Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Through a unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT) Center, a video packed, dazzling CD-ROM training program was developed for new miners entering the aggregate industry. Why this product was developed, and why the aggregate industry, will be discussed along with the challenges faced throughout the project. Cooperation from every one involved including MSHA made this the product of which all other training materials in the mining industry will be measured against in the 21st Century. This product's versatility and wide application makes it a tool that is as critical to a mine's success as any earth moving machine. Developed with both state and federal grant moneys allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

The beginning of 21st century has heralded the global strategic importance, as evidenced by increase in energy prices and energy generation-emission-utilization dilemmas. In January 2008, the South African energy supplier, ESKOM had tabled the concept of power conservation and acknowledged the energy crisis until 2016. The concept is required of all energy users to reduce their electricity consumption, intensify energy efficiency and cautiously proceed with new projects. The generation of energy results in by-products called ?green house gases? (GHGs). To make a positive response to climate change and their effect on the environment, every energy user must ensure efficient energy use through technical and administrative means referred to generally as energy savings. This paper identifies mine ventilation engineering, in particular the electricity consumed by main fan units, as an area of potential energy savings. For a major mining company, electricity consumed by main ventilation fans alone can be in the order of 120 MW. Although a known fan engineering technique but scantly applied technology identified as the Hermit Crab can be seen as a ?quick win? project, due to its success in other industries such as cement and steel. The ?Hermit Crab? technique® involves upgrading or replacement of an impeller - whatever its origin - with a design impeller to suit the actual ventilation requirements, resulting in increased fan efficiencies. The cash flow benefits associated with a case study and its rollout of this technology have been calculated. For a 10% increase in main fan efficiency, would have a net present benefit of US$ 16.08m over 10 years. With the inclusion of carbon credits, this benefit rises to US$ 29.40m in total. Application of other available technologies, viz., composite materials, ventilation-on-demand and variable speed drives are discussed.

Phase designs are the foundation upon which all open pit mine sequence optimizations and budgets should be built. Unfortunately, at times, mine engineers skip the step of developing realistic pit phase designs - designs that include access ramps and mineable widths. Without mineable phase designs, their optimized schedules are based on theoretical pit shells or ?quick-and-dirty? plans with no ramps. The output from such optimizations is almost always overly optimistic. Without mineable designs, the production estimates are misleading, because they overestimate ore, and underestimate waste stripping requirements. Worse yet, when plans are not based on realistic phase designs, they can point to exactly the wrong decision in feasibility studies (i.e. ?go? when it should be ?no-go?). This paper discusses the importance and features of good pit phase design, and demonstrates the pitfalls of relying on optimized production sequences that are not based on properly designed pit phases.

Marine ferro-manganese (Fe-Mn) crusts and nodules are metal-rich chemical sediments that are archives of paleoceanographic proxies and potential metal resources and targets of deep-sea mining. Traditionally, crusts and nodules are subdivided into hydrogenetic, diagenetic, and hydrothermal types. While hydrogenetic Fe-Mn crusts are a potential resource for Co, Te, Pt, and REY, nodules are enriched in Cu, Ni, Mo, and Li, and hydrothermal deposits may be enriched in individual metals such as Mo, Ba, and Li, depending on the temperature and composition of the hydrothermal fluid. The different types of marine oxidic Fe-Mn precipitates, therefore, have different economic potential. Hence, a robust classification is not only helpful in the general geochemical characterization of such precipitates (and as such is a useful teaching tool, for example), but may also simplify the evaluation of their importance as a potential metal resource, which helps to prioritize exploration targets for deep-sea mining.

Despite low commodity prices and mining industry cutbacks throughout the world, Peru remains one of the industry’s bright spots. The country’s remarkable economic turnaround during the 1990s remains a model for other developing nations to follow. And the Peruvian government has not forgotten the industry that was instrumental in that turnaround. True, the country has not been spared the effects of the mining industry’s retrenchment that has occurred in other parts of the world. However, foreign mining companies remain committed to doing business in Peru. And the government remains committed to attracting foreign investment and maintaining a strong mining industry. This commitment was evident in September 1999during the 24th Convention of the Institutos de Ingenieros de Minas del Peru in Arequipa, Peru. More than 3,000 mining industry professionals from around the world attended the convention. And Extemin, the accompanying exhibit, featured more than 450 companies, many from the United States, Canada, Australia, South Africa and other countries.

INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. Sag Mills are becoming bigger in size almost every year. Concentrator plants are also becoming larger with more SAG and Ball Mills units with Gearless Mill drives installed in one plant. In contradiction to this development, concentrator plants are being built in increasingly remote areas, where the power supply and network conditions are not necessarily covering the needs for the operation of such plants. This paper describes sources of harmonic distortions and possible approaches to solve this problem. It also illustrates the permissible tolerances in terms of commutation of power electronics, based on already realized installations. Furthermore it explains how, and with which measures, harmonic currents created by non-linear loads with SAG and Ball Mill drives can be handled, and how harmonic standards can be fulfilled accordingly. Finally, this paper gives an overview about the technical impact of a strong versus weak network, and the economic relationship between them.

The advent of the more efficient and effective rare-earth roll (RER) separator in the early 1980?s began a new era of dry magnetic separation. The RER units quickly became the separator of choice within the materials processing industry. Though RER separators are now commonplace throughout the world, only modest advancements have been made to the original design. This paper details recent, more significant, rare-earth magnetic separation developments. These developments maintain the best features of existing technology while minimizing shortcomings. The discussion includes discerning features that aid in better metallurgical performance. Also discussed are improved mechanical aspects that allow for both easier operation and maintenance. Performance details from various test programs are included.

CEET, an acronym for Comminution Economic Evaluation Tool, was jointly developed by MinnovEX Technologies Inc. and 13 major mining companies for the purpose of designing and predicting the performance of grinding circuits. It fundamentally differs from other methods by using as its’ data set a geostatistically significant population of hardness data distributed across the mine block model. Historically the characterization of an orebody for the purpose of either designing a grinding circuit or predicting the performance of an existing circuit has been done with a relatively limited number of discrete samples. In addition to power selection, shell sizing, and costing for multiple circuit options, CEET also outputs tons per hour, P80, and operating cost on every mining block for subsequent integration back into the block model. This paper will provide an overview of what CEET is and how it works.

Environmental and economic costs related to equipment fuel consumption and carbon dioxide (CO2) emission present a substantial challenge to the mining industry. Haul trucks are an integral part of the overall surface mining system and they consume a substantial quantity of fuel. Consequently, they produce a significant amount of CO2. The objective of this research is to (i) establish a mathematical relationship among a truck?s fuel consumption, power and engine load factors and (ii) determine the amount of a truck?s CO2 emission and the associated cost that may arise from potential CO2 legislation. In order to achieve these objectives we have considered original equipment manufacturer (OEM) haul trucks, commonly used in surface mining operations. The research presented here may be used by mining professionals to help determine the cost and environmental burden of the trucks? application, and efficiently manage energy consumption.

Germany as an industrial nation is highly dependent on the import of mineral or metal resources. Sources which have not been considered until now are the marine mineral resources (MMR), which in recent times are enjoying more and more increasing interests and which might provide in the future a considerable contribution to the supply security on metal resources not only for the industrial countries. Backed up by the German government’s "National Masterplan Maritime Technologies" (NMMT) and corresponding industrial R&D-activities, the idea and the advantages of deep-sea mining is gaining more and more interests and supporters with respect to industrial and political considerations on strategic raw material resources as well as on the development of deep-sea mining technologies. The NMMT aims to initiate growth and increase the competitiveness of the German maritime industry on international markets and covers about 10 different marine and ocean technology sectors including deep-sea mining.

Arsenic sulfide [orpiment, realgar, amorphous AsS and As2S3] oxidation rates were measured in mixed flow reactors at pH~2 and temperature of 25-30oC. The measured oxidation rates for arsenic sulfide solids by dissolved oxygen are in the range of 10-11 to 10-10 mole m-2 s-1 after being normalized to final surface area. The order of arsenic sulfide oxidation rates decreases at pH~2 from amorphous AsS > realgar > orpiment > amorphous As2S3. In comparison to pyrite, arsenic sulfide oxidation rates are approximately 1.5 to 15 times slower than pyrite oxidation rates at pH~2.

An innovative sprayable waterproofing membrane in combination with the traditional Nordic method of waterproofing with polyethylene foam sheets was used for the waterproofing of the tunnel. The sprayable membrane was integrated in the final sprayed concrete lining in a sandwich structure, hence constituting a composite water-proof lining based on sprayed concrete. The spray able membrane was applied in areas with small to moderate water ingresses, making up approximately 50% of the total area requiring waterproofing in the tunnel. State-of-the-art application technology with a computerized spraying robot was used. A consistent application of the required thickness at a high speed was thereby achieved.

The Gotthard Base Tunnel (GBT) is 57 km (35 miles) long and consists of two par-allel single-track tubes with an ex-cavation diameter ranging from 8.8 to 9.5 m (28.8 to 31.2 ft). These are interlinked by cross-passages every 312 m (1,000 ft). Two multifunction stations (MFS) are located in the sections Sedrun and Faido, at one-third and two-thirds of the entire tunnel length (Fig. 1). These will be used for the diversion of trains to the other main tube via tunnel crossovers, for the housing of tech-nical infrastructure and equipment and for potential emergency stops. To reduce construction time, the GBT was divided into five sections and was excavated from several sites simultaneously. The tunnel was excavated from the two portals, Erstfeld in the north and Bodio in the south, and also from three intermediate attacks, with their corresponding access tunnels, in Amsteg and Faido and two vertical 800-m (2,624-ft) deep shafts in Sedrun.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cuft), tons (/T) (2000 lbs) or acres (/A). 1 cu yd = 0.76m3 1 cu ft =0.28m3 1st = 0.9 t7 1 acre = 0.40 ha or m2 In several cases the royalty is a percentage of the finished products, sale price and is levied against either the amount produced or the amount sold. India does not possess any soluble potash reserves and depends completely on imports. In this study, an attempt has been made to recover potash (K) values from the mica sample employing thermal and mechanical routes followed by leaching. Direct leaching of mica in different lixiviants is found to be ineffective with very low K-dissolution (1–5%). Heat treatment with different fluxes, such as NaCl, NaOH, and CaCl2, is carried out and almost 85% K-values are recovered. Mechanical activation of mica and with different calcium additives is carried out to recover potash values. K is recovered in leach solution in the form of soluble salts, such as K2CO3, K2SO4, and KOH, and leach residue consists mainly of calcium-alumino-silicates. Using mechanical activation with flux, it is possible to recover >95% K-values from mica sample. Mechanical activation with calcium-based flux is found sustainable in the recovery of K-values from mica.

In late 1994, EPA and OSM acknowledged that efforts by any one agency or by the many different agencies to remedy the water quality impacts of decades of contamination from abandoned coal mine lands in Appalachia would not be successful if their disjointed efforts were not unified and if the local watershed organizations were not included. The result of the collaboration between EPA and OSM was the creation of a statement of mutual intent which was a pledge by government agencies, watershed organizations, and the industry to restore watersheds degraded by acid mine drainage from abandoned coal. The presenter will describe the evolution of this pledge from a paper promise to on-the-ground remediation projects.

Durban Harbour in South Africa is one of the continent’s busiest ports however the harbor entrance is currently too small for the new generation of container ships. There-fore it is to be deepened and widened by the National Ports Authority in the near future. An existing immersed tube tunnel carrying major sewer, water and other utilities under the harbor first needs to be removed and replaced by a deeper 4.4 m ID ser-vices tunnel. Construction of the deeper tunnel saw the first use of a slurry machine in South Africa and was required to negotiate grades up to 20%.
