The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.

IN the September 1936 issue of MINING AND METALLURGY the pioneer work of boring a 5-ft. shaft to a depth of 1125 ft. at the Idaho Maryland mine in California was described. Later, a Bureau of Mines Information Circular (No. 6923) gave additional data. In re¬cent months still further progress has been made in this technique through the sinking of a 5 1/2-ft. shaft for Pickands, Mather & Co. at their Zenith mine, Ely, Minn. The present work was done with new carefully designed equipment and several experienced men so that progress, as shown below has been much better:

MISSOURI SCHOOL OF MINES On the tenth of January, 1919, a meeting was held by the juniors and seniors for the purpose of reorganizing the Missouri Mining Association. The reorganization was brought about in this manner because at that time there were no old members left in school. At that meeting, the following officers were elected for the remainder of the year: Gerald F. Rackett, president, Harland H. Hoppock, Secretary. The Association has held several interesting meetings and is arranging interesting programs for some to be held in the future. At present the Association has thirty-four members. H. H. The most notable development in oil and gas operations in Montana during 1938 were extensions to the Kevin-Sunburst and Cut Bank fields. No new fields were discovered, although about 20 widely scattered wildcat wells were operated. Within or adjacent to proved fields about 100 wells were drilled, resulting in 81 oil wells and 14 gas wells. In general, production activities were below those of 1937, largely because of market conditions. THE published work of Lacombe and Beaujard' has demonstrated the interesting application of etch figures to the determination of crystal orientations in aluminum by a purely micrographic method. THE purpose of this note is to draw attention to a set of tables, recently compiled in Rocketdyne Research Report No. 64-19, under the title "Crystal-lographic Data for Indexing Cubic Twin Reflections and Cementite (Fe3C) Reflections in Electron Diffraction Patterns."' These tables were an outgrowth of electron-diffraction work conducted over the past several years on steels, precipitation-hardening aluminum- and nickel-base alloys, molybdenum, tantalum, and tantalum-base alloys. SELF-DIFFUSION of cobalt has been investigated by Ruder and Birchenall,1, 2 Nix and Jaumot,3 and Gruzin.4 The results for a given tem- perature differ by a factor of about six in the extreme cases with no really close agreement between any two sets of data. The first two groups of investigators employed the decrease of surface activity method. Since Ruder and Birchenall have shown that the values obtained from this method are sensitive to the surface preparation, it seemed desirable to perform a few check experiments by a method not open to this objection.

No academic program of reasonable duration can provide a geologist with all the skills that may be needed for applied work in industrial minerals. However, any curriculum that does not provide background in such basis subdisciplines as mineralogy-petrology, stratigraphy, sedimentology, structure, and geomorphology will leave the practitioner handicapped. Enough geochemistry to understand materials requirements, and sufficient geophysics to use geophysical data, are essential. In addition to purely scientific considerations, the industrial minerals geologist must be able to evaluate economic factors. He may also be faced with legal, social, and political problems in land use, zoning, envil.onmenta1 protection, and reclamation.

No PETROLEUM, in commercial quantities, is found in France except the small production of the Pechelbronn field (Fig. 1) in Alsace, which produced 75,000 tons in 1923; therefore the test of the petroleum prospects of the Limagne is most interesting. Under the superintendence of M. Termier, chief engineer of the French mines, a well near Crouelle (Fig. 2) was drilled in 1921 to a depth of 856.3 m. (2808 ft.); at different depths favorable showings were encountered. The well, however, was abandoned because of drilling difficulties. A second one is now being drilled near the same place.

Dispersion-containing titanium-copper alloys were prepared having mean free paths varying from 1.0 to 9.7 P. Tensile studies at room temperature and at 1000°F showed that little or no strengthening occurred when the mean free path exceeded 3 p. Serious floor heave of up to 2.4 m in a 2.4-m high mine entry was eliminated by applying the stress control method of mining, as a last resort, at the No. 5 coal mine of Jim Walter Resources, Inc., in the Black Warrior coal basin near Birmingham, Alabama. Underground observation of the first 3-room entry created using the stress control method is discussed here. The behavior of the test entry, which eliminated the heave problem, is analyzed in relation to similar studies conducted in a salt mine under similar ground conditions by utilizing finite element analysis.

The minimum sulphur level which can be attained during fluid bed roasting of zinc sulfide concentrates is largely determined by the residual sulfates of calcium, magnesium, and zinc. The fractional conversion of these elements to their respective sulfates is derived from semi- empirical relationships, and multiple regression analysis is used to fit the relationships to experimental data from a commercial fluidized bed roaster. The resulting equation shows that the calcine leaving the roaster contains almost no zinc sulfate, nearly all of the calcium is present as calcium sulfate, and the amount of magnesium sulfate formed is primarily dependent upon the roaster temperatures.

The No. 4 shaft and hoist at Hecla Mining Co.'s Star mine have been in operation for seven months, and as development of new mining areas proceeds in the lower portions of the mine, the system is being depended upon more extensively for personnel and material handling requirements. The hoist plant is handling full payloads, at rated speeds, over a vertical distance of 5650 ft. One of the special features of this hoist is its precision braking control under all hoisting conditions. Tests indicate that emergency stops can be made with safe deceleration rates and minimum rope and conveyance oscillation.
