THE most important process in a gypsum mill is calcining the crude mineral. There seems, however, to be little progress or change in calcining methods. This would not be surprising if the industry was not, in other ways, developing. The demand for gypsum in its various forms, however, is growing rapidly. The output has more than doubled in six years, while the value of gypsum products, through the introduction of higher priced specialties like wall board, has nearly trebled in the same period. In other industries, under somewhat similar conditions, calcining in rotating cylinders, either by direct or indirect heat, has replaced the method that still prevails in gypsum mills. Efforts were made to use rotary calciners in manufacturing plaster of Paris in the early days of the industry in America; 25 years ago rotary calciners were in use in Germany. At that time there was great diversity of opinion in regard to their merit. In 1923, the output of calcined gypsum in the United States was 3,101,378 tons. About nine-tenths of this material was calcined in kettles, the remainder in rotary calciners. The ratio was about the same 10 years ago. During these 10 years, rotary calcining made rela-tively no gains, and there were no important changes in the construction of kettles. In their manipulation, the only change of consequence was in connection with the length of time that the gypsum is left in the kettle. For wall-plaster purposes, all producers who had not previously done so changed from second-settled to first-settled calcined gypsum, thereby reducing production costs and improving the plasticity and sand-carrying capacity of their plaster. Nevertheless, in the few mills in which they were installed, rotary calciners continue to operate, with possibly one or two exceptions, and to be highly successful. In these 10 years, the Cummer type of rotary calciner has disappeared. All rotaries now used are of the cement-mill type with a diameter of 6 or 7 ft. and length of 80 to 120 feet.

THE situation in 1872, from the standpoint of the prospector, the locator, the possessory claimant, and the patentee of mineral land under Federal statutes, cannot be understood without a knowledge of the situation prior to 1866, and between 1866 and 1872. The Situation before 1866 The western public domain acquired by the United States through treaties, as the result of conquest or purchase, was invaded after Marshall's re-discovery of gold in California, by an overwhelming multitude of prospectors and miners from all parts of the world. The mineral lands of the whole Pacific slope were practically unsurveyed. Congress, disgusted with the experiment of leasing mineral lands; which it had tried for 40 years, and abandoned in 1847, enacted no laws for the management of these public mineral lands, and the pioneers made their own laws governing mining titles. These local regulations applied at first to gulch-mining in the auriferous river-beds only; and they constituted a simple and practical system, adapted to the needs and means of primitive communities-significantly called "camps." They had the means of measuring distances, but not angles; they knew no -property except personal property in the form of pickaxes, pans, supplies, camp-equipage, horses or mules, and mining rights. The earliest codes which they developed expressed what might be called the law of the lariat. With the lariat they measured the distance assigned to each miner along the gold-bearing gulch-a double portion to the discoverer, and a single portion to his successors, in the order of their coming. With the lariat, they hung, after such due process of law as was available, the rascal who stole a horse, or a bag of gold-dust, or a; mining claim, or killed another man without giving him fair notice and a chance to defend himself. In these pioneer codes, adopted in mass-meetings and enforced by the same authority, two features concern us most:

It is probable that the first commercial production of coal in Ohio was for the supply of Wheeling, before mines were opened at that place. This coal came from Pipe Creek in Belmont County,l where the seam was exposed a short distance above the river. This movement could not have lasted more than a few years, because coal was being mined at Wheeling in 1818, and probably before that.2 Mining began in Tuscarawas County in 1810 and in Perry County in 1816, and has been followed steadily since then. In the eighteen twenties the Pomeroy field in Meigs County, Jackson County, and the northern Ohio field in Summit County commenced production. All of the early data available are given in Table 57. No early official reports were made, but after 1859 the Secretary of State published statistics of production, admittedly inaccurate, by counties, and under various officials these have been continued to the present day. Ohio has never published statistics about coal in smaller units than the county; no reports of individual properties have ever been collected. The period from 1800 to 1885 includes the opening of practically all of the coal fields of the state, although those of eastern Ohio were not large producers at its end. During this time the use of raw block coal in blast furnaces had begun and ended, and at the end, coke was nearly the universal fuel for this purpose. Much of the coal traffic on the Ohio River and its main tributaries originated in the necessity of a fuel supply for Cincinnati and other down-river cities. This traffic started in 1794, and few records of it are available until many years later; in 1846 records of the movement to Cincinnati began and have been maintained with increasing thoroughness, and represent one of the most complete records of such a traffic extant anywhere. As these data show the originating fields of most of the coals used there, the available figures to 1885 have been collected in Table 16.

At the beginning of the year 1935 the older fields in Southwest Texas, and particularly those discovered during 1934, had been practically delimited and only normal development continued. As a result, operations in this area were somewhat slowed down. Shortly after the first of the year, however, activity in the area was greatly accelerated, due largely to the fact that the Loma Novio field, discovered during the last few days of 1934, indicated the presence of a new productive trend east of and parallel to the Government Wells field and also indicated the presence of a new productive horizon, the Loma Novio sand, approximately 100 ft. lower than the Government Wells sand zone. Other discoveries during the year greatly augmented the activity in the district. During the year there were 651 oil wells, 53 gas wells and 275 dry holes drilled in this area during the year. Most of the operations were in the Government Wells, Cole, Loma Novio, Seven Sisters and Lopez fields. New Fields Four new fields were discovered during 1935 as follows: Seven Sisters and Piedra de Lumbre in Duval County; Loma Alto in McMullen County; and Lopez in Webb County. Seven Sisters Field.—The Seven Sisters field, opened in May, was the direct result of a systematic search for new productive areas northeast of the Loma Novio field. The first producer, Harvey & Henderson NO. 1 Chernosky, survey 226, was completed in the Labbe (Chernosky) sand at 2220 ft. However, the second producer, Santa Clara Oil Co. No. 1 Welder in survey 385, drilled about one mile south of the discovery well, failed to find production in the Labbé sand and was carried on down and completed in the Government Wells sand at 2473 ft. with an initial production of 20 bbl. of oil per hour. These two discoveries, in the Labbé and Government Wells sand, started an active leasing and drilling campaign in this part of Duval County and drilling operations continued especially active throughout the remainder of the year.

Oil-well depletion curves, to be of value, should show when a well or lease may no longer be operated at a profit. The difference, at any time, between the total expenditures and the total income of a lease or well may be called the lease status. Plotting this lease status against time will give a curve subject to more accurate and different interpretations than the barrels-time curves. According to the hypothetical barrels-time curves shown in Fig. 1, well A, at the end of 16 mo., is producing twice as much oil as well B and will continue to produce for another year whereas well B will cease producing in about 6 months. In shaft sinking for cod mines, the cost item greatly influences the method adopted. This holds true especially when soft material must be traversed. The average life of a coal mine is short. This is due either to the limited area of the coal basin or to the great expense of maintenance and haulage underground when the entries are extended a considerable distance from the hoisting shaft. Therefore, the engineer in opening a coal mine is confronted with the fact that the cost must be kept within certain bounds else the venture will prove unprofitable. For this reason he may be prohibited from adopting certain safe, but expensive, methods that are used in sinking caissons for foundations, driving transportation tunnels, or other work of permanent construction. A common method of sinking through difficult ground employs the aid of a steel shoe pushed ahead of the shaft timbers. Another is the drop-shaft method. These two methods were used in sinking the main shaft and the air shaft of the Eagle No. 3 mine, at Des Moines, Ia., and the following data show the relative success and cost of the two methods of sinking under the same conditions. The area described herein is situated on what is known as the Arches Fork anticline in Roane and Calhoun Counties, W. Va. When the area was first mapped, it was felt that well records would give a more intimate idea of conditions, both structural and lithologic, than could be expected from surface horizons. The surface formations are chiefly members of the Monongahela series, though northward the hilltop outcrops are those of the Dunkard. Neither series offen a key horizon sufficiently definite to be satisfactory, although the structure as determined from well records was later checked against two of the more persistent surface sandstones. In mapping the subsurface structure, the top of the Big Lime (Green-brier) was employed as the key horizon. The average depth to the top of the Big Lime varies from 1600 to 2000 ft. (487 to 609 m.), while the average thickness as indicated by well records is 113 ft. (34 m.). The oil-producing formation is the Big Injun, lying just below the Big Lime. In two instances, well records show the Lime and Injun separated by a few feet of "break." The Big Injun is recorded as having a variable thickness. Seven logs report it as missing and one gives it the maximum thickness of 105 ft. (32 m.), while the entire average for thickness is 19 ft. (6 m.). Relation of Structure to Thickness of Big Injun The seven wells reporting the Big Injun as absent were located near the anticlinal axis. Moreover, the general tendency is a thickening of the Injun on the flanks of the anticline, increasing with distance from the axis. Manifestly, this apparent anomaly has no stratigraphic basis, as the actual thickness of the Big Injun and the overlying Big Lime was determined by original deposition which no amount of subsequent folding could appreciably alter. Fig. 1 is a skeleton map of structure based on the top of the Big Lime; Fig. 2 is a cross-section showing the thickness of the Big Injun.

In a broad sense automotive fuel is simply fuel in general and includes coal, coke, wood, charcoal and gas, in addition to the full range of liquid combustibles. All of these are actually used, or have been used, commercially to some extent as fuel for automotive vehicles. The steam lorry burning coal and coke is a common sight on the roads of England. The fact that these coal-fired steam lorries have a distinct advantage in taxes over the conventional gasoline-driven lorry probably explains the survival of this vehicle. The omnibus, or charabanc, operated by city gas carried in a balloon container on the roof, was also at one time a common sight in England, although not as common as the ubiquitous steam lorry. These gas-operated vehicles have, however, disappeared from the streets in recent years, and probably owed their existence entirely to war conditions. In France one of the largest motor vehicle manufacturers had last year more than 30 trucks equipped with regular gasoline engines in service in the Parisian area operating on producer gas obtained from a small gas producer mounted on the running board of the truck. Both wood and charcoal have been used in these gas producers. The authors were interested enough in this unique commercial development to spend some time examining the apparatus used and inquiring into the success which it had met. The picture is by no means an impossible one purely from the standpoint of practicability, but there is no doubt of the soundness of the conclusion that this is not a development which has any present important significance. Powdered carbonaceous matter, coal, coke or lignite, has been used experimentally in special forms of internal combustion engines, but so far as is known, these have never been applied to automotive practice. No symposium on die-casting could be complete without consideration of the methods of formula and impurity control. No corisideration of control would be complete without discussion of that new tool of the analytical chemist and inspector, the quartz spectrograph. Just as there is an increased appreciation of the possible applications of the die-casting process and of die castings, so too is there, slowly but surely, of the spectrograph. At present the role of the instrument might well be compared with that of brass or magnesium die castings. Neither is as widely understood or known as they will be. Product specifications are increasing and are getting more explicit and often more rigid. The designer, metallurgist and production engineer or superintendent will be forced to depend more and more on the chemical laboratory. Sampling, as well as analyses, testing and inspection problems will grow. The chemical laboratory must meet its increased responsibility and use of the spectrograph will become more common. Advantages of increased precision, greater speed, lessened labor and often lower costs cannot be ignored. It will be the purpose of this paper in part to outline the respective fields of chemical and spectrographic analyses and to indicate where one may overlap the other and in part to indicate certain possible sources of contamination of zinc-base die-cast alloys in particular. Composition Aluminum.-Aluminum die die castings are expected to conform to the specifications of the Amcrican Society for Testing Materialslt and the Society of Automotive Engineers2. The A.S.T.M. has recognized seven aluminum alloys in Tentative Specification B85-33-T. TWO are straight silicon and the remainder are of the copper-silicon type of which alloys VIII and IX have in addition respectively 2 and 4 per cent of nickel, but unlike the others are not covered by S.A.E. as well. During no similar period in the development of petroleum refining technology has so much progress been made in methods and equipment for the economical utilization of heat. Drastically severe commercial and economical conditions controlling the refining industry during 1927 gave a great impetus to improved efficiency and more economical operation in all departments. I think it is fair to say, however, that more progress has been made in the department of heat utilization than in other branches. I use the word utilization advisedly in the dual sense of better primary generation and application of heat and of saving by recovery methods. It was because of this trend that the subject, "Economical Application of Heat," was made the keynote of the refinery engineering sessions just completed. No new, outstanding elemental discoveries can be claimed for the year along this line. Some of the progress made has been in the development of better furnaces and distilling equipment embodying the more modern principles of boiler practice in obtaining complete combustion of the fuel, low excess air requirements and high transfer rates through the heating surface. Transfer rates of 3000 to 6000 B. t. u. per sq. ft. per hr. were considered good some time ago in the older type of equipment. Today a transfer rate of 25,000 to 35,000 B. t. u. is an actual accomplishment in commercial installations and engineers are talking of the feasibility of 50,000, 75,000, even 100,000 R. t. u. per sq. ft. per hr. Contributing most to bringing this about have been the rational use of the velocity factor on both the oil and firing side of the heating surface, and the study and application of the principles of radiant heat in furnace design. Vapor Heat Economy The principle of heat exchange, especially against oil vapors, has been applied to a greater extent than ever before. The recovery of heat from oil vapors is not new. This was practiced 20 years ago or more in Europe,

T. W. ROBINSON, Pueblo, Colo.: Mr. Potter's review is a striking testimony to the important part played by science in this branch of practice. But, the question arises, In which department has science effected most ? The available raw material, the size of furnaces, the general design and equipment of the plant, and the daily management, are particulars, each of which contributes to the general result, while the effect of each merges into that of the others. The following notes concerning the operations of the furnace-plant of the Colorado Fuel and Iron Company (formerly the Colorado Coal and Iron Company), at Pueblo, may throw some light upon the question of their relative importance. This company operates three stacks, and when the plant first came under my observation, about nine months ago, the furnaces were constructed, equipped,and run as stated below: Raw Materials.—The main sources of ore-supply were, as they still are, the Orient and Calumet mines of the company. The Brecce and Morning Glory ores, mentioned below, were formerly brought from Leadville, but are practically now no longer used. The Orient ore is a porous brown hematite, easily reducible in the furnace. The Calumet is a magnetite, very refractory in character, requiring preliminary roasting. Both are fairly uniform in composition. The Breece and Morning Glory are red hematites, resembling in appearance the soft ores of the Vermilion range, Lake Superior. The coke here used is made of coal from the company's mines in southern Colorado, and is distinct from that produced by the company in the western part of the State. The structure is similar to that of Alabama coke. The limestone employed is a calcite. The analyses are given in Table I. I would note, parenthetically, that I know of no section of the country presenting harder conditions for furnace-practice than these materials impose. Results cannot be measured by the more

Questionnaires and special letters soliciting information were sent to a great many geologists, petroleum engineers, independent operators, and representatives of large companies in Arkansas, Louisiana, Texas and New Mexico. Replies to more than 50 per cent. of these letters were received. A survey of the facts and opinions presented in this correspondence will be made a little later, but first some of the general aspects of the problem will be reviewed. By "unit operation,"1 we mean the development and operation of a single entire pool, or reservoir, of petroleum by one management, on a systematic and scientific plan which is best calculated ultimately to extract from the pay sand and bring to the surface of the ground the largest possible amount of oil with the greatest possible total profit. No one, as far as the author has been able to ascertain, denies the advantages, both scientific and practical, of unit operation. All are agreed that it is sound in theory. It permits the proper distribution of wells, which should always be spaced on the ground according to a regular geometric plan with the intention of maintaining the same spacing all the way down and into the pay sand, or pay sands. This spacing will be different for different fields, depending on such variable factors as the lithologic character of the pay formation, the nature of the controlling structure, the depth of drilling, the viscosity of the oil, and so on. From the viewpoint of engineering practice, as applied to economical extraction of oil, there is no more important consideration than well spacing—well spacing in the pay formation, and not merely on the surface of the ground —for the method of well spacing has a direct bearing upon all such engineering practices as pressure control, repressuring by gas, the water drive, and SO on. This paper describes a separation coefficient Ks useful as a "measure of goodness" to be used in factorial and response surface methodology. The use and limitations of the separation coefficient is discussed, and a computer program for calculating the coefficient is presented (in Fortran). The application of the coefficient is illustrated in terms of electro-dynamic separation of Mesabi semitaconites. Present Mesabi wash ores and gravity concentrates with an iron to silica ratio of only 5 or 6 to 1 are no longer readily salable, for the steel industry now demands concentrates with an iron to silica ratio of at least 10 to 1 and a structure comparable to pellets. THE ELECTRODYNAMIC-FLOTATION PROCESS Wash ores and gravity concentrates consist largely of hematite, goethite, and quartz. Several methods of beneficiation are being tested at the University of Minnesota Mines Experiment Station with a view to improving the salability of these materials. A process that looks particularly promising from an economic view is the combination electrodynamic-flotation process shown in Fig. 1. This process is designed to upgrade gravity concentrates to a 5% silica content and to provide fines — from the flotation circuit —to permit agglomeration. Although electrodynamic concentration of specularite is an established and well-understood process, the electrodynamic concentration of Mesabi goethite-hematite gravity concentrates presents interesting and enigmatic problems. The gravity concentrates are by no means assemblages of clean, free mineral particles. Instead, the concentrates to be retreated consist of a great variety of middlings. More or less complete liberation would require grinding to minus 325 mesh, at which size only flotation could be expected to function, and even then grades and especially recoveries would not be satisfactory. A close examination of the gravity concentrates shows that grinding to 100% minus 48 mesh will produce a product which is approximately 70 weight % plus 325 mesh (see Fig. 1). The remaining 30 weight % can be deslimed and floated by conventional methods, but the resulting iron concentrate is

It is to be regretted that the data respecting the use of dry-air blast, which were presented to the Iron and Steel Institute at its meeting in the United States, in October, 1904, should have been restricted to the period from August 25th to September 9th inclusive, and from September 17th to 30th inclusive. In order to present the paper at all it was found necessary to limit the record of operations to the period above stated. It appears from the reported discussion that some of those who took part felt themselves to be at a disadvantage, in considering the economies secured through the use of dry-air blast, by reason of the fact that the data presented covered so short a period. It is the purpose of this communication to present in detail the record of operations of the Isabella Furnaces from November, 1904, to March, 1905, inclusive, as shown by the furnace-records. The month of October, 1904, is not included, as the furnace using dry-air blast was stopped several times for repairs; and while the record was a very good one considering these interruptions, yet it was not a continuous one. The record for Furnace No. 1 using dry-air blast, and the comparison with Furnace No. 3 using natural air for the month of November, 1904, is set forth in Table I. By a reference to my former paper it will be noted that the month of November is the beginning in this country of the winter period, when the atmosphere decreases rapidly in humidity. The month of October being the transition month in the autumn and April in the spring, and furnaces using natu-ral air approach more closely, from November on, to the conditions obtained by the use of dry-air blast. IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway Managers determined on and have long applied a test of 1000 pounds falling 101 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails from our most reliable makers, break under a 6 foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 13 1/2 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent, of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. In England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. One of the most important contributions to the art of electrolytic zinc production has been the aluminum cathode. This has been used in all major production since its commercial developmerit in 1916. The literature is replete with important contributions, some of which may have been replaced by better ones, but thus far there appears no other metal to take the place of aluminum as cathode material. Credit for this innovation goes to Sherard Cowper Coles, of England. When experimenting on the extraction of zinc from Broken Hill ore at Hayle, Cornwall, in 1893, he introduced the aluminum cathode, and in 1895 obtained . British Patent No. 20073. The reason for this dominant position of aluminum as cathode material in zinc sulphate electrolytes is its unique surface, to which electro-deposited metals usually do not tightly adhere. The metal must be of high purity for best results. It is possible to develop a starting-sheet method by which thin electro-deposited sheets of cathode zinc are made and stripped from a smooth aluminum plate. Such thin sheets of cathode zinc may be used as are the copper sheets in standard electrolytic copper-refinery practice. However, complications arise because of extreme warping of the zinc starting sheet after a few hours of deposition, and thus special arrangements must be made to compensate for this abnormality. Reasons advanced for the ease with which deposits may be stripped from the aluminum surface are: (1) presence of a permanent oxide coating on the metal, (2) failure of aluminum to alloy with the deposit, (3) differences in coefficient of expansion, (4) high position of aluminum in the electromotive series of metals. Of these reasons for nonadherence, which may have some application in general deposition, probably the oxide coating has the greatest bearing on the subject of zinc deposition. IN connection with other investigations on the properties and characteristics of chilled iron car wheels, the question as to the best range of annealing temperatures was raised. Chilled-iron wheels are cast with a chill against the tread and the inside of the flange, the remainder being in sand. The composition of the metal is so chosen that under these conditions the tread and inside of the flange will show white iron to a depth of from 5/8 to 7/8 in. (15 to 22 mm.), the remainder of the wheel becoming graphitized or gray. In order to relieve the stresses set up during cooling under such drastic conditions, the wheels are stripped from the mold, while still red hot, piled in a soaking pit, and allowed to cool very slowly from their temperature at stripping. Obviously the most suitable temperature for this annealing is the highest at which no formation of graphite occurs within the white tread and at which the wheels can be stripped from the molds. Inasmuch as no direct determinations have been made of the temperatures at which the' formation, of graphite takes place in white iron of compositions used in car wheels upon annealing, it was considered worth while to determine these temperatures as a means of establishing the maximum temperatures at which the annealing of the wheels may be carried out. In the course of this work, some incidental observations were made which are of interest in connection with the theory of graphitization in white iron. The literature on the subject of the formation of graphite both during cooling at casting and upon annealing is very extensive and can be best studied by reference to a comprehensive discussion of the subject by Hatfield. 1 Perhaps the most important contributions of previous investigation are the following: 1. Whether a given mass of molten iron becomes white, mottled, or gray upon casting, depends on its composition and its rate of cooling through the temperature range of solidification and immediately below.

Tins paper embodies the results of theoretical studies concerning gas reservoirs, especially the effect of drilling programs of various intensities upon pressure depletion and ultimate recoveries. The primary objective has been to determine the net quantity of recoverable gas that could be obtained as a result of each additional well, in comparison with the gas that might be secured from a single well ideally placed with respect to both acreage and geological structure. No method is yet known whereby the relative merits of intensive and sparse drilling can be compared experimentally; a reservoir must either be drilled closely or developed with wide spacing, but both programs cannot be conducted simultane-ously. Hence, the analytical method seems to be the only approach to the problem. While the present state of our theoretical knowledge does not offer a precise solution to the problem of gas flow in sand bodies, it takes such appropriate cognizance of the limitations of the methods used as to restrict any answer obtained to the realm of engineering accuracy. In solving the problem for the average gas field, it was found that practically the same answers resulted as to pressure distribution, regardless of the size of the drainage radius, even though the latter was assumed to vary from a few feet as a minimum to that of the entire reservoir as a maximum. Such limits represent extreme possibilities; therefore, the practical conditions that are associated with normal development programs, in which wells are placed in the center of tracts varying in size from 40 to 640 acres, will of necessity result in less extreme variations than those indicated in the tables accompanying this paper. Stated more concisely, the amount of gas unrecovered at abandonment (of the particular field used for illustrative purposes) will lie somewhere between 4.6 and 6 per cent of the total original content, no matter how intensively the field is drilled.

The Anthracite Division, Bureau of Distribution, of the United atates Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and therefore only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force .of seven or eight clerks and stenographers. The trying experiences of the winter of 1917-18 had, however, shown a ready willingness on the part of the anthracite operators and distributors to cooperate in every way with the United States Fuel Administration.
