The Bureau of Mines was created in 1910 by an act of Congress and subsequently directed to: "...conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste ..." Under this broad charter, the Bureau's responsibilities have changed and grown from an almost exclusive concern with coal and coal mine safety to the present emphasis on a full spectrum of mineral producing and consuming problems. In the past 30 years, the domestic consumption of coal, oil, gas, metals, and industrial minerals has more than quadrupled, in parallel with the rapid and enormous growth in industrial production. Of the scores of metals and nonmetals essential to the Nation's progress and security, many are scarce and difficult to wrest from domestic sources. Reserves of some ores are dwindling. Available ore resources are becoming leaner and more difficult to treat. In recognition of this many faceted problem, the Bureau has engaged in a continuing quest for new and improved technology to enable economic exploitation of marginal minerals and fuels, to find substitutes for minerals in short supply, and to create better materials to meet the expanding and diverse requirements of the growing economy. The current central concern of the Bureau is focused on meeting projected fuel, metal, and mineral demands at the lowest real cost by recovery from available resources by new and improved technology that minimizes waste, hazards, and social and environmental problems.

The high cost of coal in Butte and the development of large amounts of cheap electric power from the Missouri river caused the Anaconda Copper Mining Co. in 1908 to make an investigation as to the possibility of adapt- ing this cheap electric power for the operation of their many large hoisting plants. At this time electric power had already been adopted for practically all other power purposes around the mines, such as pumping, compressing air, etc. The map (Fig. 1) shows the location of the mines of the Butte mining district. Outokumpu Harjavalta Metals Oy operates copper and nickel smelters, three sulphuric acid plants and nickel refinery at Harjavalta and copper refinery and precious metal plant at Pori. The by-products of these plants are presented in this paper. The by-products of the smelters include products from slag cleaning of flash smelting furnaces and converters, flue dusts and smelter off-gases. Weak acid and sludges from cleaning of smelter off-gases and acids are the by-products of the acid plants. The by-products out of the copper refinery are crystallized metal sulphates and sludges from electrolyte purification, on which a co-production process of the copper tankhouse is based. The main by-products of the precious metals plant are products from anode slime treatment and platinum metal group concentrates in the recovery of precious metals. Sludges from nickel matte leaching and precipitates from solution purification are the by-products of the nickel refinery. The formation, treatment and processing as well as the research work done for the utilization instead of dumping of the by-products in the production of copper and nickel will also be discussed in this paper.

We have investigated a new electrochemical process for preparing lead-calcium alloys. Calcium metal, reduced fiom a molten chloride mixture, forms an alloy with liquid lead cathode. The addition of calcium carbonate to conventional CaC12-NaCl electrolyte enables us to avoid chlorine production on the anode and replace it with oxygen and carbon dioxide. The ternary system CaClz-NaC1-CaCO3 has a range of melt compositions, where the electrolysis can be held below 650°C. In order to prevent the side reaction of carbon deposition on the cathode we have separated the anolyte from the catholyte with alumina diaphragm. The factors, which affect the level of impurities and the current efficiency of the process, are discussed.

ALTHOUGH calcium carbide and other compounds of calcium, as well as a number of calcium alloys, are well known and are the basis of important industries in the of United States, calcium metal has been thought of as something of a rarity and has received comparatively little attention from industrial metallurgists. The metal may he made in a number of ways, but the electrolytic deposition of calcium from a molten calcium chloride bath was the first process to be used for its commercial production and is still the standard procedure. Calcium metal has elicited little interest among nonferrous metal producers, as the demand has been relatively small and its production restricted to only a few plants, exclusively in France and Germany.

The influence of the life of a mine extends beyond its immediate vicinity both in geographic and temporal terms. Decisions around mine approvals are generally made based on economics, for the mine owner and immediate environmental and social impacts by governments and communities. "THE WORLD'S coal resources represent the largest component of non-renewable energy resources. Coal is now regaining Its position following a temporary decline, particularly in North America during a period of about a quarter of a century. This period provided the opportunity to improve both surface and underground mechanization, thereby increasing the productivity and improving conditions for humans in the mines. Similarly, in preparation, improved cleaning of coal from various impurities including sulphur was achieved, to meet the more demanding requirements for coking coal. Progress was also made in combustion, particularly related to the reduction of pollution. Canada participated in most of these developments, despite the country's strong commitment of the use of hydrocarbons during this period. _Bearing in mind the vastness of this land (3.85 million sq. miles) by comparison with countries like U.S.A., U.S.S.R., and China, Canada's coal resources estimated to date are not large and they are scattered. The original evaluation of 1913 estimated the ""reserves"" from seams over one foot in thickness and a limiting depth of 4,000 ft at 1.2 trillion metric tons. D:. ~.R. MacKay, in his evaluation for the 1946 Royal Commission on the coal industry, known as the Carroll Commission, reduced the ""reserves"" to 99 billion short tons. The increased knowledge now available would indicate that the 1913 estimated was too liberal and the 1946 estimate too conservative but both were closer to a resource than to a reserve designation. Some adjustments of Dr. MacKay's estimates were made in 1970 by B.A. Latour of the Geological Survey of Canada and L.P. Chrismas of Energy, Mines and Resources Canada (EMR). In the last decade the Alberta Energy Resources Conservation Board has developed its own methods of evaluating coal resources and reserves. A methodical approach of exploration and evaluation was carried out by Saskatchewan jointly with the federal government of the lignite resources of Southern Saskatchewan. A similar joint program is in progress in Nova Scotia. Meanwhile, the industry itself carried on an extensive exploration program on the outcrops of promising projects in the Inner Foothills belt of Alberta and British Columbia in preparation for surface mining on a very large scale, with some development of hydraulic mines. All these activities have been reflected in the increase of the country's resources and reserves, which now fortunately are separately defined. In 1979 EMR issued Report E.R. 79/9(1>; the data were developed in 1978 and provided to the World Energy Conference Organization<2>. In 1980 the World Coal Study (Wocol), an international group that included Canada carried out a study which updated the W.E.C. data, indicating some reduction of the 1978 figures; quantities were reported in million metric tons of coal equivalent (C.E.)*(Jl."

Copper, a world commodity, and the first metal used by man, played a great part in the beginnings of modern civilization, which rests so dependently on the utilization of metals. Then, long after the close of the so-called &apos;bronze age,&apos; when iron and steel had attained great prominence as the world&apos;s most important metals, the practical application of electricity to industry and commerce, for the improvement of every phase of man&apos;s multitudinous activities, gave a new impetus to the production of copper. Improved metallurgical practice made it possible to work low-grade properties at a profit. Research disclosed many new uses for copper. The metal, now produced from the mines of the world in the proportion of about one pound to every 50 tons of pig iron, has attained an importance which rivals that of iron and steel in the commerce and daily life of every nation. New fields of copper-bearing ore have been discovered in Canada in recent years. Established mines in the United States and Chile are producing on a great scale. Africa looms up as one of the great question marks in the future of copper. Whereas, a few years ago, the end of the world?s resources was predicted as being in sight, the evidence now available seems to show that the copper production of the world is likely not only to continue, but to increase for a long time yet to come. Canada&apos;s future in copper is a great subject; in the present paper only a few of the most outstanding factors affecting Canada&apos;s destiny in this large field may be noted, but if consideration of the points raised herein serves to focus attention on the magnificent possibilities of Canada as a producer of copper, the preparation of the paper will be more than justified.

MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d&apos;Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada&apos;s Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we&apos;ll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise &apos;radioactive&apos; to the first .of the year ?"

Modern civilization, modern industry, and modern standards of living, bring into, sharp relief the present-day essentiality of metals .and minerals, and the wide and diversified use which is made of them. Any attempt, therefore, to appraise the international situation today must take into consideration the metal and mineral resources of the world. If, as some believe, the world is divided into two distinct ideologies of political belief, one unalterably opposed to the other, so that armed conflict is unavoidable, then the question of national strength in mineral resources becomes of paramount importance. If, however, it is possible to avoid war by raising the standard of living in the underdeveloped ?areas of the world, thus ensuring all peoples everywhere against the dread spectres of starvation and disease, then the development of the world&apos;s mineral resources assumes even greater importance. Today it is difficult to realize that, prior to the industrial revolution in Great Britain, only a few of the metals and minerals now in common use entered into the everyday life of the people. !iron and steel, copper, lead, tin, and zinc, usually in .their unalloyed forms, along with the more common industrial minerals, were those most widely used, and then only in limited amount. With the advance of technology in metallurgy and in fabricating skills, the list of commercial metals and minerals has expanded until today they number more than eighty.

"THERE HAS BEEN a marked growth in the petroleum industry in Canada since the end of the war. The rate of growth in the demand for oil products has exceeded that in United States, although the per capita consumption is still less. Estimates of the consumption of petroleum and petroleum products in Canada in 1951 are approximately 154,000,000 barrels, which is slightly more than 11 •barrels per capita, whereas the estimated consumption in United States for the same period, according to World Petroleum, is placed at 2,619,- 970,000 barrels. This, on the basis of a population of 154,000,000, would be equivalent to 17 barrels per capita. The increase in consumption of the petroleum and products is world wide. World production in 1951 has been estimated (Oil and Gas Journal) at 11,700,000 barrels a day or more than 41;4, billion barrels for the year. United States production increased 13.7 per cent to 6,143,000 •barrels a day and Canada'.s ,, total production increased about 65 per cent from a total of 29,091,235 •barrels in 1950 to an estimated (Dominion Bureau of Statistics) 48,096,800 barrels in 1951.The trend to use increased amounts of petroleum and petroleum products, particularly in the United States and Canada, has also been supplemented by increased use of natural gas. The rate of expansion of the consumption of natural gas in United States in the past few years has been very rapid, increasing from 2,600 billion cubic feet in 1940 to 5,975 billion in 1950, with the proven reserves in the same period increasing from 85,000 billion to 186,000 billion cubic feet."

"WE HAVE patterned our lives on the things we take from under the earth's surface. Our civilization is built upon the ore from which we obtain our metals and the fuels which power the world as we know it.Today I should like to discuss with you a newcomer to the ancient mining industry. This lusty infant of which I speak is just a century old - the oil industry.While one doesn't commonly think of oil men as delvers in the earth, It was by sinking a shaft that the first oil was obtained commercially in Canada. Men sank a shaft in a ‘gum bed' in southwestern Ontario's Lambton county, not far from Petroilia, and distilled from the gum a burning oil That was just a hundred years ago. The gum was originally liquid petroleum which had seeped to the surface and lost most of its volatile components.Later, the miners dug down to •bed-rock and soon after they were not digging but were drilling wells, as they have been ever since. From the wells they obtained erode oil.What is crude oil? It is not an element like gold, silver or lead, •but a complex mixture of compounds. These compounds are made basically from two elements, carbon and hydrogen, and are called hydrocarbons (Figure 1).The remarkable ability of these. Two elements to combine in different ways gives crude oil its physical and chemical character. The lighter hydrocarbon compounds in it are gases, at normal temperature and pressure, and these are dissolved in the other, heavier compounds."

NORTH-CENTRAL United States is now, and will continue to be, a natural market for Canadian crude oil. This area is a natural market for many basic reasons. There are no physical barriers along the border of our countries. This market is in dose proximity to Canadian production. This market is already joined by crude oil pipe-1,ines to numerous producing areas of Canada. The tariff barriers are reasonable. We are not handicapped by mandatory quota restrictions. There are many of us who desire lo sell Canadian crude oil in this market. Further, and what is really important, there are many of us who desire to buy Canadian crude oil for this market. It is fundamental that for crude oil to be sold in the world market, it must ?be sold at competitive prices. At the same time, it is important that such competitive price must result in a fair price for the crude oil at the we1lhead. The factors of nearness to market, cheap pipe line transportation, and reasonable United States tariffs, all tend to make ?possible a competitive market and a fair wellhead price.

The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada&apos;s resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

"Canada developed pioneering rare earth solvent extraction methods to recover the rare earths and thorium as by-products of uranium recovery operations in Elliot Lake, Ontario, and was a major supplier of these key elements from about 1960 until 1990. At one stage, Elliot Lake was supplying perhaps one third of the world’s yttrium as well as much of its thorium. This paper reviews the development of Canada’s early rare earth and thorium production facilities. INTRODUCTIONThe rare earths and thorium were first identified in the early 19th century but were little more than curiosities for the next century. However, in the mid-1960s the invention of rare earth-based phosphors for the cathode ray picture tube used in colour television sets launched a major demand for certain rare earths.The use of thorium as an alloying agent in aircraft and missiles grew rapidly in the late 1950s. In the same period, demand for uranium for both weapons and power production soared. Also in the late 1950s, the Elliot Lake uranium-thorium-rare earth deposits (also known as the Blind River deposits) were discovered. This conjugation of events led to uranium production in the Elliot Lake camp, quickly followed by the co-production of thorium and, later, the rare earths.Uranium production in the Elliot Lake camp continued from 1955 to 1996. Thorium was produced continuously from 1959 to 1969. Rare earths were produced, intermittently, from 1965 to 1990. Complete production records are not readily available but unquestionably Elliot Lake made a significant contribution to world thorium and the rare earth production. This paper, presented earlier in an abbreviated form (Goode, 2012), is intended to present as much of the information that is available."

"Carbonic acid prepared on-site from carbon dioxide gas is widely used in water treatment and increasingly in some industrial applications. It has not seen extensive use in mineral processing but is an attractive alternative to sulphuric acid for pH control, with the need to counteract high pH levels caused by cemented backfill of particular interest. The fundamental chemistry of carbonate solutions as applied to flotation and flocculation circuits is described as well as plant-scale application. A project to introduce use of carbon dioxide for pH control at the Hecla Greens Creek lead-zinc-silver-gold operation is planned to begin operation in the first half of 2015. INTRODUCTION Flotation pH Control and Backfill Most sulphide flotation circuits are run at pH values ranging from slightly acid to strongly basic, with slightly basic pH the most common. Lead sulphide circuits are typically run at values from 7.5 to 9, with zinc circuits running at higher values of 9.5 to 10.5. This has been the case with ores that produce a natural pH in the circumneutral range, so that the pH needs to be raised. Although lime [Ca(OH)2] is the cheapest reagent in use to raise pH, soda ash (Na2CO3) or caustic soda (NaOH) are also employed where sodium ions in solution are preferred to dissolved calcium, or, in the case of soda ash, the presence of carbonate is desired. The use of soda ash for pH control in lead circuits has been widely recommended for many decades (1). The situation is necessarily different at operations where cemented backfill is used in underground mines (2). Backfill, whether emplaced as rammed paste or pumped slurry, is composed of mill tailings mixed with around 10% Portland or similar cement. When later mining occurs near or adjacent to previously backfilled areas, a considerable amount of old backfill is inevitably mixed with new ore and shipped to the mill. Depending on orebody geometry, mining methods etc., the amount of backfill in mill feed can easily approach 20%, with periods of higher content not unheard of. The presence of so much backfill, with its high cement content, produces results largely indistinguishable from adding a large amount of lime to run-of-mine feed: mill pH in the grinding circuits can range above 11 and high concentrations of calcium ions are present. The need to raise pH disappears; the problem becomes to lower it."

"Hecla's Greens Creek silver-gold-lead-zinc mill began using carbon dioxide rather than sulphuric acid to control pH in April, 2015. High pH levels in the grinding and lead flotation circuits are caused by the presence of re-mined cemented paste backfill in mill feed and need to be lowered to achieve good flotation response. Carbon dioxide has proven to be quite effective at controlling pH in the lead circuit with greatly improved pH target attainment. The allowable amount of carbon dioxide used is not limited by effects on lead-zinc selectivity and by poor froth characteristics, as was the case with sulphuric acid. Startup and implementation went smoothly, with few operational issues needing to be resolved. Early results from implementation of the system and its effects on mill performance will be presented. INTRODUCTION Hecla Greens Creek is a silver-gold-lead-zinc mine producing flotation lead and zinc concentrates, as well as a gravity gold concentrate. Besides their base metal contents, both the lead and zinc concentrates carry precious metals. The circuit is largely conventional, with SAG and ball mill grinding being followed by graphite removal preflotation, then conventional lead flotation and conventional zinc flotation. Both rougher concentrates are treated in regrind steps, followed by cleaner flotation. The cleaners tails are treated in an unorthodox bulk circuit to produce a low-grade zinc-lead concentrate marketed to Imperial Process smelters (1). BACKGROUND Backfill and Flotation pH The Greens Creek mine is an underground operation in which mined areas, after ore extraction, are backfilled, using rammed paste or pumped slurry. The backfill consists of mill tailings to which approximately five percent Portland or similar cement is added to enhance its compressive strength. Later mining near backfilled areas inevitably results in a considerable amount of old backfill being mixed with new ore before being shipped to the mill. Depending on orebody geometry, mining methods etc., the amount of backfill in mill feed is often 20% to 25% and sometimes even higher. Commercial cement, and consequently backfill prepared using it, contains excess lime. Because of this, backfill in mill feed is indistinguishable from the addition of a large amount of lime, so mill natural pHs often range above 10 or even 11. Similar situations have been recognized for many years at mines throughout the world (2)."

Rotary kilns have been in service in the gold industry to regenerate carbon for 65 years. At the time oxide ores with gold head grades of 8 to 10 g/t were being treated. Carbon could be regenerated adequately at 650&#176;C and solution losses were less than 1%. Forty years ago, research indicated that heavily fouled carbon from flotation circuits had to be held at 750 to 850&#176;C for ten to twenty minutes for full reactivation (Avraamides and La Brooy, 1987), gold head grades were typically 5 g/t and solution losses typically 0.02 ppm – still less than 1%. In 2017 it was determined (Claflin et al., 2017) that a residence time of less than 1 minute at 750&#176;C can be adequate to reactivate carbon fouled with organics sufficiently to achieve 0.005 ppm solution losses in a flotation tailings leach plant.With the potential for discovery head grades to drop below 0.6 g/t, solution losses of 0.02 ppm represent over 3% loss. Tight operation of the whole carbon circuit is required to keep gold solution losses below 1% going forward.There are alternatives to a rotary carbon kiln, e.g. vertical kilns of which the Minfurn, Rintoul and Combustion Air kilns are examples. The alternative kilns can be heated using electrical heating elements, induction, and microwave. These kilns can operate successfully under the right conditions, however, they are almost exclusively for small carbon throughputs and are not suitable for the large carbon advance rates that are required to process low head grade ore deposits. Large throughput carbon kilns are are almost exclusively fossil fuel fired rotary kilns and the subject of this paper. In the view of the principal author, a fossil fuel fired vertical carbon kiln is preferred to a rotary kiln, however, it is not currently used in the industry.Thermal regeneration of activated carbon has a major impact on gold recovery in the carbon circuit. The carbon kiln and associated equipment constitute 3 to 5% of the capital cost for an oxide processing plant and up to 10% of the capital cost if flotation tails are leached. Despite the capital cost and impact on recovery, the carbon kiln is often poorly selected, operated and maintained.Six years ago Ausenco embarked on the Carbon Kiln Initiative to reduce solution gold losses. This body of knowledge has been published in a series of papers culminating in this paper on how to:1. Select a kiln appropriate for the flowsheet;2. In recent years, the problem of damage to coke-oven walls by expanding coal charges undergoing carbonization has engaged great attention on the part of research workers in this field, and has led to the development of many devices for estimating these pressures.l-14 Only in Russell&apos;s method" and in the Koppers ovens7 are conditions quite similar to those in commercial ovens. Tests even in these ovens are empirical because no information has been published to permit an evaluation of "scale effects." Owing to the relatively large wall area in these test ovens, the average wall pressure determined may be lower than that existing in localized areas. This factor may be compensated for in part by the testing of coal charged into the test oven at a bulk density that is as high as the highest that is believed to exist in commercial ovens. Both of these lacks might be filled by the development of an adequate gauge for the direct measurement of wall pressure exerted by the charge in commercial coke ovens in normal operation. Previous attempts to elaborate such instruments7,15 have resulted in units which, because they had to be water-cooled, probably produced changes in the conditions of carbonization, and which had to be removed from the oven before carbonization was complete, to avoid their destruction. Late in 1941 the Coal Research Laboratory undertook to develop such a gauge, in which gas pressure was balanced against the charge pressure and which thus would not require water cooling, on a suggestion made in 1937 by one of the present authors and William B. Warren, a former member of the Laboratory staff. The gauge heads themselves were to be simple and cheap enough so that they might be discarded after each run if seriously damaged. This would permit them to be left in place throughout the carbonizing period, when they could be pushed out with the coke. The basis of the design, of which the latest exemplification is shown in Fig. I, was that as the internal gas pressure within a flexible metal envelope was increased, the flexible wall would move away from a stop when the gas pressure just overbalanced the charge pressure. If the stop were an insulated electrical contact, the point of balance could be indicated by the breaking of an electric circuit. It was anticipated that, while the instrument must operate at high temperature, the presence of a strongly reducing atmosphere throughout the carbonizing period would so reduce the danger of scaling that mild steel could be used for the gauge. This expectation has been justified. Danger of attack on silica oven walls by the steel gauge body can be eliminated by cementing asbestos paper or an alundum or silica plate to the back of the gauge body. The gauge head itself has a relatively heavy mild-steel body, A, into which standard ¼-in. pipe B is screwed to conduct gas and electrical leads.
