Mr. President, Ladies and Gentlemen, it gives me great pleasure to welcome you, on behalf of the Council and Administration, to this University and extend to you our very best wishes for a most successful and stimulating symposium. We as a College of the University of N.S.W. were always proud of the excellent support we received from your Institute members and the close association that existed between our organisations. Now we have matured into the University of Wollongong and have to stand on our own feet, we will need all the support we can get from such bodies as yours to ensure that we are not only producing graduates but are also playing a vital role in the community. Although there is no planning for a school of Mining Engineering in the near future, we do look forward to this being a viable proposition eventually and we will then be able to offer to your Institute wider facilities for your activities and ones which will embrace both the Mining and Metallurgy phases. Enhance Fine Particle Flotation by Hydrodynamic Cavitation Difficulties in fine particle flotation are well documented. Microbubble flotation has been found to greatly improve the recovery of fine particles and in situ gas nucleation by hydrodynamic cavitation incorporated in the design of modern flotation machines has shown great performance in fine particle flotation and potentially in coarse particle flotation. In this presentation, we will provide an overview on gas nucleation by hydrodynamic cavitation and its role in fine particle flotation with focus on the progress made in our research laboratory. Hydrodynamic cavitation was achieved and the critical role of dissolved gases in the liquid was elucidated by visualisation in a high intensity agitation cell. The in situ gas nucleation on fine particles by hydrodynamic cavitation was identified by zeta potential distribution measurement in model systems. Gas nucleation by hydrodynamic cativation was found to effectively aggregate hydrophobised fine particles thereby leading to enhanced flotation kinetics. This is an abstract only. The current quantity of rejects from coal beneficiation in Australia represents 20 to 25% of raw black coal production. Approximately 80% of the rejects are derived from coarse processing for particles in the 200mm to 0.5mm size range. The safe and enviornmentally acceptable storage of coarse coal rejects is of interest to coal mining companies. Additional public benefit would be derived from the utilisation of a waste product as a source of fill material for civil and mining engineering applications. BHP Engineering has taken a leading role in the design for storage and utilisation of coarse rejects from two mines associated with the Broken Hill Proprietary Conipany Ltd. The tailings dam at Stockton Borehole Colliery (N.S.W.) is to be raised and a study by BHP Engineering has shown that coarse rejects are suitable for the formation of the supporting embankment surrounding a compacted clay core. Transportation and storage of coarse rejects at the Thiess Dampier Mitsui Riverside Mine (Moranbah, Qld) is achieved by a conveyor leading directly from the coal preparation plant to a discharge stacker on the crest of the rejects stockpile. Production of coarse rejects was higher than anticipated for the initial dump design. BHP Engineering has completed a review of dump design with emphasis on safe operating conditions for the conveyors and stacker system. Data on the geotechnical properties of coarse rejects from Australian coal mines are presented. Coarse coal rejects are a material which should not be considered as waste, but as a potentially valuable resource for many future applications. Appropriate engineering design for the storage and utilisation of coarse rejects would result in an improved environment and economic benefits for the Community.

Hydraulic mining shovels can be successively used at open-pit mining operation in severe climatic zone with air temperature interval from -700C to +450C typical for some northern region of the world particularly of Russia, Canada and Sweden, if they would be equipped by special preheating facilities for their diesel engine, water, hydraulic oil and lubrication systems. All shovels manufactured by the Komatsu Mining Germany GmbH for operation at ambient air temperatures down to -50¦C have cast and forged structural design elements, bolted connections made of special steel grades, electric cables with special insulation, flexible high-pressure hoses manufactured by ICE-Champion with connectors made of special steel grades.Generally at the temperatures below -25¦C the ordinary machine has to be stopped, the attachment should be placed in the parking position, the generator should be switched on, or the external electrical power supply connected, for the preheating equipment. For rapid start-up in winter after a long shutdown of a hydraulic shovel, there is a procedure for preheating of the main systems. It is applied for the following systems: engine cooling system, engine oil, hydraulic oil, pumps and drive motors of the propel gears, electric cabinets, machinery house, especially near the ventilation inlets and outlets.Start-up of the main drive engine is permitted at a hydraulic oil temperature of -20¦C, when it has a viscosity of 1000 cSt. In this case the rotation speed of the diesel engine crankshaft is lower by two times than the nominal value and this is the most favourable condition of start-up of the engine and hydraulic pumps and motors, which work with half of their rated rotation speed until the hydraulic oil reaches a viscosity from 100 to 10 cSt. After that the hydraulic system and the entire shovel begin to operate under normal conditions.

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

The use of computational simulation to predict the performance of existing equipment or for the design of improved mineral processing equipment will be referred to as Computational Mineral Processing (CMP) in this paper. The emphasis will be on solving the governing equations for liquid solid flows in complex geometric domains to obtain, typically, the three-dimensional distributions of velocity and pressure for the liquid phase and the velocity and concentration for the solid phase. The underlying technology, computational fluid dynamics (CFD), is very well-developed in other industries (aircraft, car and chemical) and forms a vital part of product design and analysis. The subsequent design of improved mineral processing equipment may also involve finite element structural analysis (FESA). Computational fluid dynamics (CFD) and finite element structural analysis (FESA) are part of the generic discipline of Computational Engineering and Science (CES). Ciment and Scherlis (1993) define CES as `The systematic application of computing systems and computational solution techniques to mathematical models formulated to describe and simulate phenomena of scientific and engineering interest'. Increasing computer power (Kaufmann and Smarr, 1993), is a dominant factor determining the rapid growth of industrial utilisation of CES. This increase is happening at both the supercomputer and the workstation level. Indeed, today's typical workstation, a Hewlett-Packard 735, is as powerful as a CDC 7600, the leading supercomputer in 1970. Future computer architectures are expected to become increasingly parallel (Gartner Group, 1990) allowing a sustained performance of a teraflop (a million megaflops) to be achieved well before the Sydney Olympics in the year 2000. It is recognised that the modem development of most disciplines in the physical sciences rests on the three complementary strategies of experimentation, analysis and computational simulation. As the 21st century is approached the volume of computational simulation, both fundamental and applied, is growing dramatically and the role of experimentation is diminishing. In the area of equipment design, CES provides the following advantages over experimental testing and measurement: 1. lead time in design and development is significantly reduced; 2. CES can simulate conditions not reproducible in experimental tests; 3. CES provides detailed and comprehensive information; and 4. CES is more cost-effective and time-efficient. The ultimate benefit for industry is greater productivity and hence greater profitability. The broader issues in relation to CFD are discussed by Fletcher (1993b). In the five- to ten-year time frame, growth in computer power will make it practical to combine CFD and FESA with optimisation procedures to produce a design process that is almost fully computerised. Gravity concentration of tin at Renison Limited uses tables and spirals to treat the various coarser fractions produced from sulphide flotation tailing. An acceptable final tailing cannot be made from one pass over the tables and spirals and therefore the tailing from these separators is reground and combined with the sulphide flotation tailing as the feed to the classification section. The gravity section became increasingly overloaded in the years preceding 1976 due to efforts to maximize tin recovery to the gravity concentrate. In April, 1976, two 2DSV Reichert cone concentrators in series were installed to treat the table and spiral tail- ing stream, prior to regrind, to scavenge a small tonnage of hard, coarse low tin grade material for rejection to final tailing. Gravity section loadings were decreased markedly, allowing operator attention to be directed more to table performance than to spillage collection. An increase in mill throughput of approximately 15% was possible following the commissioning of the Reichert cones. The cones are currently operated to make the minimum tonnage of tailing consistent with reasonable- gravity section loadings.

Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only. In this paper, the technology of producing fluxed pellets by using hydrated lime as binder instead of bentonite was carried out. The properties of the two types green balls (0.8 per cent bentonite and 2.0 per cent hydrated lime) were as follows: drop numbers of 4.8 - 5.0 times/0.5 m, compressive strength of 19.7 - 24.2 N/pellet and thermal shock temperature of 280° - 385°, respectively, under the same conditions of 1.5 per cent coke, 1.45 basicity and balling at 8.5 per cent moisture for 13 min in disc pelletiser. Comparing with bentonite as binder, the compressive strength of fired pellets with hydrated lime is elevated by 13.8 per cent and climbs up to 3113 N/pellet under the following conditions: preheating at 1050°C for ten minutes and fi ring at 1300°C for 15 min. In the mean time, the hydrated lime also improves the metallurgical performance of fired pellets. The reduction index was enhanced from 68.6 - 70.6 per cent, RDI+3.15+ increased from 90.1 to 98.8 per cent and reduction swelling index dropped from 22.4 - 7.4 per cent, respectively. The mineral compositions and microstructure of fi red pellets shows that the fired pellets containing 2.0 per cent possess more calcium ferrite and magnesium ferrite and compact microstructure, leading to the higher compressive strength.

In February 1995, Falconbridge Limited approved the construction of a nickel mining and milling facility on its Raglan property situated in the Nunavik region of northern Quebec, Canada. The construction period successfully terminated with the commissioning and start-up of the plant and concentrator in early-December 1997. The estimated life of the project is 20 years with an annual mining rate of 800 000 tonnes of ore, producing 21 000 tonnes of nickel per year. This paper discusses the subject of æRemote Mining in the Canadian ArcticÆ as it applies to the Raglan mine process and people. During the feasibility stage of the project, many assumptions were made which influenced the design and operating parameters of the facilities and the equipment. Transportation, communication, remote logistics techniques and standard industry practices required to support a æfly-in/fly-outÆ operation were reviewed and either adopted or rejected for use at Raglan. These assumptions were æmade to fitÆ the uniqueness of our planned operation. It was also acknowledged that many of them would ultimately impact on the people required to staff the operation following construction. Therefore, their suitability and applicability were examined from an economic, operational and human perspective. In a continuing effort to improve the quality of life for Raglan employees, as well as the economics of our mine operations, these assumptions are under constant review and scrutiny. There is no doubt that experiences gained, and willingly shared by other North American arctic mining operations, proved invaluable and are a big reason for RaglanÆs overall success thus far. The mining industry is being challenged technically to develop lower grade orebodies at the lowest possible cost. In addition to environmental constraints, serious social, political and moral questions are being asked and added to this list of challenges. Miners throughout the world must improve their operating standards and public image if we want to attract the best possible employees. Remote mining operations provide a unique opportunity to experiment with various human resource concepts as well as demonstrate the industryÆs commitment to environmental and community concerns.

The thermal decomposition of sodium ethyl xanthate (SEX) adsorbed onto activated carbon was studied by coupled thermogravimetric analysis-Fourier transform infrared spectroscopy (TG-FTIR). Two discrete mass losses were observed, in the temperature ranges 100 - 230¦C and 200 - 340¦C. The same two gases, carbonyl sulphide (COS) and carbon disulphide (CS2), were the main gases evolved in each of the mass losses. Samples of activated carbon from two industrial plants were obtained and analysed by TG-FTIR. COS and CS2 were not detected in one of the samples. The other sample did show evidence of COS and CS2, which indicated that fouling of the carbon by SEX was still present. Other organic compounds were detected in the evolved gas stream of both samples, indicating the presence of organic reagents other than SEX.

Reverse sensitivity is a critical issue for all extractive activities. Extractive industries can only establish in the location of the particular resource sought to be extracted. Avoiding a location near sensitive activities (such as residential activities) may, therefore, be more difficult for extractive industries, than for other industry (such as dairy factories).   This paper focuses on the following matters: +        principles to be derived from case law, +       district and regional council approaches managing reverse sensitivity effects, and +        avoiding, remedying or mitigating reverse sensitivity effects in the future.

Recent and on-going studies on the leaching of gold, the properties and activity of carbon, developments in the elution of gold from carbon, and methods of recovering gold from solution are reviewed. Emphasis is placed on Australian contributions, and their impact on gold metallurgy. Consideration is given to the future development of selective solvent extractants, ion exchange resins or alternative reagents for cyanide.

Processing of lead-zinc and copper ores by Mount Isa Mines Limited produces large quantit- ies of concentrator tailings waste which is pumped as a slurry to special dams where the solids are allowed to settle and dry out. These areas are unattractive and show no signs of encroachment by plant life even though the surfaces of some dams have remained undisturbed for more than a decade. During 1970 Mount Isa Mines Limited commenced a long term research program in conjunction with the Department of Agriculture, University of Queensland to deter- mine possible methods of establishing a plant cover on this material. Research has defined the major factors limiting plant growth in the tailings medium. Modification of the edaphic conditions through fertilizer inputs, particularly of phosphorus and nitrogen, and alteration of "soil" physical properties by incorporation of mulching mater- ials, provided conditions which allowed plant growth. The outstanding "soil" amendment treatment was incorporation of fly ash, a waste product of the company's coal fired power stations. A range of crop and pasture species have been selected which have grown well with adequate irrigation under the amended conditions in the field. Further research is assessing a range of native plant species and agronomic techniques to provide a stable plant cover on the tailings dams.

Geological logging by mine and exploration geologists involves the application of a logging code that requires a geologist to make a subjective decision to classify a particular rock unit. This will most likely result in inconsistencies in logging that will be difficult to monitor or assess over time. A potential solution to this problem is to have an objective method to determine the true nature of a given rock unit. This can be achieved using portable X-ray fluorescence technology (pXRF), as large geochemical data sets can be collected rapidly and at low cost. Plutonic Gold Mine (Plutonic), Western Australia, has a growing data set of more than 150 000 pXRF multi-element analyses from core and underground face samples, reconciled to Au fire-assay concentration, and logging codes. This study investigates and statistically validates the consistency with which the logging codes have been applied at Plutonic for the last four years, with respect to both Au distribution and other elements. In doing so, we have developed a schema that allows objective logging to occur once core has been sent for assay and analysed by pXRF. Firedamp drainage has become an essential part of many mine environmental systems, and new applications are arising. Installations are evolving further to satisfy ever changing basic requirements, standards, and iniilny needs. In this paper, water seal, vacuum based installations are considered, as well as moni- toring, protective and control systems which have been developed for continuous, manless, and trouble free operation. Some factors affecting plant capacity and extractor per- formance are identified and assessed. INTRODUCTION Firedamp drainage applications are incr- easing world wide as mining engineers strive for improved safety and security, and further concentration of coal output. Fewer and fewer mines are able nowadays to satisfy coal prod- uction and firedamp control requirements solely by air dilution or by air dilution and underground firedamp extraction plants. As a result, dependence on surface extraction plants is increasing. This paper deals with som requirements and applications of such installations. I. A study was conducted to describe the microbiology of the MICCL Monywa chalcocite heap bioleaching operation. Microorganisms were detected in the heap using culture-based techniques and cultureindependent PCR-DGGE analysis of the 16S rRNA gene. The metabolic requirements, temperature and pH optima were determined for selected strains isolated from the heap material. Six strains (BH1-BH6) were enriched and isolated from heap solids and leachate samples. Phylogenetic analysis of the 16S rRNA genes showed that strains BH3 and BH4 were closely related to the acidophilic bacterium Acidithiobacillus caldus and strains BH5 and BH6 were closely related to Leptospirillum ferriphilum. The optimum growth temperature for L. ferriphilum was 41.3¦C and the optimum pH range was 1.1 to 1.5. A new species of Archaea was isolated from the heap samples. Cells of the proposed species, Ferroplasma cyprexacervatum (æcyprusÆ L.n. meaning copper; æexacervoÆ L.v. meaning æto heap upÆ), are non-motile pleomorphic cocci, capable of chemomixotrophic growth with ferrous sulfate and yeast extract. Cells grow anaerobically on ferric iron in the presence of potassium tetrathionate and yeast extract as electron donors. Growth occurs from 14¦C to 63¦C, with an optimum temperature of 55.2¦C. The optimal pH for growth was 1.0 - 1.2. The species was phylogenetically most closely related to Ferroplasma acidiphilum with a 16S rRNA gene sequence similarity of 95 per cent. Molecular analysis of mine samples (16S rRNA PCR-DGGE) detected the above-mentioned cultured strains of microorganisms as well as species of Sulfobacillus and other unknown Proteobacteria. The microbial community of the Myanmar bioleach heaps contained similar levels of diversity to a dump bioleach operation in Chile, but contained greater amounts of biomass than another heap bioleach operation in Australia. The operating parameters of the Myanmar heaps (low pH and moderate temperature) have selected for the growth of moderately thermophilic microorganisms that are more commonly found in extremely low pH acidic mine drainage sites than in heap systems. The novel species of Ferroplasma is thought to be involved in the aerobic and anaerobic cycling of iron within the heap bioleaching environment.

GOLD, the most important and highly coveted valuable metal, is being sought and exploited in almost all the geological environ- ments by the developed, developing and underdeveloped coun- tries of the world. Brazil, one of the five largest countries of the world, has similar geological and lithological environments as of Africa, Australia and Canada and also produces this noble metal. With the recent gold rush in Serra Pelada Hill in Para State of Brazil and the consequent migration of a large number of enter- prises to the Amazon region in search of geological conditions similar to that of Serra Pelada, the status of Brazil in gold produc- tion has been considerably elevated to be among the first five of the world. The principal geological environments or the lithologies where gold can be explored are the greenstone belts, banded iron for- mations, quartz lodes and placers; and the tectonic controls like shear zones in these horizons, or the tectonic relics or the annular- structures that limit the quartz vein systems in felsic as well as volcanogenic systems and epithermal models. The greenstone, BIF associations are present in all the Archean-Proterozoic ter- rains in Central and Northern Brazil.
