In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

Since 1994, South Africa has been the subject of international attention, especially in regard to its transformation initiatives, which aim to redress the post-apartheid imbalances. Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.

The safety of mining operations is significantly influenced by the in situ stress fields in which the mining excavations are created. From the point of view of planning of mining operations, the in situ stress field is a most important input parameter for valid modelling of excavations. Many in situ stress measurements have been carried out for mining and civil engineering projects in southern Africa over the past 30 to 40 years. A database of in situ stress measurement results and observations has been compiled. This paper presents results extracted from the database which are considered to be of particular interest to mining areas in South Africa. The database will permit the estimation of likely stress conditions in new areas of mining, provide a basis for evaluation of results from future in situ stress measurement programmes, provide a basis for comparison of observed behaviour with expected behaviour, and provide a source of data on which realistic design and layout analyses can be based. The information contained in the database indicates that horizontal to vertical stress ratios in the Carletonville, Klerksdorp and Rustenburg areas are significantly higher than the value of 0,5which is commonly used in mine layout planning.

In-pit crusher location selection has had an important role recently, since increasing diesel prices. One way of reducing the haulage costs is to shorten the truck haulage distance by bringing the truck dump point into the pit. This study covers the work done on the optimum crusher location definition for a company that produces aggregate near Izmir, a city of Turkey located in the west. This paper will discuss the effects of pit geometry and mine access requirements on optimum crusher location selection that are mainly based on the establishment of minimum haulage distance. The method will be introduced first and then the computer algorithm developed for this study will be discussed later in the paper. The modelling work presented here concerns Ni-bearing steels produced by Imphy Ugine Précision. In such grades, the contents of elements such as silicon or titanium must be precisely controlled by slag/metal treatments. The slag phase is described by IRSID slag model that has been slightly revised in order to better fit recent SiO2activity measurements in the low SiO2content domain of the CaO-Al2O3-CaO system. The metallic alloys are described by the unified interaction parameter model (UIPM). The concept of selectively extracting copper from a low-grade dump leach solution followed by stripping the copper into an acid solution from which electrowon copper cathodes could be produced occurred to the Minerals Group of General Mills in the early 1960s.This simple, elegant idea has resulted in a technology by which about 2.2 million tonnes of high quality copper cathode was produced in year 2000. The growth of this technology is traced overtime with a discussion of the key plants, the key people and the important advances in leaching, plant design, reagents and electrowinning that have contributed to the growth of this technology. Some thoughts on potential further advances in the technology are also given.

Solving ventilation networks of natural splitting is a basic problem in mine ventilation. Several mathematical techniques are used to solve this problem. This paper proposes a new method which combines the advantages of both classical Hardy Cross method and unconstrained optimization techniques. The trials carried out on model networks have shown that the method offers some facilities in the analysis of mine ventilation networks. The aim of this paper is to demonstrate that active seismic measurements could have an impact in helping solve rock engineering problems experienced in the South African mining industry. The paper presents a variety of experimental and numerical results where seismic waves show clear differences in wave-speed and amplitudes due to different degrees of fracturing. It presents results from the ?Omnibus? project commissioned to develop new ultrasonic technologies for diagnosing fracturing for nuclear waste repositories. This included using models to investigate assemblies of cracks where the effects of crack density and crack size on waveforms are shown to be coupled. Results indicate that these effects can be decoupled in the frequency domain, where the Fourier amplitude aids in estimating crack size, while the low frequency phase-difference has a direct relationship to crack density. Models are also shown to aid interpretation of waveforms by isolating geometric effects from the effects due to cracks. Two rock engineering problems experienced in the South African mining industry are investigated through numerical examples. These demonstrate that determining whether ?crush? pillars have failed and determining the degree of fracturing in the hangingwall of stopes, may be possible through the use of active seismic surveys.

Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well-known and establishedprocess. As the process advances, Cu is extracted to the solvent and is replaced by H+in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually a relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: SX-1?standard extraction of Cu with oxime. The resulting raffinate contains about 6?8 g/lCu and 50 g/lH2SO4. SX-N?Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3etc. The extraction removes no metals, but decreases the concentration of acid from 50 to10 g/l. SX-2?Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100?150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility at Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX2, 2?3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with alamine-based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 and SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E2S for SX 2 delivered the required raffinate with less than 150 ppm Cu.

The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

Experimental results are presented that test the hypothesis that the descaling behaviour of stainless steel slabs following reheating is controlled by interfacial roughening at the scale-steel interface. In this investigation, two stainless steels were considered: type 304 (austenitic, with 18% Cr and 8% Ni) and type 412 (ferritic/martensitic, with 11.6% Cr). It was found that the entanglement that arises at the scale-steel interface was in fact effective in maintaining scale-steel adhesion, under the mechanical descaling conditions used. In the case of type 304, descaling proceeded by fracture along chromite layers, which formed (by internal oxidation) on the austenite grain boundaries; for this steel, the extent of descaling depends most strongly on austenite grain structure, and not primarily on the conditions in the reheating furnace. In contrast, type 412 samples descaled only at the edge of the entangled zone, and showed a greater sensitivity to the reheating conditions; specifically, higher free oxygen in the reheating gas and longer reheating times were found to increase the residual scale thickness. Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

The Impala No. 1A ventilation shaft is located approximately 15 kms north of Rustenburg and is accessed via the R510road from Rustenburg to Northam/Thabazimbi. This situation is shown on the location plan in Figure 1. The geology at the site consists of an upper layer of black turf of about 1 metre in thickness, grading into weathered norite. The depth of weathering is generally less than 5 metres. Zones of deeper weathering may occur along fracture zones associated with faults and dykes. Groundwater occurs mainly within the weathered/fractured aquifer system. The ventilation shaft is a 5.1 m diameter upcast shaft ,and forms part of a system of ventilation shafts to complement the existing infrastructure as mining progresses down the new twin decline extension of Impala 1 shaft. The principal reason for these shafts is to lessen the risk of an extended RAW and also to counter the effects of the heat build-up as the mining goes deeper, with the resultant effect that the existing cooling centre (fridge plant) becomes more remote from activities. The No. 1A shaft (upcast) is positioned approximately 1,2 km on down dip from the main shaft and the No. 1Bshaft (downcast) approximately 1,2 km further. Geological information was used from a borehole 1,2 km away on strike from the upcast shaft. The first shaft (1A) is a 5,1 m diameter hole to be fitted with two 2,2 MW fans, whilst the second shaft (1B) is 4,1 m diameter to accommodate a 7MW fridge plant.

The paper describes the construction of 5 plugs to resist high water heads at depth within the South Deep Gold Mine, Randfontein, South Africa. A total of 20 segments were involved to create these plugs, which were 7.5 m long at the 58 Level and 6.25 m long at the50 Level. Emphasis is placed on the QA/QC and verification methods, which were developed and governed all phases of the work, from initial rock preparation and pregrouting through to the final grout tightening of the rock/plug interface and the surrounding rock. This paper is one in a series of papers detailing other aspects of the project, which was constructed largely between May 2001 and August 2003.

The expert system component of Knowledge Base System supports the analysis and interpretation phases of ventilation design with an algorithmic program used for the solution of alternate design. The paper describes the ?ES-VENT? knowledge based system developed at Central Mining Research Institute, Dhanbad, India for an on-line diagnosing of the ventilation problems using the ?IITMRULE? expert system development tool. In the ?IITMRULE? expert system tool, it has been decided to use a backward chaining reasoning process to reach the goal state i.e. the final conclusion. ES-VENT system is made of three modules: On-line Data, Diagnostics and KBS. Each module is being a collection of several programs. The paper mainly deals with the parameters affecting the ventilation of underground mines such as air-velocity, air pressure, temperature, dust, and humidity and gas contents. The graphical presentation of these parameters on the computer and the interactive part of the developed program is expected to help a ventilation officer to determine the changes in a ventilation circuit necessary to bring the mine ventilation to the desired value. Once such changes are physically effected, the display will indicate if the changes have brought the desired effect or not on ventilation. The Outokumpu steel belt sintering technology is used for manufacturing chromite pellets that are charged into smelting furnace for ferrochromium production. Hot air is blown through the moving bed of raw pellets. Direct temperature and flow measurements are difficult to do in the bed of a real scale belt sintering process. Therefore, a tested and reliable mathematical model would be a valuable help for optimising operational parameters of the process and designing new constructional improvements. The aim of this work is to present a mathematical model that calculates the gas flow and temperature distribution in the bed of pellets and the atmosphere. Computational fluid dynamics program FLUENT is used to calculate the gas flow, composition and temperature of the gas in the sintering bed during processing. Energy equation for the bed, containing the effects of evaporation of water and oxidation of carbon and iron oxide, will be added to the model to obtain the temperature of the pellets. The porous media model used for pressure drop calculations in the bed is shortly discussed. A comparison between CFD-calculations and experiments with a pilot scale batch-sintering reactor are also presented. The final model can be used as an engineering tool when developing the process and the equipment further. Different designs can be easily tested with the model and the effects of the changes to the flow pattern and temperature distribution can be studied.

One very important aspect of mining is deciding what material in a deposit is worth mining and processing, versus what material should be considered waste. This decision is summarized by the cut-off grade policy. The cut-off grade strategy for an open pit mine influences the annual cash flows and affects the net present value of a project. The optimization of cut-off grade strategy requires the knowledge of detailed operational costs, mining sequence, mining operation, processing, and product constraints, as well as the grade distribution of a given deposit defined by pit, phase, and different material types. Cut-off grade optimization algorithms have been developed in the past. The most common criteria used in cut-off grade optimization is to maximize the net present value (NPV). This paper describes the determination of a cut-off grade strategy based on Lane?s algorithm adding an optimization factor based on the generalized reduced gradient (GRG) algorithm to maximize the project?s NPV. The introduced algorithm is a windows based program developed at Virginia Tech that is based on a series of Visual Basic routines within a spreadsheet environment (Excel).The benefits of the methodology are demonstrated using a hypothetical case study. A test has been devised that can predict accurately the % crystallinity developed in a slag film formed between the steel strand and the mould. The % crystallinity in the test samples was determined and compared with that for slag films formed in the mould when casting with that flux. There was good agreement between the % crystallinity in the test samples and the slag films. It was found that additions of TiO2and ZrO2had little effect on the amount of crystalline phase formed, but additions of CaO caused a dramatic increase in the amount of crystalline phase formed. Various parameters (which can be calculated from chemical composition of the flux) have been plotted against % crystallinty in the test samples. It was found that the modified (NBO/T) ratio provided the best relation with % crystallinity for the various parameters tested. There commended relation is % crystallinity=141.1(NBO/T)-284.0.
