Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

Following a disaster in a mine, it is important to understand the state of the mine damage immediately with limited information. Computational fluid dynamics can be used to simulate and ascertain information about the state of ventilation controls inside a mine. This paper describes a simulation of tracer gas distribution in an experimental mine with the ventilation controls in various states. Tracer gas measurements were taken in the lab experimental apparatus, and used to validate the numerical model. The distribution of the tracer gas, together with the ventilation status, was analyzed to understand how the damage to the ventilation system related to the distribution of tracer gases. This study will be used in future research in real mine measurements to compare collected and simulated profiles and determine whether damage to the ventilation system has been incurred during an emergency situation, the nature of the damage and the general location of the damage.

The 2,408 meter (7,900-foot) long Middle Rouge Parkway Interceptor Extension varies in size from 1.52-meter (5-foot) to 2.36 meter (7-foot 9-inch) inside diameter. Most of the sewer was constructed in tunnel through fine sands and silts. Piping of these soils through the concrete liner eventually resulted in a loss of soil support, settlement and/or severe distress of the sewer, and the formation of several sinkholes. The repair and restoration was generally performed in the sewer and included cast-in-place concrete, shotcrete, cured in place pipe, soil stabilization, cement grouting, dewatering, and chemical grouting. As a part of the work, temporary pump stations and flow diversions were required to perform the work while minimizing discharges to the adjacent Rouge River.

The Docklands Light Railway (DLR) Extension to Woolwich Arsenal provides a much-needed public transport link to this area of London. The project includes construction of 5.3mID running tunnels under the River Thames, in ground conditions that proved challenging for the Earth Pressure Balance Tunnel Boring Machine (TBM). The project also includes cut and cover tunnel approaches, an underground station, and an emergency shaft on the bank of the river. Major challenges have included tunneling under sensitive infrastructure, and working adjacent to existing operational railways at Woolwich Arsenal. This paper will describe the design and construction of the project and how these challenges were overcome.

Cyclic voltammetric and potential step chronoam-perometric techniques were used to study gold dissolution in cyanide solution. Three distinct anodic and one cathodic peaks appear on the voltammogram between -0.50 and 0.80 V vs SCE. The corresponding reactions were proposed to explain the peaks and the passivations. The proposed reactions were in agreement with the effect of pH, cyanide concentration and the rotating speed of the electrode on the magnitude of the peak currents. Cyclic voltammetric tests, with various vertex potentials, were also conducted to examine the proposed reactions. Steady-state currents at various potentials were obtained by potential step chronoamperometric technique and were compared with transient currents obtained by the cyclic voltammetric technique.

This paper presents the results of a review of historic blast design practices at the Dragon Products Company, LLC (Dragon) Quarry Operation, along with the results of two different blast design vibration monitoring programs. A blast pattern design modification was initiated to determine if production volume per shot could be increased and highwall instability could be decreased. A vibration monitoring program was undertaken to investigate peak particle velocity (PPV) and relate the data to the blastability of the jointed onsite rock mass, utilizing the relationship between PPV and dynamic stress and strain. The Dragon Quarry Operation has historically used a 6-in. diameter, 14-ft by 14-ft production blast pattern, with blast holes loaded manually using cartridge style explosive products. In 2011, Quarry Operations introduced a 6-in diameter, 16-ft by 16-ft production blasting pattern, using pre-mixed, truck-loaded, bulk emulsion/ammonium nitrate/fuel oil (ANFO) blends. This paper summarizes the results of the blast design modifications, the results of the vibration monitoring data, and describes how production blasting and excavation at the Dragon Quarry has benefited from such modifications.

This study was conducted to determine the effects of a machine-mounted scrubber and water sprays on face methane levels. Testing was conducted in the NIOSH ventilation test gallery which was designed to simulate a full-scale mine entry. In the test entry, a model mining machine, equipped with water sprays and a simulated dust scrubber, was located at the face of a 20-ft box cut. Blowing ventilation was provided using a curtain with a 40-ft setback distance. Methane released from a pipe manifold located inby the mining machine was monitored at six locations that were 1 ft outby the pipe manifold. Tests were first conducted to evaluate the effects of using sprays and scrubber separately on face methane levels. Additional tests were conducted to determine how a scrubber used with various water spray systems would affect face methane levels. The use of either sprays or scrubber reduced face methane levels significantly. The combined use of sprays with the scrubber further reduced face methane levels a small amount. Primarily the sprays affected methane levels by changing airflow distribution close to the face.

Compared to conventional fully ducted axial and centrifugal fan systems, jet fans can offer a number of advantages for control of smoke during fire emergencies and dilution of diesel engine exhaust products in vehicular and rail tunnels. The success of jet fan applications is the result of a balance between the temperature de-rating of the fan, buoyancy forces and the installation momentum transfer efficiency. This paper provides a case study of a unique application of vertically-mounted jet fans in ventilation shafts used to provide both emergency ventilation and pollution control for an overbuild created by the construction of a series of commercial high-rise residential buildings over a portion of an existing passenger rail line. A detailed evaluation of a set of shafts for one building is presented, including a discussion of the calculation methods used to estimate the required jet fan capacity and the results of the subsequent numerical analysis using Computational Fluid Dynamics to simulate the performance of the jet fans during train car fire emergencies.

Exposure to the microscopic particles in diesel engine exhaust can lead to serious health problems, including the incidence of cancers, heart disease and increased susceptibility to respiratory ailments such as pneumonia, bronchitis, and asthma. In Australia, mining companies and state government authorities are actively responding to this major occupational health and safety issue. Their initiatives place considerable emphasis on routine monitoring of diesel particle matter (DPM) exhaust emissions, both for engine benchmarking and as a part of routine engine maintenance. Implementation strategies follow two complementary paths: determination of individual engines? emission signatures combined with periodic engine re-certification; and co-operatively agreed industry-government engine maintenance programs, which are subject to audit. Both strategies place heavy reliance on real-time measurement of DPM concentrations in engine exhaust, using ruggedized instrumentation, mainly based on laser light scattering photometry. Adding value to this cooperative approach, industry has also collectively funded a government agency to design and manage a database, into which the results of all-routine DPM testing can be uploaded directly by individual mines. This win-win outcome is a great example of how cooperative action between governments and industry can deliver the goods: in this case, a safer working environment, more efficient energy use and the capacity to benchmark performance with industry peers.

The Transbay Downtown Extension (DTX) in San Francisco involves the construction of a large-span tunnel with a width ranging from 43 to over 60 feet. The tunnel will be excavated using the New Austrian Tunneling Method (NATM), also known as the Sequential Excavation Method (SEM), in highly fractured and sheared rock. This paper discusses the FLAC (Fast Lagrangian Analysis of Continua) analyses that were completed for conceptual design of the tunnel support system and to develop surface settlement estimates for the evaluation of measures to protect existing buildings located above the tunnel from damage.

INTRODUCTION The city of Alexandria, Egypt is located on the Mediterranean Sea at the northwestern edge of the Nile River delta. The city is approximately 26 km long and 3 km wide bounded by the sea to the north and Lake Maryut to the south. The Alexandria Project is split into 2 phases: phase one included designs to update two existing primary wastewater treatment plants, five pump stations and over 75 km of sewer pipe, 18 km o f which is tunneled, (1500mm to 2750mm ID pipe). Currently the pipeline and pump stations are under construction. Phase two of the project includes expanding both the capacity of the treatment plants and the limits of the collection system. Included in this system expansion is the 3.5 km long, 2250mm ID Central Zone Conveyance, which is the subject of this paper. The project is under the direction of The Alexandria General Organization for Sanitary Drainage (AGOSD). It is an USAID funded joint venture of two American firms, CH2M - Hill and Metcalf & Eddy who share equally the major portion of the work and two Egyptian firms, Engineering Consultants Group (ECG) and Wairth Associates who are also partners. The venture, which is both design and construction management, worked under the name Wastewater Consultants Group, WWCG. Michael Gilbert was Chief o f the Geotechnical Department and Project Engineer for the Central Zone Conveyance. Gennaro Avolio was Geotechnical Exploration Manager for the Alexandria Wastewater Project.

The mining industry is enjoying a much needed and long awaited increase in demand for natural resources. However, consolidations in the mining and mining service industries, along with a generational departure of experienced industry professionals, is challenging today’s mining companies. These challenges are not only in maintaining their existing operations, but also in securing qualified resources for developing new projects. These challenges are compounded for junior mining companies. They oftentimes lack for operating properties to draw experienced professionals from. Also, juniors have to compete with the majors’ “mega-projects” for experienced project personnel from the reduced ranks of engineering companies. This article discusses some strategies developed by Anatolia Minerals Development (Anatolia) in developing its Çöpler gold project in central Turkey.

Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. Editor's note: The subject of mining on the moon can generate a wide range of strongly held opinion, from those leaning toward the view that, ultimately, such activity is the destiny of mankind to those who believe that all suggestions for moon mining to date are unrealistic, wildly expensive and in the hands of people who 'know nothing.' MINING ENGINEERING herewith publishes some of the basic pros and cons on the subject of moon mining by writers who are among those holding strong views on the subject, with the hope that some of our readers may be interested in joining this debate. Every mineralogist and most mineral industry people were keenly interested in the examinations of the first moon rocks brought back by US astronauts in 1969. Suffice to say that the examinations revealed nothing exotic in the mineral makeup of the very limited rock samples. The rocks were generally of igneous type, dark-colored and contained some common, Earth-type minerals. There was, in Earth terms, above average TiO2 content, but they contained nothing of commercial significance by Earth standards. Therefore, interest in moon minerals rapidly faded. Years later, on Sunday, May 4, 1986, living in Reno, NV, this author was shocked to read a local newspaper article by the Dean of the Mackay School of Mines, University of Nevada, Reno, headlined, "Moon Mining Not Far Off." Various attempts have been made to build leadership and management expertise with little success. There are numerous reasons these attempts have failed. Three reasons, along with suggested solutions, will be explored: 1) lack of ownership of the development process by those affected; 2) lack of congruence of the development process used and the business strategies of the organization; and 3) a comprehensive development process. We will discuss a development model applied inside a smelter and refining complex over one year involving all levels of management. The process was credited with helping to substantially reduce cost and enable breakthroughs in production, quality and safety results.

Preliminary recommendations for the Upper Northwest Interceptor 1&2 specified installation of reinforced concrete pipe using pipe-jacking methods. However, a larger one-pass tunnel constructed using precast segmental lining would provide additional storage volume. The risk of encountering unexpected conditions or events and the resulting cost impacts could differ significantly for these two options. A probabilistic life-cycle cost analysis of these alternatives was performed. This paper discusses the construction alternatives considered, the risk assessment methodology used to evaluate these alternatives, the input parameters and risk factors used in this analysis, and the recommended project which is currently being constructed.

Development of a permanent human base on the Moon for exploration requires a self sustaining system. This entails production and processing of limited amounts of raw material on the Moon. Any mining and construction activities on the Moon can only be performed by a robust excavation machine that can excavate a variety of material from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, limited amount of information on lunar regolith is available to develop and optimize a machine for given lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe PA A. This paper discusses the results of initial material characterization as well as full scale tests of a prototype cutterhead inrelevent material. A brief review of anticipated production rates under various assumed ground conditions will also be presented.

For tunnels in horizontally bedded rock, geologic factors affect the selection and design of the initial supports, including the rock propensity toward parting along bedding and the resulting high potential for rock slabbing during excavation. To evaluate this ground behavior, numerical analyses and results with Mohr-Coulomb, Hoek-Brown, and Ubiquitous Joint constitutive models were used, using the Upper Rouge CSO tunnel in Detroit, Michigan as an example. The different rock models and other geologic considerations are shown to impact the selection of the tunnel initial support and design. This paper emphasizes the appropriate selection of an analytical model based on the site specific geology to achieve an optimum initial support design.

Mining companies and contractors are looking at Wirtgen Surface Miners to provide flexibility at their operations. Wirtgen Surface Miners have been used in the surface mining industry for over fifteen years. The principle behind the Wirtgen Miner is a rotating drum equipped with tungsten carbide tipped cutting tools that excavates and sizes the material. The drum helix augurs the mined material to the center of the drum where it is loaded onto the primary conveyor belt. From there the material is conveyed to the discharge belt and into a truck bed. The cutting drum is located in the center of the machine, near the center of gravity. This permits the machine to cut hard materials as the entire machine weight is converted into cutting forces. Conventional mining practices are process, equipment, and labor intensive. Furthermore, strict environmental requirements pertaining to noise levels, dust pollution, and blasting, near buildings or urban areas, limit the application of conventional methods. Mining/ Construction contractors are using Wirtgen Miners in various limestone excavation projects, such as highway expansion projects, and new roads in housing developments. Mining companies in the industrial minerals and coal industry are using Wirtgen Miners to load directly onto trucks, eliminating the rehandling process and ultimately, primary crushers.
