"The article presents the materials about the appropriateness of the use of rental indices to assess the effectiveness of the use of deposits of rare earth elements (REE). The authors suggest from the standpoint of rent payments to rate for the owner the possibility of using the anticipated rental income as the indicator for the analysis of preferences and economic significance of enrichment of extracted raw materials in the emerging field of rare earth metals (REE). Usually from ore mined at the fields, for flotation technology to produce concentrates with collective REE, then they are subjected to chemical-metallurgical processing of the received products are divided into pure oxides, chemical compounds or isolated from them pure metals and alloys. This commercial product is shipped to the buyer. REE were a non-renewable natural resources, so the calculations for determining differential and specific rent showed that during the development of the technologies of mineral processing of a specific field it is necessary to consider what the expected rental income depends on the magnitude of differential rent is related to the volume of production of REE for the whole planned period of exploitation of natural resources. This income is determined by the amount of stock field. For long-term exploitation of the deposit is observed in almost direct proportional dependence between the annual differential rent and the rental income. The decrease in rents in the long run is determined by the change in the composition of ores included in the extracted raw materials and the balance between light and heavy REE. The largest 70% reduction of the rent projected for ""cerium"" fields, while for ""yttrium"" these losses are considerably smaller. Tomtor, Chuktukon and Katuginskoye Russian deposits are characterized by a level of rent that is comparable to the mastered foreign sources of REE. Thus, the enrichment of minerals with REM in the domestic deposits is quite competitive at the world level. INTRODUCTION Deposits of rare earth metals (REE) are non-renewable resources that should be developed and used so that it would be possible to provide a reduction due to payment of appropriate resources for future generations. This compensation, due to the reduction of natural resources, can be carried out both in natural and in economic terms (1). When analyzing economic compensation options, particular attention should be paid to rental income in assessing the attractiveness of using different REE deposits. It is known that absolute and differential rents are summands when calculating the value of natural rents. The value of the absolute natural rent is proportional to the unit price of the product obtained from mineral raw materials and sold on the commodity market. Limitations, as well as the use in production processes and business, contribute to the gradual reduction of natural resources, which increases their consumer value and affects the price of commodity products from primary raw materials."

Technogenic water of ore mining enterprises, nonferrous metals operations, the enterprises of electroplating and instrument making, containing copper in the form of those or other connections can serve as perspective sources on receiving the copper-bearing raw material. Extraction of copper from the given water also solves a problem of water treating from a toxic component that reduces environmental load at evacuation of water in an open basin. The method of case hardening allows extracting copper selectively with reception of a deposit with the content of copper up to 70%. Weakness of the method is its efficiency basically in acid reduction, and also its low degree of copper extraction. On the basis of case hardening the method of galvanic coagulation is devised. It is based on the work of a short-circuited galvanic cell of iron-coke at variable contact of coupled metals components among themselves, cleared by the oxygen of air. The following processes of galvanic coagulation are considered: ? Extraction of copper; ? Formation ferrites of copper; ? Copper sorption on just-aggregated oxide forms of iron. Establishing conditions for passing the given stages provides an opportunity of copper extraction from technogenic water at any value of ??, content of salt and concentration of copper with reception of a compact deposit from which it is possible to extract copper by the known ways of enrichment and metallurgy. Investigations on optimization and intensification of galvanic coagulation with the purpose of reception the maximum rich deposit on copper have shown that the average contents of copper in a solution of 100~200 mg/dm3 the contents of copper in a deposit is 6%~10% at extraction 85%~90%, depending on characteristics of treated technogenic water. Using methods of scanning microscopy it is determined structures, composition and mechanism of phase formation in investigated electro-chemical process. The second stage of galvanic coagulation increases a degree of copper extraction up to 98%~99% that allows returning the cleared waters in circulation for waste recycling or evacuation in an open basin. Nowadays the method of galvanic coagulation is the most acceptable for copper extraction from technogenic water both from the point of view of efficiency and instrument setting that allows applying the method in conditions of the working enterprises.

"The filling degree is defined as the volume ratio of the load inside the mill, which determines the power drawn from the motor, as long as the filling degree is not more than the optimum level. As the filling degree increases beyond the optimum level, the impact energy inside the mill will decrease and as a consequent, the mill power output will also decrease. Therefore, the mill filling degree is a key parameter in evaluating the grinding circuit performance, as it determines the mill reaction to the input feed. Since this parameter has an impact on the mill capacity, measuring the mill load is vital for control and optimization of grinding process. As in Choghart Processing Plant no instrument is available to measure the AG mill filling degree, an empirical model based on the bearing-oil pressure is proposed. The AG mill filling degree was related to the differences between the average pressure of input and output bearings, the circulating load and power drawn. It was shown that a quadratic model could relate the mill filling to the above mentioned measurements. This model showed that when the power drawn and circulating load decreases the bearing-oil pressure needs to be checked. If the bearing-oil pressure increases the feed rate needs to be decreased and steel ball be charged to the mill to increase the grinding and prevent mill overloading. INTRODUCTION The feed quality (size and hardness) affects the grinding process in AG mills. Reducing the top feed size and increasing the ore hardness reduce the mill efficiency and increase the particles with critical dimensions inside the mill. These will result in increasing the mill filling degree and reducing the mill throughput and efficiency (Wills and Finch, 2015). The volume ratio of the load inside the mill is called filling degree, which determines the mill power drawn. It is believed that if more energy is mainly spent on grinding (Wills and Finch, 2015). Therefore the mill power draw is used as a mean to control the mill efficiency."

At projecting mining-concentrating complex at the deposit ?Zapadnoye? (Russia) it was considered to enable an opportunity of refusal from conventional SAG-mills. First time a scheme of gold bearing ore destruction using Roller Press RP 5-100/90 had been developed and integrated. The plant was launched in summer 2003 and presently it has achieved designed technological parameters, processing throughput comes to 1 million tons of the ore per year.

"Some of the challenges faced by the mineral industry in the future are the need to process low grade ores at the lowest operating cost, to deal with elevated energy cost and to address scarce water resources in some regions of the world. These challenges will increase the demand to develop highly energy-efficient and less water-consuming mineral processing systems. Experience from other industries suggests that HPGRs could help to achieve these goals, due to their high energy efficiency and their ability to be used as dry grinding systems. Historically, HPGRs have been used mainly as tertiary crushers in mineral applications for the production of ball mill feed. In the cement industry, however, HPGR systems have been successfully applied for grinding limestone, clinker and slag to a final product fineness (p80) of between 30 and 90 µm without the need of downstream ball milling. The total energy consumption of HPGR finish grinding systems in the cement industry has been found to be 30 to 50 % lower than in ball mill systems. This leads to the question of whether the same methodology can be adopted in the mineral industry. Such a step would require the use of dry rather than wet grinding systems. Traditionally, dry grinding systems have been only an exception in mineral processing, since most post grinding processes are wet. However, there are successful - mainly ball mill based - dry grinding examples in gold, nickel or iron ore. Experience from some of these dry grinding references are summarized in this paper. In addition, this paper explores two future-orientated questions: What opportunities does HPGR finish grinding offer the mineral industry? What are general conditions and challenges for adopting this technology for mineral applications?"

Annually at least 5% percent of world power consumption is involved in the process of ore dressing while ore processing technology. Such rate of energy consumption demonstrates the importance of a given process study in the human life-sustaining activity. Examining of interparticle destruction being under external stress pressure in ore responses this problem solution at the greatest degree. The technology of destruction in the roll press is of great interest. The use of the given equipment allows to save a significant amount of energy by means of the built-in ore destruction mechanism. Examination of stress-strain fields which determine the level of interparticle destruction between the rolls in the ore layer enables to specify both level of ore destruction and power consumption. The mathematical computer modeling for the deformable environment use based on the finite-element method (FEM) allows to carry out the given research. We use FEM solution for elastic contact problem for the most complete study of power consumption employed in ore and interparticle destruction. This problem solution allows also to examine energy consumption expenses spent for ore crushing in the roll press. Also we have identified the mechanism of ore in a layer of the particles under pressure roller press. It is established that high level of performance and reduction of energy consumption in interparticle destruction of ore in the layer due to the appearance of the gradient of normal stresses in contact of particles of mineral raw materials. The algorithm has been developed determining crushing product particle size distribution of fractured particles in the layer, using the Bond’s theory of crushing. The use of our FEM model reduces the time of equipment selection for new plant and at the design stage to reduce the risks of errors in the choice of roller presses.

With the increasing applications of the Chinese metal magnetic liners, the requirement for their technical specifications has become stricter and stricter. It is necessary to deeply analyse the metal magnetic liners in order to improve their reliability and economics. The key issue of metal magnetic liners is magnetic forces: their attractions to mill shell and protection layer. Mathematical models were developed using finite-element analysis software and systematic simulation analyses of the two most critical indexes of magnetic liners were performed to find out the most important parameters and their effect on the liner?s characteristics. The relationships between magnetic forces and installation gaps, thickness of permanent magnets and thickness of protection layer may be used to guide the design of metal magnetic liners for ball mills in order to achieve good economic indexes.

Froth stability is widely recognized as a key driver of flotation selectivity. It is well known that froth stability is affected by the type and quantity of surface active reagents present (frothers), and the concentration and hydrophobicity of solid particles present. While some studies have been performed on the effect of frothers on froth stability in three-phase systems and the hydrophobicity of particles present, very little work has been performed on the effect of solids loading on froth stability. This may be due to insufficiently robust measurement techniques. This paper investigates the use of a new machine vision measurement to measure solids loading, and the relationship between this measurement, bubble size, and bubble burst rate on the froth surface. In conventional mechanical flotation cells, when the size of particles exceed a particular value, that is of the order of 100 µm for metal sulphides, the recovery of particles decline rapidly. It appears that the turbulence in the agitated vessel is sufficiently intense to rupture the forces of attraction between the particles and the bubbles, so the large particles are flung off the bubbles in the turbulent field. It has recently been suggested, that a fluidized bed would be a very favorable environment in which to contact bubbles and the particles. In a fluidized bed, particles are supported by rising flow of fluid, which separates them from each other and allows them to move freely while remaining close together. In this novel method, bubbles injected into the fluidized bed are able to rise through it, colliding with hydrophobic particles, transporting them to the top of the column where they can form a froth layer that overflows into a launder. The flow in a fluidized bed is generally slow and nonturbulent, and preliminary experiments have shown, that it is possible to collect mineral particles as large as 1 mm and coal particles as large as 5.5 mm. If the upper particle size limit can be extended, there could be significant reductions in the overall energy consumption in concentrators. Calculations show for example that if the top size for flotation could be increased from 100 µm to 400 µm, there would be a reduction in grinding energy of the order of 40%. It is therefore, important to study the mechanism of coarse particle capture in fluidized beds. In this work, the factors governing the capture rate of particles, particularly the particle and bubble size, the fluidization velocity and the superficial gas velocity have been investigated, and the results will be presented.

Agglomeration of fine mineral particles is an important step in heap leaching processes employed for a cost-effective hydrometallurgical extraction of value metals from low-grade ores. In this study, the effect of acidic binder composition and feed ore particle size on binder dosage requirement and isothermal, batch agglomeration behavior of siliceous goethite nickel laterite has been investigated. Agglomeration tests performed with tap water and 30, 44 and 98% w/w H2SO4 solutions as binders revealed the key role of binder formulation in controlling ore particle wettability, nucleation and granule growth behavior. Both lower binder acid content and higher dosage led to greater wetting, nucleation and granule growth rates. Variation of feed ore fine/coarse particles? mass ratio dramatically impacted on binder dosage requirement for effective particle wetting, nucleation, and growth agglomeration behavior. Increasing fine (-150 µm) fraction mass content in a -2 mm feed ore, led to higher binder dosage requirement and enhanced nucleation, however the overall agglomeration rate/granule size growth decreased. In contrast, the presence of coarse (5 ? 15 mm) particles in feed ore led to (i) lower binder dosage requirement, (ii) enhanced initial agglomerate size growth rate, and (iii) reduced coalescence. For dry agglomerates of similar sizes, competent coarser feed particles led to remarkably higher compressive strength than did finer feed particles. Microstructure analyses indicated that the granules containing coarser particles exhibited a distinctive, competent core/shell (fines) structure which led to their structural reinforcement. The appropriation of the findings for optimizing agglomeration behavior for enhanced heap leaching of complex, low grade laterite ores are discussed in this context.

The North-West Russia for 70 years is one the main producers of Cu, Ni, Co, Al, P, REE, Zr, Ti, Ta, Nb, Fe ores and other minerals in the Europe. The largest mining companies locates in the Murmansk region, and they extracts about 100 mln. tons of ores and damps up to 250 mln. tons of waste annually. Nevertheless an environmental situation in the region is stable due to rational management and treatment of wastes on a base of the Noosphere Concept for Nature-using suggested by Vladimir Vernadsky. The Concept was performed practically in the Fersman’ scheme of “non-waste mining and metallurgical complex”, published in the monograph “Minerals of the Kola Peninsula: current status – analyses – prognoses” (1941) and served till now as a sort of “Bible” for industry managers lightening a strategy for an industrial “trophic chain”. The recent status of this scheme is shown on the picture below, and one can see that our concept is coincide with modern ideology known as the “Industrial Ecology”. Moving along this mainstream in the Kola Peninsula since 1929, when the first mining company “Apatit” was established, we provided the water close circuit in mineral dressing plants, hydrometallurgical treatment of slag and tailings, productions of building materials and adsorbents of wastes. The innovation set of technologies designed by the Kola Science Centre allow recently to involve tailing damps in re-exploitation as the technogenic deposits of valuable raw materials for fertilizers, tanning and cleaning agents, pigments, concretes and etc.

This paper is concerned with the drainage behaviour of gangue mineral in the froth phase. Experiments were carried out in a continuous laboratory flotation cell in which froth depth and bubble size could be changed independently. The fraction of solids returning from the froth to the pulp zone was expressed using a rate constant. A mixture of hydrophilic solids (silica) and floatable particles (glass ballotini) was used as a flotation feed. Samples of glass ballotini of different hydrophobicities were obtained, using controlled silanation. Three samples, with contact angles of 50, 66, 82 degrees, were used. The effect of the initial bubble size (pulp bubble size), concentration of gangue mineral in the froth zone, and froth depth on the drainage of silica, were investigated. The drainage rate of the entrained solids increases with an increase in the degree of hydrophobicity of the floatable particles. Concerning the effect of pulp bubble size on the drainage rate of entrained solids, larger bubbles always give higher drainage rates due to formation of relatively loose froth structures which allow gangue particles to easily move down to the pulp zone. Conversely, smaller bubbles exhibit lower drainage rate constants, in particular at shallow froth depths.

"For the traditional principle of flotation cell design, or in the perspective of some researchers, the mixing effect of impeller for flotation cell is not only to suspend the particles off the bottom, but also to mix slurry well to achieve a uniform system. But for some special processing conditions, the depth profile of slurry concentration and particle size demonstrates an obvious difference. In the part around of the impeller in the cell, the slurry concentration is much higher than the part below the lip.For the vanadium titano-magnetite flotation process, distinguished with high concentration and large coarse particle size fraction, even though the concentration is very high, it can reach good gas dispersion, which is a fundamental principle for flotation cell design and application. The gas dispersion is not a challenge in the high slurry concentration environment, not only in the vertical direction, but in the cross section. Different levels (the distance from the lip is 400mm, 700mm, 1200mm, 1700mm, 2200mm, 2700mm) slurry in the flotation cell is sampled and analyzed. The slurry concentration of the 3 levels(1700mm, 2200mm, 2700mm) is about 55%, but the slurry concentration decreases from 55% to 25% sharply towards the lip.Therefore, a new understanding and viewpoint is presented, that the uniform system of slurry is not always reasonable for all of the flotation process. For some special process, if the coarse particles are needed to agitated well and transported to the upper cell, the quiescent zone in the upper cell will be destroyed and enhance the detachment probability for the coarse particles. The difference of slurry concentration and particle size fraction benefits the air dispersion and coarse mineral particles recovery.1.INTRODUCTIONNowadays, flotation is the most widely used separation process in the mineral processing industry. Fly ash is a by-product from coal-fired power stations that is captured from the exhaust gas stream by electrostatic precipitators (ESPs) or bag houses. It is mainly derived from the inorganic components in coal but also contains residual carbon from unburnt fuel (measured as LOI). In the past, nearly all fly ash was sent to landfills or tailings ponds by power generators but this trend is quickly changing due to landfill costs, sustainability requirements and the inherent value in correctly processed fly ash. The main property that makes fly ash suitable for recycling is its use as a pozzolan. Pozzolans exhibit cementitious properties that make them suitable for partial cement replacement, and that can have beneficial properties for concrete mix designs. Fly ash can be used to replace up to a third of the of the Ordinary Portland Cement (OPC) requirement. Suitable fly ash nearly always requires the removal of the less reactive coarser fraction from the finer fraction. Due to the pozzolanic nature of fly ash, it must be processed dry and separation is normally required at 45 micron. In response to the increasing demand from a range of dry classification applications, Metso purchased an established air classification technology suitable for both mining and construction applications. The classifiers intelligent design efficiently utilizes the air flow which keeps power requirements low whilst including a scrubbing/recirculating function within the classifier that allows extremely efficient separations even at very fine sizes. This technology is of global interest to Fly Ash processors, but should be of particular interest in India which is both the second largest cement producer in the world as well as producing 80% of its power from thermal sources. This paper is intended to give a brief overview of fly ash and requirements for use as a pozzolan, air classification of fly ash and a case study from an established and experienced fly ash producer. "Among the problems of the civilization development, a problem of interaction between man and natural environment can be highlighted. In the twentieth century the human transforming activity had got scales of geological processes and defined the contradiction between the goal to increase the quality of human life and possibilities of the natural environment. Last twenty-five years after the World Summit on the Environment (1992) indicate that the development of civilization is still based on receiving super profits from the natural resources exploitation. This statement is confirmed by economy globalization rates, growing contradictions between consumption and production, depletion and degradation natural environment. A new technological order is formed at the time of growing world population, technological capacities, organizational complexity, from one side, and global scales of geo-resources consumption, on the other side. Sciences, determining the further civilization development, should take on the task to change the social worldview, since the preservation of human population consists in remediating and maintenance of biosphere functions as a regulator of ecological balance. The new worldview in the geo-resources exploitation is based on the Ecological strategy of mining development, which consists in reducing mining-induced loading on natural environment while increasing efficient mineral production and processing, and providing for a comprehensive solution of tasks on mineral deposit development. One of strategic trend of mining development is to increase complexity and completeness of useful component extraction from ore and mining deposits while reducing wastes and decreasing their stockpiled volumes. The implementation of the ecological strategy has shown that the future is determined by reduction of the environmental impact while improving the efficiency of mineral mining and processing.INTRODUCTION The global nature of environmental problems caused by the scale of consumption of natural resources, huge amounts of waste, and intensive man-made impact on the environment requires a revision of the strategy for the natural resources development. Many existing technologies are ineffective in achieving the ultimate goal. Direct output in the raw materials - the end product technological chain rarely exceeds 10%, which implies a huge amount of work to move the soil. In addition, the feature of scientific and technological progress at the present stage is the growth of power-to-weight ratio."

Europe retains a modest position in world mining activity in terms of scale of production and mineral reserves but maintains a non-negligible role in the world mining industry. The concept of sustainable development resting on three pillars of economics, environment and social development has become an increasingly important factor in the European mining sector and a major influence on the related policies of the European Commission. Members of European mining industry shall conduct their activities according to the principles which promote sustainable development. A successful minerals planning policy should create the legal administrative environment that is necessary to ensure the sustainable supply of minerals to society within the framework of sustainable development. Members of the European mining industry shall conduct their activities according to principles which promote sustainable development. The challenge for sustainability is to find a balance between securing minerals supply, protecting the environment and achieving social progress. The point of balance depends on the range of policies adopted by governments. In this paper the development of the sustainability of the mining sector in EU and the social component of sustainability in the mineral industry is discussed.

With the increase in world population, the requirement of natural resources is increasing every day. The nature is still stronger than man is but we must use natural resources more responsibly. The key to our well being is sustainable development Development effort for human well being may have adverse impact on the environment also. To keep the net impact positive is critical for sustainable development. For mineral processing industry, the value of a mineral is in the actual value as perceived by the end user. The process designs, investments in technology development all have direct relationship with the value of use and making a net positive impact on our ecosystem The value proposition has shifted towards raw materials and is a big differentiator. The availability of good quality raw material is difficult or is available at a premium. The challenge today is to develop green technologies that make effective and efficient usage of low grade raw materials The low grade raw materials as available pose a significant opportunity for human race for delivering value. They offer an easier reach to a value as perceived in end use but the journey is full of challenges. The first challenge is development of technology for maximizing grade recovery as required by the downstream process. The second challenge is to make the technology viable so that it contributes value to end use and the third challenge is to keep the net impact of the process positive The mining and mineral processing fraternity, being at the beginning of this value chain is set to take the first step in this journey for a tryst with ultimate human well being. Today, most requests for quotations force all bidders to follow the bid document to the letter. The choice is then made based on price since it is the only difference in technically identical offers. However, clients allow and even encourage suppliers to come up with alternatives. Overall economy again, is much more than low investment costs. Operation costs may affect the economy of a project far more than a million saved in investment. There is almost always the choice: Should we go for the cheapest solution or should we go for the most economical solution? We strongly recommend the study of the long-term effects on investments as they often surpass any apparent savings in capital expenditure. With high operating costs, time is never on our side. Almost all relevant inputs and outputs in a concentrator have a value that can be expressed in a suitable currency. Unit prices may differ substantially from one operation to the other, but everything has a price tag and globalization has made it possible to move both goods and services to almost any place in the world. Even a rather simple exercise can give a good indication on which process improvements are worth pursuing when investing in new systems or equipment. The ones that do not qualify, as money earners, will naturally appear as clearly. No ?rocket science? is required, just process knowledge, practical experience, an open mind and some common sense and the reward may be the difference of having a good or an excellent project. The model we have developed can be made as detailed as required, but we do not recommend too much detail, as it sometimes tends to distract work and obscure the important issues. Two different process solutions compared in a simplified example illustrate the importance of evaluating a project based on its long-term effects rather than focusing on the investment costs only.

The ore, dealt with in this paper, is a certain rutile in Shanxi province, China. A trunk flowsheet with gravity concentration is used, and the TiO2 grade of rutile concentrate is about 90%, but the TiO2 recovery is less than 50%. In order to increase the rutile recovery, the laboratory test, using the truck flowsheet with flotation, is carried out. The flowsheet is that firstly floatable gangue is re-moved by flotation; secondly rutile is recovered by flotation; and thirdly impurity is separated by LIMS, HIMS, gravity concentration and flotation from the rutile concentrate. In rutile flotation, BK423, a phosphonic acid, is used as rutile collector, and Na2SiF6 is used as silicates depressant. The experimental result shows that the recovery of rutile concentrate is improved obviously, and the recovery of ultimate rutile concentrate is 68.01% TiO2 and 84.88% rutile. The TiO2 grade of first concentrate is 95.98%, and the TiO2 recovery is 45.60%. The TiO2 grade of second concentrate is 80.53%, and the recovery is 22.41%. Furthermore, magnetite and ilmenite are recovered in the flowsheet.
