INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). The rolling cones have either large steel teeth for drilling through soft formations or small tungsten-car- bide inserts for drilling through hard formations. Table 3 relates bit size and weight to the strength of the rock. The major advantage of rotary drilling is its rapid drilling rate. This is due to the fact that, unlike percussion drilling, rock penetration is uniform with depth. "Surface coal mining in West Virginia has supplied energy to the eastern coast of the United States for over a century. Over the years, the coal mining industry has been forced to adapt as societal demands regarding health, safety, and environmental impacts have changed. More recent pressure has called for another iteration of change: long-term post-mining sustainability. The research discussed in this paper investigates one potential solution - or component of a solution - to improve the sustainability of surface coal mining in West Virginia: post-mining wind power. The paper begins with an introduction to the Appalachian region of the U.S. and the role that mining has played in its history, followed by a discussion of the need for sustainable mining and how post-mining wind power may help fulfill it. Data processing methodology of field data from monitoring locations is then explained. The results are then used to estimate the electrical output of a wind turbine. This data is then utilized in a case study discussion of one of the monitored sites. The paper concludes with an analysis of the broader implications of the research and a discussion of future work."

University research in the U.S. consists of three components; faculty, funding, and graduate students or postdoctorals. Individual faculty is the unit area of research that is not limited, although faculty normally performs research in their areas of expertise. Faculty can and often do join with other faculty in multidisciplinary research. Faculty research achievements or reputation reflects the standing of the program and university. Therefore, research is highly encouraged and regarded within the university community. Graduate students are the work force of faculty research and doctoral students are preferred for high-quality products. The federal government provides the majority of funding sources, with the remainder coming from industry, state government and others. Compared with other engineering majors, the mining engineering programs in the U.S. are unique in that they: ? Are small in terms of the number of programs, and number of faculty and students in each program. ? Serve a single industry (i.e., mining) and are thus cyclic, reflecting the up and down economic state of the mineral industries. Enrollment statistics during the past 70 years show that a cycle consists of approximately 30 years with the first 10 years up, followed by 20 years down. ? Have curriculum designed to emphasize and thus serve for either the coal, hardrock or industrial minerals industries. These unique features make mining engineering programs hard to manage in university environments. Funding for mining research has relied primarily on the federal government, i.e., the former U.S. Bureau of Mines (USBM) and currently the National Institute for Occupational Safety and Health (NIOSH). The mining industry does not directly perform, nor sponsor research projects. Federal funding provides primarily in-house research. In the last four decades, federal extramural funding was only available when Congress appropriated extra funding in response to mine disasters. For instance, a string of coal mine explosions in the mid to late 1960s prompted Congress to enact the Coal Mine Health and Safety Act of 1969. It provided massive research funding from 1970 to 1983 covering all mining-related subject areas. From 1984 to 1995, federal extramural research funding was minimal, through two generic mineral technology research centers for selected mining engineering programs. In 1995, Congress closed the USBM and transferred the health and safety of miners program to NIOSH. Federally-funded extra-mural research practically stopped from 1995 to 2006. In 2006 and 2007, in response to a series of disasters, including those at Sago, Aracoma, Darby and Crandall Canyon, Congress again appropriated funding for short-term re-search in selected subjected areas such as underground tracking and communication, mine seal and ventilation, and deep cover pillar extraction. Therefore, to develop a meaningful academic mining research program during the past three decades, funding needed to be drawn from other sources such as the mining industries. A ?meaningful? program requires a sufficient amount of consistent funding in order to produce effective results. A review of federally funded extramural research pro-grams shows that a great majority of contractors/grantees are private entities, involving few mining engineering faculty. This, in part, is due to the fact that mining engineering involves so many different subjects. Therefore, a small mining engineering program can only have resources to cover teaching in the core subject areas (i.e., extraction, ground control, ventilation and material handling), at best. In this respect, a successful and meaningful academic mining re-search effort requires strong supporting programs such as geology/geophysics, structural (applied) mechanics, material sciences, compute/software application, etc. Therefore, academic mining research had to rely on private sources such as coal companies, in the author?s case, for sustained funding in the past three decades. Relying on funding from coal companies presents several problems. The projects were small and considered routine consulting projects requiring practical answers in a very short time frame. This is not really suitable for academic research, for which the major goal of research is the training of graduate students. These short-term projects vary with time and mines, most of which are driven by U.S. Mine Safety and Health Administration (MSHA) or U.S. Office of Surface Mining (OSM) regulations. So sustained funding under such condition requires broad experience of coal mining operations, which is also not well-aligned for academic research where faculty tends to specialize in a narrow field. Consequently, under such a funding environment, it is important to keep in mind how to develop long-term academic research objectives from conducting small short-term consulting projects that require quick solutions. In other words, how to look beyond the quick answers and to develop broader and more fundamental theories applicable to other situations that advance the-state-of-the-art. In order to achieve this objective, faculty must act as the connecting link because graduate students come and go. Faculty must know the detail of each project such that they know what are the important unsolved problems, what to assign to specific graduate students and how to guide the next group of graduate students to continue the development and advance the mining science. Under such funding environments, the most effective way to conduct academic mining research and ensure quality products is to maintain a research group consisting of postdoctoral, PhD, and MS students of various rankings such that the senior ranks can assist in guiding the junior ranks, especially the senior PhD students who are experts in their dissertation research areas. A weekly meeting should be scheduled for the group in which problems encountered in the research are discussed or individuals take turns presenting the progress of their projects. During each meeting, the importance of open discussion on scientific issues must be emphasized. Thus, opinions are encouraged, debated, and rejected or accepted. Students are encouraged to listen to and analyze other points of view. In addition to training of this thought process, the meeting also helps identify the strengths and weakness of each individual. As the subject of research expands over time, the group?s and, thus, the faculty?s research experience broadens. With this approach, companies can get the quick answer they desire from expert research experience and the faculty can engage in meaningful applied and basic research that is most relevant to routine mine operations. The end result is that companies will have a high regard for academic mining research.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Top down constructed large diameter (up to 90 m [300 ft]) shaft design and constructability issues present an interesting suite of challenges and opportunities highlighted in this paper. The study covers 2D and 3D finite element models used to: analyze various failure modes, evaluate the shaft liner and internal structures? response to seismic loading, assist in segment design, and assess final structural design tradeoffs. Efforts to achieve economic advantage over conventional heavy civil practices have prompted innovative solutions for ring and segment design, ring build assembly, and annulus backfill grouting. Intended for soft ground conditions, relationships between soil parameters and structure design are also explored.

This paper describes the underground work associated with the North Fork Stanislaus River Hydroelectric Development currently being constructed by Sierra Constructors for the Calaveras County Water District in California under a turnkey contract. Sierra Constructors is a joint venture of the Guy F. Atkinson Construction Company (sponsor) of South San Francisco, and the Harrison Western Corporation of Denver. Notable features of this project include the exceptionally high performance achieved by the 5.5m diameter Robbins tunneling machine and the 675m deep shaft pilot hole which was successfully realigned using oilfield directional drilling techniques. Other features include 3.7m and 4.3m diameter machine-excavated tunnels and various conventionally excavated tunnels constructed over a wide geographical area and diverse climatic conditions.

The factors which control chimney subsidence sinkhole development in weak rock were assessed by analyzing the characteristics of approximately 3000 chimney subsidence features along the Colorado Front Range. The area of study included features developed over abandoned mines in the Colorado Springs Coal Field, the Boulder Coal Field, and the Foothills District. The approximate locations of the areas studied are shown in Figure 1. Data were collected for sinkholes occurring over both room and pillar, and retreat mining areas in coal seams with a wide range of dips. The location, size, and approximate time of development of each sinkhole were documented. From these data, relationships were developed which describe the time rate of observable sinkhole development and the relative location of sinkhole development with respect to mined height, overburden thickness, and type of mining for relatively flat-lying coal seams. In addition, the observed locations of sinkhole development over steeply dipping coal seams were assessed for portions of the study area.

The numerous small high grade gold and silver deposits of the Front Range Mineral Belt have been uneconomical because of the high costs of mill construction, transportation, and smeltering. Processing of these ores must be simple, cheap, with satisfactory recoveries, and be environmentally acceptable. Vat leach with direct electrolytic recovery satisfies these parameters. A battery of testing was conducted utilizing bottle and bucket tests. A five ton vat leach with direct electrolytic recovery gave excellent results while a five ton heap leach proved impractical due to channeling.

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

Complex and distinct geological units spread along the 7-mile long 30-ft inside diameter Upper Rouge Tunnel CSO Control Project in Detroit, Michigan. Its construction is divided in two tunnel construction packages: The South Tunnel, to be driven in finely laminated weak TG Limy Shale, will be excavated by a shielded TBM with precast concrete segmental lining, while the North tunnel, predominantly in a relatively more competent geologic formation Antrim Shale, will be excavated by a main beam TBM with a two-pass lining system. The adits and deaeration chambers will be excavated by sequential excavation method. This paper addresses the process of selecting excavation methods and lining systems for shafts, tunnels, connecting adits, and deaeration chambers.

The Systems Conveyance and Operations Program (SCOP) is being implemented to convey tertiary-treated effluent to Lake Mead near Las Vegas, Nevada. The Reach 3 Tunnel Project is part of SCOP. The tunnel?s planned location along and across the Las Vegas Wash creates challenging tunneling conditions. A number of feasible excavation and initial support methods are being considered during the final design stage. This paper describes how the tunnel construction options were refined based on anticipated tunneling conditions and compatibility between tunnel excavation and initial support methods. A brief description of the most significant characteristics of the anticipated ground conditions is included for the purpose of discussion.

The schlieren technique describes an optical analysis method designed to enhance light distortions caused by air movement. The ability to visualize air flow has significant implications for analyzing underground mine ventilation systems, including the enhancement of surveys and models. Currently, traditional schlieren methods are impractical underground. Background oriented schlieren (BOS) provides a solution to this problem. BOS requires two primary components, a professional quality digital camera and a schlieren background. A schlieren background is composed of a varying contrast repetitive pattern, such as black and white stripes. This background allows the camera?s sensor to capture minor light diffractions, such as those caused by air flow. Although BOS shows great potential for ventilation analysis, sensitivity is an issue. This paper seeks to validate the BOS technique for imaging flow through a regulator by comparing BOS images with traditional schlieren images. This paper also outlines initial experimental efforts used for the validation.

While benchmarking the integrated finite-volume code MULTIFLO against the analytical solution of Philip et al. (1989) for cylindrical underground openings, we found numerical simulation of dripping threshold flux consistently higher than the analytical solution for both rectangular and unstructured grids. The magnitude of error is proportional to the alpha parameter characterizing capillarity. This may bias estimates of repository performance towards non-conservatism.

Surface subsidence that results from longwall mining can be large magnitude and can affect significant areas. Conventional methods for subsidence monitoring include leveling, global positioning system (GPS), and photogrammetric surveys. Remote sensing techniques, including aerial LiDAR, terrestrial laser scanning, and satellite-based differential interferometric synthetic aperture radar (DInSAR), are also used to measure deformation associated with subsidence. DInSAR data are different than data from conventional subsidence surveys. Images capture data over large areas (hundreds of kilometers), and each pixel (data point) in an image quantifies the average displacement over an area of square meters. DInSAR data can have fairly high time resolution; imaging periods typically range from weeks to months.

This National Institute for Occupational Safety and Health study was conducted to focus future research on the most significant electrical problems in the mining industry. Data from 1,926 mine electrical accidents (including 75 fatalities) that occurred between 1990 and 1999 were studied. Coal and metal-nonmetal operator- and contractor-reported data are presented. All data used in this analysis were MSHA closeout data, except 1999, which were preliminary data. Electricity was the 4th leading cause of death reported in mining despite being the 14th leading cause of injuries. Electrical shock, not electrical burns, caused 70 of the 75 electrical fatalities reported. About one-half of mine electrical accidents and fatalities occurred during electrical maintenance. Suggestions for mitigating electrical hazards are proposed.

Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. A change of support model consists of a procedure to change a stationary histogram at a small data scale to represent a larger scale; typically a distribution of sample drill-hole data is changed to represent a chosen selective mining unit (SMU) scale. Most grade variables average arithmetically. Thus, the mean stays the same for different scales, and the variance changes according to well-established theory using average variogram values. The longstanding challenge has been to predict how the shape of the histogram changes. The discrete gaussian model is widely used because it appears reasonable and introduces few artifacts; there are no artificial minimum/maximum values and the target mean and variance are reproduced exactly. The resulting distribution shape, however, is strongly dependent on a multivariate gaussian distribution. The authors generalize the approach by taking advantage of a property of the isofactorial model, which allows one to specify where the random function falls on the spectrum between a low-entropy mosaic model and a maximum-entropy diffusion model. A measure of dissemination (MD) is computed using a ratio of the madogram and the variogram. The change of support algorithm is developed that uses a variable measure of dissemination (VMD) that is easily calculated and fit to data from the deposit. The resulting VMD change of support model is very flexible to represent different mineralization styles encountered in practice; global predictions of recoverable reserves are more accurate and decision-making is improved. A number of real examples are shown to demonstrate the approach.

Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.

In 1995, mining engineer Alain Gachet thought about using Earth-observation satellite imagery to search for precious minerals. The latest radar Earth-observation satellite, Canada’s RADARSAT-1, had just been successfully launched at the time, creating new opportunities for commercial applications. Gachet was working in Congo Brazzaville as an oil executive and general secretary of Elf Congo for the French national oil company Elf Aquitaine. He understood that the RADARSAT-1 launch promised new and cost-effective sources of data for mineral and oil exploration. “It was early 1996 before I ordered my firstRADARSAT-1 satellite images,” said Gachet. “I was first struck by the quantity of information delivered by the radar images. Linear structures and faults were clearly defined and subtle topographic features were tremendously enhanced,” he said. “It was ‘tree top geology,’ but this kind of information appeared to be key for finding new gold seams.”

City Water Tunnel No. 3 is being built in order to provide a redundant system for delivering 4,542,500 m3 (1.2 billion gallons) of water per day throughout the five boroughs of New York City. The present tunnels, City Tunnel No. 1 and 2 (Figure 1), were put in service in 1917 and 1936 respectively, and both have been in continuous service. Tunnels No. 1 and 2 can-not be shut down for inspection or repair until City Tunnel No. 3 has been completed. City Tunnel No. 3 has two stages (Figure 1).Stage One is 20.1 km (12.5 mi) long and is presently delivering drinking water to the boroughs of the Bronx and Manhattan. Stage Two consists of the Brooklyn-Queens Tunnel 17.7 km (11 mi) and the Manhattan Tunnel 14 km (9 mi). The Brooklyn-Queens leg is complete and is set to be put in service soon. The Manhattan Tunnel is being constructed and is the subject of this paper. The Manhattan Tunnel (Figure 1) is comprised of three legs: the north, south and east legs. The con-tract includes the excavation of 8,976 m (29,500 ft) of tunnel and the lining of 14,561 m (47,773 ft) of tunnel. The south tunnel, 5,705 m (18,720 ft), was excavated but not lined, under a previous contract. The tunnel ranges from 181 m (600 ft) to 152 m (500 ft) in depth in the bedrock under Manhattan. The tunnel contract also includes the construction of nine new shafts, 161 m (530 ft) average depth, and the completion of a tenth shaft (the previously built construction shaft). The Manhattan Tunnel contract was awarded to the sole bidder Schiavone/Shea/Frontier Kemper Joint Venture (SSF) for $668,532,680.00, on January 31, 2005. The Manhattan Tunnel was designed ?in house? by the New York City Department of Environmental Protection (DEP) and the construction management was provided by a combined staff of the DEP and a joint venture of Jenny Engineering and URS.
