The marine diamond industry off south-western Africa is maturing rapidly. Some of the larger explorers have reached an advanced stage in their resource development and new mining operations have been started in the last year. Most of the major exploration, mining and marine engineering companies have offices in Cape Town. As a result of the increased activity and experiences to date, new approaches to marine diamond exploration and mining are now evolving. Primary factors contributing the new approaches are namely 1) the concentration of expertise in a localised area 2) the significant increase in the base of available exploration and production results and 3) parallel advances in the marine engineering design and geophysical survey equipment. The sea floor geology and setting of the marine diamond exploration areas is now better understood. Consequently the strategy for exploration and the selection of appropriate survey equipment is improved. Due to new equipment developments, different exploration alternatives now exist, depending on the programme objectives. Significant advances have also been made in the data processing and modelling undertaken to assist in the identification and targeting of potentially diamondiferous prospecting features. Similarly, the design of appropriate prospecting tools and programmes has also been improved. Following exposure to the requirements of the marine diamond industry, the design engineering and operating companies have responded with innovative designs for new prospecting tools. In recent years the availability of relevant information on marine diamond prospecting and production has increased. As a result, there is now sufficient basis for the construction of meaningful financial valuation models that can be effectively used to control and guide the exploration projects, to the benefit of both the explorer and the investor.

Mining the deep ocean by the year 2000 may seem far fetched. The year 2000 is but a decade away, a scant 10 years. Remember, the youngsters of today will grow up in a little more than a decade and rebut the wisdom of the ages, especially the traditions of their elders. Rude perhaps, but none the less a fact of life. Ocean mining exhibits many of these same traits. We should all brace ourselves for some rude shifts in our rapidly moving society. Major shifts in economics, politics, and social orders are the rule of the day. Communism is in retreat, our own economic structures chaotic. So in this moment of cataclysmic change, a shift in the international market place of mineral resources should not be a great surprise.

The world?s data available on near sea-bottom gas-hydrate accumulation and deep-water fluid-discharge areas are presented in this paper. Gas-hydrate accumulation associated with fluid discharge (mud volcanoes, gas seeps, gas-saturated water seeps) is characterized by the following. First, the largest hydrate accumulations in sediments are located at shallow subbottom depths and have well-defined limits, especially in the upper subbottom part. Second, gas-hydrate formation in fluid-discharge areas is a present-day process, with the global occurrence of deep-water fluid-discharge areas numbering up to about ten thousand, and with all the seep areas being favorable for the formation of near-sea-bottom gas-hydrate accumulation. Third and principal, gas resources in the hydrates can be considered as renewable. Estimates of possible gas volume in single accumulations of hydrates and the global budget, as well as possible methods of gas utilization from such gas-hydrate accumulations are discussed in the paper.

In the last two years, C-CORE has developed a new seabed sampler directed specifically at obtaining samples from hard or compacted bottoms such as are typical of marine placer deposits. Samples are required for appraisal of concentrations of saleable commodities, and for determination of levels of biological indicators in the deposits. Recently C-CORE and the University of Victoria have been comparing the performance of the Scott/C-CORE sampler with that of the Van Veen sampler often used for biological sampling. Initial trials of the Scott/C-CORE sampler in 1992 at the WestGold mining site, Nome, Alaska, were described by Jewitt et al. at the 1993 UMI. Since that time the sampler has been modified to prevent overfilling, and to limit turbulent flow of water across the top of the sampler buckets when the sampler is recovered with partly-open buckets. The modifications included shoes to prevent sampler overfill, and flexible rubber shielding over top and sides of the sampler to prevent water circulation. Samples have been taken with both samplers in two field areas, one at Pine Cove, Baie Verte, Newfoundland, and the other near Long Pond in Conception Bay on the Avalon Peninsula, Newfoundland. In each area multiple samples were taken with both sampler types, and the samples processed immediately to establish the types and quantities of marine organisms that were present. Species identification is expected to be complete by late August.

Technological development in the last two decades has provided access to the deep seabed and opened a new frontier for exploration. Interest in Canada has focused mainly on study of metallic mineral occurrences and the development of a scientific data base and technology for identification and appraisal of potential mineral resources. Canadian industry and government have played an active part in the assessment of manganese nodule resource potential and the possible impact that development of these resources might have in the world mineral markets.

Issues of deep-seabed mining are discussed since four decades and extensive efforts have been invested in oceanographic studies related to environmentally sound harvesting of polymetallic nodules. Because mining on the deep seafloor seems to range from large-scale, two-dimensional dredging or scooping up of the ore from the uppermost surface sediment layer to more localized drilling or deeper digging into a three-dimensional ore body, it appears to be justified to reconsider some concepts for environmental impact evaluation. Based on the experience gained during preceding years in environmental studies related to polymetallic nodule mining, some interrelated hypotheses and proposals will be presented. It is suggested that these proposals be considered in future plans for environmental impact evaluation and that observations on community re-establishment be conducted before massive sulphide mining or other ore extractions enter the commercial mining phase.

The elucidation of the theory of plate tectonics has provided a conceptual framework for understanding the formation and distribution of different types of ore deposits. For example, we now recognize that certain kinds of mineral deposits are generally associated with a particular type of plate boundary (i.e., massive sulfides often occur along divergent plate boundaries, whereas porphyry copper deposits are typically found along convergent boundaries). During certain geologic time periods, plate reorganization events have changed the relative proportion of different types of plate boundaries. Corresponding changes have been observed in the abundance and distribution of ores deposited during these times. The present study examines the temporal aspects of this relationship; i.e., do plate reorganization events play an active or passive role in ore formation? In other words, do plate reorganizations simply provide a more favorable tectonic setting in which ore formation can occur over significant time periods, or are they directly linked to the mineralization process? We have examined this question by comparing regional tectonic histories with the ages of known massive sulfide and porphyry copper deposits. Because these deposits, in particular massive sulfides, form as a result of hydrothermal activity, we have also compared regional tectonic histories with proxy indicators of this process in the marine sedimentary record. These indicators include increased mass accumulation rates of Ca, Fe, Mn, and opal, characteristic changes in the Sr/Ca and Mg/Ca ratios of biogenous carbonates, and shoaling of the carbonate compenstion

The rapid advancement of green technologies in recent years is closely tied to an ever- increasing demand for raw materials. Innovative forms of zero-emission transportation and sustainable power generation will require a variety of traditional metals such as Ni and Co, but also many non-traditional metals (e.g., REY). Many of these elements are known to be highly enriched in deep-sea ferromanganese (Fe-Mn) nodules and crusts. However, unlocking these metals from their deposits through metal processing is – aside from deposit exploration and production – expected to be a critical component that will affect the overall economics of the marine mining value chain. Hence, research and development of tailored metal processing solutions which can target specific metals of interest in Fe-Mn nodules and crusts, is required. Dynamic mineral recrystallization (DMR) of Fe-Mn oxide phases is a geochemical process that may have notable potential for hydrometallurgical applications. We have recently demonstrated that Ni can effectively be cycled between deep-sea Fe-Mn nodules and crusts and solutions through dynamic mineral recrystallization. DMR occurs in nature as abiotic background process during biogeochemical Mn cycling when dissolved Mn(II) is in direct contact with Mn oxides. Trace metals which are incorporated in the Mn host phases, are cycled between solid phase and solution via coupled dissolution (trace metal release) – reprecipitation (trace metal incorporation) mechanisms.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. The traditional approach to mineral resource development is to identify the resource and then to undertake an environmental impact assessment of the effects of developing the resource. However, the traditional approach tends to ignore or underestimate cumulative, indirect and synergistic effects (Therivel et al., 1992). Moreover, traditional environmental impact assessment puts the project proponent in a position where the environmental impact assessment is used to defend on environmental grounds, a decision which has already been taken on technical and economic grounds. An alternative approach is to undertake an area-wide or strategic environmental assessment, (United States Department of Housing and Urban Development, 1981; Kelly et al., 1987). Strategic environmental assessment consists of the compilation and analysis of environmental data and information on an area. The data and information includes physical and chemical oceanographic data, biological surveys, social and economic parameters such as recreation and resource use, and ecosystem stressors such as dumping areas and sewage outfalls. Strategic environmental assessment is being increasingly used in the U.S. to provide scientific information to evaluate national or regional objectives for development and conservation of coastal and oceanic resources (National Oceanic and Atmospheric Administration, 1991). The strategic environmental assessment process lends itself very well to an evaluation of offshore sand and gravel re- sources in Atlantic Canada, because although the potential resource is widespread, the environmental constraints on development are potentially serious, but highly variable. The approach has the merits of identifying areas which are least susceptible to environmental damage, and of concentrating the exploration efforts on that part of the resource which is most viable from the perspective of integrated resource management and marine conservation.

INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

One of the primary responsibilities of the International Seabed Authority?s Secretariat (the Secretariat) is to assess the quantities of metals present in seabed polymetallic nodules in the International Seabed Area under the Authority?s jurisdiction. To carry out this responsibility, the Secretariat periodically undertakes an assessment of the reserved areas in the Clarion-Clipperton region of the northeastern Pacific (CCZ) using the data submitted by the registered Contractors and maintained in the Authority?s POLYDAT database. The results of its most recent assessment demonstrated that the information submitted by the Contractors, though satisfactory for some purposes, does not permit the in situ quantities of metals in these areas to be estimated with a degree of confidence that is comparable to many land-based mineral resource estimates. Our strategy is to divide the work into two distinct but closely related efforts; one to draft a Prospector?s Guide that provides a narrative description of the key geological and oceanographic data that may be related to deposit abundance and metal content, and another that we call the Geological Model, that summarizes and documents the quantitative resource assessments accomplished in the project.

The UNEP Shelf Programme (USP) is the access point for a collaboration of international organizations with expertise in marine geoscience and maritime law. It was established in response to a United Nations resolution, stating that the United Nations Environment Programme (UNEP), working through the Global Resource Information Database (GRID) system, should work in conjunction with Intergovernmental Oceanographic Commission of UNESCO (IOC) and the International Hydrographic Organization, to assist coastal States, and in particular developing States and small island developing States (SIDS) with submissions to establish the outer limits of their continental shelf under Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS).

Many attempts have been made to design and build an AUV that is small, meets the sensing objectives and is cost effective. Many inventors have already designed smaller vehicles but the problem observed is an increased vehicle instability resulting in instrument instability where data gathered is not trustworthy. Additional problems include instrument weight to vehicle weight ratios and the lack of space for power storage and electrical components. The UFOceanic seeks to remedy these concerns by employing a completely different design and propulsion system. Still in the design stage ? now with a mock-up unit for testing, the results are encouraging. We have chosen a very low voltage embedded systems design using multiple PIC processors and fuzzy logic programming. We are designing the craft to rotate for stability and to provide friction reduction to minimize the need for instrument stability compensation and propulsion power. Additionally, we are looking and experimenting with a number of power plant drive systems including flywheels, GNP (plasma), fuel cells and more conventional systems. We of course plan for the UFOceanic to run for months at a time supported by a self-charging system.

Hyperspectral remote sensing has been used extensively on land to identify minerals for the mining industries. An underwater hyperspectral imager (UHI) has been developed at the Norwegian University of Science and Technology. It captures optical fingerprints within the spectral range of 400-700 nanometers, with 1 nm resolution. The UHI has been tested on nodules and SMS deposits in the laboratory and on the sea floor to establish if this technology can be used to identify marine mineral deposits, to determine type of deposit and distribution.

The discovery of chemosynthetic-based ecosystems at hydrothermal vents in the deep ocean was arguably one of the most important findings in biological science in the latter half of the 20th century. More than 100 vent fields have been documented along the 60,000 km global mid-ocean ridge system. Over 500 new animal species, over 80% of which are endemic to the vents, have been described from this environment. Unusual, highly evolved symbioses between invertebrates and chemolithautotrophic bacteria are common at vents, producing concentrations of biomass that rival the most productive ecosystems on Earth. Hydrothermal vents ecosystems, because of their very limited area and the presence of endemic species, are highly vulnerable to human disturbance. Mining for polymetallic sulphide deposits poses the greatest future physical threat to hydrothermal vents and their biological communities. However, there is more immediate concern about the impact of concentrated scientific research activities. Some sites have been revisited by several research expeditions per year for more than a decade. As vent sites become the focus of intensive, long-term research, oversight organizations are discussing mitigative measures to avoid significant loss of habitat or oversampling of populations. Canada recently became the first national jurisdiction to set aside a hydrothermal vent site as a Marine Protected Area.

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. Recent focus by terrestrial mineral explorers (and investors) on cobalt has increasingly highlighted the future critical need for this metal, with new-age batteries being the primary utilisation. We present an overview of the world’s current terrestrial cobalt resources and put this in perspective of currently known seabed resources, particularly polymetallic nodule and crust deposits. We focus on comparison of the key exploration, development and exploitation risks for such deposits, and provide a framework for financial evaluation and appraisal.
