The question of the proper valuation of mines of iron ore was suggested to me by the difficulties experienced in getting answers for the United States Census Office, while I was engaged in the work of collecting the statistics of mines in New Jersey and New York. The answers to the questions relating to values of real estate of mine properties varied so greatly that it was necessary to revise them according to some general principles of valuation. Generally the returns of mine proprietors seemed to be too low. There were, however, examples of what would be termed excessive valuation. The subject appeared to be of practical importance, and led to the paper here presented. The following table of selected mine statistics is given, prefacing the discussion of the principles of valuation. It is in part made up of census returns and partly of data obtained directly from mine owners and managers. The mines which were selected for the several groups and mining districts include nearly all of those from which the more full and carefully filled returns were received, and are also representative of their respective districts. Hence the averages obtained from them become good types of these groups or districts. The mines of New Jersey appear in six groups, each containing from three to eleven mines, or, in all, thirty-four mines. The magnetic iron ores of New York are in four well-marked groups, and there are twenty-six mines in them. Then follow the red hematite mines of St. Lawrence and Jefferson counties; and, lastly, the brown hematite groups of Dutchess and Columbia counties, and those of the adjacent parts of Connecticut and Massachusetts. The whole number of mines represented by the table is eighty-eight, of which twenty-eight are hematite mines. The first column gives the value of the real estate; the second that of the plant; the third is the sum of these two, or the capital invested. Then follow the number of men employed, the amount of wages paid during the census year, and the value of materials used in mining and preparing the ores for market." THE phase Ti2Ni has been described by Laves and Wallbaum,1 who found the phase to be face-centered cubic with 96 atoms per cell, by Duwez and Taylor,2 who confirmed these observations and reported a lattice parameter of 11.333A, and by Rostoker,' who reported the structure to be isomorphous with the double carbide Fe,W,C, type E93, and to have a lattice parameter of 11.29A. In this study a group of isostructural phases has been found among alloys of certain second and third long-period transition elements. The systems investigated included all the combinations of zirconium and hafnium with the Group VIII elements rhodium, palladium, iridium, and platinum. There is evidence that many of these new Ti2Ni-type phases require oxygen for their stability in the temperature ranges in which they were studied. The immediate vicinity of the sea-shore, affording special facility for the exportation of ores, makes it possible to work certain mines in the Vladivostok district, which, in more remote places of Siberia., would remain unproductive. Outside of the city of Vladivostok the population is small and the country is very little prospected. Additional discoveries of valuable deposits like the large body of calamine which has recently been opened in the neighborhood of earlier worked lead-silver ores, in the Tetiuhe valley, are still in the field of possibilities. For many years gold alone was produced, in part from the coastal rivers and in part from a quartz-vein on Askold island near Vladivostok. But the production is diminishing, and prospectors are looking for other rivers in the interior, such as the tributaries of the Ussuri. These rivers are now more accessible than formerly, due to the slow but gradual development of colonization by the Russian peasants. The few natives of the country, called Orodjones, are of the Chinese race. They resemble the North American Indian and are hardy fur-hunters. They have given some attention to placers and have already shown good specimens of gold-dust from the rivers Iman, Bikin, Noto, etc. Coal-mining was begun in the Vladivostok region more than 20 years ago, but in a somewhat irregular way. The industry is not as yet important and the best coal-seams are badly prospected, or are even neglected. Copper, lead, and iron exist in several places. The amounts give some encouragement to the anticipation that the discoveries will give rise to important metallurgical works. I here present a review of the various deposits, based upon such safe information as is in hand, when I have not drawn upon my personal observations. OF all the qualities that are essential in a good cigar tobacco none is quite so important as the burn. This term is general and includes many points, the most important of which are evenness of burn, color of ash, firmness and coherence of ash, and fire-holding capacity. The fire-holding capacity refers to the length of time the leaf or cigar will continue to, glow after ignition. Chlorides tend to prevent complete combustion and products are formed thereby that are injurious to the flavor and aroma. On the other hand, the carbonates of the alkalies, particularly of potassium, aid the combustion and increase the fire-holding capacity. Barth1 thought that the harmful effect of the chlorides was due to their fusing and coating the tobacco, thereby preventing complete combustion. Schlosing,2 Nessler,3 and Garner,4 suggested widely different theories to account for the favorable action of potassium salts. In order to study carefully the action of the various salts upon the course of combustion of the cigar a knowledge of the temperature of the burning cigar is necessary. Lehmann5 who seems to be the only investigator who has made any attempt to determine the temperature of a burning cigar gives 480° C. as the maximum temperature which he recorded. It is evident, however, that his measurements were in error, probably on account of the method and apparatus used, since the lowest visible red corresponds to a temperature of about 575° C.

Operating properties of Bancroft Mines Ltd. are in the Western Province of Northern Rhodesia, just south of the Katanga border and at the north- western end of the Rhodesian Copperbelt. The concentrator, above, was commissioned in January 1957 to treat 150,000 tons per month of ore derived from the nearby Kirila Bomwe South orebody, and the Konkola orebody eight miles away. The Konkola orebody is comparatively low grade and mining was discontinued there in early 1958. Development work on the new mine at the Kirila Bomwe North orebody commenced in 1959. Today, the plant treats approximately 150,000 tons of ore per month from the Kirila Bomwe South orebody and development ore from the north orebody. Ultimately, 100,000 tons of ore per month will be produced from the north orebody.

The C. E. Weed concentrator treats 51,000 tons per day of 0.5% to 0.7% copper ore received from the Berkeley Pit, the Continental East Pit and the Butte underground mines. Improved operating techniques and conversion from semi-autogenous secondary grinding to ball milling have increased tonnage from an original design of 42,000 tpd. Separate treatment of sands and slimes, with recovery of soluble copper from the slimes, has increased total copper recovery. Concentrator tailings are pumped 600 vertical feet and 20,000 horizontal feet for disposal.

A discussion of the probable future use of coal for power development involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor—the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal consumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, arid to the question of what the coal industry itself can do to further its own interests arid influence the consumption of its product.

FRom the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was due entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides, the operators would have lacked stimulus to better effort. On the other hand, had the impression been given that the committee thought that the coal shortage was due entirely to bad management, the operators would have resented the charge because only too frequently their efforts to produce more coal were thwarted by the idleness and inefficiency of the workers; and the workers, having been thus indirectly pronounced 100 per cent. efficient and patriotic, would have lacked stimulus to better effort.

The method of making coke that has been adopted at the Kaiping and other collieries in northern China resembles, to some extent, the familiar bee-hive oven process of the United States, except that a kiln with permanent sides is used instead of a closed oven, and the products of combustion are drawn off at the bottom. In building coke-kilns in China, two circular holes, 8 ft. 6 in. in diameter at the bottom and 13 ft. in diameter at the top, are excavated in the ground, and connected at the bottom by a flue, as shown in Figs. 1 and 2. The sides and bottom of the kiln are lined with fire-bricks, and covered with a lager of fireclay, and a rectangular opening, 6 in. by 8 in., connects the bottom of each kiln with the main flue. Around the edge of the hole, and overlapping the lining, is a wall of fire-brick extending 2 ft. 6 in. above the level of the ground. An open space 5 ft. wide is left in this wall, through which the coal is carried into the kiln and the resultant coke removed. This space, of course, is bricked up during the time that the coking-operation is being carried on. The wall is pierced with nine flue-openings uniformly placed around the circumference, each interverliilg space in the wall being strengthened with a brick buttress, as is shown in Figs. 2 and 4. The floor of the kiln, as well as the main flue, is lined with fire-brick. Before charging the coal, it is first placed in shallow bamboo sieves, 2 ft. in diameter, and immersed in a trough 10 ft. long, and 3 ft. wide, fed with pit-water, in which it is washed by hand. Fig. 3 shows the manner in which the washing is done. From 25 tons of good "dust" coal, 22.5 tons of washed coal are obtained. Secondary minerals are the result of a process of concentration and enrichment and are commonly richer than the primary minerals of the same deposit. Secondary ores that contain abundant sulphides are commonly distinguishable in the field from primary ores; this distinction is more difficult with ores that carry a small quantity only of sulphide minerals, and microscopical examination of the ore in thin section is advisable in all doubtful cases. It is frequently difficult, and in some cases impossible, to determine the primary or secondary character of quartzose gold ores. The safest guide is the presence or absence of gaseous or fluid inclusions in association with the ore minerals; such primary association coupled with a lack of traces of oxidation is indicative of primary origin. Any ore that carries traces of oxidation, such as iron stains, endritic oxides of manganese, kaolin and so forth must be considered to have been acted upon by surface agencies, and secondary enrichment must be suspected. Further examination, however, may indicate that the contained value is primary, and, therefore, persistent in its vertical distribution. The manner of occurrence of secondary minerals is frequently characteristic; secondary minerals, being due to the action of surface waters, are commonly found in cracks through earlier minerals, or as crusts lining vugs or surrounding nucleal masses, or in general, in some distribution later than and not conforming to the arrangement of the primary minerals. Kansas continued holding, for its seventh year, the fourth position in the list of oil-producing states. The crude-oil production, according to purchaser's reports to the State Corporation Commission, was 40,008,940 bbl.; as assembled by the Oil and Gas Journal, 41,305,768, and by the U. S. Bureau of Mines, 41,942,000 barrels. Increase of production from 1932 was largely due to greater stability of the industry, and increased return of demand for Kansas oil, caused by the addition of Federal assistance in national production regulation which reduced illegal production, of some areas out of Kansas, that had been destructively competing with Kansas crude or its refined products, at less than cost of production. Prices continued to advance from the lowest level of 25c per barrel during part of May and June, until by the end of September 36" gravity crude had reached $1 per barrel and continued at this price the remainder of the year. Price stability, for a period greater than in previous years, has brought renewed confidence to those producing oil and has led to renewed interest and increased purchases of Kansas leases. Drilling was confined chiefly to the number of wells necessary to protect from offset and other drainage in the field and to meet the requirements of expiring lease contract deeper areas in Mid-Continent, are an added inducement to exploration. The renewal of interest in the search for new fields in Kansas is already apparent and 1934 will probably see more wildcatting than for several years. This is due both to the expiration of leases on large blocks and to actual demand of the industry for new fields. Exploration for favorable areas is being actively conducted by the various methods of surface, subsurface and core drilling and geophysical work. Much of western Kansas cannot be mapped by surface study and geophysical exploration has been of considerable assistance and has led to a large use of the seismograph. Several companies are conducting seismograph surveys and leasing on findings already secured. Development under the more favorable conditions of 1933 can be readily seen by the comparison of the following reports for the last weeks of December in the respective years.

This investigation was undertaken to determine, if possible, the relation between static and dynamic tensile tests as measured by the work required to break test specimens slowly, in a tensile testing machine, and rapidly, by means of a falling weight. It was hoped that the investigation would throw some light on the role played by ductility under different rates of application of load. In problems of design, it is usually assumed that the moduli of elasticity of all steels are equal; viz., about 30,000,000. The stress-strain diagram within the elastic limit is a straight line, as shown in Fig. 1, where OA is the curve of a hard steel and OB that of a soft steel. THE year 1924 was particularly notable in the petroleum industry of California as it was a period in which extensive town-lot drilling, with attendant overproduction and allied problems, virtually ceased and the industry returned to a nearly normal condition. Nearly all major field operations were conducted by large operating and marketing companies; in contrast to 1922 and 1923 field operations, when small promotion companies set the pace and forced the large companies to follow. The outstanding features of petroleum development were: 1. The three major fields of 1923, namely Huntington Beach, Long Beach, and Santa Fe Springs, declined from a production of 13,042,939 bbl., in January, to 6,764,417 bbl., in December, a drop of nearly 52 per cent: During this period, Huntington Beach declined 35 per cent., Long Beach 42 per cent., and Santa Fe Springs 63 per cent. 2. Methods of pumping deep wells were improved in some particulars; this contributed toward sustaining the productions of these three famous fields above what was predicted. 3. Of the fields producing previous to 1924, only three increased in production to any appreciable degree, during the year, as the result of bringing in new wells. These fields are Dominguez, Torrance, and Wheeler Ridge. Dominguez, discovered in September, 1923, produced 56,851 bbl. in January and increased regularly to a production of 1,641,042 bbl. in December. Torrance increased from a production of 972,261 bbl. in January, to 1,783,670 bbl., in May, and then declined to 1,393,215 bbl. in December. Wheeler Ridge, discovered in January, 1923, produced 23,254 bbl., in January, 1924, increased to a high of 33,678 bbl., in September, and declined to 27,430 bbl. in December. 4. Nearly all the production that had been shut-in during 1923 was opened in 1924, except some wells chiefly in Coalinga, Fullerton, and Santa Maria districts. The opening up of this shut-in production, combined with the increased productions from Dominguez and Torrance, were the chief factors that held the rate of decline for the state to a gentle slope.

The influence of modifications in the molybdenum, vanadium and, to a limited degree, carbon and boron content to a basic composition of 5 pct Cr, 0.75 pct Mo, 1 pct V hot-work tool steel composition, was studied in respect to hardenability, grpain- coarsening temperature, and tempering charactevistics. Tensile, impact, and fatigue pvoperties were studied for the most promising compositions. An alloy with a typical composition of 0.43 pct C, 4.97 pct CI-, 0.33 pct Si, 2.25 pct Mo, and 1.00 pct V uas found to offer the most favorable combination of properties in respect to high-strength applicntions when tempered at 1100°F. MANY 5 pct Cr high-strength steels are at present being manufactured in North America which fit well into the classification of the AISI-SAE system. Much interest has been shown in these materials as ultra-high-strength steels for use at elevated temperatures. The limiting temperature of use lies at the point where the steels begin to soften rapidly. Although a great deal of information has been made available in the past two years on the properties of selected alloys in this series, little information exists on the effect of systematically varying the ccntent of one or more elements in the 5 pct Cr-base alloy. This paper presents the results of an investigation of the effect of variations of the carbon, molybdenum, vanadium, and, to a limited extent, the silicon, manganese, boron, and niobium content of a 5 pct Cr steel to the AISI H-13 base analysis. Meramec Mining Co. has put into operation a crushing and conveying system on its newly established 2475-ft level, 200 ft below the lowest production. To develop this level without interrupting hoisting or mine haulage, a 15.8% decline was driven from the 2275-ft level. A 5-cu-yd LHD diesel loader and a diesel-powered drilling jumbo were put into operation midway down the decline, and were used to develop the remainder of the decline and the entire level. Development of the ore pass system to the crusher required the construction of Swedish-type dumps on the main haulage-ways of all production levels with a minimum disruption of ore haulage. Concrete was handled by both rail-mounted and rubber-tired vehicles. The system features four Swedish-type dumps with control chutes at the lower three dumps, a 42-in. gyratory crusher with attendant feeders, and an 1800-ft long roof suspended conveyor feeding two 5000-ton ore bins. The crushed ore from these bins is conveyed to the lower of the mine's two original loading stations for hoisting. The retention of the original dumping and ore pass system as an alternate route has given mine production a unique flexibility. Operation for 22 months has permitted evaluation of the system from a long-term standpoint.

INTRODUCTION Cleaning fine coal sizes utilizing air currents in machines as the primary separating medium is called dry concentration or pneumatic cleaning. In 1947 approximately 18 million tons (16.38 million mt) of bituminous coal were cleaned by air machines; in 1965, 25.4 million tons (23.1 14 million mt); but in 1975, only 7 million tons (6.37 million mt). Table 11-1 shows the tonnages cleaned of bituminous coal and lignite in the United States by various types of equipment from 1938-1963. Table 11-2 shows only tonnages cleaned by pneumatic methods from 1964-1975. The decrease in tonnage to approximately 7 million tons (6.3 million mt) is due to a higher moisture content in the mined coal and the greater difficulty in cleaning the coal by air. There also was a definite trend to load raw coal at the mines, especially the slack which is the most expensive to clean due to the dewatering and drying requirements. While there have not been any applications of pneumatic cleaning in the anthracite field, its use has not been fully explored. The same is true for lignite and subbituminous coals.
