The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

Smelting is a process in which heat is applied to ores to produce metals. Impurities are removed by segregation in the slag, or converted to gases or sublimates and discharged up the flues. Mate- rials delivered into the smelter have generally been previously concentrated or processed at the mine, and the size of their particles, and also their chem- ical composition, greatly affect the smelting proc- ess. Some impurities are more difficult to remove than others, and are more objectionable in the finished product. The first metal mine in Australia was opened near Glen Osmond in South Australia in 1841, for silver-lead ore. It was followed by the Kapunda Mine for copper in 1844 and by the very signifi- cant Burra Mine, also for copper, in 1845 (Figure 1). A major part of their ores could not be exported profitably for smelting in England and Wales where the large smelters were then located. In addition to treating ores from Cornwall these also smelted ores from recently opened mines in Cuba, Chile, and Mexico. The Welsh smelting process (Figure 2) was developed over a period of years to utilise Welsh coal to treat copper ores particularly from Corn- wall. The first step consisted of a calcination to remove sufficient sulphur from sulphide ores so that subsequent melting operations would produce copper matte, a copper-iron-sulphide which melted at about 1050¦C. Subsequently refined to white metal with the addition of carbonate and oxide ores when these were available, and often through an intermediate step of blue metal, this matte was finally oxidised to pure copper, or as pure as it could be made in those days. The movement of metal towards greater purity was matched by a reverse flow of slag, carrying reducing quantities of copper, so that the slag rejected from the first melting process carried the minimum quantity of copper. Chemical analysis was virtually unknown. Materials were assayed in the laboratory by a small scale smelting process, and the purity of the final refined copper was judged b} the ease with Mhich it could be hammered into thin sheets.

Stopes are used in several underground mining methods. Boundary determination of these stopes is generally based on simple rules of thumb. While several stope boundary optimisation techniques are available, they fail to guarantee true optimum results. The first part of this paper reviews some important stope boundary optimisation studies and proposes a new algorithm to optimise stope boundaries and layouts for underground operations. The second part applies the proposed algorithm to a block model to test its ability to produce optimum results and demonstrate its applicability in a number of different scenarios. The results demonstrate that the proposed algorithm can find optimum stope boundaries and layouts in three dimensions for different stope sizes and economic conditions.

The in-pipe treatment of slurries with polymer addition shortly prior to deposition is a noteworthy emerging technology of increasing popularity. Although polymer treatment has been shown to substantially modify and improve depositional and dewatering behaviour in a significant number of cases, the impacts of polymer treatment on geotechnical performance of tailings are less well understood. For example, certain combinations of polymer and slurry type have been shown to result in lower final densities at a given vertical effective stress. Despite these lower densities, polymer-treated tailings often exhibit peak undrained shear strengths consistent with untreated material. However, the sensitivity and/or brittleness of the material may be negatively influenced by the looser state created. Although these changes have been studied, most testing available in the literature was undertaken on relatively ‘fresh’ samples of polymer-treated material. However, significant shear may occur following treatment and prior to the commencement of settling and self-weight consolidation as the material moves down the beach.To study the effects of shearing on the subsequent performance of polymer-treated tailings, a test program consisting of consolidation, triaxial and direct simple shear tests was undertaken on presheared polymer-treated material. Materials used were identical to those used in previously published studies on the impacts of polymer treatment in a ‘fresh’ condition. Shearing of the polymer-treated material generally appeared to lessen the impacts of the polymer treatment process. However, the behaviour of the material when sheared indicated that the polymer was still impacting the behaviour of the material in some respects. The results indicate the importance of the consideration of shearing on material behaviour when planning and designing a tailings deposit where polymer treatment is to be implemented.CITATION:Reid, D and Fourie, A, 2015. The detection of ethylene in mined-out ‘goaf’ areas of underground coalmines is an industry standard indicator of accelerated oxidation where the coal temperature has exceeded 100°C. If uncontrolled, this naturally occurring process can lead to spontaneous combustion and catastrophic mine explosions, such as the Moura No 2 mine explosion. Spontaneous combustion trigger action response plans (TARPs) typically use the detection of ethylene as a trigger for definite change requiring immediate reaction, which can include the withdrawal of coalmine workers.Following the completion of sealing of longwall goaves at Crinum North Mine, ethylene was often detected in trace quantities. These trace quantities were below 1 ppm and detected via the bag sampling regime, with the use of a gas chromatograph. Any ethylene detected in these instances was not associated with increased quantities of carbon monoxide to conclusively indicate a heating within the sealed area.Ethylene was only detected in a newly sealed goaf and would not remain present for a period following the sealing. As part of the longwall recovery process, the predominant roof support mechanism during the recovery was the use of timber cribs. It was decided to investigate the possibility of this timber generating ethylene.Preliminary tests were completed by placing timber specimens from several species of Australian native hardwoods in gas bags in air. The results of a geostatistical analysis of geochemical data obtained from field measurements are described in the paper. Q values derived from seismic signal rise times for different travel paths in the rock masses were used in the study. Cross-hole seismic measurements made at surface and underground sites formed the basis for the work. Geostatistical estimation of average l/Q values for area of the rock were compared with geological interpretions of rock type distributions. Reasonable correlations were obtained between the two methods of rock quality estimation.

L&M have been involved on the Shotover since 1980 when we joined Jack and Barney Ryan, who had started in 1972 with gold at $45 per ounce after a successful career as roading and demolition contractors in Christchurch. The first 85 tonne plant was a typical NZ trammel-riffle table plant with an armour plated hull for surviving Shotover floods, and was fed by a 53 tonne UH20 excavator. All this gear had to be carted in over the Skippers road on a small truck or sledge for the heavy loads. This operation was successful and generated the cash flow to sample the lower section of river and plan a second plant. To reduce fine gold losses this was planned to be a jig recovery plant and also included a vibrating screen which saved space and weight over a trammel. There are five flowlines of primary jigs and one secondary, followed by two Knudsen bowls for cleanup.

Recent updates to Australian industry guidelines emphasise the importance of the assessment of liquefaction potential of tailings. This includes assessment of the cyclic liquefaction potential, and the post-seismic strength of tailings expected to undergo strength loss from seismic loading. Despite this increase in focus, a relatively small number of Australian tailings appear to have been characterised through cyclic and post-cyclic testing. This paper presents the cyclic characterisation of four Australian tailings, consisting of iron ore, lateritic nickel, vanadium and bauxite residue. Material was obtained either from surficial tube sampling or through remoulding samples in the laboratory from slurries. Testing consisted of monotonic, cyclic and post-cyclic tests for each material. For three of the materials, laboratory-scale shear vane testing was also performed to provide a comparison to post-cyclic strengths from direct simple shear.The results indicated cyclic resistances consistent with the results of other tailings presented in the literature. The lateritic nickel tailings provided the greatest cyclic resistance of the four materials tested, followed by the vanadium tailings. This was somewhat consistent with expectations for material behaviour based on index properties. Post-cyclic strengths were seen to decrease as cyclic strains increased, consistent with typical observations in the literature. Following significant cyclic straining, in some instances the post-cyclic strengths approached those obtained through residual shear vane testing. This provides further insight into the strain-dependent nature of post-cyclic strengths for some materials. PT. Indo Muro Kencana (PT.IMK) is gold and silver mine located in Central Kalimantan province, Indonesia. Mining activities in PT.IMK is conducted in Bantian pit area by applying surface mining method and using combination of excavator and hauler (articulated dump truck and rigid haul truck) as the transportation for ore to the crushing plant and waste material to the waste dump. Current blasting practice is ore-waste blasting. Ore-waste blasting is the term where the ore and waste rock are blasted in the same blasting process. Blasting is conducted by using nonel initiation system. By multiple pits operation, monthly powder factor is varied from 0.23 kg/t to 0.27 kg/t. Emulsion blend with density 1.15 g/cc is used as bulk explosive. At this stage, the concept of geoblast is proposed as an engineering tool for Drill and Blast engineering practice in PT.IMK. In addition, there is a need to maintain rock fragmentation by blasting, to maintain monthly powder factor, and to maintain excavator’s productivity. Next, the concept of scaled depth of burial (Chiappetta and Treleven, 1997) and the concept of blastability index (Lilly, 1986) are proposed as geoblast’s tools to improve blasting practice in PT.IMK. It is expected that rock fragmentation by blasting, explosive consumption and excavator’s productivity will be maintained by integration of geoblast and drill and blast engineering. Furthermore, the objective of this paper is to integrate geoblast and drill and blast engineering in order to create an engineering guideline in PT.IMK. Additionally, blasting trials with air decking application is proposed in order to support the geoblast’s improvement. It is planned that these blasting trials will be conducted in 2022. In conclusion, it can be seen that integration of geoblast and D&B engineering in PT.IMK is relevant to improve current drill and blast current practice and applicable to maintain rock fragmentation by blasting.

Solid Energy New Zealand Limited owns and operates the Ohai coal field (Wairaki Coal Mining Licence, CML) in western Southland. The Morley Stream passes directly through the middle of the CML and has required diversion in the past to enable open cast mining to proceed. Solid Energy is evaluating two new open cast pits at Ohai. Commissioning these new pits would necessitate further diversion of the Morley Stream. One of these potential new mines is adjacent to an abandoned State Coal Mines (State Coal) pit and there is an opportunity to substantially rehabilitate this old pit as a corollary to the new mine and the stream diversion project.   Past Morley Stream diversions were undertaken by State Coal and so they predated the Resource Management Act 1991 and the degree of community environmental awareness and involvement that has become the norm these days. Not surprisingly the design and construction of the historic stream diversions was based purely upon mining (operational) and engineering considerations. This led to the stream being diverted in a manner that achieved the clinical conveyance of design volumes of water from points A and B.   Solid Energy realised that the proposed new diversions need to adopt more holistic and environmentally sustainable design principles while also including appropriate mining and engineering constraints. This project involved the design of a 1.7 km diversion of the Morley Stream (median flow of about 1000 litres/second) that would enable progressive prestripping and development of the new mines and would also address final rehabilitation (of the stream), geotechnical risks, hydrological and ecological issues. To address all of these factors the project required a multidisciplinary approach. Moreover, it required a clear understanding of how the mining operational constraints could be integrated with the environmental considerations. A significant aspect of the project was how to take account of fishery instream habitat needs, the resource consent requirements and most of all, the involvement of key stakeholders such as the Fish & Game Council, Department of Conservation, the Iwi and local community in the design process. This was achieved through coordinated consultation and stakeholder involvement in a technical design workshop.

The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

"The Batu Hijau copper/gold mine, operated by PT Newmont Nusa Tenggara, is located in the south-western part of Sumbawa Island, Indonesia, and is situated ~10 km from the south coast at an altitude of ~450 m above sea level. The mine became fully operational by year 2000 and processes approximately 120 000 t of ore per day that contain an average of 0.53 per cent copper and 0.4 per tonne (g/t) gold. Tailings management at the mine includes a deep-sea tailings placement (DSTP) system that discharges tailings through a pipeline via an outfall located at a depth of 125 m at the head of the submarine Senunu Canyon (Figure 1).The environmental impact assessment undertaken prior to approval of the DSTP evaluated both on-land tailings storage facility (TSF) and DSTP options for tailings management. Negative attributes of the on-land TSF included removal of approximately 2300 ha of forest/agricultural land, the potential relocation of >2000 people from their communities, the high average annual rainfall (>2500 mm) and potential for earthquakes presenting challenges for water management and creating a long-term risk of failure. The final choice and Indonesian Government’s approval of DSTP was also influenced by the close proximity of the deep submarine canyon to the mine. The Batu Hijau mine is one of the larger examples of DSTP in the world and deposits tailings at the greatest depth. The depth of the main canyon increases to >2000 m within 20 km of the coast, and to >3000 m approximately 50 km from the coast.The DTSP at Batu Hijau must comply with an environment management plan (EMP) and environment monitoring plan of permit stipulation that approved its commencement in 2000; updated in 2010 and 2015. The environmental management objectives were to avoid impacts to highly productive components of the ecosystem such as coral reefs, mangroves, surface waters and fisheries, and confinement of impacts to areas of low biological productivity. In the vicinity of the DSTP outfall and within the Senunu Canyon, the management plan predicted significant adverse impacts from the DSTP on the marine ecosystem in the form of: reduction in sea water quality due to elevated turbidity and dissolved copper concentrations burial of benthic organisms a reduced habitat for demersal fish.Recovery of the pelagic and benthic ecosystem to preoperating conditions was predicted to occur within the first two years after operations cease. The CSIRO has performed due diligence studies to independently verify compliance with permits and evaluate new monitoring objectives (Apte et al, 2004; Simpson et al, 2010; Angel et al, 2015), and has performed assessments of environmental monitoring data on the tailings footprint and ore stockpile processing against the above environmental objectives (Simpson and Angel, 2015).CITATION:Angel, B M, Simpson, S L and Waworuntu, J, 2016. Research into cemented rock fill at Mount Isa Mines Limited since 1992 is described. The key mechanisms controlling segregation during stope filling with cemented rock fill are described and include the gravity flow mechanism which is described in detail. Examples are provided to demonstrate these mechanisms. Comparisons are made between Mount Isa Mines' cemented rock fill and slurry-based cemented rock fills. Recent backfill stability modelling using a three-dimensional finite clement program is described.

The banded iron formation-hosted iron ore deposits located in the Hamersley Ranges of Western Australia contain marker shales that are used to distinguish lithology for geological and orebody mapping. These marker shales produce distinctive signatures in the natural gamma downhole logs, which are conventionally manually interpreted. This paper proposes an alternative method of automatically identifying these shales using dynamic time warping (DTW). A Gaussian processes (GPs)-based method for automatic identification is also considered. Both methods are tested on a deposit that contains the Marra Mamba sequence of the Hamersley Province.Both methods were trained to predict the location of the desired shales, and the resulting outputs were compared with a manual interpretation of the results to determine the accuracy. The GP method can identify signatures with an accuracy between 87.0 per cent and 92.0 per cent, which increases to 92.9 per cent and 95.7 per cent where the GP is certain. The DTW method has an accuracy between 90.0 per cent and 91.6 per cent, which increases to 94.0 per cent and 95.4 per cent where the DTW is certain.The GP method has several advantages, including a more automated library building process, a probabilistic output and a shorter run time. However, the DTW method was capable of accepting more distortion in the signature and therefore identified more signatures. This is important in a deposit where the signals are frequently distorted by events such as hydration and folding. Both methods provide a viable alternative to the current manual detection, but their differences make them applicable to different cases.CITATION:Silversides, K and Melkumyan, A, 2014. The Thalanga massive sulphide deposit is hosted by Upper Cambrian rhyolites and volcaniclastics of the Mt. Windsor Volcanics near their contact with overlying dacites, rhyolites and sediments of the Trooper Creek Formation. The ores and host rocks have been subjected to a single strong deformation and to lower to middle greenschist facies metamorphism. A main lens with surface gossan dimensions of 55U m x 6 m dips steeply, plunges shallowly to the west and is offset by a series of normal faults. It is flanked by smaller lenses to the east where the mineralized horizon is stopea out by granite. The area to the east and south of the gossan is masked by Tertiary cover. A complex exhalite package is represented by banded sphalerite-pyrite- galena-chalcopyrite, massive pyrite and chalcopyrite and assemblages dominated by dolomite, chlorite-actinolite, tremolite, talc, barite and rare gypsum. Accessory tetrahedrite, arsenopyrite, bismuthinite, magnetite and native gold are associated locally. Pods of quartz-magnetite formed distally. The ores are underlain by strongly to moderately pyrite-silica-sericite altered rhyolites with the strongest alteration closest to an interred synvolcanic fault. This alteration is characterised by an enrichment in MgO, Na2O, FeS2 and base metals with a depletion in CaO and Na2O. There is a general enrichment in Pb and Zn towards the hanging wall with some enrichment of Cu near the base of the main lens due to replacement by ore tiuias near vent discharge sites. For years traditional optical microscopic techniques have been used successfully to carry out mineralogical studies on processing products. Essential information could be obtained by supplementing microscopic data with X-ray powder diffraction data, chemical analyses, etc. However, most of the time the mineralogists working on plant related issues, would supply qualitative information to the metallurgists, due to quantification not being possible in the available time. Since the late-80s, the use of semi-automated to automated techniques for mineral quantification has impacted positively on the use of mineralogy for optimising processing plants. Rustenburg Platinum Mines (now Anglo Platinum) were the first mining company to purchase a Qem*Sem in 1987. With the success achieved in quantifying the minerals in the concentrator streams of the Rustenburg Platinum operations, a second instrument was purchased soon after. These instruments have proven invaluable tools in understanding the flotation behaviour of the sulfide and gangue minerals in the various reefs of the Bushveld. Restrictions in the resolution of these earlier instruments, as well as the time involved in searching for and correctly identifying the fine-grained platinum-group minerals (PGM), meant that these investigations focused on the deportment of the more abundant base metal sulfides, rather than on the actual PGM. The Mineral Liberation Analyser (MLA), which became available in the late 1990s, was well suited to detect and analyse minerals occurring in trace amounts such as the PGM. Anglo Platinum was the first mining company to purchase such an instrument and now has fourteen systems operating at the AR Crown Mines site. One of the applications of these systems involves the study of feeds, concentrates and tailings from the various concentrators on a monthly basis. These routine investigations provide information on a variety of mineralogical parameters, including liberation, association, and grain size. Results are used to emphasise areas for improvement, and specifically underline those areas where improvements will have the most impact on recovery. After new or different technologies have been implemented, mineralogical characterisation of the different process streams is an essential component in the assessment of the impact of these changes on flotation performance. In addition, the knowledge is databased for future reference to draw trends across the various concentrators around the Bushveld complex, and is also used for comparative studies when plants experience high losses to tailings. Due to the success of these investigations the question was posed whether it was possible to obtain data on a daily basis, as compositing samples could hide the impact of daily events. Although the instruments currently used are suitable for a research environment, these are not ideal for mine-site implementation. For that reason Anglo Platinum, together with FEI embarked on a development program to develop a system that can be implemented on-site to measure the important mineralogical characteristics on a daily basis. Important requirements for such a system include time-to-data, ease of use and regular quality control. Highlighting some results from concentrator studies, the presentation will review the progress on the development of automated mineralogical techniques for fast, automated mineral measurements. Waihi Gold Mining Co Ltd [WGM], operated by Normandy Mining, has been internationally recognised for its achievements in environmental management at the Martha Mine at Waihi. In a proactive approach to dealing with community concerns regarding blast vibrations on the North Wall cutback, trials were performed using the Cardox System [Cardox], to determine feasibility of achieving economic fragmentation of andesite overburden whilst bettering management levels of 5 mm/s peak particle velocity. Cardox is a non-explosive pressure breaking system which uses high pressure CO2, Results against conventional Ammonium Nitrate/Fuel Oil [ANFO] using a variety of delays showed that conventional blasting techniques could produce marginal fragmentation within the management levels with occasional excursions, whereas Cardox produced the required fragmentation while not registering on the vibration monitoring equipment. Fragmentation to enable normal excavation by a Hitachi EXII00 hydraulic excavator was achieved with a yield of 16m3 per round. The trails indicated that fragmentation with Cardox at the yields required of over 18m3 per round was possible with further product development. The trial demonstrated that non-explosive pressure breaking is feasible and its application warranted where environmental concerns affect the cost-benefit economics of production blasting in sensitive areas.

This contribution summarises new knowledge and data, obtained during a three year ARCAMIRA funded research project, on the mineralogical and geochemical characteristics of hydrothermal alteration associated with low sulfidation, gold-silver epithermal deposits. These data are used to develop exploration vectors for use at both deposit and district scales, plus techniques have been established to distinguish ore grade epithermal systems from barren or low grade systems. Deposits investigated were Ladolam, Papua New Guinea, Gosowong and Mt Muro, Indonesia, Cerro Vaguardia, Argentina and Bimurra and Twin Hills, Australia.

Mine pit slopes in the Pacific Rim are a geotechnical challenge because of the complex geology in which they are developed. Mines are currently being fast-tracked to meet the increase in commodity prices, often resulting in some reduction in ground studies and short-cutting of design procedures. In addition, the resources boom means that skilled personnel are in relatively short supply. At a time when mine pits are getting bigger and deeper, and the engineering is getting more demanding, there is an increased demand on managers to effectively implement the work.   Experience both in New Zealand and the Philippines, display the complex range of geological environments in which pits are being excavated. Working in these conditions has shown that successful geotechnical design requires a strong geotechnical model based on sound geology. An appropriate level of investigation and analyses results in a certain level of understanding for the mine design. There is a point where additional expenditure (on investigation and analyses) is not warranted based on the expected minimal impact on decreasing the level of perceived risk on the project. For most projects in our experience the analytical methods and complexity of geotechnical assessment changes increases as the level of knowledge grows.
