Seafloor polymetallic sulphides are distributed in the EEZ of Japan, including substantial deposits in the Okinawa Trough and Izu-Bonin back-arc basin. In this new frontier, the successful development of these resources in Japan is expected to bring about a new domestic supply of mineral resources. The initial stages of this development are authorized by the Basic Plan on Ocean Policy, approved by the Japanese Cabinet on April 26, 2013, and the Plan for the Development of Marine Energy and Mineral Resources, formulated by the Ministry of Economy, Trade and Industry (METI) on December 24, 2013. In 2008, the Japan Oil, Gas and Metals National Corporation (JOGMEC), commissioned by METI, began a survey and technological development programme for the development of the seafloor polymetallc sulphides (PMS) based on these Plans. The examination of four different fields: the evaluation of the amount of the resource, environmental assessment, mining technology, and processing & smelting technology, are concurrently promoted, aiming for commercialization as soon as possible. Based on the results of research for properties of geomorphology and marine environments of the target test sites in the Okinawa trough, which have been ongoing for several years, the preparation of the pilot lifting test included an in-situ excavation and crushing test conducted using test excavating and crushing systems.

NAUTILUS MINERALS is a leader in the commercial exploration for and evaluation of seafloor massive sulfide (?SMS?) deposits. Nautilus has exploration licences covering 15,000 sq km of seafloor in Papua New Guinea and is evaluating other areas in the Western Pacific. The Nautilus Western Pacific Gold-Copper project is an interesting case study of the interaction of the disciplines of Science, Engineering and Environmental Science to solve and attend to the challenges of a project without precedence. The Science books of geology and marine biology with respect to seafloor massive sulfides are still being written or at best are thin volumes with recognition still we know very little at this time. Science?s early discoveries and study of these mineral processes on the seafloor provided invaluable data from which to develop an exploration strategy and the genesis of Nautilus itself. The Engineering required for development of such deposits is a combination of yet to be tested ?theory and engineering principles? and adaptation of best practice from other fields such as oil/gas and telecommunication cable laying. The Environmental guidelines for exploring these deposits, let alone mining them, is at the moment still being debated by a panel of experts chosen by the International Seabed Authority.

Mineral zonation studies were conducted on hydrothermal vents of two hot spot volcanoes. One study site is located within the Axial Caldera of the axial hot spot volcano of the Juan de Fuca Ridge. The young high-temperature hydrothermal vent field consisting of two polymetallic sulfide chimneys, five meters high, located at 130°01.5'W, 45°56.5'N, along a fault complex at the base of the southwestern wall of Axial Caldera was sampled during four ALVIN dives in 1983. Temperatures of up to 270°C were measured within the orifice of one of the chimneys, which was then broken off and recovered with the submersible. Both black and white "smoke" was observed to be emanating from the one chimney sampled. The high-temperature chimney extends directly from a field of broken lobate lavas which are located at a water depth of 1,550 meters, about 200 meters east of the caldera wall. The chimney makes one of the shallowest active high-temperature vents studied to date. The vent is surrounded by clumps of vestimentiferan worms and is located within an elongate field of red-colored iron smectite blankets and chimneys. The low-temperature field forms a ribbon 150 meters wide, extending for about 1,300 meters at the base of the wall. The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. In the quest of studying the assigned blocks of seafloor for deep water mining, each member country of the ISA is thirsty for accurate information as to the level of resources available. Manganese nodules represent a large portion of the resources and are as precious as they are hard to locate and harvest. Resolving such challenges is what drives the technology development and yields instruments and products capable of serving this field of research. This presentation will study how manufactures of oceanographic instruments have pushed the technology envelop to in order to transform a collection of sensors and instruments into a seamless and adapted assembly working to serve the researcher and prospector in the challenging field they operate. Deep water data collection is characterized by the following challenges: ? Deployment, recovery and handling of the vehicle ? Producing high resolution at great distances ? Positioning that data with accuracy to relocate Teledyne Marine will present the work performed in its engineering laboratories to produce sub systems and systems now capable of delivering key information necessary to the proper cataloguing and exploitation of deep water mineral mining. Understanding and controlling the alternative resources available to each country will allow better management of current traditional land based minerals.

Mode of occurrence and compositional variations of iron-manganese deposits from seamounts around the NW Pacific submarine island-arc area are described on the basis of on-site description during the Moana Wave Cruise MW9507 and other Japanese cruises, as well as geochemical and mineralogical analyses and dating on collected samples. Hydrogenetic and hydrothermal iron-manganese crusts occur at more than 80 sites out of 150 dredge hauls within a small area of 200x 200 km in the back arc region. The hydrogenetic crusts may have grown continuously at slow rates, but 2-3 times faster than those from the Central Pacific, associated with depletion of Co, Cu, and Ni contents. The site-maximum thickness of the hydrogenetic deposits trends to increase with the increase of distance from the active volcanic chain or the age of substrate volcanic rocks. Also the observed great local variations in thickness within single sites and on small scales may be resulted from post-depositional geological activity at the seamounts such as calcareous sedimentation, collapse of volcanic body and mass wasting,. On the other hand, the rapid hydrothermal manganese mineralization has occurred in place and time during arc volcanism and rifting and is still in progress at modern active areas. The ninety ICP/ES chemical plus XRD analysis show that these deposits are of distinct composition by origin or topographic provinces, but small-scale variation of the deposits of each origin and micro-scale depth variation are not clear.

Fine-scale geochemical, mineralogical, and structural variations in ferromanganese crusts are believed to be the long-range records of paleoceanographic conditions and geological events on the small to global scales in the world oceans, which is useful in reconstructing marine environment. The chemical profiles of thick hydrogenetic ferromanganese crusts and nodules were determined by ICP/ES at 2-3 mm intervals at several locations over the Japanese Islands, Magellan Seamounts, Marshall Islands, and South Pacific Basins, together with Be-10 dating. We found general trend of Co enrichment (or high ratio of Co/Mn) in the upper layers of crusts, or outer layers of nodules, which formed in younger period probably after the late Miocene. This general trend of higher Co concentration in the surface may be true over the western to the Pacific, but local variations in growth patterns and shorter-range fluctuations in chemistry and structure were found as well. The growth rate is sometimes three times faster at the shallower depth even in a single seamount. The in-depth fluctuation of Co is well correlated with the ratios Mn/Fe ratio and Ce/La, suggesting changes in redox conditions during the growth of hydrogenetic ferromanganese crusts.

China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

For a period of twenty years - from 1985 to 2005 - the Japan Oil, Gas and Metals National Corporation (JOGMEC) and Pacific Islands Applied Geoscience Commission (SOPAC) have jointly conducted surveys of deep-sea mineral resources in the EEZs of SOPAC’s twelve member countries. The overall Programme has obtained excellent results and has identified numerous sites with potential marine mineral resources of manganese nodules, cobalt-rich manganese crusts, and polymetalic massive sulphides. The survey cruises have identified numerous sites with potential marine mineral resources such as: manganese nodules in the Cook Islands; cobaltrich manganese crusts in the Marshall Islands, FSM, and Kiribati; and polymetalic massive sulphides in Fiji. Based on collected samples and acoustic data, inferred resources for manganese nodule, cobalt-rich manganese crusts, and polymetalic massive sulphides, have all been estimated to be about- 200 million tons in the central Cook waters- 200 million tons in the three seamount selected Marshall waters- and 500 thousands tons around the triple junction of the North Fiji Basin.

The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. Prospectivity modeling of seafloor massive sulphide (SMS) deposits has been completed over the Kermadec Arc-Colville Ridge area using the GIS based weights of evidence and fuzzy logic modeling techniques. SMS deposits are the current equivalent of ancient onshore volcanogenic massive sulphide (VMS) ore deposits. These high-grade deposits are formed on the seafloor and commonly consist of a black smoker and metal rich sediment mound complex resulting from the discharge of hydrothermal fluids (up to 400°C) from fractures on the seafloor. Metal sulphides are continuously precipitated in response to mixing of high-temperature hydrothermal fluids with ambient seawater. Accumulation of metal sulphides has led to SMS deposits being potentially major sources of copper, zinc, lead and other metals such as gold, silver, which to date remain untapped. Modeling of SMS deposits was undertaken to illustrate the power of GIS modeling for seafloor resource evaluation and how it can be used to quickly identify and rank in terms of the most likely prospective areas of the seafloor where new SMS deposits might exist. The mineral deposit modeling was constrained by the mineral systems concept which defines those parts of a mineralisation system that are critical to the ore-forming process. The deposits are typically formed in extensional tectonic settings, including both submerged tectonic margins and sea-floor spreading. Volcanic vent systems and underlying dykes, stocks and sills are the sources of heat that are responsible for converting sea water drawn down through fractures in the oceanic crust into an ore-forming hydrothermal fluid. This fluid is then capable of leaching metals and elements from surrounding footwall rocks, which are then transported upwards via the convection of hydrothermal fluids. The ore materials are then precipitated within the black smoker field as massive sulphides due to the mixing of high-temperature (250-400°C), metal-rich hydrothermal fluids with cold (about 2°C) oxygen bearing seawater.

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

The seabed deposits type and distribution are very complex at the hydrothermal field. In this paper, we provided an approach to study the seabed deposits classification at the Precious Stone Mountain hydrothermal field (PSMHF) using MultiBeam sonar data . The PSMHF was found in the Galapogas microplate at the Leg 3 of the Chinese COMRA 21st Cruise. Using this approach, the seabed deposits at the PSMHF are mainly classified into three types, which are rock, breccia and sediment, respectively. We can find the distribution of the three types of seabed deposits according to the sonar backscatter data. The rocks are mostly distributed around the hydrothermal vent. The breccia are located at the foot of the vent. Most sediments are distributed at the southwest to the vent due to bottom current. Combining with seabed video, TV-Grab sample and the backscatter data, we draw the map of the seabed deposits distribution at the PSMHF.

Iron and manganese are very mobile metallic elements in the surface aqueous environment, particularly in the oceans. The elements are easily precipitated as oxides or dissolved back into water, controlled mainly by redox conditions, and the oxide precipitates often selectively accumulate other metallic elements. We have found clear evidence of fine-scale variations in chemistry, mineralogy, isotope composition and microstructures within various iron-manganese nodules and crusts, such as in the deep-sea basins and seamounts of the Pacific Ocean, and in shallow waters in the Baltic Sea. The patterns of variation with depth (that is time-lapse profiles of the deposits) are often correlated among samples and sometimes between remote localities. These fine-scale variations most probably reflect past depositional conditions and possibly image the environmental change, although they remain to be correlated to any physicochemical, geological, or oceanographic parameters. The hydrogenetic ferromanganese crusts have grown widely in the northwestern Pacific, accelerated by intensive circulation of oxygenated bottom waters during the last several millions of years, or earlier. The fine-scale (in millimeter) in-depth compositional and textural patterns with Be-10 growth-rate curves suggest significant changes in growth rate and also occasionally show a common microstratigraphic pattern among samples. Some of the samples indicate a correlation in growth pattern between remote locations, while others suggest short-range difference of oceanographic conditions with water depths.

Following the recent award of a prospecting license by the New Zealand Government, Widespread Energy Ltd. (Widespread) is focused on the acceleration of its exploration program in order to bring a potential phosphorite deposit to market in the near future. Rock phosphate is the primary constituent of most fertilizers that are manufactured and distributed in New Zealand. Field trials in the 1980s demonstrated that direct application of rock phosphate can result in a more effective fertilizer (than super-phosphate) with less environmental damage from run-off. At present virtually all of the rock phosphate used by the New Zealand fertilizer industry (approximately 1 million tonnes a year) is imported from Morocco. In recent years price increases of up to 12 fold (peak of $500/t) with massive increases in freight costs have bought to the forefront the economic opportunity to in part replace foreign imports with a local source of phosphate. The Chatham Rise phosphate deposits are relatively well understood, having being discovered during the 1950?s and it is estimated that approximately 100 years supply (at current requirements) is present at shallow depths. An estimated 100 million tonnes of rock phosphate is present within the license area based on previous private and publicly funded research. Widespread has engaged several parties to assist in the exploration planning to confirm the resource potential. Widespread has commenced investigating the feasibility of recovering the phosphorite nodules off the sea floor, and presently has several conceptual technical solutions under consideration and will advance the discussions with potential contractors during the exploration phases. Widespread is acutely aware of its responsibilities to conduct both the exploration program and extraction of the rock phosphate, in a manner that causes minimal disruption to the marine environment. To this end, the National Institute of Water and Atmosphere (NIWA) ? a New Zealand Crown Research Institute has been engaged to assist in designing sampling and extraction methods that will minimize disruption to the seabed. All sampling and extraction activities are planned to be conducted with reference to the environmental guidelines published by the International Marine Minerals Society ?Code for Environmental Management of Marine Mining.? Widespread is conducting its project with a background of changing regimes to both the allocation and environmental management of its activities.

In Expeditions 22 and 26 of China Ocean Survey (COS), Chinese and Russian scientists have Carried out a lot of work to search for hydrothermal sulfide in Southern Mid-Atlantic ridge (SMAR) 19°S, but come back empty-handed at last. The sulfide formation is closely related with the water-rock reactions which are controlled by the heat source. Melt inclusions are considered to have a unique compositions in melt to reflect the deep magma processes. Fortunately, we have found a large number of plagioclase hosted melt inclusions in SMAR19°S MORB. We have done experiments by re-homogenization and re-crystallization of these melt inclusions. During the re-homogenization experiments, the forming and melting processes of the olivine crystal inside the melt inclusions indicate that the homogeneous temperature of melt inclusions is 1190-1200??. During the recrystallization experiments, the different mineral phase assemblages show H2O inside the melt inclusions has hardly ever been loss, in addition Cr element and H2O molecule in SMAR19°S magma are heterogeneity at the time of melt inclusions trapping, and then the re-crystallization experiments provide a method to prove the microheterogeneity of basaltic magma system. Combining with the bulk rock data, this study shows that the melt inclusions are formed at a low-temperature and high-pressure condition. Eventually, this paper speculates that a low temperature heat source generated by a lower mantle potential temperature or/and a thick lithosphere indicated by the melt inclusions that not experienced the H2O loss process are beneath the SMAR19°S. The low temperature heat source transmits its heat to lithosphere through the cooling thermal boundary layer (CTBL), and the thick lithosphere can sufficiently absorb and consume the heat. Under the interaction between the heat source and lithosphere, the residue heat at the infiltration depth of sea water might have been no ability to satisfy the water-rock reactions temperature, therefore, the water-rock reaction should hardly ever appear, so the theoretical reaction zone would not exist beneath the SMAR19°S. Eventually, the interaction between thick lithosphere and the low-temperature heat source should be the dominant factor that makes SMAR19°S area have no condition to form the seafloor sulfide. However, this paper is based on melt inclusions only, in fact, melt inclusions are potential to have melt compositions produced by mineral dissolution, reaction and assimilation, and the volumes of melt inclusions are exceedingly small compared to the overall size of the magmatic systems, therefore, the extrapolation across many orders of magnitude is implicit when applying petrologic information obtained from inclusions to entire magmatic systems. Therefore, there should have other more research to verify the reliability of this conclusion.

This paper describes operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable activities where such are existing. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources is coming closer. At the moment regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

Williamson and Associates, Inc of Seattle, Washington has recently built a remotely operated seafloor coring system for Nichiyu Giken Kogyo Ltd and the Metal Mining Agency of Japan (MMAJ). The system is designed to core to depths of 20 meters in 6,000 meters of water and will be operated from MMAJ's research vessel Hakurei-Maru No. 2 The corer uses rotary rod coring methods and will recover a core diameter of 44 mm. To facilitate coring through soft or unstable formations, the corer has the ability to set casing. The corer is fitted with thrusters for positioning during landing and telescoping legs for leveling. The system is operated through a 12 km electro-optical cable. Data displayed to the operator provides the operator with real-time feed back and control over the coring process. The operator has independent proportional control over bit weight, advance rate, rotary speed, and flushing water flow. The process of making up, breaking down and storing the drill string is automated and is controlled by a logic driven software routine. The system is currently undergoing trials in Japan. This presentation will discuss the drill's capabilities and should be of interest to those in need of a tool for assessing the thickness of marine mineral deposits.

The survey of the cobalt-rich crust of the Republic of the Marshall Islands was carried out in 1996 and 1998, as the cooperative study project between Japan and SOPAC member countries, and at the thirteen seamounts, seafloor topographic maps and acoustic reflection intensity distribution images by MBES were obtained, and the collection of samples by dredging was conducted. On the basis of the previous results, three seamounts, MS01, MS11 and MS12 were selected for the 2002 year survey, and drilling by BMS (deep sea boring system) was conducted there, to understand the occurrence of cobalt-rich crust. At the same time, environmental survey was carried out to make clear the environmental characteristics of the area. The summary of the survey will be reported.

"INTRODUCTIONIt is widely thought that seafloor massive sulphide (SMS) deposits, the modern analogue of volcanogenic massive sulphide (VMS) deposits, present a potential global resource for base (Cu, Zn) and precious metals (Au, Ag). In addition, SMS deposits can be enriched in ‘critical metals’ including Se, Te, Tl [1], which are essential for use in the construction of modern and green technologies. Globally over 340 high temperature hydrothermal sites have been identified at a range of ocean spreading centres [2], significant massive sulphide deposit formation has been recorded at 165 of these sites [3].To date only 13 deep sea sulphide deposits have undergone intrusive investigation (drilling or coring) and of these, only 6 sites have published tonnage estimates [2]. Almost all research and drilling of SMS deposits has been focused on active systems, the investigation of the morphology, subsurface structure and mineralogy of hydrothermally extinct seafloor massive sulphide (eSMS) deposits is almost non-existent.As such, little is known about the mechanisms that operate post-SMS formation and which have an impact on the preservation and hence resource value of SMS. Identifying these generic processes and mechanisms, and the extent to which they impact the resource grade, is critical in evaluating the global potential of SMS."
