Brazil's gross domestic product (GDP) grew only slightly in 1988 to $277 billion at current prices.2 The growth rate was the smallest registered since 1983, when the rate was minus 2.8%. The economy's performance was strongly influenced by a 2% to 3% decrease in industrial production and civil construction. The mineral industry, however, countered the downward trend in the industrial sector and grew a modest 1.4%. In November, Brazil adopted a new Constitution that placed significant restrictions on foreign investment in the mineral industries. Under certain provisions of the new Constitution, foreign companies were prohibited from establishing new mining ventures in Brazil as sole or majority owners. They could now enter the mineral industry only as minority shareholders with Brazilian partners. Foreign companies already established in Brazil had a 4-year grace period to find majority Brazilian partners, or to establish vertically integrated processing operations (mining, processing, smelting, and refining). The new Constitution also prohibited foreign risk contracts for petroleum exploration.

The Bureau of Mines has carried out experimental and theoretical studies with prilled and pulverized ammonium nitrate-fuel oil (AN-FO) mixtures containing varying amounts of fuel oil in an attempt to quantify the effects of stoichiometric composition, nonideal detonation behavior, and expansion volume on the production of CO, NO, and N02 fumes. Experimental fume measurements were obtained in the Bureau's large closed gallery facility (7.2 X 104 liter expansion chamber) and in the standard Crawshaw-Jones apparatus (90--liter expansion shamber) using a prepackaged charge configuration containing about 450 g of explosive.4 The theoretical calculation of toxic fumes was achieved with an equilibrium detonation code called "TIGER,," Contrary to initial expectations, the NOx (= NO + N02) fumes from the large gallery test were found to be in essential agreement with the Crawshaw-Jones results. It was also concluded that (1) "TIGER" calculations offer a good approach to the prediction of toxic fumes; (2) there is a basic problem in extrapolating laboratory measurements of CO fumes to mine conditions--this being due to postdetonation oxidation of CO to CO2; and (3) the detonation velocity decay rate of an explosive is a useful experimental parameter for correlating toxic fumes production with nonideal detonation behavior.

This is the final report for Research Contract No. 00101300 (Min. 34) granted by the U.S. Bureau of Mines to the University of Idaho Mining Research Bureau. The research project is entitled "Development of Improved Ventilation Technology for Non-coal Mines and Other Underground Excavations.' The duration of the project was six calendar months, from 16 April to 16 October 1970. The budgeted cost was $34,867.00 of which $31,953.00 was to be furnished by the U.S. Bureau of Mines. The sequence of reporting that follows is to state the objectives as contracted, outline the program of investigation, highlight briefly the important technological factors peculiar to vein-type metal mine ventilation, and describe the normal methods of control. This is followed by the results achieved by the survey, and an itemization of the observed deficiencies in current technology. There follows a section dealing with the adopted Federal Regulations.

As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. 1. INTRODUCTION In the early 1980s, the U.S. Department of the Interior’s Bureau of Mines Pittsburgh Research Center required that a large reverberation acoustic facility be constructed. This facility was designed to determine the sound power level emissions of mining equipment, especially continuous miners and jumbo drills. A contract for a conceptual design of a reverberation chamber was awarded to Wyle Laboratories of Huntsville, AL, which had extensive experience in the design, construction, and accreditation of acoustical reverberation chambers. The following standards were referenced as guidelines for the design of the chamber: ANSI S1.31-1980, “Precision Methods for the Determination of Sound Power Levels of Broadband Noise Sources in Reverberation Rooms” and ANSI S1.32-1980: “Precision Methods for the Determination of Sound Power Levels of Discrete-Frequency and Narrowband Noise Sources in Reverberation Rooms.” Specific requested criteria included that the room be large enough to accommodate typically large mining equipment and that there be adequate acoustical modal density in the frequency range of interest. It was also required that the room dimensions would support broadband acoustical measurements down to the 100 Hz third octave band. With the closing of the Bureau of Mines in 1996, this reverberation chamber lay dormant for a number of years. However, this facility is now part of the National Institute for Occupational Safety and Health’s (NIOSH’s) Pittsburgh Research Laboratory (PRL). One of NIOSH’s missions is to decrease noise induced hearing loss among the nation’s mineworkers. To this end, PRL researchers are refurbishing and instrumenting this reverberation chamber to facilitate assessment of the various engineering controls being developed to decrease the sound power level emissions of mining equipment. Early on, this work has sought to bring the chamber up to the level of ISO 3743-21 standard for engineering grade measurements for broad-band noise, with a longer range goal of improving the lab to meet the requirements of ISO 37412standard for broadband precision grade measurements. 2. DESIGN OF THE REVERBERATION CHAMBER The nominal room dimensions are 18.3 meters long by 10.3 meters wide with a height of 6.7 meters. The chamber volume is 1,286 cubic meters. These dimensions are important, as few reverberation facilities are large enough to test typically huge mining equipment. The floor is poured concrete with a sealer to make it acoustically reflective. The walls are built of hollow concrete block, 16 inches long x 8 inches high by 12inches thick. Tungsten, silver, lead, zinc, and placer gold occur in the Cucamonga B RARE II area (no. B5174). A strata-bound, scheelite-bearing zone at the Blue Diamond prospect (fig. 1, no. 1) contains an estimated 16,000 tons (15,000 t) of identified, subeconomic resources averaging 0.16 percent tungsten trioxide (W03). There is a high potential for discovering additional tungsten resources at this property. The California-Hercules prospect (fig. 1, no. 5) ha; a mineral occurrence which contains an estimated 1,000 tons (900 t) of tactite averaging 1.3 oz silver per ton (45 g/t), 0.75 percent lead, and 0.72 percent zinc. Another occurrence, at the Blew Jordam Prospect (fig. 1, no. 4) has an estimated 100 tons (90 t) of tactite averaging 10 oz silver per ton (340 ,/t), 3.75 percent zinc, and 2.3 percent lead. There is a moderate potential for discovering silver, lead, and zinc resources at these prospects, which are in metamorphic pendants. There are a few lode gold prospects in the area (fig. 1, nos. 3, 11, 14) are on geologic structures which parallel the San Andreas Fault, northeast of the area. These deposits are not well exposed and have been historically unproductive. Placer gold in area B occurs locally in the beds of intermittent tributaries to Lytle Creek (fig. 1, nos. 10, 12, 13) in concentrations as high as $1.17 per cu yd ($1.53/cu m, at a gold price of $450 per troy oz). The deposits have no significant volume, but could be utilized for recreational panning and suction dredging. In the Cucamonga C RARE II area (No. C5174) placer gold occurrences locally contain as much as $1.23 per cu yd ($1.61/cu m). However, gravel containing the gold appears to be limited to stream beds, and does not occur in sufficient quantity to constitute resources. Recreational panning and dredging also may occur in this area.

 The amount of energy required to support a unit volume of industrial production appears to depend on the volume of industrial production, effi- ciency of utilization of fuel, the form of energy used, climate, and popula- tion served. Previous to the first World War, industries of the United States were learning how to use the vast resources of energy that were available. From 1895 to 1900 the total amount of energy produced was equivalent to 3.7 tons of 13,100 B.t.u. coal per capita, but from that period until 1920 the energy used increased steadily until it reached an average of 7.7 tons per capita. Since that time the amount used has fluctuated with business con- ditions and has averaged 6.9 tons per capita.

This report and associated deliverables is the culmination of a comprehensive literature survey, data collection and identification of over 500 metal/nonmetal active mines/mills/smelters (over 50,000 tons per year, TPY, production) in the contiguous 48 states. The main purpose was to compile an inventory of the mine/ mill/smelter waste tonnages, thus forming a data base for future research and development in improving waste management and waste disposal techniques in the metal/nonmetal mining industry. The study specifically excluded sand and gravel, sulfur, granite and any commodity that leaves basically no waste when mined and/or milled. The coal waste inventory is the subject of another report. The study provided for locating, mapping. encodating and digitizing all the mine/mill/smelter information made available throughout the nation as well as the climatological, land use, topographical, ecological and vegetative data. Mine/mill/smelter information also included (where possible) acreage and/or volume, mining methods, primary ore and gangue minerals, waste composition and haulage methods and distance hauled. Finally, a discussion is provided concerning present and potential uses of various types of tailings, as well 8S recommending possible R&D in addressing problem areas in waste disposal techniques and management.

Previous investigations suggest the possibility of determining shear strength of geologic materials by measuring the force necessary to rupture the web between two closely-spaced, parallel holes using a borehole jack. Current research using finite element modeling and laboratory testing of intact rock indicates that web failure initiates by tensile fracturing induced by a complex stress field. Based on these results, a theoretical justification for relating web strength with shear strength appears unlikely for holes of equal diameter spaced two diameters apart. Empirical results, however, show a strong correlation between average web strength and average unconfined compressive strength for some rock materials under laboratory conditions. A good correlation also exists between residual web strength and the residual angle of friction under the same conditions. This research project involves the construction and field testing of a large borehole jack. The jack is designed to operate within a conventional 12-1/4 inch rotary blasthole common to open pit mining. The system is capable of exerting approximately 800,000 pounds on curved platen measuring roughly 4x24 inches. Field tests indicate that the system will operate in a mining environment, and preliminary results suggest the possibility of using the force-displacement data generated by the jack to rank the competency of material within a mine bench.

A study of the ignition of non-fire-resistant hydraulic fluid sprays was conducted by the National Institute for Occupational Safety and Health. Both an open flame and a hot steel surface were used as the external heat sources. With the open flame as the heat source, the minimum oil temperature and minimum spray nozzle pressure that resulted in an ignition were measured. The effects of the distance between the open flame and the nozzle and the nozzle orifice diameter on the ignitability of the hydraulic fluid sprays were examined. With the hot surface as the heat source, the minimum surface ignition temperature was determined. The degree of oil atomization and the relative direction of oil injection with respect to the hot surface are discussed. The ignition of oil sprays from the impingement of oil jets onto a vertical surface was also investigated. Finally, the results are compared with those obtained for fire-resistant hydraulic fluids. The effects of hydrogen chloride (HCI) concentration and temperature on the solubility and hydration state of the alkali chlorides LiCI, NaCI, and KCI and the alkaline-earth chlorides, MgCI2, and CaCl2 were investigated by the Bureau of Mines. Saturated aqueous solutions of the chlorides were sparged with HCI gas at temperatures of 20°, 40°, and 60° C. Increased HCI concentration caused decreased salt solubility be-cause of the common ion effect. Aqueous solubilities for the chlorides of Ca, Li, Mg, K, and Na ranged from 42.6, 45.2, 35.2, 25.5, and 26.1 pct, respectively, at 20° C to 56.9, 49.4, 37.6, 31.0, and 27.0 pct, re-spectively, at 60° C. In solutions sparged to HCI saturation, solubili-ties for these chlorides ranged from 22.4, 26.5, 3.0, 1.3, and 0.05 pct, respectively, at 20° C to 53.2, 48.8, 28.3, 2.6, and 0.8 pct, respec-tively, at 60° C. The solubilities of LiCI and CaCl2 in HCI solution were high because HCI solubility is low in these solutions. The chlo-ride salts of Ca, Li, and Mg formed hydrates, which depended on tempera-ture and HCI concentration. Monohydrates for LiCI, tetrahydrates and hexahydrates for MgCI2, and dihydrates, tetrahydrates, and hexahydrates for CaCl2 were obtained.

The Bureau of dines present, an economic evaluation of its process for the ferric chloride leaching of chalcopyrite concentrate. In this process, chalcopyrite concentrate is leached with ferric chloride solution to extract copper, which is precipitated from the solution by electrolysis while leaving sulfur in the residue. Spent liquor from electrolysis is treated with oxygen to regenerate the ferric chloride leach solution and the sulfur-laden residue is processed to recover the sulfur. A cost estimate was prepared for a plant capable of processing 600 tons of chalcopyrite concentrate per day, 330 days per year. The fixed capital cost, on an early 1.975 basis is $27,831,600 and the estimated operating cost is 9.9 cents, per pound of copper product. In comparison, the estimated operating cost of a smelter equipped with a citrate process plant to recover sulfur is about 13.6 cents per pound of copper product. No charge for chalcopyrite concentrate or credit for recovered byproducts has been included in either operating cost. The ferric chloride leach process, therefore, appears to be economically attractive.

This report describes a method for designing and constructing ground beds that has been developed under the sponsorship of the Bureau of Mines. The procedures for designing and constructing a driven-rod ground bed with a resistance of 5 ohms or less are given. Some of the theory of soil resistivity and fall-of-potential resistance measurements is included. Results of a bed constructed at the Bureau of Mines mine car roadway are presented.

Ore and concentrate are transported on, the surface at western mining districts by (1) railroads, (2) surface trams, (3) aerial trams, (4) trucks, and (5) wagons, and (6) on the backs of animals. The daily and ultimate tonnage to be moved is the principal factor governing the selection of the method of transportation. Railroads are preferred when large tonnages are to be hauled over relatively long distances. The mine-haulage system may be extended or surface trams built to the mill or shipping point if a practical track grade is possible and if the distance is relatively short. Aerial trams have a special field of usefulness for transportation over steep or excessively rough terrain.

This study is an appraisal of the feasibility of recovery and the possible chemical and physical uses of the limestone from the Greenbrier Formation in western West Virginia. Data on minability, occurrence, quality, and markets were obtained from published and unpublished sources and by a limited mail survey combined with personal contacts. The estimated costs of recovery by deep mining techniques are considerably higher than competitive surface and shallow subsurface operations. Compositional in formation available for this study was limited but indicated the suitability of the limestone for most physical uses and some chemical process uses in appraisal of the uses and demand reveals that immediate markets may be difficult to establish, but for some uses long-term prospects may be encouraging, especially if the quality of limestone would be suitable for lime manufacture or use as metallurgical fluxstone.

The report covers several aspects of mine safety ground systems, primarily for underground coal mines. The design of a combined ground fault-ground check monitoring system is presented. An analysis is made of grounding systems for dc shuttle cars. Complete resistance data and results of physical inspections of self-salting ground rods are presented. A detailed resistance and economic analysis is presented for the use of composite materials for building inexpensive and effective ground beds in high-resistivity areas. The desireability of penetrating the coal seam with a borehole safety ground is investigated. A report is made of a Mine Substation Grounding and Bonding Workshop.

The Menominee Range of northern Michigan was a major producer of direct shipping iron ore for nearly a century. When the last underground mine on the Range ceased operation in 1978, it marked the end of an era. For since the start of mining in the early 1880's the district has gone through a Lull cycle from the start-up of mining through close-down. During this period over 200 million long tons of iron ore were produced and shipped from nearly 100 mining operations. This development and production spanned the time from when the United States advanced from an essentially rural-agriculatural society through the industrial revolution and into the beginnings of the computer and space age. There are many lessons that can be learned from such a rich history. This report attempts to provide ouch a lesson. Through the use of case histories, deficiencies in past mining practices and mine closure procedures that have resulted in current mine related problems are documented. These problems -an be grouped into three areas; 1) subsidence 2) hydrological or drainage problems and 3) problems related to inadequate mine shaft sealing and capping practices.

The objective of this contract was to develop a simple, reliable, economical, remote-control roof bolting module for installation of mechanical and resin bolts. It was to be capable of placing longer than seam height bolts, up to 10 ft lengths, from a seam height of 36 to 72 in., while keeping the operator under supported roof. The resulting machine, called REM-Bolter, is a low profile unit that utilizes Foster-Miller Flexible Shaft Roof Drill, a Bendix Roof Bolt Inserter and a newly designed. Roof Bolt Lifter/Torquer. Every effort was made to strike a compromise between complete automation and complete manual control. In a controlled laboratory environment the REM-Bolter remotely installed 1000 bolts. Subsequently the machine was tested in an operating coal mine where 500 holes were drilled (and an equal number of bolts were installed) remotely, over a 4 month period. The results of all tests Live shown that the operator of a machine of this kind can quickly, and repeatedly, install rootbolts remotely from his operator compartment some 8 ft away from the drilling/bolting action. The report includes recommendations for improvements to the present REM-Bolter design that would translate the present test bed into a second generation test bed and a potential first generation production unit.

"The generation of free radicals from reactions of nickel (Il)-thiol complexes with molecular oxygen and model lipid hydroperoxides was investigated by electron spin resonance (ESR) utilizing 5,5-dimethyl-1-pyrroline-N-oxide (DMPO) as a spin trap. Incubation of nickel (II) [Ni(II)) with cysteine in an aerobic environment generated hydroxyl (·OH) radical, which then reacted with cysteine to generate a carbon-centered alkyl ( · R) radical. Radical generation was inhibited under a nitrogen atmosphere. Model lipid hydroperoxides, cumene hydroperoxide, and I-butyl hydroperoxide enhanced the yield of these radicals and also generated an alkoxyl (·OR) radical. Radical yield decreased by approximately half under a nitrogen atmosphere. Although histidine did not cause radical formation in the reaction between Ni(II) and cumene hydroperoxide under aerobic conditions, the addition of histidine to a mixture containing Ni(ll), cysteine, and cumene hydroperoxide under the same experimental conditions increased the yield of · R radical but lowered the yield of ·OR and ·OH radical adducts. It thus appears that histidine caused the ·OH attack to be more site-specific. Similar results were obtained utilizing 1-butyl hydroperoxide. Penicillamine or N-acetylcysteine yielded similar results except that under aerobic conditions, reaction between Ni(ll) and N-acetylcysteine without hydroperoxide did not generate a significant concentration of free radicals. Under the same experimental conditions, cystine did not generate any detectable free radicals, suggesting an important role of the -SH group in Ni(II)-mediated free radical generation. The results indicate that free radical generation from the reaction of Ni(Il)-thiol complexes and molecular oxygen, and/or lipid hydroperoxides, may play an important role in the mechanism(s) of Ni(II) toxicity and carcinogenesis. INTRODUCTIONWhile nickel is a well-recognized carcinogen [l, 2]. the underlying biochemical mechanisms remain unclear (3, 4). Recent studies suggest that these mechanisms may involve oxidative DNA damage through free radicals, especially the hydroxyl (•OH) radical [5-13]. The mechanisms of nickel carcinogenicity and toxicity may also involve lipid peroxidation [14-21]. Unlike ferrous ion [Fe(II)], the Ni(II) cation itself does not directly react with 02, H2O2, or lipid hydroperoxides to generate free radicals [12, 21]. However, it has been reported that Ni(II) complexes with certain synthetic oligopeptides, e.g., tetraglycine or glycylglycylhistidine, make Ni(II) reactive with 02. This reaction results in transitory formation of Ni(III) and degradation of the organic ligand via free radical reactions [22]. Such Ni(II)-peptide complexes are also capable of reacting with H2O2 to produce oxygen free radicals [11, 12]. Although the cellular environ¬ment may not contain these particular peptide ligands that are known to render Ni(II) redox active in vitro, it does contain a variety of oligopeptides that are capable of forming Ni(II) complexes at physiological pH, and thus may facilitate Ni(II) redox activity in vivo. These oligopeptides include glutathione (y-L glutamylycysteinylglycine), carnosine (homocarnosine (y aminobutyryl-L-histidine), and anserine ( B-alany1-3-methyl-L-histidine)."

Tailings embankments can develop a high phreatic surface if the original design for the embankment does not include drainage facilities or if existing drainage facilities become ineffective. Subsequent raises can develop a seepage surface due to a high phreatic surface that can lead to stability problems. The U. S. Bureau of Mines amended contract J0100013 to initiate this study of horizontal drains in tailings embankments. This study developed a technique for determining the length of and spacing between parallel drains through the use of the finite element model UNSAT2. The analysis is based on the combined output of a vertical planar mesh and a horizontal planar mesh. The slot opening in the drain pipe and the length of the perforated section are determined from an analogy to water well design. The pipe diameter and gradient can be determined from Manning's equation. To the authors' knowledge, this is the first attempt at horizontal drain design using a finite element model. Additional research is recommended in this area.
