Diamonds, an enigma in a mineral resource sense. Chemically, diamonds are no more than carbon crystals in a cubic system-formed one might add under conditions of great pressure and temperature. They have certain physical properties which are fairly unique. They are very hard, they have a high refractive index, they luminesce, some of them fluoresce, they have a high specific gravity, they don't wet and they are a good conductor of heat. In a way, a rather clinical set of qualities. Of course, these qualities are what give diamonds their use and their beauty. It is on the emotional side that they get complex and stir memories of legends, of beauty, of wealth and romance, of war, happiness, bad luck and curses. It is on the emotional side that the value of a diamond is established, if such a thing is possible. Diamonds are extremely varied, there are more than 5000 categories into which they are sorted, so there is room at each point across the spectrum for their individualities to emerge, and accordingly their attractiveness to each buyer is unique.

Introductory remarks Dr N. G. W. Cook: This paper was published in your Journal in May of this year and you will, therefore, have had the opportunity of reading it over the past six months. I can state that experience has shown that the paper is substantially correct, but a number of questions have to be answered. The first question, Mr President, that I would be happy to answer, is how is it that one is able to cut hard, abrasive quartzite with a strength some six times greater than that of good concrete? The essence of the answer is that there is a tremendous difference between abrasion, or scratching, and cutting, or chipping. For example, it is well known that a diamond will scratch or abrade almost anything. It is also relatively easy to chip, crack or crush a diamond. As a demonstration I have here an ordinary bench grinder, and with the bench grinder I also have a piece of tool steel. The wheel on this bench grinder is a silicon carbide wheel, which is an extremely hard material, and the tool steel is much softer. In rock-cutting we use tungsten carbide for cutting the quartzite. The quartzite and the tool steel have roughly the same hardness. You can sharpen tungsten carbide with a silicon carbide wheel. In fact, this is done. It won't surprise any of you, therefore, when I show you that tool steel can be sharpened with silicon carbide. Now, what I propose to do is to change the configuration of this experiment and use the soft tool steel to cut silicon carbide, and if I can do that, I think you will agree that I have gone some way to being able to cut quartzite, which is about as hard as tool steel, with tungsten carbide, which is harder than quartzite. Let me do this. (Demonstrates.) That, I think, is a very clear demonstration of how it is possible, with a metal, to cut an extremely hard and brittle material. What, essentially, is the difference that we have here? In the first case, I held the tool with a relatively low force against the hard silicon carbide wheel. This generated a relatively low average stress, which was insufficient to fracture the carbide wheel. Nevertheless the protuberances on the silicon carbide wheel indented the tool steel and abraded it at a multiplicity of points, and quickly reduced the section of the tool steel that I held against the wheel. By changing the configuration and clamping my tool steel in a firm post, against the silicon carbide wheel, I changed these conditions very extensively. I now had a high force. I had to exert a considerable moment on that lever. The tool was anchored so that it could sustain these high forces, and they generated high stresses, which were adquate to fracture the silicon carbide. Now, what about wear? It so happens that, in these two experiments I have just done, the power I was using was about the same-a small fraction of a horse power.

Many open pit mines are now being mined at very significant depths, often at depths far greater than was originally planned. Even deeper open pits are also being planned, to depths that would be considered deep by underground standards. The heights of the resulting rock slopes are usually beyond the current experience and knowledge base. The exceptions are, perhaps, some very high and steep natural rock slopes. These natural rock slopes are also assuming greater significance owing to pressures of infrastructure development and consequent exposure of such infrastructure to the hazards of slope failure and landslides. Developments in road and rail infrastructure are also resulting in higher rock cuttings. Present understanding of the mechanisms of slope behaviour and failure for high slopes, and for slopes subjected to high in situ stress conditions, appears to be lacking. If the mechanisms of slope behaviour are not well understood, the validity of commonly applied methods of analysis of the stability of such slopes may be questionable. The papers in this specialist International Symposium, including papers on mechanisms and monitoring techniques, and case studies will contribute to the understanding of these issues. The Symposium has attracted good international participation, from both the attendance and authorship points of view. We are very grateful to all presenters and delegates for taking timeout of their very busy schedules to come and share their knowledge and we hope that all will benefit from this event. Fracturing of the rock caused considerable difficulties during the boring of a deep-level tunnel in hard rock. A pilot bore was suggested as a possible means of reducing the effect of the fracturing, and this possibility was investigated theoretically by means of a three-dimensional elastic stress analysis. Failure criteria were applied to the results of this analysis, and it was found that fractures predicted by the use of a simple criterion of limiting tensile macrostrain criterion agreed remarkably well with in situ observation. It was concluded that fracture could not be avoided and that a pilot bore was likely to aggravate tunnelling conditions.

For the past thirteen years, the Universities of Cape Town and Stellenbosch have hosted an annual symposium to discuss topics relevant to mineral processing. Since 1987, this Symposium has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has become one of the main events on the national conference calendar. In 1989 and 1993, the symposia took the shape of international conferences. This year the 13th Annual Mineral Processing Symposium was organized by the two universities, the Cape Technikon, and the local branch of the South African Institute of Mining and Metallurgy, and was held at the Van Riebeeck Hotel in Gordon's Bay.

An empirical dimensionless correlation is presented that relates system variables to the superficial slip velocity between solid mineral products and an interstitial fluid. The correlation is valid within engineering accuracy for all solids and fluids at all concentrations. The particular usefulness of the correlation is that it provides explicit equations for both slip velocity and voidage.

The use of coal for combustion, carbonization, and the production of synthetic fuel is discussed briefly, highlighting the effect of certain physical and chemical properties of coal on these processes. The effect of consumer specifications of properties such as calorific value, ash content, moisture content, and size consist on the planning and operation of a mine are discussed, including the influence of coal degradation through time or mechanical means. The effects of various mining methods on these parameters and on the utilization of coal reserves are discussed.

The International Solvent Extraction Conference takes place every three years, under the auspices of the international Solvent Extraction Committee. ISEC '96 held in Melbourne, Australia, in March 1996, was attended by delegates from 34 countries. South Africa was well represented, with delegates from Amplats, De Beers, Mintek, Western Platinum Refinery, and independent consultant Phillip Lloyd (who represents South Africa on the International Committee). The theme of this year's conference was 'Value Adding through Solvent Extraction'. Five plenary lectures were presented. Dr E. Blass of Germany gave the opening presentation entitled 'Solvent extraction-a historical review', which traced evidence for the use of solvent extraction (SX) from the time of the ancient Egyptians, through the Middle Ages and Renaissance, to the Industrial Revolution.

Scientific and technical research is becoming an expensive business, and needs to be managed as well as directed. Regardless of whether it operates under public or private auspices, a research-and development organization should not tolerate inefficiency or irrelevance. Its true worth is ultimately decided by the impact it makes on its environment. Doing the right things is preferable to merely doing things in the right way. Clear definition and the setting of goals form the crux of the Management by Objectives (MBO) system. This system provides the research establishment with a profound sense of purpose and direction, which is essential for effective planning and control. Performance standards, in association with costs and manpower, value assessment, feedback, and improvement, tend to follow naturally once the principle of a results-oriented management system is adopted. MBO is a participative management system, leading to decentralization and self-control of the individual rather than imposed control. If wisely implemented with the necessary respect for creative work, it can enhance the job satisfaction of the research worker as well as the overall productivity ofthe research establishment.
