THE subject of my talk is, "What 'the college, student expects when he gets out of college." Since all of us, here tonight are engineers, I think it will be proper to limit the discussion to "What the engineering student expects when he emerges from college." It might be well to con-sider just why we chose engineering rather than some other of the many courses open to us. We certainly did not choose it because it is easy nor because we thought it would be a very pleasurable way to spend four years of our lives. The majority of students who choose this profession have a pretty well-formed idea of what an engineering course requires. They at least know that they must work to re-ceive their credits. The minority, which is no small num-ber, are soon disillusioned and as a result they either quit college entirely or they join the' Commerce School. I asked a number of my fellow students just what it was that induced them to join the engineering profession, but it was hard to obtain a clear cut statement from any of them. Some said it was due to environment; others said, they took it because they liked it, and still others said they took it because their folks wanted them to. These state-ments are rather vague and incomplete, but underlying them all is something that the fellows found hard to ex-press. I think it is this: To the layman there is something of romance and adventure about the engineering profes-sion, and this fact coupled with the reputed high salaries and high commands of certain noted engineers no doubt fired our imaginations and consequently led us to join the ranks of the engineers. No doubt many engineers have gone out into the world and have found little romance or adventure .attached to their work, but nevertheless it is an occupation of a wide diversity of interest, of constant change of scene, and of vivid and human relations.

Discussion of the paper of T. D. YENSEN, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 483 to 512. JOHN A. MATHEWS, Syracuse, N. Y.-Concerning the critical composition of the steel containing 2.50 per cent. of silicon, I may say that 12 or 13 years ago we made some of these alloys. They. were not as pure as the alloys made by Mr. Yensen, nor were they melted in vacuo, but one of them contained exactly 2.50 per cent. silicon, and about 0.25 per cent. carbon. It gave us no trouble whatever in hammering to a billet or rolling into bars, nor even when rolling into ¼ -in. wire rods. The steel in question was practically free from everything except carbon or silicon and contained no manganese sulphur or phosphorus worth mention. The alloy containing 2.50 per cent. of silicon worked perfectly well, as well as one containing 0.5 per cent. silicon, and it seems to me that further work should be done by Mr. Yensen on the physical properties of alloys at this seemingly critical change point. W. E. -RUDER, Schenectady, N. Y.-We -have made silicon steels of practically every composition and have never obtained any material under 5 or 6 per cent. of silicon which was brittle. This may be due, of course, to the presence of carbon, in some of the 'commercial materials, and I presume that Mr. Yensen would argue that the: presence of this carbon might prevent inter-granular brittleness. However, all of our silicon steels, up to 5 per cent. of silicon, by treatment in hydrogen at temperatures near the melting point, can be made to show inter-granular brittleness. Furthermore, the material made brittle in this way could be restored by treating at the same temperature in hydrogen containing a hydrocarbon vapor. THE statutory requirements of the States and the district rules are, broadly speaking, similar. There is just enough difference to make it tantalizing. DIFFERENCES IN STATE LEGISLATION GOVERNING THE LOCATION OF MINING CLAIMS Discovery Discovery is the first step in the location of the claim. The provision of the Revised Statutes (2320) is, "No location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located." Strictly speaking, discovery may be defined as the finding of ore or metalliferous rock in place in a well-defined vein. This definition was too strict, so discovery extended later to cover such indications of the presence of ore, within rock in place, as would justify an experienced miner in spending his time and money with a reasonable expectation of finding ore in paying quantities. According to Colorado statutes a discovery must show a well-defined crevice; in Arizona, a lode, deposit, or mineral in place; in Montana, a well-defined crevice or valuable deposit; in Nevada, a lode or deposit of mineral in place. It is wrong to require a discovery. An honest prospector, wishing to obey the law, finds himself compelled, in most cases, to evade this point. In Clear Creek district, Colorado, a quartz seam will constitute a discovery; in Butte, a red capping; in Leadville or Ely, it is any place where a man can find a piece of vacant ground big enough upon which to sink a 10-ft. hole. If the vein or deposit outcrops a man can show a discovery, but if it does not outcrop it is foolish to compel him to show one; and this point has been gently side-stepped. Any hole 10 ft. deep now constitutes a discovery. It is no use having laws that the people cannot consistently obey. No sane man will dig unless he expects to find mineral, and he should be protected while digging. He should be required to show that he has mineral ground only when he comes to patent.

BecauSe the rich La Colorada orebody of the Cananea Consolidated Copper Co. does not outcrop at surface, after its discovery (by churn drill) and before mining was begun, a large amount of development work was done to learn the shape and extent of the ore and to provide for economic and effective mining. As these openings progressed, the actual shape of the orebody became known and with this knowledge came the realization that mining this rich and unusual deposit without loss of ore or danger to workmen presented several difficult problems. This paper will describe one of these problems; namely, the handling of an inverted cone-shaped core of barren rock, on the periphery of and below which the ore occurred. It mas clear that as the ore was mined out from around and under this inverted cone of rock, weighing about 3,000,000 tons, it would hang over the workings, held suspended only by its own tensile strength and threatening to crash into the stapes below with disastrous results to men and mine. The method of mining developed during the years 1928,1929 and 1930 anticipated and provided for the eventual collapse of this core of rock. In November 1936 the core settled down gradually on the edges of the stopes, descending a total of about 50 ft. vertically. The men in the stopes had ample warning and no lives were endangered. There were no air blasts in the mine. The core broke loose from its top support at the 500-ft. level along old fracture planes and evidently is crushed to the ninth level. Movement was of short duration; the following shift went to work in the stopes as usual. No ore was lost. Geological Structure The shape of the orebody is illustrated in Fig. 1. Discussion of the paper of Ernest Stütz, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 79, July, 1913, pp. 1257 to 1265. H. 0. HOFMAN, Boston, Mass.:-I have hunted in vain for a figure which gives a dehydration temperature of cement. I was wondering if Mr. Stütz had a figure of that kind. E. STÜTZ :-No, I am afraid I have not. H. 0. HOFMAN :-I believe some figures have been published that cement disintegrates at 400° or 500° C. It seems tome a very low temperature. Mr. Stütz just made the statement that the disintegration of this briquette begins at the temperature at which the briquette begins to sinter. E. STÜTZ :-Above the sintering point. H. 0. HOFMAN :-The sintering point would be about 1,200° C. E. STÜTZ :-Yes, roughly speaking. I am afraid I have no information about the exact degree of dehydration. H. O. HOFMAN :-I have looked a great deal for such a figure and I have not been able to obtain it. Professor Howe says I might have tried myself. But my interests were directed in another line; although-that is, perhaps, a good suggestion. CHAIRMAN RICHARDS:-Is not Portland cement sometimes used for the test in a cupellation furnace and a drying-out furnace ? H. O. HOFMAN :-Yes, it is used, but that is a higher temperature, of course. But I have been trying to get a figure as to where it loses all its water. I understand it begins to lose water at 500° C. But there are different silicates or hydrosilicates in the cement, so that one would have four or five or sit figures to show the different stages at which the cement loses its water. CHAIRMAN RICHARDS :-I would ask whether the use of this material in blast furnaces has shown increased capacity of furnace or decreased consumption of fuel.

RECENTLY, areas of abnormal rock pressure have been drilled on the Gulf Coast of the United States. These pressures may be caused by the recent and pronounced raising of some of the structures without loss of the formation pressure that existed when the reservoir was developing and the producing sand much more deeply buried. It is possible also that a permeable fissure may connect a shallow accumulation of gas with the gas cap of a much deeper reservoir of oil, gas and water. The pressures are so great that dependence on blowout-prevention equipment alone is hazardous to life and property. Fortunately, wells with excessive casing-head pressures, such as the Stanolind Oates No. 1 of the South Houston field, an 8700-ft. gas well with 6000 lb. per sq. in., and the near-by Stanolind Candelari No. 1, and 8100-ft. gas well with 5000 lb. per sq. in., have not blown out and cratered. A case is on record of drill pipe in a, well in Harris County, Texas, (Oates No. 1) rotating for 8 hr. through blowout-prevention rants holding a back pressure of 2900 1b. per sq. in. at the casinghead after the mud was altered by salt-water intrusion. Such conditions warrant the use of extremely heavy muds having low viscosity, made from galena (PbS) or specially prepared mixtures of hematite (Fe203) and galena suspended by bentonite. In some Gulf Coast wells, sodium silicate mixed with concentrated brine is used to drill through heaving shale formations. Such a fluid inhibits heaving remarkably, but it is expensive and costs as much as $10 per barrel. Barite has been used to weight this mixture. However, this mineral too rapidly increased an already excessive viscosity and it was thought that galena might be better for weighting such drilling fluid. The operator was anxious to try the latter, but none was available in the district.

Improving economic conditions are reflected in the statistical picture of the petroleum and natural gas industry for 1933. Prices were better, demand was greater and the volume of production increased. The increase in the production of gas has been due mainly to the utilization of outlets to the new prolific gas fields of Potter and Tioga counties; of oil, to the growing demand for Pennsylvania grade lubricants. It should be emphasized that nowhere is volume of production more subject to control due to the extensive use of secondary methods of recovery and regional peculiarities than in Pennsylvania. A summary of developments in production for Pennsylvania in 1933 of necessity is brief. The data listed in Table 1 are all too few in number and not all that is desirable from the standpoint of accuracy. No state agency for the collection of data exists, no reports are compulsory. Nevertheless, because of the hearty cooperation of many individuals and public spirited corporations, it is believed that the data are as reliable as are obtainable at the present time. Furthermore, records of the past too often are lost, were never in existence or are fragmentary, to say the least. Illustrative of the condition is the fact that no thorough study of the oil and gas-producing regions has ever been made. The publications of the Pennsylvania Topographic and Geologic Survey upon the subject are noteworthy and valuable, especially the most recent one.' The Survey has been handicapped in the work by lack of time, personnel and funds in addition to the difficulties mentioned previously. It is obvious, therefore, that Table 1 cannot be completed for Pennsylvania. The data simply are not in existence. Officially there are 328 oil and gas pools or fields known by name and 58 distinct sands or horizons, one or more of which are productive of oil and gas in the various pools, but reliable data for only three general regions could be assembled.

Mesabi ores differ from all other soft hematite-ores of the Lake Superior region in having but little or 110 binder. When exposed to heat, instead of baking into lumpy masses as do the Gogebic, Menominee or Marquette fine ores, they are changed to a sandy powder; and the finer particles, having little or no tendency to adhere together in the furnace, are carried by the ascending gas-currents into the down-comers and gas-mains forming flue-dust of a fine gritty nature. The term " finer particles " is used in this paper to mean ore fine enough to pass through a sieve with 80 meshes to the linear inch. Ore coarser than this is not likely to be carried over except in case of a slip, or an explosion in the furnace. The higher the percentage of fine particles in an ore from this range, therefore, the greater the amount of dust likely to result from its use. This statement, however, does not hold good in case of fine ores from the other ranges, and ores from the older ranges, carrying as high as 20 per cent. of material fine enough to pass through a 100-mesh sieve, have been in successful use for years, and have left no records of their causing trouble in furnace-practice by dust, slips, or explosions, so common since the introduction of Mesabi ores. Mesabi ores containing less than 12 per cent. of material which will pass through an 80-mesh sieve are considered of good structure; from 12 to 18 per cent., fair structure; and more than 18 per cent., poor structure. It was at first supposed that all these fine particles were carried over when the charge was lowered into the furnace, or during a slip, but the presence of partly reduced iron oxides in the flue-dust, even when no slip has occurred, proves that a part of the dust at least must have been low enough in the

It is well known that under certain conditions ammonia is found in the gas produced by the distillation of coal. Until recently it was held, and many still believe, that this ammonia exists in the coal, and is a natural product of the destructive distillation, varying in percentage, like the other products, according to the nature of the coal, but not formed synthetically beyond that limit. This opinion is in contradiction with well-established facts concerning the formation of ammonia from the elements of the coal. If any ammonia exists as such in the coal, the quantity is insignificant. The purpose of this paper is to explain the theory of the formation of ammonia during distillation, and call the attention of the members of the Institute to its application in connection with the production of heating-gas for metallurgical purposes, etc. For many years little or no importance was attached to the presence of ammonia in coal-gas. It was deemed by the gas-manufacturers an undesirable product of the process, as one of the impurities to be removed; and no attempt was made for its recovery. Not until its practical extraction and utilization was found possible, did scientists commence to investigate the question. Little was known about the nitrogen of the coal, and still less about the reactions leading to its transformation into ammonia. A. W. Hofmann, I believe, was the first to establish a relation between the percentage of nitrogen in the coal and the proportion of ammonia in the coal-gas. As early as 1863 he pointed out that, in dry distillation, such as is practiced in the manufacture of illuminating-gas, only one-third of the total nitrogen in the coal is liberated, two-thirds remaining in the coke. It is no longer possible to doubt that the ammonia is a synthetical product, resulting, under certain conditions, from the combination of the,elements of the coal. The Gulf Coast area of Louisiana enjoyed a particularly active and profitable year in 1939. Fifteen new producing structures were located and approximately sixty new producing sand horizons in old fields were opened in that period of time. The most important new discoveries are the Eola field, Avoyelles Parish, and the Paradis, St. Charles Parish. The Eola strike was indicated during December 1938, but the well was not placed on production until January 1939. Eola is particularly important because it was the first discovery of oil in a commercial quantity in the Wilcox formation in that area. Sid Richardson, of Ft. Worth, Texas, drilled the first well on the Haas Investment Company's property, which encountered the producing sand at a little below 8500 ft. Within the year 48 wells were drilled, 42 being commercial producers and 6 dry holes. The second most favorable discovery was the Paradis field, which was discovered by The Texas Company's Louisiana Land and Exploration Company's Paradis No. 1 well, in St. Charles Parish, just west of New Orleans. Detailed information concerning this field has not yet been made available but it is reported that the oil sand is as much as 175 ft. thick. The initial production indicated was 1750 bbl. daily and reports suggest a very large structure. In Calcasieu Parish the Humble Oil and Refining Company's Edge-wood Land No. 1 discovered gas in the Oligocene at a total depth of 7042 ft., in the Perkins area. Although two additional dry holes have been drilled in this prospect, it is still believed to have some merit. A new discovery is credited to Cameron Parish with the finding of Miocene oil in the Superior Oil Company's State No. 1 well in Grand Lake. The Chalkley field, Cameron Parish, is credited as a 1938 discovery but was largely developed in 1939 into one of the more important new fields. During the year 13 wells were drilled, 8 being oil wells and 5 dry holes. The oil is found in the Oligocene at depths of approximately 9000 feet.

Production of crude in 1937 decreased (Tables 1 and 5) by about 2 per cent, while gas production for that period increased by about 6 per cent after a slight decrease in 1936 (0.4 per cent).' As in preceding years, drilling operations were confined principally to extensions of old oil fields in the Jaslo district (fields 1 and 7) and to some extent to such extensions in the Stanislawbw district (field 27). Deepening of old wells to horizons reached more recently by new wells gave on the average better results per well than those attained by new wells (Table 3). Reserves of proved lands have increased some by new oil fields discovered, Targowiska (field 8) and Czarna (field 19) both of which, however, have only small production. The Daszawa gas field (field 25) has not been extended, but two new gas fields were located instead— Opary, distant 25 km. (151/2 miles) northwest of Daszawa, Balicze at 12 km. (7 1/4 miles) southeast of Daszawa, and Kalusz (TESP Company exploiting potassium salts) in the vicinity of the town of that name (field 33). Drilling upon the gas area near Tarnbw and Debica, while gas-bearing sandstone had been found at depths of from 300 to 512 meters (984 to 1680 ft.) (Zdziary No. 2) and at 220 m. (722 ft.) [pressure 11 atmospheres, flow 24 cu. m. per min. (847 cu. ft.)] (Przyborbw No. l), has not as yet ascertained horizons qualified for permanent exploitation. The exploring well near Kos6w remained for the last seven months at the depth of 1420 m. because of the collapse of rotary drilling pipe. Below the 300-m. level no gas sands have been encountered at this well. Gas Reserves In connection with the broad plan of developing industrially the sector of Poland lying between the Vistula and the San Rivers, and extending farther north as far as the city of Radom, there arose the necessity of a more accurate calculation of gas reserves for the fields of

Kinking is an important deformation phenomenon in poly crystalline a zirconium. The crjlstallo-gvaphic features of the most important form of kinking have been determined with the aid of twins formed at 77°K in grains previously kinked at high temperatures. It has been .found that the kink-band boundaries correspond to walls of edge dislocations with (1150) Burgers vectors and dislocation lines parallel to (1070). The present observations imply that basal slip is an important secondary-slip mode in polycrystalline zirconium. Previous single-crystal studies13 did not veveal this mode Other evidelzc.e for (0002)(1120) slip is also presented. ThE first studies of kinking in hexagonal metals were made by orowan,1 using single-crystal cadmium wires. He suggested that this was a new de- formation mode in metals, different from ordinary glide or twinning. Next, Hess and Barrett2 studied zinc-crystal rods in compression, and were able to offer an explanation of the phenomenon described by Orowan. They concluded that kinks required no new deformation mechanism and were a special form of deformation band that developed gradually and solely from basal glide. Similar kink bands were then observed by Washburn and parker3 on zinc crystals deformed in tension at low stresses and high temperatures. In titaniun,4 kink bands associated with {1010}<1120> prism slip have been observed in coarse-grained specimens. Magnesium5 and rhenium6 have also been observed to kink in conjunction with their basal- and {1010} prism-slip systems, respectively. Yttrium has (1010) as a predominant slip plane, but no observations of kink bands were reported.7 Since no previous investigations of kink bands in zirconium have apparently been made, this study was proposed. Its aim was to determine the crys-tallographic features of a type of kink band frequently observed in polycrystalline zirconium. The year 1928 has been marked by scattered but considerable wildcat drilling considering the overproduction prevalent in the oil industry. This wildcatting has resulted in the discovery of oil in one interior salt dome, several small fields producing from serpentine, Taylor marl, and Austin chalk, and two new fields producing from the Edwards limestone, one of which in the Bruner or Salt Flat area of Caldwell County promises to be of major importance if not quite as large as the Luling field. Fig. 1 shows production by fields for 1928, compared in the case of the older fields, with that for 1927. New Production From Salt Domes Boggy Creek Dome This salt dome was discovered in 1927 by core drilling and deep tests recommended on the evidence of surface geology. A large block of acreage controlled by the Humble Oil & Refining Co. covers the dome. Since the discovery of the deep-lying salt plug and oil on the flank of this dome in 1927, development has proceeded slowly. Since most of the acreage is controlled in a large block by one company there has been no intensive competitive drilling. Approximately 8 producers and 16 dry holes have been drilled. Production is from the eastern equivalent of the Woodbine and Eagleford horizons of the Mexia district, and has been found extending in a northeast-southnlest direction across the River Neches on the southeast flank of the dome. One of the best wells, the T. H. Jones No. 2, had an initial production of 90 bbl. per hr., and others have made from 100 bbl. per day to 50 bbl. per hr., but production of the better wells has either been shut in or choked down to less than 2000 bbl. per day. At the end of the year the daily average, production was about 2500 bbl. from 8 wells. Considerable gas pressure is present and one well, the Elliot Clark No. 2, drilled in 1927, was shut in with an estimated wet gas production of over 5,000,000 cubic feet.

A standard set of coal mining laws for the entire United States is hardly practicsble, yet the numerous variations in the state laws for almost every item seems entirely unnecessary. The same useless variations appear in almost every comparable section with no apparent reason except that no attempt has ever been made to codify them, and as they were developed over a long period of time by innumerable individuals and legislatures, the present situation is the logical outcome of lack of cooperation between states. The ventilation of a mine is affected indirectly by many provisions not listed specifically under this heading, so that it would be necessary to tabulate the major portion of all the laws to secure a complete comparable digest; therefore only a few of the more important have been set down here. This point is well illustrated in the section providing for clearance between car and rib, which is intended as a safety measure against personal injury, but is very important from the standpoint of ventilation because of choked airways in mines on two-entry system. Confusing Phraseology Misinterpretation and confusion may be expected from the phraseology alone; one state provides that the scale of the mine map shall be "not more than 100 ft. to 1 in.;&apos;&apos; another state demands "not less than 100 ft. to 1 in." Both probably mean the same thing and seek to prevent the operator from furnishing a map on which the workings will appear SO small that the detail is illegible. Legislation is certainly indefinite that specifies structures must be fireproof when "near" a mine opening, and just what is a "dusty" or "gaseous" mine is open to argument in most of the states. The variation in spacing crosscuts and break-throughs and the limited number of men on a split seem entirely unnecessary, as the distance is not reduced in gaseous fields, excepting in Arkansas and Tennessee, which states produce a comparatively small amount of coal, and the number of men differs 100 per cent. and more for no apparent reason.

IN many of the important problems of the petroleum engineer, it is necessary to know accurately the laws governing the flow of gas and liquid mixtures in vertical&apos; pipes. Although much work has been done along these lines, no satisfactory solution to the problem has been found. A good theoretical discussion of the energy balance in a gas¬lift has been published-by Versluys.1 One of the most important factors affecting the efficiency of the flow of oil and gas mixtures is slippage, and in most of the experimental work that has been done no provision has been made for the measurement of this quantity. As Versluys pointed out, since there is no method now known to estimate it from the data usually taken; slippage must be determined empirically. This paper presents the results of some work carried on to, measure slippage in short experimental gas-lifts. As shown herein, slippage can be easily calculated in a vertical pipe carrying a mixture of oil and gas if the fractions of the pipe occupied by liquid and gas respectively are known. In this work, the fraction of the pipe occupied by the liquid was measured under a wide variety of conditions and the relationship between this fraction and other quantities, which are easily measured in ordinary work, was determined. It was hoped that the quantitative relationship obtained from this work could be used-for making accurate calculations in flowing or gas-lift wells, but unfortunately it did not check satisfactorily when applied to actual wells. Apparently flow in long flow pipes is mote efficient than in the short ones used for the experimental work. Nevertheless, it is felt that the data themselves are of interest; that the method of attack may be of value in future work and that the relationship derived between slip and the relative velocities is a contribution toward the solution of the gas-lift problem.

The year 1938 was the most active and successful in the history of the oil industry in southern Louisiana. Drilling showed a 16 per cent increase over that of 1937, with a total of 538 wells drilled, which yielded 315 oil wells, 19 distillate wells, 4 gas wells and 200 dry holes. Nineteen new fields were discovered during the year, all but three of which were completed by plugging back to sands previously drilled through. Electrical logging played a large part in these new discoveries as well as in the discovery of new sands during routine development of fields. Fourteen of the new discoveries produced oil, and five produced only gas and distillate. Southern Louisiana continues to lead the world in depth of drilling, which is in part due to the great thickness of comparatively young deltaic sediments near the coast and the existence of numerous sands. The present development is rather evenly distributed over a coastal strip 100 miles wide. New Fields North Tepetate, Acadia Parish.—Atlantic Refining Company&apos;s No. 1 Klumpp was completed for a new field through perforations from 7960 to 7970 ft. The initial production was 65 bbl. of 54" gravity distillate and 4 million cubic feet of gas daily through a 1/4-in. choke with tubing pressure of 2850 Ib. and casing pressure of 2930 lb. The well is in see. 12, 7 S., 2 W., just north of Tepetate field. It was drilled to a depth of 8705 ft. and plugged back for its final completion. Atlantic&apos;s NO. 2 was completed in a new sand at 8300 ft., also for distillate. South Crowley, Acadia Parish.—Humble Oil and Refining Company&apos;s No. 1 Boyd Finch was completed in July 1938, as an oil well through perforations from 7318 to 7325 ft. after plugging from a total depth of 10,222 ft. No more important question has come before the coal industry in the past decade than the prevention of stream pollution by mine drainage; especially in Pennsylvania, where large areas of coal land have been developed. It may be thought that the problem of labor or lack of transportation outweighs in importance that of stream pollution. We can see possible remedies for labor and transportation problems but there is no known satisfactory solution of the mine-drainage problem. The subject has been given little serious attention, for, until recently, it has been little understood; but in the past year it was brought to the attention of the coal-mining industry by the introduction, in Congress, of several bills designed to prevent the discharge of acid waters from mines or other sources into navigable streams, or their tributaries. The first legislation proposed was the Applebybill, H.R.7369, designed particularly to prevent the oil pollution of coastal waters. It contained the following provisions, which the coal men regarded as referring to the coal industry. It shall be unlawful to throw ... any refuse matter of any kind ... into any navigable waters of the United States or into any tributaries of any navigable waters from which the same shall float or be washed into such navigable waters. The chemical, steel, paper, and other manufacturing industries, as well as the mining industry, objected to this clause, the miners claiming that it would prevent the discharge of waste or mine drainage into any waters of the United States, for all streams or tributaries finally reach navigable waters. The next bill introduced was that of Congressman Briggs, H.R. 7430, an amendment to Section 13 of the Pollution Act of March 3, 1899. The original act referred chiefly to oil and oil refuse, but it provided also "that no material of any kind should be deposited on the bank of a navigable water, or tributary, which might reach the waters and interfere with or
