"An environmental impact assessment (EIA) of a deep sea mining project typically describes the environmental baseline, impacts of the project to the environmental values, and proposed management techniques. Comprehensive EIAs also consider the impact of the mining project on existing industries, including deep sea fishing. However, few projects to date have included other industries in the EIA process in more than a cursory manner, due to the confidentiality of the process, conflicting priorities, and bureaucratic limitation. However, if the United Nations Sustainable Development Goals (particularly Goal 17: Collaboration) are to be achieved, a new way of thinking will be necessary for deep sea mining projects, starting with collaboration at the very beginning of the project life cycle.STRUCTURE OF PRESENTATIONThis presentation will be in the format of an oral (20 minute presentation).The presentation will cover the process of inter-industry collaboration throughout the life cycle of a deep sea mining project, drawing on historical and existing examples, including that of the Chatham Rock Phosphate Project in New Zealand."

"SeaTech Solutions International (S) Pte Ltd, Singapore are the designers of world’s first seabed mining ship. The ship is now under construction and expected to be delivered next year. The Deep Sea Mining industry is eagerly awaiting commencement of her seabed mining operations and the success of this story will go a far way in accelerating investment in Deep Sea Mining and hopefully we should see many such projects take off and many such ships launched in the near future.Based on own experiences SeaTech discusses in this paper, various important issues that need to be considered for design of such Deep Sea Mining ships, the challenges faced and possible solutions to address them.From a ship designers’ perspective, there are not many direct previous references available, the seabed mining methods and associated equipment are also a new technology & products are still developing, there is no standard method and equipment for processing of mineral ore onboard, and above all there is the huge challenge of loading, storage and discharge of ore cargo efficiently in the confines spaces. Associated with the uncertainties of such issues is the uncertainty of weight, space, power, services and maintenance requirements, which can vary through the design and construction period and put the initial ship design at huge risk. Sufficient design margins need to be provided and a constant & strict control is absolutely necessary to ensure that the budget on each technical aspect is not exceeded. The local strength of the vessel particularly needs to be robust to take ultra-large loads due to huge equipment and their lifting /handling equipment/winches and tall mining process modules."

The marine mineral resources of the U.S. middle and south Atlantic shelf are little utilized. The largest resource, sand and gravel, is used for beach nourishment and protection and, to a much lesser degree, as construction aggregate. The potential for increased utilization is great. Submarine deposits of shell have been mined for lime and for use in the oyster industry. Although significant quantities of manganese nodules and crusts are present on the Blake Plateau, exploitation in the foreseeable future is unlikely. Similarly, major phosphorite deposits in North Carolina's inner shelf probably will remain unexploited as long as onshore deposits remain available. Placer deposits of heavy-mineral sands, especially the titanium minerals, offer the possibility of exploitation. This possibility might be enhanced by consideration of joint development of sand or aggregate with heavy minerals.

During the last few years autonomous underwater vehicle (AUV) technology has evolved from concept demonstrators towards commercial products. The driving forces are the move for energy exploitation towards deeper waters, naval applications and the Internet driven need for more intercontinental underwater communication cables. Other applications emerging for the future will be within environmental research and monitoring and deepwater exploration. Deepwater developments beyond the continental shelf will require the same level of survey data quality and intervention access as established for shallow water. The potential for cost savings is two folds. Firstly, there is a reduction in the survey cost it self and secondly there is a considerable cost saving by avoiding over design of subsea installations due to lack of sufficient documentation of the field. In this scenario, there is an increasing understanding that underwater robotics and in particular AUVs will play an important role in future survey and subsea engineering work. The AUV as a free swimming underwater survey sensor carrier has several advantages compared to cable controlled ROV?s and deep towed systems: The paper prepared for the ?Underwater Mining Institute 2003? on Jeju Island, Korea will focus on the HUGIN AUV concept and field results to date.

We will look at the commercial requirements of the investment community (debt and equity) in order to provide funding to a deepsea mining project, and contrast this with the position put forward in the draft Exploitation Regulations. We will then recommend suggested amendments to the Exploitation Regulations to assist future investment on this growing industry.

Deepsea Mining will soon become a reality with Nautilus Minerals getting their equipment ready to mine SMS at Solwara 1 off the coast of Papua New Guinea. The vertical transport system (VTS) adopted by Nautilus consists of a riser hanging ‘freely’ from the mining production vessel with a lifting pump unit suspended at its lower end. A compliant jumper connects the pump to the seabed crawler without restraining its movements. In this free-hanging VTS arrangement, the vessel can be re-positioned to follow the crawler should it want to extend the mining area and start stretching the jumper. A recently proposed alternative to this is a free-standing VTS whereby the riser is grounded on the seabed with a base and maintained in an upright position by distributed buoyancy modules or a buoyancy tank at the top. A compliant jumper connects the seabed crawler to the riser base, and another connects the riser top to the vessel. In this free-standing arrangement, the entire VTS can be lifted clear of the seabed for relocation to a new mining area. This paper will describe the important features of the two options and discuss the advantages and disadvantages in respect of riser dynamic behavior, water depth, weather and mining windows, pump maintenance, installation and retrieval, continency measures, etc. The two systems will also be appraised separately for mining SMS and SMnN deposits.

Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

Development of a deep-sea mining system is a new and interesting field of research. Commercial mining of the ocean floor for SMS deposits is yet to occur, and while exploration of the undersea has been undertaken by various research institutes exploitation of SMS deposits is yet to be investigated in detail. Industry has been stimulated by the potential development of economically viable deep-sea mining methods. The establishment of deep-sea mining production has also been encouraged by industry trends. These include the success of the oil and offshore diamond industries, scientific advances in computer modeling, technological advances in undersea exploratory equipment and further development of the Law of the Sea. This project also presents an opportunity to build on UNSW?s established reputation, positioning the Mining Research Centre as a leader in this specialized field of research. This project aims to form a greater understanding of the environmental conditions associated with SMS deposits, detailing the physical, biological and chemical characteristics of typical ocean floor sites from an environmental management perspective. With the aid of previous numerical models and disturbance experiments that have been conducted at various ocean floor sites worldwide, new virtual reality models will be developed to enable assessment of the environmental impact of the undersea mining process. These models will simulate seafloor systems prior to mining through various stages including particle distribution and sediment disturbance, to illustrate the impact of a number of proposed mining techniques. The model will allow users an interactive virtual experience of a potential SMS deposit site where hotspots can be identified and mining processes can be demonstrated. This initial baseline model will help to establish generic parameters, which can then be modified and tailored to simulate a wide range of deposit sites and differing mining processes. These models will be validated with the development of appropriate physical modelling.

The southern shoreline of Monterey Bay, extending from Moss Landing to the Monterey Peninsula, consists of sandy beaches backed by an extensive Flandrian and pre-Flandrian dune complex. This length of shoreline, proximal to areas of urban expansion, is currently being considered for development. For this reason, it is extremely important to understand the variability of beach and dune position along this stretch of coast through time. Previous studies of southern Monterey Bay have documented relatively high erosion rates of 2-8 ft/yr due to a net deficit in the sand budget. Although the sediment transport system in this region is not well understood, estimates for the sediment deficit in southern Monterey Bay range from 200,000 to 1,500,000 yd3/yr. A possible cause of the erosional regime in the southern bay is the removal of sediment by coastal sand mining operations. Based on agency reports and mining permit applications, approximate volumes of sand removed by mining range from 300,000 to 450,000 yd3/yr. These volumes are significant when compared with estimated values for the sediment budget deficit. The sand of southern Monterey Bay, a valuable commercial resource because of its hardness, roundness, amber color and range of usable grain sizes, has been removed from the surf zone, beaches and dunes of Marina and Sand City by four companies since 1906. Information regarding the cross-shore location of sand removal and the exact amounts of sand removal through time is proprietary and poorly documented. However, records documenting the time at which each company commenced and terminated mining do exist. This information suggests that the greatest amount of sand was removed between 1950 and 1968 when three mining companies were operating concurrently.

We present a science-based infrastructure for continuous online monitoring of the ocean interior including benthic, pelagic and the demersal habitats. It will reduce expensive ship based monitoring costs associated to offshore and coastal industries. We combine established Norwegian cabled observatory technology and German mobile seafloor robotic technology and thus supports the transition from local to spatial ecological monitoring. Both technologies are developed through science - industry partnerships. In Norway, the Institute of Marine Research has worked with Statoil ASA and Metas AS to install and operate the LoVe cabled observatory. The German technology is developed by iSeaMC and Kraken Robotik, two spinoff enterprises of the Helmholtz Alliance “ROBEX”. GEOMAR has recently developed a lander-based deep-sea crawler that operates autonomously based on the original iSeaMC crawler system using the Kraken Autonomy. Combined with the Spanish image processing and modelling expertise in the SME Deusto Sistemas SA the consortium hosts the capacity to establishing a complete semi-autonomous real-time monitoring system. Merging of existing technologies into one operational autonomous product through the unique competence of partners’ support international ambitions (e.g. Blue Growth, GES, Horizon 2020), and renew monitoring that assess impact of human use of the marine environment. The consortium has been invited to contribute to technology/science programs for the Yellow Sea and for European mining and offshore decommissioning industries, which demonstrates the leading role of our consortium. The project is funded through the EU Martera program and started in June this year.

Within New Zealand?s extended EEZ there exists a vast submarine hydrothermal mineral resource associated with the Kermadec intra-oceanic arc. Along this arc more than thirty submarine volcanoes have been explored by GNS-lead researchers and, of these, c. 60% are known to be hydrothermally active and a site of active seafloor mineralisation. Assessment of whether this mineralisation is economically viable in terms of grade and tonnage is now underway. A key aspect of these investigations is determining the age of the mineralization which will have a direct bearing on its mode of formation, the time elapsed to amass an economic deposit and, ultimately, its capacity for sustainable extraction. Intact barite-rich ?black-smoker? chimneys similar to that depicted here (86 cm long) have been recovered from Brothers volcano in the southern part of the arc. These and other hydrothermal deposits provide evidence of active volcanic massive sulphide (VMS) mineralisation along the arc, the age of which can be determined from the disequilibrium between isotopes within the thorium or uranium decay chains. A chimney from Mariana arc has also been dated using these radiometric methods. The principle dating technique for chimneys up to 15,000 years old uses the decrease in 226Ra/Ba due to radioactive decay after the VMS was deposited. An initial ratio is obtained from chimneys that are proven to be less than 100 years old and this involves dating with 210Pb, 228Ra and 228Th that have short half-lives compared with 226Ra.

The University of New South Wales Mining Research Centre (UMRC) has a longstanding research reputation in mining research, with particular expertise in mining systems, mining geomechanics and excavation engineering. The UMRC is now focusing this expertise on the potential of mining Seafloor Massive Sulphides (SMS). The UMRC has initiated a three-year research project that will identify and examine the requirements to effectively and efficiently mine SMS deposits. The major aims of this project are: ? To develop an understanding of the geomechanical characteristics and local physical environmental conditions associated with a ?typical? SMS deposit. ? To develop and evaluate a range of both conventional and innovative excavation processes for mining SMS deposits, and define the engineering parameters required for each extraction option, and ? To identify the materials handling and lifting requirements of the ?mined? SMS material, and the possible integration of the lifting system with the excavation processes considered.

Wherever hydrothermal fluids vent from the seafloor they will buoyantly rise (up to 100?s of meters) while mixing with seawater before attaining density equilibrium and dispersing laterally as neutrally buoyant plumes commonly 50 to several 100?s of meters in thickness and with order-of-magnitude or greater breadth. Although these plumes are typically >10,000-fold dilutions of vent fluids they can be reliably detected using sophisticated physical sensing and chemical techniques. Hence, hydrothermal plumes are spatially large targets compared to the actual sites of seafloor fluid discharge and resulting mineralization. For this reason plume prospecting techniques evolved over the past 20+ years have been widely used to systematically explore over 10% of the 60,000-km-long system of mid-ocean ridge (MOR) spreading centers for hydrothermal activity. While plume detection and gradient mapping can be used to home in on venting sites, plume chemical signatures provide additional insight regarding the nature of the fluids being discharged on the seafloor. We have applied the systematic plume prospecting techniques developed on MORs to the volcanic frontal arc setting as part of the NZAPLUME (New Zealand American PLUme Mapping Expedition) surveys. NZAPLUME I in March 1999 marked the first systematic reconnaissance of any intra-oceanic arc for submarine hydrothermal activity. Seven of thirteen previously mapped volcanoes that comprise a 260-km-long section of the southern Kermadec arc northeast of New Zealand were confirmed to be hydrothermally active. On average, one hydrothermally active volcano was found along each 35 km of arc front, a rate comparable to slow- and intermediate-rate spreading MORs. During NZAPLUME II in May 2002, thirteen previously unknown volcanoes and 8 satellite cones were first swath mapped for bathymetric detail and then surveyed using plume prospecting techniques. Three active venting sites were discovered along this 580 km-long arc section, bringing the total to 10, or 39% of 26 volcanoes surveyed overall, still an appreciable frequency rate for venting sites compared to MORs. While only chemical results for NZAPLUME I are available, the arc plumes characterized so far are chemically diverse and rich compared to MOR plumes. This diversity and enrichment was most evident as ultra-high concentrations of CO2, sulfur gases (St = SO2 + H2S), and Fe within plumes over several volcanoes. We suggest the fluids discharging from the seafloor at these sites are volcanic fluids, i.e., hybrid fluids comprised of MOR-like hydrothermal fluids evolved from seawater-rock reaction and fluids exsolved from magma as acid volatiles and liquid brines.

Canada has a long history of marine-related industry and onshore mining. Even so, commercial interest in marine mining, excluding seawater mineral extraction and offshore extensions of hardrock deposits such as iron and coal, has been sporadic; despite the fact that shelf mineral deposits supply a significant proportion of the national market requirements for many countries. Several factors have accounted for this including: a relative abundance of onland mineral desposits; the fact that onland deposits can be mined using conventional technology; and, a general lack of knowledge and public awareness as to Canadian offshore non-fuel mineral resource potential. In the mid-1970s the Department of Energy, Mines & Resources formed the Departmental Coordinating Committee on Ocean Mining. The Committee addressed the question of shelf non-fuel mineral resource potential and concluded that, while several reports had raised the possibilty of this alternative source, there had not been a systematic evaluation of the resource base. This led to the formation of a Shelf Working Group, whose task it was to outline and implement a departmental program to advance our knowledge of shelf resource potential. Seafloor massive sulphides (SMS) can serve as a potential resource of metals such as Cu, Zn, Au and Ag. SMS rock samples from the Loki’s Castle area at the Arctic Mid-Ocean Ridge are comprised of sulphide bearing minerals such as pyrite, chalcopyrite, isocubanite, galena, sphalerite, whereas the gangue consists mainly of barite and silica. Sphalerite, chalcopyrite and isocubanite show complex intergrowth textures on the nano- to microscale. Various mineral processing tests were conducted in order to recover copper, zinc and silver. It was shown that sensor-based sorting can be efficiently used for preconcentration of SMS rock samples. A significant amount of waste (i.e. barite and silica) was removed in the preconcentration stage with very low losses of copper and zinc to the waste fraction. The upgraded samples were sent to the next processing stages. The results showed that the complex mineralogy of the SMS material provided challenges to conventional mineral processing methods. Hydrometallurgical processing was applied as an alternative method for extraction of metals from SMS. Leaching experiments were conducted using solutions of different lixiviants, and it was shown that leaching of SMS together with manganese nodules would facilitate efficient recovery of metals from these resources.

Acoustic techniques offer a rapid, economical, non-intrusive method of obtaining information about the stratigraphy and properties of seafloor sediments. During the past decade there has been a dramatic increase in the level of sophistication of high resolution seismic reflection equipment used for seabed and subsurface studies and in the signal processing techniques applied to the data collected with these systems. Processing of data from acoustic sources with repeatable and calibrated output, allows quantitative measures of the reflection coefficient, acoustic attenuation and scattering parameters of the sediments on the seafloor. Graphic recordings of seismic reflection data emphasize the coherent portion of the reflected energy for qualitative estimate of sediment properties and subsurface stratigraphy. Through application of signal processing techniques, quantitative information can be extracted from the coherent and incoherent components of seismic reflection data for estimation of surface character and sediment properties. These calculated parameters can be applied through interpolation between areas of available groundtruth. Acoustic techniques are used extensively to establish the regional geological framework of project areas and can also be used to extrapolate available groundtruth data into previously unsampled areas, and to optimize the design of a sampling program to provide the necessary groundtruth for the survey area.

This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

Geothermal Energy has a great potential for meeting the electrical and thermal energy requirements of many countries and territories lying along tectonically active zones within and surrounding the Pacific Basin. Energy requirements for many of these small, scattered volcanic island nations preclude development of conventional generating facilities large enough to incorporate any economies of scale. However, by attempting to discover and develop shallow, relatively low temperature, geothermal reservoirs associated with recent vulcanism on many of the volcanic islands, exploration expenditures and risks, and problems associated with the development of high temperature resources can be reduced. Exploration and development drilling for these resources can be accomplished with truck mounted rotary drilling rigs that are less costly and more suitable for operations within the island infrastructures than the conventional rigs normally used in the drilling of deep, high temperature geothermal resources. Experience over the past decade with small, modular, binary (Rankine) cycle generating units indicates that geothermal energy can provide a reliable source of baseload electricity in the amounts required and at a cost that is competitive with other alternative and conventional energy sources. Development of shall, moderate temperature, geothermal resources with small, modular binary cycle generating units can provide ideal additions to the energy sources of many of the Pacific volcanic island nations within the framework of their island economies.
