High-purity quartz (SiO2) is an important material widely used in many industries, including semiconductor technology, telecommunication, and optics. The content and distribution of impurities in quartz significantly affect the processing methods. This paper provides an insightful review on the processing of high-purity quartz, covering the analytical techniques, separation methods, and the critical procedures used to assess the quality of quartz ore. More importantly, the critical review of the thermal phase transition separation method for fine-grained mineral inclusions, micron-grade fluid inclusions, and lattice-bound trace elements is notably opened for the first time. It is proposed that the research field as a monopolized industry would benefit by expounding the critical problems that occur during the preparation of high-purity quartz.

The stability and integrity of protective coal pillars between the longwall working face and development roadways are greatly affected by the mining activities such as the development face advancing or retreat mining. Due to underground strata pressure, the coal pillar cracks could be further developed and then the air leakage passages (mainly cracks) could be produced greatly. The air circulation caused by the atmospheric pressure difference between the two sides of the coal pillar may also provide suitable conditions for the possible spontaneous combustion of the residual coal in the mine gob. In this paper, a typical the protective coal pillar in a Chinese coal mine is studied. The deformation and stress of coal pillars during the mining process of longwall working face are simulated by using FLAC3D. The displacement and strain of coal pillars are analyzed. Two indexes, the linear fracture rate (LFR) and area fracture rate (AFR), are introduced to characterize the development of internal cracks’ development within coal pillars. By using field measurement, the air leakage intensity distribution due to coal pillar cracks is obtained; the equation of air leakage resistance of coal pillar under the influence of mining is derived. Then, the possible location of large air leakage of coal pillar is determined, which can be used as guidelines to study the possibilities of coal spontaneous combustions happening in pillar or mine gob. The research results help to control such potential hazards in advance.

The Surface Mining Control and Reclamation Act of 1977 (SMCRA) and the regulations promulgated for that "Act" have resulted in changes to surface mining operations in order to comply with the stringent federally enforced reclamation requirements for prime farmland. In many instances the operator has modified surface mining operations to meet the prime farmland requirements through changes to mining equipment operation, addition of new equipment targeted for reclamation or the use of totally different mining techniques. The major challenge to mine operators has been how to use existing mining equipment to meet the requirements of the "Act." Freeman United Coal Mining Company opened the first new large surface coal mine in Illinois following passage of the "Act." The Industry Mine, located near Macomb, Illinois started mining operations during March of 1982 and was required therefore, to meet all of the requirements of the "Act" including prime farmland restoration. At the Industry Mine a shovel and a cross-pit bucket wheel excavator (wheel) are used for overburden removal and the wheel is addition- ally utilized to assist in reclamation operations. The wheel mines the subsoil thereby elliminating scraper placement of that subsoil and the attendant compaction problems with scraper placed subsoil. The wheel is used to convey topsoil stock- piles from the highwall to the mined overburden in order to lessen scraper traffic and possible compaction on the graded overburden during top- soil removal and replacement. Close control of the operation of the wheel yields more uniform wheel spoil ridges which then require less grading prior to topsoil replacement.

The application of an open-pit Materials Handling Simulator (OPMHS) to analyze mine planning and scheduling problems in large surface mines is discussed. The mine chosen for this application employed a large stripping dragline working in tandem with a shovel-truck haulback system for removing overburden. Large bottom-dump trucks were employed behind a coal loading shovel to transport the exposed coal out of the pit. Specifically, the current operations and the recommendations for short term and long term improvements were simulated on OPMHS. The effects of changing the operating parameters of the equipment on the total system were evaluated. Several alternatives were also studied for the best use of the existing equipment if the current operating parameters could not be improved upon. The results of the application are discussed.

In April 1989, Southern Company Services signed a 3.5 year contract with DOE-PETC for generic engineering development of an advanced physical fine coal cleaning technology known as selective agglomeration. This technology offers the potential for significantly higher pyritic sulfur removal (90% +) than conventional coal cleaning (30 to 50%) while maintaining high Btu recovery (90% +). Engineering development will include bench-scale process development; component development; adaption or modification of existing unit operations; proof-of-concept (POC) module design, fabrication, testing and evaluation; and small commercial facility conceptual design. The information obtained during POC operation will be sufficient to result in a technical and economic design base that can support construction and operation of a small commercial plant. The major goal of the research is to develop selective agglomeration technology to achieve 90% pyritic sulfur removal while operating at Btu recoveries above 90% based on run-of-mine quality coal. This objective will be accomplished in two phases: Phase 1 -bench-scale and component development, and Phase 2 -POC module operation and conceptual design of a small commercial plant. Currently, work is proceeding under Phase 1 (Tasks 1-7) of the project. A review of the status of Tasks 1-7 is presented in this paper.

In January, 1969, the Central Research Division of Continental Oil Company initiated a research program on roof control. The purpose of the research was to improve roof stability. Toward this end, it was necessary to determine which of the many geological and geometrical variables have a significant effect on roof stability. The isolation of these significant variables would allow research effort to be concentrated where it would be most effective in improving roof control. The research effort was directed toward two major objectives. One was to de-fine the geological and/or geometrical parameters that affect the severity of roof conditions in any particular area of the mine. This study was concerned with roof fall intensity. The second was to define why roof falls in Humphrey No. mine (and in northern West Virginia-south-western Pennsylvania coal mining areas) are oriented so that they occur primarily in north-south rooms or entries. This study was concerned with roof fall orientation. To provide a reference framework for further discussion, a geological description of the area is presented in Part II. In Parts III and IV, the procedures, methods, and 'results of the research applied toward the afore-mentioned major objectives are presented. Part V contains the conclusions and recommendations for-warded by this study.

This report and accompanying engineering geologic map describe the generalized engineering geology of St. Louis County, Missouri for use in determining the most efficient, economical, and environmentally sound program for land development and urban growth. It includes an evaluation of such factors as the physical and engineering properties of soil and bedrock, surface stability, and subsurface geologic structure. The map and text are designed primarily for property owners, engineers, architects, real estate developers, and city planners involved in land-use planning. The geologic information and engineering interpretation must be considered as a general guide and not as a substitute for a complete on site investigation prior to initiation of any land-use project. The map scale, 1:63,360 (1 inch to a mile) is too small to include the detailed information normally provided on the 7 1/2-minute quadrangle series (1:24,000). The smaller scale is most useful at regional planning levels and was chosen to present information on the more significant engineering factors of the geologic environment for county-wide planning and development. A conventional geologic map deals primarily with the distribution and variation of bedrock formations, and a pedologic map presents information on the soil or natural medium for plant growth. Basic geologic maps and pedological maps are valuable tools that can be of assistance in studying the geologic environment, however, these maps do not provide all the information required for land-use planning. The engineering geologic maps are designed to provide this data. The engineering geologic map is related to both of these basic maps but emphasizes the engineering properties of the rock formations and soils rather than their age or origin. Some of the unit boundaries shown on the county map will closely follow some geologic formation and/or pedologic boundaries; others will transgress these conventional boundaries. Earth materials, bedrock and soil, that have similar engineering characteristics have been mapped as one unit without regard to their geologic or pedologic classifications. This is to assure that geological factors are recognized, adequately interpreted, and presented for use in engineering practice.

The threat of rock bursts along with the danger from methane gas and coal dust explosions belongs to particularly dangerous phenomena in Polish pit-coal mines. This phenomenon results mainly from the physical-mechanical properties of the rock mass as well as the geological-tectonic structure of the Upper Silesian Coal Basin. In the postwar years in Polish coal mining thanks to a multi- directional activity, a decrease of rock bursts and their effects has been noted. For example, the number of rock bursts reported in 1965 amounted to 71 in comparison to only 23 in 1974. The ratio of rock bursts calculated for 100,000 tons of coal extracted from rock bursting strata amounted to 0.08 in 1965; however, in 1974 it amounted to 0.023 /Fig. 1/. These results were obtained in face of a continually growing potential threat from rock bursts caused by the systematic increase of extraction from rock bursting strata, exploitation at gradually greater depths along with the extension of exploitation into deposits enclosed in different types of pillars and other parts of deposits surrounded by workings. Despite the achievements of science and mining practice in this field, this threat has not yet been fully studied and controlled as it should be, As a result, research on preventing rock bursts is being continually widened in Poland. This research has a complex, multi-staged and long-range character. Theory, laboratory and field work in the mines are working on a solution to the problem.

At some surface and underground mines, control of ground-water inflow involves significant costs. These costs include the capital costs for installing a dewatering system, power and other costs to operate and maintain the system, and costs to treat and dispose of the water that is collected. To minimize these costs, design of a dewatering system utilizing wells has been formulated in terms of a nonlinear operations research problem using quadratic programming. Using this formulation, the locations, depths, pumping rates, and pumping schedules of wells are selected so as to minimize the total costs of the dewatering system.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Application of flotation for the removal of hydrophobic compounds from soils was studied. Bench scale flotation tests were conducted on artificially contaminated soil, using both conventional mechanically agitated machine and flotation column. Flotation parameters tested include surfactant collector type, conditioning time, flotation time, surfactant dosage, pulp pH, solid/liquid ratio in conditioning and pulp temperature. It is found that with conventional flotation 74% removal of the contaminant was achieved from soil particles in the range of 75-830 µm; with column flotation up to 80% of oil could be removed from the 250-830 µm soil fraction, and 65% from the 75-830 µm fraction. Flotation was found to have considerable potential for cleaning up contaminated soils.

Projections of coal reserves in Central Appalachia are essential for long-term planning in the region. Annual production is declining in some states, such as Virginia, and mineable reserves for the Central Appalachian Coalfield are challenged by difficult geological, mining, and market conditions. In order to project coal mining longevity in this region, interviews with mining companies were conducted to assist in the determination and assessment of technical and economic factors that impact coal seam mineability. This information was applied to seam and coal reserve data developed by state and federal governments. The results were carefully analyzed to determine the effects of various factors on the overall mineable coal reserve base.

Society's growing concern over the number of deaths and serious injuries occurring in coal mines, coupled with a growing sentiment to develop and promulgate improved mandatory health or safety standards, was no doubt the basis for passage by Congress of the Federal Coal Mine Health and Safety Act of 1969, being Public Law 91-173 approved December 30, 1969. Even prior to passage of the Act, strong reaction was quick to arise concerning the effect of such legislation upon the coal mining industry. Initial response varied from mild forms of criticism to' the expressed fear of complete suspension of operations and mine closings. Primarily responsible for these early forms of skepticism were speculative or fanciful cost estimates which led operators to contemplate a less than prosperous existence. However, in spite of this unfavorable outlook, the majority of the operators have faced up to the situation and have been striving to comply with the Act and the regulations issued thereunder. While encouraging strides have been made toward implementation of the Act, it must be recognized that noticeable results have been attained only through many months of determined effort and, as anticipated, at quite heavy expense to the operator.

To investigate how deformation failure occurs in roadways surrounding rock, the relationship between cohesion and plastic shear strain of the strain softening model and the equation for calculating the shear strain of a rock mass in the ultimate elastic state are derived. On this basis, the equality relationship between the built-in maximum shear strain increment and cohesion of FLAC 3D was established to give a more intuitive picture of how the cohesion of the roadway surrounding rock changes. The cohesion attenuation and deformation of the surrounding rock are analysed. The results show that significant deformation in the roadway surrounding rock was caused primarily by the development of large areas of highly softened plastic rock masses towards residual strength. Taking the floor overhead-mining roadway under different rock pillar thicknesses (RPTs) in the Xinglongzhuang Coal Mine as an example, the results demonstrate that investigating the cohesion distribution inside the roadway during mining operation can provide a more intuitive, more accurate description of the degree of failure of the surrounding rock at any point of the roadway, as well as the overall failure range of the surrounding rock. The simulation agrees well with the field monitoring result and seems to be more practically useful than simply analysing the coverage of shear plastic zones. Based on the failure range and degree of roadway surrounding rock with different RPTs, three support schemes are designed. Classified support was implemented for roadways under different RPTs, which realizes the effective control of roadway surrounding rock.

Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick's Law, which was clearly not correct in the light of modern fracture theory; • Rittinger's Law, which was also clearly not correct; • Bond's Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. Introduction A longwall operator can make few changes to increase output, significantly reduce respirable dust, and decrease power consumption. Reducing drum speed, and thereby cutting with increased pick penetration, is one. This article defines the benefits of deep cutting in terms of reduced dust production and power consumption. It also identifies the practical aspects of high pick penetration in terms of shearer performance and coal loading. Before examining some practical aspects of reducing drum speed and looking at the theoretical background, it is worthwhile to summarize what is meant by high penetration and deep cutting, and what potential benefits and pitfalls may be expected. Deep cutting (in the sense of high penetration rather than wide web) can be defined in one or more of the following ways: • Cutting with an average pick penetration distance higher than that used in the past. • Cutting with a pick penetration higher than the longwall operator would have used if the advantages of deep and slow cutting were not considered. • Cutting with a well-designed shearer drum below 40 rpm. All these definitions are slightly arbitrary. They are given to provide a basis for discussion and to make the point that any move towards deeper, more efficient cutting can result in operational benefits. The benefits of deep cutting appear in many different areas. The most noticeable benefit, provided suitable instruments are available, is the reduction of airborne respirable dust. During an experiment on a longwall in the Pittsburgh seam, a nearly four to one reduction in dust levels was seen when drum speed was halved. Not all studies have shown such a big reduction, but it seems that some benefit is almost always obtained when drum speed is reduced. Production rate and specific power consumption are also affected (in a positive sense) by reducing drum speed or increasing pick penetration. Although these changes may not be as spectacular as those in dust level, they contribute to the economic return of the longwall operation. Similarly, improved washability through fines reduction may have a beneficial economic effect. Cutting with shearer drums operating at lower speeds does have some possible deleterious impacts that an operator should be aware of. For example, cutting reactions - loads imposed on the picks by the coal being cut - will be increased as a deeper cut is used. Steps must, therefore, be taken to ensure the stability of the shearer and provide an adequate haulage effort. These increased cutting reactions also result in higher loads on the power transmission system (gearboxes, ranging arms, pick boxes, etc.) from the shearer motor(s) to the pick tip. These higher loads must be anticipated and provided for with the necessary hardware. In particular, extra haulage power must be provided with low drum speeds, since haulage effort required increases roughly in proportion with pick penetration. Because the drum will be rotating more slowly or will have fewer picks, the load on shearer components will also be more variable. If suitable, robust equipment is not used, this increased vibration will decrease reliability. Benefits of Deep Cutting Lower dust levels, decreased specific power consumption, and improved product washability are the most noticeable benefits of reduced drum speeds. Although the benefits will vary greatly with mining conditions and the type of coal, some examples of what can be expected are described below. Reduced Dust Levels Figure 1 shows principal results of a study on the effects of reduced drum speed conducted on a longwall in the Pittsburgh seam (Ludlow, 1981). This figure shows that average dust production was reduced by about 70% when drum speed was halved. By making some assumptions about such quantities as coal density, it is possible to apply this proportional reduction to the quantity of respirable dust liberated per ton of coal mined. When this is done, two kinds of results are obtained: • At 70 rpm, about 1 g (15 gr) of airborne respirable dust is created for every ton mined (roughly one part per million). At 35 rpm, only 0.28-0.37 g/t (3.9-5.1 gr per st) of coal mined become airborne respirable dust. • At 35 rpm, nearly four times the amount of coal may be mined before the compliance level is exceeded, compared with 70 rpm.

Evaluation and subsequent development of a quarry in east-central Missouri was based on a general but brief examination of outcrops and core from five (5) test holes. Neither core, outcrops, nor existing quarries in the general area gave any indication of potential major problems. In the third year of operation large areas of collapse rubble, consisting of green shale and large blocks of limestone and sandstone, were encountered. Their size and random distribution resulted in both blasting and quality control problems. By the fourth year of operation, production costs became prohibitive and the site was abandoned. Prior to dismantling the plant a geologic investigation, which included shallow seismic and resistivity surveys, was made of the unmined portion of the lease. The collapse dolines appear to be related to structure and predate development of the modern topography. Surface indications of these features are few. The seismic profiles were especially helpful in plotting their distribution. Geologic relationships and seismic data developed at this site are being related to similar suspect areas in Missouri and have been useful in their evaluation.

Coal is deposited at a mine site in several thin seams which outcrop in rolling hills and dip at about 8° to the northeast. The deposit is located in the northeast area of the State of New Mexico in the Southwest of the United States. A drilling program was undertaken and was quite irregular. Not all of the seams appear in all of the drill holes. Some of the holes did not go deep enough, while others were drilled below the outcrop of some seams. Occasionally a seam would pinch out and not be seen in a drill hole. Also, the outcrops of the seams are buried in many places by several feet of alluvium. All of these factors make correlation of the seams between drill holes difficult. The drawing of cross sections in three directions and at many locations across the mining area have been necessary to assure the accuracy of the input data.

This paper is concerned with the problem of calculating ground movement that occurs as a consequence of mining. Solution to this problem is straight forward in principle but rather complex in practice. The complexities of the problem arise from the ever present constraints of technology and economics. However, the identity of these constraints is often obscured by a faulty understanding of the fundamentals of the problem and a lack of appreciation of current computational capabilities and costs. As a consequence much time and effort are sometimes wasted on gathering information that is of little direct value to ground control programs while important input data are neglected. This paper therefore reviews the essentials of the process of formulating the ground movement problem. Emphasis is upon application to longwall mining, although much of the discussion applies to other mining methods as well. In many instances, the hardrock term stope could be substituted for longwall panel because the fundamentals of the problem are independent of the excavation dimensions and numerical values of rock properties. The latter affect the outcome of a calculation, of course, but not the underlying formulation. Only the major features of the problem are discussed in this brief review. The objective of the discussion is the generation of a reliable basis for developing a technically sound ground control strategy. Any rational ground control strategy must be consistent with basic physical laws. For example, under static conditions, equations of equilibrium must be satisfied. Operational, that is, tactical, details may vary widely with local conditions, but the basic approach must be based on physical laws. The alternative empirical route is intrinsically unreliable and unnecessary as well. Empirical descriptions of ground motion caused by mining including recent statistical curve fits to specialized data sets (for example, surface subsidence data) as well as antiquated "theories" of ground pressure and so forth, however dignified with mathematical formulas, are hardly worthy of the label "theory". Extrapolation of statistical data is always accompanied by rapidly diverging confidence limits, while empirical equations simply lack predictive capability under circumstances even slightly different from those of the original development. For example, applications of surface subsidence curves generated empirically in the United Kingdom to coal mines in the United States generally result in considerably greater subsidence and wider subsidence troughs than actually observed. Locally, empirical criteria for specific ground control actions may be made practical through trial and error, but such tactics are no basis for the development of a general ground control strategy. In this regard, it is worthwhile to recall the traditional scientific distinctions between speculation, hypothesis and law, between the empirical and the proven.

The Getchell and Twin Creeks mines are located along a north-northeast trending structural zone in Humboldt county, Nevada approximately 40 miles northeast of the town of Winnemucca. Gold mineralization at the Getchell mine is represented principally by sulfide-rich ores, which contain significant amounts of realgar and\ orpiment, with the gold being recovered through processes which involve pressure oxidation. In contrast, oxide ores are currently being mined and processed at the Twin Creeks mine although large reserves of sulfide ores, some of which contain orpiment-realgar-stibnite, have been defined (Bloomstein et al., 1990). The Getchell and Twin Creeks mines represent major gold orebodies but very little has been published pertaining to mineral paragenesis and the characteristics of ore-forming fluids for these deposits.
