Some better perspectives applying to the exploitation and dressing of polymetallic ores in the Banskfa. gtiavnica-Hod- rusea Ore District are supposed to be achieved after a suc- cessful investigation and proving there the existence of deep-seated mineralization as well as due to increasing de- mand for non-ferrous metals and consequently to higher mar- ket prices of those recently noticed. With respect to the present situation in mining and to the further technical development as well, a several times higher exploitation may be in this region expected, especially in the deeper .eated parts of the deposit. When solving the tasks of a complex economic exploitation over the whole region, consi- derable attention is paid to regional relations and impact studies (due to expected exploitation and ore dressing but also to very difficult problems of dewatering (drainage pro- blems-). It will be first of all necessary to find there an equilibrium between the consequences resulting from the re- naissance of mining industry and environmental requests un- dispensable for the city of Banska 9tiavnica and the other neighbouring towns in the vicinity of mining plants.

The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.

The Emperor Gold mine at Vatukoula, Fiji, is a nine million ounce gold telluride deposit. In January 1992, the mine was on the verge of closure when the current management team took charge. Losses had been incurred for two consecutive years and the published resource amounted to less than five years of production. Relationships with the workforce, the government and the general public were poor. Today, the mine has recorded three consecutive years of profit, has resources that will support the operation for at least 20 years and has excellent relationships with employees, government and the general public.

The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. The Prospect to Pipehead Tunnel is a component of the Sydney Water Board's multi-million dollar Drinking Water Quality Program to improve the quality of Sydney's potable water supply to meet revised national health guidelines. The Sunrise deposit is one of AustraliaÆs largest and most profitable gold deposits. It has consistently and spectacularly outperformed every resource model created. Currently over the life of the Sunrise pit there has been a 50 per cent under estimation of ounces mined. Without a solid basis for predicting the tonnes and grade or the spatial location of mineralisation, mine planning becomes problematic. Recently, through a better understanding of the mineralising processes the reconciliation of the resource model has improved to be in the order of ten per cent under on ounces mined. This paper will describe how the mine geologists at Placer Granny Smith have implemented the changes required to improve the resource model. Work began with the development of a three-dimensional lithological and structural model based on historical drilling and pit mapping. Continual updating of the geological model with grade control logging, assays and in pit face mapping, now allows for the on-going improvement of the resource model and the planning of mine development drilling.

The provision of electrical power is an important consideration in project develop- ment. The first step to be taken in this area is to assess the power requirements of the project. The alternatives of taking a supply from a power authority or providing local generation can then be considered. This requires additional definition of the prob- able characteristics of the supply. The availability of authority power in Australia is limited by the extent of the state power grids. Recent developments now allow these grids to be extended and their load capacity increased to meet major load increases at less cost than was possible pre- viously. The options for local generation include diesel, gas turbine, steam, hydro, solar and wind, each having its particular performance characteristics and costs. The choice of fuel for diesel, gas turbine, and steam plant likewise involves consideration of a range of factors. The arrangements adopted for a number of development projects illustrate some of the aspects which influence the decisions on power supply.

The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

"An effective geotechnical design provides an accurate and appropriate assessment, balanced with a mining company’s risk profile. Justifying the cost of slope assessment requires an understanding of the input sensitivities, and resultant risk, to achieve a slope of a required functionality. As a project progresses from Scoping to Feasibility, the geotechnical risk becomes better resolved through increased expenditure on drilling, testing, analysis and modelling as long as the input data is appropriately spatially distributed. Providing accurate and appropriate geotechnical assessments in the early stages provides confidence in all following stages, especially where initial analysis indicates difficult geotechnical conditions. It is also in the early stages of project definition that there is most opportunity to maximise the value of the deposit through investigations into optimal mining methods.This paper examines the advantages of geotechnical engineering input through a project study period. Early geotechnical involvement allows the Scoping and Pre-Feasibility Studies to be more effective. Operational risks can then be better understood and dealt within the Feasibility Study phase, also ensuring that the correct risks and management controls are put in place.With commodity price pressure and cost of resource recovery in a downturned industry, reducing the risk to cash flow, resource recovery and safety should be a primary goal for all mining companies. This paper describes a new computer program which can significantly increase the Net Present Value of either an open cut or underground mine by optimising the cut-offs used during the operating life of the mine. It was developed over a period of about three years by Whittle Programming Pty Ltd of Melbourne, Australia. Several authors have contributed to the theory behind this work, but the ideas were further developed, consolidated, and clearly explained by Lane (1988). It was this book that triggered the development of the new program. The paper starts with an explanation of the theory behind this type of optimisation, and then goes on to describe the computer methods used to optimise the different parts of the problem.

The bulk and surface chemistry of metal ion hydrolysis and precipitation and the redox chemistry of metal ions, sulphur, and other species is central to an under- standing of flotation. The paper contains a review of general hydrolysis-redox chemistry appropriate to the flotation process, and a model of natural and collector-induced flotation of sulphides is constructed. The practical application of the model to real flotation systems is then explored with a view to better under- standing of the chemistry of selectivity and grade control.

Acid generating sulfidic tailings covering a surface area of approximately ten hectares have been deposited in the historic mining area of Lavrion in Greece. For the development of a remediation strategy, the performance of three alternative acid generation control techniques was assessed under actual field conditions. The techniques involved the application of dry covers, including a synthetic HDPE liner and a compacted clay layer with capillary barriers. Furthermore, the potential formation of a low permeability hardpan layer at the sulfidic tailings surface by limestone addition was investigated. The field tests covered an area of 2500 m2, which was divided in equal quadrants, corresponding to the control plot and the three alternative remedial options. To monitor the amount and quality of percolated water, lysimeters were installed beneath the four plot areas. Based on the monitoring results over a period of six years, due to the dry climate encountered in the Lavrion area, a low amount of water percolates through the pyrites if no action is taken (control area), corresponding to 20 - 25 mm per year. This water is highly acidic, pH = 1.2, and contains a heavy load of contaminants, eg Fe 40 g/L, Zn 15 g/L, and As 1.5 g/L. The HDPE cover eliminated the percolation of water into the material for a period of five years, whereas thereafter the volume of leachates increased to values similar to those recorded in the control plot. The water collected in the lysimeter of the clay cover has been minimal corresponding to approximately five per cent of the drainage volume produced in the control area. In the fourth plot, which involved limestone addition to sulfidic tailings, the volume of drainage initially collected was almost double compared to the control area. After three years of monitoring, significant reduction in the amount of percolated water was observed, attributed to the formation of a cemented layer (hardpan), at a depth of 40-80 cm from the testpad surface.

The same set of personal computer tools that are used for resource estimation, once the province of expensive workstations, can also be used by geologists, mining engineers, surveyors and environmentalists, in managing the whole mining process, including production, grade control, monthly reconciliation and stockpile management through to tailings the management, mine rehabilitation and the due diligence process of mine closure.

The 1989 feasibility study of the chessy, france, copper, zinc, pyrite and barite orebody was based upon a classical flowsheet. The flowsheet included, three stages of crushing, conventional rod and ball mill grinding in series, and sequential flotation of four products utilising conventional mechanical flotation cells. To improve the profitability of the project the partners commenced a search for ways to reduce the projected capital and operating costs of the proposed development. This paper presents the improvements in the projected capital and operating costs as a result of design and concept changes. The major changes included: ò the simplification of the crushing section with the adoption of semi autogenous grinding (SAG) milling of primary crushed ore. ò the deferral of pyrite and barite flotation circuits until market conditions were positive. ò the simplification of the flotation circuit by the use of column flotation cells for combined rougher/cleaner duty. ò the purchase of second hand equipment. The result of these changes was to reduce the capital cost estimate of the plant from US$ 21 million to US$ 11 million and operating cost estimates from US$ 18.90 to US$ 13.60 per tonne of ore for a decrease of approximately ten per cent in potential revenues.

Ore deposit modelling is becoming an increasingly accepted tool in mineral exploration. Successful models have already been proposed for several ore deposits of base metals and gold, but tin has so far received comparatively little attention, perhaps because of an excessive preoccupatioi with alluvial operations. This situation is rapidly changing and some of the world's most profitable and newly commissioned tin mines are large, primary tin deposits. Some basic principles of ore deposit modelling are briefly reviewed and the fallacy of an excessive reliance on grade tonnage diagrams based on the tin industry worldwide is discussed. The four proposed models and submodels of large, hard-rock, tin deposits focus on basic concepts such as the spatial relationship with "tin granites", depth of emplacement and the level of erosion. General concepts are drawn. The modelling of large primary tin deposits is reviewed not only in its geological and exploration aspects but also in its mining and economic implications.
