The Green River Valley in Kent, Washington, is a fast growing area containing retail facilities, warehouse factories and industrial businesses, including the Boeing Space Center. Traffic from Interstate - 5 to the West Valley Highway is highly congested. Accordingly, a new corridor, including a bridge across the Green River, was designed and constructed between 1996 and 1997. This paper presents a case history of the design elements and issues associated with the construction of the pier foundations of the bridge. Subsurface conditions were evaluated using both deep test borings and CPT soundings to evaluate the strength and consolidation properties of the supporting soils. Subsurface conditions consisted of alternating layers of loose and medium dense silty sand and sandy silt. Engineering analysis included an assessment of liquefaction as well as pier supporting capacity and associated settlement. The constructed foundations included 6-foot-diameter piers cased to a depth of 120 feet below the ground surface. The pier casings were driven to the design tip elevation and the soil inside the casing was removed by drilling. Despite performing borings and CPT soundings at specific pier locations, occasional trees, buried thousands of years ago through geologic processes, were surprisingly encountered during pier construction. This presented unique and difficult driving and drilling conditions. During drilling, the water level inside the piers was maintained near the ground surface to create a balance of hydrostatic pressure and prevent boiling of soils the bottom of the casing. After the casings were installed, the soil inside the casing was excavated, the rebar cage was installed and the pier was filled with concrete using treme techniques. Construction of the piers is complete and the completed piers have experienced negligible settlement. The recovery of coarse particles has been widely recognized as being limited by the froth in mineral flotation. In response to this, FLSmidth has developed the Selective Froth Recovery (SFR) System. The SFR System is an extraction system that vacuums material from select locations within the froth and separates the recovered solids into coarse and fine fractions with a hydrocyclone. The SFR is supported and located by an actuator connected to the cell?s level control so that the suction heads are maintained at an offset distance from the slurry level. This can increase the recovery of coarse material by selectively recovering the material close to the bottom of the froth where drop-back of coarse particles typically takes place. The SFR System has been tested at two separate mine sites, and has been proven to increase the copper recovery in both trials. TEST RESULTS The SFR prototype was installed in a copper recovery circuit, on a rougher scavenger 160-m3 flotation cell. Figure 1, shows the SFR System, which consists of four conical skimmer heads that are plumbed together and share a common actuator. The SFR System, raised out of the froth prior to a test, can be seen in Figure 2. The SFR prototype was able to maintain a variety of set points using the level control to determine the slurry height.

"The use of trailing cables on cutting machines, loading machines, and similar electrically operated apparatus is recognized as a necessary adjunct to the economical operation of such units. On the other hand, such cables because of their liability to failure from being run over by cars, locomotives, and other track-operated equipment offer one of the greatest hazards - indeed, probably the worst hazard - met with in the operation and maintenance of permissible equipment. Therefore, the Bureau of Mines is seeking ways of making the use of trailing cables less hazardous.Recently the bureau conducted an extensive investigation of both concentric and duplex rubber-sheathed trailing cables at the Pittsburgh Experiment Station. The results of this investigation were published in two reports.3 4In a larger part of portable motor operations in mines a double-conductor cable can be used. The investigation already mentioned indicated that it is feasible to construct a 2-conductor cable that will stand considerable abuse, such as being run over by loaded cars or light-weight locomotives without producing dangerous arcing in the cable either from grounds or short circuits. There are conditions where more than two conductors are necessary, and in such instances it will probably be necessary to use a cable less resistant to this kind of abuse.Schedule 2C, covering the tests of electric motored equipment, was approved February, 1930. This schedule provides for performance tests on trailing cables as follows;Trailing Cable Performance: The following performance test, optional with the manufacturer, is established for determining the suitability of trailing cables for use on permissible equipment. Trailing cables that pass this test will be especially recommended for this service.The cable will be placed across the two rails of a track and a 4-wheeled 7-ton car will be run over it 50 times. The speed of the car shall be approximately 3-1/2 miles per hour and potential shall be applied to the cable during tests. The cable will be shifted in position after each passage of the car thus giving 100 places over which two wheels have passed. To warrant special recommendation of the Bureau, a cable must neither become short-circuited nor grounded either to the rails or wheels in more than 10 per cent of the 100 places.The Bureau of Mines is prepared to conduct tests as outlined in the foregoing paragraphs to determine the suitability of trailing cables for use on permissible equipment. Application for such tests should be made to the Director, Bureau of Mines, Washington, D. C. Each application should be accompanied by a check for $25.00, made payable to the Treasurer of the United States, to cover the expense of conducting the test on a given size and make of cable."

Of the 345 km long Taiwan High Speed Rail Project, connecting the cities of Taipeiand Kaohsiung, the 23 km alignment on Contract C230 required the construction of5755 m of shallow mined tunnels ranging from 137 m to 1285 m in length. All nine of these tunnels were mined using NATM methodology. On September 6, 2002, a collapse occurred in Tunnel T08 that affected approximately 50 m of tunnel. There was little warning. However, the crew was evacuated approximately 45 minutes prior to failure and thus, no injuries or loss of equipment. This paper will discuss the mining methods, jet grouting ground support, and the instrumentation selected for the rehabilitation and monitoring of the tunnel.

The York Durham Sewage System (YDSS) Interceptor Tunnel Project is located in the Town of Richmond Hill, Ontario, Canada, just north of Toronto. Construction commenced in September 2006 and completion is planned for early summer, 2008. The project involved public and agency buy-in of construction technologies and methods that minimized dewatering, design and construction of sealed shafts with jet grout break-in and out blocks in order that Earth Pressure Balance (EPB) mode could be maintained by the Tunnel Boring Machine (TBM) during shaft entry and exit. This paper will discuss the advances that were made possible through the opportunity to apply and test these technologies in order to accommodate the aquifer and artesian conditions present on this project.

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

A large and increasing data base of apatite fission track results from sedimentary and granitic rocks exposed within the south-eastern highlands and along the continental margin ofAustralia provides constraints for the tectonic development of the south-eastern passive margin. The fission track results suggest that many regions of the south-eastern margin of Australia experienced distinct episodes of relatively rapid cooling during the middle Cretaceous to early Tertiary that can be attributed to the effects of rifting. One cooling episode is middle Cretaceous in age and related to denudation of the south eastern highlands from Tasmania to northern New South Wales between ~90 - 100 Ma. Rocks exposed along the present coast line record a later episode of rapid cooling, which is diachronous and decreases in age northward from ~80 to 90 Ma in northern Tasmania to southern New South Wales, ~60 - 80 Ma in central and northern New South Wales, and to ~50 - 60 Ma in southern Queensland. The results are consistent with models suggesting that underplating occurred inward of the rift along the eastern margin of Australia as a result of the onset of continental extension in the Tasman Sea at ~96 Ma. This resulted in a significant change in base level and km-scale denudation of much of the southeastern highlands. Subsequently, as breakup commenced during the Late Cretaceous at ~80 Ma and continued into the Paleocene at ~60 Ma, the second stage of cooling was imprinted on the rocks along the margin. This cooling is probably due to the relaxation of elevated geothermal gradients associated with rifting as well as some denudation. Because rifting was oblique to the present-day coast, different regions record different ages of cooling associated with the rift. The southern regions of New South Wales and Victoria yield ages associated with earlier rifting while regions of northern New South Wales and southern Queensland give ages associated with later rifting.

Variations in water percolation rates through saturated cohesionless hydraulic backfill (mill tailings) have been studied in relation to the many physical aspects of the system to determine the most important factors in causing these variations. A multivariable least-squares regression analysis of 135 separate tests shows that a reliable estimate of the water percolation rate through typical hydraulic backfill can be made if the bulk density (unit weight), specific gravity, and grain-size distribution are known or can be estimated. Equations for predicting percolation rate, coefficient of permeability, and seepage velocity are developed both for the range of data analyzed and for extrapolation. The prediction equations for use within the range of data studied are quite accurate, while the ones developed for extrapolation are less accurate but still give reasonable approximations of flow rates. The equations given are valid for cohesionless materials that are free of clays and micas, exemplified by classified mill tailings. The equation developed for predicting percolation rates is as follows: 1nP20 = 11.39147 + 2.853422 1n(VR X D10) + 0.1747436 VR X Cu -178.8039 D10 X D50 + 311.7034 (DSO )3, (1) where P20 = percolation rate, inches per hour at 20° C; correction factors for other temperatures are given in the text, VR = void ratio, dimensionless, D10 = effective size (diameter in millimeters of the 10-percent-finer grain size), Cu = coefficient of uniformity (ratio of the diameter of the 60-percent-finer grain size over D10), D50 = average size (diameter in millimeters of the 50-percent-finer grain size), and In = natural logarithm (log to the base e). The prediction equation for percolation rate is rather complicated, so for practical use a nomograph that simplifies the solution of the prediction equation was developed.

Beyer Barometric Condenser The Ingersoll-Rand Co. is now offering to the trade complete steam­condensing plants for all service conditions. This equipment includes the Beyer barometric condenser, for' which the company has secured the patent rights, Imperial duplex and Ingersoll-Rogler straight-line reciprocating dry vacuum pumps and, where required, Cameron simplex and centrifugal pumps. The Beyer barometric condenser is of the counter-current type, in which air and cooling water flow in opposite directions. The steam inlet is at the bottom of the condensing v el, the water inlet above and the air-removal opening at the top. The sheets of cooling water over owing the pool at the inlet point meet the entering steam. The two are brought into intimate contact by conical baffle plates which assist the water to absorb to its full capacity the latent heat of the steam. The non-condensable air liberated in the condensing action rises through the falling water to the removal point at the top, being cooled to practically the temperature of the incoming water. Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

In Japanese tunneling history, it has commonly been accepted that the long-round driving is difficult due to the complicated geological condition. Therefore, the maximum past record has been less than 3 m per round. A new record of advance was established in the 99 m2 headrace tunnel of Imaichi Water Power Station Project with an advance of 239.5 m in a month by drilling 3.9 m deep blast holes. The geology of the headrace tunnel composed of pyroxine andesite (ie. 960-1770 kg/cm2, VP3.1-4.3 km/s) which had several clay seams and open cracks and was moderately weathered. Automatic shotcrete machine was used for shotcreting. Rock support was specified according to the N.A.T.M. with each different rock type. The contractor achieved a remarkable tunneling advance not earlier experienced in Japan.

As it is probable that a large proportion of the members of the Institute attending this meeting are connected with the metalliferous side of mining, the writer thought that, as coal and coke are required for various purposes in considerable quantities by their companies, some particulars of the coal industry might be of interest, especially when visiting such an important coal-mining centre as Newcastle. It is proposed to deal with the matter from the mining and economic point of view, as the geology has been so well and exhaustively dealt with in various publications referred to in the bibliography at the end of this paper. In the immediate vicinity of the city of Newcastle the collieries are gradually being abandoned, and during the past few years the Wickham and Bullock Island, Stockton, Hetton, Newcastle Coal Mining Company's "B," and the Australian Agricultural Co's Sea pit, have disappeared from the coal-producing list of collieries. AIl of these collieries worked the Borehole seam, from which, up to date, the largest quantity of coal has been produced in the northern district.It is the bottom seam of any present commercial value in the Upper or Newcastle coal-measures, and although the coal-in this seam has not been entirely 'exhausted in the collieries referred to, they have been abandoned for various reasons. For example, although about 60% of the seam (18 to 20 ft. thick) was left in the workings in the form of rectangular pillars under the city of Newcastle, this was not sufficient to 1?revent'the subsidence which took place about twelve years ago.Again, large quantities of coal in the Borehole seam have been left to protect the shipping arrangements at the Dyke, and other...

The separation of rare earth elements is a complex process that is industrially carried out using liquid/liquid extraction. Detailed flow sheets of solvent extraction plants for the separation of rare earth elements are rarely available in the literature which limits the opportunity to teach and test the application of data reconciliation, process optimization and control to these types of plants. The basis of a simulator for a rare earth elements separation plant is described in this paper. The simulator is used to adjust the organic phase and stripping acid flow rate in a separation circuit of heavy rare earth elements from light one?s.

This Bureau of Mines report presents a procedure for the design of an arch canopy for use in rehabilitating a high-roof-fall area. Only dy-namic line loading of an unbackfilled arch canopy at its crown is considered, and the procedure does not account for an asymmetrical loading condition. The evaluation of whether an arch canopy is suitable for a particular installation depends on many variables, including in-mine conditions and the engineering properties of the structure. However, a general evaluation can be based on a comparison of the arch's maximum crown deflection and a prescribed allowable crown deflection. The design procedure is based on the concept that when an arch canopy is sub-jected to impact loading at its crown and deflects from its unloaded state to maximum crown deflection, the structure absorbs strain energy, both elastic and plastic. As a result, this strain energy can be calculated from a static load-displacement diagram for the structure. The significance of this design procedure is that it gives mine personnel an analytical tool to select an arch canopy to meet the dimensional and functional requirements of a mine entry and a prescribed allowable crown deflection.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

"Exercising control over the physical environment of flotation as a step towards process optimization is the driving force for characterizing gas dispersion in flotation cells, a subject of considerable research and still not fully understood. From an operational standpoint, however, there are just a few variables that can be manipulated to manage gas dispersion on a cell-to-cell basis, the most important being gas rate (superficial gas velocity Jg). Measurements in eight plants demonstrate there is often no strategy for distribution of gas to cells in a bank, i.e., there is no particular Jg profile. Two exercises where Jg profiles were set allowed metallurgical performance to be manipulated and an optimum Jg profile to be selected. To facilitate setting Jg profiles, a multi-unit device based on McGill Jg sensor technology is introduced. Possible directions for gas dispersion management are discussed.INTRODUCTIONThe earliest patents regarding the flotation process ignored the importance of air and in certain cases, steps were taken to eliminate bubbles from the system (Nelson and Smit, 2005). Rickard (1916) described a keen metallurgist who observed better than expected performance and hypothesized that entrained air was enhancing the process. Within a few years of this observation, the basic concept of modern froth flotation was developed whereby air is dispersed into slurry to induce bubble particle contact.As research into flotation advanced, the link between performance and the flow-rate of air entering the cell was established. In the first volume of the International Journal of Mineral Processing, Harris (1974) described the importance of airflow-rate and derived parameters such as the superficial gas velocity (then called the superficial airflow velocity) as being important parameters for cell design and scale-up. Mehrotra and Kapur (1974) presented research suggesting that the rate of flotation was strongly correlated to the aeration rate. McKee et al. (1976) continued to demonstrate the importance of airflow-rate linking it to the entrainment rate of hydrophilic gangue material."

Recent advances in X-ray diffraction (XRD) technology have made it possible to conduct powder XRD measurements on samples at high temperatures during reaction. State-of-the-art detectors are now capable of rapidly acquiring diffraction patterns across a wide angular range (typically 120"20) enabling phase transformation rates to be measured directly during sample reaction. In this study, the phase transformations during the reduction of hematite to metallic iron by five per cent hydro ºen in nitrogen gas mixtures, were measured in situ between 500 - 700 C. Complete X-ray diffraction patterns were acquired within 15 seconds every one minute, enabling direct measurement of the transient phase abundances during the reaction. The data were quantitatively analysed by the Rietveld method to yield the abundances of hematite, magnetite, wustite and metallic iron, as functions of time during the reduction process. A first-order reactions-in-series model was proposed, and the reaction rate constants and activation energy were determined from the time-dependent phase abundance data.

"Fine mineral particles are difficult to process by flotation because of their low collision efficiencies with air bubbles. Decreasing air bubble size and increasing mineral particle size through flocculation are the most common approaches to improve flotation efficiencies. Herein we demonstrate that nanoparticle flotation collectors can be engineered to selectively induce fine mineral particle aggregation and promote flotation.Flotation tests of clean fine pentlandite (Pn) and Clarabelle Mill (CBM) rock tails and pyrrhotite (Po) tails that contained significant amount of fine pentlandite have confirmed that the nanoparticles can serve as both collectors and selective flocculants for fine pentlandite. In the case of clean fine Pn, the nanoparticle collectors virtually can float almost all Pn fines. Scoping tests on CBM tails have shown significant improvement in nickel recovery. Addition of nanoparticles as a flotation aid can recover 20% of the nickel contained in the rock tails and 40% of the Pn contained in the Po tails compared to current mill operations giving 0% nickel recovery from rock tails and no Pn selectivity from Po tails. Ongoing work includes attempts to identify optimal strategies for employing nanoparticles in fines flotation.IntroductionFine particle flotation is an industry-wide challenge in mineral processing. Fine mineral particles are difficult to process by flotation because fine particles have low mass and thus low momentum, which results in their low collision efficiency with air bubbles (Dai, Fornasiero, & Ralston, 1999). In addition, fine particles have not only high specific surface area but also more active surface area, which causes high reagent consumption. For base metal sulphide minerals, particle size between 10 µm and 70 µm is a typical range where high flotation recoveries can be achieved with conventional flotation chemistry and acceptable cell residence times. For pentlandite, the flotation recoveries decrease sharply when the particle size is below 10 µm and hydraulic entrainment is the dominant mechanism, giving recoveries proportional to water recovery and no Pn enrichment. Mr. President, and Members of the Rocky Mountain Coal-Mining Institute-Gentlemen : I appreciate the distinction of addressing this representative body of men upon a subject that lies so close to the heart of each one of us, and which is one of the principal objects of our gathering here today, in this beautiful city-so beautiful, with its grand and glorious mountains looking down upon us, that its charm makes us almost forget the men we left toiling "underneath the ground." But that object-the safeguarding of our coal-miners, who spend the greater part of their lives delving in the bowels of the earth-is the cause of our gathering from the "rock-ribbed" States of Utah, Wyoming, New Mexico, and Colorado. And, as I look about me, my eye lights on the face of many an old-time friend- on some with whom I have walked for more than thirty years; so, whatever the merit of this little talk of mine, it cannot be said that it was made by a "tenderfoot." You must not for a moment think that I shall attempt the impossible task of completely covering so comprehensive a subject as '(Accidents in Coal Mines,' and take much more time than has been allotted me, or would be advisable for me to consume. So I shall confine myself, as briefly as possible, to some of the most common causes of accidents, and the possible means by which these disasters may be diminished. For a great many years the cause of mine accidents and their prevention have been the subject of grave thought and investigation by both national and state governments. As early as 1835 Great Britain appointed a royal commission of talented men, possessing special knowledge in the conduct of coal- mining, also eminent authorities in science and its application, to search into these matters.
