Today, the coal mining industry is more knowledgeable on the potential negative economic consequences associated with improper management of hazardous substances and various types of solid waste. The practices evaluated during environ-mental audits are discussed and example situations are shared from previous audits of coal mines and analogous situations. The importance of assessing and understanding purchasing, warehousing, safety, maintenance, electrical, operations, and environmental management practices and procedures is highlighted as a key to a successful and practical program. A waste minimization approach is presented including strategies for screening product purchases, product substitutions, and testing and record keeping.

Anglo-Rouyn Mines Limited, managed by Rio Algom Mines Limited is a subsidiary of the British-based Rio Tinto-Zinc Corporation Limited. This mining operation is situated in Northern Saskatchewan, 250 miles north of Saskatoon and represents the first base-metal mine of any importance served by this relatively new mining province. The outcrop of Copper-bearing Chalcopyrite was first discovered by prospectors in 1915, but was not mined until 1965 due to the absence of any form of road into the area prior to this latter date. The mine, mill and concentrator were designed to handle 900 tons per day of comparatively hard, abrasive ore containing chalcopyrite with traces of gold and silver. The flow sheet, Figure 1, is, we believe, elementary, designed with low cost in mind and utilises much old equipment from closed¬-down mines. Due to some difficulty in attaining the designed grinding capacity, changes were made in the crusher circuit. This, unfortunately, lowered the crushing rate too much. A series of changes have taken place to re-establish the original crusher capacity of better than 100 tons per hour. In the quest for a better recovery certain modifications have been tested in the concentrator circuit. These steps are discussed in minor detail.

Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

The metallurgical processing involved in the produc-tion of the new Canadian one dollar coin is reviewed starting with the hydrometallurgical production of pure nickel powder, followed by the powder metallurgy process for the production of nickel strip and coinage blanks, and concluding with the Aureate bronze electroplating and heat treatment procedure. Coinage requirements are then reviewed with regard to economic, public acceptance, and service requirements. Finally the properties of Aureate nickel coinage are presented in the light of the many and varied coinage requirements, and it is concluded that the new Canadian dollar coin exceeds the requirements admirably.

During the past few years monitoring systems have been installed to measure the effects of environmental changes on the ground-water resource. The design of a monitoring system depends upon the designer's perception of how the environmental factors merge with his perception of the ground-water flow system. The validity and representativeness of measurements made during a monitoring program depend upon the validicy of the designer's perceptions and concepts. To optimize the design of a ground- water monitoring program the designer should make preliminary measurements to confirm his assumptions.

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. The roasting process of copper concentrates containing variable quantities of arsenic in a fluidized bed regime was analyzed, considering the technical literature published on the topic in the last quarter century. Although emphasis has been given to the analysis in the fluidized bed regime, other processes have also been considered, under a reducing, neutral or oxidizing atmosphere. The kinetic mechanisms of roasting, as well as the models that have been applied or those likely to be used to explain the kinetics of arsenic removal, are analyzed. Regarding the kinetic mechanisms, those that have been applied to copper concentrates with both high and low arsenic content are included. The roasting kinetic model includes the kinetic data analysis techniques, general models, equations and an estimation of the conversion degree through dynamic, differential and integral methods, as well as particular models for mineralogical components, such as smelter dust and copper concentrates with low and high arsenic content.

The Mantos Blancos copper-silver district is located in northern Chile about 45 kilometers northeast of Antofagasta, as shown in Figure 1. Disseminated and veinlet copper and copper-iron sulfides containing economically significant silver values are hosted by andesitic to rhyolitic volcanic rocks of probable Jurassic age (Chavez, 1983). Field, mineralogical, textural and lithochemical evidence show that three major alteration types may be recognized within the district: (1) district-wide sodium metasomatism, manifested as albitization of feldspars and development of albite veinlets and pore-fillings, (2) local to widespread, incipient to intense addition (chloritization) or removal (bleaching) of magnesium and iron and (3) local to widespread, moderate to intense hematitization, usually spatially associated with bornite-digenite-covellite (as specularite) or digenite-covellite-chalcocite (as red hematite staining with or without specularite) mineralization. Carbonatization, occurring as veins, veinlets, vesicle fillings and irregular patches of calcite, varies in magnitude of development but is widespread. Sericitization of feldspars and groundmass is only locally intense yet is generally present as incipient alteration throughout the district. The district-wide albitization of the Mantos Blancos volcanic sequence has altered what were originally more potassic and calcic, less sodic, rocks to what are now more properly referred to as keratophyres (Battey, 1955; Gilluly, 1935, Hughes, 1975). The petrographic and lithochemical characteristics of the three major alteration types noted above are summarized below.

China was once deficient in nickel and almost totally reliant on imports for its domestic needs, supplies mainly coming from Canada since the ending of imports from the U.S.S.R. in early 1960's. However, the discovery of the huge nickel/copper sulphide deposit in Jin Chuan, Gansu Province of northwestern China in late 1950's and its development and construction through the 1960's and 19701s, have much improved China's domestic nickel position. In 1985. China's nickel production has exceeded 27.000 tons, compared with only 7,000 tons in 1977. Today, Jin Chuan Nonferrous Metals Company operates two underground mines and a small open- pit; owns China's largest reserves of nickel and platinum, and the second largest reserves of copper and cobalt; and has become the most important subsidiary of China National Nonferrous Metals Industry Corporation (CNNC) which was established in April 1983. The Jin Chuan nickel-copper mines are located in Jin Chang City, Gansu Province, 1,700 km west of Beijing in the People's Republic of China (Figure 1). It is believed that Jin Chuan mines have the second largest nickel reserves in the world, after Sudbury basin, Canada. The deposits are situated on the north slope of the Longshu Mountains, 50 km north of Jin Chang City, and border on the southmost edge of the Gobi Desert plateau. The deposits were discovered in 1958. The total strike length of mineralized zones was approximately 6.5 km long, which was divided into four mining areas by faults (Figure 2). The Longshu underground mine of No. 1 mining area began development in 1959, with full ore production capacity of 1,000 TPD. The open-pit, also in No. 1 mining area, which was brought into operation in 1966 with ore output of 5,500 TPD, was closed down in 1982. The East Extension of the open-pit was put into operation in 1983; present production capacity is about 2,200 TPD. Nickel production of Jin Chuan mines in recent years, and production capacity of each mining operation, are shown in Tables 1 and 2.

Through the USGS's National Coal Availability program, coal resource appraisals have been completed for three 7.5-minute quadrangles (Willow Crossing, Colstrip East, Colstrip SW) in the Powder River Basin area of southeastern Montana. Available coal reserves (original reserves minus tonnages affected by current restrictions) vary from 44 to 70 percent of the original reserves. Major restrictions impacting each area also vary. In each area, one or two beds contain most of the reserves, but up to eleven beds contain available coal. The main beds in completed studies are the Knobloch, Rosebud, Sawyer and Flowers-Goodale. Three additional areas (six 7.5-minute quadrangles) are in preparation.

The Prospectors and Developers Association of Canada (PDAC) was established in 1932 in response to proposed regulations that would have threatened prospectors in Ontario. From there, the association grew to represent the interests of Canada?s mineral exploration and development industry. The PDAC?s mission statement reads: ?The PDAC exists to protect and promote the interests of the Canadian mineral exploration sector and to ensure a robust mining industry in Canada. The PDAC will encourage the highest standards of technical, environment, safety and social practices in Canada and internationally. ?Today, the PDAC?s 6,000 individual members include prospectors, developers, geoscientists, consultants, mining executives and students. In addition, the association?s membership includes 950 corporate members, representing senior, mid-sized and junior mining companies in addition to organizations that provide services and equipment to the mining industry. In 2010, the PDAC adopted its e3 Plus principles, a framework to guide its membership in responsible exploration.

The Tailings Leach Plant (TLP) of the Zambia Consolidated Copper Mines Ltd at Nchanga was commissioned in 1974 as the world's first largest successfully operated agitation leach SX-EW plant for copper production. The design, development and operation of the plant soon after commissioning termed as TLP stage II has been described by Holmes et al (1). In the initial phase the plant was designed to treat approximately 25,000 tonnes per day of current flotation tailings from the Nchanga Concentrator operations, and had a design capacity to produce 75,000 tonnes per annum of copper. Further expansion took place in 1986, and TLP stage III was successfully commissioned to treat an additional 20,000 -25,000 tonnes per day of large reserves (over 135m tonnes) of reclaimed tailings stockpiled since the early 1930's in four paddock type tailings dams (T01 to T04). The salient feature of TLP stage III expansion described by S K Mwenechanya et al (2 -3) was the installation of the world's largest Horizontal Belt Filter Plant with 26 filters each of 80 m2 filtration area.

This section is unique to the Handbook in that it is the only section that deals with underground excavations for nonmining purposes. The editors were of the opinion that the section should be incorporated because the subject matter covered by the chapters is closely related to mining, and many mining engineers are currently involved in these activities. As we enter the decade of the 1990s activities in this category will increase, enhancing the relevance and utility of the material discussed. As the population increases, especially in metropolitan areas, the necessity to go underground will be greater. At the present time, not only are subsurface shopping malls and pedways connecting buildings becoming commonplace, but structures as diverse as the Civil and Mining Engineering Building on the University of Minnesota campus, a road-and-fleet maintenance facility in Multnomah County, OR, and even an ice cream parlor (Dairy Queen) in northern Wisconsin have been constructed underground. Placing utilities below the surface has numerous advantages and is now customary. Rapid transit and highways through tunnels in urban areas have been the norm for many years, but subterranean stormwater reservoirs, power plants, industrial warehouses, and food storage silos are relatively new innovations. The philosophy of underground defense installations is ancient, but their requirements and designs have trans-formed radically as technology advances. The use of under-ground space for disposition of wastes is modern, since it is recently that environmental concerns and waste disposal costs have assumed increased significance.

During the past decade, over 114-km (71-mi) of 0.25-m (10-in) to 3.7-m (144-in) finished diameter tunnels have been driven below Metropolitan Houston as part of a major program of water and wastewater improvements. This large effort has seen the introduction of midwestern technology with over 18-km (11-mi) of man-entry pipe jacking and European and Japanese technology with over 21-km (13-mi) of microtunneling. Owing to the high water table; a stratigraphy consisting of stiff fissured clays containing numerous layers, channels, and lenses of water-charged sands and silts; and active faults, many challenges existed for designers and contractors alike.

Sutter Gold Venture excavated an exploration decline into a mineralized zone in the Sutter Creek gold mining district. Delays in obtaining the conditional-use permit resulted in 7 to 10 million gallons of water accumulation in the decline containing elevated dissolved arsenic. Sutter received a permit to land apply the water after reducing the arsenic concentration to 0.05 mg/L. Initially the water was treated by co- precipitation arsenic with ferric hydroxide. Operational difficulties of this treatment system resulted in Sutter pursuing alternative treatment methods. The activated alumina adsorpting was selected due to its flexibility and ease of operation. Operating and maintenance data and costs will be presented.

Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

The difficulties encountered while sinking deep shafts for Potash Mines in southern Saskatchewan have been the subject of several papers in the past. Geological and hydrological conditions of the strata overlying the potash deposits require special techniques for ground and water control during shaft sinking. The easily soluble potash ore requires the lining of these shafts to be virtually watertight to assure long term and safe operation. This paper describes the construction of the most recently completed potash shaft for the Potash Corporation of Saskatchewan. The shaft was designed and constructed by Thyssen Mining Construction of Canada Ltd. and it is located near Lanigan, approximately 110 km east of Saskatoon.

The essential foundation upon which to build an effective marketing program in industrial minerals is the ability to produce competitively mineral products meeting precise customer specifications and to ship them promptly and on schedule. Without this prerequisite, all the other factors in a second marketing program-creative sales management, energetic solicitation, advertising, technical service, new products, etc.are without meaning. The primary image to be created in the mind of customers is that of the reliable and prompt supplier of mineral products at competitive prices and of standard, uniform quality. With this favorable image implanted, it becomes possible to integrate the other essential factors into a strong marketing program; and without this image, little can be accomplished. After having .made provision for the basic product ion position outlined, there are then two fundamental considerations in the design of a successful marketing program for industrial minerals. The first of these is that the number of potential customers for the typical industrial mineral product is, relatively small, and indeed compared to the number of customers for consumer products, the number is actually minute. The second consideration is that the customers for industrial minerals are manufacturers and producers rather than consumers. These two factors lead to a necessity that the marketing program be specifically and uniquely tailored to fit the individual mineral product to be sold and to conform to an existing pattern of distribution.
