did not outcrop were treated as homestead lands and open to settlement. Just what did the science of geology do to or for the mining industry? Until geology arose rocks or minerals or ores were where they were found. Their finding might be accidental, or might be the result of deliberate search or prospecting. In open, rocky country, with little or no vegetation, as in parts of the West, prospecting served very well, though at an enormous expenditure of human time and effort, if not money. The old saying that every dollar's worth of gold taken from the earth has cost two dollars may largely be charged to the time value of the usual method of prospecting. Geology changed all that. The science is still young and it still labors under handicaps of immaturity and early errors. Geology, however, has gradually been discovering the relations and conditions under which the several mineral deposits occur. Its elaborate studies of exhausted or nearly exhausted mineral deposits has done for it what human autopsy has done for medicine and surgery. Perhaps in no field is this plainer than in the oil and gas industry. Note might also be made of several important coal fields in England and on the Continent, in which the coal is everywhere deeply buried. Passing over the long period of growth during the past 100 years, geology today is prepared to offer the mining industry: first, a knowledge of the geologic conditions under which most minerals occur and to explore
