During recent years there has been a great deal of confusion in the North American mining industry with the introduction of new comminution terminology and claims (without substantiative evidence), for various types of equipment in this field. The authors will attempt to clarify the terminology used, and where possible, give illustrations of plant practice with actual operational and pilot plant data. This is considered necessary in order to obtain a clear picture of the comparison of such equipment to the revolutionary change that the Aerofall Mill has brought to the mining industry.

Careful consideration is given to the type of cleaning equipment and control sys- teas to be used when selecting circuits for wash-ing fine coal (28M x 0 size fraction). However, the desliming, declaying and sizing procedures required to ensure efficient operation normally are not evaluated in sufficient detail resulting in disappointing system performance. This paper details desliming and dewatering circuit design which is extremely effective based on recent test data. The circuit maintains control of the 28M x 0 (declayed) size fraction with minimal misplaced material and maximized circuit efficiency. A discussion of circuit design parameters and control systems, as well as results from the testing program, are included in this text.

"INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

The 9th Line / 16th Ave tunnels are part of a $700 million expansion of the York Durham Sewage System, north of Toronto. The 15 km of tunnels presented many challenges, including glacial and postglacial deposits, at depths up to 55 m. Due to high hydrostatic heads, the Owner specified EPB tunnelling, however, an alternate was proposed utilising rib and lagging tunnels, combined with a de-watering scheme. State of the art technology was utilised with a new Lovat TBM, incorporating PLC control, soft start water-cooled motors and a head designed to tackle the mixed ground expected. The 9th Line tunnels were completed in 2002. Subsequently the second section of tunnel along 16th Avenue has been awarded to the Joint Venture. This paper presents a case history of the soft ground tunnelling, including design elements, tunnel systems and TBM operations.

Slope stability analysis plays an integral role in the design of various mining applications including waste dumps, heap leach piles, solution ponds, and tailings dams. Generally, limit equilibrium analysis using one of the several prevalent approaches is considered adequate. The density, saturation, and shear strength parameters of the materials forming the slope affect the failure mode and the calculated factor of safety (FS) against sliding. These parameters are generally based on laboratory tests. Field practices and construction procedures are often not completely simulated in the laboratory for various reasons (e.g. equipment limits, time and budget restraints, etc.). This paper presents a holistic assessment of slope stability analysis as practiced in mining applications, using example data from multiple heap leach projects. A sensitivity analysis is presented for variations in material properties, data interpretation, and computation methods. For each step in the design process, the possible variations in parameter values were identified and then used to perform traditional and probabilistic stability analyses. This simple, cradle-to-grave-type approach is used to evaluate the reliability of an example design, and the combined impact of multiple uncertainties on the factor of safety. Example Study The issue of addressing uncertainty in geotechnical design has been discussed in depth by numerous authors (Duncan 2000; Christian 2004; Whitman 1984; Christian et al. 1993). One may ignore the uncertainties involved in a design, take a conservative approach, rely on observational methods (Peck 1969), or attempt to quantify the uncertainty. Geotechnical projects in general, may include a combination of these methods. For important structures, such as heap leach pads, it is critical that sources of uncertainty in the stability analysis be acknowledged early on and considered in the overall design approach. As with any project, economics and other physical constraints, such as space limitation, often do not always allow for an overly-conservative, robust design. In an effort to quantify uncertainty and provide a sense of level of confidence in the safety and reliability of a design, probabilistic methods have been developed and implemented in many slope stability software packages. Reliability methods are often used in the design of open pit mine slopes, but not as commonly in designing heap leach pads and waste dumps. As an example, the stability analysis of a copper heap leach project is presented here to evaluate the effects of multiple sources of uncertainty and differing methods of data interpretation. Some of the parametric values, or the variation therein, are assumed on the basis of actual data from multiple heap leach projects, included in the paper as well. A generic representation of the example case study is shown in Figure 1. As depicted in the cross-section, the ultimate height of the design is 114 m (measured from the crest to the toe). The overall slope of the heap leach pad is 1.88 horizontal to 1 vertical (1.88H:1V), or 28°. The slope benches are considered in the overall slope. The example leach pad is founded on alluvial, colluvial and residual soils overlying weathered limestone. The ore to be placed on the pad is characterized as poorly graded gravel (GP) with average fines content (percent passing #200 sieve) of 4%. The liner subgrade is low permeability (fine) soil. The cover or the drainage material, placed directly above the geomembrane (between the liner and the ore), is crushed ore in this case. The phreatic surface was assumed to be 1 m above the base liner, which is what the collection system over the liner is typically designed for. [ ] In heap leach pads, typically, Linear Low Density Polyethylene (LLDPE) or High Density Polyethylene (HDPE) is used as the base liner. The decision is based on the elongation, strength and other requirements of the application as well as economic considerations. In this example study, the base liner was 80-mil single-side textured LLDPE. FIELD INVETIGATION AND SAMPLING When selecting appropriate values for the input parameters of the stability analysis, the level of uncertainty in the data and the assumptions that are made must be clearly identified and considered in the design. This concept has been emphasized through an extensive number of publications regarding geotechnical uncertainty and reliability (Christian et al. 1994; Duncan 2000; Christian 2004). The primary source of uncertainties involved in slope stability analysis for mining applications is inadequate geotechnical investigation, often lacking in a thorough assessment of in-situ material characterization and sampling disturbances. To emphasize this point, some background information is presented here. The tradeoff between the costs of a thorough site investigation versus the risks of design uncertainty has long been a challenging management decision in geotechnical projects. For mine sites, significant investment is typically made in exploration and estimating mineral resources and the geology of a mine site is often more thoroughly documented than other types of geotechnical projects. Nevertheless, the engineering properties of the soil and rocks relevant to slope stability receive less emphasis. Baecher and Christian (2003) observed that the areas of geotechnical concern, such as slopes and waste disposal facilities, are usually associated with mine costs rather than revenue, and therefore, significantly less money is devoted to their site characterization and laboratory testing. The MicrocelTM column flotation technology has been developed based on the fundamental understanding that the first-order flotation rate constant increases approximately as the inverse cube of bubble size. In this technology, bubbles in the range of 100-400 pm are generated by pumping aerated slurry through an in-line static mixer. The high-shear agitation provided by the in-line mixer produces small air bubbles without requiring large frother additions. This column has been tested successfully for processing a variety of non-metallic minerals including kaolin clay, graphite, phosphate, and feldspar.

The design and operating parameters Of a column cell installation that replaced a conventional two stage copper flotation cleaning circuit at MAGMA COPPER COMPANY, SAN MANUEL, ARIZONA using these design concepts is described. A survey of other mineral processors using column cell technology was conducted. The results of this survey will also be discussed.

In truth, despite the development and refinement of new and potentially valuable technological tools, the approach or philosophy of the explorationist has received meager attention in professional literature. In many areas, the explorationist relies upon experience, subjective judgement and general intangible inspiration, often traveling together under the misleading pseudonym of "art," in achieving both an exploration plan and in making the myriad day to day decisions necessary to the execution of that plan. Without a solid, objective basis for decisions, exploration under this concept is little more than guesswork largely by intuition, and it is small wonder that many exploration programs flounder in a sea of over-expenditure inefficiency or fail to fulfill their expected goals within the funding which has been provided. From a rational management point of view, such a state of affairs is frustrating and inconsistent with the application of the same scientific principles which are presumed to be the basis for the exploration methods which are used. This somewhat presumptuous point of view cannot be extended as a general condemnation of the many exploration programs which are both technically and economically successful. On the other hand, the

In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

Cessation of open pit mining in 1996 at the McLaughlin hot-spring type gold deposit has resulted in the development of two pit lakes that will be managed as permanent lakes with a total storage capacity of 10,000 acre-feet. The south pit lake developed from alkaline ground water infiltration and had an initial pH of 7.2. It contained high concentrations of boron and chloride, indicating that it consisted of a mix of meteoric and evolved connate waters. Numerous carbon dioxide gas vents were present initially in the shallow south pit lake, but as the pit lake increased in depth, gas venting ceased and carbon dioxide is retained in the lower layer of the chemically stratified lake. Continued increase of dissolved carbon dioxide in the lower layer increases the potential for a limnic eruption. A chemocliie occurs at a depth of 47 m. The upper layer of the lake has lower pH, temperature, and conductivity than the lower layer. Effluent from ore and waste rock piles directed into the south pit lake has contributed to high levels of antimony, arsenic, cobalt, copper, mercury, nickel, and zinc. Iron oxyhydroxide is abundant in mine effluent that enters the pit lake and adsorption onto this phase has lowered the arsenic and antimony concentrations. The north pit lake formed primarily from winter surface runoff. The acidic water, pH 4.56, initially had high concentrations of cobalt, mercury, and nickel derived from weathering products of pyritized serpentinite and shales. Buffering by wall rocks has established a slightly alkaline pH of 7.62. The concentrations of trace metals in the north pit lake have substantially decreased due to continued dilution of the lake by surface runoff and remediation of parts of the pit walls that have been covered by backfill.

Agglomeration for the heap leaching of gold and silver ores can be defined as the process of attaching fine ore particles (less than 100 mesh) to coarser particles so the fines are immobilized and uniformly distributed throughout the heap, thus making the heap more porous and uniformly permeable to the flow of a leaching solution. Agglomeration techniques and equipment to be described include drum and disc agglomerators, stockpile and belt agglomeration, and the use of vibrating deck and reverse running conveyors.

The load carrying capacity of oil shale pillars excavated by conventional blasting, presplit blasting, and mechanical mining is evaluated. The study was based on a comparison of in-situ vertical stresses and fractures obtained from overcoring horizontal holes in the Colony Mine, Piceance Creek Basin, Colorado. Results indicate that conventional blasting causes a zone of damage approximately 3 m (10 ft) thick with low stress distributions. Presplit blasting reduces damage significantly, and increases the load carrying capacity in the 3 m (10 ft) thick zone by 5.93 MPa (860 psi). Mechanical mining causes little or no rock damage, and an increase of 9.83 MPa (1425 psi) in strength in the same 3 m (10 ft) thick zone. An example of pillar design is given showing that the use of presplit blasting and mechanical mining techniques can increase the extraction ratio by at least three and five percent, respectively, as compared to conventional blasting. It is speculated that comparable increases in extraction should also occur due to increases in span dimensions.

In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to be done, wet or dry or a combination?

Reserve Mining Company completed construction on a major process modification project in June of 1980. These modifications enabled Reserve to reduce and control its final iron ore pellet silica content from 9.0 20.77 percent to 5.0 50.26 percent. The paper outlines the implementation of neutron activation on-line analysis and associated computer control loops for measuring and closely controlling the silica content of the iron ore concentrate at Reserve Mining Company. It contains a general overview of Reserve's taconite processing facilities and a presentation of the theory and operation of the neutron activation analysis equipment coupled with the computer silica control loops.

To the casual observer there is probably no simpler appearing operation in the mineral industry than a limestone quarry. It might seem that the entire operation - from the drilling, blasting, and loading of the stone, its transport to a mill for crushing, washing and sizing, to loading into boats, railroad cars, or trucks for delivery to customers - can be comprehended at a glance. But no first impression could be more misleading. It is one of the purposes of this presentation to sketch the broad outlines of the extensive limestone industry in the United States which, measured in terms of volume of production since the end of World War II, has grown almost 300 per cent to a national level in 1957 of 384 million net tons.1 Another objective will be to discuss in more detail this industry in the State of Michigan. For this latter purpose, the Michigan Limestone Division plants at Calcite and at Cedarville will be used as examples. These descriptions will, we believe, show that the limestone business has complexities to match its size.

30.1-THE SCOPE OF SYSTEMS ENGINEERING JAN M. MUTMANSKY JAN M. MUTMANSKY 30.1.1-DEFINITIONS The terms "systems engineering," "systems analysis," and "operations research," common in today's technical literature, often are interchanged because of their similar meanings. However, some differences exist which need explanation. The most convenient way to achieve an understanding of the differences is to start with the definition of a system, namely, a collection of components which interact in a specific manner to accomplish a common objective. Accordingly, a haulage truck, a computer, a missile, a mining company or a nation each may be considered a system. Systems engineering generally can be defined as the conception, planning, design and engineering of any system of interacting elements so that the objective of the system is automatically optimized. Thus, systems engineering normally is con¬cerned with systems not yet activated.',' Systems analysis may be described as a scientific method of making decisions based on a quantitative or other objective evaluation of all action alternatives. It is very similar to systems engineering but usually is not considered to be restricted to problems of design prior to use. While the previous two disciplines are somewhat vague and can encompass a great variety of engineering functions, operations research can be more specifically defined as the application of mathematical models to the problem of optimizing the objective of any predefined system. Systems analysis and systems engineering are closely aligned sciences but opera¬tions research differs in the following ways. First, it generally is associated specifically¬with optimization and mathematical models while the other two often are not. In addition, it, is used predominantly on well-defined problems which can be ex¬pressed in mathematical terms. However, systems engineering or systems analysis may deal with highly complex social or governmental systems which may be ill¬defined and unsolvable by the classical methods of operations research. Finally, systems analysis and engineering always strive to look at the entire system to avoid the problem of suboptimization often necessary in operations research because of the necessity for a mathematical model. Because of his more extensive system, however, the systems engineer often is less able to find the optimal system. In summary, operations research, systems analysis and systems engineering are very similar in purpose but one, operations research, is more mathematical in nature and forms an important part of the other two activities. Other definitions which may be helpful are provided by Griffiths 3 Wilson,4 Falkic 5 Hall,2 Quade and Boucher, 6 and Flagle et al. 1 30.1.2-METHOD AND TECHNIQUES The systems or operations research approach makes use of scientific problem solving. The basic procedure comprises the following general steps: 1. Definition of the problem. 2. Construction of a model of the system. 3. Testing of the model under known conditions.

The Mining Foundation of the Southwest will hold its 14th annual American Mining Hall of Fame awards banquet Saturday, Dec. 7, 1996 at the Leows Ventana Canyon Resort in Tucson, AZ. Each year, preceding the Arizona Conference of SME, the Mining Foundation sponsors this banquet to honor outstanding contributions by people in the mining industry. A permanent display of honoree vitae is located at the Arizona Historical Society in Tucson. Each year, one living award recipient and up to two honorees from mining’s history are chosen by the hall of fame committee and the board of governors of the Mining Foundation. In 1989, the foundation also established a medal of merit to recognize outstanding individual technical and professional contributions to the mining industry. And, in 1995, an award was created to recognize contributions made by companies and individuals in partnership with the mining industry. This year’s inductee is Richard de J. Osborne, chairman, president and chief executive officer of Asarco. He will also be the featured speaker at the banquet.

There are a great number of asbestos deposits in the USSR, and some are quite large. The main deposits of chrysotile asbestos are shown in Fig. 1. The Bazhenovo deposit, which is located in the Sverdlovsk region, is the largest and has been mined since 1889. Systematic studies of asbestos deposits were begun from the very be- ginning of Soviet government and are most often connected with the names K.E. Tarasov, P.M. Tatarinov, B.J. Merenkov, N.D. Sobolev, F.V. Syromjatnikov, V.N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V.R. Artemov, and V.F. Dybkov. Investigations by these people and others helped the USSR be one of the most important producers of asbestos in the world. In this chapter, the main asbestos deposits of the USSR are explained in a general outline from the point of view of their genesis, common features, and differences that must be taken into account for forecasting, exploration, and the mining of asbestos. All chrysotile asbestos deposits of the USSR were formed from magnesium rock as a result of comparatively low grade temperature, hydrothermal alteration, and free crystallization of fibrous chrysotile in open cavities that served as catalysts. Chrysotile, a widely distributed rock-forming mineral, is not in general an important mineral for industry as it is a long fibrous and main vein variety. However, it must serve for geologists as an important prospecting criteria. And, the geologist should search for the mineral not only in places of possible chrysotile generation, but in places where asbestos may be crystallized in its long fibers. The Soviet geologists distinguish chrysotile asbestos deposits in two groups: (1) ultrabasic rocks and (2) sedimentary dolomite terranes, taking into account how the maternal rock was affected by hydrothermal solutions. The largest deposits are related to ultrabasite. In dolomite, the largest deposits are small and their asbestos contains almost no iron, which makes it a better filler for insulating plastics. There are a few types of asbestos deposits within the limits of the ultrabasic group, the largest being a Bazhenovo type to which the deposits of the Urals are attributed. This Bazhenovo asbestos is characterized by the most complete zonality of disposition for various kinds of asbestization. These types of deposits are, for the most part, the only ones presently working in the USSR. The Bazhenovo deposit is connected to the gabbro-peridotite intrusive belt that is about 180 km long and is broken into a number of fault blocks as shown in Fig. 2. Granitoid veins of intruded rocks are found along the deepest faults, and were sources of hydrothermal solutions that affected the maternal rock. The nearest granitoid vein, ultrabasite, is substituted by listwanite that consists of quartz, talc, carbonate, and some other essentially talcous rock. The next zone of hydrothermal alteration is composed of serpentine. The boundry between serpentinite and unaltered ultrabasite is as irregular, diffuse, and rough as the boundaries between all other zones. Nearer the vein of granitic rock, ultrabasite is entirely serpentinized into massif serpentinization that penetrates through cracks and fissures. There is an unaltered ultrabasite space between fissures, and the biggest block is preserved unaltered in the central part of the massif. The Soviet geologists call this ultrabasic sopka. Preservation of the unchanged blocks is of great importance for deposit formation as volume changes are impossible during the process of asbestization and serpentinization. It may be confidently said that asbestization in Bazhenovo type deposits is possible only when alteration of ultrabasite has not completely occurred. Under conditions of massif volume, a very big mass of substance must be carried out of the ultrabasite for the progressive stage of serpentinization. However, in the regressive stage,
