Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

INTRODUCTION The process of predicting ground condition with exactitude and of ascertaining appropriate ground control measures is pertinent to each and every excavation. The control and support of soil and/ or rock during and subsequent to excavation is essential in order to overcome or avoid excessive movement, maintain stability or preserve integrity of the excavation, handle or prevent excessive water intrusion or hydrostatic pressure build up, and produce an excavation that is safe and suitable for its intended purpose. The design of support systems has primarily been, until recently, based upon experience and empirical or semiempirical guidelines, which do not lend themselves to thorough analytical calculations giving rise to the desired degree of confidence in design of such systems and consequently, several, if not a majority of support systems, no doubt, are overdesigned. The primary objective of this paper is, therefore, to briefly outline engineering considerations leading towards the design of ground control systems for near vertical excavations extending to shallow depths in metamorphic rock formations. Several engineering considerations including the selection of temporary support systems, technical aspects of design, and the sequence as well as details of construction, are briefly outlined. Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. Dust control in high production longwalls is a major problem requiring, among other things, careful attention to the design of operating practices, and ventilation schemes. Several studies have shown that the shearer is the major source of dust on a longwall face. Support movement has not been regarded as a major source of dust in U.S. longwalls; yet under certain conditions, 31 percent of the shearer operator's dust exposure can be due to support movement. Several methods have been developed for the control of shield-generated dust. Yet the need for better methods is apparent. In this paper, the amount of airborne respirable dust generated per shield move is estimated from specially designed experiments on longwall faces. A total of ten experiments were conducted in five longwall faces in four different mines. Each experiment involved one face visit and lasted three to six hours. The contribution of shield movement to the airborne respirable dust concentration immediately downwind of the shield moved, varied between 0.12 and 1. 75 mg/m3 in the five longwall faces. The mass of airborne respirable dust generated by shield movement was found to vary between 39 and 386 milligrams per shield move. The results from this study reveal that control of dust from longwall shields requires a combination of approaches involving alternative operating practices, reducing shield dust generation rate, increasing face air flow, and decreasing personnel exposure.

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

Hard-rock phosphate was formerly the chief source of all phosphate in Florida. Its mining began as early as 1883 or 1884, reached a peak level in 1907 and ceased in 1966. Production began and ended in the Dunnellon area (Marion County). Nearly all the hard-rock was exported because its P205 value per unit weight is generally more concentrated than that of other phosphate rock. Maximum production, achieved in 1907, was greater than 600,000 tons; the total value for that year was more than $4,000,000. The Florida hard-rock phosphate, considered to be of middle Miocene to early Pliocene age, has an intermittent narrow, linear northwest-southeast trend. The Ocala uplift controls the phosphate distribution for more than 200 miles. Other known, isolated hard-rock areas appear to be related to minor folds on the Ocala uplift. The hard-rock phosphate deposits are a heterogeneous mass of sedimentary fluorapatite, chert and quartz with textures ranging in size from clay to boulder, and in thickness from 0 to 40 feet. Phosphate compounds, principally fertilizers, have been in oversupply since before 1968, but by the middle 1970's some experts forecast a supply-demand balance. A brighter future for exploitation of Florida hard-rock phosphate depends upon one or more of these factors: 1) depletion of present premium grades (74 percent BPL and above) of land-pebble; 2) cheaper electric power from nuclear generators for profitable electric furnace operation; 3) supply and price of sulfur; 4) manageable rail-water transportation costs; 5) development of less costly mining and separation methods; and 6) minimum competition from high-grade foreign phosphate.

The discovery of rhenium on the ion exchange resin used at the uranium in-situ leach operations at Palangana (Texas) led to a laboratory study on the possible methods of recovery. Rhenium, present in small amounts in the ammonium carbonate leach liquors as the perrhenate anion, Re04-, concentrated on the anion exchange resin, which was a factor of ten more selective for rhenium than for uranium. Various elution systems were investigated for stripping the rhenium from the columns after the uranium had been eluted with chloride or nitrate solutions. Although the perchlorate ion was most efficient on a molar basis, nitrate ion combined the benefits of efficiency and low cost. A 3[N] or stronger concentration of nitrate containing up to 0.5[N] H+ was found to be the system of choice. A rhenium sulfide concentrate containing up to 14% Re was obtained from these effluents by hydrogen sulfide precipitation. Preliminary experiments were run to produce rhenium metal powder by oxidation of the concentrate to NH4Re04 followed by hydrogen reduction at elevated temperature.

The ratio of neutralization potential (NP) to acid production (AP) ratio is often employed for predicting acidic discharges from waste rock dumps. The available NP was evaluated in laboratory studies of limestone dissolution in simulated acidic mine water. The available neutralization potential strongly depended on the particle size. Using limestone particles of 114" (6.4 mm) or greater, less than 20% of the total neutralization potential was exhausted at the onset of acid conditions. Apparently, the dissolution of limestone became mass transfer limited. Under mass transfer limitations, the rate of pyrite oxidation may exceed the rate of neutralization by buffering minerals. The implications concerning the controls on limestone dissolution were examined using a geochemical predictive model for sulphide mineral oxidation in waste rock. The results have shown that in case of heterogeneous waste rock piles the NP/AP ratio is a reliable indicator for short-tam predictions only. Kinetic data on the depletion rate of the neutralizing minerals and geochemical modelling suggest that waste rock environments with NP/AP ratios as high as 5.0 may turn acidic in the long term.

The Jerritt Canyon Joint Venture project is located about 80 km (50 miles) north of Elko, NV. It produces approximately 9.3 t/a (300,000 oz/year) of gold. The joint venture is 70% owned by Independence Mining and 30% by Meridian Gold. Independence Mining is the operator. The Jerritt Canyon Joint Venture started operations in 1980 by mining a series of open-pit mines. The discovery of deeper ores during early 1990s made it neccessary for the operation to mine a large portion of its annual production by underground mining methods. Underground production started in 1993 at the West Generator Mine. This was followed by the Murray Mine in late 1994. Two additional underground projects are being developed. Underground mining at Jerritt Canyon is scheduled to produce about 3.9 t (128,000 oz) in 1997.

The era of low-seam mining with continuous haulage has been here for quite some time. Typical tonnages in companies such as Terry Glenn Coal are currently averaging 405 tonnes per shift in .8m coal. JoAnn Coal has averaged 453.6 tonnes per shift in .775m to .825m coal for the past four years. John Chaney of Chaney Coal has averaged 297 tonnes per shift in .6m to .65m coal. There are many other mines that are experiencing similar success and with maintenance costs that are averaging $.10 to $.40 per tonne. These figures have been documented and can be verified by the operators.

Three sedimentation ponds had their performance evaluated before and after installation of modifications. Each pond had a floating baffle installed, two had siphon outlets, and one had a floating outlet device. Baffles inhibited short circuiting, and the outlet devices retarded flow following a rainfall event and drained the pond, creating a large storage volume to maximize detention time. Total suspended solids and settleable solids tests were measured on samples of influent and effluent to evaluate pond performance. Particle size analyses were conducted on samples containing measurable amounts of solids. Performance improved in each pond, with baffles providing the major improvement.

The goal of slope mechanics is to achieve efficient and safe pit slopes. In the case of ultimate mine slopes the objective is to minimize the stripping ratio by steepening the slopes to their maximum stable limit. On the other hand, the inclination of working slopes is normally established by operating space requirements and the function of slope mechanics should be the continuous surveillance of slope conditions to assure long-term stability and to provide timely warning of impending slides so that corrective measures may be incorporated in production planning. In 1956 Kennecott instituted a program to provide the resources necessary to develop and maintain a slope mechanics capability, including technical knowledge, engineers, and instruments. Although the goal has not been fully achieved, very significant progress has been made. Other papers (3, 4, 7, 8, & 12) have described the purposes and detailed results of the most recent study carried out at the Kimbley Pit. The study has provided valuable experience and has given the industry a three dimensional picture of the stability variables that influence a mine slope. The study has better defined those areas which require further investigation and has indicated those design and analytical techniques which can be used with confidence. In effect, the study has paved the way for the next step; that of refining the design process and applying it for profit.

Newmont Mining Corporation owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006. Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix needed a process option to treat lowgrade transition and oxide copper ores. This meant that potentially revenue generating ore was being mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a run-of-mine (ROM) heap leach pad and solvent extraction/electrowinning plant (L-SX/EW). This paper will discuss the synergies and challenges of developing a copper L-SX/EW plant at the Phoenix copper-gold mill.

A geomechanical rock mass classification or RMR is currently being used for the evaluation of an LHD mechanized mining system versus the conventional block caving method. The successes and failures of a Panel lS-19 LHD test block on the 2315 level can be attributed to the geologic and geomechanical zonation present. Trench blasting, caving procedures, and sequencing are other factors that were also considered. Lessons learned from the P.lS-19 test block have been used to alter the design for future LHD production blocks on the 2615 level. These modifications are designed to maximize the pillar and insure an adequate draw connection.

A detailed assessment of acid rock drainage (ARD) potential was conducted at the Quintette Coal Mine site in northeastern British Columbia The site is unusual in that the coal seams contain low sulphur levels as compared to eastern coals (typically less than 0.5%), and the non-coal wastes generally do not to have the potential to generate acid on the basis of static ABA tests. The presence of small iron-stained seeps on the pit walls indicate localized sulphide oxidation, while the overall mine site drainage has remained of excellent quality with extremely low levels of metals after approximately 15 years of mining. Thus the site provides an excellent comparison to more problematic coal mine sites. For the Quintette assessment, static acid-base accounting (ABA) analyses of individual samples were compared to criteria for potentially acid generating materials developed for the U.S. Appalachian coal, as well as criteria developed in British Columbia for hard rock mines. Geologic units were characterized by the percentage of samples, or weighted thickness, that was deemed potentially acid generating (PAG). Links were then made to actual seepage and water quality emanating from geologic units around the site. Seeps at the site demonstrate a large range in pH (2.32 to 8.18). The few acidic seeps (pH < 4.0) were found to contain elevated levels of sulphates, dissolved iron, manganese and aluminum, consistent with the metals typically of concern in Appalachian coal mines. Other heavy metals that were detected in acidic seeps at Quintette included copper, zinc, nickel and cadmium. The use of simple ABA tests, and comparison of individual sample results with the Appalachian and British Columbia criteria, was found to be useful in predicting the probable sources of the small localized acidic seeps.

Process development is one of the principal tasks required in the course of turning an exploration discovery into a mine. Exploration geologists should have an understanding of the more important metallurgical processes and the test work required for each process. The paper discusses the important metallurgical processes, the test work and sample requirements for each, and the costs and time requirements to accomplish the testing. The limitations of reverse circulation drill samples for metallurgical testing are discussed. The level of process definition required to support engineering studies: scoping, pre-feasibility and feasibility studies are also described.

Flotation recovery of molybdenite particles finer than 15 micrones sharpy decreases with decreasing size. A totally hydrophobic latex agglomerant (UBC-1), which was previously reported to be very efficient in agglomerating hydrophobic fine coal, has been found to agglomerate fine molybdenite particles. The agglomeration takes place only in the presence of MIBC which is commonly used as a frother in molybdenite flotation. Adsorption tests confirmed that MIBC is adsorbed onto molybdenite. The effect of the agglomeration on flotation has been studied by floating fine molybdenite from mixtures with quartz using the UBC-l agglomerant and the MIBC frother. A significant improvement in the flotation of fine molybdenite has been observed in the presence of the UBC-l agglomerant. The best results have been obtained around pH 5.5 which corresponds to the iso-electric-point of molybdenite.

Kittilä Mine is a gold mine located in Northern Finland, owned and operated by Agnico Eagle Finland. The mining operation started in 2008 with open pits which were completed in 2012 and production moved to being entirely underground. The mine consists of four separate orebodies, currently producing 2.0 Mt per annum, and requiring over 19 km of development on a yearly basis. The principal mining method is long hole stoping with delayed backfill. Microseismic monitoring was initially tested in the Suuri orebody, in the mining block between the 625 and 500 Levels. A small monitoring system was installed in 2018, after observations of stress-induced damage to the rock mass and in anticipation of future mining at greater depth. The initial goals were to evaluate if useful data could be recorded and test the signal quality of different sensor types. Prior to 2018, ground control related challenges in the Suuri and Roura mining blocks had been mostly related to sill pillar mining and block movements between weak graphitic schist planes. Seismic monitoring in the Suuri deposit proved successful for following the rock mass response to mining and helped support the rationale for early monitoring in the new, deeper mining block in Rimpi at 900 m depth. Preliminary geotechnical characterization and testing of the rock mass showed areas of silicification in the footwall rocks with potentially continuous structural features. Seismic monitoring of the Rimpi area has confirmed the brittle behavior of the rock mass, with strong seismic responses induced by stress changes following blasting being recorded. In addition to this expected behavior, a large magnitude event associated with significant damage in the footwall drive development 90 m above the stoping was experienced. Initial investigation of the rockburst showed two separate damage locations with over 300 tons of displaced rock. The seismic monitoring system recorded this rockburst as a single seismic event with magnitude significantly larger than previously recorded. Additional analyses indicated a possible thrust fault event, triggering two separate strainbursts. Following this event, the ground support system was upgraded in parts of the footwall drives to improve dynamic capacity. Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To com­pound problems, average head grades for refractory U.S. gold ores had fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Therefore a special treatment process is needed in order to allow for the gold ore to be leached downstream in a conven­tional cyanidation process for a high gold recovery. There are several options available for this oxidation process like treat­ment of the gold bearing ore in pressure oxidation, in a biooxi­dation or in a roasting plant depending on the reason for the refractoriness. If organic carbonaceous matters and sulfides are the prima­ry reasons for the refractoriness, whole ore roasting is a pre­ferred method for the treatment of this type of ore. Since dry ore is to feed to the roaster, a dry grinding mill is advantageous. For the dry grinding system, the moisture content and the ore char­acteristic is of importance. Those parameters decide the mode of the grinding system. For autoclave systems common wet grind­ing systems can be applied. This paper deals with technical aspects for dry grinding plants and gives an outlook on and pos­sibilities for new grinding systems.
