P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. The 1970 SME Fall Meeting and Exhibit will be held in St. Louis, Mo., October 21-23, 1970, at the Kiel Auditorium. The AIME WorId Conference on Lead & Zinc Mining and Metallurgy will be an integral part of our meeting-and an added incentive to attend. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. We will be happy to welcome manufacturerers from South Africa as well as the mining engineers who, from time to time, have registered at our meetings." For a number of years the steel tube and pipe industry has worked on resolving problems of product quality. These have largely been resolved and new products have been developed to take advantage of new developments. To fully coordinate market acceptance guidance on use of galvanized piping was also required. This was largely achieved locally in 2004 with the publication by the SABS of ARP 060 - Guidance on the use and application of hot dip galvanized steel piping for the transportation of potable water in South Africa. Use of this document is not easy however and a need to have a simple computer model to assist the specifier was identified. Working with a major tube and pipe manufacturer this is now being developed and this paper will provide the background to the model?s development and its intended use. There is still a need for a partner Code of Practice on the performance of galvanized piping in buried conditions and the need for this will be highlighted together with current available information.

Various theories proposed to account for microbial corrosion are reviewed as a background to a better understanding of this type of corrosion in iron-based alloys. Experimental evidence is presented to show that even stainless-steel alloys are prone to microbial attack by sulphate-reducing bacteria. The corrosive attack by the bacteria is due primarily to the hydrogen sulphide that is produced as part of their metabolic processes.

An ERR-based methodology is presented for use in the re-assessment of the performance of stabilizing pillars, taking into account the effects of fracturing that can occur in pillar foundations under conditions of high stress. It is shown that the damage in the foundations of under-designed pillars can cause up to 30 per cent increases in ERR compared with the ERR for pillars with unfractured foundations. Despite this reduction in assessed performance, stabilizing pillars are still generally found to result in substantially lower ERR levels than alternative methods of reducing ERR, such as the use of stiff backfill or backfill ribs.

Vanadium slag production in the shaking ladles started in April 1968, steelmaking was begun in July 1968 and the first continuously cast blocks were produced soon after on the 29th July, 1968. Nominal monthly production of over 20 000 tons was reached in seven months and by December 1970 about 12 000 heats were cast and a monthly production of 35000 tons has been achieved.

A back-propagation model, which is typical of the models used in the science of artificial neural networks, was applied to the prediction of gossans from the southeast area of Habei Province in China. A success rate of 100 per cent was achieved. The results show that the neural-network approach is good, and that it can be used effectively in the prediction of multi metallic deposits.

This paper details a study conducted in Canada on the use of a drill with two different types of elastomer-covered handles in place of the standard steel handles. One type of handle was covered with a relatively stiff elastomer with a durometer of 70 (referred to as the plastic handle), and the other was covered with a more compliant elastomer with a durometer of 56 (refered to as the rubber handle). It was found that, compared with the steel handle, the overall acceleration at the interface between the plastic handle and the drill operator's hand was 2,5 times less, and that between the rubber handle and his hand was 3 times less. This reduction occurred predominantly in the frequency range above 500 Hz, and was greater with increasing frequency. However, an analysis based on the methodology of an international standard (which places greater importance on low-frequency vibration), indicated that the reduction in vibration levels was minimal. ~he driller himself felt that operation with the plastic and rubber handles was more comfortable, the rubber handle being preferred.

Mintek now offers a service for the accurate measurement and analysis of air pollution in South Africa. 'The deteriorating air quality and general degradation of the environments in industrialized and urban regions of South Africa have been of concern for more than a decade', says Mintek's Dr Johann Engelbrecht. 'The accompanying effect on health, visibility, and damage to property and the environment have prompted the public, authorities, and industry to take appropriate action. A recent study conducted by the Medical Research Council on schoolchildren in the Vaal Triangle, clearly demonstrated the relationship between the deficient quality of the air in that area, and the resultant respiratory diseases.

In the survey "Analysis of South African raw bullion" the distribution of trace elements within the bullion have been shown to be distinctively dependent on the extraction process. In general the amalgamation process produces the more impure bullion with respect to trace elements. Some chemical and physical explanations are given for the differences that have been observed in the raw bullion as received at the Rand Refinery. The value of the spark source mass spectrographic technique in the study of the elemental impurities in bullion is demonstrated.

Without minerals, man cannot possibly hope to maintain his present standard of living. Professional mining men throughout the world, particularly in mineral-exporting countries like South Africa, are faced with the increasingly difficult task of ensuring adequate supplies of minerals. The problems of gradually diminishing mineral reserves and rapidly rising mining costs can to a certain extent be overcome by the use of more-sophisticated technological techniques and by the improvement of efficiency wherever possible. However, there is growing concern in some quarters, that, despite the ingenuity of engineers, geologists, metallurgists, and scientists, the earth's mineral reserves will eventually become insufficient to meet man's needs. In order to ensure the continued well-being of the earth's population, it is therefore imperative that more attention should be paid to mineral research and the training of specialists in the field of mineral reclamation.

Caving is the lowest cost underground mining method provided that the draw point spacing, draw point size, and ore-handling facilities are designed to suit the caved material, and that the draw point horizon can be maintained for the life of the draw. In the near future, several open-pit mines that produce more than 50 kt per day will have to examine the feasibility of converting to low-cost, large-scale underground operations. Several other large scale, low-grade underground operations will experience major changes in their mining environments as large dropdowns are implemented These changes demand a more realistic approach to mine planning than in the past, where existing operations have been projected to increased depths with little consideration of the change in mining environment that will occur. As economics force the consideration of underground mining of large, competent ore bodies by low-cost methods, the role of cave mining will have to be defined In the past, caving was generally considered for rockmasses that cave and fragment readily. The ability to define cavability and fragmentation, the availability of large, robust load-haul-dump units, a better understanding of draw-control requirements, improved drilling equipment for secondary blasting, and reliable cost data have shown that competent orebodies with coarse fragmentation can be exploited by cave mining at a much lower cost than by drill-and blast methods.

This paper examines the South African fiscal system as it applies to the mining industry and, where components are found wanting, discusses possible alternatives. It is concluded that the South African system has long provided a stable environment for mining investment and growth. However, the introduction, of steep surcharges during the past decade or so (since abolished) and ring fencing (since relaxed but not abolished) has started undermining this stability.

Shear-thickening suspensions abound throughout the hydraulic conveying industry; at least this is the perception of many engineers running plants where hydraulic conveying is commonplace. In reality, shear thickening behaviour is limited, in the main, to high concentrations of fine particles, including colloidal and biological suspensions, at moderate to high shear rates. In the authors? experience most cases of shear-thickening behaviour have been either simple ?coarse? particle interactions, poor instrumentation techniques, or both. In some cases these were obviously heterogeneous flows, while in others flows that were homogenous, or were thought to be homogenous. Examples, which illustrate this erroneous perception are given. However, the trend towards pastes and complex suspensions that use high concentration carrier fluids means that the underlying slurries for many of these flows may now be truly shear-thickening. Unfortunately, suspensions that might exhibit shear thickening also invariably exhibit slip, or wall-particle depletion. These separate phenomena are difficult to resolve experimentally and many observations of apparent shear-thickening behaviour are in fact obscured or convoluted by slip effects. A method is presented whereby the true flow properties of these high concentration suspensions, and hence accurate prediction of pipeline flows, can be made using a parallel plate rheometer.

Steel-plant dusts are hazardous waste materials, containing toxic constituents such as lead, cadmium, and hexavalent chromium. These dusts can be treated by a number of thermal processes, which are described as used in Western Europe and the USA. A detailed description is then given of the thermal Enviroplas process, which as developed at Mintek and produces disposable slag and valuable byproducts such as ferroalloys containing chromium and nickel, and fumes high in zinc oxide.

By 1984 Iscor's first direct-reduction plant will be operating at the Vanderbijlpark Works, and for the fin;t time the Corporation will have an alternative method to the blast furnace for producing iron from ore. The performance of Iscor's four-kiln plant, which will be the largest coal-based plant in the world producing sponge iron, will undoubtedly be watched with great interest by steelmakers throughout the world. SYNOPSIS This paper describes the process adopted for the recovery of gold from a dump originating from clean-up operations at Durban Roodepoort Deep Gold Mine. The gold-bearing dump material was refractory in nature, not being amenable to cyanidation because of the high level of carbonaceous material present. The laboratory tests on the material involved particle-size and chemical analyses, a mineralogical examination of the material, preliminary tests, and optimization of the process for the treatment of the dump material. The preliminary tests included tests on roasting, flotation, pre-leaching, adsorbent-in-leach, and blinding. Of these options, carbon-in-leach showed the greatest potential. The rate of gold dissolution, the rate of gold adsorption by the carbonaceous material, and the ratio of carbon to pulp were then investigated. It was determined that the ratio of carbon to pulp necessary to yield a reasonable gold recovery resulted in a carbon loading that was not high enough for economic elution and regeneration. A process incorporating washing of the carbon with cold acid between adsorption cycles was tested, and reasonable gold recoveries and carbon loadings were obtained. Durban Roodepoort Deep Gold Mine piloted the conceptualized process and determined that it was economically feasible. Two Browns tanks on site were modified, and an acid-wash tank was installed. The capital outlay for the plant was recovered within some 3 months.

To have been invited to deliver this second CMMI lecture is an honour that I deeply appreciate. But, when I contrast my qualifications for delivering it, with those of Sir Alistair Framet, who delivered the inaugural lecturet in the series, or with those of other members of the Council, I feel rather an imposter. Far from having been a miner al my life, I have been associated with the mining industry on a part-time basis for a mere eight years. However, I encourage myself with two recollections. The first is the admission of the great Sherlock Holmes that he was often guided to the truth by the erroneous opinions expressed to him by Dr Watson. I may be able to perform a similar service for you. Secondly, I recall that, when I was a member of the Diplomatic Service, I was quite often asked to address representative gatherings of such professional people as the police, architects, dress designers, teachers, doctors, funeral directors, bird fanciers, and so on. Since it would have been pointless to pretend that I was expert in any of their businesses, I used to resort to the technique of announcing as my theme' A diplomat looks at the police' or whatever profession it was. They fortunately took it as a compliment that their profession was apparently one that diplomats spent a lot of time brooding over. They could also afford to laugh of any criticism that I might make because it could be ascribed to ignorance rather than informed malice. I hope that you will do the same.
