A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

Building and Maintaining Community Relationships   In mining terms, the town of Waihi is distinctive with the Martha mine situated right in the heart of the town. MarthaÆs central location and other mining activity nearby means there is an increased community focus on the happenings at the mine and the effects and impacts of mining. While WaihiÆs proximity to the mine is unique, all mines have a community context that they operate within.   Issues of proximity simply heighten awareness and emphasise the need for building and maintaining good community relationships. In the three years we have been working alongside the Waihi community, we have worked together with concerned and supportive residents, representatives of Newmont Waihi Gold and representatives of Hauraki District Council, to develop a collaborative framework for addressing the economic, social, environmental, cultural and spiritual wellbeing of the people of Waihi. This could not have occurred without the genuine commitment of all participants.   This collaborative focus has resulted in some tangible progress in Waihi which, in part, stems from people taking an interest in the town because the town is taking an interest in itself. As we have worked and learned within the process of building and maintaining a collaborative and sustainable community environment, we have tried to adhere to a philosophy and a set of basic principles. We believe that this approach, combined with a teachable skill set, helped to create the opportunity to develop a truly collaborative community environment which continues to grow. Our paper will describe this philosophy, these principles and the skill set that we have applied.   The application of the process in Waihi has resulted in a series of outcomes unique to Waihi. These outcomes include formation of the Waihi Community Vision committee, the Vision Waihi Trust and the subgroups set up to further the interests of particular groups, for the collective benefit of all the community.   Based on our experience of other situations, and on the way the Waihi process has developed, we believe that the identified principles and skills can be transported and used in other cultures and contexts. While the resultant outcomes may differ, the underlying principles will still apply. Progress will come from creating a sustainable environment within which the community (including residents, industry and regulatory authority) can determine its own internal relationships and the vibrant growing sense it has of itself.

Very little public domain information is available on the exploration signature of the Coronation Hill Au+Pd+Pt deposit. From 1987 to 1990 the BMR (now AGSO) carried out geological, geophysical and geochemical (whole-rock, stream, soil and rock chip) surveys within the South Alligator and Kakadu Conservation Zones and defined several key parameters useful for exploration programs. The essential geological ingredients for the style of Coronation Hill Au+Pd+Pt¦U deposit are oxidised, low pH fluids, dilatant fault structures, a thick neutral to oxidised cover sequence and chemical traps in the basement. In geophysical data, the areas surrounding the mineralisation can be detected by airborne magnetics as major lows in magnetite-rich rocks, whereas in airborne gamma-ray spectrometry data, imaged spectrometric channel ratios such as U2/I'h and U2/K highlighted alteration surrounding the deposits. Three types of stream-sediment and soil samples were taken from each site: (1) -1 mm mesh, 5 kg sample for bulk cyanide leach (BCL) analysis for Au, Pd, and Pt; (2) 1 kg sample of -1 mm mesh sediment for fire assay/ICPMS analysis for Au, Pt and Pd; and (3) 50 g - 180¦ mesh sample for a variety of trace element analyses, including Au, Pd and Pt. Techniques 2 and 3 gave similar results for Au, Pt and Pd, while the recovery rates for Pd and Pt from the BCL samples were considerably lower. Other trace elements did not define unique indicators for Pt or Pd mineralisation, as each sample reflected the dominant lithology in the drainage basin. Rock chip surveys were useful in determining which faults were associated with the ore fluid in regions of multiple fracturing. Results from these exploration-style surveys also confirmed that the Coronation Hill deposit is a variant of the unconformity-style of mineralisation, as all significant geochemical and/or geophysical results occur at or below the unconformity.

The minerals industry focus over much of the past twenty years has been on cost reduction and production growth supported, but not driven, by technology improvements. Mergers and acquisitions, and the demands of financial markets, have been high priority items whereas research and development and technology based innovation have received less attention and have been cut back in many companies. Technology improvements will be critical if the industry is to make progress on the stated aims of improving energy efficiency, reducing water usage and maximising recovery from deposits. They will also be important for improving capital efficiency and in treating difficult deposits. However the role technology based innovation will play both in the overall industry, and within individual companies, during the next decade is quite uncertain. There are major challenges in progressing technology based innovation in an industry with limited technical resources which is dominated by long life high capital operations. Specific opportunities for energy and productivity improvements exist but face significant technical and structural barriers that need to be overcome if the industry is to significantly improve performance. Current evidence suggests that changes in approach will be needed for these improvements to be realised. Recent studies in the United States and Canada have highlighted the wide range of energy performance across the industry and the scope for marked improvement from both incremental improvements and increased research and development. Comminution, material transportation and underground mine ventilation were identified as high priority areas. Opportunities within these areas are discussed both in respect of specific technologies and in how they may change performance. The role of open innovation as a source of new technology is also discussed. This is an abstract only. No full paper was prepared for this presentation.

Hydrodynamic and mass transfer performance are presented for a 72.5 mm diameter pulsed disc and doughnut column of the type used by Western Mining Corporation, Olympic Dam Operation, for the extraction of uranium from sulphate media using Alamine 336 as extractant. For the present purpose, 4.0 g/L sulphuric acid was used as solute. The mass transfer data were interpreted in terms of the diffusion model, thus accounting for continuous phase axial dispersion. The results indicated that an efficiency corresponding to approximately one transfer unit over the 1.0 m height of the column was obtained. This efficiency is comparable to that observed by Gottliebsen (1997) for a pulsed perforated plate column using 173 gm/L sulphuric acid.

THE de-silverizing of base bullion at the Port Pirie works is carried out in accordance with the principles of the well-known Parkes process. The base bullion produced by the blast furnace department carries (apart from silver values) impurities, the chief of which are copper, antimony, and arsenic. In order to more clearly indicate the grade of the base bullion, the following analysis, representative of a half-year's production of base bullion, is submitted...Before proceeding with the actual operation of de-silverizing, it is necessary that the impurities, copper, antimony, and arsenic, should be eliminated. Currently an Australian Standard for tunnel fire safety is being developed for road and rail tunnels. Other local guidance relating to tunnel fire safety that has recently become available includes publications by both the Roads and Traffic Authority and RailCorp of New South Wales. Internationally, the World Road Congress has completed its 2004 - 2007 cycle, which has resulted in a number of publications. International developments in rail guidance include a new European Standard regarding fire safety in railway tunnels that will come into effect in July 2008. In addition, the National Fire Protection Association committee NFPA 130 are in the process of revising their standard for fixed guideway transit and passenger rail systems, which is due for publication in late 2009. This paper outlines the status of these and other recently published relevant local and international fire safety guidelines and their implications for tunnel projects in Australia.

The 1999 edition of the Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves (the æJORC CodeÆ) became effective in September 1999 and is the latest revision of a Code which was originally issued in 1989, but which has an ancestry dating back to the first JORC report released in 1972. The modifications introduced in 1999, which are briefly discussed in this paper, substantially improved the document, but did not materially alter the fundamentals of the Code, these being the Mineral Resource/Ore Reserve classification framework and terminology, and the requirements and guidelines for public reporting of Resources and Reserves. Codes or guides similar to the JORC Code exist or are under development in other countries, including the United States of America, Canada, the United Kingdom and South Africa. It is pleasing to note that the 1999 JORC Code has been used as a model by these countries in developing their latest standards, and has been a major influence in the formulating of international reporting standards. The JORC Code is primarily a document covering the reporting of the results of mining companiesÆ activities to the public. However, mining geologists are interested in practical assistance and guidance in carrying out their duties. The JORC Code provides this in four ways. It establishes a framework within which those preparing and publicly reporting Mineral Resource and Ore Reserve estimates must operate, by setting standards for the classification and reporting of Resources and Reserves and for qualifications of Competent Persons. It establishes the division of responsibility between the companyÆs Board of Directors and Competent Persons with respect to the preparation and reporting of Resources and Reserves, and empowers Competent Persons to materially influence how their Resource/Reserve estimates are reported to the public. It provides an extensive, detailed and practical check list of criteria to be taken into account in the preparation of Mineral Resource and Ore Reserve estimates. Finally, it provides a strong measure of due diligence protection in the event of litigation if it is followed with diligence and honesty.

Perseverance nickel deposit is located at latitude 27¦ 491S, longitude 1200 42'E, 330 km north of Kalgoorlie, Western Australia. Gossanous outcrops were discovered in April, 1971, and after further detailed surface investigations, percussion drilling led to diamond drilling by June, 1971. Up to December, 1972, 127 diamond holes totalling 45,590 m were drilled to indicate 33 million tonnes averaging 2.2% Ni using a 1% cut-off grade. The deposit occurs in a lenticular ultra- mafic unit emplaced in metasediments locally forming the eastern flank of the Archaean green- stone belt trending NNW from Leonora to Wiluna. To the east a major strike fault separates the metasediments from gneiss; westwards there is a sequence of metavolcanics with further ultra- mafic units. Length of the lens is 3500 m and it attains a maximum width of 800 In. The eastern contact is moderately regular, but the western contact is prominently embayed. Local strikes are NNW, and dips are steeply W. A set of strike faults cuts the ultramafics and enveloping quartzites. These are normal faults, parallel to the major eastern fault, dipping 65-70¦W. The development of the Yallourn East Field brown coal open cut has involved the adoption of novel investigational programs into coal qual- ity. For example, weighted average coal property statistics for key proper- ties are determined by using a unique blend of traditional and 3-dimensional geostatistical estimation. Predicted property values are made freely available from the mainframe computer in the form of kriged esti- mates of 60 000 tonne coal blocks. Geostatistical predictions are being incorporated within the Mincom/Intergraph CADD system which is used for mine design. Key properties relating to coal type, moisture, and ash have been evalu- ated to provide the required data for the design and operation of both the open cut and the power stations as well as the briquette plant.

Gold mining is a major contributor to the South African economy, but is associated with several environmental issues such as acid rock drainage (ARD). ARD is due to the oxidation of sulfides in gold tailings and is characterised by low pH, high sulfate content and elevated concentrations of heavy metals that contaminates scarce water resources and subsequently limits the use of such waters without treatment. Treatment strategies can only be implemented if the acid-generating potential of mine wastes is effectively predicted using common static and kinetic acid prediction tests. The choice of test performed is usually a trade-off between the number of samples, speed of the test, cost of the analysis and level of information obtained. Often the results of these various tests are not consistent with one another. This study uses mineralogy to analyse biokinetic test results of a Witwatersrand gold sample in order to improve the understanding of behaviour of mine wastes under different ARD prediction test conditions.All ARD prediction testing methods investigated in this study showed that the gold sample is considered to be potentially acid forming with net acid generation (NAG) pH of 2.5 and net acid producing potential (NAPP) of 36 kg H2SO4/t. Results of biokinetic test showed that ANC was consumed within four days confirming acid producing potential of the sample with low neutralising potential as observed from acid base accounting (ABA) (4.7 kg H2SO4/t) and mineralogy (4.9 kg H2SO4/t). Results generated in this study demonstrated importance of mineralogy in both understanding the controlling reaction mechanisms playing key role in ARD formation and its capability as a prediction technique. Application of Agitated Leaching for Iron Removal from Silica Using Sulfuric and Hydrochloric Acid In this research, iron removal from silica used in glass industry was investigated using agitated leaching method. Silica sample was provided from silica concentrate originating from Chalchoog Silica Mine located in Abhar, Iran. The sample contained silica, iron oxides and clay minerals. For characterization of samples XRD and XRF analysis and atomic absorption method were applied. Silica and iron oxide (Fe2O3) grade of head sample was 98.41 per cent and 0.067 per cent respectively. Two inorganic acids (sulfuric and hydrochloric acid) were used in agitated leaching tests. Two series of L9 orthogonal array of Taguchi design with replication were used to determine the effect of parameters including acid dosage, leaching duration, ambient temperature and solid content on iron removal. The statistical calculations and analysis of variance (ANOVA) were carried out by means of DX7.0, Minitab14.0 and Winrobust1.02 softwares and also statistical calculations were checked manually using Excel software. Also multivariate regression was applied in order to forecast Fe2O3 conent of final product. The optimum conditions for leaching tests which sulfuric acid was employed are as follows: 40 minutes leaching time, temperature of 85¦C, 40 g/L acid concentration and solid content of 20 per cent. Under this condition the amount of iron oxide in silica was decreased to 0.042 per cent. The optimum conditions for leaching tests which hydrochloric acid was employed are as follows: 80 minutes leaching time, temperature of 75¦C, 30 g/L acid concentration and solid content of 20 per cent. Under this condition the amount of iron oxide in silica was decreased to 0.035 per cent.

According to the Swedish Environmental Protection Agency, the number of potentially contaminated sites in Sweden is approximately 40 000. The funding for remediation from the Swedish Government alone amounts to $A 60 - 80 M (300 - 400 MSEK) annually for the period 2003 - 2006. Uncertainties will arise when obtaining samples in field, preparing them in laboratories and analysing them. Different procedures give rise to varying errors. Using data for decision-making that does not truly represent the site could be fatal. Misclassification of soil could lead to unnecessary costs or to risks to human health and the environment. The total uncertainty of an environmental sample can be split into analytical uncertainty and sampling uncertainty. The analytical uncertainty is usually known and reported from routine analysis. The size of the sampling uncertainty is less well known. Hence, the question is how big are the sampling uncertainties for contaminated soil and how big is the analytical error compared to the total sampling error? A scrap yard and two landfills within a workshop area were investigated. An excavator dug trial pits and samples were taken with a trowel from the walls of the trial pits. Samples were put into plastic bags and taken off site for preparation and analysis using XRF. Sample preparation included drying and sieving. The samples were homogenised by kneading the sample bags prior to analysis. The sampling and sample handling were performed in an intuitively way without knowledge of sampling theory. However, Pierre GyÆs sampling theory was used for subsequent evaluation of the data from the site investigation. The theory defines seven sampling errors, which can be applied to sampling of soil. Some errors have a variance that can be calculated or at least estimated, while other errors can give some idea whether the bias is positive or negative. The total sampling error varied over three orders of magnitudes from sample to sample. The single largest contributor to the large variation in error was the contaminant level. When comparing the analytical error and the total sampling error the ratio varies more than three orders of magnitude.

Early theories of coal formation are outlined, with special emphasis on the arguments for allochthony and autochthony. Various aspects of the nature, growth, and decay of the characteristic vegetation of the brown coal peat moors, their conversion into coal, the origin of banding, and the influence of tectonics are discussed.A description of the banding in Victorian brown coals is followed by a discussion of their vitrain, fusain, and natural carbonized coal; and concludes with the nature of the coal resin and the possibilities of its extraction.The nature and derivation of inorganic matter in brown coal, based on Lessing's classification, is described. Assimilation of mineral substances in specific plants with variations due to environmental factorsare illustrated by analyses of present day trees. Consideration is then given to possible sources of salt, marcasite, and quartz in brown coal.It is shown that part of the inherent and extraneous ash may have been removed during and after coal formation. A major challenge for closure planning at mining operations below the water table is evaporation from final void pit lakes and concentration of salts, which can impact on downstream groundwater (and surface water) flows and quality. Where such impacts are deemed unacceptable, the closure approach that is often adopted is to infill the final voids with waste rock to above the pre-mining water table to prevent the development of a pit lake and subsequent evaporative losses. BHP Billiton Iron OreÆs Marillana Creek (Yandi) mining operations face these issues. The orebody is a channel iron deposit that forms the major aquifer in the region, which will be completely mined as a series of elongated open pits over tens of kilometres. The major constraint on mine closure planning was the stripping ratio of less than one, which means that there is insufficient waste rock to infill all areas to the pre-mining water table. Hydrogeological investigations and groundwater modelling indicated that standard mine closure approaches would result in pit void lakes becoming saline sinks unless the residual void geometry was optimised to minimise evaporation and maximise throughflow. The solution developed is a cost-effective long-term mine plan that meets all mine closure objectives, and involved:the selective infilling of all pits, largely using run-of-mine waste dumping with limited re-handling; the diversion of the major part of up-catchment creek flows around the mining operations to allow mining of the resource under Marillana Creek crossings, which in turn restricted overall aquifer recharge and reduced the elevation of the long-term water table; the diversion of some minor creek tributary flows into specific locations within the mine path to induce hydraulic gradients to maintain groundwater throughflow and water quality; and close integration of mine plan optimisation (mining and waste dumping schedules) with groundwater modelling scenarios to achieve acceptable environmental outcomes. This approach is designed to result in no reduction in downstream surface water flows or quality, maintenance of adequate downstream groundwater throughflow to support groundwater dependent ecosystems, and no reduction in the beneficial use status of the downstream groundwater resource.

A great range of contacting equipment is used in solvent extraction. However, a tower filled with a regular packing offers many advantages in the direct extraction from slurries. A study was made of the flow of a dense slurry through a packed tower in which the continuous phase was kerosene. The grid type packing, which was preferentially wetted by the slurry, had slats inclined at an angle of 30¦, to the horizontal. On the sur- face of the slats there were uniformly spaced longitudinal indentat- ions. These were of a height slightly less than the film thickness and divided the slurry discharging from the bottom of the slats into a number of uniform streams. When slurry entered the tower it was distributed by means of a troughs and weirs type of distributor. Because of the relatively high slurry velocities that occur at the entry region, it was necess- ary to have the distributor and the first two grids above the solvent level. The interface at the bottom of the tower was located at the mid-point of the bottom grid, so that the slurry entered the interface as a continuous film across the full width of the slats. Using the above system, stable flow with low entrainment was achieved at slurry flow rates of 3.4 mis/cm/sec. This would be equivalent to a flow rate of 177 gallons per minute through a tower of cross-section 4 ft 4 in. by 4 ft 10 in., or 1200 tons per day of solids of specific gravity 2.6 when the pulp density was 65 per cent. Previous tests indicated that a total tower height of about 30 ft would be required for a recovery of better than 99 per cent.

The current Stoilensky magnetite concentrator comprises a three-stage crushing circuit followed by three stages of ball milling, grinding and concentration to produce a magnetite concentrate with 66.5% iron (Fe). The plant is built in four lines, three lines having four mills and one line with five mills, to treat 32 Mt/y of ore and produce 13.9 Mt/y of concentrate.NLMK, the owner, is Russia’s third largest steel maker and while the ore from the Stoilensky Mining and Beneficiation Plant (SGOK) provides the bulk of their supply, they still must buy ore from external sources at world prices. A decision was taken to expand the SGOK operation to supply all the NLMK concentrate, including the production of pellets.To commence the expansion, high pressure grinding rolls (HPGRs) were introduced as a fourth stage of crushing ahead of the first ball mill. This was a relatively low capital cost expansion and increased production by 12 to 15%, the cost being much less than an additional grinding line. The importance of this development was that earlier introductions of HPGRs in Russia had presented several problems so there was some reluctance to the initial concept. The even greater significance was that nearly every magnetite plant in Russia had a three-stage crushing circuit so the successful introduction of HPGRs was of interest to many operators.The design was developed by a team, consisting of Worley Parson, Mineralconsult and PiterGORproject (PGP), for the first four units to fit inside existing building structures. The first two units were commissioned in March 2016 and the next two units in May 2016, and production improved by over 12%.
