On August 3, 1977 the 95th Congress passed Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. This Act created the Office of Surface Mining Reclamation and Enforcement (OSM), which was given the responsibility of formulating regulations to implement the Act. This paper explains the rationale behind the specific provisions of the final blasting regulations, which were published in volume 44, No. 50 of the Federal Register, dated March 13, 1979. The major items covered by the regulations include preblasting surveys, blasting schedules, protection of the public, ground vibration limits, the scaled distance equation, airblast limits, blasting procedures, and record keeping. The regulations are designed to protect the safety and well-being of the public and to protect buildings and structures such as wells, pipelines, and storage facilities from damage.

During December 2007, Lake Cowal Gold Mine located in New South Wales, Australia experienced a significant pit wall failure. The wall failure resulted in the deposition of a large quantity of saprolite consisting largely of clays and lake bed sediments to the bottom of the Phase 1 open pit mine. This wall failure ultimately buried two loaded blast patterns.

"With the innovation of computational equipment, an exact analysis of structures as dynamic systems is more approachable. Accordingly, the dynamic system can be established, if the natural characteristics such as the natural frequency and the damping fraction of a system are known. Through dynamic analysis, the response of a structure can be predicted from ground vibration, and it becomes possible to forecast the damage potential to the structure with reasonable accuracy. Most vibration will appear as single harmonic or superposition of waves that consists of several harmonics with different frequencies. A vibration signal can be expressed, therefore, as the function of sine waves. If a signal is periodic, the particular harmonic with the smallest frequency will befundamental and frequency of the others will be multiples of the fundamental frequency."

Blasthole pressure is the starting point for many blast design calculations, but the way in which it is usually derived, from measured detonation velocity, indicates that more thought is needed as to its true meaning and implication. The general impression is given that the energy in the hole is defined by VoD, but rarely is this the case. VoD is defined by the energy released in the Detonation Driving Zone between the shock front and the Sonic (or 'CJ') surface, and for commercial explosives it is normal for reaction not to be complete within this zone. Reaction and energy delivery continues behind it, not reflected by VoD. Thus it would be more appropriate to use the theoretical VoD, not the measured VoD, to derive the starting pressure, since this would reflect the energy input of full reaction. In decoupled situations, the derivation of pressure at the blasthole wall using a polynomial decay concept is also of debatable value, and an alternative is offered.

In drill and blast activities, it has been a challenge to sculpt walls accordingly to what has been designed in state-of-art mining design software. Obviously, the perfection of making neat and smooth walls – using aggressive sources of energy, like explosives – are time-and-money consumable and, sometimes, even unnecessary. But undoubtedly, it is vital to guarantee solid walls, safe operations environment, beyond to avoid ore losses and pit constraints caused by poor rock breakage on detonation. Kinross Gold Corporation owns the biggest Brazilian Gold Mine, located in Minas Gerais state. Morro do Ouro mine has reached over 30 years of operation, and due its mature age, the complex has developed its pits, becoming them deeper and surrounded by high walls.

In contrast to global trends, African, especially South African, surface mining operations have shown a significant rate of adoption of Electronic Detonators (ED’s) over the last few years. Proven benefits of converting to ED’s from pyrotechnic initiation systems have aided this market conversion. These benefits are experienced throughout the mining operation. Benchmarking exercises, prior to the introduction of ED’s, form part of the conversion process and allow for quantifying improvements. Extensive work has been done on quantifying the benefits of converting to ED’s and have shown that results can be reproducible. Improvements have been experienced in many applications and include environmental impact control, improved mining efficiencies, increased cast benefit and improved size distribution. These step changes in blasting results, in conjunction with the adoption of ED technology have aided the rapid conversion of the African surface market.

The new Cyprus Northshore Mining Co. has taken the previous blasting methods of Reserve Mining Co.'s mine in northern Minnesota and adapted them to a new competative Iron Ore Industry. Cyprus was challenged to develop new blasting methods to reduce costs and improve results over the previous mining operation. Many of the older procedures have been kept, but others have been changed in ways that bring the mine operation up to state of the art technology. In addition, unique ideas not previously tried in the North American Iron Ore Industry have been instituted. So far, this has reduced Cyprus's blasting costs by 70 percent.

Southern Cross Operations produces approximately 120,000 ounces of gold each year. "The Experimental Mine at the Missouri University of Science and Technology is undergoing major developments. The underground workings are being expanded to include a ramp down to a second level which will comprise of larger opening and room sizes to better simulate modern mine layouts. Thisexpansion will enable the Experimental Mine to be utilized for many more generations. In addition, the new 15,000 sq. ft. Kennedy Mine Building is being constructed and will house the mine office,classrooms, and three laboratories to accommodate the mining and explosives engineering programs’ ever-increasing enrollment. With these new developments come an increasing need for safety and awareness in regards to explosives and blasting. This paper will utilize the Institute of ExplosivesMakers Safety Analysis of Risk (IMESAFR) software tool, to assess current magazine compliance withthe increased personnel limits and mine building location. Furthermore, this paper will assess theimplementation of a wireless blast warning system consisting of warning beacons and a centrally located siren which will be integrated with the construction of the Kennedy Mine Building. This warning system will provide the necessary precautions to safely conduct blasting-related experiential learningopportunities and research projects, and will enable facility staff to more efficiently oversee blastingoperations at the Experimental Mine. "

RBH Note: In the early days of drill & blast tunneling the jobs utilized large crews of drillers and muckers. Advance per round was limited (typically around four feet) but two rounds per 8-hour shift were expected, around the clock. The scene after a shot must have been chaos, with the muckers expected to quickly make space for the drill setup. Makes one wonder how much time was allowed for the smoke and fumes to clear. The vibration waves are produced by the detonation of the explosive charges of each blasthole, analyzing the vibration waves produced by each blasthole, allow us to determine the optimal time between the detonation of each blasthole to reduce the vibrations of the production shot. Once the optimal time is found, it is possible also, to predict the vibration of the production shot (considering times and sequences) using predictive models. The waveform recorded includes information regarding the particle velocity and the dominant frequencies of the vibration.

The primary purposes of drilling and blasting in hard rocks is to fracture solid rock and prepare it for excavation and subsequent transport to the crushing plant. Using explosives in excavation operations without counting for the geology gives no consideration to the quality of the macadam product or the excess production of waste material (fines).

Although many research studies had been carried out in the past in order to eliminate environmental issues produced from blasting unfortunately a general approach or formula has not been established yet because of the complexity of the matter. In addition to the wave and ground motion characteristics, the complexity of blasting parameters and site factors restrict the developing of a general criterion. So experimental site-specific studies should be still done in order to predict and control blasting effects.
